versus
paper

that
trend
seems

going

kind

lessens
the
amount
of
errors
that
potentially
come
in.

We've
escalated
that
process
where
we
can
go
straight
to
the
circuit
court.
Now
with
a
fraudulent
example,
so
we
had
a
situation
where
somebody
actually
a
local
business
owner
who
had
moved
had

house
out
in
the
limestone
area
left
the
house
vacant
was
putting
it
up
for
sale,
but
has
already
moved
on
well.
In
the
meantime,
this
couple,
who
are
travellers
around
three.

States
notice
this
property
decided
to
go
ahead
and
move
in
put
utilities
in
their
names
and
started
living
there.
So
all
of
a
sudden,
the
realtor
shows
up
and
wants
to
show
the
property
and
can't
these
people
literally
threaten
the
realtor
and
put
up
all
these
signs.
You
know
trespassing
and
all
that
so
long
and
short
of
it,
I
had
to
go
testify
before
the
grand
jury
regarding
this
situation
to
show
proof
of
ownership
and
that
these
people
were
unfortunately
kind
of
squatters
self
righted
owners
not
of
this
property.
We
have
since
clean
this
up.
I
These
people
do
have
warrants
in
other
states,
so
this
isn't
new,
they
do
this
and
they
do
it
well
and
then
they
move
on
so.
But
things
like
this
are
happening
cantik.
He
is
not.
You
know
exempt
from
bad
things,
and
so
it's
so
important
that
you
as
a
property
owner,
have
first
right
of
opportunity
to
know
what's
going
on.
I
We
can't
stop
it
from
happening,
but
once
it
happens,
it's
fraud,
but
if
we
notify
soon
enough,
we
can
get
on
top
of
it
and
we
can
resolve
it
and
we
can
stop
these
things
from
happening
and
we're
letting
people
know
by
signing
up
and
being
aware
we're
not
putting
up
with
this
at
least
not
here
in
Kankakee
County.
We
want
to
be
on
top
of
it.
Owning
property
is
probably
one
of
the
greatest
things
in
accomplishments.

us
have
owning
your
home,
owning
your
farm
land,
owning
whatever

business.

parents

owned
homes

sign

parents

going
on
that

have
these
people
who
like
to
walk
around
and
knock
on
doors
and
stay
there
with
whatever
and
here
sign
this.

once
it
gets
recorded

office

On
top
of
it

like
I
said,
we

situation

receipts
and
for
some
reason
they
did
not
have
it
recorded
or
whatever,
and
so
they
owed
me
three
months
of
sewer,
but
they
never
removed
the
lien.
Whatever
I
wish.

had
no
right
to
put
on

first
place
and
then
I
did
a
four
year
to
the
city
of
Kankakee
because
they
say
they're.
You
know
who
we
moved
my
intent
or
my
property
after
I
did
it
before
you
and
I
had
enough
circumstantial
evidence.
But
when
I
went
to
check
to
see
if
there
was
any
lanes,
lo
and
behold,
even
though
they
don't
know
who
authorized
the
lien
who
did
who
removed
off
the
property
it
was
recorded
in
your
office
and
I
can
January.

day,

as
a
result,
you
know
it
makes
your
life
a
little
bit
easier
as
you
navigate
through
the
courts
who
basically
told
me
they
shouldn't
even
did
what
they
done
and
then
I
see
that
that
name
was
there.
So
somebody
had
to
authorize
it
and
then
there's
a
name,
that's
signed,
and
so,
as
a
result,
it's
a
valuable
resource
when,

solicitors

lot

it

all
third-party
vendors

buy
information,
and
then
they
turn
around,
try
and
sell
it
back

you
right

they're
trying
to
sell
you
your
deed

fifty

eighty
nine
dollars

trying
to
sell

a
whole.

favorite
is
your
property
profile,
so
they
get
information
from
the
treasurer's
office,
the
assessor's
office
in
my
office
they
put
together
in
a
really
nice
book,
but
they're
charging
you
like

hundred
bucks.

offered

do
his
heartworm
treatment

free

long

he

fostered
through

rescue
organization.

had

idea

owner.

have

history,
so
we
were
given
two
choices
and
that
was
either
to
euthanize
him
or

quarantine
him
for
six
months,
because

state
law

long
for
an
animal
to
show

our
small
shelter

the
fact

he's
had
limited
contact

vaccinated

at

with

shelters
and

animal

with

real
happy
to
have

attended
a
conference
June
second
to
fifth
was
that
some
of
us
did.
I
was
really
happy
that
that
conference
was
in
place
when
the
new
officers
came
on
board,
so
I
was
able
to
send
those
two
officers
to
get
training
and
this
training
is
really
affordable.
My
shelter
manager
went
as
she
sits
on
the
board
of
that
organization,
and
that
was
the
the
extent
of
the
manpower
that
I
could
spare
and
the
Prairie
State
Conference
is
held
in
Bloomington
every
year.

to

look

more
stern
definition
of
a
reckless
on

a
state
law

state
statute.

year
they
developed
a
definition
in
language
regarding
a
reckless
owner,

probably

things

a
more
serious
nature,
of

when
we
worked
on
the
bill,
it
was
much
larger
and
then,
when
it
settled
down,
it
was
much
smaller.
I've
looked
at
some
other
municipalities.
Peoria
is
often
has
a
very
strong
ordinance
and
they
have
reckless
owner
to
find
in
their
local
ordinance.
And
it's
not
only
yes,
you
it
can
be
used
at
that
state
level,
but
they're.
Also
looking
at
the
so
many
times,
it
seems
like
the
animal
gets
penalized.

just
simply
refuse
to
be
a
responsible
pet
owner,
calls
that
we
were
out
on
again
just
yesterday,
its
fourth
fifth
offense
of
running
at
large
and
lack
of
rabies
and
registration,
and
it's
just
getting
excessive
and
I
think
if
I
would
like
to
suggest
in
and
bring
back
hopefully
next
month
after
we
talk
about
it
a
little
bit
more
with
the
the
AWAC
Committee
on
a
reckless
owner
type
of
language
that
we
could
utilize
on
a
local
level
for
the
benefit
of
your
reinforcement.

anything

Oftentimes
giving
them
a
continuance,
that's
our
goal
is
compliancy
and
if
they
don't
show
they'll
get
ex
parte
aid,
they'll
get
a
fine
associated
with
it.
If

court
systems,
send
notices
out

always

little
humorous
that
they
will
by
the
time
it
goes
to
a
third
party
collection
agency
and
either
their
income
taxes
getting
affected
or
the
threat
of
a
driver's
license
may
get
affected.
We
heard
a
couple
of
those
different
scenarios.
We
don't
really
do
that.
That
is
once
it's
gone.

further
than
us,
they'll
come
back
and
say:
oh
I
didn't
get
any
of
your
notices,
but
they
got
those
really
important
ones,
they're
all
going
to
the
same
address.
So
yes,
there
is
a
process
for
that
when,
if
those
fees
get
paid
that
the
the
judge
decides
on
those
fees
do
eventually
make
it
to
us.
The
court
costs
obviously
stayed
with
the
courthouse
that
hands
really.

or

though,
is
asking
that.

they
initiate
a
judgment
in
the
process
and
that's
the

know
for
the
home
room
counties.
They
can
get
them
as
a
judgment
and
enforce
them
as
a
judgment
versus

home
rule

can't
get
them

was
just
wanting
a
week.
If
you
get
a
message
judgment,
you
have
a
little
bit
more
cheese.

it's
going,
this
process
is
more
of
a
waiting
process
and

saying

them,
we
get
