tract

variance
request
in
the
fact

variance
is
because
he
has
too
much

It's
a
lot
with
variants

the

limits,

feet
and
because
of
the
configuration

the
best
they
could
do
was
690
feet.

acre
tract
outlined

red
on

screen

The
property
is
zoned,

single
family
residential.

it's
a
newly
created
lot
after
2002,
when
our
special
use
permit
regulations
went
into
effect,
it
requires
a
special
use
permit
to
build
a
house
on
any
parcel
larger
than
two
acres
in
that
district.
So
mr
wells
is
requesting
that
a
special
use
permit
be
issued
so
that
he
can
build
a
home
on
that
property.
It's
located
on
1500
south
road
in
aroma,
township,
just
past
the
railroad
tracks,
both
zoning
board
and
planning
and
zoning
recommend
the
approval.

start

we

talked

it

committee

brief
overview
if
you

you

However,
you

to

go

an
abridged
version.
About
a
year
ago,
little
over
the
city
and
the
county
created
the
another
governmental
entity
called
the
land
bank.
It's
basically
a
way,
a
mechanism
to
capture
all
these
properties
that
have
fallen
off
the
tax
rolls
repurpose
them
wipe
away,
liens
fines,
all
those
things
that
makes
redevelopment
impossible
and
then
package
them
to
a
developer.
To
re
do
those
so
they
can
get
back
on
the
tax
rolls,
whether
it's
residential
or
commercial.
It's
a
really
good
tool.
A
So
it's
churn
it's
not
about
making
a
big
sale
and
splash
it's
about
getting
those
properties-
oh
like
maybe
on
a
corner
over
here
that
has
been
empty
for
15
years
and
there's
fines
and
liens,
and
we
want
to
get
that
back
on
the
tax
rolls
or
get
it
to
generating
revenue
taxes
in
some
way,
whether
it's
sales
tax.
So
we
look
for
a
way
to
fund
the
executive
director
position
of
this,
because
you
have
to
have
someone
that
has
a
you
know:
real
estate,
finance
sales
background
really
organized.

got
to
have
someone
usher
the
deal
through
it
just
can't
be
an
unmanned
organization,
so
there's
a
really
good
board
in
place
of
industry
professionals,
we're
going
to
be
adding
people
from
other
communities
to
that
a
part
of
the
advisory
board,
so
we're,
finally
to
the
point
of
starting
to
go
out
and
we're
addressing
problem.
When
I
say
we
it's
not
even
me
or
the
mayor
of
keke,
it's
this
board.

We
have
to
have
a
place
for
the
employee,
so
we
looked
at
the
model
the
alliance
afforded
us
with
some
tweaks.
Obviously,
you
know
they're
not
going
to
have
a
separate
location,
yet
we
want
to
put
them
here
in
our
planning
department
utilize
that
we
already
have
the
space
we
already
have
the
network.
We
need
to
provide
them
with
benefits
and
the
pay
is
coming
from
the
grants
that
the
city
of
kankakee
is
getting
so
this
agreement
for
the
next
two
and
a
half
years.

That's
how
they're
going
to
deposit
and
may
have
already
sent
that
check
over
or
will
after
this
meeting
and
put
that
in
the
bank.
So
we
can
pay
this
individual
and
cover
the
overhead
costs
for
the
next
couple
of
years.
Our
contribution
is
the
benefits,
and
so
that's
a
fixed
amount.
We
have
skin
in
the
game.
They
will
not
necessarily
report
to
this
board
and
us,
but
they
will
report
information
to
us,
but
they
report
to
the
land
bank
board.

we
have
to
basically
just
like
with
the
alliance
every
couple
years,
reauthorize
it
and
then
authorize
the
hiring
of
these
positions
right
just
so
they
can
be
legally
our
employee,
so
the
reporting
responsibilities,
obviously
they're
going
to
be
accountable
to
both
the
city
of
kankakee
and
the
county
of
what
they're
doing,
but
really
their
activities
are
governed
by
their
board.

think
diversity
is
the
key
word.
There's
a
lot
of
different
people
who
live
in
the
county,
so
they
need
to
be
represented
to
represent
it
as
well.

that,
once

foundation
is
set,
other
communities
can
join
the
land
bank
once
they
establish
those
parameters.
It's
they
have
to
buy
in
just
like
everybody
else
does.
But
you
know
the

mantinos

different
communities
that
may
find
value
in
this
type
of
thing.

bourbon,
a
a
lot
of
people
have
expressed
interest
already
and
as
far
as
the
governments
have

being
part
of
this,

they
have
those
same
type

pockets
of

would
say,
blighted
properties,
things
that

sitting

dead

the
tax
rolls,
and
that
includes
the
hopkins
park
area
as
well.

we're

to
go
down
the
road

they're

to
go
any
other
thoughts
about
the
funding
mechanisms,
where
they're
going
to
be
housed
all
of
that
kind
of
stuff,

work

that's

us.

we're
doing

doing
payroll,
we're
doing
all
that
stuff
here,
but
the
money
is
being
supplied
from
the
city
of
kankakees
grants
for
this
endeavor
all

sediment

river

going

remove
sand

river.
This
is
the
first
step.

things

the
turn
of
century
when
they
did
some
of
this
type
of
dredging,
but
they've
never
done
anything
now
and
the
time
for
talk
is
over
we're
going
to
take
action.
So
the
first
step
is
this
agreement
with
burke
engineering
who's
heavily
involved
on
the
indiana
side
of
the
kankakee
river
issue.
So
they're
well
aware
of,
what's
going
on
over
here,
they're
going
to
tell
us
basically
all
of
the
engineering
where
we're
going
to
be
able
to
pull
from
how
much
we
can
get
out
of
there.

That's
the
first
and
then
handle
all
the
permitting
and
everything
with
dnr
army
corps
everything
moving
forward,
so
they
would
be
managing
and
what
you
see
in
front
of
you
is
that
proposal
to
do
all
of
that
stuff.
So
that's
I'm
trying
to
find
in
my
packet
here
in
case
there's
any
specific
questions,
but
please,
let
me
know
if
there
are
this.
This
is
a
necessary
step
to
be
able
to
actually
define
what
the
scope
of
work
is
with
that
project.

it
kind
of
goes
back
to
the
the
first
meeting
ahead
with
the
senator
when
he
was
first
appointed.
He
asked
for
a
top
ten
and
of
things
that
I
wanted
to
get
accomplished
and
the
board
wanted
to
get
accomplished
and
our
first
two
items
were
the
same.

was
the
work
on
the
river
and
a
gas
pipeline
to
hopkins
park,
and-
and
this
is
a
continuation
of
checking
things
off
of
that
list-
he
went
and
got
the
million
dollars
for
this
dredging
project
and
without
his
help
we
would
not
have
a
dime
for
it.
We
couldn't
do
anything
now,
we're
gonna
manage
it.
The
second
part
of
that
was
the
seven
million
dollars
that
he
also
got
for
infrastructure
work
on
the
river.
That's
the
second
leg
of
this.
A
None
of
that
money
can
be
spent
on
non-bondable
items,
so
it
has
to
be
something:
that's
like
a
20-year
shelf
life.
It
can't
be
dredging.
This
million
dollars
is
just
to
get
that
amenity
of
the
kanke
valley
park
district
back
in
to
be
viable
for
the
public
and
also
for
the
rescue
boats
for
aroma
fire
to
get
in
the
moldable
part
of
the
river
right.

Now
they
can't
even
get
in
there,
so
it
it
checks,
so
many
different
boxes
on
being
good
for
the
park
district
aroma
park,
city
of
kankakee,
the
boaters,
the
boat
clubs
and
also
the
fire
and
safety
part
of
this,
the
boaters
themselves.
So
and
then
again
we're
not
doing
a
study,
we're
not
talking
about
it,
we're
doing
it.
So
I
I
hope
that.
I
Yeah
and-
and
I
think
for
those
of
you
who
are
not
really
familiar
with
it-
I
had
a
recent
conversation
with
the
chairman
about
maybe
doing
a
a
cruise
and
and
taking
a
look
at
some
of
the
vicissitudes
that
plagued
the
river,
so
maybe
judge
cunnington
will
let
us
use
his
pontoon
boat.

but
when
this
boat
launch
was
covered
with
sand,
they
could
get
before
that
they
could
just
enter
right
there
near
their
station,
but
now
they
have
to
go
all
the
way
through
and
if
you
know
the
construction
there
by
grace
baptist
over
waldron
road
that
it
might
not
be
a
timely
to
get
to
where
they
have
to
be
so
it's
key
for
water
safety
and
for
this
community.
So
I
applaud
this
board
for
going
forward
for
that.

supportive
of
this
project
and
because
I
see
many
benefits,
as

true

almost
every
construction
prosecutor,
I've
ever
known.
This
is
going
to
still
take
time
we

going
to
we
are
acting,
but
before
we
see
sand
actually
being
brought
out
of
the
river
it's
going
to
be
several
months.

looking
at
spring
is
that's
what
we're
shooting
for.
If
we
get
all
the
permitting
done
before
snow
flies,
then
we
could
have
equipment
ready,
staged
the
agreement
with
the
park
district
to
let
us
de-water
and
the
approval

de-water
the
sand
right
there
on
that
parking
lot.

we're
not
double
trucking
this
stuff.
So
we
get
more
sand
out.
If
we
don't
have
to
move
it
twice,
hope
that
makes
sense.

got
a
million,

waste
it
on
gas.

creative
because
we
are
moving
the
sand
out
of
the
river
at
some
point.

also
know
that
the
river
from
time
to
time,
floods
overflood
we're
able
to
recycle
that
sand
and
put
them
in
some
sandbags

them
to
the
people.
That's
on
the
river.
So
that
way
we
are
having
another
positive
youth,
at
least
recycling,
that
sand.
So
it
doesn't
go
to
waste.

like
the
idea,
but-
and
I
don't
know
if
you
can
return
sand
back
to
the
river-
I
think
they
have
to
get
it
out
of
the
floodplain,
but
it's
up
to
the
contractor,
who
is
bids
the
hauling
to
dispose
of

sand.
We
don't
want
to
hold
the
sand.
That's
a
big
problem.
If
we
just
have
a
pile
somewhere,
because
it
it
blows,
you
know
it's
not
what
that's
not
the
business
we
want
to
be
in
so
the
way
these
bids
are
written,
whoever's,
trucking
it
away
they're
charged
with
disposal.

part
of
groups

had
work
done

the

type

sand
we

has
almost
no
practical
use
in
construction,
except
for
base
sand
underneath
certain
things

the
river

talking

find
out
that
we've

people

commuting

like
to
be
residents,
but
we
don't
have
adequate
housing.

housing
industry
took
a
real
hit
back
about
12
14
years
ago,
and
it's
never
recovered
and
we
want
to
be
able
to
do
a
housing
study
to
be
able
to
show
the
need
for
the
you
know
for
new
housing,
new
developments,
different
types
of
housing,
so
this
housing
study
hopefully
will
give
us
the
tools
we
can
go
to
try
to
find
outside
developers
that
can
come
in
here
and
not
just
build
two
or
three
or
four
homes.

year,

come
in
and
actually
do
developments
builds
potential
condos
apartments
facilities
that
have
amenities.
Those
are
the
things
that
we're
hearing
that
people
want
to
have
in
the
county.
As
we
all
know,
real
estate
has
really
been
tight
over
the
last
couple
years.
There's
not
a
lot
of
you
know
open
real
estate
to
go
out
and
buy.

So
we
think
this
is
an
opportune
time
to
do
this
housing
study
to
get
the
ammunition
that
we
need
to
go
and
entice
developers
to
come
to
come
to
key
county
and
build
houses,
build
residences,
build
apartment
complexes.
So
we
can
keep
our
employees
in
the
county
and
turn
the
return
them
from
commuters
to
residents.

we've
heard
those
same
arguments,
and
so
we
did
a
you
know.

sturdy
survey
of
the
school
districts
and
the
school
enrollment
has
continually
declined
over
the
last
10
to
12
years,
and
our
school
population
has
gone
down
several
thousand
now
it
probably
you
know
it
goes
along
with
the
fact
that
our
our
population
has
declined.
The
school
enrollment
has
declined,
so
facilities
you
know
exist
to
be
able
to
take
you
know
more
students
without
having
to
you
know,
put
anything
back
on
the
taxpayers
that
we
have
to
build
facilities.

I've
talked
to
a
number
of
school
superintendents
and
they
have
you
know
they
have
plenty
of
facilities
available
to
be
able
to
house
several
hundred
more
students
per
school.
So
hopefully,
these
new
new
residents
that
we
bring
into
the
community
won't
impact
the
schools
to
have
to
do
more
construction.

was
finding
that
interesting
because
I
was
at
the
school
board
meeting
last
night
and
ken
key
school
district.
Even
with
all
the
new
building
new
additions
accommodates
like
12.
I
think
it
was
1275.

However,
they
their
enrollment
has
increased
to
over
15,
almost
1600,
so
they
are
experiencing
a
300
increase.
Is
that
a
shift
within
the
county,
or
is
that
causing
individuals
from
coming
out.

Most
of
the
districts
that
we've
surveyed-
and
we
certainly
made
of
all
of
them,
have
all
had
declines
over
the
last
10
to
12
years
now.
You
know
this
key
school
district
also
had
that,
but
just
in
the
last
couple
years,
they've
seen
a
change
and
their
enrollment
started
to
you
know
to
go
up.
Most
of
the
districts
have
not
seen
that
you
know
the
most
