bringing
it

yes,
we
have
to
upgrade
all
the
machines
to
window
10
by
January
2020.
We
started
last
year
on
that
trying
to
work
within
the
budget.

upgrades
I'm
only
talking
about
those
departments
that
the
county
board
is
responsible
for
I
notified
those
elected
office,
but
we
can't
make
them
do
something
we
can't
if
they
have
computer
funds,
you
can't

them
what
they,
how
they're
going
to
use
those
funds,
but
I
can
tell
you
that
the
rest
of
the
elected
officials
are
pretty
much
all
in
agreement.
They're
trying
to
accomplish
that
too.

want

stress
that
by
January
2020,
their
computers
aren't
magically
going
to
stop
working.

we're
trying
to
do
and
we're
going
to
still
have
antivirus
on
everything
we
have
the
firewalls
in
place.
This
is
purely

government
entity,
we
need
to
make
sure
we
do
those
things
that
protects
the
information.

responsibility

sure
we
have
every
security
compliance
issue
taken
care
of
that
we
have
control
of
them

to
do
to
keep
up
with
modern

afford

solution,
that
I
thought

we

They've
secured

grant
funds
that
paid
for

additional
monitors

would
need

regards
to
some
programs
and
things
that
are
going
on
at
the
health
department.
I
know
a
few
months
ago,
you'll
remember.
Originally,
we
had
presented
to
this
board
or
this
committee
of
the
board
the
changes
to
the
Kankakee
County's
food
ordinance
in
relation
to
going
from
the
old
scoring
system
that
we
traditionally
had
done
for
the
last
30
plus
years,
going
to
the
new
FDA
food
code,
which
started
inspections
which
started
January
1st
of
this
year.

So
I
appreciate
that
this
committee
passed
it
the
board,
passed
it
and
it
went
into
effect.
Then
January,
1st
and
I
just
wanted
to
say
that
so
far,
Keith
WA
now
skis
a
director
of
environmental
health
at
the
Health
Department
and
his
staff
have
gone
out
so
far
in
January
and
in
January
is
not
quite
over.
Yet
we've
done
approximately
30
inspections
with
this
new
process.

So
with
the
new
rules
that
are
in
place
for
our
ordinance
and
then
the
new
FDA
food
code
rules
which
a
lot
of
those
are
basically
in
relation
to
what
we
were
looking
at
in
the
restaurants
and
the
facilities
are
the
same,
but
how
we
write
those
violations
down
and
then
there's
no
score
anymore
as
what's
changed.
So
a
lot
of
it
is
more
of
a
risk-based
inspection
process.

They're
sitting
down
with
the
managers
at
the
beginning
of
the
inspections
and
they're,
going
over
kind
of
an
interview,
process,
I'm
asking
them
a
number
of
questions
and
then
making
sure
that
there's
a
lot
of
a
lot
more
documents
now
that
they're
responsible
for
keeping
on
site
and
providing
on-site
to
make
sure,
then
that
they're
following
the
guidelines
so
some
of
the
current
issues,
violations
I,
guess
that
we're
seeing
so
far
so
they've
done
about
30
inspections.
So
far
they
are
taking
a
little
longer
to
do
because
the
staff
are
learning
the
process.

restaurants
are
learning
the
process.
It
should
pick
up
speed
a
little
bit.
As
you
know,
I
remember
when
I
first
started
doing
inspections
even
I
had
to
memorize
the
food
code,
and
it
took
a
little
while
to
get
adjusted
to
being
familiar
with
everything
and
how
it
works.
So
that's
kind
of
the
process
here
we
liken
it
to
basically
learning
a
new
alphabet.
You
know
they
had
this
alphabet
down,
but
now
they
have
to
learn
another
one
and
and
they're
getting
it
pretty.

Well,
so,
there's
a
new
form
to
use
the
computer
system
that
we
used
had
to
be
updated
and
that's
all
been
done,
but
a
lot
of
the
violations
are
there's
some
forms,
for
example,
that
have
to
be
filled
out
so
that
if
employees
are
sick,
management
has
to
fill
out
the
forms
and
kind
of
document.
What
was
it
about
them?
How
will
were
they
were
they
removed
from
a
specific
job
like
preparing
food
to
maybe
just
doing
dish
washing
or
something
like
that?

Put
them
in
an
area
where
they're
not
not
going
to
be
able
to
be
cross
contamination
issues
certified
food
safety
manager,
training,
especially
in
regards
to
allergen
training.
This
is
something
that
we
started
working
with
getting
them
educated
a
year
ago
that
they
were
going
to
need
to
have
this
in
place
by
January
1,
we're
finding
that
a
lot
of
the
facilities
so
far
that
we've
inspected
procrastinated,
in
that
it's
not
extensive.
It's
as
simple,
as
you
know,
probably
some
sort
of
a
short
webinar
or
something
like
that
that
they
would
have
to
do
so.

It's
not
expensive,
it's
not
extensive.
They
just
they
haven't
done
that
so
they're
getting
cited
for
that.
There's
these
new
thermal
labels
that
are
having
to
be
required
in
relation
to
and
those
are
little
stickers
that
would
we
put
on
the
dishes
when
they
go
through
the
dishwasher
to
measure
the
temperature
of
that
water.

that's
all
I
things
seem
to
be
going
pretty
well
with
that
and
and
the
staff
are
excited.

finally,
you
know
that
we're
getting
to
do
this
and
we're
anxious
to
sort
of
begin
to
talk

departments

started
it
at
the
same
time
and
see
see
how
things
are
progressing
with
them.

narcan
training
now
for
individuals
for
organizations,
so
you
can
reach
out

Lindsey
Wilson
at
the
Health
Department,
her
numbers,

three,
nine
six
or
you
can
go

media

Kankakee,
Health
org
and
get
some
information
there
and
try
to
set
something
up
within
the
training
program.
It's
a
30-minute
session
and
she'll
go
over
an
overview
of
the
processes
of
addiction
and
opioid
misuse,
instructions
on
administering
narcan
or
the
naloxone.

She
will
provide,
then
a
sample
of
de
narcan
gets
left
with
the
individual
or
with
the
organization
it
gets
trained
so
that
they
have
it
on-site.
So,
in
the
event,
god
forbid
that
an
overdose
were
to
occur
at
that
facility
or
in
your
home,
for
example,
you'd
have
the
ability
to
at
least
administer
that
in
art
that
naloxone
at
that
moment
contacting
911.
Hopefully,
by
the
time
you
know,
emergency
personnel
gets
there
that
they
can
take
over
and
then
also
excuse
me
a
long
weekend.

had
some
grant
money
to
put
this
together
and
the
Health
Department
through
our
grant,
also
was
required
to
put
a
resource
guide
together,
and
so
we
got
to
the
two
organizations
worked
together
to
not
have
two
different
resource
guides,
because
we
thought
that
would
have
been
crazy
and
a
waste
of
money.

know
which
one
do
you
want
to
use
and
they
were
going
to
end
up
saying
the
same
thing.
So
we
we
got
together
and
worked
on
this,
and
so
it's
it's
a
nice
little

in
an
individual
and
family
life
resources,
basic
needs,
so
Catholic
Charities,
for
example,
the
community
services
program.

above
and
beyond
just
providing
information
about
substance,
abuse
and
and
opioids,
for
example,
but
it's
a
great
resource
guide
that
gives
what's
going
on
in
the
entire
county
in
relation
to
where
individuals
can
go
for
different
types

services
that
could
tie
into
some
of
the
situations
with
their
addictions
also
or
their
mental
health
needs.
So
I
have

everyone

but
it

goes

individual
overdoses
that
are
recorded.

we've
had
numerous
vacancies
within
the
departments
and
I
think
at
last
month's
report.
We
were
down
well

months
ago
we
were
down
10
people.
Last
month.
It
was
about
six.
We
are
now
at
full
staff
were
at
529,
which
is
exactly
where
we
were
in
December
of
2017,
so
flat
some
puts
and
takes
department
by
Department.

There
are
some
departments
that
have
eliminated
positions
throughout
the
year
and
not
replace
those
and
don't
intend
to
replace
those,
and
there
are
a
few
additions,
notably
this
month.
There
were
three:
if
you
look,
there
were
three
additions
at
900.
That
really
is
flat
year
over
year,
but
for
most
of
the
year
that
that
remained
down
and
now
they're
there
at
exactly
where
they
were
a
year
ago
and
then
the
other
three
sum
total

additions
were

Corrections
and

can
look

full-time
positions

everyone

we've

seeing

last

six

thing

health
insurance

big
change

year

had
net

16
reductions

HMO,
so
a
4%

HMO
enrollment

the

three
plans

offered

that

broker

monthly

that
that

our
experience

coverage

HMO
and

works
best

doesn't

what
we're
seeing

enrollment

supplemental
life
plan
that's
available
through
Dearborn,
that
is
100%
paid
for
by
the
employees.

2018

it

purely
symbolic,

it
has
nothing

go

harm

state's
attorney's
office

Office

prosecuting
or
making
arrests.
It
just
tells
Springfield
that
we
don't
appreciate
the
gun
laws
that
they're
trying
to
pass
I
believe
there's
50
something
counties
that
pass
this
kind
of
resolution
or
sanctuary
bill
and
I'm
just
asking
for
executive
committee.
They
had
a
discussion
on
this
and
it's
up
to
this
committee.

statement,

has
declined
to

to

referenced
the
House
bill
that
had
originally
died
with
the
last
session.

number,

at

with

statement
on
the

governor

Pritzker
signed
Senate
bill
337,
which
was
a
holdover
from
the
last
session
for
the
National
Rifle
Association
Institute
for
legislative
action.

law
seeks
to
create
so
many
department
divisions,
anti-gun
five-member
licensing
boards
and
licensing
fees
that
dealers
will
be
forced
to
close
through
oversight
by
anti-gun
committee,
appointees
or
being
priced
out
of
business.
These
fees,
as
I'm
reading,
ranged
from
300
to
$1500
per
year,
over
and
above
their
current
Federal
Firearms
License
II
bottom
line.
Governor
rauner
was
correct
when
he
vetoed
this
legislation
as
being
over
burdensome
and
unnecessary.

federal
licensing
and
oversight
of
firearms
dealers
already's
occurs
as
a
retired,

officer

police

taken
a
note
to
support
and
defend
the
Constitution
many
times
as
well.
As

you

a
board
member
to
me,
this
includes
protecting
our
Second
Amendment
as
we're
discussing
the
proposed
resolution
today
to
designate
Kankakee
County
as
a
gun,
sanctuary,
meaning
standing
up
to
Springfield
and
sending
a
message
that
we
will
not
support
in
erosion
of
legal
gun
owner
rates.

challenge
will
continue
over
the
newly
signed
law.

need
to
take
a
stand
now,
affirming
our
support
of
local
firearms
dealers
and
legal
gun
owners.
History
is
full
of
examples
of
appeasement
through
inaction,

enemy
will
not
target
or
take
something
away
that
we
want
by
our
inaction.

Neville
Chamberlain,

served
us

Prime
Minister
of

his
acts

appeasement
worked

path
