Kankakee County Board Meeting 11/14/2017 9:00 AM

B
D
A
We
get
moving
I'd
need
to
draw
attention,
we're
gonna.
We
have
a
scriveners
they're
on
page
two
of
the
agenda,
where
some
things
were
duplicated,
so
I'm
asking
that
we
need
a
motion
to
amend
the
agenda
to
reflect
to
this
loose
leaf
agenda
that
was
added
to
your
packet.
We
eliminated
the
duplicates,
so
the
numbers
match
the
actual
resolutions
that
will
be
approving
mr.
Tolin
mr.
Lowe
Jessa,
all
those
in
favor
those
opposed.
Thank
you.
A
Moving
on
under
communications,
basically
I
have
a
couple
things.
First
of
all,
we're
gonna
cancel
this
month's
Finance
Committee
meeting
and
replace
it
with
a
Committee
of
the
Whole
meeting.
So
we're
gonna
do
basically
reprove
claims,
so
we
can
pay.
The
bills
approve
the
labor
agreements
that
we
have
that
have
been
ratified
by
our
labor
partners
and
then
the
budget,
so
that
is
going
to
be
on
the
29th,
so
I
want
to
make
sure
everybody
knew
No.
A
We
have
to
have
a
quorum
that
day,
so
please
block
it
out
on
your
schedule
to
join
us.
For
the
committee
of
the
whole,
it's
an
important
meeting,
yeah
same
day
as
the
Finance
Committee
meeting.
It's
just
replacing
that
meeting
yeah
yes,
this
month,
we
have
to
approve
all
this
by
the
end
of
the
month,
all
right
moving
forward.
Let's
see
here
also
I
just
wanted
to.
Let
you
guys
know
that.
A
Yesterday
we
met
with
our
liability
and
weren't
comp
brokers,
and
you
may
remember
that
we
we
change
companies.
Last
year
there
was
a
strong
sediment
to
take
a
look
at
savings
out
there,
and
so
we
did
and
we
enjoyed
substantial
savings
that
the
first
year
was.
Then
we
actually
was
a
four
month
or
five
month
policy.
Then
we
went
a
whole
nother
year.
A
A
Basically,
what
we
did
is
we
got
$168,000
savings
on
our
liability
and
work
comp
combined
by
combining
these
two
under
one
broker
service
contract.
Plus
we
mitigated
another
$80,000
increase
that
we
were
going
to
have
on
our
work
comp.
So
basically
it
saved
about
$250,000
by
other
changes.
We
did
just
this
year
so
we'll
bring
that
to
the
board
at
the
end
of
the
month
for
approval,
but
that
also
impacts
our
financial
standing
in
our
tort
fund
as
we
go
forward
on
those
those
three
funds
balancing
out
after
the
end
of
2019.
A
So
it
goes
a
long
way
and
in
again
it
goes
to
show.
If
you
don't
check,
you
don't
know
we
check
and
week
we
saw
the
savings
so
just
want
to
let
you
know
that
that
was
some
good
news
yesterday,
moving
on
any
presentations,
don't
have
any
of
those
vacancy
in
appointments.
I
have
the
appointment
of
Raymond
Fairfield
to
fill
the
unexpired
term
for
County
Board
district,
six,
something
we
approved
an
executive,
so
I
just
need
a
motion
to
approve.

You
know
they
call
the

but
as

I
would
say,
he's

the

So
John
does
a
great
job
for
us,
he's
very
involved
with
the
ice
program
and
he's
very
involved
in
the
mentoring
of
our
new
correctional

that
are
coming
in

we
are
very
fortunate
to
have
him

hopefully
here's

D

total

D
A
A
Explanation
and
mr.
Rowe
was
asking
that's
the
appropriation
to
us
from
the
state,
just
us
agreeing
that
that's
the
amount,
it's
not
about
spending
money
so
that
will
come
when
we
go
around
in
the
highway
committee.
That's
when
we'll
be
spending
the
money.
Is
there
any
to
be
pulled
off?
Mr.
Snipes,
no
I'll
just
hang
here.
No
objection
from
my
county
board
members
I
move
that
we
approve
the
consent
agenda.
We
have
a
motion
a
second
mr.
Paden.
Let's
see
motion
to
accept.
That
would
be
a
second
and
a
roll
call
vote.
Please
please.
D
to
the
kinky
River
Conservancy
District
Board,
the
reappointment
of
James
Carter
to
the
kinky
River
Conservancy
District
Board,
the
reappointment
of
Dennis
Johnson
to
the
moments'
and
yell
I
had
drainage
district
number
one
board:
the
reappointment
of
Martin
Graff
juniors
Commissioner
to
the
Spring
Creek
drainage
district.
A
resolution
seeking
to
restore
the
level
of
funding
for
the
motor
fuel
tax
programs
to
local
Road
authorities.
D
Mr.
Trippe
mr.
Washington
mr.
Lodge
ass
aye
mr.
Vickery
mr.
Haas
mr.
Solon
mr.
McConnell,
this
Mulcahy
aye
mr.
Snipes
all
right
mr.
C
Roy
aye
mr.
leer
mr.
Hildebrand,
mrs.
Webber
mr.
Ryan
felt
as
Peters
mrs.
Evans
mr.
Payton,
mrs.
Parker,
hey,
miss
Dunbar
mr.
Ritter
I
mr.
Kinzinger
mr.
Fairfield
mr.
wheeler.
I
motion
carries.
A
Because
I'm
the
agenda
didn't
say
that
yeah
Council
okay,
then
we
should
be
fine
moving
on
to
finance
a
lot
of
insurance
stuff
to
go
through
here.
So
we
try
to
hopeful
answer
as
many
questions
as
you
might
have
thoroughly
as
possible,
but
the
first
one
is
authorizing
the
County
Board
Chairman,
where,
as
designee
to
sign
an
agreement
with
United
Healthcare
for
medical
insurance
for
the
county,
employees
and
officials
who
qualify
for
medical
insurance,
so
I
need
a
motion
to
approve
that
one
mr.
Lodge
s,
mr.
Enfield,
so
we
have
a
motion
in
a
second.
A
Is
there
any
discussion
on
this
one
anything
there?
The
board
members
I
just
wanted,
how
men
that
we
were
looking
at
a
loser,
28%
renewal
in
originally,
and
that
was
substantial,
something
we
could
not
handle.
You
know
the
last
three
years
we
did
some
math.
We
we
were
looking
at
a
total
over
the
last
three
years,
not
including
this
year
of
58
percent
increase
on
our
health
insurance
premiums,
and
we
ended
up
mitigating
that
to
a
6%
increase
over
those
three
years.
So
our
employees
basically
may
be
paying
half
again
what
they
are
right.
A
Now,
if
we
wouldn't
done
the
things
that
we've
done
and
it's
still
pretty
darn
good
insurance
for
what
you
get
these
days,
so
this
was
a
debilitating
increase
that
we
had.
So
we
had
to
make
some
changes
to
it.
We
still
have
plans
with
as
far
as
an
HMO
for
our
doctors
most.
If
not
all
doctors
are
in
this
network
locally
can't
say
every
single
one
of
them.
A
People
need
to
check
their
provider
directories,
but
most
hospitals
are
it's
a
UHC
network,
so
it's
nationwide,
so
we
have,
we
think,
we're
helping
the
employees
out
by
mitigating
some
cost
and
instead
of
that,
28
percent
increase
overall,
depending
on
which
plant
people
choose
we're
gonna
see
about
an
eleven
and
a
half
percent
decrease.
So
that's
good
for
us
all,
and
and
just
depending
on
which
plan
you
choose
now
the
HRA
is
gone
away.
That's
the
one
difference
on
all
of
this
to
health
reimbursement
arrangement.
A
We
kind
of
reach
the
end
of
the
road
as
far
as
the
savings
that
we
could
enjoy
as
a
county.
That
did
us
a
lot
of
good
to
start
with
and
help
the
employees
out
tremendously.
But
as
we
look
at
going
forward,
the
deductibles
over
to
the
point
where
the
premium
savings
didn't
make
it
justifiable
to
continue
down
that
road.
So
if
somebody
needs
an
expanded
network
that
has
all
the
doctors
everywhere,
they
have
that
ability
to
buy
that
plan,
it's
a
little
bit
more
expensive
with
a
higher
deductible.
A
We're
still
can
we're
still
having
HSAs,
where
we're
contributing
and
we'll
talk
about
that
in
a
minute,
but
I
just
wanted
to
let
the
board
know
that
the
committee
worked
hard
on
this
with
our
consultants
to
get
to
where
we're
at
this
wasn't
an
easy
one.
This
was
difficult
because
our
increases
were
we
couldn't
handle
the
increases
that
we
got.
There
was
no
way
absolutely
debilitating,
so
any
other
questions
on
that.
So
I
guess
we
have
a
motion
in
a
second
roll
call
vote.
Mr.
D
A
A
Basically,
this
is
just
saying
that
one
of
the
HSA
plans
we
will
not
be
contributing
money,
the
other
one
will
be
true
in
the
county
will
contribute
$500
from
employee
or
a
thousand
for
any
additional
tier.
This
establishes
those
funding
rates.
Since
we
always
try
to
encourage
people
to
get
into
the
HSAs,
then
they
become
more
of
a
consumer
of
their
their
own
healthcare.
They
don't
go
to
the
ER
for
a
cold
that
kind
of
stuff
because,
though
they
tend
to
pay
for
it
until
they
get
to
a
certain
level
and
then
everything's
covered.
D
A
Carries
moving
on
division
I
believe
there
was
a
no
increase
on
this
one
correct
line
the
pop-tart
there
was
a
slight
increase.
Let
me
take
a
look
here:
yeah
all
it
was
the
dental
that
was
hers,
no
increase,
that's
right,
yeah,
it
was.
It
was
very
minimal,
though
wasn't
that
in
this
again
is
a
totally
employee
contributed
plan.
You
know
that
didn't
it's
their
contributions
paid
for
it.
So
basically
I
need
a
motion
to
approve
mr.
Lodge
s,
miss
Dunbar,
any
other
questions
about
the
vision
plan,
roll
call
vote.
Mr.
H
A
Might
be
a
good
idea
that
it,
we
least
amend
this
to
reflect
what
this
is
because
the
resolution
is
incorrect,
so
I
tell
you:
what
can
we
know
shindig?
Will
we
get
that
miss
Peters?
Second,
it
needs
to
be
passed
before
the
end
of
the
month.
Yeah
yeah.
We
can
do
that.
We
can
come
back
to
it
so
motion
the
table
until
we
get
that
information
that
will
bring
it
back
with.
Second
mr.
Snipes,
all
those
in
favor
all
right.
Those
opposed
okay,
we'll
move
on,
and
they
come
back
to
that
in
a
moment.
A
C
C
D
D
A
Moving

I

I
motion.
A
Carries
thanks
for
that
mr.

catching
that
moving
on
the
dental
plan.
First,
a
motion
to
approve
a
dental
plan,
just
Dunbar
second,
mr.
Washington,
just
for
explanation
purposes.
We
didn't
approve
these
in
finance
because
we
had
a
three
year
rate
guarantee.
Then,
when
I
left
the
meeting
I
realized.
That
was
a
prior
board,
that
it
approved
that
so
we
can't
approve
the
finances
for
an
incoming
board
members.
So
it's
the
same
plan,
it's
the
same
price,
but
it's
mere
formality
for
this
board
to
vote
on
that.
So
we
have
a
motion
in
a
second.
A

We
ask
the
people
that
still
want
to
remain
on
that
Commission.
They
need
to
apply
as
well.
Just
it's
a
formality.
We
go
through
just
to
make
sure
they
still
want
to
be
there.
One
opening
on
the
Ethics
Commission,
even
though
I
did
receive
an
applicant
for
that
I'm.
Just
reaffirming
that
there's
still
an
opportunity
for
other
people
to
to
go
for
that
last
spot.

Please
see
Lin
Mackin
board
members
between
December,
1st
and
11th
about
insurance.
We
have
you
have
elective
insurance.
You
can
take
that
something
you
totally
pay
for
by
yourself,
but
you
do
need
to
go
in
and
select
or
not
select,
as
the
case
may
be,
regardless.
If
you're
going
to
take
it
or
not
take
it,
you
have
to
decline.
