panels

toxic,

group
found

solar
panels
created
300
times
more
toxic
waste
per
unit
of
energy
than
nuclear
power
plants.

know
that
solar
power
plants
contain
toxic
carcinogens,
but

only

on
two
that
were
mentioned.
One
crystalline
silicon,
which
contains
about
36%
lead
the
other
is
calcium.
Telluride
gallium
is
one
of
the
six
top
deadliest
toxic
materials
known.
So
we
are
we
worried
about
these
toxic
materials
getting
into
our
wells,
our
only
source
of
water
for
our
homes
and
livestock.

The
drainage
district
commissioners
are
concerned
about
the
installation
of
the
solar
panels
in
case
18
14
and
18
15.
The
solar
panels,
as
depicted
in
the
plan,
are
directly
over
the
top
of
drainage
district
tile
facilities,
but
the
the
solar
panel
applicant
has
not
provided
the
drainage
district
with
any
indication
as
to
how
those
drainage
district
tiles
are
going
to
be
protected.

Furthermore,
those
drainage,
district
tiles
have
an
existing
court-ordered
easement,
and
so
the
drainage
district
commissioners
have
the
legal
right
to
require
that
nothing
be
placed
over
the
top
of
those
tiles
by
state
law
of
the
Illinois
drainage
code,
and
so
the
drainage
district
commissioners
are
opposed
to
the
current
plan
now
as
a
special
use
permit.
Obviously,
you
are
you're
setting
that
this
is
going
to
be
built
in
that
particular
fashion
as
been
presented
to
you.

know
if
the
drainage
district
has
an
ultimate
and
total
legal
right
to
prevent
the
solar
panels
from
being
placed
over

top
of
the
tile
and,
if
necessary,
they
will
go
to
the

the
court

enforce

right,

legal
easement
that
prevents
those
being
placed.
It
would
be
much
preferable
before
this
board
to
simply
hold
any
approval
at

this
time.

issues

resolved,
it
would
certainly

less
cost

expense
for
the
taxpayers
and
for
the
applicant
to
not
have
to
go
through
a
court
process,
but
instead
resolve
those
issues
amicably.

drainage
district
would
withdraw
its
objections
in
likelihood,

impacts

utility-scale,
solar
energy
facilities

environmental
science,
division

Argonne
National
Laboratory,
United,
States,
Department

the

National
Park
Service

This
study
was
supported
by
the
US
Department
of
Energy
must
consider
the
visual
impacts
of
development
that
takes
place
outside
of
the
boundaries
of
agency,
managed
lands,
visual
impacts
of
utility
scale,
solar
energy
facilities
was
not
supported
by
any
solar
company.
Seven
sites
were
studied,
focused
on
two
bare
Pollak
troughs
and
two
thin-film
PV
sites.
I
will
only
discuss
the
PV
sites.

PV
sites
laid
out
east
to
west
facing
south
module
surfaces
were
black
2,
studied
silver
state,
solar
project
and
copper
mountain.
These
were
observed
and
photographed
from
one
tenth
of
a
mile
to
22
miles.
Three
thousand
photos
were
taken
during
the
project.
Pv
facility
sites
were
described
as
geometric
shapes,
shimmering
and
glimmering
strongly
because
of
the
reflection
and
refraction
of
the
sunlight.
The
inverters
of
the
Copper
Mountain
facilities
were
distinguishable
away
from
eight
miles
away
at
the
state
at
the
Silver
State
North
facility.

was
difficult
to
view
a
few
miles
away
because
of
visual
impact
mitigation
strategy.
In
other
words,
it
was
concealed
visually
by
blending
the
colors
to
the
surrounding
area.
The
major
conclusion
of
the
study
quote
the

the
visual
experience
of
the
parabolic
trough.
If
thin
film
facilities

very
dynamic,
primarily
because
of
a
large
number
of
reflective
surfaces,
these
facilities,

effects
on
the
apparent
contrast

facility

surroundings,

ciliary
facilities

plumes

also
contribute
substantially

precede
contrast
levels.

solar
panels
and
reflects
the
refracts.

suggests
that,

both
parabolic
trough
and
the
thin
film
PV
facilities
may
be
strong
sources
of
visual
contrast,

ancillary
facilities,
particularly
for
the
parabolic
trough,

power
tower
facilities
may
also
be
important
sources
of
visual
contrast
from
utility
scale
scope,
solar
facilities
in
both
daytime
and
nighttime
settings
cleared
soil
and
around
the
facilities
may
also
contribute
to
visual
contrast.

matter
consists
of
dust,
allergens,
pollen,
etc.
Basically,
small
things
that
are
blown
by
the
wind.

measured
by
EPA
standards

health
using

a
half
and
10
micrometer
sizes
of

particulate
which
is
EPA
standard
for
sites
were
observed.
This
is
the
only
study
that's
been
done
for
sites
were
observed
over
a
period
of
three
years.

All
four
sites
had
wind
shielding,
so
they
have
put
up
large
fencing
and
the
panel's
themselves
helping
to
block
wind
three
of
the
four
sites
overlapped,
the
particulate
matter
with
the
ambient
air
and
produced
non-statistical
increases,
but
increases.
The
fourth
showed
that
the
smaller
particulate
matter,
which
is
the
an
F
micrometer
increased
by
5.7
percent
and
the
larger
particulate
increased
by
2.6
percent
above
the
24-hour
ambient
air
quality
standards
defined
by
the
EPA.

Also,
the
study
of
hydrologic
response
to
solar
farms
conducted
by
the
department
of
civil
and
environmental
engineering
in
Utah
University
of
Maryland,
published
October
24th
2011
in
the
Journal
of
hydrologic
engineering,
was
first
study
of
the
hydrologic
impact
of
PV
farms
for
solar
PV
farms
using
sensitivity.
Analysis
modeling
showed
that
the
solar
panels
themselves
did
not
have
a
significant
effect
on
the
runoff
volume
or
peak
or
times
to
peak
of
water
runoff.

However,
if
the
ground
cover
under
the
panel
is
bare
or
gravel
owing
to
design
or
lack
of
maintenance,
the
peak
discharge
may
increase
significantly
with
stormwater
management
needed.
In
addition,
they
found
the
kinetic
energy
of
the
flow
that
drains
from
the
panel's
was
greater
than
the
kinetic
energy
of
the
rain
itself.

The
effect
is
basically
because
the
rain
would
naturally
fall
onto
one
square
meter
of
land.
As
an
example
up
the
approximate
size
of
a
solar
panel,
the
rain
falling
on
one
meter
of
land
is
less
energy
than
one
that
same
rain,
falling
onto
one
square
meter
of
paneling,
which
then
runs
off
and
causes
erosion.
It's
essentially
the
same
type
of
erosion
that
happens
to
your
house
when
the
water
hits
your
roof
and
starts
making
divots
along
the
edge
of
your
house,
where
the
water
drips
off
or
on
a
gutter.

It's
recommended
by
the
Department
of
engineering
of
University
of
Maryland,
the
EPA
and
the
Department
of
Natural
Resources
that
grass
or
other
materials
be
well
made
contained
under
the
solar
panels
and
to
be
natural
to
the
land
that
natural
to
the
land
that
where
it
is
placed,
the
erosion
also
increases
a
particulate
matter
available
for
the
wind
to
blow
downwind,
as
in
the
first
study
that
I
cited
the
impact
of
photovoltaic
installations
on
Darwin
downwind
particle
matter.

inspectors
around
the
country
about
65
to
75
percent
of
the
grain.
That's
exported
out
of
the
United
States
has
run
through
my
software
I
write
that,
on
behalf
of
the
United
States
Department
of
Agriculture,
hence
I
personally
have
a
field
that
solar
farms
are
not
the
best
use
of
agricultural
land
that
agricultural
land
should
be
used
for
agriculture
and
that
these
types
of
things
should
belong
more
in
an
industrial
park.
I
However,
my
main
concern
today
is
talking
about
a
heat
island
effect
that
is
created
by
solar
farms.
There
is
a
study
here
on
the
National
Institute
of
Health
government
website
that
is
basically
I'll.
Just
summarize
it
here,
the
panel's
heat
up
higher
than
ambient
air
temperatures
they
actually
heat
up
to
about
160
degrees
or
so
Fahrenheit,
and
the
ambient
air
temperature
and
the
heat
have
to
dissipate
they
dissipate
into
the
air
and
into
the
ground.
Air
temperature
around
the
solar
farm
is
around
1.2
to
1.5
times
the
normal
air
temperature
of
the
surrounding
area.
I
The
ground,
therefore,
will
not
freeze
as
well
in
the
winter
time,
if
at
all,
and
that
can
create
again
drainage
problems
in
the
wintertime
that
will
that
water
will
then
be
running
off
trying
to
hit
other
areas
where
it
is
also
not
able
to
go
due
to
snow,
etc.
This
can
create
potential
problems
for
roads
in
the
area
and
cause
greater
erosion.
I
That
heat
will
be
blowing
directly
across
that
solar
farm,
which
will
be
located
south
to
southwest
of
us.
The
wind,
as
we
all
know
in
this
area,
comes
from
the
south
to
Southwest
blowing
to
the
north-northeast,
which
will
end
it
straight
towards
our
area
and
cause
us
to
all
increase.
Our
electricity
rates,
which
is
what
a
solar
farm,
is
supposed
to
help
us
reduce,
and
it
will
not
do
so
I
urge
you
to
vote
no,
especially
on
the
solar
farm
that
is
located
or
potentially
to
be
located
on
Highland
Road.

vehicles
per
quarter
so
about
eight
vehicles
per
year.

the
Zoning
Board
found
that
it
would
not
affect
congestion

the
public
right
away
that
the
subject
property
is
suitable
for
the
permitted
uses
under
the
existing
zoning
classification.

instance,
they
did
find
that
it
was
suitable
for
our
one
residential,
but
nobody
has
acted
on
it
in
50
years,
so
that
still
may
not
be
the
proper
category.

that
property
is
the
subject:

suitable
for

permitted

zoning
classifications.
They
found
that
it
was
eight.
What

trend

development
if
any
in
the
general
area

the
property

removed

into
their
weed
and
grass
control
plan
to
deal
with
dead
plants
and
their
replacement

tree
