Description
Kankakee County Board Meeting 1/12/2021 9:00 AM
A
Good
morning,
I'd
like
to
call
the
january
12th
kenky
county
board
meeting
to
order.
Today's
invocation
is
from
alice
tinker
parker
our
county
board
member.
B
B
B
Give
us
wisdom
to
discern
what
is
right,
fair
and
best
may
each
member
of
this
board
county,
official
and
employees
are
public
safety
personnel
and
frontline
personnel
in
the
hospitals
feel
valued
god,
please
watch
over
them
protect
them.
We
pray
for
those
stricken
with
or
who
have
lost
family
members
due
to
covet.
B
We
pray
for
those
isolated
from
their
families,
struggling
financially
coping
with
depression
and
our
local
businesses
affected
by
this
dreadful
disease.
We
pray
lord,
that
you
bless
us
and
guide
us.
We
place
our
hearts
and
our
minds
in
your
hands
so
that
you
may
direct
us
these
things
in
your
mighty
name,
amen.
C
A
Present
we
have
a
quorum,
we
have
a
quorum.
Did
we
have
any
public
comment
for
calling?
We
have
no
public
comment
today
and
vacancy
appointments.
I
have
a.
Could
you
read
the
title?
It's
not
it's
a
declaration,
not
a
resolution.
A
I
received
notification
on
december
30th
that
brenda
zakulow
had
moved
out
of
the
district
on
the
18th,
so
we
I
am
announcing
that
vacancy
within
that
district.
Obviously,
the
the
clock
is
ticking
as
of
the
when
the
resignation
occurred
on
the
18th,
so
that
has
to
those
letters
have
been
sent.
G
A
question
a
rhetorical
question:
all
parties,
respective
political
parties
have
been
notified,
yeah.
A
So
all
righty
all
three
in
writing.
Moving
on
to
certificates
of
appreciations
and
presentations,
I
have
something
from
the
veterans
assistant
commission.
They
have
a
presentation
today.
Karen
did
you
want
to
tell
you
why?
Don't
you
come
up
here
to
the
front
of
the
wait?
Oh
actually
we
have
to
do
it
in
the
back.
I
got
the
microphone
on
the
phone
up
here.
I
J
Is
this
on?
Am
I
good
okay?
So
I'm
really
representing
the
veterans
treatment
court
for
the
21st
jurisdiction
today,
one
of
our
members,
our
participants
in
the
court
as
part
of
his
recovery,
has
started
woodworking.
It's
actually
wood
burning
and
this
flag
was
donated
by
him
and
we
raffled
it
off
in
december
and
one
of
your
board
members,
mr
jake
collins,
actually
won
the
raffle.
J
He
knows
the
participants
personally
and
he
has
won
that
and
as
part
of
the
court
system,
that's
one
of
the
things
that
we
always
do
is
we
always
encourage
them
to
reduce
recidivism,
to
get
involved,
whether
it's
with
the
community
get
a
bigger
job
volunteer,
whatever
it
might
be.
So
the
participant
that
made
this
his
design
is
nds
designs,
and
I
would
encourage
you
to
find
him
on
facebook
and
see
all
the
beautiful
things
that
he
has
made
when
we
raffled
this
off.
J
We
earned
raised
880,
which
will
actually
go
back
to
the
participant
for
his
service
dog
training
that
he
is
doing
with
one
pet
one:
vet
out
of
mantino,
so
training
dogs
actually
cost
about
twenty
thousand
dollars.
He
has
a
long
ways
to
go
so,
mr
steroids,
if
you
decide
you
want
to
cut
that
hair
off
and
want
to
raise
money
instead
of
for
a
food
pantry
help
a
vet.
J
That
would
be
great
jake.
If
you
would
like
to
come
here
a
second,
I
also
have
something
else
for
you,
so
this
is
actually
not
just
I'm
sorry.
What's
that
we
can
talk
great
wonderful,
so
this
is
actually
a
challenge
coin
holder
and
for
those
of
you
who
don't
know,
a
challenge,
coin
actually
started
back
in
the
roman
times,
but
it
became
americanized
during
world
war,
one
when
flight
squadrons
received
a
special
coin.
J
So
today,
not
only
are
you
receiving
that
I'm
giving
you
a
special
coin
from
the
21st
jurisdiction,
normally
only
people
that
graduate
from
our
court
receive
this
so
as
an
honor
for
the
court
and
for
winning
that
and
helping
nick
out.
I
would
like
to
give
you
this
coin.
A
lot
of
people
use
those
in
bars
nowadays
to
especially
service
members.
They
use
those
if
they
give
them
a
coin.
J
Whoever
receives
the
coin
has
to
buy
the
beers,
so
they
modernized
the
meaning
of
these,
but
you
know
people
use
them
now
in
fire
departments
and
police
departments
and
things
and
create
their
own
challenge
coins.
So
I
believe
nick
I'm
sorry
jake
is
going
to
redonate
this
to
one
of
the
local
area,
american
legions
and
I'm
sure
it
will
take
no
time
at
all
for
that
to
be
filled
up
with
challenge
coins.
So
thank
you.
J
K
Oh
yeah,
just
if
anyone's
listening
nick
smith,
that
made
that
sign
is
a
fantastic
guy,
he's
a
local
veteran
and
he
is
doing
a
great
job
at
working
on
getting
his
handling
for
the
for
the
canine
deal
and
he's
he's
just
a
wonderful
dude
and
a
great
guy
to
have
in
our
community,
and
he
makes
beautiful
signs.
So
if
you
can,
hopefully
that
will
be
at
a
legion
soon
and
you
can
go
out
there
and
maybe
donate
a
coin
to
them,
and
look
up
nick
smith,
designs,
nds
designs
and
show
a
local
guy.
A
Moving
on
under
other
other
presentations,
we
have
the
economic
alliance
of
kenky
county,
it's
their
year-end
presentation
every
year
or
so
roughly
we
try
to
see
if
the
alliance
can
come
in,
tell
us
what's
been
going
on
and
tim
I'll
go
ahead
and
let
you
introduce
yourself
and
and
your
compatriot
there
who
might
be
taking
part
of
the
presentation-
I
don't
know,
but
tim
nugent,
not
just
the
the
mayor
of
mantino,
but
in
this
this
capacity,
the
president,
ceo
of
the
economic
alliance,
so
the
floor
is
yours.
Tim.
L
Thanks,
mr
chairman,
and
thanks
for
the
opportunity
yeah
every
year
in
january,
the
economic
alliance
has
come
before
the
county
board
to
kind
of
give
a
rundown
of
you
know
what
the
last
year's
you
know.
Activities
were
especially
this
year.
When
there's
a
lot
of
new
members
of
the
county
board,
we
wanted
to
kind
of
give
them
a
little
idea.
So
what
the
economic
alliance
does-
and
you
know
an
update
on
on
2020-
it's
been
quite
an
unusual
year.
I've
got
a
slide
presentation
that
I
want
to
share.
L
If
everybody
see
that.
F
F
L
Yeah,
I
just
want
to
say
give
it
a
update
a
little
bit
about
what
our
mission
is
now
what
the
economic
alliance
does
and
what
we've
been
up
to
the
last
year.
For
those
of
you
new
on
the
county
board,
the
economic
glands.
We
are
a
public
private
partnership
that
works
to
create
jobs
and
expand
the
economy
and
the
economic
base
in
kanke
county.
There's
going
to
be
a
number
of
slides
here
with
a
lot
of
different
information.
L
You'll
all
be
getting
emails
later
today
with
all
these
slides.
So
if
there's
something
on
there,
that
you
can't
read-
or
you
can't
see,
you'll
all
get
copies
of
it
later
on.
So
so
anybody
that's
not
aware
of
the
economic
alliance.
This
is
what
we
do.
We
are
funded
about
85
by
private
money
and
about
15
through
the
county
board.
L
We
have
a
16
member
board
of
directors.
You
see
the
list
of
the
people
that
are
on
there
a
lot
of
different
there's,
there's
12
members
from
the
private,
and
we
have
four
members
from
the
county
board.
I
believe,
later
on
in
your
meeting
you'll
be
approving
the
people
that
are
on
there.
These
gentlemen,
from
the
county
board,
have
been
the
ones
that
have
been
serving
for
the
last
two
years
and
I
think
they're
all
the
same
ones
that
are
being
appointed
today,
but
you'll
also
see
on
there.
L
We
have
bank
presidents
education,
we
have
minority
groups,
we
have
the
utilities.
You
know
the
hospitals
a
lot
of
different
people
from
throughout
the
community
that
serve
on
my
board,
to
give
me
give
myself
and
angela
direction
as
to
what
they
think
we
should
be
doing
here
in
key
county.
As
far
as
economic
development
is
concerned,.
L
You'll
see
that
the
things
that
are
on
here
are
things
that
have
taken
place
in
2019,
where
you
know
we
were
listed
as
number
one
in
the
midwest
for
five
year,
growth
number
one
in
illinois
for
small
metro
number
87
out
of
203
for
small
places,
best
places
to
do
business
and
you'll
see
that
you
know
kaneki
county
we've
had
a
lot
of
activity,
a
lot
of
growth.
A
lot
of
good
things
happen
over
the
course
of
the
last
several
years.
L
Unemployment.
This
is
a
map
of
illinois
showing
every
county
in
illinois.
Historically,
kankakee
county
has
been,
you
know,
had
higher
unemployment
than
most
of
the
counties
or
a
lot
of
the
counties
in
you
know,
in
the
area
and
throughout
the
state.
Right
now
we
sit
at
six
percent
unemployment
in
kankakee
county
right
before
covent
we
were
at
a
historic
low
of
4.2
and
then
it
shot
up
in
march.
Well,
when
everything
hit,
we
got
up
to
15.9
percent
unemployment.
L
Now
we're
back
down
to
the
6.0
percent
ranking
the
state
of
illinois
is
averaging
at
six
and
a
half
percent,
which
is
kind
of
unique,
because
historically
kankakee
county
is
higher
than
the
state
average.
L
But
now
after
covid
we
are,
you
know
actually
a
little
bit
lower
than
the
state
average
and
the
other
thing
about
this
map
you'll
see
as
far
as
the
collar
counties
most
of
the
counties
around
chicago
the
metro
area.
They
are
historically
lower
than
kankakee
county
and
unemployment,
but
right
now
you'll
see
that
that's
not
the
case
county,
the
industries,
the
businesses,
the
manufacturers
that
we
have
here
have
not
seemed
to
burn
the
brunt
of
the
coke,
but
as
much
as
some
of
the
ones
in
the
metro
area.
L
This
just
kind
of
gives
you
a
little
glimpse
of
some
of
the
regional
employment
scene.
This
information
is
from
kanke
community
college
at
mc,
which
is
a
national
company.
It
shows
the
employment
for
a
three
county
area
taking
in
kankakee
iroquois
and
will
county.
We
have
about
330
000,
total
employment
in
that
area.
L
Kankakee
county
is
about
50
000,
total
employment,
but
the
the
important
here
is
thing
here
is
that
over
since
2005
the
the
three
county
job
growth
has
been
11.1
percent,
which
is
way
above
the
national
average
and
you'll,
see
that
you
know
the
average
earnings
per
job
is
a
little
over
58
000,
so
things
are
trending
in
the
right
direction.
One
of
the
other
things
here
you'll
see
is
the
top
growing
industries,
transportation
and
warehouse.
Obviously
especially
up
in
will
county.
L
We
have
more
manufacturing
than
most
areas
in
the
state
percentage-wise,
and
so
we
were
lucky
with
the
covet
head,
because
most
of
our
jobs
were
listed
as
essential,
which
a
lot
of
other
areas
didn't
have
that
luxury
living
in
kankakee
county
is
economical.
We
are
at
91.1
percent
of
the
u.s
average.
What
that
means
is
in
the
if,
in
the
average
city
in
the
united
states,
wherever
that
is,
it
costs
a
hundred
dollars
to
to
live
and
in
key
county
it
costs
91.10.
L
L
L
I'm
kind
of
surprised
about
the
grocery
number,
because
living
here
in
the
middle
of
the
fred
basket
of
the
united
states,
I'm
surprised
that
the
grocery
numbers
are
a
little
higher
than
normal
or
higher
than
average.
But
that's
what
the
numbers
show
housing
has
taken.
A
you
know
has
had
a
great
year
for
2020.
you'll,
see
that
over
the
course
of
the
last
year,
there's
been
24
of
increase
in
closed
sales
and
housing
throughout
kentucky
county
and
prices
have
gone
up,
27
and
a
half
percent.
L
So
if
you're
in
the
real
estate
industry,
you
know
that
things
are
really
been
busy
over
the
last.
You
know
12
months,
the
covet
epidemic,
while
it
has
hit
a
lot
of
industries
like
hospitality
and
restaurants
and
bars,
they've
suffered
the
housing
industry,
the
real
estate
industry,
the
real
estate
market
you
know-
has
taken.
It
has
really
experienced
some
great
times
major
capital
investment
in
2020,
even
though
cobot
hit
in
march,
we
had
over
120
million
dollars
worth
of
investment
in
kankakee
county.
L
Oh,
the
aldi
in
bourbon,
a
the
college
church
of
the
nazarene,
the
classic
cinemas,
has
expanded
their
their
facility
in
meadowview,
the
expansion
at
keiki
community
college,
the
number
of
financial
institutions
in
mantino,
solar
farms.
A
lot
of
money
has
been
spent
in
kankakee
county
in
the
last
12
months.
Even
we
were
going
through
a
pandemic.
L
What
did
we
do
at
the
alliance
when
the
pandemic
hit?
Well,
you
know
we.
We
tried
to
use
our
website
as
a
point
of
contact
for
people.
We
had
over
almost
24
000
emails
that
were
sent
out
to
people
to
businesses
to
try
to
keep
people
updated
and
companies
updated
as
to
what
was
going
on
with
the
epidemic.
What
was
happening,
what
type
of
federal
program
throughout
their
state
programs
where
they
could
apply
to
try
to
get
some
help?
L
We
had
25
new
blog
posts
at
our
at
our
website,
concentrating
on
the
emergency
resources
that
were
there,
so
businesses
could
pivot
to
other
areas,
and
our
website
showed
a
300
percent
increase
year
over
year
last
year.
So
when
the
pandemic
hit
a
lot
of
people
went
to
websites
in
order
to
try
to
find
out,
you
know
the
information
that
they
needed
in
order
to
to
get
these
loans
and
the
ppp
and
the
other
things
that
were
out
there
available.
L
We
worked
with
the
county,
the
county
chairman,
the
county
board
chairman,
and
we
were
involved
in
the
healthy
business
coalition
and
helped
get
that
website
up
and
going
and
established
over
the
course
of
the
last
year.
A
number
of
different
new
tools
have
been
instituted
that
are
going
to
help
the
alliance
and
help
the
area
for
the
coming
year.
L
The
kpt
land
bank
authority
was
created
by
the
county
board,
which
is
going
to
help
take
some
properties
off
the
you
know
off
the
tax
rolls
and
get
them
back
on
there,
taking
them
back
on
the
tax
rolls
properties
that
have
been
sitting
abandoned.
It's
a
good
tool
for
the
city
of
kent
key,
but
hopefully
it's
going
to
be
expanded
throughout
the
county,
where
every
municipality
and
every
area
throughout
the
county
can
take
advantage
of
it.
L
Cpace
a
commercial
property
assessment
for
clean
energy
was
passed
by
the
county
board
and
I
think
there's
some.
You
know
more
work
to
be
done
on
that,
but
that's
another
program:
that's
going
to
be
a
good
tool
for
us
in
order
to
get
investment
in
the
community
and
get
buildings
updated
and
use
more
energy
efficient
materials.
L
The
alliance
responded
to
10
rfis.
These
are
requests
for
information
that
we
received
from
the
state
of
illinois,
one
knowing
that
they
have
companies
that
are
looking
for
different.
You
know
parcels
of
land
or
different
buildings
that
might
be
available
throughout
the
county.
Just
you
know,
for
businesses
that
might
look
be
looking
to
relocate.
We've
responded
to
ten
of
them.
L
L
L
You
know
for
work,
the
workforce
data
community
data-
this
is
just
the
things
that
they,
the
site
selectors,
are
looking
for
when
they
are
out
searching
they're
sitting
at
their
computer
during
the
pandemic
and
they're
looking
at
different
areas,
you
know
for
their
companies
and
their
businesses
to
develop,
and
this
is
information
that
they're
looking
for
and
now
we
have
that
on
our
website.
L
Other
money,
areas
of
things
that
have
been
invested
in
the
community
in
2020,
the
holiday
inn
express,
was
opened
in
march
and
best
western
and
the
hospitality
industry
best
western
did
a
1.8
million
dollar
renovation
around
in
the
mall
area
old
courthouse.
We
talked
about
earlier
in
the
process
of
their
construction,
with
a
2022
opening
riverside.
It
has
got
their
building
going
up
and
they're
hoping
to
be
open
later
in
2021.
L
The
economic
alliance
established
three
different
development
zones
on
our
website
in
order
to
highlight
the
areas
that
are
ready
for
development:
the
bourbon,
a
parkway
development
area.
That's
the
new
6000
interchange,
the
bradley
route,
50
commercial
corridor,
that's
the
area
around
the
mall
and
csl
the
kankakee
riverfront
opportunity
zone
area,
that's
down
by
the
river
and
throughout
downtown
kankakee.
But
then
we
just
established
another
one
that
we
put
on
our
website,
the
mantino
diversitech
business
park
and
one
of
the
things
that
we're
seeing
that
are
happening
out.
There
is
there's
a
lot
of
activity.
L
That's
happened
out
in
diversity,
there's
been
about
three
and
a
half
million
square
feet
in
diversity.
That's
been
absorbed
over
the
last
24
months,
as
everyone
knows
that
you
know.
Sears
owned
a
number
of
different,
huge
warehouses
in
the
mantino
area
and
when
sears
and
kmart
have
been
basically
spiraling
to
you
know
closing
over
the
course
of
the
last
several
years.
You
know
we
all
of
a
sudden.
L
You
know
in
haiti
county
had
a
lot
of
big
buildings
that
had
come
available,
but
over
the
course
of
the
last
24
months,
we've
had
two
of
the
huge
warehouses
out
at
diversitech
that
have
gotten
sold
by
sears,
one
of
them
to
costco,
which
is
also
called
nfl
solutions.
Nfl
solutions
is
the
logistics
arm
for
costco
and
they
are
operating
out
of
one
of
the
old
sears
warehouses
in
mankind.
L
Another
former
sears
warehouse,
the
big
one,
the
million
and
a
half
square
feet.
It
was
leased
to
lowe's,
and
so
now
you've
got
nfi
industries
doing
all
the
logistics
for
the
midwest
lowe's
stores,
out
of
mantino
dawn
foods
was
purchased
by
rye's
baking
company
and
they're
still
continuing
to
operate.
The
dawn
foods
facility,
a
cold
storage
facility
up
in
diversitech,
was
purchased
by
van
roonen
and
from
what
I'm
told
now
van
dunen
has
that
full
of
freeze-dried.
You
know
equipment
and
freeze-dried
material
ready
for
distribution
throughout
the
country.
L
The
former
mars
warehouse
was
leased
to
mckesson
and
they
hired
a
number
of
people
and
mckesson
is
now
making
covid
kits
up
at
the
former
mars
warehouse
in
mantino.
So
about
three
and
a
half
million
square
foot
of
space
that
could
have
potentially
been
empty
is
luckily
being
leased
and
rented
and
employing
people
just
in
that
small
one
miles
area
up
at
the
diversity.
L
Now
we
still
have
the
one
and
a
half
million
square
foot
kmart
distribution
facility
that
closed
last
early
last
summer,
but
we,
you
know,
got
a
number
of
different
companies
that
have
been
shown
some
interest
and
there's
a
lot
of
activity.
You
know
on
that,
hopefully,
over
the
course
of
the
next
three
or
four
months
that
we'll
be
able
to
make
some
announcement
that
something's
happening
there.
L
Other
areas
where
things
have
taken
place
in
moments.
The
silva
international
was
was
bought
out
by
universal
corporation
spike.
Ball
purchased
a
building
in
kankakee
for
the
distribution
center,
moved
from
a
smaller
facility
in
bradley
into
a
larger
facility
in
kankakee
urban
farmer
in
mantino,
just
got
acquired
by
a
nationwide
company
and
has
plans
for
expansion.
L
So
this
is
all
new
money
that
is
coming
into
the
area.
New
money,
that's
coming
into
kankakee
county
and
we're
talking
hundreds
of
millions
of
dollars
that
are
being
invested
by
out
of
the
state
and
out
of
area
companies
and
also
pnc
bank
and
the
clock
tower
center
was
purchased
by
bom
investment
group
and
there's
plans
there
for
renovations
in
downtown
kankakee.
L
Also
downtown
kankakee.
We've
been
working
with
a
developer
from
milwaukee
who
still
has
plans
and
is
still
in
the
process
working
on
a
42
million
dollar
mixed
use,
development
in
downtown
so
in
downtown
cape
tea
right
now
has
bomb
industries,
and
this
jet
is
this
company
from
milwaukee
both
making
investments
the
company
from
milwaukee
is,
you
know
it
has
had
a
market
study
done
and
they
found
that
there
is
demand
for
market
rate
housing
throughout
the
county
and
the
city
of
kankakee.
So
that's
a
positive
sign.
L
L
It
slowed
this
process
slowed
a
little
bit
because
of
prove
covet
and
the
lack
of
the
general
assembly
availability
to
meet
and
work
on
legislation
that'll
help
to
fund
this,
but
in
the
meantime
they've
got
the
people
that
are
nikkor
has
done
a
survey
in
the
pembroke
area
and
found
out
that
there
is
an
80
positive
response
rate
that
people
are
interested
they
like
to
have
natural
gas
in
the
area.
So
there
is
things
that
are
continuing
to
happen
out
there.
L
There's
been
a
lot
of
solar
investments.
The
county
board
approved
a
number
of
solar
investments
a
couple
years
ago
and
we're
finally
starting
to
see
those
taking
place
in
construction.
That's
actually
happening
as
you
drive
around
the
county,
you'll
see
a
number
of
solar
farms
and
various
stages
of
construction
and
completion
and
there's
even
more
that
are
on
the
books,
so
continued
investment
in
solar
industry
in
pancake
county.
L
We
worked
with
the
kanke
community
college,
with
the
career
center
and
the
community
foundation
to
come
up
with
a
new,
a
new
tool
in
order
for
people
to
help
find
jobs.
It's
called
career
coach
career
coach
is
embedded
in
the
website
at
kanke
community
college,
where
students
or
any
job
seekers
can
go
and
find
out
what
jobs
are
available.
They
can
take
surveys
and
find
out.
L
You
know
their
interest
of
where
they,
what
type
of
jobs
they'd
like
they'll,
find
out
what
jobs
are
available,
what
they
pay
and
what
classes
are
out
there
available
for
you
know
for
them
in
order
to
try
to
you
know,
get
the
skills
to
be
educated
in
the
areas
of
that
that
they'd
like
to
work
in
so
this
is
a.
This
is
a
program
that
you
know
anyone
can
use
it's.
L
It's
free,
it's
paid
for
by
the
alliance,
the
community
college
at
the
career
center,
and
we
can
encourage
all
students
and
any
job
seekers
to
go
to
kcc's
website
and
take
the
career
coach
survey
and
fill
out
the
you
know
fill
out
the.
O
L
L
Produced
video
earlier
this
year
about
young
entrepreneurship
and
livability
in
campbell
county,
one
of
the
things
that
we
heard
continually
when
we
went
around
to
all
the
different
companies
finding
out
what
you
know
why
people
don't
live
here.
L
They
work
here,
but
they
commute
in
from
other
areas.
People
said
that
you
know
they.
You
know
they
didn't
know
about
all
the
activities
that
take
place
in
the
year
in
the
in
the
county.
So
we
made
a
video
and
we
continue
to
do
more
snippets
and
we're
going
to
use
more
video
to
try
to
get
information
out
about
all
the
activities
that
take
place
in
the
county,
and
we
highlight
a
lot
of
the
entrepreneurs
and
the
quality
of
the
of
life
in
cancun
county.
L
We
also
partnered
with
the
united
way
and
try
to
work
with
them
to
try
to
get
businesses
to
participate
in
the
united
way
program,
and
we
sponsored
letters
that
went
out
to
businesses
throughout
the
county,
asking
them
to
help
united
way
and
and
have
to
work
with
the
united
way.
People
here
in
the
county
to
have
all
their
employees
participate
right
now
we're
in
the
process
of
coming
up
with
our
2021
kanke
county
market
profile.
L
If
we
were
meeting
normally,
I
would
be
passing
the
last
years
out.
This
is
a
print
piece
that
we
have
that
highlights
all
the
different
major
employers,
how
many
employees
they
have
a
lot
of
different
information
about
the
county.
You
know
the
education,
a
lot
of
the
information
that
I've
shared
on
today's
slides
with
you,
but
this
is
a
good
piece
that
we
have
that
we
can
use
as
an
advertising
piece
for
the
county
right
now.
L
We
hope
to
have
this
piece
ready
sometime
by
the
end
of
february
and
our
our
our
board
members
are
there.
We
have
board
meetings
coming
up,
you'll,
see
the
dates
that
are
on
here
right
now,
the
location
and
how
we're
going
to
hold
these
meetings
are
still
up
in
the
air
until
we
find
out
exactly
where
we're
at.
But
if
we
are
able
to
have
in-person
meetings,
those
meetings
are
open
to
the
public.
L
We
I
give
a
presentation
every
time
about
the
things
that
are
taking
place
and
all
the
you
know
the
news
that's
happening
as
far
as
economic
development.
Anybody
wants
to
contact
us.
Our
contact
information
myself
ben
wilson,
that
works
here
at
the
alliance
with
us
on
a
part-time
basis
and
then
works
at
the
county.
Part-Time
does
a
lot
of
special
projects
and
our
new
employee,
angela
murray,
who
came
over
here
from
the
chamber
of
commerce,
recently
has
taken
lisa
lisa
wilgan's
place.
Her
contact
information
is
on
there
too.
L
I
appreciate
the
time
and
thank
you
very
much.
A
Thank
you
so
much
tim
is
there
questions
from
the
board
about
any
of
this
I'll
start
with
mr
hunter
mayor.
L
Yes,
that
that
was
included
in
last
year's
report
and
we
are
very
careful
to
not
you
know,
use
the
things
twice.
So
we
get
our
information
from
the
you
know,
mostly
from
the
enterprise
zone,
building
permits
and
most
of
these
things
that
csl
were
included
in
previous
reports.
G
Okay
and
another
comment:
I
was
looking
at
the
board
of
directors
and
a
lot
of
those
folks.
I
know
just
for
your
information,
there's
going
to
be
a
new
historic
person
who
will
be
joining
the
kinky
city
council,
victor
novaras,
who
works
for
dwayne
dean,
and
you
may
want
to
offer
some
consideration
to
incorporating
a
hispanic
on
your
your
board
of
directors,
but
overall
that
report
which
you
provided.
G
I
I
saw
my
fellow
board
members
really
looking
at
and
listening
to
your
report
and
I
I
think
candidly
without
being
redundant,
it
was
really
phenomenal.
We
appreciate
that.
L
A
copy
or
email
this
afternoon
with
those
slides
on
there.
So
if
you
go
through
it,
there's
any
questions
at
a
later
date.
Our
contact
information
is
there,
please
get,
you
know,
get
a
hold
of
us
and
you
know
give
us
any
ideas,
or
you
know
feedback
that
you
that
you
like.
A
I
One
tim:
I
noticed
that
in
kaneki
county
a
lot
of
our
we
kind
of
lost
a
job
market
to
some
of
these
establishments
that
have
to
be
closed
because
of
the
culvert
situation.
I
I
have
heard
that
our
numbers
have
improved
places
like
applebee's
places
like
denny's.
I
And
others
who
has
suffered
because
of
the
national
chain
has
closed
them
down
because
of
the
numbers.
Do
we
anticipate
with
the
the
being
moved
to
a
different
tier
or
level
that
these
jobs
rate
will
begin
to
improve
in
those
areas.
L
Yeah,
we
certainly
hope
that
you
know
as
over
the
course
of
the
next
week
or
ten
days,
that
the
governor
changes,
the
what
tier
we're
in
and
you
know
more
things
can
open
up.
The
national
chains
sometimes
have
been
more,
you
know
restrictive
on
their,
you
know,
employees
and
on
on
their
style
of
doing
business
and
some
of
the
local.
You
know
people
the
hospitality
industry
has
obviously
been
the
one
that
has
been
hurt,
the
most
the
restaurants,
the
bars,
the
hotels,
they
have
definitely
more
the
brunt
of
covent.
L
Kanke
county
deemed
essential,
they're,
actually
working
overtime
and
having
difficulty
time
hiring
people,
because
a
lot
of
people,
you
know,
are
afraid
to
come
to
work
or
they're.
You
know
some
of
them
they've
gotten
extra
benefits
through
the
different
unemployment
compensation.
That's
been
out
there,
so
the
factories
are
actually
begging
for
employees
and
begging
for
workers.
L
I
think
that
you
know
you've
actually
seen
a
shift
in
a
lot
of
people
who
used
to
work
at
restaurants
and
bars
that
have
you
know,
potentially
gone
back
and
got
some
training
and
and
gone
into
different
fields
because
they're,
you
know
they
didn't
know
when
their
restaurant
or
their
waitress
job
might
be
coming
back.
So
they've
shifted
employment
and
gone
to
a
different
direction.
So
I
guess
to
answer
your
question.
L
We
certainly
hope
that
you
know
the
the
restaurants
and
the
bars
will
get
back
to
business
and
they
can
you
know,
re-employ
the
people
that
were
laid
off,
but
you
know
that's,
that's
a
decision.
That's
coming
down
from
the
state
with
the
guidelines
that
they
propose
and
that
they,
you
know,
instruct
us
to
follow.
A
E
Thank
you,
mr
nugent.
I
thank
thank
you
very
much
for
your
presentation.
I
have
a
very
I
have
a
question.
As
far
as
the
bradley
area
and
the
the
mall
has
there
been
any
activity
or
any
inquiries
into
any
any
type
of
interest
in
reopening
the
mall
or
reestablishing
it
in
any
way.
L
Well,
the
village
of
bradley
has
hired
a
consultant
to
come
up
with
different
ideas
and
plans,
and
they
are
in
the
middle
of
that
you
know
process
they
actually
have
another.
You
know
village
meeting
coming
up.
I
think
in
the
next
week
or
two
that's
taken
a
lot
longer
than
normal
because
of
the
pandemic.
I've.
L
I
I
was
out
at
the
in
new
york
at
the
people
who
owned
the
mall
a
year
or
two
ago
talking
to
them
about
their
plans,
and
I
actually
I
talked
to
them.
Well,
within
the
last
three
weeks,
I've
had
conversations
and
they're
open
to
suggestions
and
ideas.
L
L
They
did
not
necessarily
indicate
that
they
had
a
master
plan,
that
this
is
what
we're
going
to
do,
but
they
did
indicate
that
they're
open
to
community
suggestions
and
ideas.
You
know
with
them
all
you
know.
Would
they
sell
them
all?
I
think
that
you
know,
I
think
it's
potentially
available,
but
they
they're
not
giving
anything
away
and
they
are
they
don't
have
any
mess.
Any
plans
that
I'm
aware
of
to
making
any
major
investments
on
their
own.
E
G
Yeah,
the
chairman
afforded
me
the
opportunity
to
speak
again.
One
question
I
forgot
tim
to
pose
to
you
looking
at
the
comments
that
commerce
congresswoman
robin
kelly
made
recently
regarding
the
airport.
G
That
was
one
of
the
issues
of
high
concern
on
her
part
within
the
past
week.
She
spoke
to
that
issue
and
I
was
wondering
regarding
ongoing
questions
and
efforts
regarding
that
particular
initiative.
We
know
that
the
state
has
acquired
a
lot
of
acreage
up
there
and
I
was
wondering:
can
you
give
us
any
kind
of
status
report
regarding
the
third
airport.
L
Yes,
I
I've
actually
been
in
communication
with
authorities
in
will
county
over
the
course
of
the
last
two
months.
Talking
about
that
because,
as
you
know,
the
state
that
not
only
has
the
acquired
land,
they
also
have
like
150
or
60
million
dollars
allocated
in
the
budget.
For
if
you
know,
for
you
know,
you
know
the
to
be
invested
in
infrastructure
in
the
airport
and
all
that
was
kind
of
moving
forward
when
kobe
hit
and
again
besides
the
hotels
bars
and
restaurants,
the
other
industry
that
has
been
impacted
more
than
any.
L
Industry,
so
you
know,
I
think
that
you
know
with,
I
think,
that's
kind
of
on
hold
until
we
get
past
covet
and
see
what's
going
to
happen
with
travel
over
the
course
of
the
next
few
years.
The
state
does
have
money
allocated
for
infrastructure
improvements
there
and
we
don't
want
to
lose
that
I
mean
I
talked
with,
will
county
about
hey?
L
If
the
state's
got
money
there
you
know,
maybe
it
could
be
pivoted
and
used
towards
improvements
on
I-57
heading
in
the
direction
of
the
airport,
which
would
accomplish
two
things:
one
improved
traffic
at
I-57
and
also
if
the
airport
ever
does
come
to
pass,
it
would
be
money
well
spent.
You
know
in
that
area
that
would
improve
access
to
the
airport.
L
A
You,
mr
nugent,
was,
do
you
know
if
that
was
part
of
the
transportation
bill,
or
was
that
part
of
the
the
governor's
budget.
M
L
N
L
You
know,
distribution
parks
or
you
know,
logistics
facilities
or
that
type
of
thing
we
we
want
that
money
spent
in
the
area
and
not
moved
somewhere.
A
Else
sure,
thank
you.
The
reason
I
asked
is
some
of
the
the
appropriations
went
away
or
potentially
would
likely
go
away,
based
on
the
non-passage
of
the
fair
tax
progressive
tax,
some
things
as
far
as
infrastructure
and
roads
are
fine,
they're
still
funded.
It
was
a
separate,
that's
one
of
the
reasons
I
asked
so
we'll
get
clarity
and
pass
that
along
even.
A
So
the
one
correction:
it's
not
a
correction,
it's
more
of
an
update!
We,
we
will
hear
the
land
bank
proposal
here
at
our
executive
committee.
We
have
not
passed
anything
yet
so
we're
going
to
go
through
that
at
our
executive
committee
this
month
and
if
it
makes
it
out
of
executive,
then
we'll
address
it
in
february.
So
but
beyond
that,
it's
it's
set
to.
We
have
an
agreement
on
the
terms.
It's
just
we're
working
through
the
last
little
bit
of
it.
So.
L
That's
that's
a
tool
that
I
think
is
is
vital
to
take
a
lot
of
these
properties.
You
know
the
abandoned
properties,
you
know
off
the
out
of
being
abandoned
and
onto
the
tax
sure.
F
Yes,
I'd
like
to
ask
mr
dude,
I
have
two
questions
and
very
good
on
the
report.
Thank
you
so
much
for
sharing
that
with
us.
That
was
very
comprehensive.
F
I'd
like
to
know
if
there
was
a
member
of
the
economic
alliance
from
a
strong
agricultural
background
on
your
board
and
also
I'll,
ask
the
other
question
and
then
I'll
use
good
on
the
composite
cost
of
living
and
how
do
we
convert
on
the
county
department?
L
To
answer
the
question
about
the
agricultural
background:
no
not
neces
I
mean
we
haven't,
we
do
not
have
any
representatives
that
are
that
are
farmers
that
I
I
believe
we
have
always
been
geared
more
towards.
You
know
the
manufacturing
and
you
know
the
major
employers,
but
that's
certainly
something
that
you
know
that
we
could
look.
Obviously
you
know
agriculture
is,
you
know,
is
a
huge
industry
in
our
area
too,
as
chad
miller
will
be
happy
to
attest,
and
the
second
question
I
couldn't
understand
what
you
were
saying.
F
L
That
is
a
national
survey.
That's
done
so.
We
are
obviously
below
the
you
know
the
national
average.
As
far
as
how
does
it
compete
with
you
know,
with
other
areas
in
illinois
with
you
know,
danville
decatur
campaign,
those
areas
I'd
have
to
look
and
see
exactly
where
they're
at.
I
would
suspect
that
they
are
similar
around
that
same
number,
but
I
don't
have
that
information
right
at
my
fingertips.
L
Cost
of
living
everything
yeah
a
lot
of
times,
we'll
be
a
little
higher
because
we
do
have
the
advantage
of
being.
You
know
closer
proximity
to
chicago
and,
as
you
get
closer
to
the
metro
area,
things
usually
get
a
little
more
expensive.
So
you
know
I
would
suspect
that
danville
decatur,
maybe
not
champagne,
so
much
but
some
of
those
you
know
the
other
areas
are
a
little
bit
lower
than
ours,
because
home
prices
are
lower,
and
you
know
you
know
different.
L
You
know
different
areas
that
things
that
they
study
are
a
little
bit
lower.
Again
we
have
the
you
know
the
luxury
of
being
only
an
hour
from
chicago,
where
you
know
we're
still
very
rural,
but
we
also,
you
know,
do
have
some
bleed
over
from
some
of
the
costs
from
the
you
know,
from
the
suburbs
and
from
the
city
coming
down
here.
That
raises
some
of
our
numbers.
A
L
Absolutely
I
mean
right
now
we're
competing
with
a
couple.
You
know
a
company
on
the
kmart
warehouse,
that's
looking
at
you
know
indiana
and
ohio.
You
know
we've
got
to
have
some.
You
know
some
things
that
push
you
free,
because
it's
a
pretty
well
known
fact
that
the
cost
of
doing
business
in
indiana
and
some
of
the
you
know
those
other
states
are
is,
you
know,
is
less
than
illinois,
so
we've
got
to
have
some
other
things
in
the
plus
column
that
will
bring
them
here.
L
A
You
I
appreciate
that
any
other
questions
for
tim
or
anyone
at
the
alliance.
Great
thanks
for
your
time.
Oh,
go
ahead.
Someone
else.
P
Just
just
a
comment:
it
was
mentioned
that
the
mall
is
closed
and
actually
that's
not
true.
There
are
several
small
businesses
still
open
in
the
mall
and
I
invite
everyone
to
check
them
out.
My
friend
owns
crafts
and
things
and
she's
doing
a
robust
business
there.
So
thank
you.
A
Great,
thank
you.
Well,
if
there's
nothing
else,
we'll
move
on
have
a
great
day
everybody
you
can
stay
on
and
enjoy
the
next
hour
of
the
meeting.
If
you
want
tim
and
angela
circle
back
we're
going
to
mute,
you,
though,
have
a
good
day
the
minute
to
the
last
meeting
december
7th.
Is
there
a
motion?
Oh
excuse
me
and
the
eighth
a
motion
to
combine
and
approve.
A
We
have
a
motion
in
a
second:
let's
do
a
roll
call
on
zoom.
First,
if
that
works.
F
D
F
D
F
F
M
A
All
those
in
the
room
say
aye.
Those
opposed
same
sign
motion
carries
claims
committee
reports.
D
Mr
chairman
and
members
of
the
county
board,
you're
committing
on
county
claims,
would
beg
leave
to
report.
They
have
examined
the
following
claims
presented
and
recommend
payment.
The
clerk
is
hereby
authorized
and
directed
to
issue
orders
to
the
several
claimants
total
claims
of
five
million
two
hundred
forty
nine
thousand
eight
hundred
forty
dollars
and
twenty
nine
cents.
A
All
righty
is
there
a
motion
to
combine
and
approve
on
that
about
somebody
from
zoom
motion
to
combine
and
approve
miss
polk
with
a
motion,
a
second
in
the
room,
mr
lear,
any
questions
comments
we'll
do.
P
D
A
Wheeler
aye
motion
carries
under
department
reports.
Could
we
get
those
run
the
record?
Please
absolutely.

A
F
A
Aye
motion
carries
under
committee
presentations
on
the
consent
agenda.
Is
there
anything
that
needs
to
be
removed
and
discussed
separately.
A
All
righty,
then,
with
that
I
would
need
a
motion
to
combine
and
approve,
except
for
those
that
are
going
to
be
considered
separately,
mr
dunhill
and
mr
eckoff.
If
we
get
those
read
the
record,
please.
D
N
F
C
D
C
A
Motion
carries
moving
on
to
153.
If
we
get
the
title
read
the
record,
please.
A
I
Yes
and
basically,
question
goes
for
153
all
the
way
to
156
it's
not
when
I'm
looking
at
these
appointments
and
I'm
looking
at
us
joining
different
associations,
I
don't
mind
that
the
majority
of
the
individuals
are
republican,
but
I
think
courtesy
should
be
given
as
far
as
inclusive
nest
into
having
at
least
a
democrat
represented
in
this
thing
since
we're
paying
dues
to
this,
and
it's
basically
to
collect
and
gather
information
and
to
have
a
voice.
I
I
think
that
the
democratic
party
should
at
least
had
one
consideration.
So
that's
my
objection
and
that's
the
only
reason
I
will
be
voting.
No,
you
could
collectively
vote
on
them,
but
in
the
future
I
am
asking
that
you
all
consider
when
we're
going
into
associations,
whether
it's
ucci,
whether
it's
or
whether
it's
the
illinois
association
of
county
officials,
that
at
least
a
democrat
is
considered.
That's
it.
A
A
A
K
D
C
I
D
A
F
A
Aye
motion
carries
motion
carries
mr
hunter.
Did
you.
G
Have
a
question,
mr
chairman,
on
the
cons,
I
understand,
and
I
heard
the
concerns
of
county
board
member
snipes.
G
I
I
would
just
suggest
that
someone
or
individuals
could
interface
with
you
prior
to
these
appointments
being
being
made.
That's
the
way
to
do
stuff
instead
of
having
some
concerned
voice
at
this
particular
meeting,
but
in
the
future.
I
would
implore
my
fellow
county
board
members
to
interface
with
the
chairman
regarding
consideration,
just
like,
for
example,
although
it's
not
an
entity
that
we
necessarily
have
jurisdiction
over
the
economic
alliance,
I
articulated
some
matter
about
a
recommendation
about
adding
a
person
all
I'm
saying
we're
not
busy
24
7
as
individuals.
G
You
know
I
have
a
full
plate
of
activities,
but
I
do
find
time
to
interface
with
the
powers
to
be
regarding
issues
of
concern
again
without
being
redundant.
You
gotta
interface,
you
gotta,
be
proactive
in
terms
of
what
the
issues
might
be
and
there
should
not
be
any
unreadiness
when
this
stuff
comes
up
because
you've
taken
the
appropriate
actions
or
efforts
to
to
address
it.
A
Thank
you,
sir,
and
and
the
point
point
very
well
taken.
That's
why
we
we
send
all
appointments
through
the
executive
committee
first,
where
there
is
them,
there's
representation
there.
So
there's
no
comments
were
made
at
that
meeting
and
for
them
to
come
up
here
is
kind
of
typical,
but
that's
fine
to.
G
You
duly
accepted
the
appointments
and
they
were
acted
upon
by
this
by
the
executive
committee
and
and
the
full
county
board.
Is
that
not
true?
No
that's.
A
Absolutely
true
you,
you
would
put
suggested
people
for
the
announced
openings.
Those
were
placed
on
the
executive
committee
agenda
per
your
recommendation
and
the
board
voted
on
them
an
executive
and
then
again
a
full
board
to
place
those
appointments
on
various
committees
that
we
appoint
to
throughout
the
county.
Thank
you.
We
do
have
processes
and-
and
there
is
no
king
of
the
county.
A
So
thank
you
for
that.
That's
what
we're
all
here
for,
let's
see
here
the
yes,
mr
collins,
please.
K
I'd
like
to
just
reiterate
what
mr
hunter
pointed
out
that
there's
three
parties
here
and
not
just
two,
and
that
if
I
would
ever
suggest
that
we
were
included
in
any
situation,
I
would
probably
have
a
solution
rather
than
just
a
if
it
was
able
to
be
presented
beforehand
and
not
discussed
at
this
meeting
as
it
seems
it
was
passed
up
to
do
so.
I
wouldn't
interrupt
without
a
solution
of
the
problem
or
a
recommendation
and
there's
three
parties
here
for
sure.
A
Thank
you
moving
on
to
community
service,
if
we
can
get
this
next
item
ready
the
title
please.
A
And
by
the
way
that
read
waive
the
reading
and
read
just
the
title
into
the
record
anytime,
I
say
that
just
so
everybody
knows
we're
waiving
the
reading
of
these
four
pages
of
verbage
and
we're
reading
the
title
that
people
want
to
dive
into
particular
parts
of
it
know
that
we
can
always
do
that
and
we
do
that's
more
for
the
new
people
on
the
board
than
others,
or
else
we'd
be
here
for
hours.
C
A
Exactly
so,
as
far
as
this
agreement
goes,
is
there
a
motion
with
nugent
curtis
off
to
approve
daniel's?
Second
yeah
they're
lean
featherling,
any
questions
about
this
agreement,
we'll
start
with
mr
snipes.
First,
basically,.
I
I've
voted
against
this
before,
due
to
the
fact
that,
due
to
the
fact
that
chris
curtis
is
the
agent,
I
don't
care
if
it
others
ate
to
see.
If
there
was
tim,
there's
no
problem,
anyone
else
there
will
be
no
problem
at
this
particular
time.
However,
when
individuals
are
engaged
in
political
activities
during
the
course
of
real
estate
transactions,
I
think
that
they
should
kind
of
choose
another
agent
until
such
time
as
process
is
over.
I
In
this
case,
I
still
will
be
voting
no
authorizing
the
county
board
chairman
sign
agreement
with
the
new
jerk
kurdish
real
estate
agent,
unless
they
had
another
agent
in
this
process,.
G
Board
member
snipes-
I
I
know
you
articulated
that
the
last
time-
and
this
is
not
attacking
anything
but
just
information.
You
had
some
concerns
because
mr
curtis
was
a
republican
running
for
mayor.
I
I
know
chris
curtis
and
I
know
mr
nugent
and
I
hate
to
bring
this
up,
but
you
know
that's
part
of
my.
My
history
serve
with
mr
nugent
on
the
kankee
city
council.
He
was
an
alderman.
He
was
dem
ran
as
a
democrat
on
the
kaneki
city
council
a
while
back.
G
So
you
have
a
republican
and
you
have
a
democrat
in
this
particular
company.
Can
you
also
give
me
the
background
of
chris
curtis
in
terms
of
his
status
and
and
in
terms
of
real
estate?.
A
Yeah
I
I
kind
of
think
that
the
whole
conversation
is
completely
out
of
order
because
you're
bringing
politics
into
business
and
what
doesn't
have
anything
to
do
with
the
other.
But
I
will
say
that
chris
curtis
was
the
former
president
nationally
of
sior
the
society
of
industrial
realtors,
the
preeminent
organization
for
ethics
and
performance
of
industrial
realtors.
A
That
in
and
of
itself
means
he's
imminently
qualified.
We
all
know
who
the
the
site
finders
are
in
this
area.
They
could
have
been
mr
bennett,
mr
curtis
and
anyone
of
a
local
number
of
people
all
right.
This
is
the
one
that
we
chose
to
work
with
and
on
this
particular
project,
and
we
brought
it
forward.
I'm
just
going
to
leave
any
other
comments
alone.
That's.
Q
I
also
am
a
commercial
real
estate
managing
broker,
and
I
can
only
speak
very
highly
of
both
mr
nugent
and
mr
curtis
they're
well-versed,
good
representatives
for
the
county.
I
do
have
one
concern
with
this
listing
agreement
and
that's
our
offering
price.
I
don't
know
if
anybody's
checked
into
that
or
not,
but
I'd
like
to
challenge.
Mr
curtis
he's
an
excellent
salesman
and
I
think
where
he
could
be
on
the
low
side.
A
Yes,
the
the
commission
that
is
earned
by
the
the
real
estate
broker
is
based
on
whatever
they
get
for
it,
so
that's
their
motivation
to
get
the
most
out
of
they
possibly
can
we
have
a
commercial,
real
estate
appraisal
from
this?
That
is
what
has
spurred
this
action
so
point
taken.
This
board
will
see
any
offer
that
comes
back
before
we
accept
anything
so
in
the
finance
committee.
Is
the
first
stop
on
that
that
journey.
If
you
will
so,
I
will
make
sure
that
mr
curtis
does
know
that.
Well,.
Q
A
Could
you
let
me
know
which
part
of
that
agreement
you're
you're,
referencing.
A
N
Q
A
That
match
the
appraisal
that
that
matched
appraisal.
Well,
we
can
consider
that
when
it
comes,
but
I
mean
that's,
I
I
don't
think
it
is.
But
that's
that's
that's
your
that.
That's
your
call!
So
if
we
want
to
do
you
want
to
make
an
amendment
to
put
that
number
higher?
Yes,
what
would
that
number
be?
Sir?.
Q
H
Q
Go
ahead,
I
would
defer
to
mr
curtis
because
he's
in
this
property,
but
realistically
that
property's
in
the
160-170
range
I
think
very
easily,
and
we
it's
it's
a
good
location.
Real
estate
values
are
moving.
We
just
heard
that
and
I'm
not
in
favor
of
selling
an
asset
for
what
I
know
will
sell
very
quickly.
I'd
like
to
see
mr
curtis
show
us
his
talent
and
raise
that
selling
price.
Q
A
Q
F
F
A
Please
160.
sorry
siri
wanted
to
know
what
that
price
was.
I
have
no
idea
what
that
is
about.
So,
if
we,
if
the
property
shall
be
listed
for
a
sale
price
of
160.
A
F
A
A
We're
voting
on
just
the
amendment
now
itself.
So
is
there
any
other
questions
about
that
number.
Q
A
See
we
just
dated
ourselves
they're
all
shy,
true
league
fence,
so,
okay!
Well
then,
it's
169.9
is
this
the
second
the
second
except
that
modification,
mr
fairfield
you're
mute.
O
A
F
D
F
I
Aye
for
the
what
are
we
voting
on
and
there's
an
amendment
for
169.99.
C
E
A
Aye
motion
carrier,
so
the
motion
carries
moving
back
to
the
original
question
on
the
agreement
as
a
whole
and
we
did
have
a
motion
in
a
second
on
that
one.
So
is
there
any
other
discussion
on
that?
The
agreement
with
nugent
curtis
real
estate.
I
And
again,
I
would
agree
that
on
the
169,
don't
have
a
problem
with
again
mr
nugent.
I
just
simply
said
that
there
should
be
another
agent
of
his
company
handling
this
or
himself
there's
a
reason
why,
when
I
said
chris
curtis,
when
you
chairman,
was
about
to
lead
the
board,
he
was
considering
running
for
the
against
him
in
the
city
of
kankakee
and
then
now.
A
I
And
I
still
simply
say
that
this
puts
a
oh.
It
raises
the
questions
of
ethics
when
we're
doing
things.
What
I
ask
is
that
the
in
the
agent
be
changed
not
so
much
the
agency
and
because
I
stated
the
reason
why
this
county
board
you
they.
Basically,
this
is
a
record
on
the
county
board.
So
it's
not
something
that's
out
of
order,
because
it's
something
that
was
discussed
and
it
was
by
you,
along
with
the
board.
I
So
as
a
result,
anything
that's
on
your
minutes
or
in
the
minutes
of
this
county
board
can
be
brought
up
and
why
it's
being
ruled
out
of
order
only
because
there
might
be
some
personal
agenda,
but
outside
of
this,
I'm
saying
that
this
is
the
reason
why
I
will
not
basically
vote
for
the
agent
you
can
get
another
agency.
I
applaud
mr
knew
I
was
there
when
he
was
the
police
officer,
the
police
chief,
not
not
a
problem.
The
thing
is,
it
should
be
another
agent.
A
Alrighty
is
there
any
other
comment
all
right.
Moving
on
to
roll
call
vote,
please.
O
E
F
A
Aye
motion
k
motion
carries
moving
on
to
highways
and
buildings.
I
need
a
motion
to
open
sealed
bids
for
elevator
maintenance,
a
point
of
order.
I
Yes,
sir,
I
need
to
have
I
guess,
because
nancy
is
on
this
particular
county
boy,
with
the
with
the
robert
rules
of
order.
I
understand,
and
I
have
the
robin
rules
of
order,
but
also
understand
that
when
a
person
has
the
floor,
it's
not
the
point
to
call
the
point
of
order
unless
something
is
out
of
order
and
it
should
have
been
again
a
vote
that
would
have
been
taken
by
the
the
board,
basically
to
stating
the
reason
why
they
did
not.
I
So
I
need
to
understand-
because
we
can
do
this,
because
this
doesn't
happen
on
the
senate
floor.
It
doesn't
happen
on
the
representative
floor
both
for
the
united
states
or
for
because
all
I
can
simply
say.
If
I
disagree
with
something,
is
simply
point
of
order
and
then
all
of
a
sudden
they
can
vote
and
you're
the
controlling.
So
therefore
it
will
always
be
overruled.
That's
not
ethical
and
I
don't
think
that's
part
of
the
right
rules
of
order
and
I
don't
need
you
from.
I
N
Mr
lear,
thank
you,
mr
chairman.
The
roberts
rules
cheat
sheet
that
was
distributed
previously
calls
attention
to
when
a
objection
to
a
procedure,
personal
affront
occurs.
You
may
say
point
of
order.
It
indicates
you
can
interrupt
a
speaker
at
that
point.
It
is
a
segment
is
not
needed,
it
is
not
debatable,
it
is
not
amendable
and
no
vote
is
needed.
The
chair
decides
thank
you.
A
Sir
moving
on
we
are,
we
are
under,
we
have
emotion.
Do
we
have
a
motion
to
unseal
the
bids?
Peters,
miss
peters,
the
second,
with
mr
hess,
I
believe
in
the
bids
all
right,
wes
yeah
here
handles
these
are.
A
R
Background
on
the
elevators
for
the
new
members,
we
had
a
severe
storm
that
come
through
the
area.
I
think
it
was
back
in
november
it
ripped
the
roof
off
the
elevator
shaft
on
the
west
side
of
the
building,
one
of
the
elevators
was
considerably
water
damaged.
R
So
these
looks
like
I
have
two
packages
here
are
for
the
needed
repairs
relative
to
the
insurance
claim
for
the
storm
damage
back
in
november.
So
does
that
adequately
sum
it
up.
R
So
we've
got
bid
number
one
here
from
otis
elevator.
R
And
we
have
bid
number
two.
C
A
Chairman,
yes,
mr
house,.
C
A
R
R
R
Let's
see
here,
okay
looks
like
kone,
elevator
modernization,
the
two
elevators
328
thousand
one,
seventy
four
three
hundred
and
twenty
eight
thousand
one.
Seventy
four
that's
coney
elevator.
So
what
I
would
like
to
do
is
these
are
pretty
detailed
proposals.
I'd
like
to
review
these
in
detail
and
then,
as
mr
has
stayed
to
go
with
the
lowest
bid
upon
review
of
these,
the
lowest
apples
to
apple's
bid,
correct.
C
A
It's
and
it's
actually
quite
possible
and
likely
that
there's
add-ons
based
on
local
electricians
and
things
like
that
that
will
have
to
be.
You
know,
trades
work
that
has
to
be
done
locally,
that
are
outside
of
the
specific
elevator
that's
separate,
and
by
the
way
those
are
all
going
to
be
added
to
the
claim
for
the
insurance
company
as
well.
We
should
not
see
or
we're
capped
at
what
our
deductible
is.
A
G
Got
a
question
lowest
and
responsible
bids:
that's
two
descriptions.
What
if,
for
example,
hunter
incorporated
made
a
bid,
and
I
I
had
a
bid
of
like
three
hundred
thousand
now
no
way
in
hell.
You
guys
are
gonna,
choose
me
because
I'm
not
in
that
particular
business
or
maybe
my
first
venture
in
terms
of
bidding
of
on
this
project
or
any
other
project,
not
to
mention
your
county
board
members.
A
G
I'm
a
democrat,
oh
yeah,
of
course.
Well,
let
me
just
say
so
the
maker
of
the
motion,
I
understand
what
you
what
you've
done,
but
who
does
the
maintenance
on
it
on
the
elevators
now
correct.
A
Okay
and
there's
really
three
companies,
it's
otis,
coney
and
then
feast
and
crop
tyson
crop,
whatever
german,
whatever.
But
those
are
the
three
big
ones
that
you
see
out
there
yeah
wow
some
of
the
questions.
Will
they
will
they
warranty
their
work
on
another
company's
elevator?
You
know
that
kind
of
stuff
needs
to
be
checked
so
that
that
may
not
be
a
responsible
bid.
If
in
fact
these
are
kone,
elevators
and
a
fotus
was
lower,
but
they
won't
warranty
their
work
because
it's
on
somebody
else's
system.
A
Q
A
A
A
A
So
this
is
some
one
of
those
things.
That's
to
keep
me
up
at
night
type
thing:
it's
a
real
problem,
so
we've
got
to
get
it
fixed.
To
your
point,
though,
I
agree,
mr
kinzinger
yeah
they've,
already
kind
of
vetted
this
kind
of
thing
on
what
they're
going
to
pay
for
yeah.
R
M
Chairman,
yes,
would
it
be
possible
to
get
west
to
give
us
a
rundown
on
thursday,
or
is
that
too
quick
for
our
committee?
I
think.
R
And
grounds
discussed
was
which
direction
we
wanted
to
go.
Was
it
going
to
be
the
refurbished
route
or
was
it
going
to
be
the
the
replacement
route,
and
I
think
everybody
was
in
agreement
that
this
is
the
route
that
you
know
that
we
wanted
to
go
sure
and
we
discussed
the
bids.
We
discussed
the
formal
bidding
process
at
buildings
and
grounds,
so
that's
his
best
to
my
recollection.
That's
what
we
discussed.
Okay.
A
If,
if
we
send
out
a
communication
from
administration
to
the
county
board,
members
letting
you
know
is
that
suffice
for
notification
on
who
this
low
qualified,
because
we're
gonna
run
to
daylight.
We're
not
gonna,
wait
until
next
month
to
let
them
know,
that's
fine!
Yes,
sir.
I
If
I
recall
correctly,
this
is
a
insurance
job.
That's
going
to
be
paid
right.
Yes,
also
correctly,
we
basically
discussed
that
we
wanted
to
not
go
with
refurbished,
but
to
go
with
him,
because
that
we
first
would
wind
up
giving
us
putting
us
back
sometime
back
in
the
same
shape.
So
I
think
it
was
well
discussed
in
the
committee
and
moved
forward
that
this
is
what
we
were
going
to
do
so
as
far
as
regarding
the
price,
we
were
supposed
to
give
our
bids
and
we
opened
up
the
bids
today.
I
Correct
yes,
and
then
at
that
point,
then
we
will
be
just
voting
on
just
the
whether
you
want
to
say
lord's,
responsible
bid
or
bitter.
Whatever
we
vote
on
would
determine
the
bid
that
we
are
accepting.
Would
that
be
not
correct
correct?
So
I
would
I
don't
see
the
need
for
a
lot
of
going
back
and
forth
debate,
because
we
do
if
that
elevator
goes.
We
got
to
walk
all
the
way
to
the
second
floor,
and
then
we
got
to
go
down
some
other
place.
I
Individuals
would
not
be
able
to
move,
so
it
is
of
urgency
that
we
don't
belabor
is
what
is
my
full
point
thanks.
A
So
yeah
we'll
get
a
communication
out
whatever
that
when
that
determination
is
made,
it's
going
to
be
this
week,
it
will
let
everybody
know
and
please
keep
in
mind
it's
not
a
debate
over
internet.
That's
open
meetings,
act,
problems,
we'll
just
inform
we
don't
want
a
discussion
makes
sense.
One
on
one
is
a
way
to
have
discussion,
so
we
don't
violate
open
meetings,
act.
M
A
C

A
All
right
motion
carry
sorry,
mr
smith,
did
you
from
burping
he
he's
an

A
I
saw
him
trying
to
find
mute
and
unmute
all
right.
Moving
on
and
by
the
way
motion
carries
the
under
pza.
If
we
get
the
title
of
this
one
right
in
the
record,
when
you
have
a
moment.
A
F
E
A
Motion
carries
under
finance
if
we
could
get
that
title
of
the
record.
Please.
A
Is
there
a
motion,
mr
lear,
with
the
motion?
Is
there
a
second
all
right,
miss
polk,
a
second
to
approve
any
questions
about
any
of
these
special
fund
budget
amendments.
C
D
E
E
F
F
D
A
I
I
know
that
we
generally
use
this
accounting
firm.
The
only
issue
I
have
have
we
ever
beated
it
out
and
if
we
have
this
is
what
comes
back.
A
We
haven't
been
in
a
while.
We
were
going
to
bid
it
this
past
year,
but
with
covid
we
didn't
get
a
chance
to
bid
it
out
and
with
all
of
the
other
things
that
were
going
on,
it
is
our.
It
is.
Our
explicit
intent
this
year
is
to
prepare
the
the
bid
package
for
a
one-year
bid
during
the
fall
of
this
year.
Now
that
we're
out
of
this,
so
we
should
check
about
every
five
or
six
years
it
hadn't
been
done
in
a
while,
so
we
didn't
get
to
it
this
year.
A
You
may
remember
that
we
were
going
to
also
establish
a
bid
process
around
when
the
accounting
moved
to
the
auditor's
office,
but
he
did
not
accept
the
accounting,
so
he
didn't
bid
it
out
at
that
point
and
then
covet
happened
and
it
all
got
away
from
us.
So
we
will
be
checking
again
at
the
end
of
this
year.
That's
our
intent,
yeah!
We
do.
You
know
we
do
spot
check
and
this
they
didn't
raise
their
price
from
last
year.
We
did
bid
it
out
before
so.
A
A
Any
other
questions,
roll
call
vote.
Please.
D
C
C
F
A
A
Miss
weber,
I
know
you've
had
something
to
do
with
that.
Would
you
like
to
second
this
by
any
chance.
A
Thank
you
there's
specific
reasons.
I
asked
for
motion
in
a
second
because
they've
been
working
on
this
with
the
sheriff
over
a
long
period
of
time.
So
basically
we
we
know
that.
Well,
I
should
state
for
the
record.
Animal
control
does
not
have
purview
to
go
into
every
community
within
the
county
for
most
things,
something
state
law
allows
them
to
go
into
communities
like
dog
bites,
and
things
like
that.
They
can't
just
come
in
and
take
a
large
animal.
The
cities
have
to
agree
to
pay
that
bill.
A
Can
the
people
on
zooms
here
and
see
us
in
the
room.
H
B
H
A
You
can
see
and
hear
us
we
can
continue
while
jason
takes
care
of
some
technical
stuff.
If
you
do
lose
us,
let
us
know
please.
Well,
I
guess
we
wouldn't
know,
because
you
wouldn't
be
able
to
let
us
know
yeah
I'll
call
you
that's
andy,
sorry
that
was
just
classic.
So
in
order
for
us
to
be
able
to
come
in
to
those
villages,
there
has
to
be
an
intergovernmental
agreement.
A
We
have
one
with
chabants
one
with
buckingham,
and
now
we
have
one
in
front
of
us
from
bourbon
a
it
is
a
monumental
step
towards.
What
we
see
is
is
the
future
of
animal
control,
where
the
the
citizen
citizens
can
just
call
us
up.
If
you
will
animal
control
and
we
respond
directly,
the
ultimate
goal
would
be
to
have
a
second
shift
with
animal
control
officers.
Once
we
get
enough
revenue
to
do
that,
I
know
the
sheriff
is
that's
his
intent
for
us
to
be
focusing
on
on.
A
You
know,
obviously,
the
the
regulation
side
of
this,
the
enforcement
side
of
animal
control
and
then
we're
moving
into
you
know
we're
almost
empty
now
with
animals
at
our
current
animal
control
facility.
Just
some
things
we
have
to
hold
because
some,
I
want
to
say
some
pending
cases,
if
you
will,
but
things
are
working
very
well
with
moving
animal
control
to
the
sheriff's
department
and
I
could
not
commend
him
enough.
A
So
things
started
moving
with
these
intergovernmental
agreements
when
the
sheriff
started
talking
with
these
municipalities,
so
I
will
say
that,
and
I
don't
know,
miss
miss
parker,
miss
weber.
Do
you
have
anything
to
add.
B
Thank
you,
mr
chairman.
I
would
like
to
thank
sheriff
downey
and
carrie
laird
for
moving
forward
with
this.
This
has
been
on
our
agenda
for
the
first
three
years
that
we
have
formed
this
committee
and
one
of
the
biggest
goals
that
we've
had
and
we're
seeing
now
more
municipalities
hoping
to
jump
on
board
with
this.
F
I
just
confirm
what
you
said:
we're
really
pleased
about
this
and
hope
for
more
in
the
future.
A
And
I
was
with
the
the
village,
the
mayor,
their
administrator,
their
team
yesterday,
and
they
they
couldn't
be
happier
either
looking
forward
to
to
working
on
this
and
then
hopefully,
maybe
next
year
we
can
get
some
of
the
other
larger
municipalities
to
come
on
board.
That's
the
next
step,
so
any
other
thoughts,
questions
comments
from
the
board.
A
All
righty:
let's
go
ahead
and
do
roll
call
vote.
Please.
F
F
D
F
E
F
A
Mr
wheeler
aye,
so
the
motion
carries
my
thanks
to
obviously
the
sheriff
in
the
village
for
getting
us
to
this
point.
We'll
move
on
to
the
next
one.
A
163
is
not
ready.
We
had
a
mr
kinzinger
came
to
us
before
this
meeting
and
over
the
last
couple
of
weeks
had
some
questions
some
some
thoughts,
some
things
that
he
thought
might
need
to
be
addressed
and
they're
with
our
legal
team
and
that's
the
way
that
it's
supposed
to
work
so
we're
we're
pulling
it
from
the
agenda.
Those
answers
are
not
ready,
but
we'll
be
bringing
it
back
next
month.
This
is
basic,
basically
authorizing
sea
pace
to
go
county
wide.
A
We've
already
chosen
the
partner
who
we
we'd
work
with
the
lender,
and
it's
not
really
who
we'd
work
with
it
would
be,
who
the
the
the
customers
of
that
lender
would
work
with,
primarily,
but
just
for
just
for
explanation.
So
maybe
we
don't
have
to
do
it.
A
The
next
time
c-pace
allows
somebody
to
create
their
kind
of
like
their
own
special
taxing
district,
just
on
their
property,
their
commercial
property
and
then
for
the
energy
upgrades,
whether
it's
new
windows,
roofing,
geothermal,
solar,
whatever
it
is
for
their
commercial
endeavor,
it's
not
residential,
but
then
they
take
that
that
amount
of
money
that
has
comes
from
a
lender
and
it's
put
on
their
tax
bill
over
20
years.
So
it's
it's
a
very
low
cost
incentive
and
it
helps
reduce
the
amount
of
liquid
capital.
An
investor
needs
to
be
able
to
put
into
a
project.
A
So
it's
very
good,
for
you
know:
housing
redevelopments,
it's
good,
for
you
know:
hotels,
motels
things
like
that,
so
we'll
get
into
the
details
next
month,
but
just
so
we
had
everybody
together.
I
thought
I'd
mention
again
what
this
is
for
and
if
we
pass
it,
then
it
can
be
anywhere
in
the
county
and
there's
already
people
that
are
interested
in
this.
So
I
apologize
to
them.
We're
not
ready
yet,
hopefully
that
doesn't
mess
up
your
your
your
program,
I
figure
one
month.
A
Delay
might
not
hurt
you
too
bad,
but
we
want
to
get
it
right
to
the
satisfaction
of
board
members.
So
with
that
being
said,
we're
moving
that
from
the
agenda.
Now
we're
on
to
the
approval
of
the
go
ahead
and
read
that
in
the
record,
please,
sir.
A
All
righty,
so
first
let
me
get
a
motion
to
approve
here
from
somebody
on
zoom.
Maybe
I
make
that
motion
we'll
go
with
mr
featherling.
First
miss
polk.
Second
ben:
do
you
have
a
couple
of
slides
to
share
just
so
people
know
exactly
what
we're
talking
about
here.
A
I
do
it's
a
culmination
of
about
a
year
and
a
half's
worth
of
work.
It
started
yeah
quite
a
while
ago.
S
All
right,
so,
thank
you
for
your
time.
I
know
it's
always
important
and
thank
you
for
some
of
the
direction
I
got
from
chairman
wheeler
on
this.
We
wanted
to
put
a
couple
quick,
slides
together,
a
little
bit
about
where
we
are
right
now,
with
what
action
you're,
taking
hopefully
taking
with
this
authorization
for
the
chairman
to
sign
a
couple
intergovernmental
agreements
and
then
what
the
the
next
steps
might
look
like.
I
think
you
know
we
talked
about
the
program
a
little
bit,
but
I
think
it's
important
to
remember.
S
This
is
all
about
a
a
single
location.
That's
convenient
for
our
residents,
that's
safe
for
everybody!
That's
making
sure
the
electronics
are
securely
maintained,
they're,
not
just
being
dumped,
it's
being
monitored,
and
we
want
that
that
nice
customer
service
piece
on
this
and
as
the
existing
partners
in
karma,
who
maintain
the
system
now
transition
out
of
collecting
e-waste.
We
wanted
to
make
sure,
through
this
program
that
delbert,
the
chairman
and
anita
nancy
and
john
and
a
lot
of
people
have
worked
on
that.
S
So
we
put
together
the
rfp
we're
in
the
process
of
putting
together
the
agreement
with
the
vendor,
and
part
of
that
includes
how
do
we
pay
for
this?
So
we've
authorized
our
portion
within
our
budget,
but
the
chairman
and
dell-
and
I
have
been
out
to
the
karma
board
meeting
a
couple
times
spoken
with
the
the
communities
involved
in
that.
Obviously,
we've
talked
extensively
with
mayor
nugent
about
this
and
tried
to
hammer
down
how.
S
How
do
we
look
at
this
program
to
make
sure
that
if
a
president
has
their
id
on
them,
they
show
up
to
the
facility
they
show
the
id
the
information
as
to
what's
being
collected
gets
scanned
in
and
it's
very
seamless
for
them.
They
drop
it
off
and
they're
able
to
leave,
and
obviously
some
other
benefits
of
utilizing
an
existing
recycling
partner
for
that.
S
S
So
these
two
intergovernmental
agreements,
because
they're
a
little
differently
structured,
you'll
notice,
there's
a
survivability
component
in
the
karma
agreement,
and
that
was
the
upon
the
chairman's
insistence
that,
if
karma
no
longer
exists
as
an
entity,
the
members
that
make
up
carmel
will
be
responsible
for
maintaining.
So
the
the
two
main,
the
main
difference
between
those
two
agreements
is
that
survivability,
but
through
our
third
party,
vendor
who's,
who
delbert's
working
with
to
secure
the
hauling,
we
are
responsible
for
the
collecting
of
these
baseball,
we're
collecting
computers.
S
You
know,
monitors
televisions,
printers,
the
digital
audio
devices,
anything
that's,
not,
appliances.
In
that
way,
stream
that
wouldn't
be
typically
collected.
You
show
up
to
belson's,
you
show
them
your
id,
you
drop
the
stuff
off,
and-
and
you
can
you
go
on
your
way
and
this
allows
it
to
be
a
really
streamlined
system.
So
that's
today's
action.
If
you
want
to
go
to
the
next
slide,
the
the
next
piece
of
this
as
we're
in
the
language
there
we're
working
on
you
know
this
is
the
passage
of
the
iga.
S
We
have
to
execute
an
agreement
with
belson's
from
the
county,
so
we're
using
the
iga
to
use
our
park
to
identify
our
partners.
We're
then
going
to
execute
a
service
agreement
with
belson
and
then
out
of
that
we're
circulating
to
the
communities
below
there's
quite
a
few
communities
out
there
21
total
communities
in
the
county.
We
want
to
make
sure
we
hit
everybody,
give
everybody
an
opportunity,
but
the
kind
of
key
takeaway
of
that
is.
S
We're
representing
our
residents,
which
are
the
people
who
live
outside
of
the
corporate
geographies
and
then
everybody
else
is
responsible
for
people
that
live
within
their
jobs.
There's
not
an
intent
to
for
the
county
to
be
left
on
the
hook
with
this.
I
just
want
to
make
that
abundantly
clear
and
then
kind
of
the
other
take
away
this.
This
is
a
the
2026
sunset
program,
so
we've
got
a
lot
of
runway
on
this.
S
When
you
get
this
program
up
off
the
ground,
there's
some
efforts
when
we
put
the
budget
together
to
look
at
marketing
this
appropriately
getting
the
info
out
to
people.
I
know
chairman
wheeler
has
talked
a
bit
about
this
with
you,
so
we
have
a
good
opportunity
to
really
get
some
traction
there
and
based
on
the
way
the
sarah
program's
structured
in
the
in
the
current
public
act.
S
Consumer
electronics
are
not
going
away.
This
is
the
fastest
growing
waste
stream
that
we're
dealing
with
at
the
landfill
level
and
for
as
long
as
the
manufacturers
of
consumer
electronics
are
being
charged
as
appropriate
fee.
A
program
like
sarah
will
exist.
It
might
not
be
called
sarah,
it
will
have
a
different
acronym,
but
it
will
be
likely
funded,
built
towards
really
like
doing
this.
20
21
to
2026
get
this
off
the
ground.
Get
this
well
capitalized
at
the
local
level.
S
Get
this
well
supported
by
the
residents
who
are
utilizing
it
get
our
waste
stream
appropriately
taken
care
of
not
dumped
in
ditches,
not
dumped
in
in
alleys,
not
dumped
in
dumpsters,
and
so
that
way
we
can
continue
the
program
going
forward.
Kind
of
what
we're
looking
at
now
is
an
intergovernmental
intergovernmental
agreement
for
a
two-year
period,
with
we'll
call
it
a
mutual
opt-in
for
the
remainder
through
2026
and
then
beyond.
A
So,
on
the
front
end,
are
there
questions
for
ben
for
me
about
any
of
this,
because
it's
it's,
we
tried
to
make
it
as
simple
as
possible,
but
you
know
there
are
maybe
some
nuances
that
that
folks
need
some
help
with
so
love
to
love
to
discuss
it.
A
You
know
the
intent
is
the
we're
going
to
try
to
reduce
the
cost
after
the
second
year,
because
we're
going
to
use
a
little
bit
of
extra
that
we've
collected
the
first
year
to
market
this,
maybe
to
get
some
magnets
or
refrigerators
and
put
them
in
the
people's
water
bills.
If
we
can
do
that,
we're
going
to
talk
amongst
all
of
the
municipalities
that
are
part
of
this
on
the
best
way
to
get
that
message
out.
Do
we
try
to
put
an
insert
inside
of
the
tax
bills?
A
You
know
a
little
leaflet
or
something
we'll
figure
out
a
way
to
try
to
get
the
message.
Maybe
it's
some
billboards
around
the
community.
You
know
belson
has
agreed
that
they
want
to
put
some
signage
out
there.
Maybe
some
of
those
brown
signs
with
you
know
county
e-waste
recycling
facility
with
arrows.
You
know
by
the
because
it's
right
by
the
interstate
so
there's
ways
that
this
is
going
to
evolve
a
little
bit,
but
the
good
thing
is
for
two
years
we're
gonna
kind
of
get
our
feet
on
the
ground.
A
We're
gonna
see
what
the
true
costs
are:
where's
all
the
waste
coming
from.
If
we
have
one
person
that
has
given
250
tvs
in
a
year
and
a
half,
they
might
be
taking
them
from
outside
of
the
area
for
somebody
just
possibly
or
they
watch
a
lot
of
tv.
So
it's
one
of
the
two,
so
it's
they're
gamers
right,
so
we're
just
trying
to
figure
out
where
we're
at
and
then
it'll
allow
us
to
be
able
to
predict.
A
For
you
know,
what's
the
true
cost
over
the
next
four
to
five
years
of
the
program,
so
it
seems
like,
and
then
you
know
when
the
time
comes,
both
ben
and
I
maybe
dell
we
may
have
to
divide
and
conquer
we're
going
to
go
to
all
these
village
meetings
zoom
into
them,
whatever
to
make
sure
they're
comfortable
with.
What's
going
on,
you
know,
in
the
end
I
mean
you
know,
let's
just
say
it's
hopkins
park:
they
have
what
a
5-600
residents,
maybe
sam,
is
that
close.
A
You
know
out
in
hopkins,
I
don't
know
the
exact
number,
but
that
would
be
roughly
500
a
year.
I
we
think
it's
an
affordable
price
for
people
to
be
able
to
get
in
so
the
tvs
and
these
things
don't
end
up
in
the
ditches
on
the
side
of
the
roads
or
smashed
in
the
alleys
or
whatever.
A
C
G
Well,
in
terms
of
I
know,
people
put
all
kind
of
junk
out
and
I
know
they
picked
that
stuff
up
that's
going
to
be
a
benefit
for
them
too.
A
Well,
we've
we
in
there
we've
been,
I
believe,
we've
excluded
people
that
are
in
the
business
of
waste.
S
Yeah,
so
the
the
I
guess
there's
a
couple
pieces
to
this,
but
the
the
goal
of
our
program
is
to
take
the
waste
from
residents
and
it's
it's
possible
that
your
brother-in-law
lives
in
will
county
and
has
an
old
tv
drops
it
off
at
your
house,
and
you
bring
in
two
tvs
this
year
and-
and
I
don't
think
that
that
would
be
anything
that
we
would
be
too
very
concerned
with.
The
goal,
though,
isn't
to
use
our
agreement
with
the
iepa
to
take
on
a
commercial
enterprise.
Now
there
there
are
some.
S
There
are
some
opportunities
there,
though,
where
you
know
our
our
downstream
waste
vendor
the
people.
We
have
the
intergovernmental
agreement
through
the
through
sarah
they're,
not
limiting
us
to
a
tonnage,
but
the
the
goal
in
creating
this
program
is
to
not
have
it
to
where
our
partner
in
belson's
is
now
taking
on.
Let's
we,
let's
say
we
do
300
000
pounds
of
waste
annually
right
now.
We
don't
want
that
to
triple
or
quadruple,
because
what
they're
basing
their
info
off
of
is
what
we're
telling
them
we're
currently
taking
in.
S
S
Our
vendor
couldn't
handle
more
of
that
capacity.
The
intent
of
this
is
not
to
have
a
private
entity,
hauling
waste,
and
that
was
that's
where
it's
pivotal
for
us
in
looking
at.
I
don't
know.
If
any
of
you
have
ever
been
to
belson's,
even
to
drop
off,
scrap
cans,
they
scan
your
id,
they
have
who
you
are.
They
know
exactly
where
you're
coming
from
it's
paramount
for
them
because
of
the
waste
stream
that
they're
taking
in
that
they
know
exactly
what
they're
getting
and
they
want
to
be
able
to
attract
those
to
specific
individuals.
S
That,
for
us,
is
helpful
where
we
would
then
know.
Okay,
you
know
somebody
lives
at
123.
Main
street
has
taken
quite
a
bit
of
waste
and
we
would
get
a
zip
code
run
on
that
and
they'd
say
there's
some
outliers
in
there
and
we
would
just
be
able
to
then
work
with
that
person.
It's
entirely
possible
that
somebody
just
does
go
through
tvs
quickly.
Maybe
they
do
three
or
four
a
year,
but
it's
not
our
intent
for
a
commercial
business
to
be
utilizing.
S
This,
like
you
know
like
a
resident,
would
but
again
this
kind
of
gray
there.
I
just
can
tell
you
what
our
intent
is.
A
A
If
you
will
over
to
belson,
there's
a
lot
of
really
positives
to
this,
and
I
it
came
about
because
karma
used
to
have
a
grant
like
this,
and
you
know
it
went
away,
and
so
they
were
just
left
carrying
all
the
money
for
all
the
communities.
A
People
would
come
and
dump
in
in
the
two
locations
bradley
and
kankakee
when
they
could
get
into
kankakee
bradley's
wide
open
now,
but
it
wasn't
always
that
way
so,
peop
you
know
they
would
just
come
in
and
and
karma
was
paying
all
the
costs,
but
the
residents
from
the
county
could
have
the
opportunity
to
all
use
that
location.
Well,
now,
belson's
open
five
and
a
half
days
a
week.
It's
not
necessarily
closed.
A
People
are
going
to
be
able
to
have
access
to
that
facility
during
normal
work
hours
with
people
there
to
help
and
all
of
that
kind
of
stuff.
So
it's
to
me
it's
a
really
great
win
for
everybody
in
the
county.
I
don't
know
I'm.
I
don't
know
a
drawback
just
if
the
program
goes
away.
People
may
be
used
to
having
something
for
free
that
they
may
have
to
pay
for
in
seven
years.
O
C
D
M
E
D
A
Hi
so
the
motion
carries.
I
have
some
openings
here.
A
And
the
conservancy
district
you
have
to
live
within
the
conservancy
district
to
be
a
candidate
to
be
appointed
to
that
board
old
business.
Is
there
any
old
business
mr
snipes.
I
I'm
going
back
to
that
point
of
order
that
you
all
claim
one
is.
I
need
to
know
what
it
was.
What
was
the
point
of
order
that
this
individual
was
making
what
rule
was
being
broken?
As
I
was
speaking,
I
was
recognized
by
the
chair
by
county
rules
and
also
by
the
robber
rules
of
water.
When
I
am
speaking
and
have
the
floor,
whether
you
agree
or
disagree
with
what
I'm
saying,
I
still
have
the
floor.
I
So
if
there's
a
pacific
rule
that's
being
broken,
it
would
have
to
be
germane
to
whatever
it
is
that
I
was
supposed
to
be
doing
wrong.
So
I
need
to
basically
first
find
out
your
rule
and
then
I'm
going
to
ask
nancy
to
not
somebody
just
reading
off
a
piece
of
paper,
because
that's
just
like
going
to
a
before
a
judge
and
saying
hey
judge.
I
This
is
the
law
not
knowing
that
these
there
are
other
things
that
are
harmonious
when
you're
bringing
that
before
in
any
one
of
the
court
same
thing
with
plaza
robert.
What
was
the
rule
that
he
cited
because
it
should
be
in
the
record.
So
what
is
the
rule
that
he's
citing
because
you're
saved
rival
rules
of
water
says
you
must
cite
the
rule,
that's
being
violated
and
then
it
must
be
in
the
record.
So
what
was
the
rule
that
he
stated?
Because
I
didn't
hear
a
rule?
I
A
G
Yeah
county
board,
member
pat
polk,
could
you
articulate
the
martin
luther
king
activities
next
sunday
and
monday.
G
There's
activities-
reverend
bartlett
is
speaking
next
monday.
I
think
at
10
o'clock
at
bartlett's
church
over
at
zion
gate
at
10
a.m
and
there's
some
kind
of
activity
sunday
as
well
too.
O
They're
honoring
orville
davis
and
mark
ingram
with
the
credit
scott
king
award.
G
G
It's
limited
in
terms
of
attendance,
but
you
know
they
have
a
balcony
and
they
have
downstairs
as
well
too,
so
it
shouldn't
be
a
problem.
If
you
want
to
come,
I'm
sure
there's
got
to
be
some
county
representation.
There.
A
House,
miss
peters,
jumped
in
before
you
larry
with
a
second
all,
those
in
favor,
say
aye.
