Description
Kankakee County Board Meeting 6/13/2017 9:00AM
A
A
B
Morning
like
to
call
the
june
13th
full
kankakee
county
board
meeting
to
order,
today's
invocation
will
be
from
george
washington,
jr.
C
C
E
F
B
So
if
I
could,
please
get
a
roll
call.
B
President,
we
have
a
quorum
under
public
commentary.
I
have
one
it's
jim
wasser.
H
Good
morning,
ladies
and
gentlemen,
I
haven't
been
here
a
while
because
I've
been
busy,
but
first
of
all
I
want
to
thank.
I
think
we
have
a
new
perception
on
the
county
board.
I
think
with
the
new
group.
I
think
the
people
feel
a
lot
better.
H
Some
people,
like
my
comments,
some
don't
personally,
I
don't
care
because
I
look
at
it
this
way.
When
I
look
at
the
county
board,
I
look
out,
and
I
see
12
to
14
board
members
that
really
care
I'll.
Tell
you
that
right
now,
those
of
you
that
know
you
don't
do
a
good
job.
That's
your
problem,
those
of
you
that
do
a
good
job.
You
do
a
good
job
and
you
should
be
thanked.
H
I'm
sad
about
the
tax,
especially
how
it
was
beaten,
but
I
think
you
were
certainly,
as
you
well
know,
the
perception
of
the
last
board
helped
defeat
you
and
that's
too
bad,
because
in
a
rural
area
it
just
astounded
me.
I
talked
to
mr
rowe
earlier-
and
I've
been
here
before
on
the
same
issue
when
mr
bossert
and
mr
boyd
were
there.
H
I
have
over
40
years
as
a
union
electrician
and
the
county,
and
I
know
the
municipal
that
you
miss
italicize
excuse
me
have
to
pass
that,
but
I
think
we
need
occupancy
permits
in
this
county
and
the
reason
being
is
these
companies
and
people
get
in
their
businesses
and
once
they
start
making
money,
they
forget
who
they
owe
money
to.
H
Liens
are
only
so
good
to
a
certain
part
and
another
thing
I
think
the
county
does
not
have
licensed
electricians,
and
I
believe
that
we
should
have
that
for
one
reason:
okay,
we
know
the
basic
building
codes
are
just
basic,
but
the
sad
part
is
in
illinois.
They
don't
allow
you
to
inspect
craftsmanship.
Anybody
can
twist
two
wires
together
and
put
a
hanger
up
or
put
in
some
duct
work.
H
But
when
you
look
a
classic
example
goes
back
a
few
years
I
worked
on
walmart
south
town.
We
certainly
know
they're
a
fortune.
500
company,
a
friend
of
mine
eminem,
was
doing
the
job
okay
after
they
started
getting
in
making
money
they
put
in
their
little
beauty
shop.
Well,
they
it
took
them
two
years
to
pay
m
m
sheet
metal.
Fourteen
thousand
five
hundred
dollars.
That's
absolutely
unacceptable
with
somebody
that
we
give
these
wonderful
little
breaks,
especially
a
fortune
500
company.
H
So
I
would
hope
that
you
would
seriously
look
into
both
of
those
issues
and
get
back
to
the
public.
Some
way,
because
I
think
it's
just
not
fair,
I
do
if
mr
reed
was
here,
I
was
I
talked
before.
I'm
very
glad.
Thank
you,
mr
ro,
for
doing
your
job.
It's
just
too
bad.
He
didn't
leave
a
long
time
ago,
and
I
would
tell
him
that
if
he
was
here
you
just
I
tell
people
and
they
don't
like
it
and
I'm
not
trying
to
act
like
entertainment
tonight.
H
But
I
ask
I
tell
people
there's
two
places
you
can
see
the
dead
come
to
life,
one
is
at
the
post
office
at
3,
30
or
quitting
time,
and
sometimes
at
the
county
board.
When
you
adjourn
some
people
can't
get
out
of
here
fast
enough
and
wonder
when
their
stipend
check's
coming
would
I
run
for
the
county
board.
I'd
absolutely
love
to,
but
I
have
more
things
that
I
do
with
veterans
that
I
feel
are
more
important.
H
I've
had
12
years
on
a
school
board
which
I'm
very
proud
of,
so
I
do
know
the
system
a
little
and
I
would
strongly
recommend
all
of
you
reps
the
vac
back
here.
The
veterans
assistance
commission
is
a
very,
very
well
kept
secret.
There's
many
veterans
in
this
town
that
even
I
deal
with
that
have
no
idea
what's
available
to
them.
I
will
give
the
county
assessor
downstairs
the
highest
credit
when
the
veterans
come
in
with
their
different
issues,
they're
treated
with
respect
and
a
smile,
and
they
go
overboard.
H
The
lady
I
normally
deal
with,
I
believe,
is
christine
anderson,
I'm
sure
they're
all
good,
but
I've
always
had
good
luck
with
her.
I
send
guys
up
here
and
they're
treated
with
utter
respect
and
a
smile
which
they
certainly
should
be,
but
there's
so
many
things
out
there
that
this
vac
office
back
here
can
really
take
care
of,
because
there's
a
lot
of
things
that
veterans
have
no
idea
what's
available
to
them.
H
If
you
have
any
of
your
constituents
in
your
districts,
regardless
of
war
or
conflict
to
me,
they're
all
wars,
but
you
should
tell
him
that
there's
a
lot
of
disability
money
out
there
and
it's
not
a
giveaway.
It's
called
an
entitlement.
The
only
true
entitlement
in
this
world
is
what
we
veterans
served
our
country
for
all
this
other
crap
is
giveaways
entitlement.
You
earned
that
whether
you
were
in
combat
or
not,
you
left
a
comfortable
life
to
serve
your
country
at
one
time
or
another.
H
H
We
have
two
men
graduating
from
vet
court
and
normally
that
can
take
up
to
two
years
and
if
you
ever
get
a
chance,
you
really
want
to
see
how
it
works.
It's
every
thursday
at
11
30,
it's
normally
in,
I
think,
room
110.
On
the
first
floor,
it's
tough
love,
there's
some
that
I've
mentored
that
have
left-
and
it's
very
sad
but
there's
help
out
there
for
them.
It
gives
them
a
chance
when
they
finish
all
this
and
they
got
to
go
through
a
lot
of
hoops.
They
just
don't
get.
H
Oh
here
you
go,
your
record
is
expunged.
Absolutely
not,
and
mr
rose
certainly
knows
all
of
that,
but
he's
been
very,
very
supportive
of
veterans.
I
feel
I'm
a
very
honest
man
with
some
integrity
and
common
sense
and
I'm
very
honest
to
tell
anybody.
I
told
mr
ro
that
I
did
not
vote
for
him
the
first
time.
H
Okay,
that's
fine,
but
I
would
vote
for
him
again.
The
next
time
I
believe,
he's
done
a
good
job
and
brought
a
new
perception
has
and
he
is
in
a
whole
group.
So
thank
you
for
what
you're
trying
to
do
and
maybe
someday
we
can
get
an
entire
board
that
doesn't
want
to
re,
leave
real
fast
and
all
do
their
job,
but
the
ones
that
do.
Thank
you
very
much,
and
I
appreciate
that.
I
B
You
I
don't
have
any
communications
or
presentations
this
morning
vacancy
and
appointments
we'll
get
to
in
a
moment:
certificates
of
recognition,
carol,
chapman
20
years
at
probation,
john
beavis
30
years
at
the
health
department,
and
we
do
have
stephen
blanchette
here,
40
years
at
the
highway
department.
Would
you
like
to
join
me
over
here
40
years.
F
If
anybody
doesn't
know
steve
he's
been
at
the
county
for
40
years,
I'm
about
the
third
county
engineer
he's
worked
with,
he
is
a
has
a
vast
institutional
knowledge.
That's
been
very
helpful
in
in
highway
department
operations
he's
our
traffic
and
safety
manager.
F
B
All
right,
moving
on
minutes
of
last
meeting
for
may
9th
need
a
motion
to
approve
mr
oltof
second,
mr
byrne,
all
those
in
favor
aye.
Those
opposed
motion
carries
let's
see
here.
Moving
on
to
claims
committee,
do
a
motion
to
approve
mr
washington.
Second,
mr
johnson,
we
need
a
got
to
read
those
under
the
record.
Please.
G
B
Carries
moving
on
to
department
reports
need
a
motion
to
combine
and
accept
their
reports.
Ms
dunbar
second
miss
evans.
We
need
to
get
those
right
into
the
record
also
for
our
department
reports.
B
A
G
County
collector's
monthly
report,
we
have
examined
the
april
30th
2017
monthly
report
of
the
ex
officio
county
collector
and
to
the
best
of
our
knowledge,
finds
to
be
true
and
correct.
G
G
The
we've
examined
the
april
30th
2017
monthly
report
of
the
county
treasure
and
to
the
best
around
trying
to
be
true
and
correct.
G
The
coroner's
report
for
2017
calendar
year
there
were
599
total
calls,
93
corner
cases,
51
autopsies,
52,
toxicology,
nine,
outside
autopsies,
one
donation,
four
indigents,
fourteen
x-rays,
286
cremations,.
G
The
monthly
resolution
list
for
june
2017
is
placed
on
file.
B
Thank
you.
We
have
a
motion
a
second
all,
those
in
favor
all
right.
Those
opposed
motion
carries
moving
on
to
committee,
presentations
and
resolutions
on
the
consent.
Consent
agenda.
Excuse
me,
is
there
anything
that
needs
to
be
removed
for
further
discussion.
A
B
Motion
to
combine
a
proof
for
mr
vickery,
a
second
mr
snipes
has
a
second.
So
if
we
could,
we
could
read
these
into
the
record
besides
71.
B
G
Yeah
mr
tripp
aye
mr
washington
aye
mr
lajest
aye,
mr
stoffenberg
aye,
mr
vickery
aye,
mr
altac
aye,
mr

aye,

mr
lear
aye,
mr
reinfeldt,
mr
einfeldt
aye,
mrs
peters
hi.
This
is
evans,
mr
johnson.
B
Right
motion
carries
reference
to
number
71
resolution
determining
prevailing
wages
for
public
works
contracts
in
kankakee
county.
We
should
probably
read
that
into
the
record.
I
will
note
that
before
mr
clark
does
that
there's
a
separate
packet
for
that
that
was
handed
out
because
it
was
the
language
was
updated
from
the
highway
department.
We
just
want
to
make
sure
everybody
knew
there's
a
separate
packet.
The
one
that's
in
the
packet
is
the
old
version.
This
is
the
correct
one.
G
Coming
under
the
jurisdiction
of
the
kinky
county
board
is
hereby
ascertained
to
be
the
same
as
the
prevailing

wages
for
construction
work
in
the
kinky
county
area,
as
determined
by
the
department
of
labor
with
the
state

illinois.
As

june
of
the
current

A
copy
of
that
determination
being

G

of
the
state
of
illinois

said

G
Any

except

for
the
of
the

required
by

and
such

will
constitute
notice
that
the
determination
is
effective
and
that
this
is
the
determination
of
this
public
body.
The
committee
recommends
this
resolution

first
a

a
second
miss

discussion,
mr

Thank
you
just
a
moment.
Sorry.
J
Thank
you,
mr
chairman.
I
I
just
I
have
a
hard
time
swallowing
the
pill
of
we
have
to
pay
prevailing
wage
when
there's
so
much
work
to
be
done
and
so
little
money
to
do
it
with
and
they
strong
arm
us
in
telling
us
we
have
to
pay
the
wage
where
we
should
pay
the
wage
that
the
market
would
bear
at
the
quality
of
work
that
we
could
get
it
done
at,
and
I
just
don't
agree
with
this.
B
J
B
B
Okay,
thank
you.
Good
moving

to
highway

need
a
motion
to

83,
mr

Second,
mr

if
we

just
we're

any

it's
a
roll

my

dreinfeld,
mrs
peters,
mrs
evans,
mr
johnson
aye,
mrs
parker
aye,
ms
dunbar
aye,
mr
ritter,
aye,
mr
wheeler.
B
Aye
motion
carries
moving
on
to
yes,
mr
house.
E
B
E
B
Yeah,
we're
gonna
spend
it
for
sure
alrighty
moving
on
to
other
business,
the
openings
one
opening
on
the
kankakee
county
board
of
health.
That's
the
dentist
position.
B
Five
openings
on
the
kanke
county,
regional
planning,
commission,
that's
also
an
ongoing
search.
So
as
far
as
the
executive
session
goes,
we're
not
going
to
address
anything
under
pending
litigation,
but
I
do
need
a
motion
for
the
five
ilcs
120-2
c2
employment
matter
involving
specific
employees
and
a
review
of
except
executive
session
minutes.
5
ilcs
120,
slash
2c21.
J
E
F
B
All
righty
we're
back
from
executive
session.
I
will
need
a
motion
to
approve
the
following
minutes.
As
discussed
from
executive
sessions.
It
will
be
the
june
12
2007
march
9th
2010
september
14th
2010
december
14th,
2010
september
10th,
2013
september
9,
2014
september
25,
2014.
B
D
E
G
B
Aye
motion
carries:
let's
see
I
have
some
old
business
here,
just
a
reminder
that
the
highways
and
buildings
in
the
pza
meetings
dates.
The
meeting
dates
change
next
month,
so
the
automatic
you
know
the
calendar
online
has
been
updated,
the
one
that
may
be
connected
to
your
your
your
own
calendar
so
and
I
think
hard
copies
were
put
in
the
boxes
as
well.
So
if
there's
any
questions
there,
please
let
us
know
the
planning
transportation
higher.
B
We
have
had
since
jeffrey
moved
up
with
the
retirement
of
mr
lammy.
That's
been
a
vacant
position
now
we're
in
the
in
the
position
where
we
may
potentially
lose
grant
money
and
have
to
pay
stuff
back.
If
we
don't
fill
that
so
that
this
is
a
grant
position.
So
it's
not
a
general
fund,
there's
a
small
portion
of
this
that
is
general
fund,
but
we
we
basically
never
have
to
cover
it
because
overhead
lights
heat
all
of
that
kind
of
stuff
can
be
used
as
a
match.
B
So
I
just
want
to
kind
of
advise
and
see
if
there
was
any
questions
about
that.
If
someone
had
a
problem
with
it,
then
we
could
discuss
it,
but
I
figured
being
that
it
does
not
going
to
cost
us
and
it's
actually
going
to
save
us
from
paying
money
back.
It
made
sense,
so
federal
government's
just
asking
questions
where
you
know:
what
do
you
you're
going
to
lose
it
if
you
don't
use
it
basically,
so
that
that
was
more
of
an
advisory
thing?
Let
me
know
if
you
have
any
questions.
B
B
B
It's
not
specific
on
how
deep
of
an
audit
we
do
it's
that
it
just
says
that
has
to
be
done
and
it
has
to
be
done
by
cpa.
So
what
I
did
was,
as
I
engaged
skdo
to
just
give
me
you
know:
what
do
we
have
to
do?
What
roughly
would
it
cost?
If
we
do
this
audit
and
it
we
should
have
done
one
when
the
sheriff
changed
over
within.
I
think
it's
180
days,
I
believe,
but
we
were
bullets
out
of
the
gun
there,
no
pun
intended.
B
So
we
can't
really
go
back
on
that
one,
but
the
new
elected
officials
that
we
had
in
the
treasurer's
office
state's
attorney
and
the
auditor's
office
they
they
need
to
have
an
audit
done.
It's
basically
a
spot
check,
it's
not
hugely
in-depth,
but
it
needs
to
be
a
new
audit.
We
just
can't
use
what
they've
already
done,
because
ethics,
the
statute
doesn't
say
that,
but
the
the
ethics
of
a
outside
auditor
say
that
that
they
just
can't
redo
what
they
just
did.
B
So
we
were
just
a
spot
check,
so
I
was
letting
everybody
know
that
you
know.
I
have
an
estimate
here
of
what
it,
depending
on
how
deep
we
go
on
this,
I
believe,
was
between
three
and
five
thousand
roughly
to
do
those
audits,
but
you
know
that's
just
something
that
we
have
to
do.
Mr
downey.
B
So
that
goes
up
to
about
12
000..
No,
I'm
just
no.
We
will
get
you
in
on
that,
then
we'll
take
a
look
at
that
it
was,
it
was.
Compliance
is
really
the
issue.
The
auditor
obviously
sticking
with
the
statutes,
and
we
want
to
support
that.
So
if
there's
any
other
questions,
we're
just
going
to
move
forward,
we'll
give
a
report
on
where
this
comes
out
at
finance.
As
far
as
the
final
costing
mr
mulcahy.
B
It's
just
it
hasn't
been
done.
As
I
looked
online,
I
could
only
find
a
like
a
sprinkling,
maybe
one
or
two
that
actually
post
this,
because
there's
no
law
that
says
you
have
to
post
it,
but
speaking
with
mr
lee,
there
are
other
counties
that
do
this
all
the
time.
It's
just
not
a
public
thing
that
is
released
out
there,
but
we
still
have
to
do
it
so
learn
as
you
go
along.
So
this
is
unfortunately
it's
an
expense,
but
it's
something
we
have
to
do
so
any
other
questions,
all
right.
B
That
was
more
advisory.
I
did
want
to
mention
this
just
as
a
I
want
to
say,
continuing
business
we'll
be
reaching
out
me
and
mr
lear
about
getting
small
groups
of
people
to
get
together
to
talk
about
budget
amendments
for
this
year,
getting
ready
for
finance
committee
this
month.
B
Now
that
we
have
a
better
picture
of
the,
I
want
to
say
the
business
model
that
we're
operating
under
we've
got
some
costs
kind
of
narrowed
down
and
revenues,
and
all
of
that-
and
we
also
have
been
working
with
mr
mccarty
over
the
past
three
or
four
months-
actually
to
produce
a
2018
through
2020
just
projected
budget.
It's
not
down
to
the
detail,
but
we're
looking
at
what
the
county's
looking
like
the
numbers
that
we
have
to
hit
in
order
to
have
cash
flow
in
2020..
B
So
that's
complete
and
we
also
have
some
liabilities
that
we
have
to
take
care
of.
Paramount
is
the
highway
department
because
they're
going
to
need
to
be
paid
back
in
that
time
period.
So
I
think
you'll
be
pleasantly
surprised
as
far
as
our
ability
to
do
this,
but
what
it
doesn't
include
is
any
increased
costs
beyond
what
we
already
know.
B
You
know
stay
the
course
1000
points
of
light,
but
you
know
what
I
mean
it
has
to
be
what
we
do
as
a
board
to
be
able
to
guarantee
that
we
have
cash
flow
in
2020.,
so
in
small
groups
of
people
will
meet
and
this
will
be
released
to
the
through
finance
and
through
any
any
budget
amendments
we
do
for
this
year
and
then
rejected
going
out
so
that
point
that
we've
been
waiting
for
on
having
our
arms
around.
B
K
A
A
I
think
for
people
to
understand
some
of
the
new
changes
and
the
finding
opinions
that
have
come
out
on
those
issues
recently,
so
it
said
olivet,
I'm
not
sure
yet
which
room
we're
going
to
use
it's
a
moving
target
right
now,
but
but
it's
june
28th
there's
a
1
30
session
and
a
5
30
session
that
day.
So
if
anyone's
interested
just
send
me
an
email,
we'll
add
you
to
the
list,
let
me
know
which
session
you
want
to
attend.
A
Actually,
actually,
I
think
olivet
is
providing
some
beverages,
and
maybe
food.
I
Not
on
that,
just
one
just
want
to
make
sure
when
we
go
into
executive
sessions,
do
we
cut
off
these
cameras
or
do
they
still
roll.
I
B
B
I
B
Yeah
some
some
hr
training.
Basically
there
you
go.
