our

county
and
state
lord
give
us
courage
to
make
hard
decisions
when
necessary
to
do
whatever
needs

be

grant

things
do
not
go
away
in
jesus

Thank

As
a
result
of
this
and
to
their
credits,
kankakee
county's
judicial
system
is
making
an
effort
to
address
the
needs
of
criminals
with
mental
health
issues
without
taking
prison
as
a
sentence,
they
are
trying
to
use
innovative
programs
to
engage
the
person
in
question
with
mental
health
programs
that
could
potentially
change
the
direction
of
their
lives
in
a
positive,
productive
way
to
avoid
a
prison
term.
In
december,
my
son
was
instructed
to
see
a
psychiatrist.
H
Take
appropriate,
prescribed
medication,
attend
counseling
on
a
regular
weekly
basis
and
become
employed.
That
sounds
very
reasonable.
He
made
every
effort
to
comply.
The
only
avenue
available
to
him
in
this
regard
was
helen
wheeler.
He
was
put
on
a
waiting
list
to
see
a
psychiatrist,
which
is
the
only
way
to
get
a
prescription
for
medicine.

He
did
go
to
weekly
counseling
and
he
was
able
to
work.
He
was,
however,
on
the
waiting
list
to
see
the
psychiatrist
until
may
that's
five
months,
five
months
without
medication,
five
months
to
gradually
mentally
unravel
helen
wheeler,
has
one
psychiatrist
provided
by
riverside.
Who
goes
there
one
day
per
week
for
only
three
to
four
hours?
Each
time
the
psychiatrist
does
not
go
to
the
jail
helen
wheeler
would
not
provide
me
with
information
as
to
how
many
people
they
service.

He
began
to
disintegrate
and
began
wandering
and
soliciting
for
money
for
the
drugs
and
alcohol
that
would
relieve
his
pain,
but
would
also
turn
his
world
more
upside
down
than
it
already
was
a
few
days
before
his
psychiatric
appointment.
He
disappeared
when
he
was
finally
found.
It
resulted
in
another
trip
to
jail
and
a
suicide
watch.

The
bottom
line
is
this:
the
longer
mental
illness
goes
left
untreated,
the
worst
it
will
get
and
because
it
will
become
in
the
end
completely
unmanageable
the
longer
they
live
on
the
streets.
These
victims
of
mental
illness
become
less
likely
to
ever
recover
and
return
to
anything
that
resembles
a
normal
view
of
life,
helping
these
people
who
are
suffering
from
mental
illness,
drug
addiction
and
ultimately,
the
homeless
requires
financial
resources
that
are
not
forthcoming
to
this
community.

public
comment
here
at
the
county
board
meeting
go
ahead.
I
I
was
fascinated
to
attend
the
kaneki
county
hispanic
partnership
gathering
recently,
where
sheriff
downey
was
in
attendance
and
fielded
a
number
of
questions
about
the
activities
of
ice,
add
jerome,
combs
and
dispel
some
myths
and
share
some
information.
I
thought
it
was
a
very
valuable
experience.
I
One
of
the
things
that
most
surprised
me
was
that
sheriff
downey
confirmed
per
one
of
my
questions
that
it
is
possible
to
rewrite
the
contract
with
the
u.s
marshals,
specifically
to
exclude
ice
and
speaking
as
a
member
of
connect,
kankakee
and
several
other
interested
local
groups.
That
was
a
fascinating
thing
to
discover,
especially
in
terms
of
what
it
says
about
kankakee
county
for
us
to
partner
with
immigration
and
customs
enforcement.
I
I
also
found
it
worrying
and
both
county
board
member
stephen
hunter
and
chairman
wheeler
can
testify,
as
they
were
also
present.
I
asked
chairman
wheeler
what
effect
it
would
have
in
the
event
that
the
u.s
marshals,
contract
and
or
specifically
the
ice
portion
are
no
longer
active
and
he
shared
that
that
would
be
devastating
for
the
county.
I
So
my
question
for
the
county
board
is
what
is
specifically
our
plan
to
deal
with
that
potential
loss
of
revenue,
and
I
would
be
interested
to
discover
what
specific
layoffs,
downsizing
or
other
compensation
would
happen.
As
a
result
of
that,
I
think
it
would
be
fiscally
irresponsible
at
this
point
not
to
make
a
plan
for
that
very
realistic
eventuality.

kankakee
county
residents
have
contributed

civil
rights

evidenced

enforcement
officers
and

treatment
of
those
in
ice
custody,

path
to
citizenship

illinois

the

discussion
emanating

organization

full
house
at
that
particular
meeting
the
chairman,
as
well
as
the
sheriff,
responded
to
a
multiplicity
of
questions
and
provided
valuable
information
to
the
members
who
articulated

brought
forth
the
various
questions
dispelling
some
of
the
perceptions
and
fallacious
things
have
been
brought
forward.
Regarding
ice
detainees
universally
being
put
in
cages,
you
may
recall
when
congressman
chewie
garcia
came
to
the
jerome
combs
unannounced,
the
sheriff
openly
permitted
them
to
come.

hispanic
partnership,

naacp
and
some
of
the
people
who
are
present
here,
commissioner
payton
commissioner
burns

lori

boys
and
yours
truly-
were
at

rally
in
which
we
had
in
excess

redundant

excess
of

people
at
the
fairgrounds,
with

cooperation

local
law
enforcement

entities

elected
officials
dealing

the
things

transpired

this
particular
country

the
last
several

this
particular
resolution,

quite
comprehensive

pervasive

terms

stand

salary

public
defender
salary

our
public
defender
became

full-time
position

order
to
receive
the
two-thirds
reimbursement
from
the
illinois
department
of
revenue,
their
salary,
the
salary
of
the
public
defender
must
be
90
percent
of
the
state's
attorneys.

when
the
state's
attorney's
salary
increases,
the
public
defender,
salary
must
increase
as
well
to
keep
with
that
90
percent.
That's
what
this
resolution
does
in
order
to
get
the
reimbursement,
we
must
submit
a
resolution
from

county
board
or
minutes
from
a
meeting
approving
that
increase.

that's
what
the
increase
is
for,
and
two-thirds
of
that
will
come
back
to
the
county,
then
as
reimbursement
from
the

This

was

older
white

were
living
in
the
rural

it
was
an
opportunity

we
actually
start

change
the
makeup
of

and

felt
that

a
few
of
those

political
reality

my
district

democrat
and
there
is
no
statistical
way

be
returning

board
member

doesn't

race

ever
been
able
to
find
that
that
actually
happens,

so
I've
known
this
since
somebody
filed
a
run
against
me.

going
to

race

opponent

member
if
she
chooses

district
