familiar
with
a
word
used
at
last
month's
County
Board
meeting.
Mr.
Brandon
Meredith
spoke
about
transparency
during
the
public
comment
time
last
month.
He
was
speaking
of
his
frustration
with
the
FOIA
request
he
made
he
said
and
I
quote:
private
citizens
deserve
to
have
the
information
they
request,
so
they
can
look
at
it
unfiltered,
so
they
can
draw
their
own
conclusion.

They
don't
get
bits
and
pieces
when
they
ask
for
things
for
a
pup
from
a
public
official
end
quote:
transparency
comes
from
the
word.
Transparent
definitions
include
free
from
pretense
or
deceit,
readily
understood
characterized
by
visibility
or
accessibility
of
information,
especially
concerning
busy
practices.

Examples
of
less
than
transparent
in
Kankakee
County
include
the
findings
of
the
office
of
the
Attorney
General
of
the
state
of
Illinois.
In
a
letter
dated
February
1st
2020
concerning
a
FOIA
request
made
by
the
Swigert
law
group.
That
stated
in
part.
Therefore
it
is
the
opinion
of
the
Attorney
General.
The
Kankakee
County
has
violated
section
3
D
of
FOIA
transparency,
members
of
Kankakee
connect,
Kankakee,
have
filed,
FOIA
requests
with
ice
and
the
Kankakee
County
Sheriff's
Office
concerning
the
offenses.

The
ice
detainees
have
committed
to
warrant
jail
time
and
deportation,
and
the
cost
of
housing,
feeding
and
medical
expenses
for
people
being
housed
at
Jerome
count.
Combs
detention
center,
no
objective
data
on
detainee
population
makeup
has
been
provided.
Sheriff
downy
has
said
that
breaking
out
the
cost
of
those
housed
by
ice
is
too
difficult.

Until
recently,
little
information
has
been
made
public
about
the
lobbyists
who
was
hired
and
the
hiring
approved

this
body
has
done
for
certain
his
$60,000

salary.

Some

the
projects
that
mr.
Ronis
worked
on
has
had
a
positive
impact
on
my
district,
which
encompasses
CSL
bearing
and
a
lot
of
the
work
that
isn't
coming
in
the
capital
project.
So
having
someone
at
the
table
to
work
for
on
behalf
of
the
county,
is
they
offer
my
opinion?
At
least
I
can
say
for
my
district?

said,

I

actually
do
it
right
now-
that's
eight
and
a
half
million
dollars
in
a
capital
bill
for
a
project
that
wasn't
even
on
the
map.
Eight
months
before
we
brought
him
in
so
I
think
that
we
got
our
money's
worth
the
residents
at
the
busiest
intersection
we
already
have
in
the
county
that
we've
known
as
a
problem
that
has
been
unable
to
be
addressed
because
it
wasn't
on
district
threes,
math,
so
we're
gonna
be
putting
people
to
work
or
to
be
fixing
a
long-standing
problem.

Traffic
lights
that
the
current
well,
not
the
current
exit
of
that
area,
which,
by
putting
pressure
on
and
working
with
the
department,
SEC
transportation
they
committed
to
paying
for
the
stoplights
which
they
never
do,
and
the
widening
and
everything
over
there
that's
what
it
takes.
It
takes
your
legislators.
It
takes
on
both
the
Senate
and
the
house
side
and
then
also
working
with
lobbyists,
because
obviously
they're
you
know,
there's
a
lot
of
Chicago
influence
in
the
way
the
money
gets
distributed,
especially
on
these
types
of
projects.

permit
open
up
the
new
entrance,
that
that
was
something
that
we
couldn't
get
moving
before.

helped
us
out
tremendously
and
we
got

governor
here

visit

remind
of
their
commitment
for
when
this
project
starts
in
about
a
year,
it's
in
final
engineering,
and
it
wasn't
even
in

that
phase
considered
before
we
had
a
lobbyist.

working

Hopkins
Park.

a

legislator
stepping
up

doing
actual
legislation

help
Hopkins.

works

what
the
system

we're
in
right
now.

county

miss

they're
cutting

airport

I
think
it's

likely,

an
airport
than
it
ever
really

many
representatives

saying
it's
gonna
always
be
that
way,
because
this

done

years

was

worked,

it's
still
there

conversations

County
about
where
it's
probably
time

look

reactivating

this
gets
some
legs.

strong
resentment

Kankakee
County

included

I

going

the
original
group

we're
going

doing
the
studies
and

know
where

right

be
good
to
for
us
to
find
out.

that
connection
is
still
there

sheriff's
department,

officer,
and

the
FOIA
did
not
go
through
and

subsequent
attempts
to
get
the
FOIA
responded
to.
It
fell
outside
of
the
time
frame,
so
the
instead
of
the
the
litigant
going
to
the
public
access.

They
went
right
to
a
lawsuit,

this
had
to
do
with

wrong.

didn't
respond
in
time
for
whatever
reason,
so
that's
the
recommendation
that
we're
looking
for
is
to
settle
this
for
the
$6,000
and
not
incur

more
cost,

would
be
more
cost
on
fighting
this.
