the

CCI
meeting
on
November
19th
had
a
presentation
from
attorney
Michael
Mannion
on
some
of
the
midterm
election
results.
Also
we're
given
a
legislative
update
in
terms
of
Public
Act,
100,
zero,
nine,
eight
seven,
which
has
to
do
with
some
changes
they're
going
to
have
in
the
circuit
clerk's
office,
which
should
simplify
some
of
their
work.
But
you
never
know,
what's
going
to
be
the
impact
of
a
change
in
legislation,
we
the
biggest
news
that
came
out
of
that
meaning,
however,
is
you.

This
is
a
one-year
decision
by
you
CCI,
although
they
did
kind
of
give
a
hint
that
if
their
finances
were
such
and
people
were
involved,
why
it
might
occur
in
future,
but
right
now,
it's
just
setup
for
one
year.
So
we
need
to
try
to
take
advantage
of
that
in
this
year
unless
we
want
to
opt
out,
because
the
procedure
is,
if
you
don't
contact
them
and
they
will
automatically
pay
our
dues
for
the
2019
year.

can
tell
you
an
ACO
is
a
solid
organization.
That's
who
we
plugged
in
on
the
DC
trip
to
arrange
for,
although
the
meeting
or
some
of
the
meetings
we
had
I
was
with
our
federal
legislature,
so
I
guess
maybe
at
some
point
we
could
send
out
an
email
once
we
get
the
the
link
to,
if
there's
an
area
of
their
website
that
talks
about
member
benefits
and
things
like
that,
we'll
make
sure
that
all
board
members
get
ahold
of
that.

that
time,
though,
so
it
is
a
good
national
organization.

get

quite

I
talked
with
a
board
member,
so
they
would
send
me
the
information,
but
you
couldn't
be
a
member,

county
wasn't

member

there

a
lot
of
things
that
they
offered
so
I'm
kind
of
related
that
the

brought
it
up
at
the
UCI
meeting.
Why
couldn't
we
kind
of
merge
the
two
because
nako
is
I
mean
well
established
or
whatever,
and
the
UCI
CCI
also
does
some
good
work,
but
nakos
like
on
another
level.

like
the
local
focus
of
you,
CCI
we've
actually
had
there's
been
overtures
from
another
Northern
Illinois
counties.
Association
that
has
reached
out
through
will
County
at
one
point
to
see
if
we
wanted
to
become
part
of
that
more
in
a
partnership
with
the
the
the
friends
we've
made
up
in
Wolfe
County
through
the
work
we've
been
doing
up
there,
so
we
kind
of
backed
off
of
that,
because
our
deficit
was
so
deep.
It
we
just
couldn't
be
part
of
all
these
associations
over
the
past
four
or
five
years.

I
would
hope
that
maybe,
at
the
end
of
this
next
budget
year,
2019
when
we
do
have
an
estimated
six
hundred
thousand
dollar
surplus
in
the
general
fund,
which
is
amazing
to
say
that
maybe
we
can
become
more
active
because
there's
grant
opportunities
that
you
learn
about
through
these
organizations
and
other
things.
So
we
just
we
couldn't
spend
the
money
because
we
were
trying
to
rub
nickels
to
make
dollars
so
we're.

that
cycle,

There
was
actually
not
a
lot
of
activity
this
month
in
terms
of
hiring.
You
can
see,
two
replacement
positions
were
hired,
but
there
were
10
terminations,
so
we
went
from
a
headcount
total
headcount
of
526
to
518
as
a
reference
point.
December
of
2017
was
529,
so
we're
below
that.
Obviously
there
are
several
outstanding
positions.
There
that'll
get
filled,
probably
within
the
next
thirty
days
or
so
so
we
should
see
it
stay
right
around
those
same
numbers.

Other
than
headcount
and
those
related
activities
open
enrollment,
has
been
the
biggest
activity
really
all
month
between
all
the
renewals
came
in.
We
approved
those
at
the
board
meeting
and
then
it's
been
getting
out
all
the
letters
to
any
off-site
people,
our
retirees
on
those
they're
renewals,
those
letters
all
were
mailed
last
week
internally,
in
previously,
we
used
to
have
in-person
I
would
say
like
seminars
where
our
employees
would
go
to
a
live
meeting,
and
my
predecessor
would
you
know,
give
a
discussion.

Instead
of
that
we
filmed
a
video
on
the
16th
of
November
that'll,
be
available
on
the
website.
There'll
be

on
the
website.
There
will
be
a
link
on
via
Paylocity,
so
our
employees
can
watch
the
video
at
any
time.
There's

couple
reasons
for
this:
we
had
some
issues
this
year,
where
employees
felt
like
the
information
they
got
was
not
consist
with
the
way
the
benefits
rolled
out.
So
then,
in
this
way,
we're
very
clear
that
everybody
is
hearing
the
same
message,
so
there's
a
huge
benefit
there.

employees,

don't

medical
information

issues,
we
had
a
resignation
of
John,
feather
wing
from

Kankakee
County
zba
Zoning
Board
of
Appeals.
He
was
a
chairman
for
15
years.
So
in
order
to
not
leave
that
committee
in
a
lurch,
we
need
to
replace
him
and
the
application
one
of
the
other
board
members
identified
this
individual
and
recommended
him
and
he
wants
to
serve.
His
name
is
Dennis
Martin
and
then
accordingly,
we'll
have
to
appoint
a
chairman
and
a
vice-chairman
to
the
CBA
because
they
have
business
to
do
so.

have
a
meeting
coming
up
on

third
which
that's
why
this
is
stacked.
The
way
that
it
is
so
we
can
have
a
full
board
for
zba
for
after
we
finalize
this
on
our
meeting
on
the
third

first
Monday

working

the
appointment

Bill
Thomas
chairman
and
the
appointment

no
authority

act

we're

partnership

the
economic
alliance
of
Kankakee
County.

this

one

they

to
scramble
the
when
I
first
got
here,
didn't
realize
that
nobody
had
done
that
the
previous
year,
so
we
got
it
done,
but
now
it's
on
our
calendar
to
remember
and
the
grant
Quinn
is
our
calendar
back
there
well
worth
the
exorbitant
salary
that
he
makes
by
the
way.

noticed

90
percent

people
think

Illinois
Attorney
General
should
enforce
the
balanced
budget
provision
in
the
Illinois
Constitution
I
would
say
that
that
it

put
it
out
there,
because
it's
almost
like
the
obvious
there's
really.

can't
check
themselves
in
a
lot
of
ways
that
there's
only
really
one
check
and
balance
in
the
state
of
Illinois,
and
that
would
be
the
Attorney
General
over
the

legislature
on
a
balanced
budget.
So
it's
it's
really.
You
know
it's
like
saying.
A
giraffe's
neck
is
long,
but
that's
the
only
real
entity
that
can
check
the
legislature
into
that
situation,
so
it
may
not
seem
like
much,
but
at
least
our
county
is
spoken
on
that
endeavor.

voters
spoke
that
we
sent
it
to
a
copy
to
the
Attorney
General
just
for
the
purpose
of
information
in
concern,
and
then
the
next
is
I
know
that
we

extensive
budget
cuts
and
now
that
we're
getting
out
here
is
just
a
little
bit
above
the
water.
