revenue

up

previous
year
that

carried

December

our
euthanasias
are
continue

down,

up
or
holding
study.

we're
really
happy
about
those
measures
that
we're
trying
to
take
to
go
in
the
right
direction.

it'll

there

one
animal

up

you
intend
something
or
they
read
it
differently.

really

stating

this
really
blowing
up
on
social
media.

understand
that
we
have
been

this

sheriffs

there
that
the
animal
had
what
was
by
law
even
by
our
ordinance,
because

pass
a
shelter
ordinance
and
by
ordinance
they
were
in
line
with
that
and
I
know.
A
lot
of
people
were
still
really
unhappy.
They
wanted
more,
they
wanted
more

can
tell
you
that
this
is
was
not
a
friendly
dog.
This
is
a
dog
that
we've
been
dangerous.

area
that,
where
this
dog
lives
into
their
little
community
because
they
have
a
management
system,
not
sure
why
they're
allowing
the
dog
to
stay
there
so
I
know
there's

lot
of
children
in
that
in
that
area,

that's
their
choice.

did
advise
them
and
my
concern
and
I
and
I
really
didn't
feel
that
it
would
behoove
me
to
try
to
converse
this
further
on
social
media,
because
people
hear
what
they
want
to
hear
and

do
truly
appreciate
their
concern.

want

eyes

this
dog

protective

were

sheltered

heat
and
some
bedding

funding

attorney

they
can't
be
reached
or
they
don't
respond
and
there's
still
evidence
of
abuse,
we
work
with
the
state's
attorney's
office.

want

make
sure
that
that's
the
case
as

truly
felt

somebody
was
sending
us
a
picture
or
sending
us

video

saying

reach

municipality

villages

they
said,
police
had
been
out
there
multiple
times,

they

seen

animal

an
officer
that
takes
that
route.

we
weren't
opening
our
eyes
and
ears
when

we
can
to
try
to
prevent
that
type
of
thing

law

talks
about
the
extreme
weather
on
us

the
state
level.
What
people
sometimes
don't
understand?
They
think
that
it's
it's
a
quick,
you
can
go
get
them.
The
law
only
applies.

there's
always

be

people

pigs

outside

winter.

haven't

pigs,

they
qualify

ordinance

people

believe

animal

never
be
outside.

what

when

dog

live

understand
people's
concern

applies
to

suggestion

they
could

at

ordinance

can

look

I
grew
up
on
a
farm.
Our
dog
was
allowed
into
the

mudroom
area,
didn't
generally
come
in
the
house,
but
I
nor
the
cats.
However
I
was
probably

one
of
six
that
got
away
with
breaking
that
rule
of
getting
my
dog
or
cat
inside
the
house
with
me
on
numerous
occasions,
and
yes
might
my
own
pets
I
want
them
indoors.

go
outside

play

much
as

want,
but

want

keep
them
indoors.
Where
they
can
be
safe
and
warm,

well
we
want
people
to
abide
by

also
can't
just

able

home

a
multi
pet
permit.

can't
violate
someone's
rights
in

know
the
way
the
laws
and
ordinances
are

pets

coats

the
board

review
come
back

abstract
reports

needed

my
department
once
that

done,
I
delivered
the
final
abstract
documents
to
Bruce
Clark,
and
it
was
one
of
his
last
official
acts
as
County
Clerk
to
sign
those
reports
that
he
needed
to
sign
and
get
it
off
in
the
mail
for
the
county.
I
know
that
was
completed.

According
to
the
calculations
that
we
had
in
the
system,
we
lost
about
six
million
dollars
just
a
little
over
six
million
dollars
of
assessed
value
due
to
the
assess
the
appeal
process.
That's
that's
a
pretty
low
number,
usually
it's
more
like
10
to
12
million.
So
six
million
was
a
low
reduction
number,
but
we
did
have
about
and
sixty-two
appeals
off
the
top
of
my
head,
which
is
a
low
number
again
as
well.
I
So,
along
with
that,
like
I,
said,
I
got
I
got
a
couple
of
questions
from
the
Department
of
Revenue
about
some
reductions
in
our
abstract.
I
did
reconcile
those
questions
with
them.
Last
week.
I
am
expecting
to
get
the
final
certification
or
the
certification
of
the
final
abstract
could
be
as
early
as
today,
but
sometime
maybe
this
week
last
year,
just
as
comparison,
we
got
it.
I
I
think
I'm
February
3rd,
so
anytime
in
the
next
week
or
two
I,
would
expect
to
have
that
and
know
that
we're
not
gonna
get
any
state
equalization
factor
at
this
level,
but,
like
I,
said
with
six
million
dollars
of
reduction.
There's
really
no
reason
that
we
would
get
any
equalization
factor
from
from
the
state.
I
did
also
schedule
our
new
year
role
with
dev
net
to
shift
from
2017
to
2018.
That's
gonna
happen
tomorrow
afternoon.
I
We
will
be
in
2018
for
the
assessment
year
once
that
happens,
we
do
update
the
calculations
for
the
farmland
values
for
2018,
we'll
do
that
right
away,
probably
at
the
end
of
this
week,
probably
Thursday,
and
we
will
then
start
to
generate
the
books
to
distribute
to
the
townships
so
that
they
can
begin
their
assessments
for
the
year
of
2018.
This
is
all
routine
and-
and
it's
basically
on
the
same
schedule
as
it
has
been
in
the
last
cut,
so
nothing
nothing
earth-shattering
there.
I
They
have
to
tell
us
whether
or
not
something
has
changed,
so
we
will
be
printing,
those
and
mailing
those
out
to
those
exempt
entities
pretty
shortly
here
and
also
just
wanted
to
bring
up
to
the
committee
that
we
will
also
be
performing
some
document
destruction
as
a
matter
of
routine
each
year.
We
don't
have
a
lot
of
room
downstairs,
so
I'm
gonna
try
to
stay
on
top
of
that,
a
little
bit
better
than
we
have
in
the
past.
We
have
that
that
application
ready
to

may
even
go
in
the
mail

up

So
it
is
not
the
agricultural
economic
value.

million

they
don't
typically
make
any
changes

our
level

Review
on
a
large
industrial

commercial
entity.
So
the
six
million
that
we
are
seeing
as
a
reduction
is
largely
due
to
residential
property.

once
they
go
to

everything
starts
over
again,
you
don't
have
to
use
the
same
evidence
that
you

at
the
local
jurisdiction,

by
then
they'll
have
their
appraisals
and
they'll

two
years
down
the
line.

that's
a
great
point:
six
million
dollars
is
almost
exclusively
residential
and
some
light
commercial
that
can
be
resolved
at
the
local
level.

qualms

Cook
County,
Assessor's,
Office
and
I
come
to
appreciate
you
all

because
the
integrity

see

Assessors

we

county.
So
the
only
question
I
have
is,
do
you
have?
Did
you
have
them
all?
Did
you
get
them
all?
So
there
was
someone
in
Pembroke
to
then
that's.

Still
an
unresolved
situation,
and
it's
really
part
of
it.
A
big
part
of
that
is
because
the
education
authorities
that
we
use
the
Department
of
Revenue
typically
and
the
Illinois
property
assessment
Institute
don't
really
have
classes
in
January.
So
when,
when
that
Assessor
chose
not
to
rerun,
even
though
it
seems
like
he
may
be
willing
to
be
reappointed,
the
first
opportunity
would
happen
in
February
and
actually
the
the
discussion
we
had
was.
It
may
be
best
for
him
to
take
a
class
which
actually
doesn't
happen
until
said,

he's
unable

get
himself
completely
qualified,

we
spoke

the

township
officials
have
some
avenues

they
can
use

guidance

townships

therefore,
when
we
look
at
one
of
the
new
buildings
and
things
are
being
built,
especially
when
all
girls
are

demolished

older

older
structures,
if
they

they
take
a
pre
appreciation
for
the
building,
which
means
what
they
built

consider

abstract

residential
commercial
industrial.
So

get
down

this
other
portions
of
the
county
of
the
state,
excuse
me
those
counties,
I
would
assume,
are
very
heavily
involved
in
in
farmland
being
controlling
the
abstract.

purely

this
analysis
on
capital
purchases.
It
is
purely
a
tax
issue
on
the
depreciation
of
those
capital
assets
buildings
with
the
new

tax
plan

passed

Congress.

can
depreciate
that
asset
entirely
in
the
first
year
where
it
used
to
be
only
10%
per
year.
So
it's
spurring
a
lot
of
capital,
development
and
growth.
It's
one
of
the
geniuses
of

tax
plan

partisan
statement.

it

contract.

several
months
ago
we
had
spoken
to
all

we
were
investigating
upgrading
our
voter
registration
software.

company
that
we
talked
to
is
a
platinum
technology.
We've
looked
at
their
software,
they've
done.
You
know
a
couple
of
presentations
here
we
went
down
to
Sangamon
County,
where
they've
got
it
up
and
running
they're
very
pleased
with
it.
We
asked
them
to
provide
us
with
the
contract.

The
contract
that
they
provide
us
is
approximately
twenty
five
hundred
to
three
thousand
dollars
a
year.
Less
than
what
we're
paying
for
our
current
vendor
now
not
to
diminish
the
work
that
our
vent,
our
current
vendor
is
doing,
but
we
believe
that
this
software
will
provide
us
with
a
more
efficient
solution
for
processing
the
voter
registrations,
especially
with
the
the
increasing
numbers
of
what
we're
going
to
be
getting
online
through
the
state
boards
website
through
Eric
and
I'll
talk
a
little
bit
about
that
in
a
moment
and
with
automatic
voter
registration
through
driver's
license
facilities.

know
that
we
have
a
good
handle
on
what
we're
gonna
be
getting.
It's
gonna
be
an
addition.
You
know
what
percentage
increase,
but
clearly
it's
going
to
be
more
so
for
us
to
be
able
to
efficiently
process
those
jurisdictions
are
being
able
to
process
that
are
using
this.
Software
are
taking
what
we
can
do
in
a
month's
time
and
getting
it
done
in
a
couple
days.

we've
we've
taken
this
contract.
We
signed
it
to
the
state's
attorney
to
review.
They
had
a
couple
of
issues.
Minor
issues,
as
far
as
languaging
is
for
the
language
concerns
as
far
as
protecting
the
county
in
case
of
liability
they've
sent
those
concerns
to
platinum.
A
platinum
had
no
no
concerns
at
all
with
the
the
corrections
there.
The
suggestions
that
the
county
made
the
contract
that
you
have
before
you
that
I
that
was
in
your
pack
and
I
gave
to
you-
is
the
revised
contract
in
the
state's
attorney.

registration

to

to

most
current

withdraw

candidacy

primary

have
development
ballots

to
our
military
and
overseas
voters.

big

be
open
core
for

casting
in

county

She

qualified

biggest
goals

Many
people

thinking

Animal
Control
is
for
everybody,
so
we're
trying
to
educate
people
the
community

actually

covered

Julie's
area,
not
municipalities,
but
outlying
areas,
and
so
we're
it's
educational.
It's
interactive,
we're
gonna,
get
our
GIS
map
up
of
what
is
covered.

we're
doing
is
just
working
with

of
the
biggest
concerns
that
we
have
right
now
is
the
selling
of
animals
and
wildlife
through
social
media
and
with
the
they
have
a
sort
of
a
animal
thing
out

been
a
lot
of
sales
out
in
the
parking
lab
that
we
feel
are
not
the
best
way
to
do
that.

we're
going
to

looking

the
state's
attorney's
office

been
