recent
declaration
from
a
detainee
at
jerome
combs,
who
is
being
held
on
behalf
of
ice
there.

florian
kroenig
had
put
out
a
declaration
that
introduced
a
number
of
concerns
to
me
and
several
other
members
of
our
community.

finally
did
get
that
test
it.

results
told
to
him
were
a

been
a
false
negative.
Despite
having
the
same
symptoms
a
week
later
and
eventually
testing
positive.
He
was
first
told
that
he
did
not
have
covet

a
test
did
correctly
identify
that
he
had
covet
19,
he
was
placed
in
a
locked
down
cell
that
he
declared
was
effectively
solitary
confinement.
So
I'd
also
like
to
ask
the
members
of
the
board
whether
that
is
standard
treatment,
protocol
for
isolating
inmates
who
have
inmates
who
have
tested
positive
for
coronavirus
and.

in
his
declaration,
he
stated
that
he
has
been
there
since
january
30th
of
2020,
which
is
now
over
a
year,
and
my
understanding
is
that
ice
regulations
state
that
detainees
are
to
have
access
to
regular
outside
recreation
time
and

if
a
facility
does
not
have
those
outdoor
recreation
facilities,
they
should
only
be
held
there
for
30
days.

kroenig
has
been
detained
there
for
over
a
full
year,
more
than
12
times
the
permitted
length
and
has
been
deprived
of
sunlight
the
entire
time,
and
my
understanding
is
that
mr
kraenig
is
not
an
unusual
case.

multiple
inmates
there
who
have
been
detained
at
your
own
combs
for
even
longer
than
he
has
so.
I
would
like
to
know
from
the
members
of
the
county
board
what
their
stance
is
on
people
being
detained
far
in
excess
of
what
isis
regulations
permit.

materials
company
located
at
1277
county
highway,

high
road
kankakee
illinois
to
rescue
two
people
and
whereas
responding
firefighters
found
two
female
subjects:
trapped
on
an
approximately
80-foot
ledge
on
the
side
of
a
200
foot,
pile
of
aggregate
unstable
stone
and
whereas
limestone
township
fire
chief
mike
whalen
stated.
The
victims
were
both
terrified
and
hypothermic,
and
whereas
mutual
aid
with
other
supporting
communities
and
agencies
was
deployed
and
the
unified
team
led
by
lieutenant
nate
boyce
from
the
king
key
fire
department.

whereas
a
rescue
plan
was
immediately
developed
and
executed,
which
accounted
for
enhanced,
enhanced
cold
weather,
heavy
snow
and
the
rough
terrain.

included
developing
a
complex
rope
system
to
lower

the
victims,

rescue

nearly

hours

conclusion

contributed
to

successful

fire

their

our
community

society

agreement
which
is
passed

county

we
have
these
subsequent
igas
going
around
for
jurisdictions,
and
some
of
them
are
already
coming
back

the
way
we
put
this
program
together
was
to
look
at
our
current
costs
through
the
programs
that
are
falling
off.
Put
aside
enough
funds,
chairman
adele
and
anita
and
john
and-
and
I
have
talked
about
this
quite
a
bit-
you
know
how
do
we
fund
this?
How
do
we
leave
an
appropriate
amount
of
funding
in
there
to
get
program
off
the
ground?
But
how
do
we
create
a
critical
mass
with
a
third-party
vendor
to
collect
the
waste?

Currently,
no
vendor
is
collecting
e-waste
because
it's
it's
hard
to
get
rid
of
it's
hard
to
recycle
and
so
there's
not
even
a
scenario
in
cankee
county
where
you
could
pay
20
a
tv
and
somebody
would
get
it.
So
how
do
we
make
that
happen
where
we
could
meet
with
a
partner,
talk
to
them
about
our
waste
stream
and
then
get
this
off
the
ground?

So,
in
the
initial
conversations
dell-
and
I
worked
around
all
of
our
current
providers-
who's
taking
e-waste-
we
ended
up
talking
quite
a
bit
with
belson's
about
what
it
would
look
like
to
get
the
program
off
ground,
and
this
document
is
the
the
culmination
of
those
talks
so
wheeler
and
I
have
an
extension
of
extensive
discussions
with
with
belson's
team
dell's
been
involved.

Obviously,
we
had
john
very
involved
in
drafting
an
intergovernmental
agreement
and
when
we
went
through
the
bidding
process
for
this
through
the
art,
while
through
the
rfp,
we
took
a
lot
of
that
language
and
that's
incorporated
so
the
the
considerations
are
that
you
know
we're
running
that
six
days
a
week.
We're
making
sure
that
they're
collecting
the
appropriate
amount
of
e-waste
we're
making
sure
that
it's
safe,
but
then
we
had
to
really
tie
the
bows
on
what
happens
if
somebody
drops
it
at
the
gate.
Well,
how
would
that
be
considered?

And
from
our
standpoint
we
want
to
make
sure
that,
if
they're
collecting
e-waste
and
we're
paying
them
as
a
county
and
our
jurisdictions
are
paying
them
that
that
they're,
offering
it
to
those
users
free
of
charge
and
that
they're
not
taking
a
ton
of
out
of
county
where
really
any
out
of
county
waste.
This
is
a
thing
for
the
residents
of
kentucky
county.
This
is
residential
e-waste,
so
we
wanted
to
make
sure
our
agreement
encapsulated
that
so
it's
a
relatively
straightforward
agreement.

we
see
it,
we
believe
in
now
our
discussions
with
the
team
at
belson's
that
they
have
the
sufficient
protections
on
their
end.
We
have.
We
are
certain.
We
have
sufficient
protections
on
our
end.

it's
got
mutual
indemnification
mutual
opt
out,
but
making
sure
that
we
can
utilize
them
as
a
central
collection
point
to
collect
that
waste
and
then
get
it
on
to
our
third-party

your

funds
are
in
place
to
make
sure
we
can
afford
this,

any
additional
funds
that
we
continue
to
collect
will
go
to
continual
marketing
of
that
program.

we're

in
a
good
place
on
the
dollar
figure,
we're
in
a
good
place
on
the
contract
and
we're
just
ready
for
the
chairman's
authorization
to
sign
it.

want
to
get
too

and

know

I

I
saw
john

nancy
on
what
we'd
like
today
is
for
the
authorization
for
the
chairman
to
sign
either
this
exact
agreement
or
an
agreement
not
materially
different

belson's
attorney
came
back
and
said,
change
a
couple
of
words
in
it,
but
doesn't
materially
change,
it
we'd,
like
the
chairman
to
be
able
to
still
be
authorized
to
sign
it.

know,
pending
that
final
approval

state's
attorney's
office.

it's
important

couple
things
ben
said
is
important
that
we,
this
agreement,
forbids
out
of
county
waste.

to
knowingly
accept
out
of
county
waste

those
municipalities
who
don't
become
part
of
the
program.

opted
out
already
and
I
don't
see
very
many
of
those,
but
there's
one
that
chose
not
to
chabants.

will
just
say
they
have
their
own
already,

they
you
can
put,
I
believe,
one
electronic
waste
item

the
alley
or
in
your
garbage
or
but
near
your
garbage.
You
can't
be
in
it,
but
I
know
their
exact
terms,
but
that's
once
a
year,
so
they
chose
not
to
participate,
which
is
you
know,
fine,
that's
their
prerogative.

if
you
go
to
belson
with
this
is
agreed
and
you
show
your
id
and
it
says
shabans,
then
they
will
either
not
be
allowed
to
do
that
or
they
could
be
charged.

know
a
small,
not
a
just
a
fee
up
to
belson's
determining
you

the
fee
they
could
charge.
Belson
could
charge
because
we
just
didn't
want
it
to
be
a
back
door
in
for
people
to
it's,
only
a
dollar

want

have

situation

you

open
to
everybody

bid

then
belson's
came
back
and
we're
just
finally
working
out
the
details.

municipality

live

boundary,

you're
outside
of
it
there's
going
to
be
some,
you

reckoning.

in
town,
because

again
some
of
these
communities
like
if
it
says
kankakee
you

live

limestone,
but
limestone
opted
out
that
was

one
community
decide
not
to
participate.

guess
you

that

they
show
their
license

it
says
limestone
or
it

kankakee
they're
gonna

between
these
thousand

north

west,
you

we
have
to
take
a
closer
look

transfer
it

jurisdiction
participates,
we
give
them
a

we're
hoping
that,

their
system
and
working

their
team
that

you
come

you
plug
in
your
address
and
the
system
would
say
thumbs
up

down,
based
on
whether
or
not
you're,
you
know
participating
in
this
this
program,
and
then
it
would
be.

this
idea
of
you
know
kind
of
making
sure
that
the
jurisdictions
that
are
paying
and
have
decided
to
participate
that
their
residents
are
reaping
that
benefit
and
then,
if
the
jurisdictions
happen
to
not
participate,
which,

chairman
said,
we
don't
expect
that
to
be
too
very
many
of
them
that
you
know
potentially
there's
a
cost
passed
on
to
that
individual
user
and
and
then
they
can
go
we're
hoping
they
go
back
to
their
village
and
say,
hey
why?

Why
did
I
have
to
pay
when
no
one
else
seems
to
have
to
pay,
because,
ideally
for
our
county,
if
everyone
is
involved
in
this,
it
makes
the
most
sense
for
everyone,
so
we're
trying
to
structure
it
to
encourage
those
communities
to
participate.
We
think
it's
a
very
reasonable
cost
on
a
per
user
standpoint,
and
then
it
will
get
into
the
three
years
three
through
seven
or
three
through
six,
where,
ideally,
we
could
get
that
down
to
somewhere
around
a
dollar.

know
going
from
about
40
to
a
dollar
where
it
just
it
lessens
the
burden
on
the
local
tax
base.
We
get
the
program
up
and
running
with
the
marketing
cash,
and
then
we
hope
that
we
have
that
continual
marketing
need
where
everybody
will
know
in
two
years.

so

The
goal
was
to
cut
at
least
in
half
what
the
karma
communities
were
paying
and
that
that
worked,
because
originally
they
had
a
grant,

they
said
sure
we'll

do
the
we'll

e-waste
we'll
have
drop-off
sites,
because
the
hallway
is
where
the
cost
is.
You
got
to
pay
for
it.
If
you
don't
have
a
free
place
to
go
well
that
went
away
and
then
karma
was
saddled
with
that
amount
of
money.
So
we
figured
out
a
way
to
do
it.

came
up
with
a
kind
of
a
structure
and
then
we
went
forward
with
it.
So
this
is
something
that
not
only
is
is
good
for
today,
like
ben
was
saying,
but
we
think
it's
good
for
another
seven
years,
but
after
two
years
we're
going
to
come
back
and
we're
going
to
take
a
look
at
okay,
well,
we'd
like
it
to
be
a
dollar
per
resident
per
municipality
or
the
county
per
resident.

big
users
coming
from

people
can
justify
that
back

their
own
boards

within
their
municipalities,
whether

stay

opt

I'm
trying
to
think
if
there
was
anything

opportunity
for
people
to
be
bringing
e-waste
in
that
they
could
actually
get
paid
for
they're,
giving
they're
not
only
going
to

it

free,

they
can
receive
renumeration
back
if

metal
in
it
or
something
so
belson's
there
is
that
opportunity,
but
I'm
not
enough
of
a
subject
matter,
expert
to
tell
you
what
kind
of
tv
or
whatever
it
is.

that
ben,
you

chairman,
and
I
think
it's
important
to
remember-
that
by
having
a
partner
like
belson's,
that
does
have
the
capacity
to
dismantle
the
waste
stream.
This
is
that
takes
a
portion
of
our
waste
stream,
which
is
going
into
you
know
kind
of
no
man's
land
from
a
recycling
standpoint
into
a
usable
piece
of
the
waste
stream.
So
this
potentially
uses
a
portion
of
that
to
become
a
tangible,
tangible
product.
It's
not
going
to
be
the
crts.

not
going
to
be
the
big
tube
tvs,
but
it
will
be
potentially
portions
of
the
waste
stream
that
we
pull
out
and
the
way
the
current
system
is
structured
if
you're
just
dropping
it
off
at
a
location.
Everything's
going
on
that
truck
nobody's,
got
an
opportunity
to
create
a
commodity
out
of
this
and
get
it
out
of
that
waste
stream.
So
we
thought
that
was
an
important
part
of
this
system.

the
pro
rata
agreement

because
again
because
belson's
already
is
taking
waste
once

get
this
executed,
they
can

their

were
all
very
comfortable.

in
the

was
very
comfortable

the
agreement,

they're

expecting

lender
and
sometimes

in
these
two

separate
buckets

allowed

lower
interest

over

longer

improvements
and
the
way
those
are
paid
back.

justice

at

criminal
justice
reform
bill.
It's
a
huge
bill
over
700
pages,
major
changes,
there's
some
really
good
parts
in
it,
but
there's
some
things
that
need
to
be
looked
at
very
closely
and
from
our
standpoint

think

need
to
advocate
for
some
revisions
to
accomplish
that.
Our
focus
as
a
board
needs
to
be
on
the
financial
aspects
of
that
and
we'll
be
looking
at
that
closely
in
the
executive
committee.

actually
the
board
should
know
we're

think

board

legislative
agenda

support

see
change

bill

her

miss
her

state's
attorney's

her
wealth

historical

she
