Reports
pretty
simple
this
year,
our
registration
is
up
for
the
month
and
that's
always
nice
to
get
off
to
a
good
start
for
the
year.
Byte
numbers
are
down
a
little
bit:
that's,
hopefully
everybody
has
kind
of
been
hunkered
in
and
trying
to
just
get
through
this
winter.
We
always
like
to
see
them
them
down.
You'll
see
that
the
number
of
cats
in
our
shelter
are
way
down.
We
had
a
one
of
our
northern
shelter
partners,
reach
out
to
us
earlier
in
January
and
asked
if
they
could
come
and
take
some
cats.

They
took
25
cats
the
first
time
they
came
back
a
couple
weeks
later
and
took
eight
more
just
about
cleaned
us
out
we
and
and
and
stated
that
those
25
had
already
been
adopted,
which
always
amazes
us
that
the
animals
you
know
up
north
just
get
adopted
so
much
sooner,
whether
its
population,
whatever
the
reasons,
are
we're
happy
to
partner
with
them,
and
the
ultimate
goal
is
to
get
these
animals
into
homes.
So
we're
real
happy
about
that
as
well.

future,
if
we
could
each
month

we

a
separate
column
on
the
euthanasia,
is
either
that
break
out
owner
requested
versus
a
lot
of
the
others,
because
I
think
the
public
would
be
very
surprised
on
most

industry

whole.
Most
of
our
owner
requested
instead
of
us
just
there's
a
misconception
out
there.
So
I
think
that
that's
something
this
committee
should
see
every
month.

now

state
law
that
will
require

shelters,

only
animal
control's
but
rescues,
humane
societies.

degree
of
reporting

renew

license
in
June
they've
now
taken
this
further
and
really
want
this
broken
down.

really
to
be
turned

2020

reporting

we

already
doing

I'm
certainly
happy

provide

if
someone's
coming
in-

they
just
don't-
want
the
animal
anymore,
you

we
try
to
get
them
to
go
to
private
rescues
if
they're,
if
it's
just
an
owner
surrender,
but
yes,
people
do
come
in
requesting

euthanasia

are.
There
have
been
times
when
you
know.
We've
looked
at
the
situation
and
said
if
we
think
we
can
help
this
pet,
would
you
give
us
permission
to
do
so?
It
is
their
property
if
they
say
absolutely,
no
I
want
I
request
that
my
pet
is
put
down.

we'll
honor
the
request,
but
that's
not
really
happening
to
a
healthy,
friendly
animal.
There's,
there's
a
medical
reason.
There's
you
know
an
aggression
reason
something
like
that
and
some
of
the
hospitals.
If
people
can't
afford
their
services,
then
they'll
suggest
that
they
come
over
to
our
organization,
so
yeah
we
do
provide
that
service.

keep

bills

The
Senate
bill
131
requires
rabies,
vaccinations
for
cats.
If
anyone
recalls
last
year,
this
bill
was
out
there,
but
then
it
kind
of
got
gutted
and
changed
completely
when
it
passed
throughout
the
state
if
it
was
being
posted,
even
in
news,
why
so
vaccinations
required
for
cats,
and
indeed
that's
what
the
title
was,
but
the
bill
had
changed
completely,
so
that
is
back
out
there
again
as
well.

But
still
this
is
nationwide,
and
we
think
it's
important
that
that
cats
they're
good
hunters
in
our
area.
Here
we
have
a
you,
know:
cats
that
have
either
been
ordered
to
be
euthanized
or
have
to
undergo
a
six-month
quarantine
because
they're
in
a
house
they
haven't
been
vaccinated,
they
catch
the
bat
and
it
poses
the
threat.
So
we
think
that
that's
that's
a
good
thing
to
have
these
cats
vaccinated
it's
safer
for
them,
protects
them
and
then
again
protects
us
and.

They've
already
prohibited
elephants,
oh
so
I
think
they're,
just
working
on
basically
trying
to
get
all
of
the
you
know
the
Tigers
and
the
animals
out
of
circus
act.
Circuses
are
becoming
less
and
less
appealing.
They
don't
want
to
people,
don't
want
to
see
those
animals
traveling
around
and
stories
of
them
being
mistreated
in
order
just
to
entertain.
That's.

seen

service
animal
provision
has
gotten
carried
away.

and
pot-bellied
pigs

all
kinds
of
things
as
a
as
an
emotional
support,
so
they're
looking
at
some
language
to
make
sure
that
that
those
that
really
need
this.

provision

still
there,
but
that
it's
not
getting
taken
advantage
of
and
and
kind
of
getting
carried
away
with.
So
we
support
that
as
well-
and
there
are,
you
know-
are
other
things
that
I'll
be

what
would
the
county

it

monthly
basis.

and
report
and
then
get
to
the
board
in
order

act
on
them.

my
question
is,
it
might
does
my
authority

my
ability
stop
with
Ayaka,
or
am
I
allowed
to
act
on
behalf
of
anything
with
the
county?

we
have
enough

it's
an
important
issue

we'll

obviously
has
to

full

you
can't
speak
for
the
county
board
in
those
matters.

this
bill
was
out
there
as
well,
and
it
got
a
lot
of
opposition
from
many
councils.
The
the
sheriffs
Association
there's
already
language
on
the
books
that
provide
ways
to
help
these
animals
if
they're
in
distress.
There's
also,
you
know
the
fact
that
if
any
one
of
us
walked
upon
a
vehicle
and
truly
seen
an
animal
gasping
for
air-
and
we
did
something
to
help
that
animal.

If
the
individual
wanted
to
sue
the
person
that
helped
the
animal
that
would
have
to
be
going
to
the
state's
attorney's
office,
it's
our
opinion
that
most
states
attorneys
wouldn't
probably
elect
to
prosecute
somebody
that
truly
was
trying
to
help
an
animal
in
need.
Some
of
the
concerns
that
we
have
is
you
know
animals
that
you
know.
Maybe
you've
been
out
for
a
walk
with
your
animal
and
you
stop
you've
got
it
run
into
the
gas
station
quickly.

animals
can
look
to
stress
just
because
they're,
a
high
anxiety,
animal
their
eyes
are
wide
they're,
panting,
they're
drooling.
Somebody
thinks
that
they're
in
distress
and
they're
really
not
or
you've
got
somebody
breaking
a
window.
Now
you've
damaged
someone's
property.
You
walk
away
with
the
animal.
The
the
vehicle
is
open,
maybe
there's
other
items
in
the
vehicle.
Then
people
come
along
and
may
steal
theirs.

whoever's
associated
with
the
chip
should
go
into
a
database
that
you
can
usually
do
this
online.
You
can
call
the
company
and
let
them
know
that
there's
been
a
change
of
ownership.
We
always
tell
folks,
when
they're
microchipping

keep
your
information
updated.
Maybe
you've
changed
your
phone
number,
your
address
and
emergency
contact
or
you've
rehomed
the
animal.
What
animals
come
in
to
us
that
are
relinquished
or
stray
and
owner
doesn't
claim
them
and
they've
got
a
microchip,
then
we're
doing
that
exact
same
thing.

find
an
animal
that

chip-
and
somebody
says
well,
I
just
got
this
animal
last
week.
We
won't
release
that
animal
to
that
person.
Until
we
talk
to
the
owner,
that's
associated
with

chip

sure

that's
you

was
a
legitimate
chain.

know
transfer
of
ownership,
good.

two
groups

people
come
into

office

then
another
phone
call

two
people
online.
Regarding
some
there
expressed
that
they
were
being
told
that
animal
control
was
building
a
building
in
2020
out
at
the
new
location
and
I
wanted
to
first
of
all
find
out.

I've
probably
said
boy,
it
would
be
nice
to
be
able
to
break
ground
in
2020.
You
know
those
those
goals,
those
are
always
hopes
and
dreams,
and
if
wishes
were
ponies
kind
of
thing,

I
started
this
job
being
told
by
a
county
board
member
that
we
would
have
a
building
in
two
years.
Well,
19
years
later,
I'm
still
hoping
in
two
years
that
we'll
have
a
building.

people
ask
why
why
we
can't
go
out
and
why
bark
or
animal
control,
why
we
can't
just
go
out
and
get
funding,
go
talk
to
banks
and
I've
tried
to
explain.
This
is
not
the
process

this
works.
Yes,
I'm
working
with
an
architect,
but
ultimately
before
anything's
done
before
drawings
are
approved,
funding
is
done.
Anything
is
done,
it
has
to
come
to
this
committee
and
it
has
to
be
approved
by
the
committee
in
the
full
board.
You
know
I
can
do
preparation,
I
can
make
wishes
in
hopes.

a
good
coin
because
we
people
on
this
committee
that
were
here
prior
may
remember
that
we

believe
it
was
bark
funds
that
were
going
to
be
used
to
get
a
rendering
of
the
what
a

building
would

for
fundraising
efforts,
but
I
didn't
realize
that
we
were
down
to
working
with
an
architect
and
getting
drawings
and
I'm
wondering
what
strategic
plan
do

that

organization

going

what
the
space
needs
are

be,
what

funding
is
to
achieve
those
goals
to
be
able
to
go

start
doing

on

county

going
to
have

fund
based
on

this
building
is
intended
to
do,

that's

can't

out
and
borrow
money

we're

to
borrow

have
people

public
come

even
know

strategic
vision
on
what
you
want
this
facility
to
be,

we
haven't
blessed
what
that
vision

different

we
think
sure.

probably
last
year,
I

came
to
the
committee
and
the
committee
approved
that
I
hire
an
architect
and
we
start
get
getting
some
drawings
put
in
place
and
get
a
rendering
so
that
it
would
better
show

public

we're
working
for
what
what
you
know
the
goals
that
we're
working
for
and
ultimately
when
that
is
done,
that's
still
going
to
come
back
to
the
committee,
and
you
know
the
board
could
look
at
this
and
say:
no.

like
this

all.

approved

year

animals

transferring

focusing

for

fairs
anymore.

organizations
are
really
good
at
that

oftentimes
don't
carry
the
other
tasks
that
our
department
carries
in
enforcing
the
laws
and
doing
the
criminal
investigations.

them

humane
investigators,

and

know
they
do
go
out
more
and
more.

hundred

fifty
thousand
dollars.

think
that
there
once

get
my
final
end
budget

2018

are
some
funds
that
will

able
to
be
moved
over

that
determination
till
I
see
those
final
numbers
to
go.

isolation

a
rabies
AUB's
for
observation
dog,
it's

cage

stray
dog
or
an
adoptable
dog

says
they
should
not.
They
should
be
quarantined
and
not
exposed
to
the
public
or
other
animals
now
they're
in
separate
cages.
But
you
know
it's
always
been
a
concern
that
you
know
somebody
walking
by
could
reach
a
handout.

a

is
the
consolidated
primary
in
three
wards
in
the
city
of
Kankakee
in
the
first
second
and
sixth
wards
and
six
weeks
from
today,
we
will
have
the
consolidated
election,
which
will
be
everybody
in
the
county.
So
we're
gonna
be
doing
some
motoring
here
between
the
two
getting
the
everything
done
for
the
primary
election
and
getting
ready
for
the
consolidated
election.
We
did
have
one
polling
place.

Good
Shepherd
Lutheran
Church
sits
on
the
corner
of
102
and
Career
Center
Road,
that's
been
for
sale
for
a
long
time
and
it's
finally
been
sold.
I
believe
Hospice
bought
the
property.
It
will
not
be
available
for
us
as
a
polling
place
for
the
April
election.
We
are
going
to
move
those
voters
to
the
administration,
building
on
the
Bourbon,
a
village
hall
for
this
election
only
and
then
following
that
election,
we'll
see
what
they've
done
with
the
construction
over
it
at
the
hospice
to
see
if
it's
still
viable
for
us
as
a
polling
place.

I
just

few
things
to
talk
about
this
morning,
some
things
that
are
going
on
in
the
department
and
a
couple
things
that
were
waiting
for.
So
one
thing
I
wanted
to

report.
Following
up
on
last
month's
discussion,
we
did
roll
to
dev
net
I'm.
Sorry,
we
did
roll
dev
net
to
the
2019
assessment
year
and
and
we
printed
the
assessment
books.
Those
have
been
distributed
to
all
of
the
Township
Assessors
throughout
January
and
a
little
bit
into
February.

the
Assessors
are
in
possession
of
those
books
or
exports
some
of
them.
We
do
it
digitally
so
so
all
of
that
is
done
and
and
they've
got
it
in
those
numbers
and
a
good
amount
of
time
so
that
they
have
an
opportunity
to
make
any
adjustments
that
they
need
for
the
year.
Also,
the
state
asks
early
in
the
year
that
we
do
a
employment
verification
report
for
all
of
the
townships
and
those
that
work
for
us
here
at
the
county,
so
those
have
been
mailed
off
to
the
Department
of
Revenue.

when
the
Department
of
Revenue
is
able
to
get
that
completed.
The
other
thing
that
we're
waiting
on
is
the
certification
of
the
final
abstract
for
2018.
Of
course,
I've
told
this
committee
that
we
we

the
end
of
the
year.
I
know
the
clerk
mailed
that
in
I've
responded
to
all
of
the
questions
that
they've
had
and
I
was
told.

week,
I
did
contact
the
Department
of
Revenue
to
see
where
they
were
in
the
process
of
giving
us
a
final
factor
and
what
they
told
me
was
the
person
that
was
working
on
that
went
on
vacation
and
comes
back
today,
so
hopefully,
by
the
end
of
the
week,
we'll
have
a
final
for
the
clerk
so
that
they
can
work
in
the
extension
you
know
among
the
the
election
things
that
they're
dealing
with
too.
So
those
were
the
things
that
I
wanted
to
discuss
today.
If
anyone
has
any

tax

Bureau
went
out
and
things
have
been
challenged
and
but
in
the
city
of
Kankakee
I'm,
just
wondering
or
whatever
it
is
I,
don't
know
your
department
would
know,
but
they
stated
they
they're
gonna.
They
was
gonna,
do
a
43%,
but
they
kind
of
come
to
a
25%.
So
they
moved
from
taking
a
60%
to
a
35%
retention
of
the
taxes.

they're
going
to
abate,
I
mean
rebate
or
reduce
I
guess
is
the
proper
term
to
to
$0.25
25%
now
is
that
when
that
tax
bill
comes
out,
