just
to
get
things
rolling,
because
this
is
our
first
meeting.
We
have
some
things
to
determine.
I
will,
after
the
election
of
a
chairman,
gets
to
that
point
number
six
on

agenda.

step
aside
and
let
the
committee
do
its
business
to
start
off
with.
Is
there
any
public
comment?

Epic
committee
is
a
committee
that
is
well
needed
on
the
county
board.
We
had
it
some
time
ago
and
now
it's
being
brought
back
into
place
with
individuals
that
are
not
on
the
county
board
per
se,
but
throughout
the
community
or
wherever
I
was
elated.
When
I
was
arguing
you
know
who
do
we
have
in
the
legal
capacity?

then
I
had
this
name
in
my
mind,
and
I
saw
that
the
retired
judge
decided
to
come
out
of
retirement
into
community
service
and
thanking
him
and
tony
or
toby
ochesky
from
the
hero
or
whatever
minded
individual
and
all
the
others.
That's
on
the
board.
I
think
state
police
former
up
in
there
remember
dowsie
and
all
the
other
ones
back
in
there
when
I
work
for
the
state,
so
you
got
a
good
cross
board
here
or
whatever,
and
I'm
looking
forward
to
sleepless
nights.

looking
forward

a
great
opportunity
for
the
public
to
have
a
vested
interest
in
seeing
the
ethics
committee
and
knowing
that
we
have
good
people
in
place
to
make
great
decisions
just
in
case
an
issue
has
to
come
up,

kankakee
county.

don't
think
that
will
be
the
case,
but
if
it
does,
we
got
good
people
and
good
places
to
make
good
decisions

submission

affidavits

party
affiliation

informational
purposes,
we

two
here:
the
members
cannot
all
be
from
the
same
political
party.
It
doesn't
mean
that
they
they
can
be
independent,

they

to
declare
a
party,
they
can
be
independent,
but
they
just
all
can't
be
from
the
same
party.

we
have
those
declarations

they
in

or
for
some
other
reason

we
have
to
do

what
you're

ideally
any
changes
to
the
current
ordinance
that
you'd

internal
policies

questionable.

things

rights

the
rules
of
evidence
are.

why
you
have
judge
when
someone
here

help

that
sort

should
take
it
out

investigation
as
to
whether
that

appropriate
to
bring
to
your
attention
or
not
whether
that,

some
grounds
for
actually
having
a
complaint

investigation

one
whether
or
not
it's
something
within
our
purview
and
then

next
aspect

it

whether
or
not
there
is
something

that
we

commission

find
out

that's
just
a
suggestion
for
this
committee
to
consider,
but
I
think
you
need
that
light
of
day
to
know
that
there
is
something
before
the
ethics
commission,

sway
them

on
that
they
want

county
involvement

terms
of
at
least
knowledge.

in-house,
that's

conducted

to

or
not
it
goes
any
further
than

conducted

myself

attorney's
office

county
board
chairman

there

complaint
about

wheeler
or
mr
rowe,

you

them

know

before
it

bad
about
either
office
currently,
but
that
is
something
that
this
commission,

something

consider.

decision

heaviness

complaint

you're

complainer,

complaining
all
the
time

we

experience

soon

might
suggest
is
that
we

a
copy

the
existing
ordinance.

copy

the
proposed
ordinance,

you

commission's
gonna
have
to
sit
down
and
try
to
start
analyzing
and

trying
to
understand
the
the
steps
that
are
in
existence
now
and
the
steps
that
are
in
the
proposed
ordinance
when.

One
thing:
I
would
hope
that
the
commission
would
keep
in
mind,
and
I
know
the
judge
would
be
aware
of
this,
but
if
a
issue
is
brought
to
your
attention
that
may
have
criminal
implications,
you
know,
there's
always

statute
of
limitations
run
and
if
we're
we're
getting
close
to
that,
I
would
ask
that
that
be
a
situation
whether
it
involves
someone
in
the
chairman's
office,
my
office,
any
office
in
the
county.

think
that's
why
mr
wenzelmann
judge
wenzelman
is
a
good
person
to
have,
because
you
can
make
the
initial
decision
based
on
your
knowledge
as
to
whether
or
not
the
information
needs
to
be
spread
out.

once

decide
that
it's
valid
for
the
commission
to
know,
then
you
can
let
us
know
as
to
whether
or
not
it
goes
to
the
state's
attorney
or
to
mr
wheeler.

think
if
it's
a,
maybe
one
distinction
is,
if
it's
a
violation
of
an
internal
county
policy
and
that's
something
certainly
that
my
office
doesn't
need
to
be
involved
in
unless
you
refer
it
to
me,
but
if
it
is
a
violation
of
a
state
statute,
if
the
judge
determines
that
there
was
a
crime
committed,
I
would
ask
that
that
be
forwarded
to
my
office
quickly.
This
is
as
soon
as
possible
after
you
receive
the
complaint,
because
we
then
take
actions
to
determine.

we

a
conflict
if
we
have
a
conflict,
we
have
to
have
outside
counsel
brought
in
through
the
appellate
prosecutor's
office
and
and
that's
a
whole
other
process.
So
maybe
there's
a
distinction
there
between
a
violation
of
county
policy
or
some
administrative
function
versus
a
criminal
charge.
That's
something
for
the
commission
to
determine.

really
go
over
the

the
new
and
make
determination

we're

to

looked

I
have
no
idea
what's
going
on

decide
what
we're
going
to
prove
and
not
approve
and
get
an
understanding

little

we

just

kind

broad
discretion
in
terms
of
what
you
can
look
at.
What
your
powers
are.

kind

things

more
detail

own

you

for
whatever
reason,
judge
wenzelman
fails,
he
can't
perform
his
duties
or
the
state's
attorney's
office
needs
to

involved
in
some
way.
