which
is
our
first
order
of
business.
I
would
like
to
mention
dr
polk
because
of
her
work
in
the
weekend's
program.
This
is
the
program
booklet
for
the
dr
martin
luther
king
program,
and
I
want
to
say
this,
especially
because
so
many
of
our
committee
was
involved
in
what
was
going
on.

Representative
hawes
spoke.
She
has
been
our
committee.
Dr
polk
was
the
mover
and
groover
and
organizer
and
she's
on
our
committee,
robert
ellington
snipes,
his
honor
committee,
and
was
named
lifetime
achievement
award
winner
lori
gabboy
was
one
of
the
one
of
the
participants,
one
of
the
ones
supporting
pictures
in
the
program
and
and
she's
on
our
committee.

many

involved

outside
community
work,
and
this
is
an
example

was

wonderful

township
passed
the
ordinance
60
ilcs
one
flash
115-80
of
making
an
ordinance
for
pembroke
township
to
have
a
police
department.
Well,
we
haven't
received.
We
received
our
ora
number
from

department
of
justice,
but
now
there
have
been
some
issues
with
that
pertaining
to
what.

permits

are
not
given

residents

they

pre-annexation

know
how
do
we
as
a
township,
amend
the
county
board
ordinance
of
mobile
homes.

taken
away
from
our
school
district,
it's
taking
away

residents
right
to
their
property,
so

know

answers
to
these
also.

and
the

I

voting

the
consolidated
primary
election.

primary

had

consolidated
election,
we're
receiving
certifications

various
electing
bodies

those

a
tax
extension
coordinator.
My
current
tax
extension
coordinator,
linda,
settle,
will
be
retiring
after
this
year's
cycle.

practical
training
with
this
person
prior
to
linda's
retirement,
and
I
don't
know
that
I
have
anything
else,
but
if
any
of
the
board
has
any
questions,

best

someone
with
the
finance
background,
in
addition
to
tax
extensions,
that
that
person
serves
as

general
bookkeeper
for

office
and
all
the
other
functions
of
the
office
that
go
along
with
it.

they'll
need

learn
elections

well
as
everybody
else.

areas
where
we
cannot
cross-train.
The
people
that
handle
passports
cannot
process
cannot
touch
the
vital
records
area.

a
department
of
justice
requirement.

we

happen,
we
would
lose
passports,
so
we

to
keep
those
areas
segregated,
but
other
than
that
everybody
learns
elections.
Everybody
learns
how
to
do
marriage
licenses.
Everybody
learns
how
to
take
in
delinquent
taxes.

we
accomplished
at
the

back
half

december
and
the

half

far,
so
we
did
hold
the
remaining
board
of
review
hearings
that
concluded
toward

end
of
december,
maybe
about
december
20th,
or
so
we
delivered
the
final
abstract
reports
to
the
county
clerk.

On
december
28th,
I
held
the
annual
meeting
with
the
township
assessors
the
next
day
on
the
29th,
and
so
that
kind
of
closed
the
2020
assessment
cycle
for
us
in
the
same
year
that
we
started,
which
is
a
goal
that
I
try
to
do
every
every
year.
But
then
you
know
no
rest
for
the
weary.
I
We
kicked
off
the
next
suffering
cycle
for
2021
by
rolling
to
devnet
on
january,
7th
and
printed
the
assessment
books
and
and
got
those
ready
for
delivery
shortly
thereafter,
so
those
are
available
to
the
townships
and
most
of
them
have
picked
them
up
already.
I
So
it
was
a
busy
month
in
this
in
december
and
as
we
got
into
january
things
that
we're
looking
forward
to
now.
I'm
waiting
on
questions
from
the
department
of
revenue,
it's
it's
routine
procedure
for
them
to
get
the
final
abstract
documents
and
then
ask
questions
of
me
as
far
as
percentage
change
and
things
like
that.
I
So
I'll
answer
those
as
quickly
as
I
can
as
soon
as
they
get
them
to
me,
but
they
have
not
asked
them
yet
then
I'll
be
waiting
for
a
final
abstract
certification
for
the
from
the
department
of
revenue,
and
here
early
this
year,
I'd
like
to
get
back
on
track
with
annual
records
retention
and
document
disposal.

intend
to
do
it
every
year,
but
with
covid
last
year
things
kind
of
got
away
from
us
and
I'd
like
to
get
back
to
that
this
year
and
try
to
keep
the
documents
that
we
need
to
keep
on
hand
at
a
minimum.
As
my

square
footage
of
my
department
is
a
little
bit
cramped,
so
we
want
to
make
sure
that
we
don't
hold
on
to
too
many
records
here.
So
that's
the
crux
of
what
I
wanted
to
go
over
with
you
this
morning.

relationship

really
connection
to

the
non-reporting
structure
of
the
township
supervisors
with
your
office?
So
a
lot
of
the
new
members
would
understand
how
that
works.

The
connection
I
have
a
touch
of
assessors,
so
you
know,
certainly
they
don't.
They
don't
operate
under
my
authority.
It's
something
where
I
set
up
dates
and
checkpoints
in
the
assessment
cycle
and
and
hope
to
get
the
townships
to.
I
You
know
kind
of
comply
with
that
and
come
along
with
me,
but
given
that
they
are
elected
officials,
they
have
the
right
to.
You
know,
keep
their
own
time
and
do
things
on
the
on
their
schedule.

I
But
I
I
think
your
point,
mr
wheeler,
and
I,
if
I'm
missing
your
point,
please
help
me
out
here
a
little
bit,
but
I
I
think
you
know
the
point
is
that
they
are
they've
been
compliant
as
far
as
trying
to
help
keep
our
cycle
in
a
good
place
where
maybe
we
weren't
in
years
past
and
some
of
those
new
members
may
not
have
been
aware
of
that
from
years
years
ago.

think,
that's
a
that's
a
great
point.
You
know
the
division
of
duties
between
the
offices.
I
think
is
important
to
note
and
and
thank
you
for
bringing
that
back
up.

Formulated
assessments
such
as
wind,
energy,
solar
energy,
that
kind
of
thing
those
things
get
set
at
my
office,
but
otherwise
your
individual
properties,
the
values
are
set
at
the
township
level,
and
so,
if
and
chairman
wheeler
is
right,
we
do
get
some.
Some
angry
phone
calls
about
how
value
is
created
to
my
office
and
we
don't
derive
those
values.

So
it's
a
good
chance
as
you've
afforded
me
the
opportunity
to
speak
on
it's
a
good
chance
for
me
to
state
that
torture,
professors,
those
duly
elected
touch-up
assessors,
are
the
ones
that
do
come
up
with
those
values
and
and
have
their
process
of
how
to
derive
that
value,
and
the
discussions
on
those
values
really
should
be
directed
to
the
townships
itself.

Along
those
same
lines
that
if
they
do,
if
they
have
a
assessment
that
they
disagree
with,
they
are
at
a
certain
time
of
the
year,
the
window
is
open
and
they
can
appeal
that
through
your
office,
if
they're
within
a
that
statue
of
limitation,
can
you
kind
of
explain
that.
I
Sure,
absolutely
that
that
is
true.
When
we
publish
assessments,
my
office
is
responsible
for
publishing
assessments
in
the
fall,
hopefully
in
the
fall,
when
we
typically
do
it
in
the
in
the
middle
of
september.
I
That
opens
a
30-day
window
to
file
an
appeal
against
the
assessment,
which
is
all
run
through
our
office.
The
townships
may
collect
some
some
appeals,
but
they
certainly
have
to
get
it
to
our
office
and
once
an
appeal
is
filed,
the
the
appellant
has
the
right
to
a
board
of
review
hearing
which
we
do
administer
out
of
my
department.
It's
it's
part
of
what
we
do
through
the
assessment
cycle.
So
you
know
any
concerned
citizen
that
has
a
a
tax
issue
or
not
a
tax
issue.
I
Really
it's
an
assessment
issue
would
take
it
to
the
board
of
review
first
at
the
local
level
to
try
to
get
it
resolved
there,
and
that
happens
in
the
fall
you
know
from
from
september,
really
through
the
end
of
the
year
by
the
time
we
finish
all
of
our
board
of
review
hearings.
As
I
mentioned
earlier,
we
finished
ours.

a
question
that
came
to
to
me
was:
how
does
a
if
you
have
an
exemption
on
your
property?
What
could
cause
that
exemption
to
go
away,
for
example,
if
grandma
lives
in
the
house,
and
then
I
move
into
it?
How
do
you
know
that
no
longer
65
plus
person,
you
know
how
long?
How
do
you
know
to
change
the
exemptions.
I
Well,
if,
if
the
ownership
didn't
change,
it's
really
statutorily
it's
up
to
the
owner
of
the
property,
to
report
to
us
that
they
don't
live
there
anymore.
I
It's
a
variety,
a
variety
of
ways
that
we
could
become
aware
that
someone
doesn't
live
there.
It
could
be
that
that
the
senior
citizen
that
had
it
sold
the
property-
maybe
they
needed
it
to
a
family
member
or
or
they
sold
it
to
someone
else,
and
that
would
that
would
give
us
an
idea
that
obviously
the
exemption
should
come
off.
I
Sometimes
we
do
get
reports
from
the
township
assessors
that
that
they're,
aware
of
of
residency
or
or
lack
thereof-
and
we
would-
you
know,
look
into
that
and
then
there
are
other
times
where,
let's
say
it's
a
senior
freeze
situation,
it
could
be
that
they
just
didn't
reapply,
and
so
certain
exemptions
need
to
be
reapplied
for,
if
they're
not
reapplied
for
they're,
not
certainly
not
granted
in
the
following
year.
So
there's
a
number
of
ways
that
we
become
aware
that
exemptions
should
not
carry
from
one
year
to
the
next.
I
Sure,
while
I
understand
that
we
can
never
be
100
accurate
on
it,
our
goal
is
to
be
as
close
as
possible
through
all
the
checks
and
balances.
You
know
if
we
happen
to
see
you
know,
unfortunately,
something
like
an
obituary
in
the
newspaper
that
happens.
I
The
recorder's
office
does
provide
us
with
the
the
deeds
that
are
real
estate
related,
as
well
as
the
p
tax
203's,
the
real
estate
transfer
declaration.
So
we
that's
that's
one
of
the
things
that
I
was
alluding
to
before.
If
a
property
is
needed
or
sold,
that
gives
us
an
indication
about
exemption
removals
and
things
like
that.
So,
yes,
there
is
communication.
Once
a
week.

highest
month
I've
ever
collected
in
my
12
years,
so
it's
awesome,
don't
expect
it
every

can
promise
you
that,

we're

proud

quite

few

transactions

took

was

our

had
to
get
permission
through
our
vendor
to
actually
be
able
to
post
that
kind
of
a
stamp,
because
our
system
kept
saying
there
must
be
a
mistake,
wasn't
allowing
us
to
put
those
numbers
in.
So
that's
a
good
thing.

county

right

updates,
our
155
000
images
documents
from
years
1971
to
1983
are
imported
as
a
friday,
so
we
are
beginning
the
task
of
indexing
all
of
those
images
along
with
doing
our
daily
work.
So
that's
a
great
thing
because
we
will
have
well
over
50
years
online
and
we're
very
excited
about
that.

The
book
project

books
left
here
last
week,
yep
we
were
able
to
renegotiate
and
get
that
number
down
a
little
bit.
If
I
committed,
and
so
what
we
did
is
we
took
the
books
that
actually
it
was
like
a
double
entry.
There
was
grantor
grantee
entries
going
on
while
tracked
book
entries
were
going
on,
so
the
any
one
who's
coming
in
and
searching
will
still
have
the
capability
to
search
those
records
through
the
track
books
as
well
as
now.
Hopefully,
our
images
coming
online
will
help
them
as
well
too.

partnerships
with
our
searchers
attorneys
banks,
individuals,
is
very,
very
solid
and
so
we're
looking
forward
to
those
books
coming
back.
They're

too
they're
not
as
damaged
so
the
process

buyers

get
that

will
be
quicker
than
normal.

professionalism

staff

virtue

you've
indicated

terms

your
ability
to
make
the
report,
but
the
empirical
evidence
of
revenue
generation,
and
we
as
legislators
appreciate
that
and
and
you're
justifying
your
professional
existence
in
your
office.

philosophy,

I
know
this
is
kind
of
different
in
terms
of
how
you've
been
able
to
evolve
in
that
particular
department,
and
it
appears
that
you
know
from
what
I
gather
from
listening
to
other
people
around
the
state
and
sharing
with
information
about
what
you've
done.
It
seems
like
you're,
the
the
creme
de
la
creme.
So
what's
your
philosophy
in
terms
of
that.

Myself,
along
with
the
staff
and-
and
I
truly
believe
I
have
the
best
staff
in
the
county,
although
dan
I
know
always
compliments
his
and
his
staff
is
just
as
awesome
but
in
the
recorder's
office.
I
truly
believe
the
individuals
that
are
working
there
today
and
in
the
past
have
really
put
everything
into
it.
To
make
it
a
better
experience,
which
is
one
of
our
most
important
things
for
anyone
who
comes
into
our
office.

Our
statutory
requirements
meet
our
county
requirements
from
some
resolutions
that
have
been
passed
over
the
years
and
that
way
we're
giving
good
information
down
to
the
assessor
good
information
is
out
in
the
public
and
we
take
time
to
educate
people
when
they
ask
about
our
office.
What
what
does
our
office
hold?
Why
is
our
office
in
existence,
and
so
I
I
think
you
know
time
patience.
Good
customer
service
is
ultimately
what
we
do.

been

and
more
because
of
covid
people
not
being
able
to
come
into
the
office
thinking
they
can
use
foia.
Is
that
loophole
no

get
information
for
searchable
information
which
none
of
us
in
my
office?
Not
even
me,

certified
searcher
so
and
there's
some
responsibility
that
comes
along
with
those
title
companies
and
their
searchers,
because
they
issue
title
policy
which,
if
you've
ever
had
to
exercise
your
rights
with
through
your
title
policy.

understand
that

but
so
we
tell
people
we
are
not
certified
searches
we'll
do
our
best
to
find
what
you're
looking
for,
but
trust
that
we
could
miss
something
sometimes
and
there's
a
lot
of
information.
People
don't
realize
this

us

the
circuit
court
related
to
property
through
unfortunate
situations
of
death.

you

past

family,

and
or

it
was
really
never
recorded.
It
was
just
understood,

there's

lot
of
things

really
can

missed,

good
certified
searcher
knows
where
they
got
to
go
after
each
step
that
they've
taken,
and
we
do
our
best
to
help
people
and
we
tell
them
so.

any

board
members,
as
well
as
existing

staff

members

revenue
that
has
been
coming
in
has
been
greater
than
last
year
and
also
the
other
issues
such
as
animal
bites,
animal
inventory
and
story
animals.
There
were
a
lot
less
and
euthanasia

lot
less
than
either
before.
So
I
like
the
way,
those
numbers
look.
I
like
the
way
that
the
staff
has
been.
You
know,
handling
our
issues
here
at
the
amber
patrol
and
it's
been
great.

it
thank

I
noticed
the
revenue
part
2
of
the
1495
for
this
month
and
the
other
other
revenue
is
village,
so
that
village
revenue
is
for
those
currently
under
contract,
as
well
as
any
village
that
uses
your
services
right.
Yes,
but
what's
what's
the
news
you
want
to
confirm
again
about
the
newest
contract.

thing
that's
in
months

months

months
ago
we
used
to
talk
about
euthanasias
all
the
time,

look

back
page

there
were
nine,
but
six
of
those

asked

most
common
reason
for
euthanization
and
the
other
thing.

told
around
this

Unfortunately,
it's
when
our
animal
owners
start
to
realize
that
they
want
a
new
puppy
and
bring
them
in.
We
don't
ask
questions
for
the
euthanasia
generally
and
I
will
confirm
that
all
these
animals
that
were
euthanized
were
for
age
or
for
health
issues.

were
behavior
or
sick
or
injured,
or
just
not
quality
of
life.

addressed
issues

had

problem
with

control

They
both
brought
the
issue
to
my
attention.

issue
was
solved
with
both
interests,

best

parties-
and
I
appreciate
the
board
members
coming

me
with

issues

problems,

anybody

future.
