Community Services Committee Meeting 08/18/2020 9:00 am

A
I
appreciate
when
you
made
your
motions,
that
you
said
your
your
last
name
that
really
helped
kelly
and
all
of
us.
Thank
you.
Now
we
have
the
county
clerk
report,
but
as
we
promoted
last
meeting,
I
would
like
it
if
whoever
makes
this
motion
to
approve
would
ask
that
they
approved
also
the
clerk
county
clerk,
the
assessor
the
recorder
and
the
animal
control
reports.
At
the
same
time,
with
one
roll
call,
mr
eckhoff
will
make
the
motion
parker
and
part
miss
parker
will
second,
it
we'll
have
a
roll
call
vote
on
all
of
the
reports.
H
H
I
just
wanted
to
talk
about
a
few
things,
all
of
you
since
the
last
time
we
talked
we've
sent
out
the
postcards
we've
received
40.
As
of
this
morning,
we've
received
4
53
applications
that
will
be
more
applications
and
ballots
that
we
sent
out
for
any
other
election,
so
we're
already
at
a
record
pace
for
that
in
mid-september
and
mid-october.
H
If
you
didn't
respond
to
that
notice,
the
secretary
of
state's
office
was
required
by
law
to
send
you
another
reminder
notice
just
to
let
you
know
that
voting
by
mail
is
available,
so
those
you'll
be
receiving
those
from
the
secretary
of
state.
If
you
haven't
already
sent
in
your
application,
you'll
be
receiving
those
at
least
twice
some
election
days
to
to
talk
about
the
last
day
for
a
write-in
candidate
is
september
3rd.
H
H
A
different
note
we
had
purchased
with
the
grant
monies
that
were
available
to
us.
We
purchased
an
additional
10
optical
scan
machines.
We
paid
a
total
of
three
thousand
dollars
for
that.
That
will
be
grant
money.
That's
a
phenomenal
deal,
those
those
machines,
new
are
roughly
3,
500
apiece,
so
so
buy
one
get
nine
free,
I
think,
is
the
the
sale
that
they
were
having
now
those
machines
and
we'll
talk
about
this
post
november
election.
H
Those
are
machines
that
are
10
years
old
as
a
as
all
of
our
voting
equipment
is-
and
I've
mentioned
it
to
this
committee
before
but
following
the
2021
elections,
I'm
going
to
be
coming
to
you
asking
for
new
voting
equipment,
we'll
talk
about
the
finances
and
and
how
much
that's
going
to
cost
after
after
these
elections,
but
just
wanted
to
make
sure
that
that
was
in
your
minds.
H
Election
judges,
we've
had
we've
sent
out
notice
to
our
election
judges
and
we've
had
judges
that
have
completed
their
training,
of
which
one
of
them
is.
Is
the
fine
board
member
that
is
to
my
right,
but
we
are
going
to
be
in
need
of
election
judges.
So
if
you're
aware
of
anybody,
that's
interested
in
serving,
please
have
him
contact
our
office.
H
A
Oh,
and
one
thing
I,
I
presume,
you've
all
received
your
postcard
and
on
the
back.
What
I
even
cleared
up
for
me
this
morning
is,
if
I
send
this
back,
I
will
receive
a
ballot
in
the
mail
correct
after
the
24th
correct,
but
I
don't
have
to
do
that.
I
could.
H
You're
not
required
no,
this
is
this
is
just
for
those
people
that
are
concerned
about
going
to
your
polling,
place
or
early
voting.
This
is
this
is
just
something
that's
provided
as
as
a
convenience,
all
of
the
other
avenues
for
voting,
so
our
early
voting
locations,
both
here
at
our
office
and
our
satellite
locations
in
mantino
and
bourbon,
a
will
still
be
open
and
all
of
our
polling
places
are
expected
to
be
open
on
on
november.
Third,.
H
One
of
the
things
you
know:
yes,
you,
if
you
receive
a
ballot,
you
know
we're
encouraging
and
certainly
I'll,
be
on
radio
social
media.
Talking
about
this,
you
know
we're
kind
of
expecting
that
you're
going
to
vote
that
ballot.
But
if
you
choose
not
to
you,
will
need
to
surrender
that
ballot
at
the
polling
place
on
election
day
or
if
you
come
into
our
office
to
vote
you'll
need
to
surrender
that
ballot.
Then.
A
H
Certainly
yeah
they're
not
required
to
mail
the
ballot
back,
they
can
hand
deliver
it
back
to
our
office.
We
will
be
using
the
dropbox
outside
of
our
building
that
the
treasurer
currently
uses
for
tax
payments.
We
will
be
using
that
as
a
ballot
drop
off
for
those
people
that
want
to
you
know
either
don't
want
to
come
into
the
building
or
coming
in
after
hours.
A
And
the
other
is
this:
booklet
is
what
a
election
judge
receives
as
a
review.
It's
a
positive
positive
review,
but
also
the
online
training
it's
about
three
hours,
but
it's
very,
very
complete
and
the
assessment
is
very
complete.
So
thank
you
to
any
of
you
that
haven't
ever
been
an
election
judge
to
to
try
to
do
that,
because
it's
it's
a
a
good
experience,
good
training!
Thank
you.
A
E
Yeah,
I
don't
have
a
picture
today.
Yes,
I
want
to
ask
dan
if,
when
I
register
to
vote,
if
I
do,
I
mean
I'm
a
new
person
and
I
register,
I
got
a
signature
on
file
right.
That's
right!
It.
C
H
E
E
E
H
Certainly,
if,
if
you
wanted
to
let
us
know,
I
mean
typically,
what
we
do
is
when
we
send
out
our
voter
cards
every
two
years.
If
there's
somebody
that's
no
longer
at
that
house,
we'd
appreciate
it
if
that
were
sent
back
to
our
office,
so
that
we
can
use
that
to
help
clean
up
our
voter
files,
and
certainly
we
can
use
these
postcards
that
have
been
sent
out.
If
we're
you
know,
let
know
of
people
that
aren't
living
there
anymore
or
people
who've
passed
away.
Yeah.
G
F
Thank
you,
madam
chairman
dan.
If
you,
in
speaking
on
voter
fraud,
there's
a
few
concerns
from
constituents
in
my
area
and
just
alluding
to
the
the
statement
you
made
earlier.
So
if
somebody
would
request
a
mail-in
ballot
and
then
go
to
the
poll
that
same
day
on
november,
the
3rd
and
vote
that
day
is
there
going
to
be
a
red
flag
at
the
polling
place
that
they've
already
received
a
mail-in
ballot
or
there
was
a
mail-in
ballot
requested
in
their
name?
Is
that
going
to
be
a
is?
There
is.
F
F
All
right-
and
I
just
can
see
this
is
going
to
be
a
lot
of
work
for
your
office,
and
I
appreciate
everybody,
all
your
staff
and
what
you're
doing
in
these
untrying
times,
but
as
somebody
who
doesn't
really
trust
the
postal
system,
you
know
for
things
that
are
my
business
related
they've
lost.
I
I
appreciate
what
your
your
efforts
and
trying
to
get
through
these
trying
times.
E
G
Thank
you,
madam
chair,
mr
siroy
had
the
question
I
was
going
to
ask
dan
and
it
was
already
answered
so
thank
you.
C
Thank
you,
madam
chairman
dan,
how
many
more
election
judges
will
you
need
and
when
is
the
last
time
that
they
can?
You
know
the
deadline
that
they
can
sign
up
and
get
trained.
H
I
I
need
all
of
them
right
now.
I
don't
have
you
know
where
at
a
minimum
we
will
be
staffing
each
polling
place
with
three
judges,
so
we
will
need
at
a
minimum
200
judges.
I
would
like
to
have
five
in
every
polling
place.
I'm
not
sure.
If
that's
going
to
be
realistic
or
not
so
you
know
that
would
be
300
320
judges.
H
C
And
if
you
don't
get
the
number
that
we
all
hope
that
we
can
get
for
you
in
election
judges,
what
would
be
the
fall
back
then?
I.
C
H
C
I
Here
to
help
two
questions,
one
along
the
same
train
of
thought:
I've
had
a
couple
of
constituents
asked
one
question
regarding
the
mail-in
voting
and
the
ones
that
they
stated
was
what,
if
you
don't
always
sign
the
same
way
and
then
number
two
is
what
happens
now,
that
my
uncle
has
has
had
a
stroke
and
cannot
sign
the
way
that
he
gently
signs
more
so
getting
an
x
out
of
him
would
be
challenging.
I
So
in
that
regard,
that's
the
first
question
and
then
I'll
present,
the
second
one
after
okay,
the
first.
How
do
we
do
that
with
these
signal
cover
they're
being
thrown
away?
Or
I
knowing
you,
I
know,
there's
some
safeguards.
We
don't.
H
Throw
ballots
away
ever
in
those
instances
where
the
judges
have
question
about
the
voter
signature.
Certainly
we
will
be
reaching
out
to
that
voter
to
see
hey.
Did
you
send
that
ballot
in
to
us
is
that
is
that
now
your
signature
and
and
we'll
have
time
for
the
voter
to
be
able
to
clarify
that?
Yes,
that
that
was
me,
this
is
you
know,
because
of
whatever
sign
an
affidavit
make
a
mark
on
an
affidavit
whatever,
just
so
that
we've
got
proof
that,
yes,
that
was
my
ballot.
That
was
how
I
intended
to
vote.
I
Okay,
so
that
covers
the
signature
part
and
now
the
oh.
Could
you
explain
the
process
if
you
are
not
a
precinct
committeeman
how
to
become
a
registrar.
H
To
become
a
deputy
registrar,
you
need
to
be
appointed
by
one
of
the
organizations
that
are
recognized
by
the
state
board
of
elections
in
lieu
of
that.
Certainly
anybody
can
be
a
deputy
registrar.
We
have
mail
and
registration
forms.
Those
are
available
on
our
website.
Kankekecountyclerk.Com,
those
are
paper
copies.
They
can
print
off
as
many
as
they
like.
H
H
If
they're
not
able
to
do
that
because
they're
not
an
appointed
deputy
registrar
and
just
private
citizen
wanting
to
do
that,
then
then
the
voter
is
it's
incumbent
on
the
voter
to
provide
a
copy
of
their
identification
to
our
office.
You
know
photocopy
of
their
driver's
license
or
some
other
identification
or
provide
prove
provided
at
the
polling
place,
the
first
time
that
they
vote.
H
Absolutely
yeah
we
we're
still
businesses
as
as
usual
as
as
usual,
gets
now
that
nowadays.
J
Yes,
thank
you
very
much
for
letting
me
pose
a
question
to
the
one
of
the
rock
stars
is
that
I've
described
in
comedy
administration
got
a
couple
questions
dan.
You
know
you
may
remember
that
yesterday
I
texted
you
and
asked
you.
Would
you
be
willing
to
make
a
presentation
before
the
kinky
city
council?
J
Additionally,
I
attended
the
council
meeting
last
night
and
posed
a
question
or
a
request
to
the
council
that
you
make
a
presentation
before
the
city
council
and
I'd
like
to
add
to
that
a
presentation
you
could
make
before
the
executive
board
of
the
naacp
and-
and
you
indicated
yes
and
I'm
just
asking
you
for
the
record.
I
also
intimated
or
suggested
to
the
kaneki
city
council
that
you
as
well
as
the
kankakee
pulse
master,
come
and
make
a
presentation
as
well
too.
So
that's
my
first
question.
J
That's
that's
that's
what
I
was
looking
for.
Additionally,
the
second
question:
as
far
as
resources
for
judges,
you
may
consider
making
contact
with
the
political
science
heads
at
kcc
and
olivet.
You
know
for
some
of
those
students
to
serve
as
as
judges,
certainly.
H
H
We
can
have
16
year
olds,
serve
as
judges
for
this
election
this
election
only
and
as
it's
going
to
be
a
state
holiday.
All
schools
will
be
closed.
So
we're
going
to
be
sending
out
something
to
the
schools
so
that
they
can
share
that
with
their
students
to
encourage
them
to
participate
in
the
process
and
serve
as
judges.
J
K
Morning,
just
have
a
few
things
to
go
over
with
you
folks
this
morning,
we're.
K
Is
better
okay,
great?
I
just
have
a
few
things
to
go
over
with
you
this
morning.
I
want
to
let
you
know
what
what
we've
completed
since
we
last
spoke
in
in
july.
K
I
did
receive
all
of
the
remaining
touch
assessment
books
from
all
the
the
townships,
and
so
all
those
things
are
in
the
system
and
we
actually
did
complete
the
supervisor
of
assessments
level
yesterday.
So
I'm
going
to
be
moving
into
equalization,
I
believe
on
thursday
and
trying
to
determine
the
proper
factors
for
each
township
equalization
factors
so
that
we
can
move
into
publication
and
notification
of
assessments
which
would
then
trigger
a
30-day
window
or
for
the
acceptance
of
appeals.
K
K
You
know
july
and
august
kind
of
all
these
deadlines
kind
of
converge
at
one
time
and
and
and
I'm
really
proud
to
say
that
we've
always
been
able
to
make
it,
and
it
looks
like
to
me
that
we're
going
to
make
it
again
in
terms
of
trying
to
publish
our
assessments
and
start
that
30-day
window
of
appeal
on
the
second
thursday
of
september
would
be
september.
10Th.
K
Normally
we
have
a
situation
where
I'm
able
to
complete
the
board
of
review
process
and
all
of
the
final
hearings
by
the
end
of
the
year,
and
I
wanted
to
make
the
committee
aware
that,
while
while
we
will
take
every
step
to
try
to
get
that
done
by
the
end
of
december
of
2020,
pending
some
things
like
a
second
wave
or
of
the
virus
or
anything
like
that,
we
may
have
to
go
into
january
this
time.
To
finish
it
up.
K
It's
not
really
a
concern
to
me
in
terms
of
you
know
the
overall
health
of
the
tax
cycle,
but
I
did
want
the
committee
to
know
today
that
I
I'm
I'm
just
going
to
kind
of
we're
going
to
wait
and
see
if
we're
going
to
be
able
to
finish
everything
by
the
end
of
the
year
or
if
it's
going
to
actually
go
into
january
for
the
first
time
in
a
while,
but
I'd
like
to
let
you
know
that
early
rather
than
waiting
till
december
and
saying
hey
we're
not
we're
going
to
have
to
wait
until
january
to
finish
so
that
gives
you
some
idea
of
what
we've,
what
we've
accomplished
in
the
last
30
days,
what
we're
looking
forward
to
in
the
next
month
or
two.
A
K
Nothing
has
been
completely
finalized
yet,
but
I
do
know
this
instead
of
having
it
normally
it's
on
the
first
floor
right
here
in
a
conference
room,
that's
adjacent
to
my
office
this
year,
we're
gonna
move
it
up
to
the
fourth
floor
board
room
and
we're
gonna
do
our
best,
obviously
to
schedule
those
board
of
review
hearings
on
non-committee
days
and
things
like
that.
K
So
I'm
envisioning,
mostly
mondays
that
we'll
be
using
the
fourth
floor,
boardroom
for
proper
six
foot,
social
distancing
and
and,
as
I
talked
with
the
I.t
director,
you
know
the
sound
system
there
is
in
that
room
is,
is
equipped
very
well
to
allow
for
proper
audio
recordings
and
things
of
the
hearings
and
things
of
that
nature.
So
that's
what
we're
doing
is
we're
going
to
we're
going
to
use
that
fourth
floor
boardroom
and
the
other
thing
that
we're
really
considering-
and
I
believe,
we'll
probably
have
it
we're
going
to
do
everything
over
zoom.
K
So
the
appellant
would
end
up
connecting
through
zoom
rather
than
having
to
come
in
to
see
the
to
see
the
board
in
person,
and
it
should
mitigate
some
issues
with.
A
A
L
000.
yeah,
we
had
a
really
great
month-
that's
our
second
highest
month
in
this
fiscal
year.
Obviously,
things
are
moving
very
well
in
the
real
estate
industry,
as
well
as
the
refinance
business
so-
and
this
is
a
reflection
of
that-
so
that's
very
good
and
we're
staying
on
top
of
it.
A
L
We
always
say
that
we
are
responsible
for
the
documents
today
to
make
them
reflective
of
history
tomorrow,
sure
so
that's
that
really
is
our
job
and
it's
important
that
we
record
them
properly
yes
and
index
them
efficiently
and
correctly,
so
that
they're
accessible
to
anyone
who
has
the
capabilities
of
accessing
our
records
over
the
internet
or
in
person
in
our
office.
Our
job
is
to
make
it
as
easy
as
possible.
A
And
and
your
hope
is
to
have
them
on
on
digitally
online,
so
people
can
go
anywhere
across
and
you're
working
in
a
difficult
village.
L
We
are
so
to
start
with
just
to
give
you
a
little
update
as
of
right
now
we
are
1986
to
current
consecutively
with
documents
online
in
our
computer
system,
so
there's
no
gaps
but
prior
to
that
there
is
a
gap,
as
I've
told
you
before
in
the
past,
due
to
a
condition
called
vinegar
syndrome
in
our
microfiche,
that
people
come
in
and
pull
the
cards
and
look
at
the
images
on
the
microphone
readers.
L
So
we
had
to
do
67,
68,
69
and
70.,
so
there's
four
years
that
we
had
to
do
because
we
had
to
get
that
film
out
of
the
cabinet
because
it,
as
you
can
tell
it,
keeps
infecting
and
infecting
and
infecting
and
if
you've
ever
been
in
my
office.
And
always
this
is
my
chance
to
say.
Please
stop
in
get
a
tour
of
the
office
meet
the
staff
they
would
always
like
to
meet.
L
Anyone
who
you
know
is
affiliated
with
the
county
and,
of
course,
be
as
helpful
as
possible
with
any
questions
or
services
you
need.
So
I've
been
working
with
a
couple
of
different
prospective
vendors,
I'm
looking
at
doing
a
10-year
conversion,
so
that
would
be
1971
to
1981
and
having
an
outside
source
do
that
for
us,
while
the
staff
continues
working
backwards.
L
by
the
time
this
10-year
conversion
project
would
be
done.
They
would
have
those
years
done
as
well.
So
then
we
would
have
a
really
healthy
50-year
search
available
online,
which
a
lot
of
people
who
are
looking
at
doing
a
refi
and
or
maybe
a
purchase
that
that's
kind
of
standard
unless
it
gets
into
maybe
a
little
more
aggressive,
purchasing
of
commercial
and
or
maybe
farms,
and
things
like
that
where
they
have
to
go
back
70
or
100
years,
then
they
still
come
into
my
office
anyway.
L
L
So
that's
something
I'm
going
to
be
presenting
and
bringing
back
to
you
all
for
my
21
budget.
L
I've
been
negotiating
with
a
couple
of
different
vendors
and
I
keep
you
know
kind
of
asking
them
to
sharpen
that
pencil
just
a
little
bit
more
for
me.
So
I'm
thinking
this
is
something
we
might
have
doable
for
the
21
budget
and
then
that
stays
concurrent
with
the
other
things
I'm
doing
in
my
office,
which
is
the
book
project
which
you
know
I
had
told
you
before.
It
was
going
to
be
a
four
to
five
year
commitment
anyway.
A
L
So
I
actually
today
have
two
new
cabinets
being
delivered
that
we
will
be
able
to,
and
the
staff
is
ready.
We
will
be
taking
all
that
microfiche
out,
wiping
it
down
and
putting
it
into
a
new
cabinet.
So
because
I
can't
tell
you
how
old
these
cabinets
are,
I'm
going
to
guess
they
could
go
as
far
back
as
jack
poppy,
which
was.
B
L
Something
80
years
yeah
a
few
years,
so
we
have
these
new
cabinets
coming
today,
the
staff
is
prepared
to
take
on
for
about
the
next
week
we're
going
to
be
pulling
out
each
fish
card,
wiping
it
off
putting
it
in.
This
is
a
good
way
to
make
sure
things
are
put
back
in
order
and
then
we'll
be
disposing
of
those
four
cabinets.
That
just
I
mean
it's
just
horrid.
Actually,
when
you
open
them
and
you
get
that
yeah
yeah.
L
Maintenance-
and
I
have
been
talking
and
they've
already
taken
care
of
a
few
upfront
things
we
needed
done,
and
you
know
maybe
by
the
next
committee
meeting
or
county
board
meeting,
if
you're
in
the
building.
Please
stop
in
and
take
a
look
and
see
it's
a
date.
Yes,.
L
If
you
do,
but
not
yes,
right
yeah,
because
we
cannot,
we
don't
want
to
damage
those
speech
cards
because
they're
used
all
the
time
constantly
people
are
pulling
and
looking
and
whatever
so.
A
L
Yeah,
so
back
in
the
day
when
we
were
doing
our
own
imaging
and
actually
I
think
we
still
have
that
image
creator
downstairs
in
the
basement
somewhere,
it
was
this
big
device
and
you
put
the
document
on
there
and
somebody
was
holding
it
and
the
camera.
We
have
a
lot
of
fingernails
and
fingers
so
part
of
this,
especially
those
years.
I'm
talking
about
having
done
the
that
was
how
the
imaging
was
done
so
part
of
the
commitment
I've
asked
for
in
the
proposal
was.
I
wanted
these
images
straightened
out.
A
J
Thank
you
very
much,
madam
chair,
madame
recorder,
and
thank
you
for
I
guess,
inviting
me
and
escorting
me
around
your
office
and
as
much
as
I'm
the
new
kid
on
the
block
and
meeting
your
staff,
and
it's
and
it's
it
seems
like
you,
have
some
maintenance
expertise
as
well,
too.
I
saw
you
when
I
came
in
the
office.
J
You
know
you
wanted
one
of
the
staff
working
on
one
of
the
machines
and
I
had
no
idea
what
you're
doing,
but
evidently
other
duties
as
assigned
are
required.
Yep.
Just
and
again,
thank
you
also,
if
you
can't
off
the
top
of
your
head.
Generally
speaking,
how
have
your
revenues
gender
been
generated
in
the
last
three
years?
Have
they
escalated.
L
Oh
definitely
so,
mr
hunter,
you
weren't
on
the
board
at
the
time,
but
we
underwent
a
cost
study,
which
is
the
only
way
to
modify
fees
in
my
office,
so
we
had
done
a
cost
study
and
in
the
simultaneously
the
association
I'm
affiliated
with
did
a
proposal
for
a
commitment.
What's
called
a
predictable
fee,
so
statewide
all
the
county
clerk
recorders
in
the
state
underwent
this
process
where,
by
the
year
of
2019,
we
were
all
going
to
be
on
what's
called
a
predictable
fee
schedule,
meaning
a
flat
fee.
L
So
you
recorded
a
document
regardless
of
the
number
of
pages
it
was
x.
So
by
doing
that,
we
also
looked
at
the
actual
cost
of
recording
and
there's
a
lot
to
it
other
than
just
the
process
of
me.
Taking
it
looking
at
it
and
recording
it.
You
know
there
was
the
cost
of
the
office
space,
the
cost
of
the
staff,
the
cost
of
the
lights,
the
cost
of
preserving
the
equipment
used.
So
by
doing
that,
we
did
do
a
fee
modification
where
things
were
brought
up
to
a
little
more
industry
standards.
L
L
2019
was
14
875.,
so
even
if
we
added
10
more
thousand
documents,
you
would
definitely
see
higher
numbers
of
revenue
generation.
So
the
revenue
is
based
on
the
industry
in
the
economy
and,
as
you
know,
we
went
into
a
slump
and
that
financial
slump
affected
recordings
because,
let's
face
it,
people
weren't
buying.
We
had
more
foreclosures,
really
people
weren't
refinancing,
so
now
we're
starting
to
get
back
in
that
more
healthier
economic
market
and
right
now
it
is
a
buyer's
market
for
real
estate
and
with
the
interest
rates
being
so
low.
L
You
know
it's
a
good
opportunity
to
take
a
look
at
financially
what
is
best
for
me.
So
we
win
because
you
got
to
record
that
release.
You
got
to
record
that
new
mortgage
you're
recording
that
new
deed.
So
it's
it's
an
awesome
opportunity
for
the
recorder's
office,
so
we're
very
happy
and
excited
and
would
love
to
see
more
come
in.
A
A
M
The
fence
didn't
get
installed
yes
about
two
and
a
half
weeks
ago
they
just
came
out.
They
installed
the
fence,
it's
about
28
by
28,
fenced
in
area.
M
If
you've
ever
been
to
a
dog
park,
there's
a
separate
part
where
we
can
initiate
dog,
meet
and
greets
or
family
adoption
stuff,
like
that.
So
we
have
a
separate
area
for
that.
We
have
been
fortunate
enough
to
get
the
dogs
out
there
as
often
as
possible
to
play
it's
great
to
see
their
personality
come
out
when
they
get
toys
when
they're
running
around
in
the
grass
it's
great
and
we
have
been
fortunate
enough
to
have
them
out
there
as
often
as
possible.
A
A
A
M
It
has
gone
down
recently.
I
think
we
maybe
had
around
10
and
10.
Last
month
we
were
fortunate
enough
to
have
rescue,
take
several
animals,
which
has
been
the
cause
act,
usually
that
we've
been
fortunate
to
have
those
go
to
rescue
you'll
notice
that
we
had
one
marked
as
other
for
an
animal
in
our
custody
or
in
our
facility.
Sorry,
that
was
a
horse
that
has
since
been
gone
to
rescue.
So
a
horse
was
found
running
at
large.
It
was
deemed
abandoned,
nobody
claimed
it
and
then
rescue
came
and
took
the
orchestra.
A
M
Yes,
lori,
who
has
now
been,
I
think,
the
end
of
june.
She
went
full
time
she
has
been
working
tirelessly.
Getting
the
registration
in
we've
also
been
short
staffed
in
the
kennels,
and
so
lori
has
been
doing.
The
kennels
she's
also
gone
on
a
call
recently
so
she's
doing
one
of
everything.
So
it's
been
great
that
we've
had
lori
come
in
there
full
time,
she's
been
a
tremendous
help.
A
J
Yes,
me
again,
steve
hunter.
Okay!
Thank
you,
madam
chair,
do
you
have
an
internship
at
all
with
any
of
the
veterinary
classes
that
might
be
held
in
the
in
the
region.
M
As
you
may
not
know,
I
am
new
to
this,
so
I
don't
believe
they
have
in
the
past.
Currently
we
do
not.
We
are
not
also
allowing
interns
or
certain
interns
or
volunteers
at
this
time
because
of
kobe
we're
trying
to
keep
our
building
as
consistent
as
possible,
the
same
people
in
the
in
the
building
as
possible
at
this
time,
but
something
we
could
for
could
look
into
in
the
future
absolutely.
But
at
this
time
we
do
not
have
anything
that
I'm
aware
of.
M
We
are
trying
to
not
have
people
come
in
there
at
this
time
unless
they
have
an
appointment
or
to
get
their
reclaim
their
animals
with
appointments.
Just
because
we're
trying
to
keep
the
same
consistency
in
there
because
of
coping.
J
E
A
You
know,
excuse
me,
the
24
dogs
that
were
adopted
this
month.
Do
do
you
do
that
outside
or
how
do
they?
If
you
they
have
an
appointment.
I
understand,
then,
those.
M
A
M
Not
more
than
any
other
no
they've
been
out,
kalyn
has
been
doing
cattle
registration.
So
if
you
have
certain
amount
of
animals
that
are
unsterilized,
palin
has
been
out
doing
that
they're.
Frequently
writing
tickets
for
non-vaccinated
registered
animals,
so
that's
something
that
they
do
often.
A
So
those
are
not
to
say
routine,
but
those
are
things
that
they
would
be
used
to
doing
and
and
part
of
their
daily
work,
not
nothing,
yes,
nothing,
nothing
of
a
cruelty
nature
that
you've
had
to
to
do
anything
with.
As
far
as
you
know,
no
that's
great.
It
hasn't
been.
It's
had
been
extremely
hot
earlier
and
that
probably
didn't
didn't
seem
to
pose
any
problems
to
you.
M
No,
no,
what
we
usually
do
is
we
get
a
call
of
an
animal
that
is
someone
says
that
it's
been
outside
too
long.
We
can
only
enforce
it
if
we
are
in
that,
if
we're
allowed
to
go
in
that
jurisdiction,
if
the
animal
has
you
know
water,
a
shelter
and
certain
things
that
they
have
to
provide,
we
can
only
provide
only
enforce
those.
M
Carrick
would
you
I
did
go
to
cancun
this
morning
to
just
talk
to
them
about
some
training.
Some
things
that
you
know,
animal
control
can
and
can't
do
some
jurisdictional
things
that
you
know
we
have
been
have
issues
with
in
the
past,
not
with
cancun,
but
just
the
whole
entire.
You
know
public
with
whether
we
can
and
can't
go.
A
Yeah-
and
that
brings
us
back
around
to
the
municipality
agreements
that
we're
working
on
too,
so
that
would
be
wouldn't
that
be
just
the
ideal
situation
if
you
had
all
those
agreements,
I
noticed
that
in
the
revenue
from
the
village
revenue
there
was
1700
last
month,
so
that's
part
of
those
agreements.
You
already
have
probably.
M
What
that
is,
if
we
get
called
to
a
jurisdiction,
if
we
get
called
say
to
the
city
of
kankakee,
which
charge
them
a
service
fee
for
our
officers
to
go
out
there?
That's
how
we
that's.
M
M
D
Okay
yeah.
My
question
is
actually
relate
a
little
bit
to
comment
that
I
just
heard
it's
for
kerry
in
terms
of
an
update
on
municipalities
that
have
the
agreement.
Now,
with
the
you
know,
animal
control,
it
could
give
us
the
number.
Maybe
what
municipalities
are
now
in
agreement
with
the
damage
control,
so
you
can
get
you
guys
can
actually
directly
act
and
on
behalf
of
residents,.
M
The
only
municipalities
we
have
agreements
with
are
the
village
of
buckingham
in
the
village
of
shabans.
We
are
currently
working
to
get
the
other
village
contracts.
It's
been
hard
because
of
kobe
there's
been,
you
know,
not
a
lot
of
meetings
happening.
A
lot
of
the
budgets
have
since
passed.
So
it's
probably
something
we're
going
to
look
to
for
the
next
dollar
the
following
year.
A
Well,
the
other
other
part
of
that,
too,
is
not
only
meeting
with
the
municipalities,
but
from
our
side
of
it,
providing
what
the
fee
would
be.
What
is
that
agreement
cost
before
you?
Can
you
need
that
before
you
come
to
the
municipality,
so
how
much
is
going
to
cost
would
be
one
of
their
first
questions.
M
Right
and
we
have
those
numbers
brought,
you
know
set
aside,
and
it
also
I
on
my
end,
I
feel
like
it'd,
be
helpful
to
have
the
2020
numbers
you
know
just
to
have
that
extra
number
thrown
in
there
to
see
differently
from
the
shares
from
how
we
take
over
versus
how
the
previous
administration
had
been.
There
see
what
how
calls
are
being
handled
differently.
M
Yeah
an
average
and
maybe
a
little
bit
more
because
we'd
be
going
on
more
calls
right.
A
25
more,
I
think
it
was
right.
Okay,
so
I
hope
next
month.
Maybe
maybe
that
would
be
good
to
have
an
update
on
that
report.
I'm
sure
you
will
have
you
made
any
contacts.
Have
you
know?
Hopefully
there
will
be
meetings
that
you
could
have
someone
else
have
anything
to
add,
because
we'll
go
to
miss
parker
which
carrie
stay
with
us
and
then,
if
yes,
go
ahead,
miss
parker.
What
would
you
add
or
what
would
you
ask.
G
Thank
you,
madam
chair.
Yes,
and
we
got
off
to
a
late
start
at
our
meeting
last
week
due
to
me
my
fault,
the
worst
nightmare
possible
when
your
internet
doesn't
work
and
you
are
in
charge
of
opening
up
a
zoom
meeting.
So,
finally,
you
know
youtube.
Thank
you.
I
can
open
up
my
hotspot
on
my
telephone,
so
we
did
have
a
productive
meeting
by
zoom.
There's
two
things
that
we
hope
to
bring
back
to
this
committee.
G
We
have
been
working
on
the
it
is
the
investigation
declaration,
which
is
10-11
b
and
one
an
animal
running
at
large
and
un
incorporated
areas.
I
know
that
kerry
you
had
met
with
is
kerry.
Still
there
did
johnny
are
you
there?
You
are
okay,
you
met
with
john
kaplan
and
you're
going
to
be
able
to
bring
that
back
to
the
meeting
in
september.
Is
this
correct?
M
Right
I
sent
the
language
too
john.
He
was
going
to
look
over
and
then
we
were
going
to
get
together
to
discuss.
I
did
meet
with
john
prior
to
the
aoc
meeting.
Unfortunately,
I
was
not
able
to
make
it.
We
I
waited
a
little
bit
and
then
we
had
short
cal
staff.
So
I
had
to
go
on
and
help
other
areas,
but
I
did
speak
with
john
and
we
are
going
to
go
over
the
running
a
large.
G
Good,
so
we're
going
to
be
able
to
bring
both
of
those
ordinances
back
to
this
committee
for
review
and
then,
if
it's
approved
through
here,
we're
going
to
be
able
to
send
it
back
to
the
general
board
for
approval
for
an
ordinance.
G
The
other
thing
that
we
had
talked
about
too
and
and
carrie
just
addressed
it
is
the
municipality
agreements
sheriff
downey
had
mentioned
that
he's,
making
some
headway
into
villages
and
some
cities
that
he
is
talking
to
and,
as
kerry
said
covet,
is
sort
of
prohibiting
those
meetings
from
taking
place
at
this
time.
So
that's
another
thing
that
we're
looking
forward
to
and
it
looks
like
it
might
be:
2021
gold
setting
is
taking
place
september
9th.
G
We
are
hoping
to
be
able
to
meet
in
person
where
we
can
sit
down
and
do
some
planning
and
one
of
the
things
that
we
would
like
to
work
with,
with
sheriff
downey
and
carrie.
Laird
is
a
possible
trap,
neuter
release
event
and
so
we're
trying
to
make
plans
for
that
in
the
future
working
with
different
agencies.
So
that's
on
our
goal
list
right
now
and
then
public
education.
G
That,
of
course,
as
you
just
said,
carrie
that
what
can
and
cannot
be
done
in
the
areas
of
unincorporated
people
are
still
misunderstanding.
What
animal
can
control
can
do
and
where
they
can
go.
So
that's
another
issue
that
we're
going
to
be
working
on
is
more
public
awareness
on
that
issue
other
than
that
september
is
going
to
be
a
busy
time
for
a
whack
and
we're
hoping
that
by
the
end
of
the
year
we
have
these
ordinances
in
place.
A
So
the
two
ordinances
were
a
reckless
owner
and
animals
at
large.
G
A
And
just
just
to
review
carrie
the
if
a
person
person's
in
west
kent
key
said,
there's
a
lot
of
cats
running
around
here.
You'd
say:
I'm
very
sorry
right!
That's
that's!
Right!.
M
If
the
city
doesn't
authorize
us
to
go
into
the
city
to
for
the
cats,
we
cannot
go
in
there,
we
don't
have
authorization
and
it's
unfortunate,
but
there
is
a
large
population
of
cats
in
the
area
that
we
are
aware
of,
and
a
lot
of
them
are
feral.
A
And
you
just,
and
it
would
be
if
a
person
is
in
any
area
of
kankakee
or
any
city
they
should.
The
person
should
call
in
their
city
the
ordinary.
M
Office,
the
village
or,
if
it's
after
hours,
the
police
department,
the
guitar,
would
can't
come
this
morning.
If
the
village
of
bonfield,
they
have,
you
know,
obviously
their
own
municipality,
their
own,
build
officials.
If
it's
during
the
day,
we
can
call
them
if,
after
hours,
our
county
sheriff's
permit
is
responding
to
the
area
if
they
authorize
it,
we
can
go
for
that.
There's
certain
areas
like
hershey
after
hours.
We
can
go
to
those
too.
If
deputies
request
her
assistance.
A
M
Depends
on
what
time
it
is
if
it's
during
the
daytime
hours,
then
they'd
have
to
call
a
village
or
build
a
pressure
to
get
authorization
or
the
police
department.
If
it's
after
hours
and
there's
no
police
department
on
unseen
or
no
police
department,
no
pd
on
I'm
sorry,
then
they
would
have
they
could
call
county
deputies
and
they
authorized
that
we
could
go
in.
They
requested
it.
M
A
F
Just
runs
around
to
mr
carrico's
point,
you
know
and
that's
why
we
got
to
get
these
these
municipality
agreements
tied
up
as
soon
as
we
can,
because
you
know,
there's
sometimes
confusion
in
who
you
call
when
you
call
who's
going
to
respond
who's
going
to
give
permission
so
yeah
and
I
think
those
those
headways
were
trying
to
be
made
at
the
mayor's
meetings,
and
I
think
those
mayor's
meetings
are
covet
got
those
and
they
haven't.
They
haven't
as
regularly
that's
true
as
they
would,
as
they
should
so
you're
doing
a
great
job.
Carrie
thanks.
G
Thank
you.
Thank
you,
madam
chair.
I
just
have
one
other
thing
that
is
on
our
planning
list
is
that
we
still
want
to
have
the
open
for
forums,
whether
it
be
at
kcc
or
another
venue,
or
on
zoom,
with
the
state's
attorney's
office
and
with
animal
control.
G
It's
just
public
updates
about
what
can
and
can
be
done.
We
got
to
get
that
information
out
there
and
let
people
know
who
to
call
when
to
call
so
just
too
much
confusion
right
now,.
I
M
G
Mr
snipes,
all
you
have
to
do
is
drive
in
our
subdivision
and
one
will
come
out
and
hit
your
car
just
jump
right
in
your
car
and
take
it
home
with
you.
We.
