Description
Kankakee County Board Meeting 05/10/2022 9:00am
B
Good
morning,
please
assume
an
attitude
of
prayer
most
compassionate
and
loving
god.
We
gather
as
those
who
are
making
decisions
seeking
to
improve
our
communities.
We
have
much
to
pray
for
good
and
gracious
god
give
us
an
openness
to
listen
to
our
community's
needs.
Give
us
joyful
spirits
and
an
eagerness
to
engage
others
give
us
hopeful,
imagination
and
creative
vision.
B
B
We
give
thanks
for
giving
us
the
capability
and
patients
to
see
things
from
different
perspectives
and
the
ability
to
respect
those
who
have
different
points
of
view
help
us
to
always
respect
this
sacred
space,
where
our
missions
meet
to
improve
our
communities,
and
please
bless
us
here
today
and
give
success
to
our
work
in
your
name.
We
pray,
amen,
amen,.

A
You
good
to
see
you
under
present
tate.
We
have
public
commentary,
I'm
sorry.
We
have
total
of
15
minutes.
The
microphone
in
the
back.
First
is
gene
rademacher
from
grant
park.
J
Yes
is
this
on:
yes,
you
designed.
Okay,
I'm
on
another
committee.
We
usually
ask
for
our
name
and
our
address.
Do
you
need
that
or
it's
on
the
slip?
Okay,
okay,
I
sent.
Excuse
me
shar
sims,
and
I,
who
are
trustees
of
grant
park
fighter,
sent
everyone
an
email
late
last
week.
I
know
talking
to
a
couple:
they
didn't
get
down
because
you
have
80
pages.
So
I'm
going
to
read
what
we
had
sent.
J
It
says
we
jean
rodemaker
and
shar
sims
our
fire
trustees
with
the
grant
park
fire
protection
district.
We
would
like
to
express
our
concern
about
the
possible
change
and
or
loss
of
our
third
trustee
tony
bernello,
who
is
up
for
reappointment
this
year.
J
J
Tony
brings
a
vast
knowledge
of
the
medical
paramedic
ambulance
portion
of
our
district,
along
with
his
experience
with
the
fire
protection.
He
is
employed
as
a
risk
management.
Specialist
rn,
with
franciscan
hospital
in
orland
park,
has
trained
paramedics
at
st
mary's
hospital
in
cane
key
for
many
years
and
has
previously
been
a
paramedic
in
grant
park.
Tony
is
an
important
asset
to
our
board
and
fire
protection
district.
J
J
I
think
if
you
had
had
brought
the
two
applicants
with
the
reappointment
and
then
the
person
that
put
a
an
application
in,
I
think
if
you,
if
you
had
enter
if
the
executive
committee
had
interviewed
them
and
or
tony
especially
the
answers
that
he
would
have
given
you,
I
don't
think
you
would
have
had
any
I'd
choice
but
say
hey
man.
We
need
this
guy.
J
As
a
fire
trustee
for
grant
park,
I
also
would
just
like
to
mention
that
I
am
on
another
board
in
kankakee
county,
and
I
do
realize
that
the
vast
majority
of
things
that
we
send
to
the
whole
county
board.
They
are
usually
accepted
in
that
type
of
thing,
but
I
also
know
that
when
the
whole
county
board
meets,
if
they
feel
very
like
something
needs
to
be
changed
or
something
should
be
the
way
it
should
the
way
I
feel
it
should,
then
it
the
whole
county
board
can
do
that
so
anyway.
A
E
Mr
chairman,
with
all
due
respect,
I'd
like
to
speak
from
my
from
my
seat-
I
I
just
want
to
say
it's
good
to
be
back,
hopefully
I'll
be
back
here
permanently
within
the
next
six
eight
weeks,
and
when
I
get
a
release
and
I
do
keep
up
with
what's
going
on
and
I
do
appreciate
the
different
cards
letters
prayers
plants
well
wishes
that
I
received
from
you
guys,
especially
the
chairman,
who
has
kept
me
abreast
of
everything.
E
E
It's
it's
a
unique
experience
in
terms
of
providing
goods
and
services
and
representation
to
our
107
000
residents
of
kanke
county.
It's
a
good
board.
We
have
a
lot
of
cerebral
individuals
on
this
board
and-
and
I
like
the
the
work
product
that
we
provide
to
our
citizens
again.
Thank
you
and
it's
good
to
be
back.
A
Thank
you,
jim
crocker,
from
grant
park.
K
I
guess
I'll
use
the
microphone,
even
though
I'm
used
to
belting
everything
out,
so
my
name
is
jim
crocker.
I'm
from
grant
park.
I've
been
a
member
of
the
grant
park
fire
department
for
going
on
almost
24
years.
I'm
also
here
to
talk
about
the
the
possible
change
with
the
with
the
tony
branello
staying
on
as
the
trustee
as
one
of
the
three
for
the
grant
park
fire
department
as
a
lot
of
people
know.
K
As
I
said,
I've
been
on
almost
24
years
when
I
walked
into
the
fire
service.
A
junior
in
high
school
tony
brunello's
fire
boots
were
already
there,
so
he
has
been
a
member
of
the
fire
department
for
a
very
long
time.
He
has
seen
every
avenue
of
what
we
go
through
every
day.
We
all
know
with
everything
changing
now
and
everything
becomes
more
expensive
and
everything
like
that.
It
takes
a
person
who
definitely
has
an
idea
how
things
work
and
how
things
run
and
how
things
go.
K
You
know
to
get
through
the
daily
business
of
the
fire
department.
We
also
know
that
lately,
in
the
last
year
and
more
grand
park,
fire
has
had
some
issues
going
on
and
been
run
through
the
mill
and
of
all
people
that
I
would
want
making
decisions
coming.
K
I
I
just
can't
think
of
anybody
else
that
I
would
want
to
have
his
opinion,
his
views
and
his
loyalty
to
make
decisions,
as
regarding
the
grand
park
fire
department,
I
myself
feel
that
the
other
applicant
that
has
put
himself
in
there
has
another
agenda
and
part
of
that
agenda
is
only
going
to
take
us
steps
backwards
because
people
that
are
not
there
anymore,
you
know,
there's
a
there's
a
reason
why,
and
so,
if
there's
any
agenda
there
with
that,
I
would
hope
that
that
he
wasn't
going
to
get
into
that
position.
K
Just
for
that
reason,
so
pretty
much
just
here
to
try
to
let
everybody
know
that
there
are
many
more
of
us,
of
course,
most
of
us
work
during
the
day
and
couldn't
make
it.
I
didn't
even
know
you
guys
had
board
meetings
at
nine
o'clock
the
morning.
K
I'm
like
jeez
man
can't
get
much
farming
done
like
this,
so
but
anyway,
just
to
express
my
definite
support
for
a
tony
brunello
as
the
staying
the
grand
park
fire
trustee,
like
I
said,
he's
been
a
very
long
time
he's
very
knowledgeable.
K
If
there
was
one
person
I
would
want
to
go
to
when
I
had
an
issue
there,
he
would
definitely
be
the
one
because
he
would
understand
it
and
it's
entirely,
and
so
I
guess
without
actually
writing
anything
out.
That's
about
all
I
can
think
of
right
now
so,
but
I
appreciate
your
time
appreciate
you
listening
and
hopefully
we
can
all
come
to
a
a
positive
outcome.
Thank
you.
A
Moving
on,
we
have
a
presentation
today
from
the
kanke
county
convention
and
visitors
bureau,
so
that'll
be
from
recorder,
gad
boy
and
I
guess
he'll
be
cbb
board
member
catboy
and
stacy
wilkin.
So
yeah,
please!
I
don't
know
if
you've
got
something
here.
L
Good
morning,
county
board
county
board
chairman
first,
I
want
to
say
thank
you
for
appointing
me
to
the
cbb
board.
The
last
year
has
been
interesting,
exciting.
We
have
a
lot
of
wonderful
things
going
on
before
stacey
gets
into
her
presentation,
though
I
wanted
to
bring
to
your
attention.
I
received
this
in
my
mail
yesterday.
I
don't
know:
do
you
guys
all
receive
the
county
news
right
on
the
front
page
counties
rebrand
to
attract
tourists?
L
M
You
thank
you
lori,
thank
you,
chairman
wheeler
and
other
county
board
members
for
believing
in
us
for
the
last
well.
I've
been
here
for
six
years,
but
it's
great
to
see
so
many
of
you
today.
I
think
this
is
a
packed
house,
so
I'm
glad
to
have
everybody
here.
I
think
it's
because
of
my
presentation.
So
if
it's
not,
then
you
know
it
is
what
it
is,
but
I
always
want
to
start
off
with
a
welcome
and
of
course
it
certainly
all
starts
with
a
visit
right.
M
So
we'll
go
ahead
and
flip
kelly,
please
we'll
flip
quick
kelly.
Sorry,
I've
got
a
lot
of
stuff.
No
go
go
back,
one
more
sorry,
okay,
so
I
always
like
to
introduce
our
mission
just
as
a
reminder.
I
see
a
lot
of
new
faces
in
the
audience,
but
the
cvb
has
been
here
in
existence
since
1983.,
so
we
are
the
marketing
arm
of
kankakee
county.
Our
mission
is
to
market
and
develop
branded
kankakee
county
destination
experiences
to
enhance
community
economic
growth
and
quality
of
life.
Tourism
is
an
economic
driver.
M
It's
an
engine
for
this
community.
We
certainly
saw
a
little
bit
fall
out
in
the
last
year
or
more,
but
we're
definitely
back
in
the
game
and
just
always
a
reminder
of
our
mission.
So
I
do
want
to
introduce
our
team.
We
have
some
new
faces
on
board.
As
of
last
summer,
I've
been
the
executive
director
with
the
organization
since
2016.
M
time
flies
when
we're
having
fun
I've
brought
on
nicole
mylene,
kathy
and
meegan,
who
are
our
marketing
sales,
finance
and
office
managers,
they're
a
team
fierce
women
who
are
doing
a
lot
of
great
things
behind
the
scene
and
now
publicly
in
front
of
in
front
of
each
and
every
one
of
you
so
we're
continuing
to
do
great
things,
our
board
of
directors.
Of
course,
we
have
recorder
gadboy.
M
Our
president
currently
is
laurie
sear
representing
the
village
of
bourbon,
a
vice
president
alderman
dave
baron
representing
the
city
of
kankakee
secretary,
jim
johanneck,
representing
the
county
chamber
of
commerce
and
treasurer
mayor
tim
nugent,
representing
the
village
of
mantino,
newly
appointed
ed
pyatt,
representing
the
bourbon
township
park
district,
jamie
boyd,
village
of
bradley.
M
Of
course,
we've
got
lori
gadboy
here
with
the
county
board:
scott
biladew,
the
lodging
association
commissioner,
michael
matthews,
with
the
kenki
valley
park,
district,
rob
baicher,
the
city
of
moments
and
dana
heights
as
our
public
member,
all
who
are
doing
great
leadership
for
the
community.
I
always
love
to
throw
this
in
here
too,
just
as
a
representative
of
really
what
our
our
true
org
chart
looks
like.
M
We
all
think
you
know,
there's
there's
multiple
levels:
we've
got
a
lot
of
levels,
so
we've
got
six
communities
who
are
representative
of
our
intergovernmental
agreement
who
helped
to
organize
the
funding
of
the
of
the
cvb.
All
of
our
funding.
We
receive
a
hotel
tax,
five
percent
hotel
tax
on
every
room
night
in
kankakee
county
that
because
of
that
agreement,
goes
into
the
county
treasurer
and
then
they
then
forward
that
fun.
M
Those
funds
on
to
us
we're
also,
we
also
receive
a
state
grant
from
illinois
dceo
office
of
tourism,
the
local
tourism
and
convention
bureau
grant.
So
we
answer
to
the
state
tourism
board.
We
have
a
board
of
directors,
and
then
we
have,
of
course,
my
team.
So
when
we
look
at
our
org,
we
have
a
lot
of
people
who
we
want
to
make
sure
understand
and
believe
in
what
we're
doing.
M
Okay,
now
we've
got
a
couple.
Two
segments
of
the
of
the
presentation.
One
is
some
bad
news,
but
we're
going
to
pivot
right
into
some
good
news.
So
on
this
chart
I
want
to
showcase
the
illinois
office
of
tourism
provides
an
annual
recap
of
an
annual
report
on
spending
tourism
spending.
Specifically,
this
is
issued
by
tourism
economics.
What
you
see
on
in
front
of
you
is
the
2020
county
county
by
county
economic
impact
from
tourism
dollars.
So
the
downside
is
that
we're
using
the
year
2020.
M
tourism
was
one
of
the
most
hardly
hit
industries
in
the
pandemic.
It's
a
fact:
it's
it's
it's!
Unfortunately,
it's
a
worldwide
industry
that
just
took
such
a
hit,
so
our
numbers
are
down,
but
I'm
not
afraid
of
that,
because
we
all
know
why.
So
in
total,
visitor
spending,
kankakee
county
generated
122.6
million
dollars,
that's
down
from
157.5
in
2019.
M
in
direct
local
tax
revenue,
we
generate
five
million
dollars,
that's
down
from
5.7
million
the
year
before
we've
got
just
over
a
thousand
jobs
that
are
directly
attributable
to
that
tourism
industry.
So
I
kind
of
wanted
to
break
down
these
numbers
to
kind
of
understand
a
little
bit
so
that
top
number
122.6
million.
Those
are
numbers
like
lodging
food
and
beverage,
recreation,
retail
and
transportation
by
outside
people
who
don't
live
in
our
community,
the
visitor,
the
next
level.
That's
super
important,
because
this
is
where
it
really
comes
into
the
local
economy.
M
This
is
tourism
dollars
generated
by
the
county
and
municipal
taxes
that
are
applicable
to
visitors,
so
those
go
to
help
fund
our
parks,
our
experiences,
our
snow
plowing,
different
things
that
can
help
go
into
that
local
fund
from
those
that
local
sales,
tax
property
taxes
and
different
things.
So
tourism
is
super
important
for
the
community.
M
This
is
one
conveniently
the
slides
only
went
back
to
2016
from
the
day
I
started,
so
I
can't
do
anything,
but
this
is
the
report
I
got
so.
I
wanted
to
show
the
trajectory
from
2016
to
2019
upward
trajectory
year
by
year
in
total
visitor
spending
2020.
You
can
obviously
see
that
down
tick,
so
I
wanted
to
just
show
this
just
kind
of
a
representative
of
the
last
five
years.
M
So,
okay,
so
how
are
we
going
to
pivot
from
this?
This
pandemic
a
funding
crisis
into?
What's
next,
so
I'm
going
to
just
kind
of
flip
through
a
couple
things
kelly
go
ahead
and
flip.
So
in
december
we
kicked
off
our
social
media.
You
might
have
seen
you
might
have
seen
that
we
are
a
little
bit
quiet,
it's
hard
to
market
a
community
when
things
are
changing
when
I
was
the
only
woman
doing
the
job,
so
we
kicked
off
our
social
media.
M
M
We
had
a
great
response
to
this:
we're
highlighting
our
entrepreneurs,
people
who
are
doing
the
work
of
tourism
in
kankakee
county
on
the
right
you'll
see
me
on
a
horse,
which
was
a
rare
instance
for
me
to
be
on
a
horse,
but
also
showing
travel
tip
tuesday
when
you
come
to
visit
kankakee
county.
What
does
that
look
like
what
are
some
tips?
And
then
we
have
got
a
variety
of
other
things
too,
and
then
kind
of
encouraging
that
sales
component.
How
can
we
help
your
sales
experience
while
you're
here?
M
Okay,
so
in
front
of
you,
you'll
see
our
long-awaited
visitor's
guide.
This
project
kicked
off
in
2019
right
before
the
pandemic.
We
put
a
giant
pause
on
it.
Everything
changed
right,
so
the
the
the
list
of
things
that
were
open
after
the
pandemic
changed
a
little
bit,
so
this
launched
a
couple
weeks
ago.
You
each
have
one
at
your
desk.
You
also
had
one
in
your
mailbox.
This
is
a
labor
of
love
for
my
team.
It's
knowing
everything
about
everything
in
the
county.
It's
a
hard
task!
M
That's
why
we
rely
on
our
partners
so
much
to
help
keep
us
informed
of
what's
going
on,
but
I
do
want
to
say
too.
I
invite
you
to
bring
this
book
to
meetings.
I
invite
it
to
if
you've
got
out
of
town
guests
if
you've
got
the
president
coming
tomorrow,
please
let
me
know-
and
we
can
get
these
wonderful
books
to
you.
M
So
anytime,
you've
got
a
visitor
thinking
outside
the
box.
We
can
help
support
that
so
and
then
we've
got
some
advertisements
going
on
showcasing
the
unique
things
that
kankakee
county.
That
has
that
other
communities
might
not.
So
this
these
two
next
ads
this
one
and
the
next
one
are
in
midwest
living,
highlighting
look
over
farm,
a
farm
to
table
dining
experience
and
then,
of
course,
kayaking
on
the
kankakee
river.
M
Go
ahead
triple
a
living.
Many
of
you
might
receive
this
publication,
highlighting
our
beautiful
franklin
right
home
right
on
the
kankakee
river
and
then
encouraging
visitors
during
travel
season
to
scan
that
qr
code
and
download
our
visitor
guide
so
that
they
can
have
some
cool
things
to
do
while
they're
here,
okay,
this
will
be
the
fall
ad
for
enjoy
illinois
enjoy
illinois
is
the
illinois
office
of
tourism
publication?
So
it's
really
great
to
be
on
that,
because
they're
distributing
it
as
well
highlighting
some
of
our
fall
experiences
in
kankakee
county.
M
So
we
hope
that
folks
fall
in
love
with
kankakee
county
okay.
Then
we
have
a
little
bit
of
our
sales
drive,
so
we
always
want
to
make
sure
that
people
consider
kankakee
county
as
a
destination
for
their
sales
meetings.
If
you
flip
to
the
next
side
kelly,
we
also
encourage
our
local
folks
to
keep
their
meetings
and
events
here
too.
So
a
lot
of
us
have
association
meetings.
We
have
regional
meetings
have
them
here.
We,
our
team,
can
actually
help
make
a
curate
a
really
cool
experience
for
your
visitors,
while
they're
here.
M
So
if
you're
driving
to
springfield
or
decatur
or
bloomington,
throw
your
name
in
the
hat,
we
can
help
with
that
rfp
so
that
those
meetings
can
come
here
and
you
can
showcase
kankakee
county
all
right
go
ahead,
one
more
slide!
Thank
you!
So
we're
super
excited.
This
was
a
bucket
list
item
for
me.
This
this
river
valley,
metro,
midway
airport
shuttle,
launched
last
friday.
It
was
a
process
that
we
went
through
this
spring
to
really
this
bus
is
going
to
kankakee
or
excuse
me.
M
It's
going
to
and
from
ken
kiki
county
go
ahead
and
kelly
one
more
slide
365
days
a
year
and
makes
3
344
round
trips
to
midway
airport.
We
figured
it
would
be
a
good
opportunity
to
showcase
kankakee
county
on
I-57,
294
and
cicero
avenue
and
then
to
all
the
travelers
who
are
coming
and
going
from
midway
airport.
So
you're
going
to
see
this
bus
on
the
roads
for
the
next
three
years.
Literally,
we
are
taking
our
show
on
the
road.
It's
a
mobile,
visitor
billboard.
So
we're
super
excited
about
that.
M
For
those
of
you
that
don't
know
there
is
a
two
dollar
shuttle
through
midway
through
for
midway
airport
from
bourbon
a
and
then
it
stops
to
mantino
we've
taken
it
personally,
it's
really
convenient.
I
can
get.
My
vacation
starts
45
minutes
earlier
by
getting
on
that
bus.
I
don't
have
to
do
a
thing,
but
just
sit
down
and
lug
my
suitcase
so
okay
and
then
so.
What's
next
summer
campaign
you'll
see
in
the
next
couple
weeks
launching
our
summer
campaign.
M
This
is
through
an
agency
who
is
a
professional
in
this
field,
the
field
of
tourism
and
really
drawing
people's
attention
to
our
own
community.
So
we're
really
excited
about
that.
You'll
see
billboards.
Actually
you
won't
because
it's
going
to
be
outside
of
the
community,
so
reminder
our
work
doesn't
always
show
up
in
your
own
backyard.
But
if
you
travel,
you
might
see
a
billboard,
you
might
see
on
cta,
downtown
you'll,
see
digital
marketing
and
in
our
facebook
pages
and
on
google,
so
there's
all
kinds
of
places
that
we're
going
to
show
up.
M
So
you
might
have
a
surprise
every
once
in
a
while
when
you're
walking
around,
we
do
have
a
summer
internship
program.
This
is
another
component
of
a
mobile
visitor
center,
so
we
wanted
eight
interns.
We
only
have
four.
This
is
the
problem
of
our
world
today,
if
you
have
someone
who's
interested,
we'll
take
your
college.
Kids,
let
me
know,
but
we're
going
to
be
at
baseball
tournament,
softball,
tournaments,
local
festivals,
any
event
that
really
is
driving
potential
visitors
to
where
we
can
say,
while
you're
in
town
stop
here,
we
want
them
to.
M
We
want
to
keep
them
in
town,
river
safety
signage.
This
is
something
that
came
about
a
couple
years
ago
with
the
river
safety
committee
that
I
sit
on,
certainly
an
important
component
in
our
marketing
that
we're
marketing
how
to
safely
visit
the
kankakee
river.
So
we're
going
to
work
on
some
signage
to
make
sure
that
folks,
from
out
of
town,
know
not
to
wade
in
the
river.
There
are
some
holes,
it's
a
beautiful
amenity
amenity,
but
we
want
to
make
sure
that
everyone's
doing
it
safely.
M
One
other
item
we've
got
on
this
list
is
keiko.
The
local
exchange
so
the
store
this
is
our
retail
store.
I
don't
know
if
any
of
you
have
been
there
before
we
closed
our
office
down,
but
it's
really
a
unique
opportunity
for
locals
to
come
in
and
find
something
cool.
A
lot
of
kankakee
like
pride,
local,
like
community
pride
stuff.
But
then
two,
the
goal
of
the
store
is
to
encourage
a
visitor
to
pick
up
a
really
cool
custom-made
glassware
from
brickstone
brewery,
and
then
we
can
say:
oh
go
enjoy
a
real
beer.
M
M
I
don't
know
many
of
you
know,
but
we
are
right
next
door.
Actually,
we've
been
here
for
short
term
with
the
goal
of
landing
officially
somewhere
else,
so
we'll
be
right
down
the
street
and
we'll
be
opening
in
june,
so
stay
tuned
for
a
open
house.
We're
really
excited
about
that,
but
I
always
love
to
end
with
a
what.
M
If
right,
what
if
we
built
a
place
where
people
wanted
to
visit
and
we
created
a
place
where
people
wanted
to
live,
and
then
we
became
a
piece,
a
place
where
people
wanted
to
work
and
we
ended
up
as
a
place
where
business
wants
to
be
so.
My
challenge
to
everyone,
not
just
this
board,
but
everyone
watching
in
kankakee
county,
is
to
be
a
place
where
business
wants
to
be
to
work
with
business,
to
think
outside
the
box
to
have
creative
opportunities
to
have
experiences
for
our
visitors,
but
for
the
people
who
live
here.
M
As
we
look
at
the
census,
we
see
people
are
leaving.
What
can
we
do
as
leaders
to
really
curate
a
really
intentional
experience
for
folks
to
want
to
stay
and
then
for
folks
to
want
to
visit?
So
I
think
that's
it.
Here's
my
team.
This
is
us
at
olivet.
We
were.
We
were
co-hosting
the
naia
men's
basketball
tournament,
where
they
had
four
teams
competing
there.
Three
from
out
of
town
for
six
nights.
That's
a
great
tourism
generator.
M
I
Yes,
I
would
like
to
thank
the
convention
and
visitors
bill
for
helping
with
my
project.
I
just
did
with
the
miss
senior
illinois
competition.
They
were
very
nice
very
cordial
and
they
helped
me
out
a
lot.
A
M
Yeah
sure
that's
a
great
question,
so,
under
our
grant,
our
local
tourism
and
convention
bureau
grant
there
is
a
stipulation
in
how
we
spend
those
grant
dollars
and
the
requirement
is
kind
of
an
aha
moment
outside
of
a
50
mile
radius.
Our
intention
is
to
market
to
visitors,
visitors
don't
live
here,
and
so
that's
why
those
grant
dollars
there's
a
very
intentional,
spend
there
and
that's
why
we
have
to
make
sure
that
we're
doing
our
job
to
make
sure
that
yeah
we're
spending
in
the
right
way.
M
M
Yeah,
so
we've
got
20
000
copies
of
that
book
internally
and
that's
another
great
point
we
do.
You
know
we
give
some
to
our
community
partners,
our
realtors,
our
local
governments,
our
economic
developer,
economic
alliance,
people
who
chambers
people
who
are
welcoming
folks
in
think
of
realtors
right
like
they're,
encouraging
I
actually,
I
gave
one
of
my
neighbors
across
the
street
yesterday
because
we
were
chatting
and
they
were
brand
new
to
the
community.
I'm
like
one
minute.
M
Let
me
go
get
a
book
and
I
gave
it
to
them
because
they
yeah
they
don't
know,
but
ultimately
yeah
we're
in
rest
areas
where
we're
getting
them
outside
to
all
of
our
partners
across
the
state.
So
yeah
we're
pretty
proud
of
that
book.
We're
really
excited.
So
we
also
know
that
once
you
put
something
in
print
you
we
will
have
missed
something.
So
please
just
shoot
me
an
email,
certainly
not
intentional.
But
again
we
try
to
know
everything
about
everything.
So.
E
Thank
you,
mr
chairman,
stacy
and
lori,
not
to
put
you
guys
on
the
hot
seat.
You
know
both
you
guys
are
rock
stars
and
assets
to
the
community.
E
E
M
It
is
putting
me
on
the
hot
seat,
but
I
will
be
able
to
answer
it
and
it's
a
very
valid
question.
We're
actually
gonna
my
goal
right
now
and
we're
already
working
with
our
executive
team
is
to
get
through
this
fiscal
year
which
ends
june
30th.
I've
got
a
lot
between
now
and
then
to
move
the
office
after
that.
M
We're
going
to
really
dig
in
and
try
to
understand
how
we
can
move
forward
in
the
same
capacity
that
we
are
serving
the
community
right
now,
there's
a
there's,
a
variety
of
different
ways:
we
are
not
a
membership
based
organization.
Our
our
funding
is
the
only
funding
in
the
county
that
does
not
fall
on
the
backs
of
the
local
taxpayers.
So
we
do
think
there
is
a
valid
reason
for
the
funding
model
to
have
worked
for
37
years
in
the
capacity
that
it
does.
M
We
do
have
some
reserves
that
I
think
will
be
able
to
kind
of
obviously
float
us
sustain
us
for
at
least
a
year,
but
I
do
think
that
your
voice
is
super
important
in
in
what
what
will
come
when
that
next
iga
renewal
is
up
for
a
vote.
So
I
think
there
is
a
strength
in
numbers.
We
are
better
together
as
a
community.
I
can't
imagine
marketing
kankakee
county
with
the
donut
hole.
M
It
certainly
isn't
going
to
be
beneficial
for
other
members,
so
I
do
think
that
there
are
that's
a
vague
response,
but
it's
all
I've
got
right
now
there
it
will
be
a
plan.
Certainly
I
don't
have
one
today,
but
I
know,
but
please
know
that
that
is
in
the
works.
Let
me
get
through
this
move
and
then
we'll
be
able
to
transition
into
that
that
effort
so.
L
Thing
I'd
like
to
share,
and
it
was
aha
this
morning
just
today
in
my
office
I
have
three
people
here
from
texas
searching
they
were
talking
about
yesterday,
where
they
were
gonna
go
for
lunch.
They
were
talking
about
stefari
and
just
different
experiences.
They
one
of
the
gentlemen
have
been
here
for
over
a
month.
L
I
have
two
more
he
brought
in
because
his
project
is
so
big.
So
that's
an
indication,
as
I
report
in
my
committee
meeting
about
the
exciting
things
happening
just
through
you
know,
transactions
and
transfers,
I'm
impacting
hospitality
just
as
well
as
everyone
else,
so
it's
happening
every
day
everywhere
and
it's
exciting
and
we
all
should
be
so
proud
of
what
we
have
to
offer
here
and
what
is
to
come.
So
with
that
I
mean
I'm
part
of
the
footprint
of
progress,
so
I'm
really
excited
about
that.
N
Not
more
of
a
question
but
a
comment.
I
appreciate
you
all
for
what
all
you
do
for
our
county.
You
are
the
cheerleaders
of
kangaki
county.
I
have
taken
advantage
of
the
two
dollar
metro
deal.
If
there
was
any
improvement,
I
would
say
between
here
and
mantina.
Was
one
extra
drop
to
get
the
individuals
to
that
for
that
train
station
up
in
madison
that
takes
them
all
the
way
down
through
chicago,
but
other
than
that
it
saves
individuals
incredible
dollars.
N
It
puts
money
back
into
your
community
and
that
two
dollars
versus
having
to
pay
that
75
to
100,
depending
on
how
you
are
for
parking
and
things
in
chicago
is
phenomenal,
and
then
I
was
up
north
and
having
to
solve.
This
visit
account
kanke
county
book
that
I
had
here
and
and
had
some
opportunities
to
share
with
the
individuals
that
was
reading
and
asking
questions
here.
N
So
I
would
that
I
would
like
you
to
know
that
your
labor
is
not
in
vain
and
that
you
are
coming
through
a
season
with
the
covet.
That
was
a
drop
when
I
saw
it
dropping
fines.
It
was
only
by
the
30
million,
but
the
thing
was
you
were
able
to
sustain
it
over
100
million,
where
others
dropped
real
low.
There
was
sustainability
there,
so
you
there's
a
lot
to
applaud
you,
for
I
would
just
like
to
know:
have
you
applied
for
opera
finding?
N
You
should
be
able
to
get
that,
because
that
is,
you
know
you
suffered
during
a
period
of
time
or
whatever.
So,
if
you
are
you,
I
believe
you
should
be
entitled
to
apply
for
that
as
well,
however,
because
certainly
you're
doing
a
great
job,
and
certainly
if
anyone
deserves
it
just
as
much,
I
think
your
organization
does.
A
Moving
on
no
vacancy
appointments,
proclamations
certificates
of
appreciation,
I
have
stephen
blanchet
from
the
highway
department.
45
years-
oh
he's
here,
thank
you
for
coming.
Come
on
up
to
the
front,
embarrassing!
Please!
I
know
you
got
something
to
say
right.
O
I'll
try
to
be
brief,
but
you
know
when
someone's
been
here
45
years,
I
had
to
make
a
cheat
sheet
because
I
had
no
way.
I
could
remember
all
this,
but
steve's
been
here
since
may
of
1977
before
that
he
had
been
a
summer
help
for
four
years,
so
it's
even
more
than
45
years,
but
those
summer
helps
don't
count
in
his
tenure,
but
just
some
of
the
things
steve
has
done
and
is
still
doing
now
and
much
in
case
you
didn't
know,
but
he
supervises
all
our
highway
signing
and
striping
program.
O
He
purchases,
the
materials
maintains,
the
inventories
prepares
all
the
bills.
He
conducts
traffic
studies
for
the
county.
He
maintains
all
our
accident
records
to
keep
track
of
trends,
and
you
know
hot
spots
in
the
area
that
need
improvement
and
he
issues
permits
for
any
work
done
in
this
county
right
away.
You
know,
be
it
utility,
poles
or
new
driveway
entrances
oversized
and
overweight
permits
is
a
big
deal.
O
O
What's
going
on
in
the
county
that
way
and
he's
also
you're
a
official,
are
you
still
a
realtor
now
or
here,
but
he
used
to
conduct
right
away
appraisals
for
the
county
negotiations
and
acquisition
back
in
the
day,
so
I
mean
he's
been
doing
a
lot
of
things
and
he
still
is-
and
you
know
45
years
worth
and
I'd
on
behalf
of
the
kankakee
kankakee
county
highway
department.
O
I'd
like
to
congratulate
you
on
your
45
years
here,
and
I
don't
think
I
don't
know
if
all
of
you
know
this
yet,
but
later
this
month,
steve
is
going
to
be
retiring,
so
at
45
years
it's
time
he
needs
some
time
off,
and
I
just
want
to
congratulate
you
on
a
a
very
excellent
career.

Is
there
a
motion
to
combine
and
approve
mr
dunnell?
Second,
mrs
polk:
it's
a
voice
vote.
All
those
in
favor
say:
aye
aye.
Those
opposed
same
sign
motion
carries
a
couple
of
things
on
78
there's
a
scrivener's
error.
It
should
be
appointment
instead
of
reappointment
and
81
is
being
pulled
because
it
was
just
done
in
january,
so
the
paperwork
was
sent
in
with
the
wrong
name
on
it.
So
we're
gonna,
that's
gonna,
be
coming
up.
I
believe
kevin.
A
You
talked
to
him,
okay,
so
on
the
consent
agenda,
is
there
anything
that
needs
to
be
removed
and
discussed
separately?
Mr
miller.
B
I
would
like
to
remove
number
78
to
have
discussion
further.
Okay,.
A
And
let's
see
here,
mr
snipes.
A
Final
time
any
others
to
be
removed
all
right
for
all
the
rest.
Is
there
a
motion
to
combine
and
approve
on
that,
mr
tholen,
on
mr
long
with
a
second?
If
we
could
get
those
right
into
the
record,
please.
A
Aye
motion
carries
now
moving
on
to
76,
which
is
just
the
title
resolution.
A
N
Yes,
I
have
no
problem
with
james
clay
get
being
appointed.
I
know
I
was
in
that
position
and
also
put
in
the
the
necessary
requisite
information.
N
But
what
raises
my
eyebrows
is
the
process
and
the
process
of
feathers,
because
you
never.
I
was
never
called
in
to
any
of
your
particular
meetings
as
far
as
the
when
you
all
had
discussions,
but
nevertheless
that's
irrelevant-
I'm
here
even
this
morning
again
with
another
individual
that
should
be
reappointed
in
78.
The
the
process
was
again
raising
the
eyebrow
of
individuals
in
the
community.
N
Now
I
served
it
on
this
particular
board
and
not
only
served
but
served
effectively
and
as
other
members
of
this
kenke
county
board
that
that
serves,
I
think
I'm
the
only
county
board
member
that
serves
on
the
kanken
county
housing
authority
board
and
at
no
given
point
in
time
of
any
consideration,
was
ever
given
or
questions
even
asked
to
find
out
about
the
harbor
project
or
the
ability
of
me
making
sure
that
individuals
with
other
board
members
get
rid
of
some
of
these
housing
projects
with
the
drugs
and
things
of
that
nature.
N
That
is
funneled
our
courts
and
kind
of
guide
them
out,
because
it's
illegal,
if
you
understand
on
the
federal
you
might
have
the
state
law,
but
on
the
federal
law
which
governs
a
lot
of
these
subsidized
homes
and
living
quarters,
we
have,
they
cannot
have
certain
things.
N
So,
as
a
result,
we
make
sure
that
we
work
well
with
the
with
our
board
members
and
then
also
to
give
individuals
an
opportunity
doing
public
comments,
because
certainly
they
contact
me
but
have
a
voice
and
we
hear
them
out
of
web
and
then
we're
able
to
make
intelligent
decisions
in
this
case,
none
of
that
was
basically
revealed
you
just
simply,
and
I
served
there
for
five
years
generally.
N
If
a
person
is
doing
something,
that's
effective
now
I
can
see
if
they're
not,
but
if
they
are-
and
you
don't
see
any
reason-
why
not
all
of
a
sudden
to
change
now
many
times
I
said
on
the
board,
they
just
said
we're
important,
because
the
person
is
served
up
in
there
and
we've
even
went
to
the
point
of
them
reaffirming
on
many
occasions.
What
raises
my
eyebrow
again
is
this
particular
process,
but
not
anything
against
jimmy
kleger.
N
I
know
her
vietnamese,
but
on
this
case
I
am
going
to,
I
will
be
voting.
No
is
if
we
don't
follow
a
some
type
of
uniform
process
here,
and
I
just
think
it's
more
of
a
something
else
is
is,
is
I
don't
want
to
say,
picked
out
to
be
picked
upon
or
things
of
this
nature,
but
if
I
had
to
go
back,
I
could
do
that
with
the
regional
board
of
education
of
which
I've
served
upon
whoever
and
then
they
gave
it
again
to
someone
else
or
whatever.
N
So
it
raises
my
eyebrow,
then
I
think
I
was
the
only
african-american
on
the
board.
Then
we
had
a
board
with
no
african
americans.
We
have
a
lot
of
african-americans
and
minorities
that
goes
to
school.
So
I
don't
understand
the
process.
Don't
understand.
The
train
of
thought
will
not
belabor
the
point,
but
in
this
particular
case
I
am
voting
no
because
of
the
process.
I
D
A
All
righty
is
there
a
motion
to
get
into
discussion,
please
to
approve
mr
eckhoff
second,
mr
smith,
any
comment
on
this
to
start
off
with,
it
was
first,
mr
miller.
B
Sure,
thank
you,
mr
chairman.
Given
the
information
received
from
members
of
the
grant
park
community
and
the
different
opinions
in
support
of
mr
burnell,
I
wanted
to
allow
for
further
discussion
on
this
this
vote.
I
would
defer
to
county
board
members
from
that
community
for
further
input.
F
Thank
you,
mr
chairman.
Grand
park,
fire
has
seen
better
days
and,
like
every
organization,
there's
been
ups
and
downs.
Today,
I'm
asking
you
to
help
the
right
and
right
the
ship
and
help
turn
around
grand
park
fire.
F
The
district
has
gone
through
five
fire
chiefs
over
the
last
year
and
has
had
staffing
issues
and
accountability,
transparency
and
public
trust
issues
as
well.
I
have
much
respect
for
grant
park
fire
and
all
the
first
responders
and
those
that
serve
on
the
board
of
trustees
out
there,
but
it's
time
to
have
someone
new
on
this
board
and
give
a
new
set
of
eyes
to
help
turn
around
this
fire
district.
F
Last
month
we
appointed
somebody
with
outside
knowledge
to
the
moment's
fire
protection
district.
I
believe
we
should
do
the
same
in
grant
park.
That
is
why
I'm
asking
you
to
join
me
in
making
this
positive
change.
Mr
paul
has
the
experience,
governmental
knowledge
and,
most
importantly,
mr
paul-
cares
about
his
community
and
wants
to
be
a
part
of
the
positive
change
in
that
district.
I
believe
that
is
why
mr
paul
passed
through
executive
committee
with
the
unanimous
vote.
F
I
also
received
and
talked
with
board
member
haas,
and
he
also
agrees
with
the
executive
board's
decision
to
go
ahead
and
put
pat
paul
as
a
trustee.
Thank
you
just
a
quick.
A
N
Again,
I
would
ask
us
the
due
diligence
to
the
process,
an
individual
that
has
worked
on
or
work
for,
or
even
just
volunteer
to
be
up
on.
The
board,
I
think,
is
exemplary.
N
Again,
what
process
did
we
follow?
He
served
on
the
board
and
we're
saying,
because
they've
done
this
ex,
they
went
through
some
certain
amount
of
cheese
and
things
of
this
nature.
They
still
went
with
the
process
of
not
one
vote,
but
a
collective
vote
as
far
as
as
far
as
that's
concerned
in
grand
park,
you've
heard
from
individuals
that
work
with
the
individuals.
So
while
I
understand
your
particular
process,
I
also
always
support
the
people's
process.
N
I
think
a
lot
of
times
that's
forgotten
in
government.
I
would
be
remiss
if
I
would
because
without
anything
further
saying
that
this
person
absolutely
never
showed
up,
one
meeting
never
done
that.
You've
heard
the
contrary
to
that.
Today.
You
heard
that
tony
had
done
all
of
this,
and
so
therefore
just
to
say
that
we
need
new
blood.
N
I
would
submit
to
you
that
just
take
a
a
just,
a
simple
illustration:
you
graduate
you
gotta,
you
you're
about
to
have
open
heart
surgery
and
the
first
person
jumped
out
of
school
had
a
year
experience.
N
They
did
three
surgeries,
they
lost
two
and
was
able
to
save
one
and
the
other
individual
had
30
years
and
they
lost
one
in
the
beginning,
but
they
saved
398.
you're
going
up
under
the
ninth.
So
who
would
you
choose?
That's
an
individual
choice,
subjected
as
it
may
be,
but
who
would
you
choose?
N
Well,
I
applaud
opening
up
when
positions
are
opened
up,
that
individuals
apply
and
go
into
these
positions,
but
those
individuals
who
have
been
there
who
have
labored,
who
take
a
great
interest
and
have
been
there
and
been
taxpayers
just
as
long.
I
think
we
should
take
again
consideration
and
again
I
tell
you
about
looking
looking
at
the
two
you.
If
you
are
the
person,
that's
taking
that
surgery.
N
Who
would
you
choose
so
new
is
not
always
better
and
in
this
particular
case,
I'm
going
again
for
tony
benello,
because
we've
approved
him
in
the
past.
There
was
nothing
that
I
think
that
that
hampers
his
continual
approval
in
that
particular
position
other
than
people
saying
it's
time
for
a
change.
Sometimes
your
change
might
be
a
change
if
it's
not
if
the
change
is
not
to
me
for
something
that
is
just
going
to
be
astronomical.
N
It's
just
no
other
reason.
Under
the
sun
we
have
to
choose
this
person,
then
I
would
have
to
look
at
the
record,
but
this
person
was
entitled
to
at
least
come
up
and
have
an
interview
and
again
that
was
denied
by
this
board.
You
might
vote
it
in
because
you
all
made
this
vote,
but
I
can't
go
with
it,
so
it
I'll
stand
alone
if
I
have
to,
but
I'm
voting
no
again
in
this
situation
and
roll
call
vote.
A
Any
other
comment:
I
don't
know
what
that
was:
miss
peters.
P
Thank
you,
mr
chairman.
I'm
going
to
take
this
sorry.
P
Thank
you,
mr
chairman.
I'm
going
to
support
gene
rademacher
he's
our
trustee
on
the
board.
He's
worked
with
tony
brunella
and
I
believe
he.
P
Sorry,
I
think
he
I
just
trust
his
opinion.
Thank
you.
A
Thank
you
any
other
comment.
I
A
That
is
not
necessarily
a
question
that
we
can
answer
we
can
answer
this
is
this:
was
the
the
decision
was
made
in
executive
committee
to
bring
forward
an
individual,
so
we're
not
discussing
the
other
individual
because
they
are
not
on
the
agenda,
so
I
hope
that
makes
sense.
It
seems
that
there's
a
lot
of
people
that
want
to
talk
about
somebody
else,
we're
here
to
consider
the
qualifications
of
the
individual
that
is
being
presented.
So
I
okay,
I
hate
to
say
it
like
that,
but
there
there
is.
A
A
A
A
It's
pretty
much
reported
in
the
paper.
We
know
where
we're
going
with
this
we're
not
spending
money.
So
it's
a
voice
vote.
All
those
in
favor,
say
aye.
Those
opposed
same
side
motion
carries
moving
on
to
86.
A
Would
the
the
board
like
to
see
the
new
zoning
map
and
run
through
anything?
We
did
it
in
pza
I'll
just
ask
if
the
board
wants
to
see
it
we'll
throw
it
on
the
screen.
Take
a
look
might
be
a
good
idea
and
then
he
can
answer
any
questions.
A
A
Q
Q
A
You
know
what
I
apologize,
because
I
got
stuff
going
everywhere.
Could
you
say
that
again.
Q
Last
year
was
kind
of
a
light
year.
We
only
had
13
zoning
cases
to
add
to
the
map
and
a
few,
maybe
18,
farmstead
exemptions,
I
think,
added
to
it
so,
each
year
we
ask
you
to
re-adopt
our
map
reflecting
those
changes.
Q
So
that's
what
we're
asking
for
today
is
that
you
adopt
our
map
so
that
we
can
officially
file
it
with
the
county
clerk.
The
next
slide
shows
the
little
hard
to
read
it's
a
big
map,
small
screen,
but
that's
what
the
map
looks
like
that.
Will
it's
already
going
to
be
available
on
our
online
gis
and
it'll
be
on
the
website
in
a
pdf
format
as
well.
A
There
any
questions
about
the
zoning
map
or
the
process,
I'm
going
to
make
sure.
So
we
have
a
motion
in
a
second
correct.
Already,
all
those
in
favor
say
aye.
Those
opposed
same
sign
motion
carries
dell
if
you
could
hold
on
just
one.
Second,
I
was
going
to
tell
the
the
the
board
at
the
end
of
this,
about
the
solar
farm
application
that
came
in
yes,
that
officially
in
because
I
wanted
to
let
them
know
about
ex
parte.
That's
now
in.
Q
Effect,
I
forget
the
exact
date
it
was
actually
submitted,
but
we
do
have
an
application
for
a
2
800,
acre
solar
farm
in
the
township
of
essex
and
part
of
salina
township.
A
public
hearing
will
be
held
june,
6th
at
6
pm
at
the
library
across
the
street.
I
think
it's
the
fourth
floor.
Q
A
Q
A
Q
2
800
acres.
I
believe
it's
right
around
2800
acres,
yeah,
it's
a
300
and
some
odd
megawatt
system
doubletail
to
that.
What's
our
biggest
one
in
the
county,
currently
70
megawatts
at
about
200,
300
acres,
that's
what
I
thought.
Thank
you
very
much.
Yeah,
there's.
Q
Yeah
they
have
a
lot
more
acreage
under
lease
because
they
at
least
the
entire
parcel.
This
is
not
taking
entire
parcels
necessarily
right.
There
are
areas
of
each
parcel
that
they're
not
utilizing.
Let's
see,
okay,
so.
A
P
A
Let
me
get
these
off.
Thank
you.
I'm
sorry
about
that
dell
to
spring
that
on
you,
but
I
thought
it
was
a
good
opportunity.
We
got
a
full
house
almost
and
that
rarely
happens.
Sorry.
I
lost
my
place
here.
Pza
finance.
If
we
could,
can
I
get
a
motion
to
combine
the
next
three
and
approve
we'll
go
with
mr
featherling
and
mr
swanson.
A
All
righty,
so
we
got
a
motion
in
a
second.
Is
there
any
comment,
thoughts
on
these
we
kind
of
went
through
them
in
finance
pretty
extensively
one
of
all
state
law.
The
other
two
has
to
to
do
with
the
incremental
changes
over
the
four
year
period.
G
Mr
c,
roy
aye,
I'm
sorry
mister.
Did
I
get
you,
mr
snipes.
I
apologize
mr
lear
aye
mrs
weber,
aye
mrs
peters
aye,
mr
payton
aye,
mrs
parker
aye,
mr
fairfield
aye,
mr
carrico
aye,
mr
eckhoff
aye,
mr
swanson
aye,
mr
fatherling
aye,
mr
donnell
aye,
mr
miller
aye,
mr
long
aye,
mr
kirkstra
aye,
mr
hunter
aye,
ms
hudson
aye,
mr
smith,
aye,
mr
alexander
aye,
mr
raymond.
K
A
Aye
motion
carries
let's
see
here
on
the
arpa
fund
projects.
Consent
agenda.
Is
there
any
of
those
that
need
to
be
considered
separately.
E
Yeah,
I
think
I
think
there
was
a
mistake
submitted
by
mr
pace
with
east
side
junior
football,
and
I
think
I
had
a
discussion
with
mr
mccarty
regarding
their
request.
We
had
approved
five
thousand
dollars,
however,
that
particular
organization
is
macro
in
terms
of
the
service
area
and
the
participants
of
that
organization
come
from
all
the
areas
of
accounting.
E
So
I
assume
I
don't
know
if
you
guys
made
the
correction
in
terms
of
upping
the
allocation
from
five
to
ten
or
will
I
have
to
come
back
again
for
the
additional
five?
No,
we
changed.
A
It
beforehand
and
it's
when
they
come
in
to
pick
up
the
check
they
have
to
bring
the
list
of
the
zip
codes
where
the
players
are
from
okay,
because
since
the
consolidation
of
these
youth
sports
or
football
teams
has
happened,
there's
people
from
all
over
the
blade
east
side-
and
I
get
that-
and
I
think
we
just
got
one
from
the
bradley-
bears
the
other
day
of
barbona's
beer.
I
think
it's
bradley
berry,
isn't
it
so
bradley
lyons,
okay,
bourbon
a
bear,
so
I'm.
A
Yeah,
I
was
east
side
though
yeah
okay,
so
yeah,
that's
that's
that's
part
of
it.
It
is
ten
thousand.
They
just
have
to
bring
in
the
zip
codes.
We
don't
need
names.
We
just
need
zip
codes.
A
Alrighty.
I
guess
there's
a
do.
We
have
the
motion
to
come,
combine
and
approve.
Yet
not
yet
all
right.
Is
there
a
motion
to
combine
and
approve
mr
hunter
second
miss
hudson.
If
we
can
get
him
right
into
the
record,
please.
G
Authorizing
expenditure
from
the
fiscal
year,
2022
fund,
95
america
rescue
plan
fund
for
the
following
right
in
kankakee,
kankakee,
east
side,
junior
football
league,
kankakee,
regional
land
bank
rincon
for
community
needs
assessment,
compensation,
rincon
management
of
social
services
funds
also
amending
resolution.
2021-10-12-377.
A
Any
I
guess
we
can
just
do
that's
on
a
consent
agenda,
so
it
will
be
a
roll
call
vote.
Please,
mr
thalin,
mrs
pogue.
He
should
have
pulled
it
off
and
considered
it
separately.
N
Once
they
approve
it
or
they
have
a
motion
infected,
there's
a
discussion,
and
I
had
a
question
so
my
hand
was
up.
She
brought
your
attention.
Obviously
you
are
explaining
the
authorization
from
opera
farming.
Wasn't
that
consistent.
A
D
A
N
I'm
not
here
for
the
stupidity,
but
here
authorization.
What
is
that
the
opera
program
funding?
What
does
that
consist
of
from
the
2020
to
2021
you're?
Are
we
isolating
just
that
area,
because
if
it's
20
21
to
2022,
what
are
we
doing
here?
What's
the
purpose
of
this
opera
funding
program
funding?
Is
that
the
umbrella?
N
A
First
of
all,
this
is
why
we
record
meetings-
and
I
encourage
all
board
members
to
actually
get
involved
with,
what's
going
on
here
before
they
show
up
to
this
meeting.
The
second
thing
is:
is
that
we
are
about
out
of
money
in
the
19
and
20,
so
we're
putting
50
000
back
into
that
that
fund
and
we're
starting
a
new
fund
for
250
000
for
the
years
21,
or
excuse
me
20
and
21,
because
there
was
the
second
year
of
the
pandemic.
A
We
robustly
discussed
this
in
finance
committee
meeting,
so
I
would
encourage
again
everybody
to
get
involved
with
what
we
do
here
on
the
county
board
more
than
the
day
they
show
up
here.
H
D
A
I
think
we
all
heard
it
so
anyway,
any
other
questions
or
special
thoughts.
A
Motion
carries
we
have
some
openings.
G
One
opening
on
the
sheriff
merit
commission
for
a
republican
one,
opening
on
the
university
of
illinois
extension
for
a
board
member
one
opening
on
the
kaneki
county
board
of
health
for
a
board
member;
two
openings
on
the
kaneki
county
board
of
health
for
members
at
large,
two
openings
on
the
kaneki
river
valley,
forest
preserve
district
board,
two
openings
on
the
canavan
drainage
district
and
two
openings
on
the
mancino
number.
Nine
drainage
district.
A
Any
new
business
old
business,
mr
lear,
I'm
sorry
new
or
old,
we'll
do
it
together.
D
I
I
have
a
question
in
terms
of
a
resolution
on
those
salaries.
Was
there
a
new
state
law
that
required?
We
include
stipends
in
the
resolution.
A
No,
these
stipends
have
to
be
approved
by
what
is
the
exact
nature
of
that
I
apologize.
It
has
to
be
post.
We
have
to
approve
the
new
pay
with
the
stipend.
Yes,
that
is
accurate,
and
is
that
not
in
the
resolution,
because
that
was
the
instructions.
A
D
G
N
The
one
one
oh
under
old
just
wanted
to
form
you.
We
have
a
lot
of
information
that
we
cipher
and
then
we
have
to
do
extensive
investigations.
So
we
do
a
lot
of
trusting
when
we
are
relying
upon
committees
to
basically
do
what
they
basically
do.
For
the
most
part,
we
tend
to
approve
and
go
with
them.
As
the
individual
pointed
out,
you
have
80
pages
of
documents
here,
that's
great
for
them
to
basically
look
at.
N
However,
if
we
do
have
a
question,
it
doesn't
mean
that
we're
not
looking
at
whatever.
N
I
just
wanted
clarified
that
when
you
look
at
opera
program
funding
period,
just
because
you
say
we,
we
needed
to
move
something
from
this
to
that,
just
want
to
basically
make
sure
that
that's
explaining
what
we're
doing
that
proper
funding
has
to
be
used
by
a
certain
time,
the
one
that
we've
already
had
and
the
one
that
we
about
to
get
that
comes
up
later
this
year
and
has
to
be
spent
by
2026
or
whatever
it
is.
I
we
understand
that
the
gist
of
it.
N
We
sat
here
through
the
pro
the
the
process,
but
if
we
have
a
question,
the
question
is
not
we're
disagreeing
with
something
just
need
to
have
something
enlightened,
because
we
tend
to
get
these
agendas
not
a
week
in
advance.
So
we
have
when
we're
looking
at
the
gender.
Sometimes
we
need
to
have
clarity
and
that's
not
only
part
of
any
of
the
secretaries
of
them.
It's
when
you
all
have
to
get
all
this
stuff
together
and
get
it
to
them
for
them
to
get
it
out
to
us
under
new
business.
N
I
think
that,
with
all
the
things
that's
going
on
with
the
ukraine
and
under
the
gas,
that's
going
up
what
what
caught
my
attention
was:
we're
paying
the
same
price
for
gas
as
they
are
in
chicago
and
chicago
has
a
lot
more
taxes
attached
to
their
gasoline
prices
than
we
do
here
and
we
see
sometimes
the
disparity
of
30
cents
in
in
gas.
N
I
back
in
the
day
when
I
was
coming
up
and
was
young
gas
went
from
99
to
1.50
the
american
people
and
the
people
in
this
county
and
across
america
began
to
carpool
and
do
things
to
basically
conserve
of
the
amount
of
gas
and
things
that
we
would
get
that
we
would
get
into
our
respective
areas
and
we
were
able
to
kind
of
weather
through
the
storm.
N
I
would
kind
of
like
to
see
that
also
happen
with
the
leadership
from
our
county
to
kind
of
weather
this
storm,
because
as
americans,
we
are
individuals
that
we
are
people
of
peace,
but
we
also
people
that
will
rise
to
war
when
it
comes
to
the
point
or
with
beautiful,
for
when
it
comes
to
situations
that
happen
that
we
have
no
control
of
and
what
I'm
looking
at
is
even
with
the
thing
in
ukraine,
if
we're
getting
gas
from
these
respective
individuals
or
whatever
we're
pumping
money
into
their
economy.
N
If
we
find
ways
to
conserve
that
and
restrict
that,
I
think
as
individuals
here
on
the
homeland,
we
we,
as
a
collective
community,
can
put
a
can
put
some
restrictions
on
that.
The
amount
of
revenue
that
they
get
from
us
going
to
them
simply
by
conserving
energy
and
not
using
a
lot
of
it
unnecessarily,
that
would
put
money
in
their
particular
coffers.
N
If
there's
nothing,
that's
out
there
showing
us
how
to
conserve
and
kind
of
being
able
to
be
a
part
of
this
this
process
in
our
homeland,
so
that
we
can
restrict
a
lot
of
this
addition.
These
additional
dollars
is
going
to
these
foreign
countries
because
of
our
reliance
upon
gas,
and
that's
just
a
comment.
A
Well,
somebody
wants
to
bring
after
the
president,
the
governor
out
when
they're
in
town
tomorrow,
I'm
amazingly
wasn't
invited
so
responsibility,
yeah,
so
good
anyway.
There's
the
county's
code
does
not
allow
us
to
get
involved
in
meddling
with
prices
and
things
like
that.
That's
that's
so.
A
Here
sure,
are
you
volunteering
to
lead
that
subcommittee?
Any
anybody
want
basically
bring
us
some
ideas.
That'd
be
great,
any
other
comments,
new
business
old
business,
mr
kirkstra,
I'd
like
mercy.
R
Oh
well,
since
the
absent
of
my
good
friend
here,
I
would
like
to
make
a
motion
that
we
adjourn.
Second,
second,.
