Description
Community Services Committee Meeting 09/20/2022 9:00am
A
A
C
A
You
I
don't
have
any
requests
for
a
public
comment
and
I
don't
see
anyone
in
the
back
that
might
want
to
do
that.
So
we'll
go
on
to
the
next
item.
Number
three
you've
received
the
minutes
and
your
emails
and
well
it's
Hudson.
You
want
to
move
that.
We
accept
them
about
Mr,
Alexander
hildebrain.
You
want
a
second
okay.
Those
are
you
received
the
minutes
all
in
favor
of
accepting
him
say
aye
and
you
post
AI
motion,
carry
we'll
turn
next
to
the
county
county
clerk.
Mr
Hendrickson's
report:
Miss
Parker.
Would
you
approve
that?
A
Would
you
move
to
prove
it?
Mr
eckoff
want
to
second
that,
okay,
all
in
favor
of
approving
the
report
say
aye
any
opposed,
say
aye
motion
carrying
looking
at
the
report
is
there
something
you'd
want
to
highlight.
No.
D
Still
working
on
it,
we're
going
to
have
a
couple
makeup
classes
here,
the
first
week
in
October
for
the
people
that
weren't
able
to
attend
our
sessions
and
at
the
end
of
August,
and
also
for
those
new
judges
and
high
school
students
that
are
going
to
be
working
as
judges.
So
we'll
we'll
have
that
still
a
little
bit
lighter
than
I
would
care
for,
but
it'll
it'll
probably
take
care
of
itself.
So
so
we're
doing
all
right
with
that.
A
D
Early
voting
will
begin
on
September
29th,
oh
not
long.
No
week
from
Thursday
military
ballots
will
go
out
this
Friday
military
and
overseas.
We're
required
to
send
those
out
a
little
bit
early
just
because
of
the
nature
of
the
overseas
ballots
and
and
mail
travel
and
all
of
that
so,
but
we
will
be
ready
for
people
to
come
in
and
start
voting
in
person
beginning
next
Thursday
we
will
be
sending
out
ballots
mail
and
our
we're
anticipating,
sending
out
roughly
2
800
to
3
000
ballots
by
mail
on
that
day.
D
D
If
we
have
one
in
in
Kankakee
or
Bradley
or
Bourbonnais,
and
every
those
two
2200
will
be
getting
a
ballot
in
the
April
election
next
year,
just
for
comparison
purposes,
April
of
last
year,
with
a
Consolidated
election
there
we
only
mailed
out
300
ballots,
so
so
we'll
be
sending
out
a
whole
lot
more
ballots.
And
hopefully
everybody
participates.
A
D
Right
and
our
our
cost
for
sending
out
those
postcards
for
this
election
was
forty
six
thousand
six
hundred
dollars.
That
includes
the
postage
itself
plus
the
the
postcard.
So
it's
about
71
cents,
a
piece
to
do
those
cards
and
on
our
approximate
cost,
we're
gonna
have
to
do
it
again
in
January.
So
that's
that's
about
another
forty
five
thousand
dollars
that
we'll
have
in
in
January.
A
D
The
the
provisional
is
is
a
potential
option.
You
know
my
dog
ate
it
and
I
didn't
do
anything
about
it.
I
came
in
to
vote.
Provisional
ballots
are
not
cast
at
the
polling
place.
It
gives
us
time
to
check
to
see.
Did
we
get
anything
in
the
mail
and
and
if
so,
we're
not
going
to
count
that
we'll
probably
talk
to
the
state's
attorney?
If
they're
trying
attempting
to
vote
twice.
E
C
I
think
you
alluded
to
the
safe,
a
safeguard
in
place,
but
I
received
a
mailing
in
my
mailbox
from
1371
I
guess:
maple
Street
in
New,
York
City,
so
I
took
it
to
the
post
office
and
asked
how
am
I
getting
New
York.
They
didn't
know,
but
it
was
there,
so
it
it
raised
my
eyebrows.
To
this
extent
what
happens
is
individuals
mailing
about
it
and
it's
not
getting
to
you
and
they
stated
that
they
mailed
it
in.
D
There's
a
process
I
mean,
and
we
can
start
to
delve
into
all
sorts
of
hypotheticals.
You
know
if
they
say
that
they
didn't
mail
it
in
then
that
would
be
a
provisional
ballot.
Again.
Won't
do
anything
with
it
until
you
know
that
ballot
can
be
received
by
our
office
as
long
as
it's
properly
postmarked
can
we
can
receive
that
up
to
two
weeks
after
the
election,
so
if
that
ballot
does
make
its
way
back
to
us,
we'll
count
that
properly
cast
ballot.
If
not,
then
we
would
look
at
that.
Provisional
ballot.
A
D
Is
National
voter
registration
day?
It's
a
10th
anniversary
of
the
of
the
the
celebration
for
encouraging
people
to
register
to
vote
typically
held
on
the
second
to
last
Tuesday
of
September.
D
So
you
know,
we've
been
a
little
aggressive
on
our
social
media,
making
sure
we
encourage
everybody
to
participate
in
the
process,
giving
them
links
to
forms
that
they
can
download
or
register
to
vote
online,
certainly
encourage
anybody
who
who's
not
registered
to
vote
wants
to
participate
in
the
process
to
it
to
take
care
advantage
of
one
of
those
or
stop
by
our
office.
A
D
About
lots
of
stuff
on
the
ballot,
but
you
had
specifically
mentioned
about
referenda
questions,
and
there
is
a
constitutional
amendment.
Question
will
be
the
first
on
everyone's
ballot
and
the
question,
as
it
reads,
is
the
proposed
amendment
to
the
Constitution
would
add
a
new
section
to
the
Bill
of
Rights
Article
of
the
Illinois
constitution.
That
would
guarantee
workers
the
fundamental
right
to
organize
and
and
to
bargain
collectively
and
to
negotiate
wages,
hours
and
working
conditions
and
to
promote
their
economic
welfare
and
safety
at
work.
D
The
new
Amendment
would
also
prohibit
from
being
passed
any
new
law
that
interferes
with
negates
or
diminishes
the
right
of
employees
to
organize
and
bargain
collectively
over
their
wages,
hours
and
other
terms
and
conditions
of
employment
and
workplace
safety.
So
that's
a
yes
no
question
and
wiser
people
than
I
can
probably
give
their
opinions
on
that.
D
Also,
other
local
referenda
will
be
on
the
ballot
depending
on
where
you
live.
The
city
of
Kankakee
has
a
proposition
to
cease.
Shall
the
city
of
Kankakee
cease
to
be
a
home
rule
unit?
The
Bourbonnais
Fire
Protection
District
has
a
question
to
increase
the
limiting
rate
for
ambulance
and
service
and
Fire
Protection.
D
School
districts,
School
District
111,
elects
their
members
at
large,
so
you
could
conceivably
have
all
the
board
members
living
within
two
blocks
of
one
another.
Some
school
districts
have
it
set
up
so
that,
if
you're
in
moments,
for
example,
if
you're
in
Momence
Township,
you
can
have
X
number
of
people
that
are
on
the
board.
D
If
you're
in
the
outlying
areas
of
like
Rockville,
Township
or
Sumner
Township,
you
get
X
number
of
representatives
there
in
some
districts
like
Momence
and
Herscher,
have
actually
divided
up
by
Congressional
townships,
which
is
not
the
same
thing
as
the
the
normal
Township
Line.
So
we
had
to
be
had
to
do
some
additional
coding
for
for
that
question,
to
make
sure
that
all
of
the
Congressional
townships
are
marked
properly.
D
A
D
A
At
you,
you're
a
rich
man
today,
okay,
we'll
go
turn
next
to
Mr
Blair
in
the
Assessor's
Office
Mr
Smith
I
make
the
motion
to
accept
his
report.
Mr
Smith,
okay,
how
about
Mr
carico
will?
Second
it
all.
In
favor
of
accepting
the
Assessor's
report
say
aye
any
opposing
yay
motion
carry
as
he's
coming
up,
I'm
going
to
hold
up
one
of
the
sections
of
the
Daily
Journal.
Did
you
all
you
see
this?
What
what
day
was
this
Mister
Blair
September
8th?
A
A
G
Think
I'm
live
now
good
morning.
All
the
time
in
your
life.
You
know
the
the
biggest
thing
that
I
wanted
to
talk
about
this
morning
is
the
fact
that
we
published
assessments
the
week
of
of
September
8th.
G
There
is
one
publication
that
publishes
on
the
seventh
I
believe:
that's
the
moment's
progress
reporter
so
that
week
we
published
assessments
the
last
day
to
file
an
appeal
is
October
11th.
So
that's
important
to
know.
That's
three
weeks
from
today
would
be
the
last
day
to
file
an
appeal.
If
someone
wants
to
file
an
appeal
and
can't
get
it
to
our
office
by
the
11th,
they
can
drop
it
in
the
mail
and
it
just
needs
to
be
postmarked
by
October
11th.
G
So
that's
a
really
important
point
that
I
usually
try
to
underscore
at
this
point
of
the
Year
each
year
each
year.
So
you
know
with
the
fact
that
we've
published
assessments
during
that
week
of
September,
we
do
have
the
30-day
window
that
I
just
discussed,
which
ends
October
11th
I'm
waiting
on
the
Department
of
Revenue
to
certify
our
tentative
abstract.
G
I
did
send
that
in
I
have
to
wait
until
after
we
publish
to
send
it
in
I
mailed
that
in
last
week,
so
they'll
have
their
routine
questions
for
me
and
I'll
certainly
get
back
to
them
as
quickly
as
possible
and
make
sure
that
we
answer
those
questions
and
they
can
give
me
a
tentative
Equalization
factor
which
would
hopefully
be
one
anything
times.
One
is
itself
and
then
we're
okay.
G
My
early
projections
were
that
our
three
year,
our
three-year
median
level
of
Assessments,
was
something
like
3327,
so
very,
very
close
to
33
33
when
I
equalized,
so
I
I
feel
pretty
confident
that
we're
going
to
be
able
to
get
that
tentative,
abstract
certified
pretty
easily
and
then
the
last
thing
I
would
mention
is
once
the
30-day
window
is
over.
Then
we'll
move
into
the
hearing
process
of
the
board
of
review.
G
If,
if
folks
file
appeals-
and
you
know
need
to
have
their
voice
heard
at
the
board
of
review
level,
will
certainly
open
up
that
window
of
time
to
hold
hearings
and
with
that
I'll
entertain
any
questions.
Okay,.
A
G
Sure
the
Daily
Journal
is
the
primary.
You
know
publication,
it
has
the
most
information
in
it,
but
we
do
publish
in
the
moments
progress
reporter
the
hersher
pilot
and
we
also
publish
in
the
city
news.
We
do
publish
the
Kankakee
Assessments
in
both
the
Daily
Journal
and
the
city
news
as
well
as
pembroke's
Assessments
in
the
city
news
and
the
Daily
Journal.
G
Well,
it
would
have
had
this
year
was
Kankakee
Township's
quad
year,
so
all
of
their
assessments
were
published,
that's
about
10,
000,
Parcels
and
then
Pembroke
had
all
of
their
changes,
published
and
I
do
believe.
The
assessor
out
there
made
quite
a
few
changes,
maybe
somewhere
in
the
in
the
neighborhood
of
3
000
changes
or
so
that
were
published
in
the
city
news
and
also
the
Daily
Journal.
A
I
saw
that
as
I
read
the
city
news,
how
many
different
changes
there
were
sure,
but
and
then
what
you
also
confirm
is
that
this
down
here
are
the
different
townships,
Manteno,
Limestone,
Essex,
Pembroke,
so
forth,
and
then
in
the
pilot
it
says,
pilot
pilot,
Township
and
and
those
nearby
so
and
and
then
people
can
so.
But
what
it
also
mentions
it
in
here
are
are
the
assessors
and
their
phone
numbers.
Yes,
and
what
you
emphasize
to
me
is
if
you
have
a
question
about
it,
talk
to
the
assessor
first.
G
Would
that
be
wise
yeah
when
we
send
out
the
the
notices
in
the
mail
part
of
the
statutory
requirement
is
to
give
the
taxpayer
the
contact
information
for
their
assessor
and
step.
One
is
to
meet
with
your
Township
Assessor
now
I
would
say
this.
That's
a
statutory
requirement
that
we
have
to
put
that
in
there.
If
you
can't
reach
your
assessor.
For
some
reason,
we
do
have
some
that
are
full-time
and
they're
a
little
bit
easier
to
reach
some
that
are
very,
very
part-time
and
they're
a
little
harder
to
reach.
G
Failure
to
reach
your
Township
Assessor
does
not
give
you
more
time
to
file
an
appeal.
So,
if
you're
not
able
to
reach
your
assessor
quickly,
I
would
I
would
strongly
encourage
someone
like
that
to
come
forward
and
file
their
appeal
with
my
office
and
make
sure
it's
done
by
October
11th
anyway.
That's.
A
A
G
Right,
well,
you
know,
I
think
that
number
one
I
would
say
that
anybody
who's
aware
of
the
real
estate
market,
not
just
here
in
Kankakee
County,
but
probably
mostly
Nationwide
property
values,
have
gone
up
in
the
last
couple
of
years
and
I
think
your
assessment
will
reflect
that
to
a
certain
extent
and
and
that's
proper
for
that
to
happen.
G
As
far
as
whether
or
not
your
tax
bill
is
going
to
increase
that
that's
more
of
a
function
of
you
know,
what's
the
levy
of
each
taxing
body,
what's
the
what's
the
tax
rate
versus
the
you
know,
the
the
tax
rate
change
versus
your
assessment
increasing
or
decreasing,
not
every
assessment
increased.
Some
some
may
have
have
decreased
at
the
behest
of
a
Township
Assessor
I.
G
You
know,
I
can't
speak
for
every
single
assessment,
but
so
there
are
a
lot
of
factors
and
this
point
of
the
year
what
I
like
to
try
to
emphasize
and
I
emphasize
with
my
staff
so
that
they
make
sure
that
we
get
out
the
same
information
to
everybody.
Is
that
we're
not
really
talking
about
taxes?
At
this
point
of
the
Year?
G
We're
talking
about
value
of
property
and
if
you
look
at
the
notice
that
you
held
up-
and
you
feel
like
your
assessment-
is
within
a
a
reasonable
range,
then
you
really
don't
need
to
do
anything
in
terms
of
filing
an
appeal.
If
you
see
that
that
value
and
you
feel
like
you
are
being
over
assessed,
then
this
is
your
opportunity
to
file
an
appeal.
A
G
G
The
other
thing
that
would
trigger
it
would
be
just
like
I,
said:
kinky
key
townships
quad
year
required
that
all
of
their
assessments
be
notified
or
all
of
the
taxpayers
be
notified
by
mail,
not
just
those
that
the
assessor
changed
and.
A
G
G
You
know
four-year
cycle
and
and
all
of
the
the
Assessments
in
in
the
county
get
published
at
one
time,
and
it
would
be
next
year
our
County
back
in
the
90s
adopted
a
four-year
cycle
where
we
we
break
the
county
up
basically
into
quarters
in
terms
of
numbers
of
parcels
and
try
to
I
think
that
was
done,
maybe
to
stabilize
the
budget
so
that
you
know
from
year
to
year
how
many
Parcels
you
might
publish
and-
and
you
wouldn't
run
over.
G
It
also
helps
to
alleviate
in
that
fourth
year.
You
know
publishing
fifty
five
thousand
Parcels
rather
than
you
know,
thirteen
thousand
fourteen
thousand
at
a
time
for
sure
so
I
think
you
know,
I
think
it
was
a
wise
move
back
in
the
90s
to
do
that
and
there
there
are
Provisions
in
the
statute
that
allow
you
to
do
to
do
that.
Certain
counties
take
advantage
of
it
and
we
did.
A
G
With
this
publication
and
and
I
I'm,
sorry
I
don't
have
the
math
right
in
front
of
me
in
terms
of
of
the
dollar
amount
exact,
but
I
can
tell
you
that
each
parcel
that
gets
published
in
the
newspaper
costs
80
cents
per
line.
So
if
we
took
Thirty
One
Thousand
six
hundred
and
six
times
eighty
cents,
that
that
would
give
you
an
idea.
G
Also,
then
two
we
had
a
notification
cost
to
mail
out
those
notices.
Now
the
townships
do
reimburse
the
county
for
the
postage
cost
on
the
mailings.
Okay,
so
we
front
that
cost.
The
townships
then
reimburse
US
based
on
the
the
number
of
parcels
that
they've
changed.
That's.
G
A
E
Time
to
time,
executive
committee
hears
bills
that
are
going
through
down
in
Springfield
and
I
always
bring
it
back
when
there's
a
bill
to
forego
the
publishing
in
the
paper
of
record
because
they
invented
this
thing
called
the
internet,
that's
free
and
everybody
can
get
it
on
their
phone.
E
So
why
do
you
have
to
subscribe
to
a
newspaper
just
to
get
information
that
could
be
available
free
and
so
it's
the
newspaper
Lobby
is
very
against
that,
obviously,
because
they
they
are,
in
my
opinion,
squeezing
the
taxpayers,
but
I'll
continue
to
bring
those
back
whenever
they
come
up.
I
think
it's
something
that
we
should
strategically
always
try
to
advocate
for.
A
G
It's
every
year:
well,
yes,
yes,
I
mean
I
mean
you,
don't
always
publish
31
000,
but
it's
every
year
that
it's
80
cents
per
line
and
that's
the
statutory
rate
that
was
kind
of
negotiated
by
the
the
newspaper
lobby.
As
you
mentioned,
Mr
Wheeler
and
you
know,
I
I
do
agree
with
you
that
at
some
point
we're
gonna
probably
have
to
get
into
more
modern
times
and
then
find
a
better
way
to
to
reach
the
public.
G
A
C
Is
really
not
to
be
considered
this
time
because
you
know
taxes
will
be
computed
later.
However,
it
will
raise
one
eyebrow
that
if
an
assessment
goes
up-
and
you
don't
argue
that
assessment
and
assessment
is
there,
could
it
not
be
argued
that
it'll
be
based
on
that
assessment
and
your
taxes
will
rise
to
the
level
of
that
particular
assessment,
whatever
whatever
the
formula
is
a
third
of,
etc,
etc.
H
C
C
Those
are
factored
in
in
your
taxes,
with
some
type
of
formula
to
take
it
out.
But
at
the
same
time,
if
the
assessment
goes
up,
it
looks
as
if
the
25
or
the
40
will
go
up
and
in
essence,
in
the
short
term,
your
taxes
will
just
go
up.
It
would
appear
that
if
you
don't
challenge
the
assessment
that
and
then
and
leave
it
as
such,
that
whatever
that
assessment
is
what
they
will
be
basing
it
off
of
and.
A
A
E
E
Up
because
the
taxing
body,
that
levies
is
the
one
who
would
determine
how
to
spread
that
out
so
I
would
say
it's
a
high
likelihood,
like
one
of
my
properties
got
went
up
like
12,
so
I
would
imagine
the
taxes
are
going
to
go
up
that
way,
but
those
all
the
taxing
bodies
still
have
to
do
their
Levy
work
too.
So
that's
how
it's
tied
together.
The
county
has
been
reducing
the
multiplier
so
that
similar
to
what
the
finance
guy
from
the
village
of
Bradley
keeps
putting
on
our
website.
So.
G
Of
the
things
that
I
would
I
would
say
in
response
to
Mr
Snipes
statement,
question
is
just
something
that
I
said
before
earlier
today,
which
is
when,
when
that
notice
is
delivered
to
you
and
or
you
see,
your
publication
in
the
newspaper
I
think
it's
important
that
you
evaluate
the
the
value
of
your
property
and
see
and
see
whether
or
not
you
agree
that
it's
within
a
reasonable
range
and
I
say
that,
because
values
aren't
absolute,
it's
not
it's,
not
an
exact
dollar
amount,
but
you
have
to
kind
of
evaluate
if
it's
in
a
reasonable
range.
G
If
it
is,
then
then
I
don't
think,
there's
a
need
to
file
an
appeal
because
you're
not
appealing
the
tax
bill
itself,
you're
appealing
the
value
of
the
property.
If
you
look
at
your
notice
and
or
the
the
publication
in
the
newspaper-
and
you
feel
like
the
value
of
your
property
falls
outside
of
the
range
of
what
you
think
is
is
reasonable.
A
G
It
certainly
is
this
time
of
year.
You
know
we're
dealing
with
a
lot
of
phone
calls
a
lot
of
counter
traffic.
That
kind
of
thing
once
that
ends
you
know
in
in
on
October
11th,
then
we
get
into
scheduling
the
hearings
and
and
it's
a
weekly
task
to
go
through
those
appeals
with
the
board
of
review
and
and
so
forth.
A
A
A
H
The
right
people
are
doing
their
right
jobs
and
it's
a
reflection
in
our
office
yeah.
So
you
know
it's.
It's
a
combination.
It's
residential
commercial
Farm.
We've
had
a
couple
of
nice
Farm
transfers
even
this
month,
where
it's
looking
very
nice
even
by
the
20th
yeah.
H
A
F
H
But
what
we're
seeing
coming
in
right
now,
especially
refi's
or
even
just
new
home
purchases,
because
they're
locked
in
and
they
were
locked
in
for
within
this
30-day
period
or
whatever,
which
is
a
very
nice
thing
if
you're
out
there
shopping,
they
are
coming
in
not
as
high
as
they're
publishing
tomorrow
so
yeah,
which
is
good
yeah.
So
we're
going
to
enjoy
some
benefit
from
that.
So
I'm.
H
Columns
well,
I,
haven't
had
that
come
through
yet
and
that'll
be
on
next
month's
report
anyway,
but
yeah.
So
if
so,
it's
going
to
be
so
my
fees
and
funds
are
sliced
and
diced.
As
you
can
see,
when
you
go
across
this,
so
of
the
57
or
47
recording
fee,
there's
rhsp,
which
is
16.
the
gis
no
I'm,
sorry
rhsp
is
10.
Gis
recorder
is
one
dollar
GIS
fee
is
16,
recording
fees,
I
believe
are
23.
boy.
You
guys
are
really
testing
me
today.
H
No
you're
doing
well
State
stamp
that
if
there
is
a
stamp
consideration
that
is
based
on
the
consideration
of
sales,
so
that's
iffy,
County
stamped
the
same
thing
and
then
computer
fee,
the
computer
fee
I
believe,
is
six
dollars.
H
57,
if
you're,
not
a
government
entity
47,
if
you
are
so
this
particular
recording-
is
a
47
recording
and
I
believe
there
is
a
consideration,
but
no
stamps,
because
it
meant
an
exemption
status
which
that's
a
whole
nother
animal,
so
it'll
be
the
straight
recording
feed
that
we
will
be
seeing
come
in
for
that.
We
won't
see
anything
in
addition,
yeah
yeah.
A
H
A
H
So
for
the
month
of
August,
we
had
396
Deeds,
so
the
deeds
and
that's
a
combination
of
transfers
that
are
either
exempt
or
not
exempt.
So.
A
A
That's
all
that
is
a
busy
group
of
people
is,
it
is,
and
you
just
want
to
connect
this
up
on
your
book
book
how's
the
book
so.
H
H
Yes,
they're
not
here
yet
so
we're
still
waiting
on
delivery
and
then
we're
actually
waiting
on
delivery
of
the
new
Stacks
that
they'll
fit
in
because
they
will
not
fit
in
the
existing
Stacks.
The
books
are
a
different
size,
so
yeah,
so
it's
gonna
be
a
little
time
because
I'll
have
to
get
with
Wes
and
we're
going
to
work
on
a
little
rearranging.
H
So
but
yes,
we
are
all
very,
very
excited
we're
working
on
also
the
process
of
taking
all
those
grantor
grantee
indexes
that
are
also
digital
and
then
putting
them
into
our
computer
system.
So
people
like
my
Searchers
that
are
all
over,
will
have
the
ability
to
now
be
able
to
search
those
books
from
their
office,
their
homes
they're
wherever
all
night
long-
and
you
know
maybe
just
sent
us-
they
need
book,
396,
page
18.,
so
to
complete
their
title
search.
So.
F
A
A
Thought
so
yeah,
so
the
first
one
is
October
4th
for
anybody
that
is
interested
in
her
sure
in
the
building
for
senior
citizens
and
I'm
talking
about
scams.
So
that
was
my
the
question
to
you
today
in
the
past,
you've
talked
about
this
awful
scam
where
people
move
into
a
house.
H
Us
you
know:
I
I
had
a
two
I
had
two
situations
last
month
that
we
were
able
to
deal
with
internally
and
we
didn't
have
to
escalate
to
the
next
level
using
Jim's
office
or
the
state's
attorney
it's
working.
The
system,
I
believe,
is
working,
unfortunately,
I
I
hate
to
say
this,
but
we're
seeing
more.
It's
within
family
situations
versus
just
the
bad
guy
person,
bad
woman
out
there.
So
that
seems
to
be
late
as
of
late.
H
Or
you
know
a
son,
a
daughter,
A
granddaughters,
grandson,
nephew
niece,
whatever
decides
to
just
take
Grandma's
property
and
did
it
to
themselves
and-
and
you
know
it's
unfortunate,
but
we
have
worked
with
a
great
system
because
of
the
state's
attorney
and
the
process
we
put
together.
You
know
we
talked
to
them.
We
gather
all
the
information
they
need.
H
We
encourage
them
to
go
to
the
local
police
department
before
the
property
exists,
and
then
we
move
from
there
and
we're
hoping
that
through
that
contact
with
the
police,
the
law
enforcement
and
a
good
conversation
of
this
really
wasn't
a
good
thing
that
you
did
I,
don't
think
Grandma
really
intended
that
she
had
great
intentions
for
you.
Let's
get
this
worked
out
and
we've
been
able
to
accomplish
that
twice
last
month,
so
I'm
very,
very
proud
that
we're
able
to
do
that.
H
It's
very
sad,
though
yeah
it
is
it's.
You
know
it's.
A
I
Been
a
Madam
chair,
as
you
mentioned,
about
the
senior
safety
chair
for
her
sure
I,
wanted
to
add
that
the
second
one
is
going
to
be
November
3rd
will
be
a
River
Valley
Church
yep.
A
H
Up,
thank
you
for
that.
So
we'll
be
talking
about
property
fraud,
we're
going
to
talk
about!
You
know
any
of
the
guests
that
are
there
their
military,
maybe
do
they
have
their
dd214s
recorded
in
my
office
or
not,
and
the
benefits
of
so
and
I'll
have
my
computer
with
me
and
I'll
be
able
to
do
real
time
searching
for
them,
which
is
really
exciting.
Yeah.
A
A
A
Not
mostly
they're,
not
I
mean
you're,
saying
County
board
members
that
the
location
has
to
be
that
that's
a
good
drive
on
it.
But
if
you,
if
you
live
in
Bourbonnais,
you
can
come
to
Hershey.
If
you
want
or
you.
H
H
H
B
H
I
happen
to
sit
on
the
legislative
committee
for
our
association,
which
Dan
and
I
are
in
the
same
Association,
Clerk
and
Recorders,
and
we
are
having
a
meeting
next
Friday
in
Springfield
with
our
lobbyists,
because
as
clerks
and
Recorders
we're
going
to
start
pushing
back
about
some
of
these
things
that
are
coming
through
in
that
funded
or
you
know,
really
thought
out
well
with
us
at
the
table.
H
H
A
Hey,
let's
start
again,
we
have
the
animal
control
report.
Sutton,
you
want
to
move,
they'll,
accept
it
Mr
Hildebrand
and
that's
a
second
anybody
else.
Any
comment.
All
in
favor
of
accepting
the
animal
control
report
say
aye
any
opposey
eye
motion
carry.
Shall
we
have
the
report
in
front
of
you,
so
there
it's
going
to
highlight
some
things
and
then,
if
you
have
questions
we'll
talk
about
those
so.
J
There
is
an
error
on
the
report
under
the
yearly
total.
The
registration
is
at
246
is
246
000,
that's
a
change!
That's.
A
A
J
I,
don't
like
that,
our
wildlikes
in
Asia
a
number
is
basically
double
what
last
year
that
keeps
going
up.
Every
single
time
we
come
in
here
puts
our
euthanasia
numbers
up
higher
than
we
would
ever
like.
But
again
it's
a
public
safety
issue
and
we
have
to
do
that,
but
I
don't
like
that.
We
have
to
deal
with
wildlife
in
any
matter.
J
Temper,
usually
so
it's
the
Kinder
way
to
have
them
not
suffer,
but
it's
also
we're
not
equipped
to
handle
Wildlife.
J
Those
go
under
the
like
the
specimen
sent
to
the
lab
the
bites.
Don't
things
like
that.
A
J
J
They
have
been
yeah,
I,
think,
there's
a
lot
more
dogs
and
cats
in
the
area
than
there
were
before,
but
and
people
just
are
sometimes
aren't
getting
their
pets
vaccinated.
So
we
have
to
impound
them
at
our
facility,
which
is
going
to
cost
someone,
no
no
less
than
450
to
impound
at
our
facility.
So.
J
It
was
a
busy
month
last
month
and
they
want
to
say
our
fuel
was
around
1200
for
the
entire
month,
which
is
almost
double
what
we
normally
pay
for
fuel,
so
it
was
a
very
busy
month
for
us.
We
had
lots
of
animals,
lots
of
stress
in
our
building,
it
was
it
was,
it
was
pretty
busy.
The
other
flip
side
of
that
is
that
we
did
an
event
for
the
adoptions
and
we
were
able
to
adapt
out
seven
dogs
on
our
own,
the
other
rest
of
them.
J
The
other
numbers
went
to
rescue,
so
that
was
that
was
nice
to
do
that,
the
adoption
fees
were
reduced
and
or
free,
depending
on
which
state
you
came
in
to
adopt.
So
it
was
nice
to
have
those
people
come
in
and
adopt
from
us.
We
have
had
more
success.
People
have
come
in
and
adapted
I
want
to
say.
We've
had
two
or
three
this
month
so
far,
which
has
been
nice
I
didn't
want
to
have
adoptables,
but
the
way
that
the
shelter
world
is
going.
J
We
have
adoptables
and
that
kind
of
leads
into
a
program
that
we're
currently
doing
for
share
the
care.
Trying
to
get
the
public
involved
with
animal
welfare
because
every
shelter
is
full,
so
what
the
public
can
do
is
you
know,
Foster
volunteer,
donate
things
like
that.
Just
to
try
and
help
us
get
the
animals
exercise,
get
the
animals
the
things
that
they
need
so
shelter
or
full.
A
Carrie
mentioned
that
she
had
recently
hired
a
person
as
an
activity
person
for
the
animals.
I
thought
that
was
wonderful,
I.
J
Did
so
one
of
our
part-time
staff
went
away
to
college,
decided
that
she
wanted
to
come
back
and
ask
for
a
job
was
still
there
and
I
said
absolutely
so
she
came
in
wanted
more
hours
and
I
decided
that
she
was
looking
for
another
part-time
job.
I
said
well,
let's
talk
about
this
because
I
have
an
idea,
so
she
her
name
was
Caitlin.
She
has
come
in
and
she
is
going
to
do
enrichment
and
teach
the
dogs
and
cats.
Things
like
that.
Help
them
become
more
adoptable.
J
J
We
did
not
have
to
have
that
decision,
so
that
was
it
was
nice
to
not
go
that
route,
which
is
something
we
haven't
had
to
do.
For
a
long
time.
We
did
have
31
animals
at
one
point,
which
was
a
lot
of
animals,
but
we
did
have
seven
adoptions.
A
A
We
talked
about
the
map
that
what
she
can
help
with
and
what
she
can't
help
with,
and
she
emphasized
that
we
have
agreements
with
some
communities
and
we'd
like
agreements
with
moral
communities
and
what
that
income
can
help
you
with.
So
this
is,
do
you
see
how
nicely
Harry's
sitting
there?
This
is
one
of
the
things
you're
training
Harry
to
do
so
Harry
got
adopted
yesterday.
Listen.
J
Yeah
was
it
by
one
of
the
teachers
that
were
I
know.
It
was
an
elderly
couple
that
came
in
and
adopted
him,
and
he
was
great
just
wanted
belly
rubs
from
them,
and
here
he's
around
a
65
pound
boxer
mix
and
they
fell
in
love
with
him.
It
was
him
or
a
puppy
and
they
fell
in
love
with
Harry,
which
I
was
happy
to
see.
Harry
go
and
his
brother
Brutus
got
adopted
on
Saturday,
so
the
two
best
boys
we
had
in
our
building
at
that
time
got
adopted.
J
A
A
Her
website
there
continues
to
be
a
list
of
how
you
can
help
what
you
can
buy,
what
you
can
purchase
and
what
happened
with
the
teachers
in
Hershey.
Is
they
loaded
up
her
truck
with
stuff
food
and
toys
and
bleach
and
towels
and
things
so
any
of
us
can
go
stop
by
and
bring
things
to
you.
So
that's
good
any
questions.
What
comment
Mr
Wheeler.
E
Thank
you
is
I've
spent
a
lot
of
time
on
doorsteps
and
Bourbonnais,
and
people
have
some
questions
about
how
the
process
on
how
they
contact
Animal
Control.
Are
they
supposed
to
call
the
Village?
Are
they
supposed
to
call
you
directly
so.
J
The
way
the
contract
is
designed
is
that
they
can
call
us
directly
for
dogs.
However,
Bourbonnais
has
gone
backwards,
a
little
bit
where
they
want
to
do
the
everything
but
Strays.
So
if
there's
a
welfare
check
or
things
like
that,
everybody
wants
to
handle
it
on
their
own
right
now
and
then
we
can
go
out
for
strays.
J
J
E
A
Today,
another
day
it
would
have
been
a
different
thing,
but
now
they've
switched
their
contracts.
Yeah
and
I.
Think
that
probably
is
the
right
thing
to
say
at
these
fairs
too.
The
senior
fairs
that,
wherever
you
live,
makes
a
difference
who
you
call
about
an
animal
if
you're
worried
about
it,
it
surely
does
if
you're
in
hersher,
you
need
to
call
the
Hurst
or
chief
of
police,
but
if
you're
two
miles
out
of
her
sure
you
call
Animal
Control
we'll
come
out.
J
J
J
H
A
Owns
the
building,
Animal
Control
is
using
it
and
it
and
she,
the
other
day
when
we
had
a
meeting
at
advisory
meeting,
she
had
just
signed
the
check
she
had
just
signed.
One
and.
J
A
Just
all
good
things
and
smiling
things
and
her
staff.
It's
happy
that
you
know
everybody
will
be
happy.
The
little
part
down
is
it
won't?
Nothing
will
happen
in
2022,
but.
A
Was
planned
not
things
to
do
and
things
to
do
and
things
to
do,
but
I
said
you
know:
Bourbonnais
planning
approved
it,
the
village
approved
it.
Then
you
purchased
the
building
and
you
purchased.
The
land
bark
is
helping,
you
know,
other
grants
are
helping
and
and
what
last
of
all
under
the
IP
tip
fun
right
now
in
her
report
for
August
reads:
553-83998
and
next
month,
it'll
read.
A
A
Anything
else!
Another
good
report
thanks
very
much
while
you're.
Here,
though,
we'll
talk
about
animal
Animal
Welfare,
we
did
meet
the
other
day
and
what
was
it
we
were
able
to
do
is
talk
about
the
building
and
all
the
all
the
things
and
the
things
we
just
did
now
in
the
grants
and
how
what
your
perspective
is
too.
So
is
there
anything
else,
you'd
like
to
add
from
that
meeting?
No!
Thank
you
we'll
be
meeting
again
in
December.
So,
okay,
but
please
go
ahead.
Let
me
find
your
nine.
Are
you
all
right?
Eight.
K
Okay,
thank
you,
madam
chairman
I,
just
want
to
say
that
doing
a
lot
of
walking
and
talking
to
people
a
lot
of
great
response,
a
for
our
Animal
Welfare
committee,
they're
glad
to
know
that
that
advisory
committee
is
together
and
what
we
do
and
also
a
lot
of
support
for
the
new
Animal
Control
building,
because
a
lot
of
people
had
didn't
realize
how
bad
that
the
old
one
well,
the
current
one
is
and
I'm
so
happy
that
the
animal
control
is
going
to
be
able
to
move
to
a
a
place
where
there'll
be
different
rooms
for
the
dogs
that
are
ill,
healthy
cats,
the
same
and
then
area
where
the
dogs
can
get
out
there
and
run
a
little
bit
and
play.
K
And
they
were
very
excited
about
it.
And
the
first
thing
you
know,
of
course,
who's
paying
for
this,
and
that
was
neat
to
tell
them
that
you
know
the
the
building
fund
that
was
available.
And
so
everyone
in
my
district
area
very
much
supports
the
new
building
and
Animal
Welfare
advisory.
They're.
Glad
to
know
that
the
phone
calls
that
they
made
to
me
and
then
to
you
that
ordinances
are
working.
It.
A
K
Very
appreciative
of
the
ordinance
that
were
passed
by
the
County
Board
and
then
how
it
has
really
been
effective
in
their
area
now,
especially
they're
running
at
large,
especially.
A
And
there's
the
straight
number
right
there.
Is
it
it's
a
straight
number?
Okay,
you
forget
that
report
too,
update
good,
okay,
anything
else,
okay,
so
which
of
your
wishes
to
Mr
Alexander
Hildebrand.
Would
you
like
to
move
that
we
would
adjourn?
Yes,
Miss
Parker
am
I
second,
that
second,
all
in
favor
of
adjourning,
say
aye
aye
any
post.
No,
oh,
is
he
disappointed,
he's
disappointed,
meeting.
