overlapping
taxing
bodies
as

ordinance

just
sending

community
services
for
approval,
so
we
can
send
it
if
there's
any
changes
that
need
to
be

would
like

get
it
sent
off

general
board

the
march

This
is
one
we've
been
working
on
for
quite
some
time,
and
I
want
to
thank
kerry
and
state
assistant
state's
attorney
john
cochlin
for
putting
this
together
for
us.

Basically,
this
is
animal
money
at
large
in
the
county
area
and
domestic,
animal
or
livestock
that
they
should
be
restrained
and
they
shouldn't
be
running
free
unless
they're
on
a
leash,
and
there
will
be
no
violation
if
the
owner
is
not
aware
of
the
animal
running.

But
if
they
just
let
the
animal
run
it's
a
nuisance
and
then
they
they
could
be
fined,
and
so
this
is
one
that
has
come
about,
because
I've
had
several
complaints
living
in
a
smaller
suburb
or
a
subdivision
out
of
highland
road
that
I
have
had
complaints
from
runners,
especially
where
the
dogs
are
running
loose
and
there's
a
threat
of
them
being
bit
or
children
playing
outside
and
animals
are
running
and
could
be
of
danger
not
only
to
the
animal
but
to
the
person
that
is
walking
playing
or
whatever.

brought
this
to
community
services
today
for
your
approval,

it

people
out

property

drugs

care

control
would

called

have
to
have

video

proof

own

animals
off

property

they're
allowing
the
animal

off

unleashed.

you're
walking
your
dog
down
the
street,

leash
is
laying
hanging
next
to
you,
you're
you're,
letting
your
animal
running
at
large,
even
though
animal's
right
next
to
you,
it's
still
uncontained
by
the
owner
or
top
their
property.

large
ordinance,
but
this
is
protecting
any
dog.
So
if
my
dog
is
friendly,
I'm
running
with
him
off
leash.
That
is
not
protecting
another
dog,
that's
going
to
come
after
him,
so
I
can
always
take

dog
and
run
away
with
my
dog.
My
dog's
gonna
stand
up
and
try
and
you
know
in
a
sense
fight
back,
but
if
my
dog's
on
a
leash,
I
have
more
control
over
him.

he's
still

dog,

we
do
have

running

large
ordinance

trying
to
change
the
wording
in
it

a

attorney
has
seen
it,

need

see
what

changed

somehow,
whether
it's
copied
with
not

red,
obviously
it'll
be
black
and
white,
but
somehow
we
can
see
what
the
changes
are,
that
the
state's
attorney
is
present
when
it's
presented
someone
from
their
office.

ask
them
questions
because
I
I
have
like
one
question
I
have
is:
if
somebody
gets
a
ticket
for
running
at
large
and
they
fall
below
that
threshold
for
can
appeal
not
to
pay
tickets
to
the
courts.

with

that's
a
question

Maybe
this

separated
from
people
who
get
fines
at
the
courthouse
and
can
petition
the
court
to

all

their
fees
and
fines

if

dog

certain
percentage

those

costs

state
park
river
state
park,
they
were
very
enthusiastic
and
matter
of

we're
going
to
recommend
it

state
parks
in

state

they

was
a

good

capacity
I
was
served

summons

few
weeks
ago.

suing
me
in
my
official
capacity
as
a
supervisor
of
assessments,
and
that
matter
is
being
reviewed
by
the

the
council,
the
state's
attorney's
office,
to
determine
the
merits.

make

that
the
committee
knew
about
that.
Obviously,
this
happened
after
the
last
time
we
met
in
january,
and
I
wanted
to

sure
that
the
committee
was
aware
that
that
this
situation
does
exist.
