Description
Kankakee County Board Meeting 11/10/2020 9:00 AM
A
Morning,
I'd
like
to
call
the
november
10th
2020
full
county
board
meeting
to
order.
Today's
invocation
will
be
by
district
25,
chad,
miller.
B
Thank
you,
mr
chairman,
good
morning,
good
morning
before
I
give
the
invitation
I
want
to
share
with
you
a
harvest
prayer,
please
be
gentle
with
yourself
and
others
we're
all
children
of
chains,
and
none
can
say
why
some
fields
blossom,
while
others
lay
brown
beneath
the
harvest.
Sun,
take
hope
that
your
season
will
come
share.
The
joy
of
those
whose
season
is
at
hand
care
for
those
around
you
look
past
your
differences.
B
That
was
a
17th
century
prayer
of
reflection.
Now
the
invocation,
please
assume
an
attitude
of
prayer
most
compassionate
and
loving
god.
We
find
ourselves
facing
yet
another
day
living
in
these
virus.
Guided
times
we
gather
as
those
who
are
making
decisions
seeking
to
improve
our
communities.
We
have
much
to
pray
for.
B
May
we
who
are
broken,
find
healing.
May
we
who
mourn,
find
strength
and
hope?
May
we
who
are
merely
inconvenienced,
remember
those
whose
lives
are
at
stake?
May
we
who
have
no
risk
factors,
remember
those
most
vulnerable?
May
we
who
have
the
flexibility
to
care
for
our
children
when
their
schools
are
closed?
B
B
Maybe
we
have
the
righteous
indignation
in
this
moment
to
fight
for
transformation,
as
fear
grips
our
country,
please
help
us,
be
the
people
who
stand
up
and
refuse
to
lay
down.
May
we
choose
love,
and
so
we
pray
good
and
gracious
god.
We
recognize
all
life
as
a
gift
and
a
blessing
encourage
us
to
be
persons
of
hope.
B
Give
us
an
openness
to
listen
to
our
community's
needs.
Give
us
joyful
spirits
and
an
eagerness
to
engage
others
give
us
hopeful,
imagination
and
creative
vision.
Please
help
us
to
focus
on
our
common
ground
instead
of
our
differences.
Please
help
us
to
focus
on
each
other's
qualities
instead
of
each
other's
shortcomings.
B
We
give
thanks
for
giving
us
the
capability
in
patience
to
see
things
from
different
perspectives
and
the
ability
to
respect
those
who
have
different
points
of
view
help
us
to
always
respect
this
sacred
space,
where
our
missions
meet
to
improve
our
communities,
and
please
bless
us
here
today
and
give
success
to
the
work
of
our
hands
in
your
name.
We
pray,
amen,
amen,.
E
H
G
A
Thank
you.
First
order
of
business
is
vacancy
appointments.
First
order
will
be
commentary,
yes,
public
comment.
First,
I
guess
I
have
to
dial
in.
I
have
two
three
public
comments
and
first
one
will
be
renee
graves
from
st.
C
C
E
E
A
All
right,
our
last
public
comment
is
from
the
clerk
mr
dan
henderson.
G
Good
morning,
everyone,
the
election
may
not
be
final
yet,
but
if
I
could
beg
your
indulgence
or
a
lot
of
people,
I'd
like
to
acknowledge
and
publicly
think,
first
off
the
voters
of
kankakee
county,
more
votes
were
cast
in
this
election
than
any
other
in
this
county.
Despite
the
lines,
the
grumble
was
never
heard.
G
You
were
patient
kind
and
understanding.
My
thanks
to
all
of
you
to
the
election
judges
and
early
voting
judges.
Thank
you
for
your
bravery.
Thank
you
for
stepping
up
and
volunteering
to
serve
in
this
historic
election
under
unprecedented
times.
Your
commitment
and
dedication
are
without
question
to
our
election
coordinators.
Thank
you.
G
They
serve
as
an
extension
of
our
office
to
make
sure
polling
places
are
set
up
and
running
fine
during
the
election
and
on
election
day
to
our
election
night
garage
workers
and
our
office
workers
for
checking
in
materials
and
helping
the
night
end
properly
to
all
the
departments
in
the
county.
You
know:
sheriff
maintenance,
admin,
I.t,
highway
state's
attorney's
office,
the
recorder's
office
planning
and
zoning.
I've
lost
track
of
the
number
of
times
that
people
came
up
to
me
and
said.
G
How
can
we
help-
and
you
know
this
is
one
of
the
things
that
shows
that
you
know
kankakee
county
we
will
pull
together.
I
would
like
to
thank
my
wife.
G
You
know
elections,
you
know
if
you,
if
you're,
not
aware
that
this
election
might
have
been
a
little
bit
stressful,
so
her
grace
and
good
humor
kept
me
kept
me
sane,
so
and
finally,
to
my
my
staff,
I've
been
blessed
with
an
amazing
group
of
people
who
care
about
the
integrity
of
the
process.
G
From
september
24th
to
november
2nd
11
443
people
came
through
our
office
from
october
19th
to
november
6th.
Our
office
has
been
open
every
to
the
public
every
day,
197
hours.
We
were
open
to
the
public
in
that
three
week
period,
in
addition
to
the
normal
pre
election
preparation
work,
in
addition
to
the
normal,
regular
customers
that
we
had
so
lori
carla
felicia,
linda
mike
crystal
colleen.
A

A
We
will
next
appoint
the
vacancy
in
district
15..
Could
I
have
a
motion
to
appoint
everett
eids
to
that
position.
C
A
I
In
regards
to
the
next
two,
I
made
my
feelings
known
before
the
election
on
I
feel
on
this
process,
so
this
has
nothing
to
do
with
mr
reeds
or
india's
people,
but
I'm
voting
no
to
each
of
them.
It's
not
personal.
I
don't
agree
with
the
process
is
how
this
is
handled.
So
I'm
just
stating
my
why
my
I'm
explaining
my
vote
is
nothing
personal.
I
J
A
A
He's
expressed
interest
in
being
involved
in
some
kind
of
government
and
supporting
continuing
to
support
like
he
did
when
he
was
a
police
officer
continued
to
support
his
district
in
any
way
shape
or
form.
So
it
was
my
intent
to
allow
him
this
appointment.
A
K
Snipes,
I
have
a
couple
questions.
The
first
one
is
did
we
when,
when
did
the
county
board
declare
this
as
a
vacancy
friday?
The
county
board
did.
A
On
friday,
well
it
was
when
the
resignation
to
district
15
came
about,
and
then
we
have
30
days
to
replace
so.
A
K
October
18th,
yes,
that
there
will
be
a
vacancy
before
the
vacancy
existed.
Yes,
okay,
it's
kind
of
okay!
So
I
am
a
little
bit
apprehensive
here
and
I'm
going
to
tell
you
the
reason
why
and
while
I'm
doing
this,
I
would
that,
if
jim
is
by
a
computer
gym
roll
here
is
jim
on
the
scene.
Is
he
on
the
yeah.
K
Okay,
I'm
going
to
be
speaking
from
the
supreme
court
case,
decided
september
24th
of
2009
under
carolyn
gardner
appellate
versus
margie
mullins
at
all,
and
it's
the
supreme
court
case
number
one:
zero,
seven,
seven,
zero,
seven,
the
we're
we're
guided
by
the
state
statutes.
K
K
A
K
What
we're
saying
here
is
the
vacancy
did
not
occur
until
november
6th,
not
when
you're
telling
me,
I
can
tell
you
a
year
in
advance
that
I'm
going
to
be
leaving
the
county
board.
The
operative
word
is
here
is
when
the
vacancy
occurred
and
the
supreme
court
ruled.
If
I'm
not
mistaken-
and
I
guess
jim
roh
is
here
reading
the
case
gives
us
the
guidance
and
it's
not
for
me,
because
when
I
looked
at
who
all
encouraged
there
was
no
decision.
K
K
Again
I
asked:
did
you
inform
the
parties
after
november
6
that
a
vacancy
occurred
and
then
number
two
did
the
county
board
declare
such
a
vacancy?
You
just
simply
told
me
that
the
then
chairman
said
that
he
was
leaving,
but
at
no
time
having
come
before
the
county
board
to
declare
such
a
vacancy.
So
the
count
the
according
to
what
the
supreme
court
has
stated
when
a
vacancy
occurs.
K
That
means
when
the
vacancy
occurs
legacy
occurred
on
november
6..
That's
why
I
ask
you:
when
did
it
occur
in
any
elective
county
office?
The
county
board
shall
declare
that
such
vacancy
exists
and
notifications
thereof
shall
be
given
to
each
established
political
party
within
three
days
of
the
occurrence
of
the
vacancy.
K
L
So
that
supreme
court
case
you're,
looking
at
actually
had
nothing
to
do
with
when
a
vacancy
occurs,
what
it
what
it
looked
at
is
what
event
triggers
the
calendars
to
determine
whether
there
were
more
or
less
than
28
months
remaining
in
that
term.
The
part
of
the
decision
that
you're
looking
to
is
actually
one
part
of
the
analysis
that
it's
not
a
ruling
by
the
judges.
L
L
L
Okay,
so
they
were
sent
within
the
three-day
period.
L
When
the
county
board
declared
that
the
vacancy
exists-
and
that
would
have
to
be
reflected,
I
would
want
to
make
sure
that
that's
reflected
in
the
minutes
from
some
meeting
whether
it
was
executive.
Well,
it
should
have
been
the
county
board,
so
I'd
have
to
look
to
see
if
that
was
reflected
in
there.
M
But
in
this
also
the
analysis,
because
the
analysis
is
important.
L
L
K
You've
noticed
it
said
when
three
three
days
of
the
of
the
occurrence
of
the
vacancy
when
we're
looking
at
the
of
the
vacancy
there
was
nothing
that
was.
The
vacancy
did
not
exist,
and
I
believe
that
this
case
is
what
the
the
the
supreme
court
was
articulating
in
10
ilc
525-11,
and
that
is
stated
that
the
date
of
the
vacancy
exists
when
the
office
is
vacant
is
vacated.
The
office
was
not
vacated
until
november
6..
That's
what
they
stated,
not
back
when
someone
declared
it,
but
at
the
point
of
vacancy.
K
So
is
it
your
interpretation
that
the
supreme
court
misjudged
and
stated
that
it
should
be
at
the
time
of
declaration
versus
the
time
of
vacancy,
because
the
vacancy,
as
they
admitted,
is
on
november.
F
L
Disagreeing
with
your
interpretation
of
section
25,
11.
and
again,
this
is
not
the
supreme
court
there's,
not
a
supreme
court
ruling
you're
looking
at
within
a
supreme
court
ruling.
They
just
merely
restated
section
2511
as
an
erection,
so
you
you
don't
need.
The
case
is
irrelevant.
The
issue
here
is
that
you
look
to
the
statute
and
so
you're
looking
at
question,
25
2511,
as
that
the
county
board
shall
declare
that
the
vacancy
exists,
and
then
notifications
shall
be
given
within
three
days.
L
Sorry,
the
the
issue
before
the
board
that
gives
me
some
concern
is,
I
would
need
to
see
the
minutes
to
determine
when
and
if,
in
fact,
the
county
board
declared
a
vacancy
in
district
15,
because
I
do
recall
that
mr
wheeler
announced
that
he
would
be
retiring
from
the
board.
L
Okay
and
when
did
that
retirement
become
effective.
A
L
D
Thank
you,
mr
chairman.
I
think
we
need
to
rely
upon
the
state's
attorney
and
move
on
on
this
if
the
information
from
the
minutes
help
any
fine,
but
until
we
get
in
from
further
clarification
in
terms
of
what
the
attorney
states
attorney
is
saying
and
what
our
minutes
show,
we
need
to
move
on.
L
Yeah,
I
would
say
that
the
board
should
announce
that
declare
it
vacant
today.
There's
no
vote
on
that.
L
So
it's
not
something
that
you
can't
do
at
this
meeting.
I
would
declare
it
vacant
today,
issue
the
proper
notice,
of
course,
by
the
time
it
rolls
around
it'll
probably
be
a
move
point.
A
A
I
we're
gonna
have
to
I'm
gonna,
wait
for
kelly
to
come
back
to
record
the
the
vote
on
this,
but
we'll
have
a
roll
call
vote
on
this
discussion.
So
we
can
have
a
discussion.
D
I
I'm
wondering
what
our
previous
president
is:
if
we
ever
had
to
do
a
separate
declaration
of
vacancy
from
the
announcement
of
the
resignation.
A
You
know,
mr
lear,
you
you
would
have
more
experience
in
in
those
sort
of
things
or
maybe
mr
hess
would
have
some
experience
in
those
sort
of
things,
but
this
is
my
first
experience
with
this
type
of
thing
so
well,
I
would
lean
on
the
board's
experience.
L
I
I
think,
though,
that
the
the
probably
the
more
relevant
issue
is
the
fact
that
if
you
declare
the
vacancy
today
and
then
you
give
notice
within
three
days
to
all
the
parties,
then
you
would
seek
to
appoint
that
person
for
the
remainder
of
the
term.
Presumably
at
the
december
meeting,
that's
also
the
meeting
where
the
new
county
board
member.
A
L
M
A
L
E
L
M
N
A
A
A
L
Yeah,
I
would
advise
the
board
that
it
is
not
legal
at
this
point,
because
that
is
not
that's,
not
the
triggering
event
announcing
that
you're
going
that
there's
going
to
be
a
vacancy
and
then
there
actually
being
a
vacancy
which
triggers
the
notice.
It
would
seem
that
those
are
two
different
things
and
based
on
what
you
just
read,
the
vacancy
did
not
occur
until
the
sixth.
L
After
the
six,
the
board
would
need
to
declare
the
vacancy
and
then
issue
the
notice,
okay
and
it's
an
unfortunate
outcome.
I
believe
it
would
be
great
to
have
someone
of
mr
against
caliber
on
the
board
sound
remarkable,
but
it
just
seems
that
the
process
is
not
in
place,
but.
A
Mr,
I
really
apologize
that
this
has
went
this
way
and
I
I'm
I'm
deeply
sorry
that
you
showed
up
here
intending
to
fill
that
that
seat,
but
it
unfortunately
I
have
been
advised
not
to
move
on
this
appointment.
A
So
my
my
dearest
sympathies
to
you,
sir,
for
putting
you
through
this,
and
I
appreciate
you
trying
to
come
and
work
for
your
community
and
try
to
do
something.
That's
positive!
So
I'm
sorry,
mr
chairman.
Yes,
sir,
mr
hess.
F
I
believe
that
the
person
that
made
the
motion
and
the
second
should
withdraw
their
emotion,
yes
and
we've.
Never
we've
never
had
a
motion
to
declare
a
vacancy
after
that
is
up
to
the
chairman.
To
do.
I
believe,
if
you
check
with
mr
rowe,
then
you
should
declare
the
vacancy
in
district
15.
F
A
F
A
A
A
A
L
Yeah
I
just
spoke
with
nancy
nicholson
from
my
office.
She
said
it
was
announced
on
9
8.
A
K
A
All
right
here's
his
letter
here
it
says
a
notified
of
the
residence
michael
sims
announced
his
vacancy
county
board.
At
the
september
8th
meeting,
the
vacancy
is
effective
on
september.
20Th
vacancy
shall
be
filled
within
60
days
of
the
appointment
of
the
chairman
of
the
county
board
and
the
vice
consent
of
the
board.
K
K
Then
we're
again
we're
back
in
the
same
level
we're
trying
to
fill
seats
before
the
in
21
days
we're
going
to
have
a
new
board,
a
new
chair
in
the
whole
nine
yards.
So
I
don't
know
why
we're
not
waiting
for
that
particular
purpose.
But
my
argument
would
still
stay
the
same
that
if
the
vacancy
existed
on
september
20th,
which
is
the
date
that
he
gave,
he
stated
it
at
the
8th,
but
he
vacated
it
on
the
20th.
K
L
Well,
we
don't
have
october
minutes
posted
anywhere.
I
would
need
to
see
from
the
october
minute.
So
if
the
vacancy
occurred
on
september,
20th
notice
would
have
been
sent
within
three
days
of
that
date
to
all
the
parties,
and
then
we
could
be
in
the
position
we're
in
today
to
make
the
appointment.
But
I
don't
know
whether
that
board,
whether
that
vacancy
was
declared
after
the
september
20th
date-
and
I
don't
know
the
date
that
the
notice
was
sent
back.
A
It
was
declared
on
september
the
8th
and
was
I
a
letter
was
sent
out
on
september.
The
9th.
K
L
A
They
received
the
notice,
I
have
certified
letter
with
signatures,
so.
A
L
I
think
the
key
difference
here
is
that
in
this
instance,
there
was
a
there
was
notice
of
the
vacancy.
K
Right
after
the
september
20th
date
when
he
left,
nor
did
they
send
the
notification
thereof
after
the
vacancy
existed.
L
H
M
The
motion
to
determine
because
the
attorney
the
representative
stated
that
without
having
notification
that
you
actually
declared.
A
Yeah
he's
he's
out
of
order.
I
haven't
recognized
him,
yet
I'm
wait,
mr
rowe,
I
don't
see
anything
in
the
october
minutes
that
declares
the
district
23
to
be
or
district
26
to
be
vacant,
except
for
in
the
september
minutes
the
vacancy
was
announced
in
september,
but
not
in
the
october
minutes.
Mr
rowe.
L
N
A
We
had
mr
featherling
we're
gonna
wait
on
this
to
for
mr
rowe
to
get
a
little
research
to
see
if
we
can
proceed
with
that
motion,
I'm
not
going
to
withdraw
that
motion,
but
I'll
move
on
to
certificates
of
appreciation.
If
that's
okay
with
the
board
and
then
maybe
by
that
time
we
can
approve
the
minutes
and
then
come
back
to
the
appointments.
Okay,
let's
go
all
right
certificates
of
appreciation.
G
A
A
Mr
carrico,
with
the
first
mr
payton,
with
a
second
all
in
favor,
say
in
the
room,
say
aye
on
zoom
roll
call.
C
H
E
G
A
I
have
a
a
first
and
a
second
don't
I
okay
now
and-
and
I
understand
what
you're
saying
mr
snipes
about
the
whole
procedure
of
it,
but
in
my
mind
nothing
was
done
outside
of
the
board,
with
the
vacancy
of
mr
zinn's
and
his
letter
sent
to
declare
his
resignation.
So
I
think
it's
a
technicality.
I
I
understand
where
you're
at
and
what
your
what
your
position
is,
but
I
think
it's
basically
a
technicality
that
this
board
knew.
He
was
resigning.
They
knew
where
he
was
going.
A
He's
actually
had
probably
been
out
of
that
house
prior
to
that,
from
my
knowledge,
my
personal
knowledge,
so
to
declare
that
it
wasn't
vacant
and
that
we
announced
it
at
the
september
8th
meeting-
I
I
don't
I
you
know,
I
think,
that's
just
a
definition
of
vacant.
You
know
he
was
already
vacant
in
my
mind.
So
mr
rowe,
have
you
gotten
any
additional
information.
A
K
Well,
the
purpose
of
of
being
on-
and
I
don't
think
anyone
here
has
probably
more
years
on
the
board
than
I
do
and
as
a
senior
member
of
this
particular
board.
K
We
have
always
if
someone
had
if
we
once,
if,
if
the
procedures
and
process
processes
done
properly,
we
have
no
objections
to
appointing
any
individual
to
the
board.
What
raises
the
eyebrow
here
is
simply
what
the
supreme
court
justice
mention,
and
it
says
third
brando,
but
I'm
using
the
word.
Your
interpretation
of
the
statue
would
provide
an
east
increased
opportunity
for
political
manipulation.
K
K
We
have
to
follow
a
process
here
and
most
of
the
time
you
follow
that
process,
but
it
raises
the
eyebrow
of
the
community
when,
in
less
than
21
days,
I
wouldn't
want
to
do
a
disservice
to
mr
eads
or
anyone
for
21
days
when
we
already
know
that
there's
someone
who's
going
to
fill
the
seat.
If
there
was
a
vacancy,
then
just
show
up
on
the
first
after
we
elect
the
chairman
and
everything
else
and
declare
vacant
and
do
what
we
have
to
do.
K
But
there
is
a
process
that
we
have
to
follow
and
to
say
that
it
is
a
mere
semantics
is
not
an
accurate
depiction.
It's
it's
improper
use
of
the
of
the
vernacular,
and,
if
we're
going
to
elucidate,
we
need
to
elucidate
it
from
the
point
of
an
opinion
that
the
supreme
court
has
given
us
guidance.
A
Right
and-
and
I
understand
what
you're
saying-
and
you
know
the
the
previous
vacancies
were
by
death-
you
know
that
we
had
to
appoint,
but
here
we
have
people
that
have
gave
us
great
notice
that
they
were
going
to
leave
and
you're
saying
that
their
notice
early
wasn't
good
enough
because
it
had
to
be
later.
I
didn't
say
that
the
supreme
court-
that's.
A
N
D
L
I'm
sorry
I
just
I'm,
I'm
I'm
reading
over
something
right
now.
I
probably
need
about
five
more
minutes.
A

you

now.
I

C
F
C
G
A
Thank
you,
okay,
moving.
G
A
A
With
first
mrs
poke
with
a
second
okay
discussion
in
front
of
you,
you
have
a
handout
of
the
package
in
success
liability
and
just
to
make
note
on
the
first
we
were
at
in
2017.
A
We
were
at
a
million
eight
thirty,
three
six.
Ninety,
and
currently
our
current
renewal
would
be
at
seven
million
seven
sixty
two
thirty
four
okay,
and
that
is
with
adding
the
public
building
commission
under
our
umbrella
as
liability
insurance.
So
after
that
I'll
take
any
questions.
A
This
yeah,
let
me
look
at
it
here
in
a
second
yes,
sir,
mr
lear.
D
This
is
a
very
good
report.
We
had
some
expensive
claims
because
of
storms
this
year
and
in
spite
of
those
ex
storms,
we've
really
gotten
a
good
rate.
So
I
think
that
we
need
to
support
this
motion
and
move
forward.
A
Okay,
I
agree
and
I
think
we're
going
to
get
some
elevators
out
of
the
deal
too,
because
elevators
got
hit
by
a
storm
and
it's
going
to
cover
this
now.
This
is
basically
the
the
insurance
coverage
and
the
deductibles
okay.
So
that's
these
are
what
you
would
get
if
you
had
a
situation
and
you
had
an
event
and
they
would
fall
into
these
categories,
and
that
would
be
the
deductible
under
those
categories.
A
A
That's
the
building
contents
and
mobile
equipment.
That
deductible
is
ten
thousand
dollars
any
other
questions.
A
Any
questions,
okay,
roll
call.
E
C
A
Next
up,
I
I
believe
it's
our
annual
interfund
borrowing
agreement.
You
want
to
read
that
one
into
the
record
too.
That's
just
the
title.
Ordinance.
K
Yeah,
just
a
little
brief
narrative,
I
need
you
can
give
me
a
brief
narrative
as
to
I
know
each
year
we've
been
borrowing
less
and
less
and
less,
and
I
believe,
if
I'm
looking
at
the
records
correctly
we're
still
following
that
trend.
Yes,.
A
This
is
basically
every
year
we
have
to
okay,
the
the
inner
fund,
borrowing
that
sometimes
occurs
when
we're
cash
poor
to
cover
expenses,
but
we
haven't,
like
you
said
we
haven't,
had
to
do
as
much
inner
fund
borrowing
as
before.
Yes,
mr
lear.
D
I
believe
this
is
the
budget,
and
this
is
the
statement
of
what
will
be
the
expenditure
expenditures
for
the.
A
Oh,
thank
you
okay.
This
is,
this
is
the
budget.
This
is
the
the
budget
appropriations
that
we've
already
viewed
last
month.
Yes,
okay!
I'm
sorry,
then,
that's
next
month,
a
month
ahead,
all
right
is
the
first
and
the
second
okay.
With
that,
that's
what
I
thought
we
were
doing.
Okay!
Thank
you.
Any
other
discussion.
A
C
F
C
A
Mrs
parker,
this
was
discussed
at
length
in
pza
about
an
agritourism.
I
guess
it
would
be
a
spot,
it's
a
farm
that
you
can
dine
or
have
dances
or
receptions
or
those
kind
of
things,
and
they
were
requesting
a
change
to
the
zoning
to
allow
them
to
operate.
So
there
any
questions
or
discussion.
A
Seeing
none
roll
call
vote.
I
guess,
let's
just
do
it
all.
C
C
G
E
C
A
Okay
and
last
was
this-
is
a
discussion
only
the
e-waste
recycling.
We
are
on
our
way
to
getting
this
program
up
and
running.
I
think
belson
steel
center
will
be
the
hub
of
this
collection.
The
last
I've
known
about
it.
It's
gone
back
into
the
mayor's
to
see
their
portion
of
this
process.
A
All
the
mayors
have
gotten
what
it
would
cost
for
them
to
be
involved
in
this
program,
and
I
think
they're
going
to
get
back
to
us
by
next
month.
I
hope
and
then
we
can
start
this
to
start
the
first
of
the
year.
So
it's
basically
a
centralized
place
where
everybody
in
the
county
can
bring
their
e-waste
to
and
all
they
have
to
do
is
show
their
id
card
or
whatever
and
belson's
will
keep
track
of.
A
D
D
D
I
know
we,
we
have
issues
where
people
have
dropped
off
e-waste
out
in
the
rural
roadsides
and
that's
something
we
definitely
don't
want
to
see.
So
this
board's
support,
and
hopefully
the
mayor's
support,
is
going
to
be
a
major
plus
for
the
community.
A
L
Yes,
so
when
we
look
further
into
the
statute,
specifically
this
portion
of
the
election
code,
which
deals
with
when
an
office
becomes
vacant,
there
are
certain
things
that
can
trigger
a
vacancy
and
it's
more
than
just
the
county
board,
deeming
it
to
be
vacant
or
someone
saying
the
date
of
their
resignation.
L
In
this
instance,
what
makes
the
vacancy
in
district
26?
You
me
is
that
two
things
really
first,
you
have
the
fact
that
the
member
moved
out
of
his
district
and
once
he
moved
out
of
his
district,
that
district
would
have
become
vacant.
Now.
I
believe
that
occurred
prior
to
september
20th.
So,
regardless
of
what
date
mr
zens
may
have
put
into
his
resignation
letter,
the
vacancy
would
have
occurred
when
he
moved
out
of
the
district
absent
the
ability
to
specify
or
target
that
date.
L
L
So
once
what
I'm
saying
is
once
mr
zen
submitted
that
letter
of
resignation
that
creates
a
vacancy
by
statute
for
the
purpose
of
of
determining
the
next
action,
so
the
vacancy
would
have
occurred
on
the
8th
if
the
board
declared
it
vacant.
After
that
and
said
notice,
I
would
have
no
concerns.
So
the
notice
issue
here
and
the
determination
of
the
vacancy
doesn't
concern
me
what
we
need
to
make
an
inquiry
on,
and
I
would
ask
county
clerk.
Hendrickson
was
the
libertarian
party.
Did
they
have
full
party
status
prior
to
this
last
primary.
G
They
were
an
established
party
at
following
the
november
2018
election.
The.
L
Okay,
so
given
the
fact
that
they
had
full
party
status,
they
would
have
been
entitled
to
notice.
So,
while
I
don't
think
there's
an
issue
here
with
the
vacancy
having
been
declared
and
the
notice
that
was
given
to
the
republican
party
and
the
democratic
party,
it
seems
that
there
was
no
notice
given
to
the
libertarian
party.
L
So
in
light
of
that,
I
would
advise
the
board
to
officially
declare
the
vacancy
in
county
board
district
26
to
send
notice
within
three
days
to
all
three
major
parties
in
the
county,
democrats,
republicans
and
libertarians,
and
then
to
fill
it.
We
really
need
to
fill
it
prior
to
the
19th,
because
if
the
20th-
let's
say
the
20th,
is
the
date
that
mr
zen's
determined
he
was
vacating
his
district
and
the
vacancy
occurred.
We
had
that
60-day
window,
so
there
have
to
be
a
special
board
meeting,
called
perhaps
on
the
18th
before
pmz.
A
Okay,
thank
you,
mr
rowe.
Now
I'm
gonna
declare
I'm
gonna
declare
the
vacancy
of.
G
The
board
will
order
us
to
do
send
out
notice
to
the
special
meeting.
Certified
letters
will
be
sent
out.
Thank
you.
A
Okay,
mr
hess.
F
A
A
Thank
you,
mr
hess.
Will
you
withdraw
your
motion?
A
L
K
Jim,
I
heard
I
heard
your
your
brief
narrative
and
it
sent
me
into
several
directions.
One
is
because
if
we
would
have
considered
the
nomination
on
the
eighth,
then
that
means
this
would
be
null
and
void,
but
because
of
the
20th
we
have
to
do
something
by
the
20th.
I
don't
think
we
have
to
they
want
to,
because
there's
only
11
days
left.
I
think
it's
a
waste
of
time
and
resources
of
the
county's
funds
for
that.
But
but
what
would?
K
Even
though
this
individual
has
stated
that
he
vacated
and
we
looked
at
the
supreme
court
ruling.
I
would
be
interested
in
your
interpretation
of
the
rahm
emanuel
case
who
basically
moved
out
and
yet
was
deemed
still
a
chicagoan.
So
it's
just
something
that
I
would
would
like
you
to
kind
of
just
give
me
some
clarification
on
when
you
get
the
opportunity.
L
Yeah,
that's
that's
not
relevant
here.
That
issue
was
where
an
individual
was
arguing
that
they
still
resided
because
they
intended
to
reside
within
the
jurisdiction.
The
issue
here
has
been
quite
opposite:
when
did
the
individual
vacate
and
even
if
you
look
at
his
intent
to
vacate,
certainly
it
would
be
september
20.
right
regardless.
The
board
now
has
determined
the
vacancy
exists,
they're
going
to
provide
notice
to
all
three
parties
and
if
they
determine
they
want
to
fill
that
vacancy,
they
can
do
so.
Mr
chairman,.
A
I
I
was
just
checking
the
calendar
and
I
think
we
will
call
one
on,
but
do
I
have
any
other
comments?
Mr
lear.
J
Yeah,
in
all
future
circumstances
similar
to
this
I
I
would
appreciate
that
these
matters
be
floated
through
or
referred
to,
our
state's
attorney
for
approval.
J
Were
no
problem,
I'm
just
saying
for
the
record
yeah
that
these
matters
should
be
referred
to
him
for
consideration
and
approval
sign
off.
L
I
would
just
like
to
say-
and
we
we've
seen
this
happen
before
and
I
understand
sometimes
people
if
you
look
at
your
package
the
day
of,
but
I
would
just
ask
again
for
the
board
members,
you
know
we
are.
We
are
behind
the
gun
here
in
the
state's
attorney's
office.
These
days
we
are
on
reduced
staff.
We
have
the
shutdown
issues
with
covid.
L
L
With
this
one,
we
try
our
absolute
best
to
make
sure
we
got
our
eyes
and
cross
our
t's,
but
if
you
could
bring
those
issues
to
us
ahead
of
time
it
would
you
know
it
makes
the
process
easier
and-
and
it
avoids
situations
like
this,
so
I
would
just
ask
for
that
currency
in
the
future.
A
Yes,
thank
you
all
right.
I'm
gonna
call
we're
gonna
have
a
since
I'm
the
chairman.
Now
we're
gonna
have
a
special
board
meeting
on
november
18th
in
front
of
pza
agendas
will
be
sent
out
and
proper
notification
to
all
parties
will
be
notified.
K
We're
going
to
call
a
special
meeting.
I
think
that
boy
would
have
to
almost
concur
in
that
situation,
because
I
would
have
to
ask
question:
why
are
we
calling
this
special
meeting
and
then
for
just
well
next
couple
of
appointments?
But
how
much
is
this
going
to
cost
the
people?
Why
are
we
doing
it
for
11
days.
M
F
D
Mr
chairman,
I
believe
the
county
ordinance
gives
the
chair
the
authority
to
call
special
meetings
does
not
require
the
consent
of
the.
L
G
A
J
Noticed
there
weren't
any.
Thank
you,
mr
chairman,
for
affording
me
the
opportunity
to
speak
again.
I
didn't
hear
any
comments
regarding
the
county
clerk's
report.
On
the
election,
I
mean
I
I
was
really
impressed
in
terms
of
how
it
ran.
I
was
really
impressed
in
terms
of
our
citizens
taking
advantage
of
early
voting.
J
I
did
not
hear
one
adverse
comment
in
the
community
and
I
you
know
my
I've
been
in
this
community,
all
my
life
again,
you
know
on
behalf
of
the
county
board,
I
referenced
you
on
my
first
day
that
you
were
one
of
the
rock
stars
and,
and
I
think,
by
virtue
of
all
the
entities
involved
in
the
county
and
specifically
your
office
and
other
ancillary
offices
did
a
one
hell
of
a
job,
and
I
just
want
to
say
thank
you
very
much
and
kudos
to
you
and
staff
and
all
of
those
related
to
the
higher
performance
which
was
provided
in
the
election.
A
I
echo
that
mr
hunter
and
if
he
could
be
a
model
for
the
united
states
of
america,
that
would
be
great,
wouldn't
it
okay,
any
new
business,
any
new
business,
yes
new
business
hold
on
mr
kirkster.
I
do
have
one
thing.
I
want
to
inform
the
board
with
the
mitigations
going
to
phase
two
in
kankakee
county.
A
A
I
think
it's
gonna
be
appointment
only
here
in
this
building.
It
has
to
be
vetted
through
all
the
department
heads,
but
I
believe
the
downstairs
will
be
locked.
They'll
have
to
have
an
appointment
to
come
in
our
guy
at
the
door,
will
still
be
there
to
take
temperatures
and
everything,
but
we're
just
going
to
try
to
restrict
as
much
public
access
to
keep
it
with
under
10
people
standing
in
the
lobby.
You
know
with
the
new
mitigation,
so
that
being
said,
that's
something
that
I'll
be
working
on
later.
Today.
