A
Any
public
comment.
Moving
on
to
the
approval
of
the
minutes.
We
have
minutes
from
the
court
service
from
June
21st
July
19th,
August,
16th,
September,
20th
and
October
18th
of
2016
make
a
motion
to
combine
and
approve
them.
Mr.
McConnell
seconded
by
mr.
Vickery,
all
in
favor,
say
aye
opposed
same
sign
motion
carries
you
also
have
a
copy
of
the
minutes
from
last
month's
criminal
justice
meeting
of
April
12th
2017.
Take
a
motion
to
approve
them.
Miss
Parker

C
A
C
Other
thing,
June
15th
we're
having
a
senior
safety
fair
at
the
Quality
Inn.
It's
going
to
have
a
cooperation,
a
lot
of
different
departments
and
agencies
throughout
the
county.
Everything
from
scams
prescription
safety
through
the
coroner's
office
of
the
sheriff's
going
to
have
some
representation.
There,
Bradley
canine
program
senior
agencies,
a
lot
of
resources
for
the
seniors.
It's
all
free,
there'll,
be
a
free
lunch
served
as
well,
so
I'll
get
Flyers
emailed
out
to
everyone.
C
So
hopefully
you
can
help
spread
the
word
and
also
the
circuit
clerk's
office
and
State's
Attorney's
Office
we're
working
together
to
coordinate
a
June
amnesty
program.
That's
we're
in
June
people
would
be
able
to
come
in
and
any
unpaid
fines
they
have
that
are
owed
to
the
county.
They
would
be
able
to
pay
those
fines
without
the
additional
30
percent
collection
fee
or
interest.
C
So
there's
an
opportunity
there
hopefully
get
people
in
allow
them
to
pay
what
they
owed
on
day,
one
so
they're
not
hit
with
all
the
extra
fines
and
costs
it
will
only
be
in
June.
We
don't
anticipate
doing
this
often
and
maybe
never
again,
so
this
is
one
chance
for
people
in
the
community
to
come
in.
If
those
fines
pay
maybe
get
the
driver's
license
restored
and
get
that
monkey
off
their
back.
A
A
E
Basically,
a
large
a
large
part
of
my
design,
the
autopsies
which
is
pretty
costly
right
now,
for
what
work.
What
we're
doing
on
that?
We're
still
still
have
eight
incomplete
calls
at
this
point
right
now
that
are
at
the
bottom
and
complete
there
and
as
they
come
in
we'll
be
adding
to
the
statistics
sooner,
but
we're
just
talking
about
possibility
of
right
now
we're
at
23
overdoses
in
this
county
and
we're
looking
at
that.
8
category
I,
don't
know
much
if
it
will
go
higher
or
we'll
go
from
there
until
we
get
the
toxicology
back.
E
What
we're
running
into
and
in
our
in
our
County
right
now
is
is
the
heroin
is
not
really
the
leading
drug
anymore.
It's
the
fentanyl
in
the
fentanyl
is
the
one
that
that's
producing
the
deaths,
a
little
quicker
than
what
people
think
I
talked
about
the
seven
different
fentanyl.
We
got
six
of
the
different
Fenton
laws
in
this
county
right
here
to
watch
what's
happening
in
this
county.
This
is
unbelievable.
E
I've
talked
around
to
the
different
corners,
we're
actually
higher
than
some
of
the
Cook
County
has
the
ACE
and
all
fentanyl
and
the
a
Creole
fentanyl,
and
they
have
they
have
40.
We've
had
we've
had
in
the
month
of
the
last
month
out
there
we've
we
just
advanced,
very
extremely
high
in
this
fentanyl,
the
killer.
I,
don't
know
if
I
showed
this
picture
to
you,
but
I'll
pass
this
around
here.
E
Coming
in,
if
you
see
the
car
fentanyl
is
just
like
a
grain
of
salt
I
thought:
that's
all
it
takes
to
the
end
of
that
heroin
and
that's
a
killer
right
there.
You
can
see
her
hardly
at
all
in
the
patent
law
and
that's
a
killer.
That's
what's
mixed
into
that
Harrow
and
that's
what
we
have
in
this
county.
E
It's
unbelievable,
but
I
do
I,
do
have
some
good
news
here.
Earlier
this
year,
Health
and
Human
Services
released
a
sixteen
point.
Three
million
dollar
grant.
The
money
will
be
released
for
the
purpose
of
helping
address
the
opioid
crisis,
increasing
the
treatment
and
reducing
the
over
opioid
overdoses,
an
additional
prevention
in
2002
February
2017,
as
I
announced
at
this
meeting
here,
I
went
after
this
grant,
along
with
Riverside
Health
Care
and
Kankakee
County
Health
Department
to
apply
the
maximum
amount
for
Kankakee
County
to
receive
$250,000.
E
E
In
remaining,
the
20%
will
cover
the
narcan
purchases,
which
was
costing
us
a
lot
night,
we're
covering
of
all
the
all
of
the
law
enforcement
officers
with
a
hassel
we've
already
hit
hit
the
Kankakee
County
which
which
we
paid
for
and
then
all
of
a
sudden
we
got
nailed
for
they
tripled
the
price
on
it,
we're
still
holding
down
at
$40
a
shot,
so
we've
had
to
increase
it
from
two
milligrams
to
four
milligrams,
but
this
is
a.
This
is
a
great
achievement
of
the
Jackie
house
for
the
president,
CEO
of
the
Helen
wheeler
Center.
E
She
told
us
that
this
was
a
all
thing
that
we
needed
this,
this
type
of
service
assuming
ANCA
ketonic,
so
as
of
today
hope,
hopefully
when
I
get
them
on
the
air.
I'm
extremely
excited
about
this.
It's
been
long,
worked
back
and
forth
with
Riverside
emails
and
stuff
like
that.
Getting
that
Grant
together
first
time,
I've
really
worked
in
a
grand
long
with
it
with
money
chief
deputy
Eric,
and
we
were
able
to
accomplish
that.
That
I
feel
very
proud.
E
Basically,
right
now
the
fentanyl's
are
hurt,
miss
the
most
starting
from
fentanyl
itself
and
is
a
car
Fenton
oo.
They've
used
up
to
12,
to
16
milligrams
to
try
to
pull
them
out
which
we're
not
going
to
have
that.
That's
why
we
tell
them
right
away
to
call
from
the
911
to
MOS
cut
in
that
way,
because
I'll
bring
more
we're
working
on
that
where
we
might
have
to
advance
that.
E
But
as
long
as
that,
we
got
a
great
EMS
system
in
Kankakee,
County,
they'll
they'll
get
there
in
time
it
it
starts
with
the
Fenton
off
the
carpeting
off
is
the
worst
right
now
and
it's
I
know
it's
in
this
town
and
then
looking
at
the
TV
there's
a
gray,
gray,
called
gray
down.
Look
that
up
on
your
internet.
That's
in
our
county,
all
right
great.
E
F
E
That
could
be
the
ace
on
all
fentanyl
acrylic
fentanyl.
These
are,
these
are
a
hundred
times
more
powerful
than
morphine,
and
that's
that's
good,
but
this
new
spray
we've
got
with
us
with
developing
is
like
a
nasal
spray.
It's
his
stuff
and
that's
it.
Police
are
very
happy
with
that.
It's
a
lot
easier
and
no
needles
are
involved.
It's
that
quick
and
it
takes
about
three
minutes
of
one
to
three
minutes
to
react
and
if
you
surprised
how
they
come
out
of
it.
G
Mr.
Severson
thing,
mr.
chairman,
Bob,
you
and
Eric
do
a
fabulous
job
on
your
like
post-prom
accident,
with
involved
with
the
local
hospitals
and
running
it
all
the
the
program
that
you
have
where
you
you
show
an
accident,
some
injury
to
death
to
parents,
notice
and
all
that
stuff.
Do
you
have
any
kind
of
program
that
we
could
maybe
educate
the
youth
in
the
communities
about
the
heroin
epidemic
that
that
is
starting
or
it's?
G
What
that
we're
dealing
with
right
now
to
prevent
a
lot
of
maybe
younger
people
to
getting
getting
involved
in
that
trade
or
I'm
just
throwing
it
out.
There
edges
an
idea
that,
if
I
don't
think
well,
maybe
they
do
know
that
it's
killing
people
but
kids
getting
involved
in
these
kind
of
hard
drugs
is
a
very
big
problem.
So
I,
don't
know
if
you
have
any
ideas
on.
You
know
a
program
to
educate
the
youth
with
with
and
try
to
scare
them
out
of
this
type
of
thing
in.
E
Fact,
I
do
in
fact,
that
it
starts
out
with
the
prescription
drugs
in
a
younger
age
and
we're
seeing
it
with
cn
THC
and
thirteen
year
olds
that
have
been
involved
in
the
car
does
not
that
have
not
made
its
its
it's
something
that
I'd
be
more
willing
to
do
every
day.
It
seems
like
we're
getting
phone
calls
from
people
to
boiling
that
has
to
come
out
their
understanding
and
I.
Thank
the
press
that
the
journal,
both
radio
stations
and
The
Herald
for
giving
us
that
opportunity
and
press
time
to
talk
about
this.
H
E
It's
a
dangerous
it's
dangerous
out.
There
I
worry
about
the
police
officers,
we're
protecting
them.
Everything
I
can
do
to
help
protect
them
and
the
dog
it's
that
dangerous,
and
it's
all
over
this
county
between
our
statistics
be
more
than
happy
to
give
you
the
statistics
of
where
they're
at
can
you
can
keep
Bradley
but
bonus
manteno,
it's
huge
now
what.
G
You
know
and
I'm
just
trying
to
figure
out
what
kind
of
venue
would
we
have
to
provide
to
get
people
there?
Would
you
would
you
go
on
site
to
places
or
would
you
want
to
do
it
in
a
centralized
location
to
try
to
get
as
many
people
in
front
of
you
at
a
time?
You
know
as
I
did.
Where
did
you
do
your
post
problem
or
your
problem
thing
this
year
right
at
the
school
at
the
school?
Okay?
Well,.
E
Factor
is
to
see
not
only
our
our
PowerPoint
and
then
go
over
to
the
to
the
morgue
and
I.
Don't
know
Chad
is,
is
a
13
year
old
above
able
to
come
through
on
a
tour
I,
don't
know
they
can
make
a
range
planner
and
that's
that's,
that's
a
good
quality.
This
is
not
where
you
want
to
be
right
and
it's
not
where
you
want
to
be
over
there
right.
So
I
would
be
more
than
happy
to
put
that
together.
G
Myself
that
I
I'm
in
touch
with
a
lot
of
young
people
and
I
know
mr.
Snipes
is
also
in
touch
with
a
lot
of
young
people
in
our
daily
lives
and
our
daily
work.
So
if
it's
May,
we
can
figure
something
out
together
to
try
to
get
an
audience.
You
know,
even
if
we,
even
if
it's
just
a
few,
but
maybe
we
can,
you
know
scare,
some
of
them
out
of
this
kind
of
you
know
well.
G
Their
I
know
there's
been
to
heroin
overdoses
in
my
little
small
community
of
twelve
hundred,
so
you
know,
and
and
in
that
number
probably
only
going
to
grow
with
all
these
fentanyl's
out
there
so
and
I,
don't
know
how
you
keep
track
of
all
the
fentanyl.
You
get
six
different
types
of
fentanyl
and
it
costs
you,
your
cost,
your
department,
more
money
to
try
to
figure
out
which
fentanyl
it
is.
You
know.
So
if
we
can
maybe
figure
something
out,
I
will
be
glad
to
help
you
reach
as
many
people
as
you
as
you
can.
E
I
J
E
Other
thing
we're
we're
having
a
problem
with
the
D
complications
that
patient
the
disease
comes
into
our
morgue.
We
have
a
problem
with
the
smell
with
the
mechanic
and
I
promised
him
that
I'd
get
involved
in
that
and
try
to
work
on
that
at
the
time.
The
time
that
I
have
it,
we
did
find
out
our
problem
and
we're
kind
of
glad
that
we
did
find
out
the
problem,
because
I
could
cost
us
25,000
dollars
on
OSHA
per
David,
for
it's
just
the
fan,
that's
over
there
that
that's
under
that
said.
E
Those
have
been
over
to
the
morgue
before
that.
That
fan
was
never
told
to
us
exactly
what
it
does
other
than
we
get
a
burn
patient
or
somebody
to
smell,
we'll
throw
it
on,
but
that
has
to
be
on
at
all
times
because
that
kicks
in
our
air
system,
bringing
fresh
air
into
us
and
that
and
that'll
pound
come
over
there
and
helped
us
and
was
able
to
find
out
what
our
problem
was
gave
is
a
couple
things
to
do.
E
We
did
them
and
it
works,
and
now
the
only
problem
is
we
got
a
sensor
that
or
something
that
it
helps.
It
makes
a
lot
of
noise
and
it
really
bothers
the
doctor
because
their
concentration
they
need
to
have
so
what
we
did
is
we
found
out
that
the
because
we
hardly
ever
used
it
it's
still
in
pretty
good
shape,
but
there
has
to
be
a
new
thing
put
on.
D
Called
a
stout
attenuator:
does
it
samples
air,
so
you
don't
have
annoying
aside
the
volume
of
it
which
don't
have
the
noise.
The
doctor
has
been
literally
two
feet
away
from
that
air
intake.
It
makes
the
noise
so
we're
going
to
put
a
sound
in
ten
you
later
in
the
ductwork
eliminates
they
said
thirty
to
forty
percent
of
the
motors,
get
eliminated
off
the
game.
Air
movement
right,
we're
gonna,
luminate,
thirty
to
forty
percent
of
it.
So.
D
H
D
H
H
A
A
K
K
K
And
so
then,
what
we
have
to
do
is
when
we
get
those
checks,
our
direct
deposited
into
our
account,
but
we
get
a
report
and
we
have
to
go
in
and
enter
that
information
into
the
court
cases
so
that
the
everything
balances
and
a
lot
of
these
checks
will
have
like
300
cases
on
them.
So
we
have
to
enter
a
lot
of
information
to
300
cases
before
we
can
reconcile
that
check
so
every
week
we're
getting
a
new
check
with
about
that
many
cases
on
it.
L
H
K
K
A
M
Down
yeah,
there
was
a
slight
delay
in
that
increase
due
to
some
issues
that
the
chief
judge
head
right.
So
I,
don't
know
that
you'll
I
mean
I.
Think
it's
all
changed
now,
but
I
know
that
there
was
a
couple
month
delay
because
he
had
some
concerns
on
certain
cases.
So
we
may
start
seeing
those
now
and
there
may
be
an
increase
mount
any
career
that
a
little
bit
more
than
there
has
been
in
the
past,
but
I
don't
see
the
full
increase
for
the
next
company
in.
A
K
K
Yeah
say
we:
it
was,
we
didn't
send
anybody
anywhere,
they
did.
There
were
three
people
for
the
e-filing
and
they
did
it
on
a
webinar
type
thing.
We
are
accepting
the
e-filing
right
now
for
the
L
case
type
right
now,
only
so
that
we
can
get
our
feet
wet
and
understand
how
the
process
works,
because
once
the
big
filers
open
the
floodgates
that
will
be,
you
know,
we
just
want
to
know
what
we're
doing
first,
so
they
did
that
training.
A
couple
weeks
ago,
we
haven't
had
very
many
filings,
yet
so
we're
okay
with
that.
K
The
manual
and
record-keeping
has
been
changed
as
of
April
1st
and
now
I'm
not
doing
much
with
it
just
yet,
but
we
once
we
file
stamp
a
document
30
day.
If
we
entered
into
our
court
system
and
our
satisfied
that
it's
there
and
secured,
we
can
get
rid
of
the
piece
of
paper.
So
we
have
tons
and
tons
of
cases
that
we're
able
to
get
rid
of
files
now,
but
we
I'm
working
with
court
view.
L
L
L
L
L
L
O
N
Been-
and
you
may
be
talking
about
this-
which
is
another
issue-
that
one
of
the
judges
requested
I-
give
them
information
on
server
upgrades
that
really
doesn't
have
anything
to
do
with
this.
That
was
more
at
future
projects
and
replacement
costs,
so
they
will
put
something,
but
that
that's
not
specific
with
this
at
one
time
they
thought
they
were
going
to
need
one
okay,
but
they
turn
out
they
can
they
can
make
use
of
what
they
have.
Okay,.
K
You
know
July
1st
is
the
eat.
Appeals
is
the
mandate
for
that.
We
have
to
be
emailing,
be
filing
our
appeals
with
the
appellate
court.
January
1st
is
when
the
regular
e
filing
for
all
case
types
or
for
civil
case
types
will
be
mandated.
So
the
July
1st
ticker.
Is
they
weren't
going
to
build
us
for
the
creation
of
the
integration
project
for
us
to
get
into
the
pipe
you
know
into
their
line
of
of
planning.
They
went
ahead.
K
We
signed
the
contractor
the
proposal
and
for
the
efiling
for
January,
and
they
have
started
the
process
that
they
are
allowing
us
to
not
pay
until
July
1st
so
they're
in
the
process
of
getting
those
programs
written
right
now
and
the
eat
appeals
that's
mandated
for
July
1st
court
view
is
next
probably
going
to
be
able
to
get
that
accomplished
by
them
either.
There's
a
company
that
I
went
to
they
had
an
open
house
yesterday
and
ran
tool
that
does
our.
K
Microfilming
and
they're
called
source
HOV,
but
they're
changing
their
names.
He
was
told
us
yesterday,
2x
a
laugh
or
something
like
that,
but
he
I
may
look
into
our
I
am
and
that
may
I
will
look
into
what
their
service
is
going
to
be
to
tide
us
over,
because
our
Appeals
the
activity
was
appeals,
may
not
at
this
moment
warrant
the
hundred
thousand
dollars
that
they're
asking
us
to
pay
to
do
that
integration.
K
So
if
I
can
look
at
the
service
to
see
if
we
could
just
send
it
to
them
and
let
them
do
it
see
what
that
I'm
sure
that'll
be
more
cost-effective
for
us
right
now
until
we
are
able
to
get
the
proposal
and
everything
figured
out
with
court
views,
we
have
a
meeting
tomorrow.
Judge
Cramer
called
a
meeting
with
several
of
us
you're.
O
K
That
meeting
too
so
we're
going
to
discuss
that
I'm
going
to
get
the
specifics
from
this
company
that
I
visited
yesterday.
The
tour
didn't
turn
out
like
I
thought
it
would
as
far
as
them,
explaining
that
they
just
were
giving
an
overall
tour
of
what
their
services
are.
So
I'm
going
to
talk
to
the
rep
today
and
I'll
have
that
information
for
tomorrow's
meeting,
but
I
feel
that
will
be
our
better
bet
for
now,
because
out
I
feel
like
we're.
K
Rushing
and
I
would
rather
sit
back
a
minute
and
you
know
understand,
what's
happening
and
possibly
have
them
do
it
rather
than
get
the
integration
try
to
rush
that
through
the
core
July
1st,
because
the
e
appeals
I
don't
know
why
the
whole
group
is
not
worrying
about
that
as
much
as
they
are
as
as
January
first
state.
You
know
they're
more
when
we
were
at
a
conference
last
week,
Tyler
was
giving
their
presentation
and
they
kept.
K
You
know
focusing
on
the
January
first
date,
but
there
were
a
lot
of
people
that
were
concerned
about
the
July
first
date.
Ladies,
don't
seem
to
think
that's
as
big
of
a
deal
as
January,
but
for
those
of
us
that
is
a
big
deal
because
it's
we're
mandated.
We
need
to
have
that
under
under
controlled
I'm
sure.
L
The
committee's
now
is,
and
those
that
are
out
finance
if
you're
looking
at
NGO
and
that
fund,
it
looks
like
that
money
would
be
there
so
a
worst
case.
It
can
be
accounted
for.
It's
not
a
good
thing,
but
that
the
analysis
that
we've
done
automation
fun
with
psychology
there,
some
with
the
end
of
the
year,
of
course,
cash
flow.
Why
is
we'd,
have
to
account
for
into
cash
a
little,
but
at
least
as
far
as
budgetary
numbers
cause,
it
looks
like
happens.
That's
why
it
all
right,
sir.
No.
A
A
A
J
H
A
J
As
you
can
see,
598
successful
field
contacts
which
gives
us
2269,
year-to-date
1926
office
contacts,
tolling
2524
contacts
for
April
and
over
10,000
in
the
first
four
months
of
the
year,
143
drug
tests,
629
total
tests
for
17,
and
currently
we
have
13
juveniles
in
custody.
As
of
yesterday,
which
is
a
little
bit
up
from
our
daily
average.
So
that's
like
a
little
bit
Pleasant
just
getting
the
main
stats
there.
Any
questions,
questions.
A
J
Quickly
to
discuss
a
few
couple
things
that
I've
brought
to
the
committee
before,
as
I
said
before,
there's
a
numerous
federal
lawsuits
regarding
the
cash
bail
system
and
in
other
states
and
I
think
there's
one
filed
in
Cook
County
as
soon
as
a
result
of
that,
a
result
of
that
a
OIC
is
pushing
to
establish
our
enhanced
pretrial
services.
That
is
something
we
had
in
the
past,
but
in
2010
cuts
that
was
eliminated.
Those
individuals
start
getting
burglar
Kingston
to
supervise
they
record
before
this
was
coming
down
the
pipe
and
April
28th.
J
We're
going
to
start
something
now
with
what
we
have
I,
always
find
it
better
that
it's
established
program
before
they
come
out
with
their
official
pretrial
program,
because
then
they
they
just
want
need
to.
Have
you
tweak
a
few
things,
but
it's
better
than
Indus
coming
in
giving
you
a
program
to
follow
so
we're.
D
J
J
As
part
of
that,
you
know
what
we
get
every
month,
they're
supposed
to
get
every
moment,
so
that
could
be
pulled,
and
this
future
funding
cannot
be
increased
for
not
applying.
So
that's
why
it's
important
that
we
do
we
are
you
know
we
that
we
do
work
on
this
program,
get
it
out
there
stuffs.
We
can
at
least
have
something-
and
hopefully
it's
not
perfect.
Well
then,
we
can
make
the
argument.
We
need
people
funding
for
those
individuals,
so
it's
it's
happening
and
we
gotta
get
rolling
on
it.
Real,
quick
and
other
county
serve.
J
There's
been
a
few
pilot
sites
that
have
gotten
this
going
and
counties
are
visiting
other
counties
all
the
time
to
try
to
get
an
idea
on
the
program
and
we'll
be
doing
the
same
thing
that
this
might
keep.
You
posted
I
think
it
brought
up
a
couple
months
ago,
a
few
months
ago,
and
now
it's
going
to
happen,
how
it's
going
to
look
I,
don't
know
mr.
wheeler.
L
Miss
chairman,
nor
start
so
the
state's
not
following
throughout
their
commitment
to
us,
with
a
grant
made
that
they
already
are
supposed
to
be
supplying
correct,
and
yet
they
and
another
unfunded
mandate
on
top
of
us
to
do
something
that,
in
their
grand
wisdom,
is
better
than
what
we
have
right
now,
which
may
or
may
not
be
true
I'm
not
going
to
pass
judgment
on
that
grant
wisdom.
Part
I
may
pass
judgment.
L
L
You
know
us
being
able
to
talk
to
our
legislators
and
say
there
seems
to
be
a
grant-in-aid
component
to
these
positions
as
you're
asking
us
to
create,
because
we
can't
continue
to
absorb
these
burdens.
I
have
another
thing
that
I
have
to
tell
the
committee
about
it's
another
unfunded
mandate
that
you
may
think
it's
funny,
but
it's
really
a
talk
about
a
new
business.
I
just
got
it
yesterday
and
did
many
counties
in
the
state.
L
When
is
enough
enough
and
I'm
not
sitting
here,
trying
to
slam
the
table
and
make
political
statements
that
this
is
it's
unbearable?
What
they're
doing
to
us
pushing
everything
down
to
us
and
not
taking
any
of
the
burden
for
their
decisions
financially,
so
I
want
to
comply
and
want
to
do
what
is
right
to
the
right
thing,
but
is
it
possible
that
is
you
take
a
look
at
this
to
try
to
absorb
as
much
as
you
can
under
the
current
situation
that
they're
already
not
paying
well
we're.
J
We're
getting
the
numbers
now
and
that's
why
I
think
it's
so
important
to
establish
something
before
they
come
out
with
an
official
at
some
of
those
where,
if
you
have
you
don't
have
enough,
you
have
nothing
to
the
state.
We
got
to
do
this
now,
where
I
think,
if
you
have
something
in
place,
doing
hey
we're
doing
the
best.
We
can.
J
You
know
into
a
point
I
believe
in
pretrial
service
I,
believe
in
that
the
program
and
the
idea
of
getting
low-risk
individuals,
maybe
out
of
custody
and
but
I,
believe
that
I
don't
know
the
evidence,
we're
going
to
try
and
put
this
together.
I
guess
we
have
to
see
maybe
six
months
from
after
we
started
some
us
down
the
road
from
that
third
point
of
how
it's
looking
and
if
it's
effective
or
if
it
just
right.
L
It
to
go
on
top
of
that,
maybe
we're
losing
sight
of
the
the
savings
that
we
may
enjoy
by
not
having
to
as
a
taxpayer
the
taxpayer
savings
of
having
to
have
those
folks
sitting
in
the
jail
pretrial
and
the
cost
for
doing
that
versus
what
we're
having
to
spend
for
these
positions.
So
you
know
I'm.
This
isn't
just
a
purely
cost
situation.
It's
a
human
rights
issue
or
whatever
you
know
about
getting
people
out
and
all
that
kind
of
stuff.
But
we
need
to
understand
the
financial
impact
to
this
as
well.
J
Road,
they
filled
it
in
text.
On
our
end
right
away,
the
idea
I
mean
I
and
I
understand.
We
should
be
most
yeah,
I.
Think
and
I
understand
that
I
think
I
brought
up
a
oxt
top
spot
to
three
days,
count
to
three
days
matter:
program
that
individuals
in
custody
beyond
three
days.
They
start
losing
employment.
J
Things
start
falling
apart,
get
those
low-risk
individuals
out
some
absolute,
the
cost
of
that
and
it
happens
to
people,
but
it
just
a
little
frustrating
because,
like
I
said
this
is
and
I
you
know,
look
at
some
pilot
sites
and
McClane
between
they
did.
They
did.
Eight
assessments
preached
the
bond
report,
basically
between
January
and
October
15,
and
they
did
332
over
3200
assessments
in
the
similar
time
period
in
2016,
because
they're
doing
the
program
they
were
doing
pretrial
services,
so
you
can
see.
J
There's
an
I
mean
that
our
numbers
are
different,
but
I
mean
you'd,
see
this
increase
percentage
increases
from
the
workload
yeah
and
you
get
supervising
individuals.
So
I,
don't
know
our
numbers
we're
doing
that
right
now,
but
I
am
next
month.
Thank
you
I'm
a
bit
anxious
question
millions
of
dollars.
Mr.
J
P
J
Think
that
would
become
we
need
with
space
attorney
about
have
kind
of
a
local
rule.
You
know
again
I
guess
when
I
see
their
this
comes
out
and
their
program
comes
out
whenever
that
is,
we
could
have
that
detailed
out.
Okay
and
that's
where
our
people
can
say.
Well,
we
have
these
local
rules,
this
place,
we're
doing
it
and,
like
I
said
they
usually
don't
have
whatever
switch
some
stuff
up
or
change
few
things,
but
they
don't
come
in
and
please
scrap
your
program.
You
are
such
as
you
know
to
do
so.
P
J
H
G
H
J
Anything
else,
just
last
thing
is
Senate
bill.
1799
is
another
issue
I
brought
up
before,
which
requires
right
now,
I've
said
before
a
juvenile
taken
into
custody,
as
we
brought
back
within
42
ditional
hours,
it's
basically
saying
at
40
hours,
not
including
holidays
and
weekends,
and
there's
legislation
to
change
that
to
48
hours
Senate
bill
1799
requires
the
minor
to
come
back
within
48
hours.
You
know,
including
holidays,
anything
basically
establishing
a
holiday
court
for
Julie,
as
you
have
for
adults
now.
J
You
know
when
you
chart
that
out.
Basically
anybody
any
minor
arrested,
Friday
night
or
after
12
a.m.
on
Friday
morning
I
should
spend
Thursday
night
rector
12
a.m.
on
Friday
morning
between
that
and
2:00
o'clock
p.m.
on
Saturday.
We
would
be
required
to
have
some
sort
of
holiday
court
wouldn't
make
it
till
Monday
wouldn't
be
in
compliance
and
obviously,
if
there's
a
holiday,
that
extends
to
Sunday
and
I
said
before
that's
I'm
the
department
in
this
room-
that's
quite
at
least
impacted
by
that,
because
we
already
have
something
on
call.
J
We
determine
if
they're
gonna
be
detained
or
not,
and
so
we
know
when
we're
there.
Other
departments
and
everyone
in
here
that
said
before
from
Sandy
the
sheriff
to
Mister
road
everybody,
mr.
Vegas
I
had
to
have
somebody
at
that
hearing.
We
have,
we
had
to
put
a
procedure
in
place
that
and
how
we
notify
everybody
and
how
they
get
the
paperwork,
where
it's
going
to
be
my
time,
transport,
the
minor
back.
So
that's
that
passed
fifty
four
to
zero
April
27th,
that's
in
the
Senate!
J
So
it's
it
moves
to
the
house,
and
but
it's
coming,
you
know
pretty
soon,
so
I
just
want
to
bring
that
up
to
you
really
and
we're
thinking
of
options
right
now,
our
department,
we're
trying
to
put
a
procedure
in
place
like
I,
said
before
I
think
if
it's
Tom
ruled
the
world
yourself
a
book
and
then
bring
that
with
get
together
with
the
share
everybody
involved
and
say
now
week.
This
is
on
the
how
to
run
their
operations.
J
Only
thing
is
drug
court.
This
Friday
at
9:30
from
300
there's
only
a
few
graduates
this
time
and
they
said
they
would
have
it
done.
As
I
noticed,
police
memorial
on
the
North
Lawn
of
the
courthouse
pollicis
enter
the
sheriff
from
Idaho
I.
Think
at
11
o'clock
I
said:
have
you
done
since
we
want
a
temple
to
have
done,
9:30
and
exhibits?
They
would
be
done
by
well
300.
M
M
So
the
first
part,
as
we
will
go
over
this
fairly
quickly,
the
Corrections
division,
the
housing.
You
can
see
that
on
account
II,
our
monthly
average
back
in
2016
in
April
of
2016,
was
178
in
April
2017.
It
was
301,
so
a
significant
increase,
obviously
due
to
ice
detainees,
although
our
US
Marshal
population
has
also
increased,
so
that
is
added
to
it
as
well.
M
If
you
look
out
to
the
right
on
the
top
under
number
one,
the
increase
in
revenue
is
over
ten
thousand
dollars
per
day,
based
on
those
numbers,
and
at
this
point
in
the
year
through
April,
we
are
1.3
million
dollars
ahead
of
where
we
were
last
year
at
this
time.
So
there
was,
none
are
continuing
to
rise,
so
we
hope
that
sticks
around
for
a
while
transports.
There
are
increases
in
transports
due
mainly
to
ice
because
we're
transporting
there
every
day
as
well.
We
do
get
salary,
reimbursement
and
mileage
for
those
transports.
M
M
That
being
said,
all
of
our
onine
vans,
right
now
of
which
there
are
four
of
them,
are
over
a
hundred
and
eighteen
thousand
miles.
With
the
top
end
of
139
thousand
miles.
We
have
two
buses
in
Oh
722
passenger
bus.
It
has
82,000
miles
on
it
and
an
O
524
passenger
handicapped,
accessible
bus
that
has
84
thousand
rounds
on
it.
I
will
be
asking
for
two
more
vans
for
next
year
at
the
next
finance
meeting.
M
Just
the
heads
up
penalty
here,
we'll
just
put
it
on
finances
agenda
and
talk
their
questions
on
correction
side
of
it
I'm
a
sworn
side.
If
you
look
down
under
section
2,
our
accidents
are
down,
citations
are
up.
Our
calls
for
service
are
up
significantly.
Civil
process
is
remaining
consistent,
which
are
all
good
things.
M
M
Of
course,
my
first
question
was:
is
it
our
department,
that's
not
showing
up
the
court
and
said
no
we're
still
getting
notice
to
witnesses
for
our
guys,
but
we
are
forced
to
serve
other
police
agencies
subpoenas
so
that
they
show
up
to
court
again
a
couple
things.
It
burdens
our
staff
because
now
we
have
to
subpoena
witnesses,
Enoch
police
and
we're
not
getting
paid
for
so
the
double
whammy.
J
L
M
L
M
A
L
A
M
As
as
it
is
now,
a
notice
to
witness
would
come
down,
for
example,
our
office,
and
we
may
get
a
stack
of
them
that
go
to
Officer,
Smith
officer,
Jones
officer,
Brown
officer,
concave
whatever,
and
we
just
stick
those
in
their
mailbox
and
then
I
believe
that
one
of
our
girls
sends
out
a
text
to
notify
them
that
they
do
have
something
in
their
box.
How
they
do
it
at
other
departments.
I
have
no
idea,
but
it's
an
issue
for
us,
financially
manpower,
wise
everybody.
G
F
M
A
L
A
L
I
think
it's
important
to
note
and
without
having
mr.
Rowe
here
we
were
only
jumping
to
conclusions,
but
it
seems
to
me
just
for
what
the
sheriff
just
said.
We
have
a
murder,
trial
and
promote.
You
know
the
arresting
officers
from
some
buddies
from
a
rural
community
and
they
don't
show
up
that
day.
Then
it
puts
that
trial
of
jeopardy.
So
I
think
if
they're
doing
it
just
for
those
types
of
reasons
and
really
serious
offenses,
and
maybe
that's
what's
going
on.
No,
but
if
it's
a
blanket
policy
for
that.
M
P
I
Our
private
first,
as
whose
mandate
it
is,
and
then
after
asking
that
question,
because
they
are
see
that
I
assess
who
has
statutory
authority
to
set
theme
in
these
particular
mandated
processes.
However,
whereas
when
you
go
to
deliver
or
serve
that,
you
can
recoup
service
because
it
gas
is
manpower,
so
there
there
are
costs
associated
with
it.
So
who
is
responsible
for
setting
some
type
of
fee,
represent
the
court
fees
or
whatever,
where
there
is
some
reimbursement
back
to
your
department
that
has
to
serve
these
mandated
personal
service,
not
summons?
H
M
First
of
all,
it's
not
mandated
by
any
blanket
it's
based
on
whoever
issues
a
subpoena
to
the
state's
attorney.
Now,
whether
that
came
from
the
judges
that
tells
them
they
better
be
here
or
else,
and
then
the
state's
attorney
is
then
forced
almost
forced
to
issue
this
to
try
to
make
sure
that
somebody's
there.
We
don't
know
but
be
wise.
We're
not
going
to
collect
these
from
the
state's
attorney
so
and
we're
not
going
to
collect
these
from
the
court
right.
I
I'm
thinking
can
they
caught
if
they
bring
that
call
and
the
individual
who
he
lose
and
he
loses
the
game's
kindig,
delever
or
automatic
traffic
ticket
where
they
can
say
we
have
to
add
another
call
to
come
up
when
we
have
to
have
the
sheriff
to
personally
serve
I'm
thinking
who
puts
that
can
put
those
things
in
place?
We
got
to
be
yeah,
I,
don't
know
under.
H
M
O
M
M
A
M
M
This
individual
would
not
comply.
He
was
tased.
He
fled
from
our
deputies
while
they
attempted
to
handcuff
him.
They
ran.
He
ran
out
into
a
field
where
officers
got
him.
Our
backup
was
at
least
ten
minutes
away,
and
on
the
surface
it's
easy
to
say:
we
have
two
officers
out
there
dealing
with
one
person
and
most
would
say,
that's
pretty
legit.
The
problem
is
shortly
after
the
stop.
When
people
see
police
lights,
what
do
they
do?
They
start
to
congregate
and
there
were
upwards
of
50
people
who
ultimately
congregated
around
this
area.
M
The
frustration
of
of
the
assistance
of
those
50-plus
people
is
pathetic
when
not
assist
it
is
pathetic.
It
is
a
disgrace,
quite
frankly,
and
our
guys
are
out
there.
Our
backup
gets
there,
our
investigators
get
there
the
cars
that
we
had
on
the
street
get
there,
and
the
cell
phones
are
still
running
our
guys,
get
him
in
the
field
and
he
chooses
still
not
to
comply
still
not
to
walk.
M
He
purposely
made
him
made
us
drag
him
through
the
field
which,
of
course,
the
video
cameras
are
going
and,
of
course,
you
know,
we
know
how
the
news
is
I'm
sure
if
the
news
were
to
show
a
picture
of
this
individual,
they
wouldn't
show
his
booking
photo.
They'd
show
them
in
a
graduation
cap
and
gown,
but
literally
there
and
I'm
sure
the
news
would
just
show
us
dragging
him
through
the
field
watching
us,
you
know
do
whatever
it
is.
We
do
instead
of
saying
that
it
took
us
20
minutes
to
get
him
to
this
point.
M
H
M
Can't
tell
you
the
frustration
of
the
as
mr.
Washington
said,
the
non
assistance
kit
iPhones
continue
to
roll.
Some
of
you
may
have
probably
seen
some
of
their
video
on
social
media.
I
don't
know,
I
never
saw
it.
I
saw
our
dashcam
and,
like
I
said,
we'll,
show
you
about
ten
minutes
of
this
and
then
the
rest
of
it.
You
know
you
can
imagine,
because
obviously
the
dashcam
does
not
pick
up
what
happened
in
the
field.
I'm
sure.
M
If
you
contact
somebody
out
east,
they
can
get
you
a
copy
of
the
video
on
the
phone,
but
you
know
the
crowd
was
searching
for
a
way
to
blame
the
deputies,
and
that
you
know,
is
what
we
deal
with
daily.
This
isn't
something
that
happens
once
a
year.
This
happens
a
lot
and
I.
Think
it's
important
for
you
guys
as
County
Board
members.
Remember
the
criminal
justice
committee
to
watch
this
just
for
for
10
minutes
or
so
go
ahead.
Sorry.
J
A
A
Q
R
R
F
Q
Q
S
G
Q
Toss
it
because
the
bright
light
in
the
rear
brake
light
now,
okay,
go
ask
more
specific
questions
are
born.
We
spit
at
this
crow
hop
obligating
in
Croatian.
Heaven
you
going
on
in
I
am
circling
not
down
the
car.
Okay,
breathe
it
out
of
the
car
you're
suspended
you're
gonna
go
to
join
a
crate
Rick.
No!
No!
It's
like
some
hockey
was
talking
with
offline
mummeries
just
cooperate
when
they.
Yes,
you
need
not
to
go
ahead,
knock
out
of
the
car.
What
you're
suspended
drivers
license
or
what's
fun
to.
Q
H
Q
Q
Q
Q
Q
Done
I'm,
not
gonna
race,
I'll
page
you,
if
you
do
not
get
out
of
the
car
when
I
get
out,
I
will
take
you
if
you
don't
get
out
of
the
car
I'm
walking
that
way
old
man
about
well.
This
is
your
fair
warning
or
you're.
Gonna
get
tased,
okay,
hop
out
or
you
will
be
tased
breathe,
get
it
okay
come
on,
come
on
out,
keep
your
hands
up!
Lucille!
Keep
things
up
boys
going
out!
You
don't
I
love!
My
look!
Okay!
Well,.
P
Q
Q
Okay,
I,
don't
have
her
number
I'm,
not
gonna.
Give
it
to
me
when
you
out
oh,
come
on
come
on
back
to
my
car
gonna,
fail
you
what
I!
Okay
come
on
to
a
properly
come
on,
hey
Maurice,
Maurice,
you're,
getting
more
rare
to
get
taste!
You
will
make
these
come
on
out,
cooperate
drop
out
now
or
you
will
be
tased
I'm
warning
reduces
okay
closes
month,
great
work.
Q
M
M
M
You
cooperate
with
us,
we'll
cooperate
with
you,
I
mean
those
are.
Those
are
pretty
standard,
things
that
are
telling
him
look,
just
cooperate,
we'll
be
fine
and
if
you
notice,
backup
still
was
not
there.
So
I
just
wanted
to
show
that
to
you
to
let
you
know
what
we
deal
with
and
again.
These
are
things
that
just
happen
once
every
six
months.
These
happen
I,
don't
want
to
say
regularly,
but
they
happen
and
they're
out
there.
So
questions.
M
P
P
P
M
And
understand-
and
you
mentioned
the
youtubes
and
the
news-
and
all
that
I
am
certainly
not
up
here,
saying
that
everything
that
we
see
in
the
news
is
wrong
and
that
some
of
these
officers,
who
maybe
didn't
do
the
right
thing-
there
are
people
out
there
that
don't
do
the
right
thing,
but
as
as
I'm
here
to
tell
you,
you
know
our
guys,
we
pride
ourselves
on
doing
the
right
thing
and
doing
what's
right
in
handling
situations
as
they
happen.
Yes,
there
are
police
out
there
that
shouldn't
be
the
police.
F
It's
obvious
to
me
for
part
that
we
saw
they
were
trying
to
handle
him
with
kidskin
gloves.
He
wouldn't
have
gotten
a
chance
to
run
away.
Had
they
not
been
doing
that
right
and
they've
been
acting
outside
of
the
parameters
that
they
normally
are
supposed
to
hack
in.
He
wouldn't
have
gotten
anywhere.
He
would
explain
the
grounds
right
right
and.
M
Sometimes,
when
the
Adrenaline's
flowing-
that's
that's
easy
to
to
so
it
credits
our
guys
again
for
having
the
patience
to
deal
with
him
them
and
again
we
have
a
great
working
relationship
with
the
majority
of
people
out
east
and
the
jury
people
in
the
unincorporated
area.
We
really
do
it's
just
unfortunate
the
distance,
it's
something
like
this
happens
and
again,
the
lack
of
assistance
is
certainly
frustrating
and
disappointing.
Mr.
P
A
R
M
We're
certainly
not
asking
him
to
go
out
there
and
help
us
handcuff
him
we're
asking
instead
of
hollering,
don't
beat
him,
don't
beat
him,
don't
beat
him
to
say,
follow
the
rules,
listen
to
them,
we'll
deal
with
it
later.
I
mean
at
least
talk
to
them
in
a
way
that's
going
to
help
him
comply.
Maybe
maybe
not
I
mean
we.
You
know
they're,
you
know
the
influence
of
church,
whatever
he
was
under
the
influence
of
it.
M
I
R
I
The
problem
that
I
have
with
seeing
both
sides
of
the
equation
is
that
now,
law
enforcement
is
overshadowed
with
these
individuals
who
acted
inappropriate,
that
every
law
enforcement
is
perceived
as
being
the
enemy
and
in
essence
they
are
your
protector,
because
if
you
take
them
away,
who
do
you
call
given
the
fact
that
several
murders
have
happened
out
in
this
area?
Who
would
you
call
if
you
didn't
have
law
enforcement
I'm?
I
Almost
at
the
point
of
saying
that
there
should
be
some
program
developed
I
know
they
have
a
Citizen
Police
Academy
in
kgt,
but
just
an
overall
educational
program.
And
how
do
you
act
and
how
should
you
react?
You
know
when
you
see
situation
like
this,
the
patience
is
the
problem.
I
would
say:
that's
why
that
the
professionalism
is
affordable.
I
But
what
disturbs
me
is
when
I'm
hearing
there's
50
folks
with
cameras
all
trying
to
initiate
something
that
is
not
happening,
and
they
should
be
there
really
to
either
I
don't
want
to
set
up
a
just
to
assist,
but
not
you
perpetuate
or
elevate
a
situation.
When
you
clearly
see
that
on
the
part
of
the
officer
he
has,
he
is
exemplified
what
I
consider
be
more
than
patient
kids
and
the
reason
I
say
that
is
because
you
go
to
Chicago
that
it
doesn't
last
as
long.
You
know
this
is
almost
like.
I
They
have
a
timing
like
when
you're
in
the
restaurants,
and
they
said
you
need
to
have
these
people
served
within
four
minutes
and
move
on
to
the
next
or
Europe
your
later
work.
It
looks
like
that's
the
case,
and
so
what
I'm
saying
we
don't
have
that
there's
a
lot
of
patience
here,
but
I
would
like
to
see
that
almost
like
that
video
being
show
since
they're
going
to
show
videos,
let's
show
videos
of
individuals
actually
doing
the
right
thing
and
then
saying
just.
A
What
happen
so
news
that
does
not
sell
news
I'm
telling
you
that
right
up
front,
but.
I
I
think
if
we
use
their
own
social
media
and
show
here's
the
stock-
and
this
is
justice
justice
they
they
can't
do.
But
if
you
mean
free
relationship,
you
pull
it
but
saying.
Look
at
this
situation
and
look
that
we
have
50
cm
in
the
rest
of
the
stores.
You
got
50
other
citizens.
This
is
how
we
should
react.
You
know-
or
this
is
how
you
should
act
if
you're
going
to
be
on
the
outskirts
or
whatever,
encourage
and
not
discourage.
I
Now
you
see
something
wrong
fine,
but
in
most
cases
officers
do
what
officers
are
trained
to
do
and
they
try
to
be
professional.
But
you
also
have
to
remember
every
day
as
an
awesome
woman,
wouldn't
when
I
was
trained,
even
the
Department
correction,
that
when
you
walk
in
there
you
may
not
walk
out
of
there.
I
So
your
license
on
the
line,
because
you
don't
know
it's
like
one
of
the
most
dangerous
areas
of
policing,
I
think
when
I
was
around
there
and
was
with
them
was
domestic
violence,
something
that
was
very
simple
to
stir
out
and
then
guns
in
bars
and
everything
else
or
weather.
And
the
last
thing
you
want
to
do
is
lose
that
individual,
but
then
lose
an
officer
who
may
not
be
able
to
defend.
But
that's
just
my
thing
think.
M
M
Our
staffing
update,
we
are
still
at
106
cos
in
44
sworn
we
did
find
for
those
of
you
in
finance
and
and
Lynne
and
I
have
talked
a
couple
times
about
the
discrepancy
that
we
had
and
we
did
find
what
the
discrepancy
was,
and
that
was
a
count
that
a
number
that
she
had
on
the
list
of
names
of
three
names,
that
more
than
likely,
will
not
be
back
to
work
for
one
reason
or
another.
So
that
was
why
she
had
110.
M
So
we
got
that
figured
out.
The
other
issue
was
that
I
believe
will
be
changed
on
the
next
staffing
report,
and
that
is
while
it
shows
our
lieutenants
and
chief
McCabe
and
I.
It
also
shows
we
have
39
on
control
and
we
at
the
finance
committee
indicated
that
that
was
not
accurate.
We'd
have
39
deputies
supervisors.
We
have
two
in
Metro
one
on
the
school
five
investigator
five
investigators,
three
in
the
courthouse
and
wanting
K
Meg.
So
that
brings
that
number
down
to
26
on
patrol
as
opposes
39.
M
It
shows
in
that
report
that
I
believe
that'll
be
fixed.
The
next
fine
continue
and
as
I
told
you
before,
we
have,
we
are
looking
to
replace
those
that
have
retired
and
we
are
emphasizing
lateral
replacements,
which
means
people
who
already
have
experience
and
I've
already
been
trained
so
that
we
don't
have
to
send
them
to
train
for
12
weeks.
That
is
ongoing
and
then
two
more
things
Tom
mentioned
it
already,
but
the
police
memorial
is
Friday.
This
Friday
May
12th
at
the
courthouse
at
11
o'clock.
M
Are
they
Chandu?
If,
if
it's
inclement
weather,
are
they
going
to
move
it
to
the
Resource
Center
or
the
rec
center
Oh
city
hall?
Okay,
so
they
will,
depending
on
what
the
weather
is.
I.
Guess
you
never
know,
but,
and
then
the
last
item
is
something
that
the
Chairman
gave
me.
This
is
a
new
world
agency
agreement
that
we
have
with
all
of
our
agencies.
M
A
A
A
M
H
G
To
change
the
subject,
but
to
bring
something
up
that
is
starting
to
be
a
problem
in
in
the
area
that
I'm
around
is
some
unwanted
dumping
out
in
the
country,
areas
and
I.
Don't
there's
some
farmers
that
are
getting
things
dumped
in
their
fields,
garbage
wood
things
like
that
noodles
yeah,
anything's,
getting
dumped
in
these
fields
and
I
they're,
trying
to
a
couple
guys
of
ask
me:
what
can
they
do
and
you
know
they've
got
those
trail
cameras
now
with
they
put
up
four
deer
if
they
brought
trail
camera
pictures.
G
Well,
I'm
not
sure,
but
there's
call
like
the
township
right
to
go
clean
it
up
and
then
they've
got
to
find
a
way
to
dispose
TVs
and
just
rush
young
they're,
even
thinking
about
putting
a
dumpster
out
in
the
middle,
where
they're
dumping
just
to
see
if
they'll
dump
it
in
the
dumpster
instead
of
dumping
it
in
the
guy's
field.
So
I
I.
M
I
So
much
to
share,
but
is
the
inventor
and
sheriff
have
been
a
part
of,
and
that
is
the
we
had
to
stop.
The
violence
increase
the
peace
rally
every
year
and
it
was
sitting
around
with
a
person
a
target,
but
this
year
is
going
to
be
June
the
first
week
when
kids
get
out
June
Kent
that
we're
going
to
be
feeding
the
community,
what
it's
going
to
be
a
Pioneer
Park
because
of
those
individuals
wanted.
I
I
They
see
officers
as
we
saw
them.
They
work
we
used
to
call
back
into
the
officer
friendly
and
that's
the
thing
I
said
there:
peace
officers
until
you
make
them
police
officers
most
the
time
they
just
want
to
be
peace,
officers
or
whatever,
and
they
are
there
to
protect.
You
know
and
serve.
So
we
do
have
that,
but
I'll
be
coming
up
in
June
of
this
year
as
soon
as
they're
out
of
Webb,
and
we
could
not
convicted
this.
It
was
another.
Kid
is
probably
going
to
be
that
time.
I
I
Right
and
then
the
good
thing
is
that
they
that
they
are
involved
in
positive
things,
and
and
that's
what's
good
about
this
particular
community
or
whether
more
so
ever
that
we
when
I,
was
in
the
steady
and
down
state.
They
said
the
thing
about:
Kent
kids,
like
everybody,
knows
each
other,
and
it's
like
there's
like
it's
more
of
a
family
thing
and
that's
not
the
case
anyway.
I
said
you
kidding
me,
oh
no,
not
of
know
about
really
know
they'll
have
that
will
counted
in
Atlanta,
I,
think
we're
blessed
in
certain
areas.
I
B
I
A
I
L
As
I
mentioned
before,
here's
another
fun
thing
we
get
to
deal
with,
it's
called
the
was
passed
last
year,
didn't
hear
about
it.
The
Illinois
noxious,
weed
law,
okay
and
I,
received
a
letter
that
were
non-compliance
of
this
law
basically
says
the
thought
and
I
was
dead.
It
says
the
controlling
authority
of
the
county
must,
under
this
act
and
I'll
get
into
what
they
have
to
do,
but
I
had
to
find
out
if
we
were
the
controlling
authority
and
we
are,
but
it's
not
just
for
the
county
through
the
municipal
areas
as
well.
L
Maybe
up
to
a
full
page,
minimal,
I,
say
it's
creative
or
grand,
establish
a
coordinated
program
for
control
of
eradication
of
noxious
weeds
within
the
county,
as
well
as
conduct
examination
of
all
land
under
its
jurisdiction.
Advise
owners
of
infested
land
on
proper
eradication
techniques,
with
the
cost
of
eradication
being
borne
by
the
owner
of
the
land.
L
Investigate
and
prosecute
violations
of
this
act
prevent
the
dissemination
of
noxious
weeds
through
any
article
machinery,
equipment,
plants,
materials
and
maintain
any
land
it
owns
as
not
to
harbor
and
encourage
the
growth
of
noxious
weeds.
As
I
mentioned,
we
are
the
controlling
agency
and
according
to
Department
of
Agriculture,
we're
not
have
to
hire
people
to
do
this
program
all
over
the
county
and
within
the
system
municipal
government
plants,
as
if
we
don't
have
enough
to
do
absolutely
no
money
for
it.
L
So
I'm
Ivan
Justin
I
just
heard
about
it
again
lag
at
the
letter
and
not
comply
to
the
law
we
didn't
even
know
about
and
in
the
grand
scheme
of
things
I'm
saying
if
criminal
justice,
because
I
still
don't
know
what
department
this
would
fall
under
planning
is
it
you
know
we
could
prosecute
people
I
for
having
they're
all
kind
of
weeds
in
their
lawn.
Oh
and
marijuana
is
on
the
list
too.
I
forgot
I
skipped
over
that
way.
Oh
yeah!
L
Well,
what's
ironically,
there's
a
bill
in
the
house
thing
that
they're
going
to
allow
the
production
and
cultivation
of
health
so
that
again
that
falls
under
the
same
classification
so
that
dichotomy
there's
just
staggering,
but
there's
your
work
for
the
day.
Dichotomy,
I,
just
don't
I,
don't
understand
it.
So
I
I,
don't
like
spending
money.
I,
think
everybody
knows
that
it
especially
at
times
like
this,
but
we're
gonna
have
to
address
it
and
whether
that's
one
person
that
that's
their
full-time
job
is
to
just
walk
around
the
county.
