think
was
extremely
informative.
I've
distributed
one
handout
from
the
main
speaker,
a
james
monk,
who's,
president
of
the
Illinois
Energy
Association,
that
handout
lists
some
of
the
the
power
bills,
but
his
presentation
was
interested
in
the
fact
that
I
learned
that
Illinois
in
terms
of
the
Midwest
probably
has
the
best
power
prices
in
terms
of
energy
generation
so
forth
any
state
in
the
Midwest
I'm.

As
far
as
that,
what
a
customer
would
pay
and
money
people
really
saved
on
that,
but
indeed
it
Illinois
is
in
probably
the
best
place
it
could
be
in
terms
of
the
cost
of
energy
both
for
businesses
and
for
residences.
In
particular,
mr.
monk
called
attention
to
the
fact
there
were
now
three
aspects
of
the
power
industry
which
would
involve
distribution.

He
made
these
their
peace
with
renewables
and
I
asked
him
about
the
possibility
that
there'd
be
a
second
round
of
a
lottery
in
terms
of
putting
up
more
solar
farms
and
he
was
non-committal,
but
I
think
that
essentially,
as
I
read
between
the
lines,
if
the
first
phase
of
solar
farms
goes
well,
it's
likely
that
it'll
be
there.
He
said
there
was
a
real
appetite
for
a
second
round
among
members
of
the
legislature.

Executive
director
for
UCC
I
noted
that
we
had
a
very
unusual
legislative
session
in
the
fact
that
our
new
governor
got
virtually
all
of
his
agenda
adopted
in
his
first
year
and
going
back
over
previous
governors.
We've
almost
never
have
ever
seen
that
in
recent
history.
We
know
that
there
will
be
a
constitutional
amendment
in
terms
of
a
guaranteed.
Are
a
graduated
income
tax
coming
up
on
the
ballot?
We
know
that
the
minimum
wage
law
was
passed.
There
was
a
big
capital
bill
passed
which
could
have
and
should
have
a
major
feature
in
it.

Casino
bill
was
passed
and,
of
course,
there's
some
issues
with
that,
but
the
governor
has
vetoed
very
few
bills,
really
only
vetoed
four
bills
that
were
passed
by
the
legislature,
so
legislature
and
the
governor
are
working
together
in
regard
to
medical
marijuana
reported
that
there's
probably
going
to
be
some
tinkering
with
the
current
legislation
in
the
veto
session.
One
of
the
biggest
elements
is
moving
up
some
of
the
dates
in
the
steps.

As
far
as
the
start
of
implementing
that
one
of
the
bills
that
was
referred
to
that
affects
a
limited
number
of
members
of
this
county
board
is
a
pension
bill
and
it
was
acknowledged,
there's
still
some
confusion
on
exactly
what
that
bill
means
and
uses.
The
I
hopes
to
have
a
communication
sent
out
by
the
end
of
this
week
that
will
clarify
some
things
in
terms
of
that
bill.
The
veto
session
this
time
is
a
little
bit
earlier
than
usual.

Thank

I'll
just
mention
that
the
the
tax
part
of
the
the
recreational
marijuana
bill
we
had
to
have.
If
one
of
the
municipalities
does
it,
we
had
to
have
that
into

Department
of
Commerce
that
has
been
certified
and
sent
in.
So
the
board
knows
that.

So,
if
Kankakee
or
one
of
the
other
municipalities
does
it
at
least
we'll
get
that
0.75%,
that's
separate
from
our
decision
that
we
have
to
make
later
also
reminder
that
we
were
promised
via
Capitol
bill
and
other
mechanisms
by
the
governor
and
the
Senate
President
Speaker
of
the
House
and
the
Secretary
of
Transportation,
that
there
is
money
that
is
set
aside
for
when
we
have
the
engineering
done
for
armored
Road
in
route
50.
Those
are
some
of
the
benefits
of
having
that
somebody
work
for
us
down
in
Springfield.

I
want
everybody
to
realize
that
that
is
the
fruits
of
the
labor
is
something
that
usually
takes
20
years
to
get
funded
has
been
promised
by
the
highest
levels
of
the
state
of
Illinois.
So
I
want
to
mention
that
as
well,
we'll
just
hold
over
to
that
promise.
The
whole
community
and
our
legislators
I
did
want
to
mention.

Also
that
the
we
had
a
what
has
been
deemed
an
emergency
situation
at
the
state
line
bridge
what
it
what
it
is
is
we
have
a
logjam
that
grew
and
almost
doubled
in
size,
probably
in
the
last
two
months,
it's
a
right
up,
pushing
up
against
the
bridge
at
state
line.
The
one
that's
been
closed
for
18
years
to
the
point
where
it
was.
It
was
really
a
dangerous
situation,
putting
torsional
stress
on
the
bridge
I
wanted.

If,
if
it
were
to
fall
in
it
would
fall
into
the
Illinois
side,
so
the
the
the
fruits
of
the
labor
I,
guess
you
could
say
of
work
with
Indiana
this
past
couple
of
years.
Is
they
have
let
a
bid
and
Lake
County
in
the
Kankakee
River
Yellow
River
Basin
Commission
are
paying
for
the
removal
of
that
they're
also
plotting
where
exactly
the
log
jams
are
on
the
Illinois
side
of
that
bridge
for
to
pay
for
the
removal
of
those
as
well,
because
those
are.

So
the
now
believe
me
I've
been
there.
So
the
the
usually
what
was
on
the
Illinois
side
was
our
problem,
but
they
realized
that
those
that's
Indiana
logs
and
so
it's
it's
a
it
should
speak
to
where
we're
at
is
a
bi-state
type
Commission,
which
kind
of
leads
into
what
I
was
gonna
mention
on
our
DC
trip.
I
went
out
there
to
with
the
UC
CI
group.
Mr.
leer
met
me
there
with
his
initial
uber
experience
in
tow,
but
no
it
was.
It
was
great.

We
had
a
series
of
wonderful
meetings
with
Illinois
representatives
in
Congress
and
Indiana
there,
their
staff,
because
everybody's
busy,
but
we've
had
conversations
through
their
staff
and
also
with
them
directly
from
the
Indiana
side
about
the
entire
Kankakee
River
system.
We
know
through
a
study
that
was
in
not
a
study,
really
a
work
plan
that
was
just
released
in
Indiana.
The
Illinois
version
is
going
to
be
released
at
our
night
meeting
in
November
they're
gonna
come
in
and
do
a
presentation
for
us
and
for
the
public
on
what
on
this
side
of
the
state
line.

What
that
study
means
in
the
work
plan
means
on
things
we
have
to
do
going
forward,
but
there's
only
so
much
that
we
can
do
here
because
it's
a
very
expensive
proposition
that
requires
ongoing
maintenance.
The
ongoing
maintenance
part
we
can
we
can
address,
and
there
are
some
things
that
the
the
Kankakee
River
Conservancy
District
are
going
to
be
proposing.
A
That
will
address
that.
But
the
big
ask
from
the
feds
that
we
talked
about
was
is:
can
we
get
together
with
the
representatives
and
need
and
talk
about?
How
can
we
get
the
300
million
dollars?
It's
gonna
take
to
stabilize
the
banks
all
the
way
through
the
Indiana
side.
We'll
need
money
over
here
as
well
for
strategic
sand
removal.
You
just
don't
want
to
pull
it
all
out,
because
that
means
it
floods
everywhere.
We
need
some
retention.
That's
part
of
the
problem
in
Indiana.
A
There's
no
water
retention
at
all,
just
shoots
right
down
the
river
there's,
nothing
that
gets
pushed
out
so
there's
there's
hybrid
ideas
and
then
Steve
can
chime
in.
But
there's
things
of
you
know.
Maybe
we
need
to
have
a
strategic
spillways.
If
you
will
that,
where
a
farmer
says
well
hey,
maybe
if
I'm
getting
compensated
yeah,
if
we
have
a
flood
event,
go
ahead
and
use
my
land,
you
know
it's
as
long
as
the
topsoil
doesn't
get
washed
away.
So
it's
almost
like
another
form
of
crop
insurance
that
could
be
part
of
it.

If
you
will,
for
you,
know
thousands
of
years,
but
now
it's
a
ditch
in
many
places,
and
so
how
do
you
deal
that
with
that,
when
you
have
historic
levels
of
rainfall
which
is
what's
going
on,
it
pushes
more
sand
to
us
faster
than
it
really
ever
has
in
our
recorded
history?
So
we
talked
about
that.
We
talked
about
workforce
development.
A
We
start
to
target
under
privileged
and
underperforming
areas
that
have
a
glutton
career
jobs
on
how
to
get
those
kids
right
to
the
work
from
school.
Keep
them
out
of
trouble.
Take
them
right
to
work.
Maybe
we
can
give
them.
You
know
pay
for
an
hour
of
their
employment,
so
they
can
do
their
homework
while
they're
at
work
when
they're
17
18
years
old,
but
then
they
might
be
able
to
transition
into
a
career.
We're
very
unique
in
that
aspect.
There's
not
a
lot
of
areas.
A
Every
area
has
a
lot
of
open
jobs,
but
not
with
the
type
of
base
that
we're
working
with
here.
People
that
could
really
use
that
help
to
build
that
career
because
then
they're
staying
here
instead
of
moving
away.
So
that's
the
whole
point
of
this,
so
we
talked
about
that
seemed
like
there
was
a
lot
of
interest
in
that
the
Indiana
side.

You
know
once
once
forward
and
then
ones
against
it,
and
then
they
go
back
and
they
use
it
as
political
they're,
using
people
as
political
tools.
So
I
just
mentioned
that
sooner
or
later
you
got
to
figure
out-
and
this
is
my
position
and
a
lot
of
people's
position
is.
Is
we
most
people
don't
want
the
bad
actors
in
the
country?
You
have
to
have
a
system
that
that
that
keeps
out
the
people
who
are
predators
on
their
community
and
others.
A
But
you
can't
expect
people
wait
15
years
to
try
to
immigrate
to
the
United
States
you're,
forcing
them
into
being
criminals,
and
so
there
has
to
be
comprehensive
reform
on
this
and
it's
common
sense.
So
really
that
speaks
to
and
I've
told
to
connect
people.
This
I
told
anybody
at
the
newspaper
who
will
listen
and
write
a
faith,
faithful
attempt
at
an
article
I've,
not
told
basically
everybody
that
you
know
not,
because
we
have
ice
detainees
here
at
our
jail
and
not
because
that
most
of
them
are
picked
up
a
dlc.

Okay,
I've
asked
a
partner
with
some
of
these
groups
to
put
the
pressure
on
Washington
and
it
says
not
done,
except
for
accepted
and
reciprocated
from
some
of
these
groups,
and
if
you're
gonna
use
Kankakee
County
to
be
a
political
hammer
and
to
do
some
of
the
disgusting
things,
I
saw
at
peri
farm
with
with
some
of
those
cages
they
put
up.
That's
my
own
personal
opinion
that
does
a
disservice
to
what
we're
trying
to
do
here.

mr.
chairman,
not
a
question,
but
I
would
want
to
reassert
that
I
heard
representative
congresswoman
Kelly,
giving
us
an
oral
commitment.
She'd
have
her
staff
work
with
the
staff
of
the
other
Congress
people
that
are
part
of
this
kinky
River
situation.
So,
if
that,
when
that
commitment
is
fulfilled,
I
think
we'll
see
some
real
progress
in
terms
of
having
some
kind
of
a
meeting
right.

talked
about
was
received,

don't

just
didn't
get
a
bunch
of
talking
points
from

our
congresspeople
or
others
that
may

the
Iroquois
County
to
talk
about
a
lot
of
this
stuff
going
around.

thought
it
was
a
great
use
of
time
and
by
the
way,
no
County
money
spent
in
case
anybody's
wondering
so
this
wasn't
a
political
junket
where
I
was
draining
the
county
finances
so
all
right
moving
out
and
then,
if
there's
no
other

budget

upgrading
the
computers
specifically

the
next
four

six

out

their
funds.

been
reserved
for

budget

own

how

department's
been
redesigned
over
to
say
last
eight
years
is
we
reduced
the
amount
that's
in
the
budget,
and

budget
per
moves
on
that
there,
because
it's
far
less
than
what
it
was.

up
90%
of
time

we
still
can
handle
it,
but
from
time

time
something
else
may
pop

funds

actually
a
really
quiet
month
about
the
only
thing
to
mention
is
the
corrections
officers
you'll
see
there
were
three
resignations
out
of
Corrections
and
in
my
mind
a
good
note
is
two
of
the
three
transferred
to
other
departments,
one
transferred
to
probation
and
one
to
the
deputies.
So
we
were
able
to
retain
those
employees
within
the
county.
So
I
think
that's
a
good
thing.

separate,
it
is

IM
RF
plan,
but
it's
a
more
lucrative
plan
that
law-enforcement
personnel
are
enrolled
in,
so
it
costs
the
county
more.
The
benefits
are

richer

they
actually
become
vested
and
are
able
to
retire
earlier
than
what
regular
IM
RF
is,
but
it's
just
the
sworn
deputies
that
are
in
that
plant
sworn
officers
any.

turned

review

and
work
comp
policies,

work
closely

lost

consultant

our
risk
management
consultant
out
of
IPM

Those
are
kind
of
my
frontline
contacts
on
any
of
our
work.

make
sure
that
we're
managing
those.
So
we
met
with
two
senior
vice
presidents,
again
from
those
two
companies,
IPM
G
and
Alliant
Mesereau,
and
we
had
our
attorneys
on
the
line
that
managed
those
claims
with
us
and
what
came
out
of
that
was
really
many
of
the
claims
they
set
reserves
for
what
they
anticipate.

did
actually
say
afterwards
that
for
an
organization
our
size,
they
were
really
shocked
at
the
few
number
of
claims
that
we
have
both
liability
and
work
comp.
So
they
were
pleased.
So
when
I
look
at
it
as
oh,
my
gosh,
not
another
one
they're
looking
at
it
like
Anita,
we
typically
for
organizations
much
smaller,
see
claims
to
three
times
the
numbers
that
you
have
so
we're
in
good
shape.
By
thanking

know

while

used
to
get
a
lot
of
these
types
of
liability
and
other
types
of
lawsuits
in
different
areas
of
the
county.

being
specific,
it

severely
reduced

we're
approaching
some
of
the
both
internal
and
external
forces
that
drive
that
type
of
thing,
whether
it's
you
know
true
slip
and
falls
where
it's
our
fault

other
things

folks

advantage
of
the

taxpayers
wallet.
