there

what
was
even
more
curious
is
about

month
later
there

article

really
confused
me
so

guess.

thing

that
we

county

Lee
became
a
FOIA
officer,
so
I'm
trying
to
get
information

hide
that,
but
I'm
not
getting
the
information
as
a
private
citizen
and
that's
unfortunate,
because
the
private
citizens
deserve
to
have
information
that
they
request.

they

look
at
it
unfiltered,

have.

draw
their
own
conclusions.

share
a
little
bit
with
the
board.
We
received
notification
that
for
our
fiscal
year
and
2018
so
a
year
and
a
half
ago,
our
finance
department
received
the
GFO
a
certificate
of
achievement
on
financial
reporting,
so
that
is
Steve's
team
in
their
preparation
of
our
annual
report.
But
I
wanted
to
do
a
little
bit
more
and
tell
you
about
what
that
means.
It's
not
just
a
certificate.

This
award
was
started
in
1945
by
the
government
financial
officers,
Association
1945,
as
of
this
year,
20
percent
or
18.
Actually,
18
percent
of
counties
in
the
United
States
received
the
award,
so
it
took
73
years
to
get
to
20
percent,
not
quite
20
percent
of
counties.
The
stated
intent
of
the
award
is
to
encourage
and
assist
local
governments
to
go
beyond
the
minimum,
generally
accepted
accounting
principles,
requirements
to
prepare
comprehensive
financial
statements
that
evidence
the
spirit
of
transparency
and
full
disclosure.
That
is
the
intent
of
the
award.

happens
is
that
Steve
submits
our
financial
statements
to
GFO
a
it
is
sent
to
four
government
accounting
professionals
throughout
the
United
States
who
raid
it?
Those
Raiders
are
never
anyone
in
your
own
state,
so
it's
across
the
United
States.
They
are
either
professionals
of
the
GFO,
a
professionals
within
the
government,
accounting
profession,
academia.
So
it
could
be
college
professors
or
independent
CPAs,
but
what
is
required
is
that
they
have
experience
and
knowledge
of
government
accounting.

a
note
that,
with
everything
else
that
was
going
on
in
2015
and
the
financial
position
of
this
county,
what
Steve
and
his
team
did
was
decide
that
what
they
wanted
was
to
be
better
and
be
very
transparent
about

financial
results
of
this
county.
So
when
things
were
awful
and
they
could
have,
it
was
tough
for
them
to
come
in
every
day.
They
wanted
to
be
better
that
it.
That
says,
a
lot
about
the
professionalism
and
I
just
want
to
thank
Steve
and
his
team

he
fired

complaints,

process

accounting
being

the
finance
department,
as
opposed
to
the
order,
the
things
that

whole
board-

is
aware
of,

know
that
everyone
has
worked
over

past
couple
years
to
try
to
correct
that.

complaint.
All
along

that
accounting
is
with

finance
department.
The
statute
says
accounting
should
be
with
the
auditor,
but

dispute
here
is
not
so
much
whether
we
think
accounting
should
be

auditor.

think
everyone
agrees
with
that.

the
statute,

think
the
issue
is
what
is
the
definition
of
accounting,
what
duties
fall
under
accounting
that
should
be
with
the
auditor,
as
opposed
to
finance
duties
that
could
be
with
the
finance
department.

think
mr.
Wheeler

been

board
with
that
all
along
everyone
has
agreed
that
that's
really
where
the
dispute
lies.
So
this
is
not
something
personal.
This
is
not
something
that
people
I
think
are
just
arguing
to

attorney's
office
works
with
law
enforcement,
so
so
his
law
enforcement
brought
anything
to
me
saying
that
there's
fraud
or
corruption
in
the
county,
no
I
can't
say
whether
anyone
made
a
complaint
to
law
enforcement,
but
I
tell
you.
My
office
hasn't
received
anything
from
an
individual
or
from
law
enforcement,
or
to
be
specific
to
your
question
from
the
auditor,
alleging
any
evidence
of
fraud
and
corruption,
many
complaints
about
processes
about
account.

clarify
something
because
the
Illinois
GFO

is
a
financial
organization.

not
an
accounting
organization.
The
award
was
a
financial
award
on
financial
reporting,

agree
that
the
accounting
should
be
in
the
auditor's
office
and
there's
a
disagreement,

to
put
that

office
on

what
even
that
accounting
is,
and

at
this

award

hope

auditor

take
the
accounting

given
