Description
Executive Committee Meeting 4/25/2023 9:00 AM
A
Hello,
everyone
I'd
like
to
call
the
executive
committee
meeting
Tuesday
April
25th
2023,
we'll
start
off
with
a
roll
call,
Mr.
A
A
Before
public
comment,
chairman
wheeler
has
something
to
say.
C
Yes,
thank
you,
Mr
everything
I
just
wanted
the
the
committee
to
know
that,
and
maybe,
if
they
they
already
do,
I
appreciate
staying
close
to
this
but
board
member
Ashcraft
and
his
family
are
going
through
some
troubling
times
right
now
and
they
have
a
procedure
they're
up
at
the
hospital
for
today
and
if
we
could
for
one
of
their
family
members,
just
my
thoughts
and
prayers
go
off
to
them
and
hope
everything
goes
well.
So
it's
it's
a
it's
an
unnerving
time
for
an
unsettling
time
for
them.
A
Yes,
thoughts
and
prayers
with
Jeffrey
Ashcraft.
A
We
have
nothing
under
public
comment
today.
So
the
approval
of
the
minutes
of
the
executive
committee
meeting
March
28
2023
can
I
have
a
motion
in
a
second
long,
first
and
Miller.
Second,
all
those
in
favor
say
aye.
All
those
opposed
same
sign
motion
approved.
We
have
nothing
under
legislative
today.
So
next
we
have
Kevin
Duvall
with
the
IT
department
for
a
monthly
update.
D
Okay,
basically,
everything
that'll
be
this
everything
we
discussed
last
time
still
in
effect,
the
projects
I
talked
about
are
long-term
projects.
Working
on
the
courthouse
will
be
will
be
working
on
that
well
into
June
we're
we've.
We've
got
some
additional
phases
that
just
started.
We
had
the
Wes
contacted
me
yesterday.
The
chief
judge
wanted
us
to
implement
a
version
of
the
video
system
that
we
have
here
over
there.
D
That
will
be
done
over
weeks
or
months
now
that
the
construction
is
getting
near
the
end,
that's
the
time
that
we
come
back,
because
we
got
to
put
the
computers
back
in
and
put
in
the
wireless
and
stuff
that
needs
to
be
done
after
they've
completed
their
part
or
were
in
the
way.
So
what
I've
talked
about
last
month
continues
next
month
and
the
next
month
I'm,
mainly
here.
If
you
have
any
specific
questions,
I'll
give
you
a
slight
update
on.
D
As
you
know,
Jason
from
my
office
is
the
project
manager
for
your
Tyler
software
that
you
put
there
that's
going
well,
he
he
we
talk
every
day
about
what's
going
on
because
remember,
this
is
his
first
time
doing.
Project
management
he's
doing
a
good
job.
On
that
everybody's
showing
up
everybody.
He
says
it's
taking
a
good
interest,
they've
gone
through
every
the
department
this
week
is
the
probation
department
they're
doing
their
training.
Remember
it's
the
key
individuals,
not
the
the
department
people
at
this
point,
so
their
key
individual
once
they
do.
D
D
They
actually
from
what
Jason
told
me
are
shorting
shortening
up
the
training
sessions,
because
everybody's
picking
up
things
fast
and
I
believe
I
said
this
before
that
they
actually
came
here,
went
through
the
various
processes
with
the
department,
so
they
know
how
their
system
that
doesn't
mean
they're,
necessarily
changing
their
system,
but
they're
making
sure
this
is
the
best
way
that
we
recommend
you
apply
our
software
in
your
environment.
So
it's
been
a
very
Hands-On
thing
that
they're
going
and
everybody
to
your
interest
is
really
taking
a
Hands-On,
very
involved
process.
D
We've
purchased,
the
saw
I
mean
the
hardware,
the
the
maybe
I
already
said
this
I,
don't
want
to
repeat
myself:
they'll
have
to
be
training
rooms
for
the
actual
offices
Personnel
to
go
through
and
they'll
be
doing
multiple
departments
at
the
same
time,
so
you're
not
taking
forever
to
do
that.
I've
talked
to
the
chairman
and
Wes
about
rooms
that
we
can
designate
for
that.
I
purchased
the
saw
the
hardware
for
that
because,
obviously
you
can't
take
their
PCS
and
put
it
in
there
or
nobody
be
able
to
work
at
their
time.
D
That
being
said,
that
was
part
of
the
original
project
cost,
so
that's
in
there.
Basically,
it
was
part
of
that
that
actually,
that
equipment
wall
all
roll
into
one
of
the
one
or
two
or
the
Departments
who
haven't
been,
who
aren't
quite
up
to
the
standards
of
the
Department
of
Hardware.
So
by
that
time
everybody
will
have
relatively
newest
Hardware
possible
at
that
time,
so
your
training
Hardware
will
be
going
to
good
use.
D
It
won't
just
be
sitting
in
a
room
somewhere,
so
this
is
everything's
flowing
pretty
well
in
between
that
we're
doing
our
normal
stuff.
We've
had
projects
that
was
small,
one-off
projects
for
the
finance
department,
the
recorder's
office,
to
do
an
update
for
their
software,
which
requires
us
to
go
through
their
machines.
Most
of
the
things
we
have
set
up
since
we're
a
smaller
office.
We've
we've
set
it
up
a
few
years
ago,
so
we
can
do
it
remotely.
So
it's
less
requiring
like
the
old
days
where
you
had
to
physically
go
into
the
machine.
D
E
You
very
much
Kevin,
you
got,
it
got
a
question
and,
and
it's
directed
towards
the
Circuit
Clerk's
Office
and
my
my
question
may
be
Antiquated
in
terms
of
what
I
had
posed
to
Sandy
before
in
terms
of
cross
training.
Could
you
or
Jason
or
is
Jason
imparted
to
you?
What
kind
of
training
will
be
necessary
for
the
circuit
clerk's
office,
and
is
there
a
cross-training
component
or
is
that
one
training
meets
all
the
requirements
for
that
office?.
D
D
They
will
all
be
learning
that
so
where
she
assigns
somebody
that'll
be
up
to
her
and
we
don't
have
any
say
so
we're
just
making
sure
that
the
software
does
what
they
say
it
to
do
and
that
the
Personnel
show
up
and
do
their
training
their
competency.
But
we
don't
really
have
anything
to
do
with
that
and
we'd
be
stepping
outside
of
what
we're
allowed
to
do.
D
D
D
Saying
no,
they
do
now.
Okay
and
that's
how
I
would
have
answered
your
your
question,
because
yeah
I
didn't
hate
that
they
just
they
just
focus
on
their
one
job
and
they're
not
asked
to
go
over
there,
but
when
somebody's
off
they
do
send
somebody
over
your
cross
train.
Then
at
that
point.
So
if
that
makes
sense
that
it
does,
but
that's
my
interpretation,
however
I
answered
because
I
see
their
personnel
doing
something
somebody
covering
somebody
else.
D
So
if
you're
in
traffic
they
try
not
to
do
they
try
to
all
right,
keep
people
in
that
area.
So
they
get
really
good
at
that,
but
they
quite
often
pull
somebody
from
this
Division
and
go
worker
up
there
because
they're
too
down
there
well
you're
cross-trained.
If
you
can
do
that,
does
that
makes
yes,
it
does.
Okay,
I
want
to
make
sure
I
didn't
go
too
far
into
somebody's
of
their
office
and
I.
Don't
think
she
was
not
trying
not
to
answer
I,
just
think
what
you
were
asking
and
what
she
perceived.
E
F
F
As
of
last
Friday,
we've
looked
at
the
numbers
as
to
why
the
state
has
three
metrics
now
that
they
look
at
in
regards
to
how
a
county
moves
from
low
to
medium
to
high
or
or
down
in
Reverse
fashion,
and
that
is
due
to
either
a
the
number
of
cases
that
you're
seeing
within
the
community,
which
is
not
the
case,
we're
still
we're
still
very
low.
It
could
be
the
number
of
deaths,
which
is
not
the
case
because
we're
at
386
and
it's
been
over
a
month
since
we've
had
a
death.
F
So
that's
not
the
case.
It's
hospitalizations
is
the
third
metrics
when
it
is
over
10
per
100
000
people
in
your
community
and
Kankakee
sits
it
just
a
little
over
a
hundred
thousand
for
its
population
based
on
the
census.
The
cdc's
number
in
the
state's
number
for
the
the
County
right
now
is
at
11.1,
so
we're
just
barely
that's.
Why?
Over
the
last
four
weeks,
we've
gone
from
low
to
medium
back
to
low
back
to
medium
is
because
we're
sitting
right
at
that
fluctuation
of
some
hospitalization.
F
So
what
we're
seeing
currently
is
still
a
lot
of
older
individuals
with
vulnerable
conditions,
chronic
health
conditions
that
are
in
the
hospital
for
these
purposes
that
have
covid.
We
are
not
seeing
as
much
of
the
severe
cases
in
the
younger
ER
populations
in
relation
to
health,
obviously,
with
the
help
of
the
vaccinations
that
have
taken
place
with
the
safety
precautions,
the
washing
in
our
hands
people
staying
home
just
being
more
cognizant
that
we've
learned
over
the
last
three
years,
that's
definitely
helping
for
for
everyone
in
the
younger
populations.
In
regards
to
that.
F
F
Last
week
there
were
six
counties
in
the
state
that
were
medium
and
they
were
all
in
an
up
northwest
corner
of
the
state.
And
so
then,
this
week
it's
two
counties.
The
rest
of
the
state
is
Green
and
it's
Kankakee
and
Iroquois,
so
that
is
where
right
now,
if
those
two,
if
we
drop
back
down
to
low,
then
the
whole
state
would
be
green,
and
that's
not
happened
since
way.
Back
when
so
question
on
that,
yes,
John,
why?
Oh.
F
People
are
curious
about
it.
Maybe
maybe
a
lot
of
people
still
aren't
curious,
but
it's
part
of
our
responsibilities
to
track
all
communicable
disease,
and
some
people
still
are
curious
and
I
get
asked
questions
by
the
media
and
or
the
radio
stations
in
in
regard
to
those
things
so
I'm
just
reporting
it.
If
none
of
your
constituents
are
asking
you
then
great
good,
but
if
they
do
I'm
just
providing
that
education,
that's
all
yeah.
G
F
Kovid's
kind
of
knew
three
years
ago
this
this
particular
virus
didn't
exist,
it's
brand
new,
so
we're
still
learning
a
lot
about
it,
but
obviously
things
are
getting
better.
So
we
are
on
the
better
side
of
this
slide.
But
again
it
just
doesn't
go
away,
it's
still
out
in
the
community.
It
could
still
impact
you.
It
could
still
impact
somebody
in
your
family
and
it's
my
job
to
try
to
get
that
information
out.
If
I,
don't
you'd,
be
asking
me
why
I'm
not.
G
F
No
I
I'm
not
aware
the
state
has
not
been
pushing
out
any
information,
I've,
not
seen
anything
from
CDC.
In
regards
to
any
particular
new
variants
of
covid,
we
seem
to
still
be
dealing
with.
You
know
the
Delta
and
the
Omicron
after
that
there
there
have
been
some
you
know.
Obviously,
viruses
will
mutate
and
change
into
new
variants.
F
You
know
daily,
almost
probably
I'm,
not
sure
I'm
I'm,
not
a
a
scientist,
so
I
don't
dabble
in
that
kind
of
of
Arena,
but
any
of
the
new
variants
have
not
been
an
issue
that
the
state
is
indicating
that
that's
something
that
we
need
to
be
focused
on
or
that
they're
seeing
any
Rising
cases
in
any
particular
communities.
Countries,
states,
counties
Kankakee,
for
example,
that
it
needs
to
be
concerned
about.
So
what
we
appear
to
be
dealing
with
is
is
just
this
virus.
F
You
know
at
the
beginning
of
this
I,
one
of
the
things
I
told
you
was
viruses
will
do
one
of
two
things:
they'll
get
stronger
or
they'll
get
weaker;
typically,
they
get
weaker
and
and
this
one
is
getting
weaker
over
time.
Obviously,
as
we
have
you
know,
our
our
bodies
have
adopted
adapted
to
the
virus
ourselves.
F
If
we've
had
it,
we've
got
the
immunities
for
it
now,
so
that
when
we
get
infected
again
a
second
time
a
third
time,
a
fourth
time
just
like
with
a
cold
or
a
flu
or
many
of
these
other
viruses
like
you're
talking
about
that
are
out
there.
Our
bodies
are
better
able
to
defend
against
them.
It's
the
older
populations,
it's
those
that
are
dealing
with.
F
You
know
cancer
and
other
medical
conditions
where
they've
got
medicines
that
they're
taking
that
are
taxing
on
their
bodies
to
take
care
of
a
particular
health
issue,
and
when
you
get
some
other
virus
on
top
of
that,
then
the
body
just
can't
handle
that
one
too.
It's
like
okay,
I,
I,
stop
and
those
are
the
individuals
that
are
most
impacted
by
this.
I
You
Mr
chairman
good
morning,
John,
so
May
11th.
The
emergency
is
over
with
coven
yeah.
So
what
happens?
If
we
were
to
go
ahead
and
go
into
a
high
stage
since
you're,
still
tracking
of
what?
What's
the
precautions
or
that's
a
great
question,
because
they
ended
on
May
11th.
F
You
know
we
are
at
a
much
different
place
now
today,
in
our
community
and
in
the
state
and
across
the
world
in
relation
to
what
we're
doing
and
how
we're
doing
it
because
of
covet
because
of
all
the
things
you
know
and
I
will
say
this
because
of
all
the
things
that
we
did
not
knowing
where
we
were
at
the
beginning
to
where
we
are
now.
F
You
know
the
mistakes
that
were
made,
the
corrections
that
got
made
the
things
that
we
had
to
do
on
the
fly
to
try
to
figure
out
how
best
to
manage
Everybody's
Health,
and
that
was
before
there
was
even
a
vaccine.
So
here
we
are
with
the
vaccine
so
the
to
answer
your
question
in
relation
to
on
May
11th.
If
we
go
from
low
to
medium
to
high
first
there's
no
talk
that
all
of
a
sudden
we're
going
to
be
going
back
down
to
lockdowns
and
things
like
that
like
from
day
one
we
would
still
be.
F
You
know
there
are.
There
are
recommendations
that
the
health
department
and
health
facilities
would
make
if
and
they're
there.
Now,
if
you're
low,
this
is
what
we
recommend
you
do.
You
know
we
recommend
individuals,
wear
masks,
don't
have
to
okay,
if
you're,
older
and
vulnerable
and
and
wanting
to
get
out
into
the
public
and
or
you're,
not
feeling
well,
wear
a
mask.
You
know
wash
your
hands
stay
home
with
your
sick.
F
J
F
You
started
asking
questions
so
hold
on.
I
was
going
to
get
to
there,
but
thank
you
very
much.
That's
a
good
segue
if
there's
no
other
questions
than
about
the
that
with
the
the
transmissibility
I've
also
included
again,
as
I
did
last
month.
For
you
just
a
number
of
our
upcoming
events
that
we
have
scheduled,
and
you
know
we're
getting
people
calling
us
up
all
the
time
for
events
that
are
going
to
be
happening
over
the
course
of
the
summer.
F
When
we
have
the
resources
available,
we
definitely
will
repeat
getting
out
there
and
working
with
those
events
and
those
communities,
and
you
know,
sharing
our
information
getting
our
programs
out
there,
because
there
is
more
that
we
do.
Thank
you.
Carol,
that's
I,
want
to
say,
I'm
very
proud.
The
health
department
did
receive
a
social
service
award

that
she's
got
there
I
think
I,
provided
it
a
copy.
Hopefully
you
can
kind
of
see
that
was
in
the
journal
a
few
weeks
ago.
F
They
did
a
great
article.
It's
one
of
the
most
comprehensive
articles.
I
can
remember
about
the
health
department
in
a
long
long
time.
In
many
years,
so
I'm
very
excited
about
that.
I've
shared
that
with
the
staff
I'm
real,
proud
of
them.
They
are
the
ones
who
do
the
work
within
the
community.
You
know
it's
not
me.
I
I'm,
the
face
of
the
health
department
as
the
administrator,
but
I
go
back
and
tell
them.
You
know
the
the
recognition
that
they're
seeing
and
hearing
from
you.
So
thank
you
for
that.
F
We
were
proud
of
that
and
that's
that
actually
came
out
the
same
week
as
public
health
week.
So
we
were
able
to
recognize
our
staff
on
our
social
media
and
get
that
out
there,
and
then
we
received
that
award.
At
the
same
time,
we
also
recently
held
the
second
of
what
we
anticipate
to
be
for
adolescent
Health,
Wellness
clinics.
That's
part
of
one
of
our
grants
that
we
have.
We
worked
the
first
two
with
Illinois,
State
University
and
then
the
second
two
that
will
be
coming
up
in
June
anticipated
dates
are
June
10th
and
June.
F
24Th
I
believe
at
this
point
is
with
Olivet
Nazarene
University.
So
they
have
some
nursing
students
who
will
come
and
then
work
alongside
our
nursing
staff.
They
help
assist
with
any
kinds
of
like
sports,
physicals,
Wellness
checks,
any
immunizations
things
like
that.
We
try
to
Market
this
out
to
all
the
schools.
We
had
a
great
turnout,
the
second
time
you
know
the
first
one
had
a
few
hiccups.
It
was
our
very
first
one,
so
we
learned
some
new
things
on
how
to
get
the
information
out.
The
second
one
did
fill
up.
F
We
expected
the
third
and
the
fourth
one
to
fill
up.
We
use
it
as
an
opportunity
to
try
to
get
the
individuals,
the
parents
who
have
children
ahead
of
the
Fall.
You
know
and
don't
procrastinate
to
get
these
things
done
for
your
kids
before
you
start
the
school
year,
try
to
get
them
done
now,
especially
sports
physicals,
for
any
individuals
and
athletes
that
are
involved
in
sports.
F
You
know
whether
it's
summer
sports
or
going
into
the
fall
sports
for
junior
high
or
High
School
I
do
want
to
say
another
thing
that
I'm
real
excited
about
and
proud
of
is
a
month
ago
we
had
two
CPR
trainings
for
our
staff,
where
we
had
individuals
from
both.
In
one
event,
it
was
Riverside
the
other
event.
It
was
Ascension,
came
in
and
did
some
CPR
training
for
our
staff.
F
We
had
not
been
able
to
have
any
of
that
officially
during
covid
because
of
the
you
know
not
being
able
to
to
interact
with
large
crowds
and
things
like
that.
They
came
in
and
did
half
our
staff
on
one
month
and
the
other
half
on
the
other.
Within
a
few
days
afterwards,
one
of
my
inspectors
was
out
in
the
field
in
a
restaurant,
where
it's
just
a
small
facility
where
he
was
inspecting
and
there's
one
worker
in
there
the
worker
had
a
seizure
and
collapsed
and
within
two
minutes
he
had
assessed
through
this
training.
F
The
fact
that
the
individual
had
a
medical
ID
bracelet.
He
was
able
to
review
that
he
called
9-1-1.
He
called
the
husband
within
minutes.
9-1-1
was
there
the
paramedics
and
they
took
care
of
her.
We
haven't
heard
anything
since
then
haven't
heard
any
negative
about
it,
so
hopefully
she's
okay,
but
he
definitely
did
everything.
You
know
that
they
had
taught
us
in
that
training
and
he
did
it
with
with
I'm
sure
he
I
would
have
had
some
trepidation
I'm
sure,
but
he
he
did
exactly
everything
that
they
went
through
with
that
training.
F
So
I
wanted
to
commend
him
and
recognize
him,
and
we
will
be
recognizing
him.
You
know
through
our
Board
of
Health
next
month
and
and
also
at
our
full
staff
meeting
with
some
kind
of
recognition
for
that
and
then
just
I
know.
There
have
been
some
questions
coming
up
recently
and
I
do
appreciate
that
we
had
been
given
some
funding
to
help
assist
with
the
repair
to
our
parking
lot
in
relation
to
the
wear
and
tear
it's
taken,
especially
through
covid.
F
You
know
we
are
a
bus
turn
around.
We've
got
9-1-1
in
our
corner,
all
the
vaccination
events
that
we've
had
at
the
health
department.
So
we
we
are
getting
some
funding.
We
have
recently
signed
those
contracts.
Yesterday
we
had
a
meeting
with
one
of
the
there's
two
phases
to
this
project,
so
there's
two
different
contractors
that
were
ultimately
approved.
The
first
phase
is
scheduled
to
begin
May,
8th
weather
pending
weather.
F
Obviously,
but
we
met
yesterday
to
discuss
the
you
know
the
who,
what
where
wins,
hows
and
whys
of
that,
how
it'll
impact
our
office,
our
staff
and
parking
and
things
like
that
in
relation
to
the
work,
but
that
is
moving
along
slowly
but
surely
so
they
anticipate
to
have
that
done
before
the
end
of
May
and
then
hopefully
we
can
get
the
Final
Phase
done
before
the
end
June.
So
I
just
wanted
to
update
that.
With
that
any
questions
on
anything
else,
I
reported
Mr
Hunter.
Thank.
E
You
very
much
good
morning,
Mr
Beavis
good
morning,
I
I
too
saw
the
article
that
Carol
referenced.
The
journal
article
with
your
staff
and
I
was
wondering.
Are
you?
Are
you
aware
of
what
the
black
representation
is
in
the
in
the
county
population
of
a
hundred
and
seven.
E
Am
I
over
under
well
anyway,
I
I
know
what
it
is,
but
you
know
you're
close
with
respect
to
your
Workforce.
You
have
a
Workforce
of.
E
Okay,
now
anybody
look
like
me,
which
is
informed.
F
F
Okay,
but
I
would
like
to
answer
since
I
expected
this
question.
Recently
the
African-Americans
who
have
worked
at
the
health
department
we've
had
a
Jackie,
a
Loretta,
a
Diane,
a
Deb,
a
gentleman,
a
Betty
young,
a
shamore,
a
Deonte
Deborah
abrenda
in
iranisha,
two
of
those
individuals,
retired
and
the
rest
quit,
and
we
have
openings
and
we
do
interviewing
and
we
do
hiring
so.
E
Hopefully,
that's
the
extent
I
would
just
like
to
see
your
your
Workforce
reflect
the
minority
population
in
in
the
county.
Additionally,
you
were
speaking
about
the
nurses,
doing
the
training.
Did
you
say
Isla
vet
or
as
a
governor
State,
it's
all
a
vet
on
you.
Okay,
do
you
have
any
input
or
are
they
just
send
the
students
to
you?
You
have
any
input
and
as
to
who
you
receive
as
students
or
not.
E
Okay,
you
mentioned
that
your
five
staff
down
what
what
employment
categories
or
job
titles
are.
Are
you
deficient
in
or.
E
E
Okay,
so
what
incentives
do
you
think
you
have,
that
would
be
magnets
or
attractants
to
people
working
in
the
health
department?
Well,.
F
Obviously,
we
cannot
compete
with
the
salaries
that
the
hospitals
pay
and
and
with
some
of
these
traveling
nurses
that
are
being
paid
hundreds
of
dollars
an
hour
to
to
go
to
places
where
they
need
these
nurses.
We
can
definitely
not
compete
with
that
and
we
have
a
Union
contract.
So
I
have
to
deal
with
that
on
top
of
all
of
this,
but
the
health
department
is
able
to
offer
such
things
as
we
have
a
35
hour
work
week.
We
work
Monday
through
Fridays.
F
We
do
not
have
midnights,
you
don't
have
to
work
weekends
if
you're
looking
to
get
off
that
crazy
horse,
Carousel
in
the
hospitals
and
working
three
shifts
and
midnights,
and
never
seeing
your
kids
play
in
their
softball
leagues,
come
to
the
health
department.
We've
got
13
holidays,
we've
got
all
kinds
of
Full
Metal
medical
benefit
packages,
and
so
those
are
the
types
of
things
that
we
try
to
have
historically
tried
to.
F
F
We
don't
seem
to
have
struggles
filling
those
positions,
but
nurses
are
a
a
more
specific
title
and
right
now,
in
this
climate
of
especially
since
covet,
they
rule
the
roost
they
can
pick
and
choose
where
they
want
to
go
and
how
they
want
to
go
so
we're
hoping
that
they
will
recognize
if,
if
they
like,
the
community
want
to
stay
in
the
community
that
maybe
they
see
less
I
guess
stress
in
terms
of
the
type
of
work
that
we
do
versus
working
in
a
hospital.
My.
E
Question
also
with
respect
to
outreach
in
terms
of
trying
to
satisfy
those
staff
deficiencies
which
you're
that
you
have
presently
what
efforts
are
you
are
have
you
made?
Are
you
going
to
make
or
you
need
to
make
with
respect
to
recruitment.
F
We
advertise
wherever
we
can
to
the
colleges
to
the
KCC
to
onu.
We
put
it
in
the
media,
we
send
it
out
throughout
the
state.
We
put
it
in
the
places
where
Anita
puts
you
know
we
get
recommendations
and
when
people
give
us
new
ones,
we
put
it
out
there.
If
any
of
you
know,
nurses,
they're,
looking
for
a
job
or
or
potentially
you
know
recommended
to
them,
come
to
us
yeah.
E
Well,
you
know
I
feel
job
fairs
very
comfortable
with
your
new
board.
Chairman
I
mean
he
shares
a
lot
of
information
about
your
department
and
and
I
I
appreciate
you
being
forthright
in
terms
of
citing
what
your
vicissitudes
are
with
respect
to
Staffing.
So
I
look
forward
to
hearing
some
positive
stuff
in
terms
of
you,
satisfying
those
staff
deficiencies,
not
only
in
terms
of
minority
Community
but
overall.
Thank
you.
H
H
Yeah,
are
you
advertising
with
black
media
so
that
you
can
potentially
attract
African-Americans.
H
But
it's
black
media
is
more
than
just
City
News
there's,
you
know
Chicago
papers
where
there's
a
more
of
a
population
of
African
Americans,
who
probably
you
know,
may
have
those
credentials
I'm.
Also
talking
about
black
radio
I
know
oh
and
you
they
advertise
in
the
Chicago
Market
on
some
of
the
black
radio
stations
and
that's
where
they
get
their
pool
of
black
students.
H
Also,
some
of
the
alumni
associations
myself
with
we
have
a
employment
board.
So
if
you
would
send
me
the
job
descriptions
for
the
nurses,
I
can
put
that
on
my
alumni
service
and
see
if
that
would
attract
any
more
African-American,
but
to
the
point
you're.
True
nurses
right
now
are
burned
out
because
of
covet
they're
looking
for
other
employment,
but
it's
still,
you
know
a
worthwhile
career,
and
hopefully
we
can,
you
know,
get
somebody
for
Kankakee
I.
F
B
A
Next,
we
have
schools
Frank
pet
Kunis.
We
have
nothing
under
schools,
so
we're
going
to
move
on
to
the
veterans
assistant,
commission,
Karen,
Smith
tanski-
it
doesn't
appear
she
is
here
today.
Can
I
have
a
motion
and
a
second
to
accept
her
monthly
report,
eckhoff
first
Parker.
Second,
all
those
in
favor
say
aye.
All
those
opposed
same
sign
motion
approved
next
is
County.
Administrator
Anita
will
not
be
here
today
because
she's
attending
another
meeting,
so
we're
going
to
be
moving
on
to
administrative
appointments.
A
C
Oh
yes,
I'd
like
to
point
out
that
the
motion
needs
to
be
for
the
first
three.
Only
the
other
item-
Mr
Dillman
in
the
Grant
Park
Fire
Protection
District-
needs
to
be
considered.
A
Separately,
okay,
can
we
have
a
motion
to
combine
and
improve
the
first
three?
Yes
long,
Feathering.
Second,
all
those
in
favor
say
aye.
All
those
opposed
same
sign
motion
approved
the
reappointment
of
Troy
Kaufman
to
the
Limestone
Fire
Protection
District,
the
reappointment
of
Maurice
O'keefe
to
the
Manteno
Community
Fire
Protection
District,
and
the
reappointment
of
David
horn
to
the
greater
moment's
Fire
Protection
District.
A
C
A
Parker
with
the
motion
or
chairman
wheeler,
with
a
motion
first
and
Parker.
Second,
all
those
in
favor
chairman
wheeler.
C
Yes,
thank
you
Mr
chairman
in
in
this
aspect.
We
had
sent
out
the
forms
to
be
applied
for
either
reappointment
or
a
initial
appointment.
We've
received
one
from
Mr
Dillman
and
at
the
time
that
the
agenda
went
out,
we
did
not
have
a
second
request
for
appointment
for
this
position,
since
that
the
agenda
went
out.
The
only
name
to
approve
today
is
Doman,
but
we
did
receive
an
application
from
the
current
representative
on
there
Mr
edemacher
it
was
tardy,
so
we
cannot
include
it
in
this
meeting.
C
All
I
can
say
is:
is
that
my
recommendation
and
is
that
the
appointment
of
the
chairman
with
the
advising
consent
of
the
board?
My
recommendation
is
to
move
forward
with
Mr
Doman,
who
submitted
his
information
on
time,
and
he
is
the
recommendation
that
I
would
make
to
this
committee,
but
our
county
code
says
that
I'm
reading
it
here,
the
Chairman's
Communications
cell
advisor
the
vacancy
and
solicit
all
interested
parties
by
letter
qualification
within
two
weeks
of
said
vacancy
that
happened.
All
applications
shall
be
forwarded
to
the
administration
committee.
C
We
forwarded
the
ones
that
we
had
on
time,
but
since
we
did
have
an
extra
one
in,
if
there
is
any
questions
that
the
committee
would
have
for,
if
Mr
Dillman
is
in
attendance
or
Mr
Rademacher,
that
would
be
appropriate.
But
the
only
matter
that
you
can
move
forward
on
would
be
Mr
Billman,
because
that's
the
only
one
on
the
agenda.
I
hope
that
makes
sense,
but
I'm
trying
to
keep
this
as
clean
as
possible.
Even
though
the
application
process
was
messy
from
one
of
the
applicants.
A
No
questions.
Mr
Wheeler
had
the
first
motion.
Mrs
Parker
had
the
second,
all
those
in
favor
say:
aye,
all
those
opposed
same
sign
all
right,
Scott
T
Dillman
is
appointed
to
the
Grant
Park
Fire
Protection
District.
A
We
have
one
opening
on
the
McGillivray
special
drainage
district,
one
opening
on
the
Kankakee
County
Convention
and
visitors
bureau,
one
opening
on
the
Kankakee
River
Valley
Forest
Preserve
District
board,
one
opening
on
the
University
of
Illinois
Extension,
one
opening
on
the
cabery
area,
Fire
Protection
District,
one
opening
on
the
Essex
Township
Fire
Protection
District,
one
opening
on
the
Otto
Township
Fire
Protection
District,
one
opening
on
the
Saint
Anne
Fire
Protection
District,
two
openings
on
the
Bourbonnais
Fire
Protection
District,
two
openings
on
the
Kankakee
County
board
of
review
and
five
openings
on
the
Kankakee
County
ethics
Commission.
A
Okay,
do
we
have
any
new
business
Mr
Hunter.
E
It's
not
thank
you
very
much.
Mr
chairman,
it's
not
really
new
business
per
se,
as
a
lot
of
you
guys
will
wear
the
fact
I'm
on
the
evaluation
team
that
received
the
different
Social
Service
proposals
and
we
vetted
those
interviewed
amended
deleted,
cajole,
vilified,
all
the
above
in
terms
of
the
proposals
that
were
submitted,
and
you
know
based
upon
what
transpired.
Last
evening,
I
I
was
up
in
Chicago
and
and
having
dinner
with
my
family
at
Michael,
Jordan
restaurant
I
got
a
phone
call.
E
They
wanted
to
know
if
I
had
seen
the
commit
the
Kankakee
city,
council,
Committee
of
the
whole
and
I
said
no
I
had
not
I
was
you
know
up
north
and
it's
my
understanding
that
the
executive
director
of
fortitude,
moonwalk
on
on
in
terms
of
receiving
funds
from
the
City,
so
I
was
wondering
at
this
point
chairman
wheeler.
E
Where
are
we
with
respect
to
their
proposal,
because
I
know
that
some
of
us
or
I
think
all
of
us
win
concurrence
that
we
were
putting
some
strings
attached
to
the
funding
that
they
were
requesting
candidly,
when
I
would
go
to
various
meetings
at
the
library
and
the
meeting
started
at
nine
o'clock?
I
had
to
wait
because
there
were
many
individuals,
homeless,
individuals,
disheveled,
it's
you
know,
and
and
and
candidly
some
people,
people
probably
in
need
of
services
and
I,
won't
specify
what
services
they
needed.
E
But
we
were
saying
that
we
would
like
fortitude
to
have
day
programming
for
their
for
their
clients
and
and
I
was
running
chairman
wheeler.
Have
you
had
any
more
contact
with
fortitude
because
our
relationship
with
them
has
been
somewhat
contentious
in
terms
of
our
our
discussions
with
them?
Any
any
new
information
to
report.
C
Well,
we're
we
are
going
to
and
thank
you
Mr
Hunter,
for
that
I
didn't
didn't
know
that
there
was
anything
still
going
on
with
the
city,
but
Mr
Hunter
is
correct.
The
evaluation
committee
you
guys
at
least
you
should
remember.
We
don't
make
the
decisions.
We
make
recommendations
to
either
this
committee
financing
to
the
full
board,
and
so
those
come
across
in
that
manner.
C
Initially,
Mr
Hunter
is
correct
that
we
we
looked
at
that
they
requested
a
hundred
and
fifty
thousand
dollars.
We
we
basically
are
not
funding
infrastructure,
you
know
the
brick
and
mortar.
If
you
will,
we
told
them
operations
and,
specifically
in
a
letter
over
well
over
a
month
ago,
we
had
sent
them
saying
hey.
C
We
want
to
recommend
a
hundred
and
fifty
thousand
dollars
to
the
board,
but
for
seventy
five
thousand
dollars
in
two
separate
tranches,
one
this
next
year
and
one
you
know
for
for
the
24
or
25
year
per
day
programming,
just
as
Mr
Hunter
said,
and
it's
not
anything
to
do
with
really
appearance.
It's
it's
frankly.
It's
the.
What
is
the
goal
and
the
role
of
a
a
homeless
organization?
C
Is
it
to
House
people
overnight,
or
is
it
to
House
people
overnight
and
try
to
get
them
out
of
that
situation,
and,
and
we
feel
that
at
least
the
committee
did
that
just
opening
the
doors
and
booting
everybody
out
in
the
daytime
is
not
necessarily
an
appropriate
thing
to
do
if
you're
trying
to
get
people
either
into
substance,
abuse,
mental
health,
job
training,
any
of
those
other
things
that
we've
partnered
with
other
organizations
to
do
so,
we
did
not
hear
back
from
fortitude.
C
We
sent
that
letter,
and
so
tomorrow
it's
on
the
agenda
to
basically
have
the
recommendation
acted
on
by
the
finance
committee
that,
yes,
this
is
allocated
money
if
they
so
choose
the
day.
It
do
a
day
program
and
then
we
could
award
after
the
two
years
all
the
way
through
26.
If
they
seem
to
have
gained
some
traction,
we
get
people
into
permanent
housing
and
jobs
and
into
the
treatment
or
the
services
that
they
need.
So
that's
a
summary
for
this
committee,
but
tomorrow
is
when
we
would
act
on
that.
C
If
you
will,
as
a
finance
I,
wouldn't
say
that
we
have
a
hostile
relationship,
I
will
say
that
I
found
it
rather
odd
to
walk
into
a
private
meeting
to
discuss
this
and
file
the
newspaper
sitting.
There
I
thought
that
was
dirty
pool
and
frankly,
it
seemed
intentional.
I
will
just
mention
that
to
this
committee,
but
it
doesn't
impact
our
needs
on
a
day
program
for
downtown
Kankakee
and
the
homeless
population.
E
As
the
chairman
indicated,
you
know,
there's
been
quite
a
bit
of
discussion
regarding
this
particular
matter
and
we
wanted
to
do
something
in
tandem
with
the
city
of
Kankakee
and
as
much
as
that,
you
know
Watson
from
Bradley
sure
from
Bourbonnais
I
think
Nugent,
even
as
well
too
and
I
can't
remember
the
other
entities
that
were
going
to
provide
resources
to
fortitude.
E
You
know
you
know
the
the
county
seat
here,
the
city
Kankakee
those
individuals
were
concerned
because
it
seems
as
though
everybody's
pushing
their
concerns
and
their.
You
know
people
towards
the
city
of
Kankakee,
so
I
I,
don't
know
where
that
is
at
this
point.
E
I
have
to
take
a
look
at
the
committee
of
the
whole
video
from
last
night,
but
I
I
got
somebody
I
received
a
phone
call
from
somebody
who
was
one
of
the
city
council
members
who
wanted
to
know
what
I
thought
I
hadn't
seen
it
so
it'll
be
interesting
to
see
what
we
do
tomorrow
as
much
as
that
they
have
backed
out
of
and
I,
don't
know
how
to
define,
backed
out
from
the
city
can't
keep.
E
So
you
know
I'm
not
I'm
a
little
shaky
in
terms
of
voting
affirmatively
for
fortitude
at
this
point
unless
they,
as
we
had
indicated
with
the
evaluation
team.
Those
individuals
who
who
are
in
their
programming
need
life,
skill
skills
and
and
and
and
and
they
need
to
do
that
and
we
don't
need
to
see
cops
trying
to
protect
the
Gazebo
area.
