Democratic
primary

Ward

primary
in
the
sixth
hour
second
Ward
and
both
a
Republican
and
a
Democratic
primary
in
the
sixth
Ward
voting
starts
for
that
hard
to
believe.
But
it's
this
Thursday
so
we're
back
in
election
mode
now,
so
we
will
be
early
voting
through
the
25th
of
February.
Our
office
will
be
closed
on
dr.

King's
birthday,
Washington's
birthday,
our
Presidents
Day
and
Abraham
Lincoln's
birthday,
but
we'll
be
open
every
day.
Besides
those
we
will
be
open
the
Saturday
before
the
election
so
we'll
have
that
and
then
we'll
move
right
into
the
April
consolidated
election
and
I
did
have
a
point
that
I
wanted
to
gear
opinions
on
for
the
April
election
in
the
city
of
moments',
which
is
there's
four
polling
places
there.
It's

are
no
contested
races

there's

City

save

those
figures

we
had
a
turnout
percentage

just
a
little
bit
over
50%

that
were
in
their
20s.
The
numbers
dropped
26
just
here
over

their

percent
in

births

boys

girls

increased

52,

popular
name
for
boys
was
Carter
Liam
and
Owen,
most
popular
name
for
girls,
Harper,
Emma
and
Olivia.
The
most
popular
months
for
births
with
July
we
issued
648
marriage
licenses
in
2018.
I
was
one
of
them,
so
you
know
just
whatever
we
can
do
to
regenerate
revenue.

October
was
the
most
popular
month
in
2018
we
had
twelve
hundred
and
twenty-one
deaths
registered
and
January
was
the
largest
month
with
a
hundred
and
twenty
eight
absent
bad.
If
anybody's
got

one

system

was
a

challenge
to
say
the
least,
so
I'm
not
entirely
sure
what
Eric's
going

talk
about
as
far

the
definite
contract
goes,

it's
been
huge.

been
a
boon
to
our
office
and
it
saved
time
and
probably
taxpayers
dollars
by
being
able
to
use
that
so
absent
that
I'm
leaving.
So

piece
of
what
we
do
probably
has
a
little
bit
of
a
different
policy
on
how
we
try
to
validate
that
information.
But
I
think
we
have
a
an
exceptional,
oh
error
rate
in
the
department
I'm
proud

that.
But

course
we
always
want
to
strive
to
be
a
hundred
percent.
So
until
we
get
there
I
guess
we're
never
done,
but
there's
almost
no
way
to
guarantee
a
hundred
percent
perfect
rate
on
that.
So
it'd.

Absolutely-
and
the
other
thing
I
wanted
to
mention
too
is
we-
do
involve
the
Township
Assessors
in
that
and
in
some
of
these
things
as
well,
if
there
are
questions
about
exemptions
of
things
and
they
know
their
public
their
section
of
the
county,
maybe
better
than
we
do,
there's
some
coordination
there.
So
it's
just
a
matter
of
involving
those
that
that
are
all
involved
and
try
to
get.
You
know
all
the
participation
we
can
to
be
as
accurate
as
possible.
I
Okay,
so
with
that
I'm
gonna
move
to
that
to
the
first
item
there
on
the
agenda,
the
the
definite
contract
renewal
overview.
Really,
what
I
wanted
to
do
was
bring
forth
a
discussion
this
morning
on
the
importance
of
dev
net
in
the
county
and
and
just
how
far-reaching
that
is
Devon.
It
was
first
implemented
in
our
County
in
1999,
so
it's
been
here
for
20
years.
The
contract
that
we
currently
have
it's
a
five-year
contract
expires
on
March
31st
of
this
year
and
I
wanted
to
go
through.
I
Also
that
information
rolls
to
the
clerk's
so
that
he
can
do
tax
extension
and
things
of
that
nature
and
track
back
tax
issues.
All
of
that
information
also
gets
over
to
the
treasurer
so
that
it's
the
three
main
departments
in
the
in
the
tax
cycle.
But
beyond
that
beyond
the
three
depart
it
also.
The
information
within
dev
net
does
make
its
way
into
the
GIS
system,
which
really
populates
that
map
very
well
and
and
makes
things
very
usable
for
the
public.
I
So
it's
important
to
note
that
it's
not
just
the
assessment
office,
the
clerk
and
treasurer
it's
also
for
GIS
in
the
public,
and
there
is
an
export
that
comes
out
of
dev
net
for
something
called
my
deck
which
which
crosses
over
with
the
recorders
office.
So
it
touches
no
less
than
five
departments
that
I
can
think
of
off
the
top
of
my
head.
I
It's
a
very,
very
important
system
that
we
use
and
given
that
the
contract
is
about
to
expire-
and
we
need
to
you
know,
hopefully
enter
into
a
new
contract
I
wanted
to
bring
that
forward
this
morning
and
let
you
know
you
know
the
functionality
of
that
of
that
system
across
multiple
departments.
I
also
wanted
to,
let
you
know
the
importance
of
dev
net
in
the
state
of
Illinois.
I
Their
presence
is
something
like
60
to
65
counties,
at
least
out
of
the
hundred
and
two
in
in
Illinois,
so
they
represent
about
two-thirds
of
the
counties
that
that
are
in
Illinois
and
some
of
the
things
that
are
really
necessary.
With
that
to
talk
about
today,
number
one
peer
to
peer
support
is
really
important
when
I
want
I,
have
an
issue
or
I
have
a
question.
I
I
can
pick
up
the
phone
and
call
any
number
of
counties
that
have
dealt
with
this
and
it's
nice
to
have
people
who've
got
experience
with
it,
we're
not
on
an
island
unto
ourselves.
If
we
were
to
go
to
a
system
that
that
only
we
use-
and
the
other
part
is,
is
the
idea
that
sorry
excuse
me:
I
lost
my
train
of
thought
for
a
second
with
the
sixty
some
counties
when
there
is
a
change
to
the
abstract
or
the
reporting
that
needs
to
be
done
for
the
Department
of
Revenue
I.
I
Think
it's
probably
reasonable
to
think
that
the
Department
of
Revenue
gets
with
dev
net
first
I
mean
if
they're
going
to
serve
two
thirds
of
the
state
by
by
solving
the
issue
in
dev
net,
then
with
us
having
definite
in
the
county
we're
taken
care
of
before
those
that
might
have.
You
know
there
might
only
be
five
users
of
a
particular
software
that
one
probably
gets
pushed
back
a
little
bit.
Devon
that's
taken
care
of
first,
so
I
think
that's
important
too.

Typical
renewal
and
some
of
you
that
have
been
on
the
committee
for
more
than
just
the
last
few
months,
I
did
a
little
bit
of
an
overview
in
in
September
on
some
financials.
The
typical
renewal
of
a
definite
contract
is
a
five
percent
increase
all
at
one
time
in
the
first
year,
and
then
you'd
pay
that
same
amount
every
year.

Their
their
initial
offer
was
a
five
percent
increase
to
go
to
two
hundred
and
seventy
four
thousand
I'm
and
that's
the
aggregate
over
the
total
of
five
years.
That's
not
a
per
that's!
That's
the
total
for
five
years
when
they
gave
us
that
initial
amount
I
did
make
a
phone
call
to
dev
net
and
ask
them
you
know,
given
our
financial
constraints
and
so
forth,
is
there
a
way
that
we
might
be
able
to
offset
that
a
bit
slow
it
down
and
what
they
did
was
they
gave
us
an
offer
or
a
contract?
I
It's
in
the
contract
right
now,
it's
a
1%
increase
per
year
each
year
for
five
years.
So,
instead
of
paying
that
five
percent
every
year,
it's
just
a
1%
increase
each
year,
so
the
totality
of
the
contract,
rather
than
it
being
almost
two
hundred
and
seventy
four
thousand
it's
a
little
under
two
hundred,
sixty
nine
thousand.
So
by
making
that
phone
call
well.
I
know
this
is
a
small
amount
of
money
in
comparison
to
the
total
budget
of
the
county.

the
contract
has
in
it
a
great
many
things
that
I
should
mention
that
I
did
send
the
contract
for
review
to
the
state's
attorney's
office.
In
case
they
had
anything

uncomfortable

currently
it's
sitting
in
the
state's
attorney's
office
to
to
be
reviewed
to
make
sure
that
we're
not
entering
into
anything
that
they
aren't
comfortable
with,
but
part
of
the
contract,
is
that
they
are
to
maintain
that's
one
of
the
reasons.
I
So
there
are
responsibilities
I'm
on
both
sides.
As
far
as,
for
example,
we
have
a
responsibility
on
a
minimum
amount
of
software
and
hardware
requirements
and-
and
we
didn't
make
iti-
did
make
IT
aware
of
those
those
requirements
and
and
we'll
have
a
one-time
issue
with
that.
As
far
as
upgrading
the
equipment
a
little
bit,
but
all
of
those
things
are
under
review
at
the
state's
attorney's
office
and
we'll
wait
to
hear
from
them
as
well
and
Kevin
is
here
to
maybe
comment
on
the
upgrades
thanks.

use
refurbished
servers
for
this

exceed
what
varmints
on
there
we're
probably
gonna
spend,
maybe
a
quarter
of
what
it
would
cost
if
we
bought
brand-new
and
whatever

What

was
actually
gonna
bring
a
comment
to
is
what

discussing
an
amount
that
ultimately
go
to
finance

actually
just
the
maintenance,
so
Eric
did
a
great
job

negotiating
down
the
cost
of
the
maintenance.

new
software,
you

to
make
a
major
purchase
of
the
software
and
then
do
maintenance
just
like
you're
doing
now.
That
could
be
a
half
a
million
dollars
which
you
don't
have
so
the
option.
What
you're,
comparing
it
against
is,
if
I
have
to
go
new
I
got
to
find
a
half-million
dollar
then
deal
with
that.

monthly
basis
as
far
as
things
that
we've
completed
since
we
last
met
things
that
are
coming
up
in
the
next
month

two

want

go
through
some
of
some
of
those
items.
I
think
the
last
time
we
met
was
on
the
last
day
of
Board
of
Review
and
or
real
close
to
the
last
day
of
water
review.
So
since
then,
we've
obviously
had
our
final
hearings
at
Board
of
Review.
I
All
of
those
are
closed
and
done
when
that
happened.
The
the
Board
of
Review
did
come
in
the
day
after
Christmas
and
sign
the
final
abstract
documents
that
I
needed
them
to
sign
and
I
did
deliver
that
those
documents
to
the
clerk
before
the
end
of
the
year
I
did
receive
an
email
from
the
Department
of
Revenue
On
January,
10th
that
they
received
the
final
abstract
documents
and
I'm
sure
they'll
have
some
routine
questions
as
they
always
do,
and
I'll
be
able
to
answer
those
when
those
come
forward.
I
I
would
expect
in
the
next
week,
or
so
we'll
get
all
of
that
resolved
before
they
can
issue
a
final
equalization
factor
for
the
county,
which
I
ain't
anticipate
it
to
be
one
point:
zero,
zero,
zero,
zero,
take
your
own
numbers
that
are
there
times
one
and
you're
at
the
same
amount.
So
there's
no,
no
equalization
that
I
anticipate
to
effect
anything
at
all.
At
the
Board
of
Review
level,
we
lost
about
four
point:
nine
million
dollars
of
assessed
value,
which
is
a
pretty
minimal
amount
compared
to
other
years.
I
I
think
it's
it's
pretty
solid
to
know
that
most
of
the
value
that's
on
the
abstract,
which
now
is
almost
2.2
billion
State
on
the
abstract.
We
lost
very,
very
little
there.
So
I
have
no
reservations
about
the
idea
that
we
don't
need.
Equalization
at
the
Board
of
Review
level,
I
did
on
December
27th
hold
the
annual
meeting
with
the
township
Assessors.
I
At
that
time
we
just
you
know,
discussed
the
next
year's
assessment
cycle
like
we
always
do
it's
a
statutory
obligation,
so
we
had
that
on
27th
of
December
I
had
really
really
great
turnout,
I,
think
everyone,
except
for
one
Assessor,
did
turn
turnout
for
the
the
meeting.
We
had
a
really
really
good
turnout
there.
I
So
once
we
roll
that
I
think
we
did,
that
on
on
January
9th
I
came
in
Thursday
the
10th
and
we
were
rolled
from
18
to
19,
updated
the
farm
lane,
calculations
with
which
need
to
be
done
on
an
annual
basis,
and
then
we
printed
the
assessment
books
for
the
Assessors
and
got
those
available.
They
all
know
that
they're
in
our
office,
some
of
them,
have
already
picked
them
up
and
others
I'm
sure
will
pick
up
very
soon,
so
those
books
are
available
for
pickup
and
and
and
they've
got
them.
I
So
those
are
the
things
that
we
sort
of
completed
since
the
last
time
we
met
there's
a
little
bit
to
that
that
I
need
to
do
some
paperwork.
This
type
of
this
time
of
year
in
early
nineteen
antara
fication

for
the
township
Assessors
are
done
in
January
of
each
year,
so
I'm
waiting
for
some
the
return
of
some
of
that
documentation,
I'll
be
working
with
them
to
get
that
done
and
get
into
the
Department
of
Revenue
by
the
end
of
the
month.

shouldn't
be
a
problem
I'm
waiting
on
a
certification
for
that
final
abstract
from
the
Department
of
Revenue.
But
again,
that's
just
a
matter
of
me
answering
some
questions
when
they,
when
they
get
them
to
me

I,
don't
expect
any
kind
of
Equalization!

getting

abstract
numbers
and
stuff
submitted
on
a

a
timely
fashion

Appreciate

prior

go
back

thousand,
eight,
nine
ten
and
even
on
up
through
fourteen.
We
were
publishing
as
late
as

closed

sometime

makes
it
very
difficult
for
the
clerk
to
cut
tax
rates

bills

ready

try
to
do

I've
taken
over
is
published

September,

we
can
be
done
with
the
30-day
window
to
accept
appeals

the
middle

October

complete
all
of
the
board

review
hearings
and
everything.
Just
like
I
said
before
by
the
20th
22nd
of
December.
Have
the
Board
of
Review
come
in
and
sign
the
documents
get
it
over
to
the
clerk
rather
than
getting
it
over
there
in
April,
we
get
it
there
by
the
end
of
the
year.
I
That
doesn't
mean
that
the
clerk
can
necessarily
cut
rates
right
then,
because
he
does
have
some
overlapping
taxing
districts
to
worry
about
other
counties
who
don't
who
may
not
be
done
by
the
end
of
the
year,
but
certainly
the
bulk
of
the
value
that
they're
going
to
be
using
and
the
both
of
the
numbers
are
to
them
in
a
much
more
timely
fashion.
So

are
we

for
the
welfare
of
the
animals,

we're

for

public

end
of

day,
we
have

job
that
asks
us
to
make
sure
that
the
animals
that
we're
putting
out
there

is
no
obvious
known
behaviors.

for
the
purpose

us

like
to
see

violation

owners
duties

these
animals

heavy
toe
chains.

requirement

chains
and

way
the
animals

was

nice
way
to
live
day
to

couldn't

done
it
without
all
the
help
of
the
volunteers.

only
was
our
own
shelter
packed
to
the
rafters,
so
you

you
needed
extra
hands
there
and
the
animals
were.
You

some
work
somewhat
challenging,

needed
experienced
hands
and
then
the
animals
at
the
other
facility
as
well.
We
had
to
have
teams
twice
a
day
of
five
to
six
people
twice
a
day
for
a
couple
weeks,
and
that
was
you
know
we
could
not
have
done
it
without
all
the
volunteers.

were
hugely
instrumental

report

Society

one

we've
seen
some
examples
of
tiles
ceramic
tiles

facility
and
that
way
it
you

last

we've
been

my
shelter
manager
and
our
veterinarian
administrator
dr.
Bartowski
and
I
went
last
Wednesday
to
hensdale
hensdale
Humane
Society,
just
recently
revamped
a
an
existing
building.

purchased
this
building

don't
remember
what
it
was,
but
it's
it's
quite
the

facility,
if
you're
ever
in
the
area,
they
would
love
for
you
to
stop
by.

can
stop
in
there
there
front
area
just
as
average
Joe

use
their
Wi-Fi
and
drink
from
their
coffee
bar
and
it's
like
a
16,000
square
foot.

know
quite
a
thing,
but
I
really
respect
the
director
and
we
wanted
to
see
some
of
the
things
that
ideas.

students
at
a

packed

I'd
like

them
see
if
we

something
on
a
little

are
other
counties
that
have

expanded
upon

isn't

that
might

something

to
look
at
and
make
sure
that
you

state
law
never
ever
puts
you
in
a
position
in
the
counties
that
you
can't
make
something
tougher
or
stricter
or
more
comprehensive.

we
felt
that
it
doesn't
do
enough
I
think
and
of
course
that
always
goes
to
opinion
and
approval
from
the
state's
attorney's
office.
But
we
like
that
language
that
we're
holding
someone
accountable,
because
sometimes
yes,

dog
may
out
being
a
nuisance,
being
a
problem,
it's
the
owner
that
continually
lets
them
out
and
that
you
know
really.

put
that

it
belongs,
and
that
reckless
action
belongs.

the
owner
and
talks
about
the
population
fund
that
used
to
have
a
caveat
that
it
can
go
to
the
state
if
your
counties
didn't
already
have
something
set
up,
we
already
did,
but
the
state
never
really

think
it

Public
Health
Department
that
got
saddled
with
this.
They
never
really
wanted
it.
All
that's
been
taken
out.
The
money's
collected
now
automatically
stay
within
the
counties
for
purposes
that
will
benefit
the
individual
counties
and
the
animals.
There
talks
about
the
penalty
for
the
reckless
dog
owner.

newer,
new

where
you

as
these
temperatures

dropping
and
we're
supposed
to
get
so
much
more

know
at
least
gives
them
a
little
language
that
if
they
really
need
to
do
something,

think

big
things
the
last
one
application
for
renewal
license.

always
been
a
bit
of
a

reporting
document

had
to
send
to
the
Department

Ag.
To
get
your
license,

been
incredibly

see
that
on
the
horizon,

probably
go
up,
I'm
shocked
in
my
19
years
here
that
it
never
has,
and
but
what
they
are
requiring
is
even
more
specific
information
not
only
for
us
Animal,
Control,
but
shelters
rescues.
Everybody
needs
to
abide
by
this
so
that
if,
if
they're
trying
to
collect
statistics
and
get
an
idea
of
what's
going
on
in
our
state,
you
know
for
the
the
dogs
that
we
took
in
and
then
transferred
to
a
shelter
partner.

counted

dogs
and
then
they
count
to
ten
dogs
and
then
for
some
reason
they
got
transferred
elsewhere,
they
counted
ten
dogs,
you're,
really
not
getting
accurate
statistics,
so
they
are
really
breaking
this
down
even

it
will
be

their

licensed
facilities.

you
go

the
Department
of

website

you
can
see
animal
controls
that

licensed
humane
society's
rescues

concern
is
the
language:
that's
in
five
times
five,

the
Illinois
compile
statutes
because
it
says
County

probability
to
find
use
limitation
and
then
it's
theirs

residents

bringing

low-income
county
residents
so
that
doesn't
distinguish
anywhere
in
the
county.

including
municipalities,
the

relies
in
the

to
most

individuals

Kankakee,
they

lunch
program

the

money
left
for
low-income.

always

program.

guidelines

probably
going
to
be
looking

updating

little
bit
more

right
now,
there's
you
know,
there's
certain
parameters
that
will
maybe
exclude
someone.

if

took
that
upon
you,
when
you
were
already

this
financial
situation,
then
you
may
not
get
approved.

right

think
our
county
ordinance
says
three

will
probably
stop
at
one

okay

help
you
with
this
one
but
I'm
very
upfront
about
it
very
transparent
as
to
why
we've
had

situations

felt
it
was.

really
in
the
best
interest
of
the
pet
to
get
it
spayed
or
neutered,
but
that
that

that

works.

only
so

it
and
when

accommodating

professional

liked

we

down
here
to
get
the
tag
which

forgot
this
myself.

was
explained
that

got

one-year
tag,

three-year

restoration

I
totally
forgot

I

so
I
too,
like
dev
net
for
the
Assessor
and
County
Clerk
have
a
program
that
runs
in
my
office.
It's
paid
through
my
computer
fund.
We
made
that
change
in
2009
and
since
then,
this
program
has
been
operating
and
doing
a
fabulous
job
in
2015
we
actually
reissued
the
it's
called
a
life
cycle
for
us,
our
life
cycle
agreement,
which
is
like
our
maintenance
program.

renewed

program,
and
that
came
in
at
thirty
six
thousand
four
hundred
ninety
dollars
every
year
for
the
three
years
of
that
agreement.

we
had
another
agreement.

due

by
the
state's
attorney
and
it
was
a
three
percent
increase
going
to
a
total
of
thirty
seven
thousand
five
hundred

ninety
for
every
year
for
the
next
three
years,
no
additional
compounded
increase
year
after
year.

is
that
maintains
my
external

program.

used
