our
meeting
on
Wednesday
for
animal
welfare
advisory,
we
were
joined
by
States
Attorney,
General
assistant
state's
attorney
Erica
hammer
and
in
John
Coughlin,
and
to
discuss
many
of
the
things
that
we
have
been
talking
about
in
the
past
and
Erica
is
going
to
give
a
little
presentation
about
sentencing
for
animal
abuse
and
there's
a
lot
of
misconceptions
out
there.
What
can
and
cannot
be
done
so
I'd
like
to
introduce
you
to
Assistant
State's
Attorney
Erica
Emma.
Thank

coming
today.
Erica

You
everyone
and
I
apologize
after
you
guys
are
more
than
welcome
asking
questions
all,
but
afterwards
I
have
to
run
to
court,
so
I
apologize
for
leaving.
However,
so
last
week
it
came
up
because
a
lot
of
times
when
I'm
charging
cases
specifically
there's
a
case
going
on
right
now.
So
I
can't
really
talk
about
it.
However,
the
Donnell
Jennings
case
it
was
a
dogfighting
case.
He
pled
out
recently
to
prison,
and
we
had
had
well
over.
50
counts
off
for
dogfighting.

At
the
same
time,
it's
three
years,
no
matter
what
on
each
count
consecutive
sentencing
would
mean
it's
three
years
plus
three
years
plus
three
years
and
there's
only
certain
statutes
or
it's
very
limited
to
sex
cases,
a
lot
and
some
types
of
murder
cases
where
there
are
several
victims
and
the
dog
fighting
or
any
type
of
animal
cruelty.
Felonies.
It's
always
going
to
be
concurrent
sentencing.
So
this
was
just
kind
of
you
know
after
tinker
last
week
and
I
was
at
on
the
zoom
call,
meaning
a
lot
of
people.

Don't
know
that,
and
it
was
just
more
about
educating
the
public
as
to
why
we
end
up
only
doing
a
couple
counts,
one
it's
very
complicated
when
they
go
to
Cle
and
even
though
the
defendant
isn't
getting
anything
at
all.
He
kind
of
thinks
he's
getting
something
by
playing
guilty
and
only
two
four
counts
instead
of
fifty
counts,
I
also
charged
the
misdemeanors
as
well,
not
just
the
felonies,
because
under
certain
misdemeanor
statutes
with
animal
cruelty
under
animal
owners
duties.
The
first
offense
is
a
Class
B
misdemeanor.

So
if
I
can
just
get
a
conviction
on
that,
that's
great
and
then
the
next
offense
will
be
a
felony
and
the
same
thing
with
aggravated
animal
cruelty
and
so
forth,
and
so
on
so
a
lot
of
times
the
first
time
when
I'm
charging
them
I
just
want
them
to
plea,
because
I
know
they're
going
to
reoffending,
upgrade
the
you
know
charge
later
on.
So
it
was
more
about
just
educating
the
community
that
when
we
do
those
pleas
or
when
we
go
to
trial
a
lot
of
it
well
all
of
it.

None
of
the
animal
cruelty
statutes
or
the
dog
fighting
is
consecutive
sentencing.
The
other
thing
is
I.
Do
end
up
charging
and
I
like
to
charge
all
of
the
counts
because
say
in
mr.
Jennings
case,
the
jury
if
it
was
to
go
to
jury
or
bench
trial.
One
of
the
dogs,
a
jury
or
a
judge
thought
the
dog
was
involved
in
dog
fighting,
but
not
the
other
dog.
Maybe
one
has
worse
injuries
than
the
other.

reason
that
I'm
really
pleased
at
Erika's
here
is
because
time
ago,
when
we
were
going
to
change
over
the
the
supervision
of
animal
control,
that
was
what
mr.
wheeler
had
emphasized.
Not
adoption,
enforcement
and
I
think
this
is
a
prime
example
of
that,
not
that
you
wouldn't
have
done
it
even
if
we
weren't
a
committee,
but
but
it
is
it's
showing
and
you're,
bringing
that
information
to
us
and
so
I
think
that
really
goes
right
into
our
purposes.

like
that
see
and.

You,
my
only
question,
was
I've
been
talking
about
TNR
for
almost
five
six
years
now
and
I
always
from
the
previous
management
was
told.
There
was
issues
in
the
municipalities
with
DNR
are
those
things
that
have
to
have
intergovernmental
agreements
to
allow
us
to
do
that
within
those
municipal
governments?
Yes,
okay,
because
that
that's
a
big
sticking
point
that
who
pays
for
it
correct,
because
it's
not
cheap
so
I
just
want
to
mention
that
mr.
H
A
plea
may
seem
to
be
like
a
relaxation
of
the
law
and
that
the
person
is
getting
away
and
in
fact
it
is
not.
It
begins
to
set
the
foundation
for
continuous
occurrence
to
go
out
and
I
love,
because
it
is
an
actuality,
a
conviction
correct
it
just
you
know
you
might,
you
know,
get
some
gold,
the
ones
that
those
charges
that
were
well
said
not
yet
dismissed
or
nollie.
To
agree
to
these
other
charges
again
results
as
a
conviction,
I
mean
as
its
conviction
and
also
a
middle
of
mitting
wrongdoing.
At
some
point.

And
mr.
Jennings
he
ended
up.
We
got
forfeiture
of
the
whole
entire
property
as
well,
along
with
that,
because
the
seizure
with
the
dogfighting
and
and
he
did
go
to
prison
and
then
he'll
be
on
mandatory,
supervised
release
thereafter,
and
it
does
set
a
precedence
for
people
instead
of
going
to
trial
cleaning
out.
Knowing
that
the
judge
will
sentence
them
most
likely
to
prison
as
well.

that

going
to
talk

I
just

to

going
to
be
moving
forward

state's
attorney

some
ordinance
and
some
other
ways
that
we
can
prevent
and
prosecute
some
of
these
abuse
cases.

we

of

Center
Road,
they
were
a
polling
place,
that's
been
certain
purchased
by
hospice

they

doing
some
reconstruction

property
and
we
had
to
relocate
there

election.

One
other
thing:
less
than
an
hour
ago,
I
received
an
email
from
a
county
board
member
who
was
asking
if
I
could
discuss
some
of
the
changes
that
are
gonna
be
coming
up
with
the
November
general
election
as
far
as
mail
and
voting
goes
and
I'll
be
happy
to
do
that.
One
of
the
things
that
we're
gonna
be
doing
on
August
1st
I.
Don't
know
anybody
can
see
this
here,
but
this
is
gonna,
be
the
postcard
that's
going
to
be
mailed
out
to
every
registered
voter
in
Kankakee,
it's
an
application
for
a
ballot
by
mail.

Those
will
go
out
and
we
would
hope
that
we
would
get
the
majority
of
those
responses
by
the
sometime
in
the
month
of
August,
but
anybody
that
we
receive
an
application
for
we
will
be
mailing
a
ballot
out.
Those
ballots
will
be
mailed
out,
beginning
September
24th
and
will
be
mailed
out
continuously
through
the
election
process
in
the
election
period.

That's
that,
but
two
weeks
post
election
is
not
new.
We've
had
that,
since,
oh,
my
goodness
at
least
six
years,
that's
one
of
the
one
of
the
reasons
that
they
introduced
that,
while
was
for
military
voters
who,
through
no
fault
of
their
own,
you
know
they
cast
their
ballot
in
a
timely
fashion,
but
just
because
mail
overseas
can
take
extremely
long.
We
don't
want
to
deny
them
the
opportunity
to
participate
in
the
process.
So
that's
not
anything
new.
What
will
be
new
is
because
of
the
volume
of
ballots
that
we're
anticipating
sending
out
you
know.

of
people
will
wait
until
November
1st
November
2nd
November
3rd
to
send
those
out.
So
there
will
be
more
uncounted
ballots,
post
November
3rd
than
we've
experienced
so
yeah
yeah.
We
won't
be
able
to
declare
if
it's
a
close
race.
We
may
not
be
able
to
declare
that
winner
on
November
3rd.
It
may
be.
It
may
be
a
two-week
process.

people
turning
out
at
the
bus,

there

significant
amount
more
showing
up
at
the
polls
on
Election
Day,
certainly
with
mail
voting
being
available

voters,

seeing
a
huge
increase
in
the
number

people
that

requesting

sent
to
them.

mean
prior
to
us
even
sending
out
these.
These
applications
we've
already
received
over
250
people
or
applications

people
who
want

them
and
for
a
presidential
election.

never
had
that
many,
this
early,

I
would
assume
that
polling
place.
This
is
you
know
my
initial
projections
here
that,
while
it's
a
it's
a
state
holiday,
it's
not
necessarily
everybody's,
not
getting
the
day
off
that
turnout
at
the
polls
themselves
will
be
will
be
lowered.
I
think
more
people
will
be
taking
advantage
of
the
opportunities
to
vote
early
through
either
through
mail
or
through
our
office
or
at
our
satellite
locations.

doing
outreach
I'm
going

be
speaking

Journal

a
couple

I
will
be
on
the
radio
on
all
of
the
radio

sometime

also
be
doing
it
on
our
social

as

be
using
the
Dropbox
that
the
the
treasurer
uses?
Fortunately,
the
timing
for
the
tax
payment
period
and
voting
period
are
separated,
so
there
there
wouldn't
be
any
commingling.
There
was
some
changes
in
the
legislation
that
did
allow
for
us
to
set
up
drop
boxes,
but
they
added
at
the
last
minute
a
provision
that,
and
that
required
only
the
election
authority
to
be
able
to
access
that
that
drop
box,
which
we
can
do
for
our
building
here
we
could
have
purchased
drop
boxes
and
install
them
in
remote
locations.
My
my
concern
is
twofold.

With
that
one
is,
you
know,
even
though
you
can
chain
a
drop
box
down,
I
I,
don't
want
to
be
on
television
having
to
explain
how
somebody
with
a
pickup
truck,
drag
that
that
box
away
and
explain
to
whoever
might
have
voted
on
those
you
know
where
their
ballots
might
have
gone.
The
other
part
is
is
that
this
is
this.
Legislation
is
really
written
for
the
November
3rd
election.

And
I'm,
the
other
list
of
these
things
was
asked
about
how
voters
are
removed
from
the
rolls.
That's
a
process
that
we
do
every
two
years
when
you
get
your
voter
card
from
us,
that's
a
process
that
we
use
to
to
help
clean
the
rolls.
So
we
get
those
cards
that
are
returned
from
our
from
the
post
office
and
if
we've
got
a
forwardable
address
on
them
in
the
county,
we
send
them
a
card
to
that
address.
To
say:
hey
is
this
where
you
live
now,
let
us
know
and
we'll
update
your
address.

If
it's
outside
the
county,
we
send
it
one
to
them.
Saying
hey:
this
is
where
you
live
now,
let
us
know
and
we'll
remove
you
from
the
Kankakee
rolls.
If
somebody
doesn't
respond
to
that,
they're
placed
in
what's
called
inactive
status,
which
doesn't
Sara
Lee,
remove
them
from
from
possibly
voting.
It
just
starts
the
clock
after
two
general
elections,
then
they
can
be
removed
from
our
list.

We
did
have
a
case
a
couple
years
ago,
where
it
was
presumed
that
we
had
somebody
voting
here
and
voting
at
another
state
I
believe
it
was
Kansas.
If
memory
serves
me
correctly,
it
turned
out
that
it
was
a
person
with
the
exact
same
name
and
same
birthday,
but
the
social
securities
were
a
little
bit
different,
so
it
ended
up
being
a
non-issue.

Another
question
was
on
here.
If
undocumented
voters
can
vote
because
they
have
a
driver's
license,
we
have
had
instances
where
undocumented
voters
have,
if
they're
going
through
the
process
to
get
their
drivers
license.
They're
asked
if
they're
registered
to
vote
and
some
vote,
some
undocumented
voters
have
inadvertently
registered
to
vote
now.
I
can
tell
you
that
we
have
not
at
this
point
in
time,
had
an
undocumented
voter
cast
a
ballot.
We
have
had
several
instances
where
undocumented
voters
who
are
going
through
the
process
of
getting
their
drivers
license.

Don't
necessarily
know
what
they're
doing
when
they're
saying
yeah
I
want
to
register
to
vote
and
that
causes
problems
for
them
when
they're
trying
to
get
their
naturalization
papers.
So
they've
come
in
to
us
and
saying
hey
I
signed
up
for
this
I
didn't
mean
to
sign
up
for
this.
Can
you
take
me
off
the
rolls
and
when
we're
always
happy
to
do
that,
and
they
do
ask,
can
you
print
out
something
that
shows
that
I
didn't
vote,
because
that
let
causes
a
problem
and
we
can?

We
can
print
out
the
the
voter
history
for
that
voter
and,
like
I,
said
to
this
point
in
time,
we've
not
had
anybody
that
has
cast
a
ballot.
That
was
a
not
a
US
citizen
so
and
then
the
last
question
had
is:
where
can
we
go
to
see
who's
on
the
ballot,
and
is
there
a
good
place
to
get
in
nation
on
these
candidates?
There's
still
a
little
bit
of
time.
Yesterday
was
the
last
day
for
filing
for
independent
and
new
party
candidates.

So
so,
but
we
will
have
sample
ballots
available
on
our
website
and
information
to
get
information
on
these
candidates.
That
is
one
that
you
know.
I
know
people
have
talked
about
that.
But
for
us
you
know,
given
the
fact
for
this
election
there
there's
so
many
candidates
that
are
running
for
so
many
different
offices
to
be
able
to
get
information
on
all
of
those
candidates
to
put
it
out.

what
happens
if
you
have
information
for
you
know
one
candidate
for
one
party
on
there
and
you
don't
have
it
for
the
other
ones
that
look
like
you're
playing
favorites.
It
becomes
one
of
those
things.
It
becomes
burdensome
and
I'm,
not
sure
that
there's
a
lot
of
election
authorities
in
Illinois
that
that
offer
that
I
would
love
to
tell
you
you
know,
maybe
the
contact,
the
the
parties
in
in
each
County
to
see
what
information
they
have,
but
but
I,
don't
know
that
we
can
prove
our
office
can
provide
that
information.

put
some
rest

arrest
the
drop
box
with
the
mail
there
step
on
the
on
the
envelope
that'll,
let
you
know
you

that
they've
meld
it

kind
of
postal
mark
or

concern

they'll

looking
at
the
signatures

the
voters,
comparing
those
if
there's
any
reason
that
they
have
any
question
to
call
in.

You
know
on
our
June
26th
we
did
hold
the
farmland
assessment
review
committee
meeting,
that
that
is
a
statutorily
required
meeting
that
eats
to
be
held
once
a
year
to
go
over
the
process
of
implementing
the

I
values
for
farmland.
That
went
very
very
smoothly
and
we
did
that
right
there
in
the
fourth
floor
ballroom.
Thank

allowing
that
to
happen.
That
was
a
good
meeting
where
we
had
plenty
of
room
to
socially
distance
and
things
like
that.
It
was
a
great
suggestion
and
I
really
appreciate
it.

So
we
got
through
that
on
June
26
by
the
first
part
of
July
I
had
received
the
certified
sales
ratio
of
study
for
2019
from
the
Department
of
Revenue,
which
was
really
important
for
us.
It
would
be
awfully
difficult
for
me
to
equal
and
published
assessments
until
we
had
that
third
year
certified.
We
did
get
back
from
the
Department
of
Revenue
and
only
July,
so
so
that
was
done
this
month
and
I
received
several
links
or
experts
of
assessment
changes
from
the
townships.

If
not,
it
would
be
very,
very
close
to
them,
but
looks
like
things
are
going
along
really
nicely
so
then
I'll
move
on
to
some
things
that
are
still
pending.
Of
course,
like
I
said,
I
received
some
assessment
changes
so
far,
but
I'm
still
waiting
on
the
remaining
and
townships
to
return
their
book.
So,
like
I,
said
a
lot
of
that
is
scheduled.
There
I've
been
told
they're
going
to
be
given
to
us
by
the
end
of
this
week,
they're
very,
very
early
next
week,
so
so
we
should
be
in
decent
shape.

I

move
with
the
supervisor
of
assessments
level
and
make
a
few
changes
that
I
need
to
make
like
wind
energy
device.
Valuations
need
to
be
put
in
at
my
level,
and
things
like
that.

we'll
move

equalization
and
notification

assessments
getting
those

approved

when
you've
told
us
in
the
past-

it's

look

deposits

things

going
on-

you
said
it's
getting
better

better
each

Clearly
that
wasn't
gonna
happen,
so
I've
been
in
contact
with
the
vendor.
We
are
now
in
line
to
start
working
on
the
process
in
August,
where
we'll
have
our
workflow
done
in
mid-september,
and
we
will
be
going
live
with
our
new
system
in
October.
What
does
that
bring?
It
brings
a
lot
of
new
methods
and
efficiencies
into
the
process,
along
with
the
long-awaited
opportunity
to
be
able
to
take
credit
cards.
Oh
people
have
been
asking
don't
understand
why
we
don't
the
ones
and
twos
per
month
really
didn't
to
us
over.

The
years
benefit
the
fee,
that's
why
we
had
encouraged
the
ATM
downstairs,
which
I
believe
gets
used
very
well,
but
more
and
more
people
with
this
hold
not
wanting
to
touch
money
and
different
things
like
that,
so
we're
gonna
oblige
so
I
am
investigating
different
services.
What
other
offices
in
this
building
used
for
credit
card
services,
Steve
and
Finance,
has
shared
some
information
with
me,
so
it'll
be
kind
of
bundled
into
what
we're
gonna
be
launching
in
October,
so
we're
kind
of
excited
about
it.

it

real

Our
volume
has
increased
this
year.
We've
had
five
thousand
three
hundred

eighty

people

tapped

give

an
example

2018
we
had
4833.

that's
clearly
covin
has
created,

desk
jockeys
who
have
needed
work
and
found
ways
to
get
it

we're
continuing

build

backlog,
continuing

make
information
accessible
online,
because
that's
what
people
want
in
our
world.
So
we
have
now
completed
1986
its
online.
That
was
fourteen
thousand
six
documents.
The
staff
had
imaged
backlogged
and
verified.

have
imaged
1985.
That
is
ten
thousand
eight
hundred
and
fifty
three
images.
That's
not
pages,
that's
images,
so
it
varies.
They
are
currently
indexing
and
verifying
that.
So
we
continue
to
just
work
and
make
things
accessible
and
available
along
with
our
current
work.
We
have
our
old
work
and
we
have
our
history
that
we're
working
on
so
yeah
still.

going
well,
we
have
three
books
out
right
now,
we're
expecting
them
back,
probably
in
the
next
couple
weeks,
and
we
are
back
on
track
by
the
end
of
the
fiscal
year.
We
will
have
the
number
of
books
completed.

planned

so
a
total
of
nine
for
the
year,
so
we're
pretty
excited
about
that
sure
busy
bees.

processing

know

look
at
those
fees
all
the
time

there
an
efficiency
of
scale
to
use
one
vendor
for
the
entire
building

county.

never
occur
to
me
that
you
guys
would
all
use
different
vendors
well,.

because
I've
been
looking
into
that,
so
I
know
that
the
treasurer
uses
one
vendor,
and
these
are
government
vendors
that
we're
looking
at
that
do.
Government
credit
card
processing.

so
I
know
that

treasurer
uses
one
because
they
have
that
a
check
process
along
with
credit
cards
and
then
I
happen
to
know.
Dan
uses
another
ray
because
I
think
his
is
a
flat
fee
per
expense.
So
I
don't
want
this
to
have
to
cost
somebody
that
much
more
to
record
something.

goal
is
to
find
an
an
arm
or
an
entity
that
will
keep
it
as
low
as
possible.
I
think
the
2.5%
is
just
an
unknown,
plus
a
dollar
fee.

That's
one
thing,
but
you
know
when
you're
recording
a

veterinarians

getting

checks

us.
Late
Laurie
has
taken
on

full-time
position,

helped

funds
and
significantly

that
an
inventory
the
beginning
of
the
month
was
three
dogs
and
two
cats
and
then
the
end
of
the
month.

had
twenty

dogs
at
seven
cats

confiscated

good

their

to
be
cleaned
up,

our

with

and
then
for

do
dog
tests
and
scale
the
accurate.
