A
B
We
thank
you
for
this
beautiful
morning
and
by
bringing
this
board
together,
we
ask
for
your
blessings
for
those
who
attend.
You
have
blessed
us
with
supportive
people
who
seek
to
build
their

our
county.
May
we
lead
through
humility
and
love.
We
pray
that
you
guide
us
always
strengthen
us
as
we
make
tough
decisions,
enable
us
to
think
and
strategize
in
ways
that
will
achieve
great
results.
B
Give
us
clarity
to
effectively
tackle
each
part
of
today's
agenda,
reveal
problem
areas
and
show
us
the
best
solutions
that
will
apply.
We
pray
today
for
all
the
leaders,
nations,
states,
townships
and
counties
watch
over
all
those
who
protect
and
serve
our
community
keep
them
safe
from
harm.
Lord.
We
continue
to
pray
for
the
people
of
ukraine
and
ask

you
give
them
strength
and
courage.

A
We
have
a
quorum.
We
have
no
request
for
public
comment
today,
no
presentations
or
vacancy
appointments
proclamation.
If
we
could
it's
pretty
brief,
I
would
imagine
yeah.
Let's
read
that
one
in
the
record,
if
we
could.
C
Now,
therefore,
I
andrew
h,
wheeler
by
virtue
of
the
authority
vested
in
me
as
county
board,
chairman
of
kankakee
county
illinois,
to
hereby
proclaim
april
as
child
abuse
prevention
month
and
call
upon
all
citizens.
Community
agencies,
faith
groups,
medical
facilities
and
businesses
to
increase
their
participation
in
our
efforts
to
support
families,
thereby
preventing
child
abuse
and
strengthening
the
communities
in
which
we
live.
A
Thank
you,
sir,
and
thanks
to
carol
frankie
for
sending
this
in
and
making
this
request
she
spot
on
with
this
every
year,
and
we
appreciate
it.
Is
there
a
motion
to
approve
and
adopt
mr
long
miss
polk
with
a
second
all,
those
in
favor,
say
aye
aye.
Those
opposed
same
sign
motion
carries.
Thank
you
moving
on
certificates
of
appreciation.
A
Looking
around,
I
don't
see
anybody
here,
chris
civilly
from
the
state's
attorney's
office,
10
years,
ernest
richardson
in
the
courts
20
years,
katie
cantrell
in
the
circuit
clerk's
office,
20
years
and
marla
coxy
in
the
courts
25
years.
Thank
you
all
so
much
for
your
service
minutes
of
last
meeting
march,
8th
2022.
Is
there
a
motion
to
approve
there
with
ms
hudson,
mr
smith,
with
a
second
all
those
in
favor,
say
aye
aye.
Those
opposed
same
sign
motion
carries
under
claims
committee
reports.
A
C
Chairman
and
members
of
the
county
board,
your
committee
on
county
claims
would
beg
leave
to
report
they've
examined
the
following
claims
presented
and
recommend
payment.
The
clerk
is
hereby
authorized
and
directed
to
issue
orders
to
the
several
claimants
total
claims
of
five
million
seven
hundred
seventy
four
thousand
seven
hundred
and
sixty
nine
dollars
and
fourteen
cents.
A
All
righty
is
there
a
motion
to
approve
there?
Mr
lear?
Oh
a
second,
mr
donald.
All
those
actually
be
a
roll
call
vote,
apologize.
A
Aye
motion
carries
under
department
reports.
C
And
the
quarterly
quarterly
report
for
the
illinois,
iroquois
kangaki
regional
superintendent
of
schools
office,
is
on
file.
A
All
righty
is
there
a
motion
to
combine
and
approve
that
this
is
parker,
mrs
pope,
with
a
second,
let's
roll
or
excuse
me
voice
vote.
All
those
in
favor,
say
aye.
A
Those
opposed
same
sign
motion
carries.
Thank
you
under
the
consent
agenda.
Is
there
anything
to
be
removed
and
considered
separately
from
this
first
consent
agenda.
A
A
Roll
call
vote
on
that.
Please,
mr.
A
A
Is
there
a
motion
to
approve
to
the
lowest
responsible
bidder
we'll
go
with
mr
carrico?
Second,
mr
payton,
any
questions
about
that
roll
call
vote.
Please.
C
I
said
I
okay,
mr
snipes
all
right,
mr
sirois
aye,
mr
lear
aye,
mrs
weber,
aye,
mrs
peters
aye,
mr
peyton
aye,
mrs
parker
aye,
mr
fairfield
aye,
mr
carico
aye,
mr
eckhoff
aye,
mr
fatherling
aye,
mr
donnell
aye,
mr
miller
aye,
mr
long
aye,
mr
hunter
aye,
ms
hudson
aye,
mr
smith,
aye,
mr
alexander
aye,
mr
gowler
aye,
mr
raymond,
mr
wheeler.
All
right.
A
Motion
carries
the
next
item
58.
If
we
get
that
red
title
record
resolution.
A
So,
let's
start
off
with
a
motion
to
approve
there.
Mr
carrico,
mr
donald
with
a
second
pretty
standard
fare.
We
just
sent
it
to
the
full
board
for
approval,
no
questions.
We
can
roll
call
about
that,
one
as
well.
A
Motion
carries
moving
right
along
warp
speed.
Sorry,
I
thought
I'd
throw
that
out
there.
It
was
yesterday,
it's
not
today,
moving
on
to
59.
If
we
get
that
title
read
the
record
resolution,
the.
A
To
start
off
with
a
motion
to
approve
we'll
go
with
mr
featherling
and
for
someone
else,
mr
fairfield,
with
a
second,
I
hope
everybody
had
a
chance
to
watch
the
the
meeting
where
we
went
through
this
in
detail,
but
it's
a
listing
of
all
the
projects
that
you
have
sent
basically
to
the
to
the
full
board
saying:
yes,
we
want
to
explore
this.
A
We
want
to
figure
out
what
this
costs
and
then
budget
from
that
point
on
what
we
can
afford
to
do,
with
a
combination
of
grant
funds
and
arpa
funds
and
any
residual
funds
that
are
needed
out
of
whether
it's
animal
control
on
a
vip
tip
or
whatever
else.
So
these
are
necessary
steps.
It's
the
key
part
is
to
mention
that
we
don't
spend
money
until
we
need
to
spend
money,
so
we're
going
doing
these
in
tasks
of
phases.
A
So
in
order
to
build
a
building,
you
first
have
to
know
how
much
it
costs
to
see
if
it
fits
in
the
funds
envelope,
as
evidenced
by
animal
control,
that
we're
able
to
to
spend
on
that.
And
then,
if
we
can't,
then
we
don't
move
on
to
phase
two.
If
it's
a
five
million
dollar
building,
then
we
we
have
to
decide
whether
we
can
afford
that
which
we
already
determined.
We
can't
because
we
don't
have
the
bonding
capacity
to
do
that.
A
So
it's
just
one
of
those
things
where
it's
very
measured
and
it's
it's
staged
in
various
projects
that
are
happening
kind
of
at
the
same
time.
So
all
this
is
not
waiting
on
one
to
be
done,
they're
all
moving
at
the
same
time,
and
so
at
different
points.
A
We'll
get
information
back
on
what
those
costs
are
comes
back
here
to
the
board,
and
then
we
move
on
to
phase
two
which
would
in
the
case
of
animal
control,
would
be
going
through
all
the
funding
mechanisms,
the
bonds
that
we
would
put
out
if
it
fits
in
the
envelope
and
things
like
that,
other
projects
have
different
timelines
and
different
maneuvers
that
we
have
to
do.
Does
that
make
sense,
I
still
want
the
public
to
think
that
we're
just
moving
forward
on
everything.
First,
we're
making
sure
we
can
afford
what
that
solution
is.
A
A
D
A
We'll
start,
maybe
someone
out
of
pga
that
went
through
that.
Is
there
a
motion
to
approve?
Let's
go
with
mr
featherfield.
How
about
that
motion
in
a
second?
A
They
were
both
part
of
it.
We'll
go
with
fairfield
with
the
motion
featherling
with
a
second.
So
it's
like
benefir.
I
got
a
new
name
here.
I
think
that
we
can
run
with.
So
that's
basically
ben
can
you
know
elaborate,
but
it's
a
vehicle
purchase
program,
that's
with
federal
funds.
So
if
just
a
quick
ben's
notes
version
cliff.
E
Notes
yeah,
thank
you,
mr
chairman,
so
this
is
we're
requesting
one
replacement
vehicle.
It's
a
medium
duty.
We
have
in
the
fleet,
which
has
exceeded
the
the
mileage
capacity
for
for
that
vehicle
type,
so
we're
asking
for
one
new
vehicle
to
replace
some
of
our
rolling
stock.
It's
the
state
just
rolled
out,
and-
and
I
do
thank
you
for
allowing
us
to
move
this
through
finance-
we,
we
didn't
quite
get
the
application
in
time
for
the
the
regular
meeting
schedule.
E
A
Motion
carries
all
righty,
so
this
next
consent
agenda
is
all
of
our
arpa
requests
that
have
gone
through
finance,
and
so
is
there
any
of
those
that
need
to
be
removed
and
considered
separately.
A
Just
like
our
other
consent
agenda,
it's
the
same
process.
Mr
hess,
did
you
have
something.
D
A
Finance
committee
right:
it's
the
the
fun
that
it's
coming
out
of-
okay
and
steve.
If
you
could,
please
explain
that,
but
I
and
I
wanna-
I
don't
wanna
miss
misspeak,
but
they
change
the
rules,
that
of
what
fun
things
can
come
from,
and
so
we
adjust
we're
adjusting
that
one
to
come
from
the
correct
fund,
which
is
the
best
use
of
it
here
locally.
Okay,
I
hope
that
makes
sense.
They
they,
the
the
final
rule,
was
different
than
the
interim
rules
and
then
there's
more
rules
that
are
changing.
A
F
A
I
think
it
was
for
air
quality
right,
but
I
don't
know
if,
if
the
the
the
or
was
it
the
tiles
at
the
other
facility
is
that
air
quality?
That's
mold
remediation.
You
know
it's
it's
it's
it's
very
general
and
loose,
but
we're
trying
to
be
specific.
G
Steve
yeah
in
the
interim
air
conditioning
or
things
like
that,
we're
not
allowed,
but
in
the
final
rule
those
have
now
come
into
play
as
as
applicable,
so
we're
going
to
direct
darpa
funds
instead
of
the
lost
revenue
funds
and
then
we're
also
at
the
next
finance,
bringing
back
one
application
that
went
through
that.
We
denied
because
of
the
interim
final
rule,
that
we
now
have
information,
we're
bringing
back
for
writing
and
we're
also
talking.
G
My
voice
is
not
getting
picked
up.
Okay,
you
have
to
get.
Is
this
on
yeah?
It's
not.
It
is
on
okay,
so
we're
bringing
up
two
applications.
Previous
applications
that
didn't
qualify
that
qualify
now
after
the
final
rule
was
released
about
a
month
ago.
Okay,.
A
Because,
originally
I
don't
think
it
it
had
to
be
air
purification
systems,
not
just
air
quality
and
their
handling
and
they've
loosened
that
up
a
little
bit.
We
still
have
same
issues
in
churches
because
the
you
know
the
united
states
supreme
court
says
you
can't
spend
money
for
the
the
preaching
part
of
churches,
but
you
can,
if
it's
a
ancillary
use
of
the
facility.
So
that's
we
still
got
that
same
issue.
Mr
lear.
H
Changing
topics
a
little
for
the
members
of
the
board
and
also
the
public
in
terms
of
the
process.
Here,
of
course,
the
applications
are
submitted
and
reviewed
by
a
committee
that
you,
as
chairman,
have
set
up,
and
then
it
goes
to
the
finance
committee
with
recommendations
from
that
group.
H
I
I
don't
think
that
I
was
aware
until
I
sat
in
with
the
group
that
you
said
up
that
if
someone
in
the
committee
that
presents
recommendations
to
finance
feels
that
they
should
be
able
to
receive
funds,
and
the
the
review
committee
that
you
originally
set
up
had
was
not
going
to
recommend
it,
the
person
could
request
that
their
application
be
submitted
to
the
finance
committee,
so
that
they're
and
the
information
that
I
have
is
that
no
one
has
asked
to
go
on
to
finance
committee
after
that
review
committee
suggested
it
doesn't
meet
the
guidelines.
H
So
there
is
a
step
in
there
that
allows
the
applicants
to
go
to
directly
to
finance
if
they
wish.
A
A
They
have
to
file
that
in
indiana,
because
that's
where
their
tax
return,
it's
not
up
to
us
to
to
structure
their
business,
so
ours
is
for
kankakee
county
residents
and
businesses
if
that
makes
sense.
So
if
it's
just
because
they
have
a
location
here,
it
kind
of
stinks
a
little
bit.
I
see
where
they're
going,
but
they
chose
to
set
up
their
business
that
way
so
we're
going
to
make
that
decision
in
finance.
They
can
still
go
forward.
We
advise
them
of
that
and
they
still
want
to
push
forward
on
it.
A
A
A
Motion
carries
thank
you
and
if
there
is
more
discussion
necessary,
we
do
have
you
know
old
business.
At
the
end,
we
can
go
into
process
and
other
things
if
we
could
maybe
get
mentioned
of
the
opening.
A
At
this
point,
we
need
a
motion
to
enter
executive
session
for
a
few
different
things:
purchase
real
estate,
5i
lcs,
120,
slash,
2c5,
an
appointment
of
legal
counsel
for
the
public
body;
5ilcs120,
slash
2
c1.
So
is
there
a
motion
two-winner
executive
session,
mr
carrico,
mr
donnell?
Let's
go
with
mr
alexander
hildebrand
on
the
second.
A
A
Sorry,
the
roll
call
vote
to
go
into
executive
session.
Mr.
A
Thank
you.
We
are
back.
We
are
back
from
executive
session,
looks
like
all
board
members
still
present
starting
off
under
new
business.
Is
there
number
70
if
we
can
get
that
title
right
in
the
record?
Please
resolution.
A
All
righty
is
there
a
motion
on
this
one
here,
mr
eckoff
and
we'll
go
with
mr.
Let's
go
with
miss
polk
to
start
with
on
this
one
here,
first,
so
again,
those
dates
as
far
as
the
on
the
contract
will
be
altered
as
we
talked
about.
It
won't
necessarily
take
effect
on
that
date.
There's
still
more
things
to
line
up,
but
it's
agreeing
on
the
the
purchase
price
is
basically
what
you're
allowing
me
to
move
forward
on
on
that
property.
So
and
then,
mr
snipes,
did
you
have
something
I'm.
F
Just
saying
can
we
is,
is
the
motion
stated
okay,
we
meant
the
motion
to
include
the
environmental
study.
A
A
So
there
may
be
an
extra
cost
on
that
and
that
will
just
get
paid
through
the
claims
just
want
to
make
sure
you
know
that
normal
claims
process
will
be
it'll
just
a
bill
that
comes
in.
It's
not
going
to
be
I'm
assuming
how
about
this.
If
it's
more
than
two
thousand
dollars,
then
I'll
bring
it
back
before
the
finance
committee-
fair
enough?
A
Yes,
okay!
So
it's
not
to
exceed
two
thousand
and
then,
if
it
it's
going
to
be
a
lot,
that's
more
than
that!
Oh
does
anybody
have
any
idea
what
environment
environmental
study
costs
mostly
a
little
bit
more.
A
I
think
it's
probably
soil
borings,
I'm
not
the
the
real
real
estate.
People
aren't
here
right
now,
but
and
we're
talking
just
on
the
property
next
door.
Are
we
talking
on
both
properties?
I.
I
Mr
chairman,
yes,
mr
right,
thank
you,
mr
chairman,
with
the
area
being
industrial,
there
might
be
local
environmental
studies
already
available
from
other
surrounding
areas
that
we
could
review,
possibly.
A
I
tell
you
what
let's
table
this
one
for
just
a
moment,
go
through
some
other
business
while
we
are
go
through
the
rest
of
these,
we'll
come
back
to
it
as
the
next
item.
Does
that
make
sense,
we'll
temporarily
set
this
one
aside,
we'll
run
through
the
other
items,
we're
getting
some
information.
So
is
there
a
motion
to
put
set
it
on
the
table
and
then
we'll
pick
it
up
here
in
a
second,
mr
gallard.
Mr
long,
mr,
is
that
a
roll
call,
I
don't
think
it's
a
roll
call.
A
A
A
F
A
A
Is
there
a
motion
on
this
one?
Mr
hess,
a
second
with
mr
fairfield?
Any
questions,
comments,
roll
call
vote,
please.
Mr
hess.
A
Motion
carries
let's
move
on
to
73.
If
we
could.
A
All
right
start
off
with
a
motion
to
approve
on
this
contract.
Miss
miss
polk
was
the
the
motion.
Can
we
get
someone
from
the
negotiating
team
with
a
second?
Mr
long?
Any
discussion
on
that
item.
A
All
right,
I
just
wanted
to
to
thank
the
bargaining
unit
from
patrol
for
their
work
on
this.
A
We
ended
up
with
something
that
was
beneficial
to
all
of
us
and
got
us
in
line
and
able
to
support
long-term
viability
with
with
supporting
that
at
that
unit,
getting
them
paid
with
the
comps,
but
also
them
realizing
that
the
county
just
took
it
on
the
chin,
from
the
state
of
illinois
last
year
and
every
year
going
forward
with
a
loss
of
five
and
a
half
million
dollars
in
revenue
for
really
no
reason
all
marketing
nothing
to
do
with
solving
a
problem.
A
Alrighty
roll
call
vote.
Please
then,
mr
house
aye.
C
Mrs
polk
aye
mr
snipes
aye,
mr
siroi
aye,
mr
leer,
mrs
weber,
mrs
peters,
mr
payton,
mrs
parker,
mr
fairfield,
mr
carico
aye,
mr
eckhoff,
mr
fatherling
aye,
mr
donnell
aye,
mr
miller.
Mr
long
all
right,
mr
hunter
aye,
ms
hudson
aye,
mr
smith,
aye,
mr
alexander
aye,
mr
galler
aye,
mr
raymond
aye,
mr
wheeler.
A
Aye
motion
carries
all
righty.
Is
there
a
motion
to
remove
70
from
the
table,
bring
it
back,
mr
snipes
second,
to
bring
back
into
discussion.
Mrs
miss
hudson,
all
those
in
favor
say
aye.
Those
opposed
same
sign
all
right
back
into
discussion
on
70..
A
So
I
guess
the
issue
I
have
is
is
I
can't
I
don't
know
what
an
environmental
study
will
be
cost
wise,
so
we
almost
have
to
bring
that
back
as
a
second
item.
In
my
my
mind,
would
you
agree
at
this
point
it's
too
nebulous
of
for
us
to
move
forward
in
my
opinion
now,
unless
we
get
some
kind
of
information
here
in
just
a
moment,
yes,
miss
gowdy.
J
J
I
want
to
check
one
thing
in
the
contract,
because
my
suggestion
would
be
is
that
you
make
the
purchase
contract
contingent
on
the
inspection
and
ask
that
the
seller
pay
for
it.
A
I
would
say
yes,
I
mean
because
that
that
typically
seller
would
pay
for
something
like
that
right,
yeah
and
it's
not
a
whole
lot
of
money,
so
correct
we're
basically
approving
the
same
amount
of
money
with
those
language
changes
in
the
contract.
J
It
would
be
adding
just
adding
to
the
contract
to
the
one
clause
which
we
can
tweak
in
here.
Okay,
the.
E
J
A
Sure
the
good
thing
is
phase.
One
is
not
tremendously
debilitating
for
the
seller.
You
know
cash
flow
wise,
so
I
would
we
probably
would
have
a
positive
conversation
about
that.
So
is
the
motion
amended
to
include
what
was
just
stated
on
the
record
and
who,
who
made
those
motions?
I
apologize
mr
ekhoff
and
ms
polk,
mr
eckhart
from
miss
polk.
We
good
with
that.
A
A
Motion
carries
thank
you.
Just
as
a
one
item
of
old
business,
I
received
an
email.
We
had
a
bunch
of
appropriations
that
came
out
of
the
budget,
I'll
just
stick
with
the
ones
that
the
board
are
involved
when
there's
evolved
in
there's
a
lot
for
other
townships
and
villages
and
park
districts
in
there.
But
the
state's
attorney's
office
got
a
nice
million-dollar
grant
for
and
he'll
be
talking
more
about
that,
but
for
youth
development,
violence
prevention-
I
was
could
not
be
happier
on
that.
A
The
seven
million
dollars
is
reappropriated
to
the
kanke
county
for
the
us
by
the
way
is
managing
that
with
the
capital
improvements
along
the
kenky
river
I
mentioned,
the
hundred
thousand
dollars
is
reappropriated
for
general
infrastructure
and
we're
marking
towards
animal
control.
25
000
is
reappropriated
for
a
grant
to
the
stairs
construction
that
we
already
completed
so
they're
actually
going
to
allow
us
to
get
the
money
they
promised
us,
which
is
yay.
They
just
never
appropriate
it.
They
said
sure
you
can
have
it,
but
they
didn't
appropriate
it.
A
They
just
released
that
400
grand
for
the
basement
that
was
reappropriated,
we're
already
underway
on
that
and
should
be
announcing
the
full
plan
shortly
and
then
another
million
for
the
associated
with
river
dredging
for
and
that's
for,
the
aroma
park
boat
launch
so
you're
going
to
see
a
lot
happening
with
that
this
summer
and
into
the
fall
so
that
we've
got
to
get
our
rescue
boats
in
the
water
over
there
in
aroma
park.
And
that's
that's
the
it
is
the
impediment
you
gotta
go
somewhere
else
to
get
it
in.
A
So
those
that's
really
good
news.
That's
a
lot
of
money
for
kanke
county
so
and
we're
working
on
detailing
exactly
where
it's
going
to
go,
because
it's
project
specific
all
right.
Any
other
old
business
and
new
business.
