Description
Community Services Committee Meeting 2/18/2020 9:00 AM
B
A
A
The
minutes
are
have
been
sent
to
you
for
January,
21st,
2020
and,
and
they
do
really
say
that
on
your
agenda,
but
it
looks
like
a
19,
but
it's
early,
a
20
can
I
have
a
motion
to
approve
the
minutes
from
January.
Brian
is
a
cool
and
in
a
second
miss
Peters.
Were
you
second
all
in
favor,
accepting
the
men
at
say,
aye
any
opposed
to.
I
motion
scary
to
have
the
first
report
from
County
Clerk
Dan
Henrickson
will
have
a
motion
to
accept
that
mr.
feather
lien
removed
to
accept
it
mr.
C
D
On
with
elections,
today
is
the
last
day
to
register
to
vote
for
the
primary
election.
But
if
you
fail
to
register
to
vote
today,
we
start
grace
period,
registration
and
voting
tomorrow.
So
we've
got
that
going
for
us
early
voting
started
on
the
6th
of
February
we're
at
right.
Now,
at
a
hundred
and
forty
seven
people
have
come
in
we've
gotten
to
two
ballots
back
by
mail,
a
little
bit
slower
than
what
we
were
four
years
ago,
but
not
not
horribly
slow,
I'm.
Sure
things
will
pick
up
in
a
little
bit.
D
We
will
be
at
Manteno
on
the
5th,
through
the
7th
of
March
at
the
Leo
hazard
community
building
and
the
ninth
through
14th
at
the
Bourbon,
a
Administration
Building.
The
upstairs
portion
will
be
doing
election
judge
training
sessions
on
the
24th
and
25th
out
of
KCC
and
for
early
voting
for
us,
extended
hours
will
start
on.
D
March
7th
will
be
open
that
Saturday
from
8:30
to
noon
that
week
before
the
election,
that
Monday
through
Friday
will
be
open,
till
7
o'clock
every
night
the
weekend
before
the
election,
that
Saturday
will
be
open,
8:30
to
4:30
and
that
Sunday
will
be
open
9:00
to
4:00
and
the
day
before
the
election
will
be
there
until
7:00
o'clock.
That
night
as
well,
we've
been
testing
machines,
we're
pretty
much
everything's
going
as
they
anticipated.
We
did
have
to
swap
out
one
machine.
D
A
A
E
D
We
can't
speak
for
you
know
sending
in
you
know
sending
out
the
mail
and
we
can't
speak
for
the
you
know
the
time
it
takes
to
that
service.
So,
ideally,
if
they're
out
of
out
of
state,
they
should
be
contacting
us
as
soon
as
possible,
just
so
that
we
can
make
those
allowances
for
for
the
Postal
Service
yeah.
D
A
D
A
A
C
C
A
A
A
F
Morning,
I,
don't
have
a
lot
of
items
for
you
this
morning,
but
I
just
wanted
to
bring
you
up
to
date
on
things
that
we
finished
in
January
and
and
we've
started
so
far
in
February,
the
Department
of
Revenue
issued
some
questions
routine
questions
for
us
in
terms
of
the
the
final
abstract
I
turn
those
around
and
gave
them
the
answers.
The
same
day
on
February
11th
week
ago,
today,
so
I'm
expecting
that
the
final
abstract
may
be
certified
to
us
by
the
end
of
the
week.
F
I
I
would
hope,
because
they've
been
in
possession
of
those
questions
for
a
week
now,
and
they
haven't
they've
acknowledged
receipt
of
them,
but
they
have
not
asked
me
anything
further,
so
I'm,
assuming
that
everything
is
okay,
I
also
wanted
to.
Let
the
committee
know
that
we
did
report
all
of
our
2019
sales
to
the
Department
of
Revenue
by
the
end
of
January,
which
is
really
important
for
the
next
part
of
what
I
was
going
to
mention,
which
is,
we
are
still
waiting
for
the.
F
Detailed
sales
list
from
the
Department
of
Revenue,
which
they
can't
give
us
a
2019
detailed
sales
list
until
we've
reported
everything
from
the
prior
year.
That
could
come
any
time
in
February,
March
April.
It's
come
as
late
as
as
May
2,
so
I
never
know
quite
when
they're
going
to
finalize
those
things
I
out
at
the
same
department
that
were
so.
The
abstracts
also
works
on
the
sales
list,
so
I
think
they
give
priority
to
tentative
abstracts
and
final
abstracts
before
they
get
into
those
things.
F
So
you
know,
like
I,
said
the
things
that
we've
completed.
I've
answered
those
questions
from
the
Department
of
Revenue.
We
reported
those
sales
to
the
Department
of
Revenue
I'm,
but
I'm
still
waiting
on
the
final
abstract
certification
and
the
detailed
sales
list.
Those
are
really
the
things
that
are
going
on
right
now.
I'd
entertain
any
questions
at
this
time.
Please
join.
F
At
the
at
the
annual
meeting
with
the
Assessors
in
December
I
did
give
them
all
my
early
projections
on
percentage
change
and
I
believe
every
township
was
calling
for
some
level
of
change.
Some
level
of
increases
some
level
of
increase.
There
was
no
decrease
in
the
list.
The
county
total
as
I
projected
the
county
total,
would
be
somewhere
right
around
4%
positive.
It
just
depends
on
on
which
part
of
the
county
we're
talking
about
as
to
how
they
contribute
to
that
4%.
Some
are
a
little
higher.
F
Some
are
a
little
lower,
but
but
there
was
no
no
stagnant
change
and
no
negative
at
this
point,
but
I,
but
I
am
still
I
mean
part
of
that
confidence
would
come
from
the
certification
of
the
19
sales
ratio
study
which
will
get
sometime
this
spring,
because
that
third
year
that
newest
year
I'm
projecting
that
and
I'm
pretty
confident
that
it's
it's
close,
but
I'm
always
waiting
for
them.
To
give
me
the
certified
numbers
before.
A
A
F
A
F
Well,
yeah,
it
would
show
that
the
EAB
would
increase
overall,
but
the
property
taxes
themselves
really
have
more
to
do
with
the
levy
from
each
each
taxing
body.
So
as
values
go
up,
that
doesn't
mean
that
your
that
your
tax
bill
is
necessarily
going
to
increase
it's
really
up
to
the
taxing
bodies
and
how
much
they're
they're
levying
for
and
that
that
goes
along
with
what
the
clerk
would
have
to
do
with
tax
rates
to
go
against
the
value.
So
the
assessment
is
only
one
one
fraction
of
how
that
bill
is
is
calculated
so.
F
E
A
A
G
As
I've
said
before,
in
this
meeting
and
to
other
people,
we
can't
market
for
the
office,
so
we
can't
drive
the
sales.
All
we
can
do
is
hope
that
the
documents
that
come
in
are
good
documents
that
we
are
able
to
record
upon
receipt
so,
but,
as
you
can
see,
and
from
what
I'm
hearing
from
our
title
partners
that
come
in
they're
busy,
so
which
means
that
potentially
you
know
as
they're
doing
their
searches,
they're,
preparing
property
transfers
and
they're
going
to
end
up
in
my
office.
So
that's
a
good
thing.
Well,.
A
A
G
H
A
Other
comment
or
comment
on
that
good
news.
Anything
else
I.
Would
the
question
I
mentioned
to
her
before
the
meeting
is
I
was
at
a
meeting
last
night
and
we
spent
15
deciding
who
owned
that
property
before
mr.
Jones
own
the
property,
so
I'd,
say
I
said:
look
I'm
an
S
okay,
just
what
piece
of
paper
do
I
need
to
bring
to
your
office,
so
I
can
find
out
who
owned
this
property
originally.
G
G
A
G
G
A
A
Miss
Polk
would
you
second
that
motion?
Okay,
all
in
favor
accepting
a
report
of
animal
control's,
they
I
hello,
hello,
look
at
her
report.
You
have
a
question
about
any.
How
come
there
were
25
bites
or
how
come
this
or
how
come
bad
or
what
I
noticed
on
the
back
page?
All
right.
You
know
so
on
this
page
about
Alyssa
36
36
animals.
What
was
the
36
about?
36
animals
strays,
so
your
staff
was
working
very
hard
if
there
were
36
strays,
picking
up
strays
all
over
the
county.
H
A
Öand
incident
that
I
was
working
at
the
village
of
her
sure
and
a
part-time
job
and
a
call
came
to
me
to
the
office
and
said:
there's
a
stray
dog
at
the
edge
of
her
one.
So
I
said
the
village
here
cannot
help
you
here,
but
I'll
call
and
I
caught
officer.
Rasmussen.
Was
that
correct,
correct
and
she
said
she
would
take
the
van
to
the
edge
of
erlin
and
pick
up
the
dog
and
the
lady
who
called
stayed
and
waited,
and
it
came
back.
H
Microchip
they're
scanned
in
the
field
then
scanned
in
the
office,
and
then
the
microchip
number
is
put
in
our
computer
system.
Then
we
look
for
the
owners
according
to
a
microchip.
So
if
there
is
a
microchip
we
cannot
find
the
owner.
We
hold
that
for
seven
days.
If
there
is
no
microchip
and
no
owner
its
three-day
hold
and.
H
And
we
got
there
yes
frequently,
we
have
a
disease
that
come
down
or
you
know
over.
However,
it
is
and
they
take
animals
from
our
facility
that
are
adaptable
and
they
adopt
Mel.
You
know
what
their
facility,
so
it
helps
us
out
a
lot
because
they
relieve
the
stress
that
the
sorry,
the
staff
from
taking
animals
and
and
cleaning
and
stuff
like
that,
and
then
they
adopt
them
out
of
their
facility.
There's.

I
In
July,
first,
okay,
because
I
know,
the
increase
of
a
dollar
is
going
all
the
way
to
2025
so
I'm
thinking,
because
that's
a
state-
and
we
have
to
do
it-
you
know-
is
it
more
feasible
to
just
you
know,
just
to
prove
the
overall
rate
increase
going
to
finance?
Because
it's
going
to
happen
every
year
until
2025
telling
us
to
the
fifteen
dollars
that
the
governor
has
imposed
so
I'm
just
going
to
do
it
every
year?

We
ended
up
canceling
our
meeting
on
February
14th
because
of
inclement
weather,
so
we
didn't
have
a
chance
to
meet
we're
going
to
be
meeting
again
on
March
11th
at
3
o'clock,
2nd
floor
conference
room
here
at
the
County
Building,
and
the
only
announcement
that
we
have
is
it's
really
an
important
event.
It's
a
fundraiser
for
3d
wildlife,
rescue
and
Rehab
and
they're
going
to
be
having
an
annual
cabin
fever,
fundraiser
on
February
22nd
1
to
6
p.m.
at
TJ,
John
balance
and
bourbon.
