Description
Kankakee County Public Safety Meeting 4/11/2018 7:30 AM
B
C
B
C
C
Mr.
stifling
birth
was
mr.
McConnell.
All
in
favor
opposed
motion
passes
state's
attorney.
He's
not
here
he's
at
the
Harbor
House
meeting
this
morning.
He
will
be
emailing
everybody,
a
grand
jury
report.
He
wanted
to
be
know
this
morning,
so
there's
nothing
to
prove
there.
No
Gus
public
defender
monthly
reporting,
a
motion
to
approve
mr.
Collins
Peyton.
All
in
favor
motion
come
on
down
yeah.
A
D
Successful
contacts
in
April
825
of
those
and
in
the
community
44
investigations
120
drug
tests,
so
nothing
out
of
the
ordinary
they're,
screened
30,
minors
for
detention
detained
19
and
we
obtained.
We
have
detained
49
and
2018
so
far,
currently,
nine
in
custody.
Unless
there
was
one
last
night
which
I
haven't
got
email.
So
nothing.
E
D
D
We
have
24
currently
on
that
was
basically
zero
and
the
January
first
came
around
and
obviously
that
bail,
Reform
Act
changed
things
set
of
pretrial
caseloads
increasing
by
around
8
or
so
a
month
watching
that,
obviously
other
concern
with
that
is
that
I
brought
up
last
time,
people
charged
with
unlawful
use
of
a
weapon
or
in
that
category
B
that
is
released.
The
presumption
is
not
a
monetary
bail,
so
those
individuals
are
released
and
are
put
on
house
arrest.
D
We
work
with
local
law
enforcement
to
help
check
on
these
people,
but
there
that's
time-consuming
so
hopefully
that
law
will
change.
There's
a
bill
out
there
to
change
that,
put
those
people
in
category
a
so
they
stay
in
custody,
but
until
then
we
have
quite
a
few
hot
for
that
I
think
we
had
for
a
two-week
period.
D
So
that's
our
number
so
we're
watching
that
closely.
Like
I
said,
we
would
really
that's
about
all
I.
Have
we
have
a
vacancy?
We
have
one
of
our
drill.
Court
officers
resigned
a
month
boots
on
that
grant
an
aide.
We
received
two
payments
in
March,
I,
think
we're
paid
through
October,
so
five
months
behind,
which
sadly
just
say,
that's
very
good
for
the
state
they're
only
five
months,
nine,
so
hopefully
they'll
keep
up
and
we'll
keep
those
on
a
monthly
basis.
We
can
that
payments,
CBS
new
questions,
Oh.
E
Seeing
reoffended
that
are
out
home
home
arrest
because
of
the
new
law,
are
you
see,
pretrial
I'm
free
trial?
Are
they
going
out
and
reoffending
yeah
we've
had
several
like.
E
D
C
G
As
you
can
see,
our
ice
numbers
are
staying
consistent
at
the
present
time,
as
well
as
of
March
31st.
We
are
five
hundred
and
thirty
four
thousand
dollars
over
over
where
we
were
last
year
at
this
time
for
revenue,
half
a
million
dollars.
So
our
projection
of
of
eight
point.
Seven
is
now
looking
at
more,
like
nine
point:
seven
million
for
the
year
provided
those
numbers
stay
consistent,
which
at
this
time
we
have
no
reason
to
believe
that
they
wouldn't
questions
on
those
numbers.
G
G
We
talk
a
lot
about
jail
revenue,
and
sometimes
we
forget
about
other
revenue.
That's
brought
in
by
our
sworn
side
and
Finance
I
will
present
some
numbers
of
revenue
that
our
sworn
side
is
bringing
in
because
I
think.
Sometimes
we
forget
about
that.
We
thought
we're
focused
so
much
on
jail
revenue
that
we
forget
that
our
sworn
cite
is
out
there
generating
revenue
in
one
fashion
or
another.
As
I've
said
before,
we
don't
write
traffic
tickets
to
generate
revenue.
We
write
traffic
tickets
to
keep
the
roads
safe.
G
E
G
I
think
we
need
to
be
at
a
place
where
we
can
eliminate
overtime
as
best
we
can,
and
that
probably
means
a
couple
more.
You
know
the
problem
with
getting
our
staffing
up
is
that
we're
required
to
get
entrained
yes.
So
when
they're
gone
for
five
weeks,
we
backfill
those
to
get
them
trained
to
get
them
certified.
Now
the
worst
case
scenario
would
be.
We
get
all
these
guys
trained.
I
G
E
E
E
G
G
G
I
G
We
have
240
downtown
for
a
capacity
of
696
on
the
day
of
the
last
Finance
Committee
meeting
now
I
take
that
back
our
high
number,
our
high-end
number
has
been
at
six-thirty
for
numerous
times,
so
that
includes
out
of
County
locals
the
downtown
here,
and
so
that
basically
leaves
62
beds
but
remember
to
efficiently
operate
a
detention
center.
You
want
to
stay
at
about
75%
capacity.
G
F
G
The
next
thing
I'm,
the
art
on
my
part
of
the
agenda,
is
to
approve,
if
you
could
possibly
approve,
moving
to
finance
the
lease
or
lease
purchase
of
spot
cars
for
next
you
perfer
this
year.
Rather,
we
had
talked
about
it
early
mr.
wheeler
requested
that
we
wait
as
long
as
we
can
obviously
for
cash
flow
purposes,
which
I,
understand
and
I.
Think
the
sooner
we
get
that
process.
Movement
I
think
the
sooner
we
can
get
these
cars
in
here
and
get
them
ready
to
go.
C
C
A
H
A
I
think
that's
been
my
point
all
along.
We
could
have
two
vehicles
for
the
$50,000.
We
spent
maintenance
agree.
We
had
we
set
this
program
in
there
years
ago,
so
we
wouldn't
come
into
this
problem.
Then
we
need
somehow.
We
need
to
keep
this
program
going
where
we
replace
them
annually,
don't
skip
two
or
three
years.
G
G
C
G
The
last
thing,
on
my
mind,
is
the
door
computer
upgrade
at
Jerome
combs
our
original
door.
Computer
software
has
basically
outlived
its
usefulness.
It
was
installed
back
in
late
2004.
We
opened
in
2005,
so
computer
software.
This
thirteen
years
old
obviously
has
has
run
its
course.
We
are
no
longer
able
to
get
parts
to
replace
it.
So
once
that
goes
down,
we're
kind
of
stuck
so
accurate
controls
is
the
company
that
originally
installed
it.
G
We
got
a
price
for
an
upgrade
to
that
computer
software
and
the
actual
price
for
that
software
is
fifty
seven
thousand
seven
hundred
and
seven.
That
does
not
include
the
purchase
of
computers
which
we
would
purchase
on
our
own,
but
I
am
assuming.
This
would
need
to
go
to
finance
as
well.
You'll
need.
G
No,
no
we've
not
paid
for
any
updates
from
the
original
stuff
back
in
2005.
This
is
just
it's.
The
installation
and
I
believe
part
of
it
is
service
that
there's
a
service
agreement
that
were
entitled
to,
but
after
a
couple
years,
I
think
then
we
pay
for
them
to
come
down
and
fix
it
or
whatever.
Okay,.
G
D
G
G
A
G
G
He
and
a
2007
bus
that
transports
22
both
have
over
a
hundred
thousand
miles
on
them.
So
we
will
start
the
process
of
you
know
with
the
transports
that
we
were
required
to
do
both
on
the
Marshall
side
and
eyesight.
It's
imperative
to
keep
some
of
those
operational.
We
did
have
a
couple,
but
they
do
a
great
job
of
utilizing
our
vehicles,
making
sure
they're
maintained
making
sure
they're
safe
to
put
on
the
road.
I
G
G
Secondly,
yesterday
the
Chairman
brought
this
up
a
little
bit
earlier
about
a
couple
questions
that
this
group
called
connect
brought
up.
Yesterday
they
spoke
of
the
county
board.
I,
don't
know
how
many
times
at
least
twice
that
I
know
of
I
met
with
a
couple
of
them
after
the
first
time,
they
spoke
told
them
that
I
would
be
happy
to
sit
down
and
meet
with
them,
provide
any
information
that
we
could
provide
without
them.
Having
to
file
FOIA
is
just
to
be
transparent.
G
Apparently,
they
didn't
believe
what
I
had
to
say
because
they
continue
to
come
to
the
county
board
some
of
what
they
asked
for
yesterday.
There
is
no
answer
for
me:
I'm,
not
quite
sure,
where
they're
getting
information
about
us
building
out
this
third
phase.
We
are
always
inquiring
about
it,
but
we
have.
We
understand
that
the
county
has
no
money.
G
If
ice
comes
to
us
with
twenty
million
dollars,
we
would
certainly
explore
the
idea,
but
at
this
point
there
is
no
plan
to
finish
that
third
phase,
some
of
the
other
information
they
asked
for
are
questions
for
Homeland,
Security
and
I
would
direct
them
toward
the
Chicago
office
to
ask
about
ice
numbers
and
money,
and
things
like
that.
Those
are
things
that
we
strictly
housed
them.
We
don't
we
don't
ask
questions
about
where
their
funding
is
coming
from.
If
they
have
a
need
for
housing,
we
will
house
them.
G
My
assumption
is
that
they
are
strictly
concerned
with
ice
because
they
really
haven't
asked
too
many
questions
about
our
US
Marshals
or
the
Cook
County
inmates.
So
I
think
we
direct
them
to
the
Department
of
Homeland
Security
for
the
answers
to
things
that
you
know
they
want
and
again
since
I,
reached
out
to
them
and
met
with
them
and
gave
them
my
cell
phone
number
and
all
my
contact
information
I,
have
not
heard
word
one
from
them.
So.
G
G
Then
it's
it's
well
worth
it
so
and
then
one
last
thing-
and
this
is
probably
a
question
for
Tom-
there
is
some
pending
legislation-
I
believe
out
there
about
making
the
age
21
for
a
juvenile
which
would
have
a
an
effect
on
probably
more
so
than
us.
But
it
would
also
affect
us
in
transporting
these
guys
back
and
forth
two
for
two,
so
I'm,
not
sure
where
that
legislation
is
but
I
mean.
Obviously
it's
something
that
will
keep.
D
The
only
thing
I'll
add
to
that
is
I,
don't
know
when,
but
I
did
is
going
to
happen.
I
think
I
mean
it's
been
brought
up
too
much
discussed
too
much
there
you're
even
talking
about
doing
and
doing
it
in
phases,
which
would
be
a
bigger
problem.
I
think
so.
I'll
keep
everybody
posted.
We
are
watching
that
closely.
Council.
G
Yeah
and
it's
it
will
be
problematic,
but
you
know
as
most
things
that
get
passed
in
Springfield.
They
don't
care
how
it
affects
the
local
governments.
They
just
want
to
look
good
to
their
constituents
and
it
sounds
good.
It
probably
isn't
good
until
you
put
it
in
in
operations.
So
it's
typical
of
Springfield
I'm
mr.
leer
Lincoln's.
F
F
J
K
That
you
probably
don't
have
the
whole
lot
to
do
with
the
state,
but
I
do
know
that
Jamal
Jamal
Simmons,
who
came
through
the
county,
might
in
fact
that's
where
you
gotta
start
through
the
Sheriff
Department,
and
he
has
done
well
in
the
State
Police
Department
and
I
was
just
wondering
cuz,
sometimes
we
kind
of
short
staff
on
the
Pembroke
area.
If
there's
a
conversation
with
your
markers,
we
came
up
on
that
area.
G
Already
out
there
and
and
we've
sat
and
talked
to
them.
They
know
the
issues
and
actually
a
couple
of
guys
that
spend
a
lot
of
time
out.
There
were
former
deputies,
so
they're
familiar
with
the
area
familiar
with
the
people
and
they
know
who
you
know
and
they're
out
there
helping
us
they
you
know,
and
they
you
know
the
state
obviously
has
their
own
things
that
they
want
to
do.
G
But
again,
it
goes
back
to
that
cooperation
between
you
know
the
State
Police
and
all
of
our
local
law
enforcement
that
you
know
our
cooperation
with
each
other
is
just
outstanding,
we're
fortunate
to
have
that
much
cooperation
and
sharing
of
resources
within
our
County,
so
they
do
get
out
there
and
patrol
for
us
as
well.
In
addition
to
us
so.
L
Mr.
Tholl,
this
isn't
so
much
a
question.
I
just
wanted
to
share
some
thanks
to
the
Sheriff's
Department,
and
there
was
an
incident
in
my
house
for
those
that
don't
know,
attempted
burglary
was
pretty
Facebook
famous
all
that
fun
stuff.
I
just
want
to
thank
the
department
for
the
quick
response
and
great
job
that
they
did
Chris.
G
Know
what
cooperation
from
the
victims
helps?
We
had
a
lot
of
help
to
not
only
again,
not
only
our
department
or
other
departments
jumped
in
and
even
you
know,
the
initially
arrests
actually
was
made
up
in
a
Cook
County
Courthouse,
so
Cook
County
actually
arrested
him
up
there
when
he
appeared
in
court
and
he
told
us
I
mean
in
ered
I
don't
know,
but
during
his
interview
I
mean
he
said
he
knew
he
was
had
because
of
that
picture.
He
was
just
waiting
for
somebody
arrest
him,
so
that
was
the
biggest
help.
G
M
Finally,
after
over
a
year
and
everybody
knock
on
wood,
please
I'm
gonna
bring
you
a
good
report
that
we're
where
we're
at
right
now
and
we're
down
right
now,
which
is
good,
but
you
can
see
on
a
total.
We
still
total
calls
we're
still
or
still
we're
high
on
that,
but
those
are
naturals
to
corner
cases
here.
M
Autopsies
are
we
were
averaging
the
twelve
autopsies
last
year
and
we're
only
averaging
seven
right
now
from
which
is
going
down
in
the
as
I
say
some
of
these
we
still
have
four
pending
reports
on
there,
our
overdoses
last
year.
At
this
time
last
year
we
were
at
19
this
year,
we're
at
seven
any
new
pending
one
baby
case
that
we've
got
it'll,
be
probably
eight
here,
pretty
quick,
but
that's
that's
good
news.
What
do
we
think?
M
That's
from
its
from
the
narcan
program,
I
feel
education
wise,
we're
out
there
educating
all
around
the
county
we've
hit.
We
pick
probably
probably
close
to
20
some
programs
already
out
there
or
were
averaging
almost
6
out
of
7
days
a
week,
doing
programs
we're
doing
13
in
April
right
now.
That's
not
counting
all
the
programs
we
have
to
put
together
as
meetings
before
we
go
into
the
programs,
so
we're
out
there
continually
doing
as
much
as
we
can
and
I
think.
That's
a
big
help.
M
I
know
that
they've
that
they've
released
narcan
out
to
the
public
now,
which
we've
seen
in
a
couple
cases
but
they're
they're,
getting
together
as
I
think
I
talked
to
you
before
about
there.
They
get
together
with
five
or
six
do
their
drugs
in
one
stays
back
and
takes
care
of
the
narcan.
Somebody
goes
down.
M
I
know
they're
still
doing
it,
even
though
talking
to
the
hospitals,
the
hospitals
are
down
quite
considerably
from
a
number
of
calls,
both
hospitals,
we've
we've
had
five
saves
out
there
by
police
officers
so
far,
well,
I
think
it's
working
pretty
well
and
it's
gonna
save
us
a
pretty
good
chunk
as
of
right
now,
I'm
knock
knock
because
we
get
into
the
season.
Well,
Bob!
You
just
talked
about
out
there
in
Pembroke
I
rode
with
isp
out
there
for
a
day
to
see
what's
going
on
out
there,
so
they
are
out
there.
M
C
M
So
at
sixty
six
hundred
dollars
and
just
in
four
months
they're
say
we
have
another
grant
to
go
on.
We
have
another
big
April
and
May
programs
that
even
when
I
go
down
this
spring
field
or
Champaign,
my
expenses
are
paid
for
by
the
grant.
As
long
as
we're
talking
about
opioids,
which
we
do
so
I'm
pretty
proud
to
bring
that
into
the
effect
there
that
you
know
we're
continually.
M
Before
I
get
into
any
other
questions
there
that
there's
a
couple
of
people
I'd
I'd
like
to
thank
and
since
Chad
still
here
the
amount
of
programs
that
we
do.
We
do.
We
do
it
probably
an
hour
and
a
half
program
in
here
to
all
the
all
the
kids
and
then
we
go
over
to
the
jail,
and
then
we
go
over
to
the
morgue
to
show
them
the
morgue,
but
I
want
to
have.
M
M
Cooperation
through
your
also
another
cooperations
that
we
forgot
to
do
a
couple
months
ago-
and
I
don't
know
if
thanking
the
correction
officers
that
were
able
to
identify
a
body
that
we
couldn't
identify
through
fingerprints,
we
brought
the
prints
over
to
to
the
Corrections
office
to
see
if
we
could
spot
spot
something
on
this
and
they
were
within
about
25
minutes.
They
had
the
name
of
the
person
for
me,
which
is
just
outstanding,
though
we've
done
that
twice
now
and
again,
I
know
the
names
and
and
Chad
does
too,
and
thank
you
for
their
cooperation.
M
M
One
of
the
things
that
we
don't
didn't
have
over
there
we
didn't
over
thought
we'd
have
to
is
the
carbon
monoxide
we
now
installed
those
over
there
at
our
expense,
but
the
also
the
found
out
that
the
air
handling
the
units
were
blocked
up
and
Pat
came
over
and
looked
at
that
and
took
care
of
that.
But
thank
you
to
Brian
and
Pat
on
that,
because
that's
a
major
expense
that
we
were
a
little
block
and
the
last
last
question
that
I
have
is
the
right
to
my
right
of
me
over
here.
A
M
This
is
going
to
be
a
cops
versus
a
convict.
This
is
going
to
tell
you
a
little
bit
about
everything.
Bring
your
grandma
grandkids,
not
not
too
young,
but
into
the
junior
high
high
school,
bring
them,
because
the
cops
going
to
tell
you
a
little
bit
about
your
phone
more
than
what
you
probably
would
ever
expect
that
comes
out
of
this
phone,
and
it's
good
to
have
your
family
view
this,
because
this
is
how
it
happens.
M
Eric
and
I
saw
this
when
we
were
in
watch
C
kit,
and
we
still
talked
about
what
you
can
do.
With
your
phone
I
mean
we
can.
We
can
pull
a
lot
of
information
off
your
phone,
the
detectives
here.
They
have
a
machine
to
do
that,
but
it's
something
how
how
the
young
kids
will
operate,
that
phone
and
you'll
never
know
just
like
your
everybody
has
a
calculator
on
their
phone
and
that's
one
of
the
things
that
they
they
use.
M
No
calculator
with
that
calculator
has
a
code
they
can
get
in
underground
and
be
able
to
send
pictures,
be
able
to
do
their
drugs
and
all
this
stuff.
So
we're
gonna
learn
all
that
plus
mr.
Ryan's,
coming
back
again,
no
expense
to
the
no
expense
of
the
county
at
all.
This
is
covered
by
the
ground,
so
we're
bringing
them
back
in
it's
like
about
six
thousand
dollars,
but
it's
well
worth
it
I've.
M
Had
a
number
of
people
call
me
and
sent
me
letters
on
what
we
did
the
last
time
at
the
forum
we
had
and
it's
been
outstanding,
so
we're
gonna
pull
them
back
one
more
time
that's
May,
8th
at
7
p.m.
is
when
it
starts.
There's
billboards
all
over
the
county
that
we've
we
put
up
we're
doing
more
advertising
with
the
journal
here
pretty
quickly.
In
all
the
radio
stations
we
can
hold
690
650
people
there.
We
hope
that
Jam,
but
it
these
are.
M
M
K
Ok,
then,
my
last
question
is
I
know
with
the
with
this
program,
under
the
grant
that
we
have
educated
a
lot
of
kids
I'm
wondering
if
there's
some
when
they
attend
these
are
oil
taught
orientations
on
this
opiate
if
they're
somewhere
along
the
line
not
to
headaches
expense
to
your
account,
but
that
a
certificate
can
be
like
given
to
them
when
they
come,
whether
sometimes
that
tends
to
be
a
better
promotion
in
that
they
feel
good,
that
they
got
a
certificate.
