beginning

positivity
rate,

a
month
ago
it
was

see
that
that's
gone
up.

increased
by
four
times
with
the
new
cases

been
seeing
vaccinations

gone

That's
an
increase
of
6200,
more
vaccines
in
the
past
month.
So
the
the
pharmacies,
the
health
department,
the
state
health
department
coming
into
our
community-

continuing
to
get
any
of
those
individuals
vaccinated
that
are
wanting
to.

clinics

news,

the
fda
did
approve
pfizer
for
16
and
up
currently.
So,
if

understand
now,
pfizer
is
the
shot
that

available

youth

17.

came
a
number
of
months
after
the
original
pfizer,
16
and
up
was
approved,
so
first
it'll
be
pfizer
at
16
and
up
so
that
is
officially
approved
now.
So
anyone
who
is
on
the
fence
indicating
that
well
I'm
going
to
wait
for
the
vaccine
to
be
approved.

moderna
and
jnj
will
be
following
suit,

both
those
vaccines

months
behind
in
terms
of
their
application
processes

expect
those
to

fda

pfizer
is
working
on
studies,
then
that
would
help
officially
get

for
the

to
17,

vaccines

working

continues

right

boosters

third
shot

available

only

compromised
individuals,
so
they
would
have
to

by

qualifications

not
really
considered
a
booster
shop
for
them.
What
they're
saying
now
is
that
seriously
vulnerable
immunocompromised
individuals
need
three
shots
in
order
to
get
the
efficacy
that
most
of
us
are
getting
either
with

two
dose
or
the
single
dose
of
the
j
and
j.

month
approximately
september
20th
they
are
expecting,
it
was
announced
that
the
state
will
then
provide
boosters,
then
for
individuals.

been
eight
months
since

had
your
second
shot
or
your

shot

that
point.
So
that
will
increase
some
activity
in
the
future.

depended
on
what
stage
that
we
were
in
at
that

vaccines
weren't

having
those

policy
on
how
we
would
go

motions

receive
a
complaint
investigate

potential
for

surge
is
not
as
bad

the
approvals

medicines

beyond
that,
I
just
want
to
mention
one
thing
and
we
talked
about
it.

little
bit
before
under
new
business
was
the
the
census.
Obviously
the
numbers
came
out.
A
We
we
knew
before
that
that
you
know
there
was
going
to
be
a
change
here.
We
didn't.
I
know
it
was
going
to
be
as
dramatic.
I
guess,
if
you
in
hindsight,
you
should
probably
think
and
realize
that
maybe
people
didn't
either
knock
on
or
open
the
door
for
the
census
takers
during
a
pandemic,
but
we
did
see
a
big
dip
in
in
almost
every
area
in
kankakee
and
large
growth
in
the
areas
in
the
north
part
of
the
county.
So
it
kind
of
blew
up
certain
areas
of
our
map.

So
we're
going
to
have
to
reconvene
the
redistricting
committee
working
on
versions
that
that
don't
trample
on
the
federal
side
of
the
equation,
which
is
the
voting
rights
act
while
still
trying
to
maintain
some
sort
of
order
within
the
state's
requirements
on
how
we
draw
districts
in
this
case
they're
almost
opposing
each
other.
To
be
honest,
if
you
think
about
what
happened
in
illinois,
that
we
lost
the
legislative
district
in
washington
and
when
you
had
such
a
large
undercount
in
the
city
of
kankakee,
it
poses
some
real
problems.
A
Because,
then,
all
of
a
sudden,
you
start
crossing
municipal
borders
to
balance
out
populations,
we
we
cannot
and
and
it's
as
mr
rowe
will
tell
you
and
it's
not
the
intent,
it's
the
actual
impact
of
the
decisions.
So
we
have
to
spend
some
time
with
that,
hopefully,
by
the
next
executive
committee
meeting
we'll
have
a
series
of
maybe
a
couple
of
maps
to
send
back
to
the
full
board
for
them
to
choose
in
some
areas.
It's
a
slight
tweak
and
other
ones.

In
some
districts
it
went
to
26
percent
over
the
mean
in
kankakee,
most
of
the
districts
went
to
more
than
10
to
15.
One
was
like
18
below
the
mean,
which
actually
means
they're,
not
the
the
the
residents
are
getting
more
voting
power
in
kangaki
based
on
less
population.
Believe
it
or
not,
the
negative
is
actually,
I
want
to
say,
a
positive,
but
it
doesn't
matter
you're
not
necessarily
being
injured.
It's
those
districts
that
are
massively
over
where
the
voters
are
underrepresented.

If
that
makes
sense,
so
if
you
think
about
it
intuitively
so
we're
gonna,
we're
gonna
get
some
more
work
to
do,
and
I'm
gonna
look
for
some
days,
mr
has
to
to
get
the
band
back
together.
So
to
speak
and
we'll
see
if
we
can't
move
this
along.
I've
done
some
preliminary
work
on
it
to
provide
different
versions.
I've
even
taken
the
current
population
as
it's
stratified
and
put
our
old
map
on
top
of
it,
and
it
basically
does
the
same
thing.
The
the
city
he's
a
problem
with
the
undercount.

had
a
huge
impact
in
the
county
and
and
and
there's
we
saw
drops
in
population
in
sam's
district
out
there
in
you
know,
pembroke
township
there
was
substantial,
so
we've
got
some
more
work
to
do.
It
has
to
be
done
by
the
17th
of
november.
So
I
my
goal
is,
is
to
get
something,
at
least
for
the
november,
full
full
board
meeting
back
past.
So
again,
some
of
its
easy
tweaks.
You
know
line
hairline
there.

we
don't,
but
some
of
it's
going
to
take
some
creative
thinking
and-
and
we
know
that
you
can't
be
over
9.
You
know
close
to
10
because
that's
the
cases
that
are
lost
in
court,
but
we
want
to
get
it
down

low
as
we
possibly
can
that
three
to
five
area
is
is
about
where
I
think
we
can
be
percent,
because
that's
not
that
many
people,
if
you're
looking
at
a
fifteen
hundred
person.

the
math
you

hundred

you

thousand
divided
by
twenty

should
be

size

that's

by
pure
population,
that's
not

voters

we
can't

want

make
sure
everybody
knows
what's
kind
of
going
on
here.

the

of
the
world,
but
it's
going
to
take
some
more

curtis
recently
and

saw
coming

lot

census
materials
that
were
never
utilize
that
we're
never
utilized
by
the
personnel
over
there.
So
you
know
what
I'm
saying
is
that
you
know
when
you
go
out
to
pembroke
and
you
see
the
the
increase
of
activity
in
terms
of
hispanics.

individuals
in
charge

doing

actual
census
did
the
requisite
and
so
forth,

don't
think
they

I'm
sure

undercounted.

mayor,
curtis
and

his
administration
will
probably
do
the

work
that'll
enhance

supervisor

speak

activity
out
there
in
terms
of
the
purchases
of
property.

that
will

november

act
on

situations

districts

into

to
that

to
four
to
five
percent.

deadlines

had

very
negative
impact
for
county
board
districts

kankakee.

we're
going
to
do
everything
we

keep

balance

we
need
to,
because
that's
what
the
federal
voting
rights
act
says.

difficult
to
do
when
the
state
says,
don't
look
at
these
types
of
data
and
then
the
federal
says:
well,
it's
not
if
you
meant
to

it
or
not,
you're
still
guilty
of
it
and
I'm
going

I
appreciate
the
spot
you
just
put
us
in
so
so
beyond
that
we're
gonna

pembroke
a
couple
of
times
see
the
hispanic
community
has
increased
in
pembroke
township,
but
the
majority
of
the
hispanic
population
is
a
weekend
thing
they
register
in
chicago
or
wherever
and
that's
where
they
really
probably
being
counted.
You
know
I
serve
as
a
prison
commitment
and
I
can
sit
in
that
prison
all
day.

probably
can
count
on
one
hand
how
many
actually
come
in
and
vote,
which
means
they
probably
voted
wherever
they
promised
residents
or
not
vote
or
not
vote.
So
it's
kind
of
tricky.
You
know
when
you
talk
about.
Maybe
the
system
should
have
came
up,
but
the
bodies
are
not
really
being
counted.
Yeah.

still
think
we
were
dealing
with
a
pandemic
yeah
and
people
did
not
want
to
either
knock
on
the
door
or
answer
the
door,
and
you
know
you
hear
anecdotal
stuff
like
well.
You
know
people
just
walked
down
the
street

paid

didn't
knock
on
the
door.

have
no
proof
of
that.

but
that's
what
some
of
the
people
that
were
out
there
from
what
I
understand
the
boots
on
the
ground
were
it
was
happening.

they
still
wanted
the
paycheck,
but
they
didn't
want
to
go
knock
on
the
door.

again,
is
that
just
scuttlebutt
or
is
there
truth
behind
it?
Well,
I
think
that
somebody
needs
to
find
out
especially
kankakee,
because
it
really
had
a
profound
impact
on
the
whole
county.
What
happened
in
kankakee
and
to
a
lesser
degree,
in
pembroke
township,
because
your
yours
wasn't
as
big
a
swing
as
the
city?
No,
it
wasn't
it's
it's
debilitating.
