troubling,

it

they

this

difficult

tell

it's
talking
to
different
people
in
the
business
so
to
speak.

like
their
guess
is
as
good
as

lobbyists

since,

stroke

last
report
was
is
that
how
do
I
put

The
bill
we
submitted
in
partnership
with
Taz
wall
that
Logan
was
added
to
later
was
a
Judicial
facilities
fee
bill
there
is
it
passed
the
Senate
subcommittee
unanimously
and
then
a
brick
got
put
on
it.
It's
the
same
bill
that
Kendall
County
passed
last
session.

I
believe
Kane
County
had
passed
it
two
years
before
exact
same
verbiage
and
it
was
originated
with
Will.
County
was
the
first
County
that
had
this
bill,
so
just
those
counties
could
collect
a
Judicial
fee
under
the
guidelines
of
the
state
law.
That
says,
if
you
basically
can't
afford
to
pay,
you
don't
have
to
you
know
that
happened
about
three
or
four
years
ago,
where,
if
you're
below
the
poverty
federal
poverty
line,
then
you
can
petition
the
court
and
have
all
your
fees
and
fines
waived.

So
this
bill
would
have.
Basically
let
us
raise
money
for
renovations
and
capital
project
just
for
the
courts
to
be
used
at
the
discretion
of
the
chief
judge.
I
was
very
non-controversial
because
it
was
not
predatory,
so
it
could
still
be
part
of
a
a
fees
Omnibus
Bill
that
may
make
it
through
the
house.

I,
don't
really
know
where
it's
at,
because
there's
the
aclu's
involved
and
where
they
weren't
before
now.
Apparently
it's
it's
a
bad
Bill.
Now
that
we're
involved
that's
about
the
only
thing
that
I
can
tell
you
is
that
it
seems
like
we
have
a
reputation
so
we'll
see
our
legislators
are
fighting
for
us
on
multiple
levels.

but
it
is
disappointing
that
the
same
thing
with
that
was
good
enough
for
all
these
other
counties,
regardless
of
political
affiliation,
has
now
been
denied
here
in
Kankakee
County
by
the
same
people
that
voted
for
it
five
months
ago.

so
under

we're
still

representing
the
same
thing,
we're
still
working
on
the
projects
that
we
were
last
month,

basically

courthouse,

we
will

doing

summer

As
far
as
an
update
on
what
Jason's
doing
he
says,
everything's
going
well
with
that
we
go
over
it
every
day.

training's
going
really
well
they're
actually
into
the
meat
of
the
soft

be
careful
they're
still
in

beginning
of
it,
but
they're
actually
using
part
of
their
own
data
to
test
and
learn,
and
what
he
explained
to
me
is
they're
on
the
newest
newest
version
of
the
Tyler
software,
even
newer
than
the
versions
that
are
actually
out
there
in
the
wild
being
that
our
go
live
time
is
actually
next
year.

in
effect,

we're
going
to
be
replacing
later.

that
makes
sense
so
they're,
actually
learning
too
how
their
newest
software
will
run

and
our
people
may

us

system

since
the
jury's
broke
into
several
rooms
instead
of
him,
the
judge
is
doing
their
chief
judge

several

presentation
each
room.
He
asked
me
to
put
into
a
similar
video
system
than
we
have
here.

also
requires
that
we
put
in
a
PA
system,
so
I
had
to
put
something
together.
Look
at
the
plans
devise
something
and
now
we've
in
the
last
week,
or
so
we've
been
installing
it
and
we'll
give
and
take
what
we
need
to
do
that,
so
he
can
sit
in
one
place
in
a
large
room.

a
presentation
in
all
the
rooms
will
see
it
at
the
same
time

there's
a

This
isn't
a
weed,

you
probably

we're
actively
doing.

if
you
had
the
two
system
you
got
to

writing
you've
got
to
keep
upgrading
your
system
to

PA

the
industry,

he'll
use
that
from
them,

he'll
go
to
a
Podium.
The
chief
judge
speak
into
a
wireless
mic
that
his
voice
will
go
to
all
the
room.
We
have
a
camera
video
camera,
as
you
know,
it'll
project
over
all
the
11
TVs
his
presentation.
So
he
can
give
one
presentation:
he'll,
Hear,
It,
They'll,
hear
what
he's
saying
and
they'll
see
him
actually
say
it.
We
also
tied
in
back
into
the
jurors
room.

have
a
multimedia
section
where
they
could
play
a
pre-recorded
everybody's,
going
to
be
controlled
by
a
PC.
They
can
have
them
pre-recorded,
whatever
they
want
to
have
it'll
project
over
all
of
them
if
they
ever
want
to
do
any
kind
of
streaming
of
TV
just
do
it
that
one
place
and
IT
projects
over
all
of
them,
so
we've
kind
of
I've
architected
out
so
on
a
short
notice
that
she
gets
everything
that
the
chief
judge
had
asked
for.

taking
time
to
put
in,
as
you
would
guess,
I
mean
we're
a
computer
department,
but
networking
is
basically
laborers.
That's

We
Haul
we
lift,
and
we
do
we
do
that.
That's
if
you
go
into
the
field
that
we're
in

what
we
do.
We
put
stuff
up,
we
build
it
and
when
we
maintain
those
systems,
any
other
questions
about

we're
still
handling
everything
as
it.

helped.

during
the
pandemic
when
the

chairman
authorized
the
arpa
funds,
but
you
allowed
us
to
put
computers
in
well.
Updating
all
those
computers
over
the
last
few
years
took
down
a
lot
of
the
service
calls
that
we
didn't
only
been
doing
so
that
helped
dramatically
so
calls
that
we
would
have
been
previously
going
to.
We
don't
have
to
go
to
as
much
well.
You
still
do,
but
it's
a
computer,
it's
going
to
break
yeah,
but
not
nearly
as
much.

technology

seems
like
it's
fluid

times

we're
running

now

nothing

never
like
that.
For
me,
it's
basically
I
have
a
lot
of
experience
doing
it.
I
had
experience
before
I
came
here,
so
this
was
never
a
learning
curve.

we've
implemented
has
been
a

far

courthouse,
and
you
can
correct
me
if
we're
saying
what
Andy
speaks
with
the
chief
judge
in
the
circuit
clerk
in

various
departments,
they
come

conclusion

then
they
tell
me
what
they're
looking
for
then
I
build
upon
there.
I
don't
just
say
this
is
what
we
go.
So
if
there's
something
there
it's
because
somebody
else
said
they
wanted
to
there
and
somebody
identified
it
identified
the
funding.
It
wasn't.
The
I.T
Department
said
you
should
have
this.

Justice-
that
being
said,
that's
on
technology,
the
front-end
side
equipment
things
like
that
on
the
back
end
networks,
network
security
and
all
of
those
things
is
completely
him
and
his
knowledge
of
Industry
best
practices
and
those
those
things
evolved.
That's
when
he
changes
gear
because
the
criminals
evolve
as
well.
I
don't
know,
did
anybody
get
new
emails
from
me
yesterday?
I
still
don't
want
any
gas
cards,
so
I
just
want
to
make
sure
if
that
has
changed,
but
the
whole
new
batch
came
out.

our
insurance
carrier
for
cyber
keeps
lowering
our
premium.

don't

people

assess
risk

in
that
department,
in
my
opinion,
so

I

like

he

messing
things

different

only
hear
good
things
from
those
that
are
tasked
to
monitor
that.

protect

What
I
did
this
month
is
with
the
ending
of
the
state's
emergency
to
the
pandemic
on
May
11th
I
took
the
generally
I've
been
coming
here
and
giving
you
updates
on
where
we're
at
with
all
the
statistics
in
Kankakee
County
I'm
going
to
start
to
back
off
of
that,
and
so
this
is
sort
of
a
summary
of
of
everything
that
had
occurred,
numbers
wise
with
covid-19,
since
the
pandemic
began
way
back
in
March
of
2020,
so
I'll
just
kind
of
go
through
some
of
these.

If
anyone
has
any
particular
questions
regarding
that
I'll
touch
on
the
first
section
and
then
I'm
going
to
hit
on
the
last
one
a
little
bit
in
the
middle
I
also
talk
about
some
of
the
events
that
the
health
department
has
been
working
on.
We
have
a
number
of
events
that
are
coming
up
here
in
June
and
and
over
the
course
of
the
rest
of
the
summer
and
fall.

We
we
are
getting,
you
know,
contacted
all
the
time
to
participate
in
some
form
or
fashion,
so
we
schedule
those
as
we
can
and
and
we'll
keep
you
up
to
date
on
those
as
in
future
meetings
and
then
the
SEC
or
the
third
paragraph
just
talks
about
a
number
of
the
grants
that
we're
working
on
this
is
Grant
season.
We've
recently
finished
nine
we're
working
on
a
number
of
others.

Typically,
we
get
less
than
30
days
in
which
to
get
those
completed,
and
you
know
we're
small
But
Mighty
and
getting
those
done
so,
but
going
back
to
the
covet
numbers,
real,
quick,
it's
kind
of
interesting
in
a
way
when
I,
when
I
put
it
out
from
March
9th
of
2020
to
511
2023.
You
know
that's
three
years
of
all
our
lives,
but
it
was
1148
days
that
we
were
in
that
emergency.

During
that
time,
Kankakee
County
had
37
165
config,
that
represents
about
34
percent
of
the
population.
Those
are
the
known
cases.
Those
are
the
confirmed
cases,
so
we
know
that
there
were
a
lot
more
people
that
had
covid
that
either
did
home,
testing
or
or
never
or
were
asymptomatic
according
to
the
way
they
were
tracking.
This
back
then,
ultimately,
throughout
the
pandemic
and
the
emergency
we've
had
388
confirmed
deaths.
Obviously
those
numbers
will
slowly
creep
up,
as
as
we
get
more
and
have
more.
But
again,
this
was
through
the
emergency.

The
I
thought
it
was
interesting,
I
kind
of
put
this.
In
there,
the
state
has
broken
down
by
age
groups.
The
number
of
positive
cases
that
were
in
those
positive
cases
you
can
see.
You
know
the
under
20
there's
20
to
29
30
to
39
the
highest
cases
were
definitely
in
the
younger
populations.
Those
tended
to
be
the
least
vaccinated,
but
they
were
also
the
last
on
the
list
to
be
vaccinated,
because
this
was
hitting
the
older
populations
more,
and
so
they
were
categorizing
the
older
populations
to
be
the
ones
vaccinated.

First
and
then
you
can
see
if
you
notice
and
and
look
at
the
numbers,
the
the
older
populations
were
actually
the
least
number
of
positive
cases
because
they
tended
to
be
more
vaccinated.
However,
the
older
populations
were
the
ones
that
were
decimated
by
the
deaths
because
of
early
on
that
was
what
the
virus
was
attacking
was
the
older
medical,
medically
vulnerable
individuals?

Those
numbers
have
stayed
pretty
much
the
same,
they're,
very
slow
and
creeping
up
just
because
you're
now,
instead
of
talking
hundreds
of
people
getting
vaccinated,
maybe
in
a
week
you're
only
talking
about
maybe
one
or
two
a
week.
So
it's
going
to
take
a
long
time
for
those
numbers
to
go
up
and
I.
Think
people
have
pretty
much
made
their
decisions
if
they're
going
to
get
vaccinated
or
not
also
with
all
the
covid
that
everyone
has
had
and
the
immunities
that
are
built
up
and
the
things
that
we
have
in
place.

Now
the
medicines
and
the
technology
that
we
did
not
have
at
the
beginning,
that
also
plays
into
people's
decisions
to
get
vaccinated
and
then
I
broke
it
down.
In
2020,
there
were
125
deaths.
All
of
those
would
have
been
unvaccinated
because
there
was
no
vaccine
available
in
2021.
There
were
137
deaths,
80
percent
of
those
were
unvaccinated
and
then
in
2022
107
deaths
77
unvaccinated.
So
our
overall
unvaccinated
death
rate
is
approximately
77
percent.
So
those
are
statistics
that
are
through
the
Illinois
Department
of
Public
Health
CDC
and
the
Kankakee
County
coroner's
office.

If
anyone
wants
to
look
up
those
sites,
they'll
see
these
same
numbers.
That's
where
I
got
this
information,
so
the
last
thing
I
just
wanted
to
touch
upon
is
when
the
emergency
ended
on
May
11th,
the
governor,
also,
with
kind
of
very
short
notice,
announced
that
he
was
going
to
call
that
day.

It
wasn't
all
at
the
health
departments,
but
the
hospitals,
both
hospitals
were
helpful.
The
NAACP
was
great
in
all
of
this
and
assisting
getting
us
some
locations
to
go
to
the
pharmacies
when
the
governor
and
the
pharmacies
got
involved
with
helping
to
provide
the
vaccination
so
that
it
wasn't
just
on
the
shoulders
of
the
health
department,
because
if
it
had
been
we'd
still
be
out
there
trying
to
vaccinate
our
County
for
the
individuals
coming
up
and
lining
up
if
we
didn't
receive
any
help.

I
applaud
everyone
and
and
I
have
acknowledged
that
in
the
past,
but
just
that's
kind
of
my
hopefully
moving
on
you
know
we'll
just
get
reports
of
of
what
we're
doing
in
regards
to
promoting
educating
and
protecting
the
health
of
Kankakee.

with
the
current
board
members

very
favorable

asking
lots
of
questions

we

some
newer
members
compared
to
recent

dropped
off
that
had
years
of
experience.

the
newer
members
are
are
getting
involved,
asking
questions,
especially

as
president
you've
attended

our
meetings.

just
had
a
couple
things
that
I
wanted
to
point
out.
You
know
we
have
been
extremely
grateful
to
be
over
next
to
our
VA
clinic
in
Bourbonnais,
and
our
numbers
show
how
much
busier
we
have
been
on
the
second
page
of
the
report.
It
shows
our
contacts
have
increased
from
like
in
December,
when
we
first
moved
in
our
average
was
in
the
200s,
which
is
pretty
much.
What
last
year
was
that
two
to
three
hundred
and
in
March
we
jumped
up
to
that
500.

and
I
think
we're
seeing
that
is
going
to
be
a
continual
trend
of
the
upward
move.
Our
yearly
totals
at
the
bottom
line.
There
show
that
we're
at
1576.
last
year
our
total
was
3
300
and
something
so
we're
gonna
and
that's
four
months
into
the
year.
So
we're
gonna
see
that
number
really
jump,

tremendously,
just
by
being
right,
where
the
veterans
are,
that
move
has
really
tremendously
done
us.

one

health

health
resources

about

very
excited
about

Force

F-16
fighter,
plane
simulator
that
you

go
sit
in
a
seat
and
act
like
you're
flying

Gun.

Affairs

monthly
update
from
Anita
Speckman.
I
Good
morning
see
great
news
on
the
hiring
front,
we're
now
at
nine
positions
which,
if
you
can
remember
for
a
long
time,
we
were
up
around
15
16
a
month,
so
we've
done
well
at
recruiting
and
placing
people
into
our
open
positions
here
at
the
county.
Those
numbers
do
not
include
the
sheriff's
department,
so
they
don't
post
in
our
regular
posting
and
I
know.
There
are
quite
a
few
openings
out
there.
So,
but
we
continue
to
work
on
those
issues
and
it's
done
pretty
well.
I
Our
new
hire
orientation
was
held
last
Wednesday,
that's
done
monthly
and
there
were
nine
attendees
and
the
collective
bargaining
agreements.
The
highway
agreement
was
tentatively
approved
by
the
Union
on
April
26th.
That
will
be
presented
tomorrow
at
the
finance
committee
meeting,
and
so
at
that
point
the
only
open
position
or
open
agreement
left
is
probation,
which
I'm
not
involved
in
that
Tom
Latham
handles
that
and
the
next
contract
to
expire
will
be
in
November,
so
I
have
a
little
break
and
then
we'll
be
back
at
it.
Come
the
fall
tomorrow.
I
I
will
be
in
Springfield
at
icrmtr
insurance
carrier
does
a
member
conference.
It
lasts
a
day
and
a
half
I'm
only
going
down
for
day
one
they're
the
sessions
I'll
be
attending
include
FMLA
and
Ada
discrimination
and
work
comp.
So
though,
that'll
be
most
of
my
focus,
Tomorrow
there's
a
couple
other
things
and
then
several
of
the
people
that
I
work
with
from
our
insurance
company
and
our
legal
representation
will
be
there.

spend
time
speaking
with
them
as
well
one-on-one
and
then
lastly,
I
will
be
attending
the
county
will
be
represented
at
representative
haas's
job
fair,
which
will
be
held
June
14th
from
nine
to
noon
at
Knights

Hall,
and
there
will
be
members
of
the
corrections,
office
and
probation
that
will
be
there
with
me
and
I.

falls
into

we've
met

since
I've
been

it
hadn't
met
in
20
years
before

it's
nice
to
have,
but
it's
