Description
Finance Committee Meeting 4/26/2023 9:00 AM
A
B
A
C
Would
like
to
say
something:
Miss,
Polk
I'm,
just
really
excited
I
just
got
a
call
about
five
minutes
ago.
It's
a
young
man,
that's
from
Momence
high
school.
That's
one
of
the
Martin
Luther
King
scholarship
winners.
His
name
is
Trenton.
Wills
he's
now
the
executive
president
of
the
student
government,
Association
at
the
University
of
Arkansas
at
Pine,
Bluff,
well,.
A
D
Before
we
dive
into
that,
if
I
could
just
want
to
take
a
moment,
I
would
like
I'm
gonna,
ask
Chris
to
stand
up.
I
got
embarrass
him,
so
I
just
want
to
take
a
moment
to
recognize
and
thank
Chris
Kerner
for
his
14
years
of
dedicated
service
to
the
finance
department
and
the
workforce
board.
Chris
started
as
an
intern
out
of
college
at
from
onu
that
was
hired
on.
As
the
we
owe
a
staff
accountant
and
then
moved
to
assistant
Finance
director
position
in
2017
starting
Monday.
D
The
first
Chris
will
be
starting
a
new
page
in
his
career
at
all
that
Nazarene
University
Chris
is
very
instrumental
in
the
finance
department
receiving
our
gfoa
reporting
awards
every
year
and
I'm
sure
is
extremely
proud
of
never
having
a
not
at
finding
in
all
the
we
owe
activities
over
the
years
that
he's
been
involved
in
it.
His
work
will
continue
with
us
on
a
part-time
basis,
though
he
he's
going
to
continue
to
work
on
and
assist
us
with
training
and
transition
for
the
workforce
and
the
Federal
grant
activity.
D
So
I
truly
appreciate
his
continued
dedication
to
assist
us
with
this
transition.
Beyond.
This
week,
because
it's
something
that
can't
be
handed
off
overnight
so
just
wanted
to
thank
Chris
and
wish
him
the
best
of
luck
at
onu.
D
And
now,
if
I
could
ask
Cindy
to
stand
up,
so
I
want
to
introduce
Cindy
Jacobson,
as
our
new
assistant
Finance,
director
Cindy,
was
highly
recommended
to
us
and
brings
with
her
a
lot
of
experience
and
knowledge,
and
we
are
blessed
and
grateful
to
have
her
join
our
team
at
this
time.
She
is
definitely
a
real
asset
to
the
county
and
to
the
finance
department.
So
we
were
fortunate
to
get
this
week.
D
D
So
I
was
I've
been
sweating
it
out
a
little
bit,
as
you
can
probably
tell
with
this
transition,
but
I'm
also
pleased
to
announce
that
starting
next
Monday
we
have
filled
the
position
for
the
wiola
staff
accountant
that
has
been
open
since
Devon
left
in
September.
So
we
will
we're
almost
back
up
the
full
speed
through
training
and
everything
right
now.
So.
D
Yeah
so,
but
thank
you
very
good
news,
Steve,
yes,
very
good
news,
so
on
with
the
regular
Financial
reports
this
month.
As
you
can
see,
the
sales
tax
continues
on
a
positive
trend,
which
is
good
news,
we're
seeing
the
change
in
income
tax
and
the
PPR
T
tax.
D
So
we've
talked
about
the
pprt
tax
I.
Believe
that's
a
trend.
We're
going
to
continue
to
see
it's
readjusting
itself
from
the
benefits
that
we
receive
especially
last
year,
and
the
bed
rental
program
is
doing
really
well.
So,
for
the
most
part,
all
good
news
and-
and
some
of
it
expected
from
the
information
that
we
have
received
as
far
as
some
of
the
transition
in
the
pprt,
so
don't
have
a
lot
of
other
items
enough.
Anybody
has
any
questions
on
any
of.
E
You
very
much
Mr
chairman,
maybe
you
or
Andy,
can
respond
to
this
question.
No,
what
class
action
Revenue
are?
Is
the
state
going
to
receive
and
we
it
may
trickle
down
to
the
counties
and
and
I'm
I'm
kind
of
in
a
fog
in
terms
of
what
the
class
action
decision
was.
That
would
benefit
state
government
as
well
as
local
governments.
F
Are
you
talking
about
the
opioid
yeah.
F
Well,
the
the
I
could
say
unless
Steve
has
better
more
current
information.
The
last
I
was
told
was:
is
that
it's
going
to
be
dispersed
based
on
and
I
think
the
State's
Attorney's
office
was
looking
at
that
as
well
by
population
and
not
by
the
percentage
of
the
populations.
That's
impacted
by
the
pandemic.
A
G
Right
now,
it's
the
various
monies
are
going
to
the
Attorney
General's
office.
G
The
I
actually
I
spoke
with
the
class
Council
last
week,
the
it's
it's
basically
they're
trying
to
accumulate,
however
much
funds
they
can
from
every
resource.
It's
going
to
go
into
a
a
cool
and
then
the
amounts
we
don't
have
any
specific
amounts
yet
because
they're
still
accumulating
funds
and
then
based
on
population
and
participation
in
the
suit.
They
will
then
distribute
it
throughout
the
various
state
governments
on
a
pro-rata
basis,
largely
based
on
population.
G
But
right
now
we
don't
have
right.
Now
we
don't
have
a
specific
number
as
they're
settling
with
certain
people.
G
The
recent
one
was
they
settled
with
Meyer,
but,
for
instance,
Kankakee
was
not
on
the
list
to
receive
anything
from
Meyer,
because
at
the
time
that
this
was
going
on,
we
didn't
even
have
a
Meyer
store,
but
but
all
they
assured
us
that
all
those
monies
will
go
into
the
pool
and
at
some
point
hopefully
in
the
Fairly
near
future.
We
will
then
get
a
statement
as
to
what
they've,
what
they
have
accumulated
and
and
what
that
distribution
is
going
to
be.
E
D
All
right,
you
don't
have
a
lot
of
highlights
to
bring
up
I,
don't
know
if
there's
any
questions
as
an
update
through
July,
so
everything
still
fine
as
far
as
cash
is
concerned,
getting
through
two
of
our
three
payroll
months
with
December
and
June,
without
any
tax
distribution.
So
no
worries
on
this
end.
I,
don't
know
if
there's
any
questions
or
not.
D
I
have
two
claims
for
you
today,
one
of
them
for
the
Grant
Park
Police
Department
is
through
these
from
the
State's
Attorney's
office.
There
is
an
email
communication
from
Jim
Rowe
stating
please
submit
the
claim
for
approval
at
Finance.
It's
a
donation
to
the
Grant
Park
Police
Department,
for
drug
profession,
prevention,
efforts
for
funds
designated
for
drug
prevention,
so
it
came
down
on
recommended
from
the
auditor's
office
not
recommended
not.
A
Recommended
and
I
had
a
conversation
with
States
Attorney
Rowe
and
he
said
there
was
no
communication
between
his
office
and
the
auditor's
office
on
the
subject.
He
only
got
an
email
from
Mr
McCarty,
so
questionnaire
motion
to
approve
motion
by
Mr
feddling,
second
by
Mr
dunnell.
Any
discussion
from
the
committee
Mr
Wheeler
chairman.
F
F
H
H
H
All
the
time
we've
been
here,
I
think
it's
close
to
four
or
five
years
now.
I've
only
seen
him
one
time
first
day,
I
was
here,
that's
I
haven't
seen
them
since
so
I
don't
know
if
he
sends
letters
and
explains
things
or
what
it
just
says,
amount
I
can't
really
read
it
all
real
well,
but
it
doesn't
doesn't
seem
to
make
sense
why
we
have
to
take
time,
spend
time
and
Mr
McCarty
has
to
spend
time
going
around
this
payment
and
to
go
back
and
file.
H
F
F
We
get
two
lines
of
a
little
note
with
no
follow-up
and
we're
supposed
to
guess
so:
I'm
still
trying
to
figure
out
how
we're
supposed
to
be
fortune
tellers
or
mind
readers,
but
we
have
requested
that
this
be
in
writing
and
he
has
refused
so
there's
not
much
more.
We
can
do
and
I
apologize
to
the
public
for
wasting
their
their
money
by
having
to
talk
about
it.
In
this
meeting.
H
A
The
best
any
other
discussion
from
the
committee,
if
not
real,
call
Mr.
D
Next,
one,
as
for
Matt
McAllister,
is
Grant
related
from
the
probation
department.
Again
it
came
down
with
a
note:
I
did
send
it
Tom
Latham,
and
he
requested
it
to
come
before
this
committee.
Tom
is
here.
If
there
are
any
questions,
it's
a
drug
court,
Grant
project,
evaluation,
payment.
A
Mr
Latham
did
the
auditor
reach
out
to
your
office
at
all?
No
okay.
I
F
That's
a
part
that
doesn't
quite
I,
don't
quite
understand.
Mr
McAllister
is
an
employee
of
Riverside
who's,
a
valued
partner
he's.
Actually
the
gentleman
who
wrote
this
grant
so
I'm
not
really
understanding
what
our
auditor
has
against
Riverside,
but
I
guess.
Maybe
he
could
come
in
here
and
explain
it.
Oh
I'm
sorry,
never
mind.
D
Monthly
claims
report-
I,
don't
have
anything
to
highlight
specifically
but
I
can't
answer
any
questions.
If
there
are.
A
D
All
right,
first,
one
reconsideration
is
for
Joe
bends
of
beans,
drainage
District.
It
would
be
a
non-covered
government,
twenty
thousand
dollar
cap,
a
request
was
for
forty.
Four
thousand
seven
hundred
are
eligible
for
the
twenty
thousand
at
the
end
of
reimbursement.
Only
it
was
engineering
the
requests
for
funding.
The
reason
was
engineering
and
Survey
study
of
Northern
Limestone
Township
for
in
that
drainage,
district
and
their
needs.
So
that
was
the
reason,
so
it
qualifies
under
the
non-cover
government.
F
A
D
Hurricane
Mental
Health
Center,
it
is
for
a
facility
located
in
Manteno.
They
are
non-for-profit,
there's
a
ten
thousand
dollar
cap.
Their
request
was
for
twenty
thousand
for
elevator
furnace
boiler
and
leaking
water
main
repairs,
various
repairs.
D
So
they
are
eligible
for
ten
thousand
dollar
cap
reimbursement
only
and
with
a
identification
or
kinky
County
residents.
Only
because
they're
also
located
in
Iroquois
County.
D
With
my
bowling,
the
information
supplied
for
the
small
business
assistance
being
that
they're
located
within
the
city
of
Kankakee.
They
are
eligible
for
the
5
000
So
within
they
did
request
45
000
and
the
reasoning
to
help
subsidize
our
losses
from
covid-19
pandemic.
They
qualify
for
five
thousand.
A
Can
I
have
a
motion
to
approve
for
five
thousand
small
business
Mr
Hunter
second
by
Miss
Parker,
any
discussion
all
in
favor,
say
aye
opposed
motion
carries
Village
of
Essex
Village.
D
Of
Essex
requested
20
000.
They
are
eligible
for
twenty
thousand
for
the
under
the
cap,
non-covered
government
reimbursement.
Only
the
reasoning
was
a
multi-use
path
along
16
000,
West
Road,
for
pedestrians
and
for
traffic.
So
they
do
qualify.
Consideration.
A
Motion
to
approve
for
twenty
thousand
dollars
reimbursement
only
to
the
Village
of
Essex
motioned
by
Miss
Weber.
Second,
by
Mr
long
any
discussion,
all
in
favor,
say
aye
aye
opposed
motion
carries
next
up
is
St
Paul
Lutheran
School,
yes,.
D
Located
on
Career
Center
Road
in
Bourbonnais,
they
didn't
request
for
the
attached
letter,
for
the
request
amount
was
forty
three
thousand
four
hundred
sixteen
dollars.
It
is
for
an
interactive
display,
so
they
are
eligible
as
a
non-profit
for
ten
thousand
for
under
the
ten
thousand
dollar
cap
reimbursement.
Only
for
that
activity
for
the
committee's
pleasure.
A
D
Team
point
I
would
be
under
small
business
assistance.
I
request
amount
was
forty
five
thousand
to
help
subsidize
our
losses
from
over
19
pandemic
or
the
information
that
they
provided.
They
did
have
a
financial
impact,
so
they
were
eligible
for
five
thousand
under
our
program.
D
Dmb
provide
sent
both
the
1920
and
the
2021
application
request.
D
The
total
was
for
twenty
thousand
between
the
two
of
them,
the
reasoning
to
help
with
payroll
and
general
operating
expenses,
while
recovering
from
loss
of
business
due
to
code
19
pandemic
for
their
financials,
that
they
provided
they're
eligible
for
one
thousand.
Sixty
four
dollars.
A
Can
I
have
a
motion
to
approve
1064
for
DMB
distribution
motion
by
Miss
Weber?
Second,
oh
I'm,
by
Miss,
Polk,
chairman
wheeler,.
F
D
A
B
A
J
D
Yeah,
this
would
be
a
lost
Revenue
project
for
infrastructure
within
the
corner.
Building
there
was
a
invoice
connected
for
precision
piping,
a
total
of
five
thousand
nine
hundred
forty
dollars
and
ninety
three
cents.
J
D
This
also
would
be
a
lost
Revenue
project
for
records.
The
Imaging
continue
the
Imaging
project
that
recorders
office
has
been
doing
and
continues
to
do.
The
request
amount
was
8588,
the
eligibility
would
be
the
same
8
588
dollars.
A
Motion
to
approve
by
Mr
Hunter,
second
by
Miss
Parker,
any
discussion
all
in
favor,
say
aye
aye,
opposed
motion
carries,
can
I
have
a
motion
to
combine
and
approve
these
motion
by
Mr
Donald
second
by
Mr
Fairfield
any
discussion
all
in
favor
say
aye.
Oh
real
call!
Sorry.
A
On
your
tablets,
the
next
section
of
Social
Services
and
the
second
download
on
your
tablet.
First
one
is
Kankakee
County
Health
Board
of
Health
y
Health
Department.
F
This
up
a
little
bit,
Yeah
there'll,
be
a
presentation
in
a
moment,
but
the
the
committee
may
remember
that
way
back
when
when
we
started
all
of
this.
With
with
the
arpa
funding,
we
had
obviously
a
bunch
of
rules.
You
know
no
brick
and
mortar.
You
know
that
kind
of
stuff
that
we
did
at
the
beginning.
F
The
other
thing
was
is
that
we
mandated
that
if
you
were
going
to
receive
Grant
funds
from
the
county
for
the
social
programs
that
you
would
have
to
use
the
iris
system
or
something
similar
to
be
able
to
connect
your
services
to
the
greater
Continuum
services
within
Kankakee
County,
it
was
an
expressed
intent
of
the
board
to
act
as
a
cohesive.
Factor.
F
Excuse
me
and
we
we've
identified
through
the
needs
assessment,
and
even
really
just
you
know,
common
knowledge
on
the
street
that
one
of
our
biggest
problems
is.
We
lose
people
between
our
our
service
providers.
They're
referred
somewhere
else,
but
it's
never
followed
up
on,
so
they
just
disappear
and
and
we
lose
that
opportunity
so
with
I
see
Amy
and
John
from
the
health
department.
F
Here
they
were
gonna
run
through
what
the
iris
system
is,
but
in
this
case
this
request
is
us
paying
for
the
system,
which
was
only
sixteen
thousand
dollars
for
the
install
it's
ridiculously
inexpensive
developed
by
the
University
of
Kansas
you'll,
hear
all
about
that
for
with
the
expressed
intent
of
what
we
need
it
for
and
then
we
need
someone
to
be
the
champion:
the
Train,
the
trainer,
the
manager,
the
data
gatherer,
the
person
that
is
going
to
be
the
all
things
Iris
to
get
it
into
the
system
in
Kankakee
County
and
help
strengthen
a
a
service
provider
system
in
Kankakee
County
and
the
health
department
is
agreeing
that
this
is
a
position
for
them
in
their
Department
that
hopefully,
the
will
be
have
a
need
to
be
funded
after
2026
when
this
money
runs
out.
F
So
if
it
works,
I
think
the
board
would
probably
be
pretty
the
open
to
continuing
this
type
of
partnership.
Past
2026.,
it's
these
types
of
things
that
we're
wanting
to
invest
in
so
I
thought
it
was
important
to
tee
that
up
because
we'd
already
said,
we
need
this
type
of
system
in
accounting.
Now
it's
time
for
us
to
put
the
the
money
where
the
mouth
is
so
to
speak.
So
Mr
chairman,
add
back
to
you.
Thank.
A
You
would
you
like
to
go
ahead
and
do
the
presentation
John.
K
We'll
run
good
morning,
everyone
John
Bevis
administrator
with
the
Kankakee
County
Health
Department,
thanks
Steve
would
like
to
introduce
Amy
La.
Fine.
Many
of
you
may
already
know
her.
She
works
at
the
health
department.
She
is
our
director
of
client
services
and
she
is
I'm
very
blessed
to
have
her
actually
through
some
Communications.
K
Obviously,
with
these
service
grants,
when
they
became
public,
knowledge
and
and
agencies
were
applying
for
them
and
and
as
chairman
wheeler
just
indicated,
the
requirement
that
the
organizations
need
to
use
the
iris
and
then
looking
into
the
iris
system,
Amy
and
I
have
both
done
a
lot
of
diving
deep
into
that
pool
to
see
what
it
is,
how
it
is
how
it
works.
K
Chairman
wheeler,
obviously
had
had
come
in
contact
with
it
and
he
has
seen
its
benefits
and
we
see
the
benefits
not
only
for
just
who's
going
to
be
receiving
these
grants,
but
for
the
entire
Community
as
a
whole.
One
of
the
requirements
in
terms
of
having
the
system
within
the
the
county
so
to
speak
is
that
you
would
need
a
lead
champion
and
Amy
and
I
had
discussed
that
we've
had
some
discussions
with
our
Board
of
Health
president
Mr
carrico.
We
see
the
benefit
of
of
that.
K
The
health
department
myself
I'm
already
the
chairman
of
Our
Community
Health
Partnership
committee-
that
helps
every
three
years
go
through
the
process
of
determining
the
health
impacts
Within
in
the
community.
We
have
subcommittees
with
50
plus
agencies
within
the
community
that
we
work
with
to
try
to
help
improve
those
Health
disparities
that
we
see
within
our
County
and,
as
chairman
wheeler
indicated,
it
is
exactly
the
case
that
currently
right
now,
we
operate
in
a
system
where
you
come
to
my
office
or
I.
Go
to
your
office.
K
You
hand
me
a
card
and
tell
me
to
go
down
the
street
and
hopefully
I'll,
go
to
that
agency
and
talk
to
them
and
get
the
help.
I
may
need.
But
you
don't
know
if
I
ever
do
and-
and
they
don't
know
that
I'm
coming
and
and
that
gets
Lost
in
Translation,
so
to
speak.
So
this
Iris
system
is
a
web-based
system
that,
as
you'll
see
here
in
just
it's
a
short
video
and
you'll,
be
able
to
see
that
the
impact
of
what
it
has
so
we'll.
K
L
Families
with
the
right
services,
our
passionate
team
of
innovators
at
the
University
of
Kansas,
designed
Iris
in
response
to
the
challenges
communities
told
us
they
have
faced
in
making
those
connections.
Iris
is
a
web-based
communication
tool
that
supports
Community
Partners
in
coordinating
referrals
and
closing
the
communication
loop
with
families
and
partners.
We
want
to
see
more
families
engaged
in
Services
through
improved
communication
among
organizations
and
increased
Community
capacity
resulting
from
strengthened
collaboration.
Iris
saves
organizations
time
through
streamlined,
Communications
staff
can
track
referrals
in
the
office
or
on
the
go.
L
Iris
communities
gain
a
well-connected
and
efficient
referral
system
and
a
wealth
of
information
and
enabling
more
data-driven
decision
making,
as
well
as
informing
allocation
of
Community
Resources.
Making
a
referral
with
iris
is
as
simple
as
selecting
a
family
choosing
a
referral
partner
and
entering
referral
details
once
sent
the
partner
receiving
a
referral,
can
review
and
determine
whether
to
accept
or
reject
the
referral.
L
Iris
utilizes
simple,
visual
cues
to
indicate
the
status
of
a
referral
referrals
that
have
been
sent,
but
not
yet
responded
to
are
represented
by
a
seed
referrals
that
have
been
accepted
by
the
receiving
organization
indicating
intent
to
connect
with
the
family
are
represented
by
a
sprouting
seat.
Referrals
that
have
been
completed
by
the
receiving
organization,
meaning
that
the
intended
Outreach
to
families
has
taken
place
are
represented
by
a
fully
bloomed
Iris.
L
If
the
receiving
organization
determines
they
cannot
serve
a
family
based
on
the
information
provided,
the
referral
may
be
rejected,
represented
by
a
seed
with
a
no
symbol
through
it.
The
iris
dashboard
provides
quick
access
to
your
organization's
incoming
and
outgoing
referrals.
With
each
referral
represented
by
a
card.
L
Making
a
referral
starts
with
selecting
a
family
families
with
previous
referrals
can
be
found
by
utilizing
Iris
search
tools
find
the
family
you're.
Looking
for
you
can
add
a
new
family
profile,
as
with
any
referral
discussion
to
obtain
consent
from
the
client
is
necessary
before
entering
their
information
into
the
system.
To
avoid
unintentional
duplication
of
profiles,
basic
information,
name,
contact,
information
and
date
of
birth
will
be
visible
to
other
organizations
in
your
iris
community.
L
Detailed
information
accompanying
a
referral
will
only
be
seen
by
the
two
organizations
involved.
Iris
gives
you
access
to
information
that
helps.
You
choose
a
referral
partner
from
those
available
in
your
iris
community
filters
enable
you
to
display
only
those
organizations
that
provide
the
specific
Services
needed
by
your
client.
Additional
details
for
each
organization
can
be
viewed.
Contact
information,
eligibility
criteria,
services
available
and
capacity
to
accept
new
referrals.
L
L
Even
though
iris
is
a
communication
tool
designed
to
send
and
receive
referrals,
information
about,
referrals
is
available
to
inform
practice
and
collaborative
decisions.
Filters
and
data
exports.
Allow
you
to
interact
with
information
about
your
organization's
referrals
in
meaningful
ways:
the
IRS
Team
Works
closely
with
you
and
your
partners
to
design
an
implementation
plan
and
customize
Iris
to
your
community.
We
are
committed
to
making
your
community's
vision
for
a
family-centered
referral
Network
a
reality.
K
So
that's
kind
of
a
cliff
notes,
version
of
what
it
is,
but
at
the
beginning
of
my
learning
about
Iris
and
Amy
actually
had
had
been,
she
had
been
exposed
to
the
potential
for
Iris
within
our
system
a
few
years
ago.
If
you
want
to
maybe
just
talk
about
that
real
quick.
M
Yes,
thank
you
good
morning.
Everyone,
a
few
years
ago,
our
community
was
looking
at
a
program
called
family.
Connects
family
connects
used
this
tool
to
make
sure
that
every
baby
born
in
the
community
was
assessed
and
referred
to
their
needs,
so
they
started
out
right
in
early
childhood
development.
So
through
that
program
we
saw
the
potential
that
was
right
before
covet
hit,
and
so
that
kind
of
went
on
the
back
burner,
but
because
we've
been
very
involved
in
the
community
needs
assessment
through
the
map
process
in
your
folder.
M
End
of
your
summary
or
end
of
the
map
process
summary
on
the
back
of
it.
There
are
51
agencies,
that's
just
a
beginning.
51
agencies
that
work
together
to
meet
the
needs
identified
in
our
community.
What
this
tool
would
allow
us
to
do
is
to
measure
how
are
we
doing
as
a
community?
We
think
we're
collaborative,
but
as
Mr
Bevis
said,
when
we
refer
an
individual,
we
never
know
if
they
followed
up.
Unless
they
come
back
to
us.
With
that
information
using
this
tool,
they
would
sign
a
consent.
M
Our
agencies
could
get
on
board
our
vision
really
as
a
community
is
that
we
are
so
collaborative
that
our
handoff
is
so
tightly
woven
together.
You
don't
know
where
one
ends
and
the
other
one
begins
to
meet
the
needs
of
our
community
with
this
tool,
we'll
be
able
to
see
how
we're
doing
where
our
gaps
are,
why
they
didn't
follow
up.
If
someone
rejects
the
referral,
is
there
something
else
we
need
to
add
to
our
community?
K
One
of
the
you
know
that
one
of
the
next
steps
is
if
this
is
approved
and
moved
forward
is,
as
chairman
wheeler
has
indicated,
we
have
reached
out
the
health
department
and
and
with
the
help
of
chairman
wheeler
we've
reached
out
to
the
University
of
Kansas
and
talked
to
a
Mary
Olson
is
the
lady's
name
who
helps
Implement
these
systems
within
communities
and
they've
done
a
number
of
these
within
Illinois.
K
There
are
18
current
facilities
or
agencies
or
counties
within
Illinois
that
have
this
system,
and
one
of
them
is
just
to
the
north
of
us
and
that's
Will,
County
and
I
communicated.
Excuse
me,
I've,
communicated
with
Rebecca
is
the
individual
up
there
that
helps
run
the
Will
County
one.
So
Mary
Olson
helped
Implement
that
up
in
Will
County,
they
started
with
12
agencies
that
were
plugged
into
this.
It's
a
web-based
system
they
plug
into
it
the
agencies
themselves.
It
does
not
cost
them.
One
cent
to
join.
K
So
if
you
were
all
representing
an
agency
that
wanted
to
get
Iris
down
the
road
when
we're
launching
the
system.
The
way
we
envision
this
is
that
we
would
have
an
individual
come
to
your
agency.
We
would
show
you
how
to
get
into
the
system
how
it
would
work,
there's
paperwork
and
templates
that
would
set
this
up
so
that
then,
between
our
agency,
your
agency
or
yours
and
ours,
or
yours
and
others
how
it
works.
K
And
then
you
are,
you
would
designate
an
individual
within
your
facility
to
operate
and
maintain
that
we
are
responsible
for
going
out
getting
new
agencies
to
sign
in
and
be
a
part
of
that,
because
the
more
that
are
involved,
these
51
agencies,
if
we
can
make
it
even
more
the
more
who
are
involved,
the
better
it
makes
it
for
making
sure
that
the
referrals
of
any
type
of
Health
Care
you
know
and
and
schools
can
be
involved.
Substance
abuse,
mental
health,
the
health
department,
the
hospitals,
the
NAACP.
K
All
kinds
of
agencies
can
be
involved
here
to
be
referred
to
housing,
those
types
of
things
so,
as
I
said,
Will
County
started
with
12
I
talked
to
Rebecca.
They
are
in
three
years
they're
over
a
hundred
they're
at
113
facilities.
Now
that
have
signed
up
they're
still
utilizing
just
one
individual
to
kind
of
maintain
that
their
Champion
individual.
So
that's,
definitely
not
something
that
we
see
at
the
health
department
as
something
that's
over
well
filming
to
us.
K
In
regards
to
the
work
that
we're
already
doing
with
the
other
grants,
we
feel
that
this
can
easily
fit
within
one
of
our
health
promotion
coordinators.
Those
individuals
work
with
most
of
the
grants
that
we
have.
They
are
already
establishing
relationships
within
the
community
with
these
individuals
that
are
part
of
that
Community
Partnership
steering
committee
that
we've
talked
about,
and
that
is
in
this.
K
So
we
definitely
see
that
this
is
a
great
time
as
we
begin
the
process
of
doing
another
assessment
within
the
next
year,
with
the
two
hospitals
and
the
health
departments
for
our
certifications
and
determining
the
next
new
health
needs
within
the
community,
or
they
may
stay
the
same.
This
is
a
great
time
to
implement
this.
The
implementation
phase
takes
approximately
six
months.
Kansas
would
come
with
a
team
of
individuals
to
work
with
the
team
of
people
that
get
designated.
K
So
if
the
health
department
is
the
lead
champion,
they
would
meet
with
us,
and
a
few
other
collaborative
agents
show
us
what
to
do.
How
to
do
where
to
do
when
to
do
that
type
of
thing,
then,
when
we're
ready
to
launch
we
publicize
it
make
it
known
to
everybody
and
then,
as
we
start
to
see
the
benefits
that
this
has
for
us
and
Will
County
is
willing
to
help
come
down
and
share
what
they
do.
K
One
of
the
examples
she
gave
me
is
that
you
can
get
data
from
this
and
one
of
the
things
that
they
did
was
they
they
wanted
to
look
at
zip
codes
within
Will.
County
I
see
that
as
a
benefit.
Looking
at
the
zip
codes
within
our
community,
we
definitely
know
we
have
vulnerable
populations.
We
have
food
deserts
and
things
like
that.
You
can
categorize
some
of
this
data
to
hit
those
targets
and
show
where
our
strengths
are,
where
our
weaknesses
are
and
where
those
weaknesses
are.
That's
where
we
would
get
the
individuals
together.
K
This
group
meets
quarterly
and
then
looks
at
the
data
and
says:
okay,
here's
a
problem
you're
going
to
be
able
to
determine
how
long
does
it
Amy
and
I
were
talking
just
as
we
drove
over
here.
When
you
refer
somebody,
you
can
see.
How
long
does
it
take
that
individual
to
be
picked
up
by
the
other
Agency
on
the
back
side,
if
it's
taking
a
long
time,
why
you
know-
and
we
can
get
that
addressed
and
try
to
figure
out?
Maybe
the
agency
is
struggling,
maybe
they've
lost
staff.
K
Maybe
we
need
to
refer
them
to
another
agency
kind
of
a
thing,
so
these
are
some
of
the
benefits.
Yes
exactly.
How
can
we
help
you
so
with
that
I'll
open
this
up
to
to
any
questions
the
initial
startup
fee
is
Mr.
Chairman
chairman
wheeler
said
sixteen
thousand
dollars.
We
envision
that,
ultimately
there
could
be
an
individual
tied
into
this.
Will
county
is
indicating
it's
not
specifically
all
Iris
related.
They
are
six
times
bigger
than
we
are
so
with
us
being
smaller
again.
K
I,
don't
see
that
being
overwhelming
for
staff,
but
you
know
there's
there's
going
to
be
a
little
bit
of
training,
but
it's
not
something.
That's
overwhelming
for
a
community
at
all.
E
Mr
Hunter.
Thank
you
very
much.
Mr
chairman
Amy
John,
phenomenal
information,
oftentimes
we're
inundated
with
all
kind
of
paperwork.
This
will
I'll
keep
this
on
my
desk
and
and
the
benefits
that
you
guys
are
articulating
are
phenomenal
in
terms
of
the
data
and
so
forth
and
I'm.
Looking
for
a
commitment
for
you
guys
to
maybe
come
back
quarterly
or
whenever
you
deem
appropriate
to
come
back
and
give
us
updates
in
terms
of
what
you've
been
able
to
discern
I.
E
I
mean
really
I
mean
this
is
good
stuff.
Here,
I
mean
it's
worth
reading
and
and
consuming
this
information.
What
you
got
here
so
I
I
like.
A
K
My
understanding
in
in
some
of
the
early
research
and
again
remember
that
we
are
right
now,
just
at
the
foundational
stage,
and
and
ultimately
you
know,
we
would
need
the
consensus
of
of
the
committee
and
the
full
board
to
to
officially
move
forward.
But
it
sounds
like
with
the
program
from
Kansas.
It
can
be
tuned
to
sort
of
you
know.
Iroquois
mental
health,
for
example,
has
agencies
down
in
Iroquois.
They
have
agencies
here
in
Kankakee.
They
may
have
agencies
in
Will
County.
We've
got
Riverside
Hospital
here
in
Riverside
components
up
in
Will
County.
K
N
M
Efficient,
it's
effective,
it
will
be
able
to
it's
efficient
and
it's
effective,
we'll
be
able
to
measure
our
outcomes
as
a
county
and
that's
very
important
to
us
to
know
how
we're
doing
and
how
we
can
do
better
every
day.
So
all
the
agency
needs
is
an
internet
connection,
a
device
and
a
browser,
a
Google
whatever
and
I,
don't
know
if
you
caught
on
the
little
video
there's
also
an
app
application.
M
N
K
Well,
I,
don't
know
we
haven't
you
know
within
a
day-to-day
today.
You
know
obviously
we're
dealing
with
clients
that
would
come
into
the
health
department
for
our
services
and
then,
if
through
an
interview
process
or
a
comment
that
they've
made,
we
feel
that
there
is
a
a
service
that
they
would
need
that
we
do
not
provide,
but
we're
going
to
offer.
You
know,
go
down
the
street
here
or
here's
a
Carter,
here's
a
phone
number.
No,
we
we
don't
I
mean
they
will
give
us
what
we
need
for
the
service
that
they
want.
K
After
that,
we
lose
connection
when
they
leave
the
building
and
and
vice
versa,
if,
if
you're
sending
them
to
the
health
department,
you
you
won't
know
if
they
ever
made
it
or
not.
Currently,
currently
this
system
will
they
are
a
client
of
ours.
We've
got
their
information,
there's
a
service
that
they
seem
to
need
substance,
abuse
for
example,
so
we
send
them
off
to
we
just
put
them
in
the
portal
and
then
Somewhere
Out
There
is
a
substance
abuse
facility
that
provides
that
service
and
they
will
grab
that
individual
and
take
them
into
their
system.
K
It
is
you
know,
we
see
it,
you
would
see
it
so
the
system
knows
whether
that
person
has
been
helped
or
not,
and
and
as
they
talked
about
the
seeds
here
when,
when
you've
put
somebody
into
the
system,
there's
a
seed
when
you've
pulled
them
into
the
the
symbol
is
a
seed
when
you've
pulled
them
into
another
agency,
then
the
symbol
on
the
computer.
M
Formed
consent
that
informed
consent
gives
permission
to
share
your
information
based
on
the
needs
that
are
identified
with
a
specialist
or
whoever
another
resource.
So
I've
not
known
anyone
to
ever
say
no,
don't
take
care
of
the
needs
that
I've
identified,
but
it
could
come.
A
Thank
you,
Miss
Weber,
Mr,
chairman
wheeler.
Thank.
F
You
with
this
and
I
believe
the
next
request.
It's
important
that
we're
not
funding
out
of
County
agencies
I
want
to
make
sure
that
the
committee
knows
that
I
know
that
Mr
Weber
just
said
that
you
know
we
could
be
connected
out
of
County
Services,
but
we,
this
is
the
funding
that
the
board
has
determined
is
for
our
residents
and
for
our
Continuum
and
our
for
service
providers.
F
And
if
there's
not
somebody
here
locally,
I
would
expect
that
they'd
be
connected
to
it
and
I
I
could
think
of
a
couple
things
that
actually
apply
there.
But
it's
our
intent
not
to
create
competition
with
other
counties
over
Client
Services.
A
Thank
you,
Mr
Hess
thank.
O
You
chairman
I'm,
looking
at
this
request
and
if
you
take
that
75
000
times
a
3.5,
you
come
up
with
262
500.
O
K
Chairman
wheeler
I'm,
not
sure
I,
didn't
see
that
document
until
last
Friday
in
regard
in
regards
to
the
ask
on
the
amount
I
do
know
that
it's
the
16
000
startup
fee
after
that,
without
having
met
with
Kansas
and
you
know,
moving
forward
through
the
process
of
you
know
getting
the
launch
and
everything
set
up
in
regards
to
what
exactly
the
monetary
needs
would
be
so,
as
I
saw,
that
document
I
was
looking
at
it
as
a
an
approximate
but
I'm,
not
sure
I
I
wasn't
involved
with
that
document.
F
The
the
all-in
number
includes
benefits,
Mr,
Hess,
and
so
the
actual
cash
outlay
is
what
we
would
authorize
is
the
245
and
then
the
rest
of
the
would
you
say,
75
all
in
that
would
be
base
pay,
plus
benefits,
so
we're
just
accounting
for
the
base
pay.
Here
the
benefits
come
out
of
a
separate
pool
of
money.
F
H
K
We
we
have,
we
actually
have
an
opening
or
or
we
have
a
position
where
we
just
had
an
individual
leave.
That's
in
that
department
that
could
work
within
this
system.
So
again
it's
a
web-based
thing.
So
it's
an
individual
at
a
desk
who
can
get
into
the
computer.
Everybody
else
that's
tied
into
this
would
be
the
agencies
that
have
agreed
to
hook
up
at
no
cost
to
them
other
than
their
employees.
Time
spent
you
know
working
within
the
system
for
their
needs.
So
yes,.
K
We
would
sort
of
be
overseen
and,
and
the
the
lead
champion
is
how
this
this
system
calls
it.
So
we
we
are
suggesting
that
we
could
be,
and
we
are
excited
to
want
to
be
the
the
lead
champion
here.
We
feel
that
it's
a
good
fit
within
the
community
with
the
community
health.
We
you
know
when
we
talk
to
Kansas.
She
was
excited
because
our
community
already
is
ahead
of
many
other
communities
without
even
looking
at
Iris.
K
Just
because
of
you
know
this
partnership
that
we
have
the
collaboration
that
we
have
over
the
years
that
we've
had
looking
at
the
health
that
we
do,
and
you
know
just
the
great
interaction
between
the
County
government,
the
city,
governments,
The
Village
governments
and
then
the
the
communities
that
we
have.
The
problem
is
within
all
our
silos.
When
I'm
talking
to
you,
you
see
me,
you
hear
me,
nobody
on
the
street
knows
what's
going
on
right
now.
This
Iris
will
help
tie
that
together.
J
K
Sure
anybody
and
everybody
would
be
welcome.
You
know
we
definitely
have
a
relationship
with
the
regional
superintendent
and
you
know,
and
and
they
are
part
of
the
map
steering
committee-
that's
what
that
is.
You
know
we
have
reached
out.
We
would
love
to
have
other
school
superintendents
and
we've
invited,
but
you
know
everyone's
busy,
so
these
individuals
have
assisted
and
helped
in
the
past
and
continue
to
others
are
definitely
welcome.
It's
it's
not
inclusive.
K
F
Just
to
to
kind
of
answer,
tinker's
question
there
we
kind
of
talk
about
how
this
could
play
out
and
I
could
see
a
situation
and
others
could.
Where
there's
a
parent-teacher
conference
going
on
something
is
identified
and
the
teacher
could
get
right
in
there
and
make
a
referral
over
to
if
it's
a
transportation
issue
after
school
to
get
to
the
extracurricular
activities.
Do
you
want
to
go
in
with
this
or
it
could
be?
There's
bullying
problems
within
the
schools?
The
kid
wants
to
talk
to
somebody
there's.
L
F
Different
kinds
of
things
that
can
happen
within
that
Realm
of
the
Parent-Teacher
relationship,
the
key
would
be
that
we've
trained
the
trainer
if
you
will
into
that
school.
So
these
teachers
know
that
this
exists
and
it's
just
a
a
CL,
a
point
and
click
away
on
helping
out
these
students
with
their
parents
and
obviously.
E
Again,
as
I
read
this,
this
is
a
monster
program.
Really
it
is,
and
I
was
just
thinking
some
other
ways.
I
know
that
this
meeting
is
is
available
as
well,
but,
and
you
thought
about
I,
I,
see
and
and
Amy
talked
about
collaboration.
E
Had
you
thought
about
maybe
even
presenting
this
at
a
chamber
meeting,
also
at
the
economic
Alliance
of
Kankakee
County,
and
also
putting
this
on
on
Channel
4
on
Comcast
I
mean
this
stuff
is,
is
phenomenal
and
it's
it's
just
and
I
don't
know
if
there
are
enough
superlatives
to
even
describe
this
information.
The
potential
that
you
guys
are
articulate
probably
need
to
take
this.
Your
presentation
on
the
road.
E
It's
it's
really
candidly
government
funded
something
that's
going
to
benefit
the
107
000
people
in
our
in
our
County
and
even
more.
K
Yes,
definitely
first,
we
would
oh,
if
that's
the
case,
for
today,
we
would
need
a
yes
and,
and
then
we
can
definitely
start
having
those
conversations
can
I
have
a
motion
to.
A
Approve
can
we
get
a
unanimous
second
okay
motion
by
Mr
Hunter?
Second
unanimous?
Second,
any
discussion
from
the
committee,
if
not
all
in
favor,
say
aye
I'll,
post
motion
carries
yeah
I'll
combine
and
improve.
K
Okay,
just
two
more
things:
Andy
I
want
to
thank
you
for
bringing
this
to
our
attention.
You
know
you,
you
looked
into
this
last
fall
and
as
we
had
these
conversations,
you've
been
very
helpful
and
Mrs
Polk
and
Andy
will
send
you
an
email,
the
folder
that
we
had
but
I
think
Andy.
You
probably
have
a
lot
of
this
already,
but
just
in
case
we'll
we'll
send
it
to
you
again
and-
and
thank
you,
everybody.
A
You
next
is
United
Way,
chairman
wheeler,.
F
Yes,
you
see
a
letter
in
there
for
the
United
Way.
The
evaluation
team
recommends
the
approval
of
75
445
dollars
in
disbursement,
upon
approval
by
the
full
board
on
a
reimbursement
basis
for
this
United
play
Slash
Health
Department
partnership
project-
if
you
will-
and
the
reason
it's
not
the
full
80
000
445-
is-
is
that
the
indirect
costs
we're
pulling
that
out
as
something
that
should
be
absorbed
by
the
continuum.
F
So
75
445
is
something
that
you
know.
As
we
mentioned
before.
This
evaluation
team
does
get
the
red
pet
out,
and
this
is
one
example
of
that
we've
had
conversations
with
health
department
and
directly
with
the
United
Way
John
I
would
say
that
we're
in
a
good
place.
Would
you
agree
with
that?
Ednod
I
can
see
the
back
of
your
head
on
the
video
United
Way
proposal.
F
F
Just
if
you
wanted
to
speak
briefly
to
the
the
United
Way
proposal
and
how
they're
going
to
interact
the
health
department-
and
you
know
just
real
briefly,
if
you
had
a
summary
of
that,
the.
F
F
Yeah,
it's
the
is
it
United
Way
employee
that
was
going
to
be
over
at
your
school
over
at
the
health
department
project.
K
Originally
yeah
the
the
health
department
was
going
to
allow
a
United
Way
employee
to
park
at
our
our
building
to
do
the
intent
of
of
what
this
Iris
program
that
we
just
discussed
will
also
accomplish.
I,
don't
know
at
this
point
if
they
were
continuing
to
want
to
do
that
with
the
discussions
that
had
happened
with
the
interview
team,
the
health
department
was
just
a
collaborative
effort
in
regards
to
allowing
the
space
of
of
our
community.
K
However,
we
can
reach
out
to
them
and
discuss
the
components
of
that
if
the,
if
that
Grant
is
still
in
play,
they.
F
K
A
A
A
Thank
you
any
any
other
comments
or
questions.
If
not
all
in
favor,
say
aye
opposed
motion
carries
next
up.
Is
fortitude
chairman
wheeler.
F
About
three
weeks,
maybe
a
month
ago,
we
had
sent
the
letter-
I,
don't
know
if
it's
dated
in
your
packet
or
not
I'm
scrolling
to
it.
F
But
we
sent
a
letter
to
fortitude
the
the
recommendation
that
was
going
to
come
from
the
evaluation
team
was
is,
since
we
had
a
a
a
rule
that
we
established
at
the
very
beginning
that
we
weren't
going
to
do
brick
and
mortar
projects
as
a
as
a
rule,
a
principle
there
had
to
be
a
very
mitigating
circumstance,
much
like
the
sewers
backing
up
at
Hopkins
Park
to
help
out
somebody
in
that
manner.
F
We
did
deny
everybody
who
was
looking
for
Brick
and
Mortar
from
the
county,
because
that
wasn't
our
policy.
F
We
found
that
everybody
would
be
coming
to
us
for
their
brick
and
mortar
projects
and
amazingly,
it
still
happened.
So,
in
this
case,
we'd
sent
a
letter
and
it's
in
the
in
the
packet
that,
even
though
we
can't
do
the
hundred
and
fifty
thousand
dollars
per
policy
for
the
brick
and
mortar
of
the
shelter,
we
would
be
able
to
do
75
000
per
year
in
advance
to
be
used
for
day
programming
for
the
shelter
It's.
A
combination
we
just
didn't
want
to
pay
to
House
people.
F
We
wanted
to
help
alleviate
the
problem
of
homelessness
instead
of
just
a
a
housing
program,
while
apparently
a
day
before
yesterday,
fortitude
decided
that
they
do
not
want
to
build
a
building
in
Kankakee
and
so
I.
My
recommendation
is,
is,
and
they
were
saying
how
they
didn't
do
day.
F
Programs
now
they're
saying
that
that's
what
they're
going
to
do,
I'm
asking
the
committee
and
if
the
recommendation
of
Team
feels
the
same
way
just
table
this
indefinitely
until
they
figure
out
what
they
want
to
do,
because
we
didn't
deny
anything
which
was
a
falsehood
that
they
were
sharing.
We
they
knew
at
the
very
beginning
that
we
were
not
going
to
do
brick
and
mortar,
but
we
still
thought
that
there
was
a
valuable
piece
of
their
puzzle
that
was
missing,
which
was
day
programming.
F
They
apparently
didn't
feel
that
way,
but
now
may
feel
that
way.
I
don't
know
where
they're
at
so
I
would
just
say
to
the
committee.
If
you
feel
appropriately
table
it
indefinitely
is.
F
A
Record:
okay
I
want
to
make
a
comment
really
quickly
and
I'll
go
to
you
Mr
Hunter.
Yesterday
they
went
ahead
and
did
a
press
release
fortitude
and
the
page
two
of
that
press
release
and
I
read
it
this
morning,
which
I
thought
was
very
to
me
personally
unfortunate.
They
went
ahead
and
said
the
150
000
arpa
Grant
from
Kankakee
County
within
the
last
several
weeks
weeks.
In
order
to
received
a
word
that
neither
Grant
has
been
approved.
A
E
I
I
think
I
was
going
to
ask
for
you
chairman,
as
where,
as
well
as
chairman
wheeler,
to
address
the
multiplicity
of
misnomers
that
were
articulated
in
the
press
release
as
well
as
the
if
you,
those
of
you
who
have
the
opportunity
to
take
a
look
at
the
the
Committee
of
the
Kankakee
city
council,
Committee
of
the
whole
Monday
night.
In
terms
of
what
Don
had
indicated
there,
there
was
filled
with
riddled
with
misinformation
and
errors
regarding
blaming
us
is
blaming
the
city
of
Kankakee.
E
We,
you
know
candidly
had
indicated
evaluation
team
from
discussing
with
the
chairman
of
this
committee,
the
chairman
of
the
County
Board,
the
evaluators
had
never
at
any
point
said
we
were
not
going
to
allocate
funds,
as
as
the
chairman
wheelers
indicated,
what
we
were
concerned
about
and
I
can
personally
attest
to
this.
E
When
I
would
have
Hispanic
partnership
in-person
meetings
over
at
the
library
at
nine
o'clock,
there
would
be
a
line
going
into
the
library
and
I'd
be
one
of
which,
as
well
too,
with
individuals
who
some
of
the
clients
from
fortitude
waiting
to
get
into
the
library,
the
cold
Etc
disheveled
hungry,
and
we
realized
that
that
day,
programming
needed
to
be
done
and
that
that's
one
of
the
recommendations
that
we
had
tied
to
the
purse
strings
in
terms
of
the
funds
that
chairman
wheeler
indicated
additionally
I
know,
chairman
wheeler
had
discussed
this
with
mayor.
E
Curtis
I
had
a
discussion,
a
discussion
with
mayor
Curtis
yesterday
regarding
his
sentiments
and
feelings,
addendum
feelings
on
the
committee
of
the
whole,
with
the
Kankakee
city
council,
I
talked
to
Alderman
Reggie
Jones
I
talked
to
Alderman
Baron
I
talked
to
Lance
marzak,
who
are
aldermen
on
the
Kankakee
City
Council.
E
They
were
taken
aback
as
well
too
in
terms
of
what
the
position
of
fortitude
is
now,
so
you
know,
you've
you've
had
other
communities
willing
to
allocate
resources.
Of
course,
you
know
laying
that
stuff
at
the
city
of
Kankakee
in
terms
of
fortitude's
project,
so
I
concur.
You
know
with
you
guys
in
terms
of
what
you
want
to
do
on
this,
but
at
no
point
at
no
point
and
had
we
decided
not
to
allocate
funds
towards
fortitude.
H
A
C
C
Oh
okay,
no
I
was
saying:
let's
table
it
until
they
decide
exactly
what
they
want
to
do.
Okay,.
A
P
Excuse
me
I
just
want
to
say
up
front
I
spent
a
few
days
last
at
the
end
of
last
week,
at
a
mental
health
conference
for
Dwayne
Dean
bear
Behavioral,
Health
and
I.
Think
the
the
iris
program
would
be
something
that
would
be
awesome
to
be
involved
in
with
Duane
Dean,
so
I
see
the
benefit.
E
Your
representation
internationally
not
only
and
I
I,
think
chairman,
no
really
literally,
you
guys
may
recall
that
and
I
know
chairman
Wheeler's
aware
that
that.
B
E
Dwayne
Dean
Family
Services,
they
were
applauded
internationally
at
Vienna,
Austria
I
think
it
was,
and
this
is
an
adjunct
to
what
what
you
did
in
Mexico
City
last
week
and
I
mean
you
put
us
on
the
on
the
map
and
we
really
appreciate
your
efforts
and
your
representation.
Thank.
P
You
Steve
Mr
Hunter,
so
in
terms
of
treasure
duties,
tax
extension
looks
like
it's
going
to
be
finished
in
the
next
couple.
P
Days
is
what
I'm
hearing
from
the
clerk's
office,
which
is
ahead
of
schedule,
which
is
awesome,
and
we
have
agreed
with
our
vendor
to
a
May
21st
in
the
mail
date
for
tax
bills,
with
a
I'll
look
but
it'll
be
on
the
website
around
the
what
around
the
28th
of
June
due
date
for
the
first
installment
somewhere
in
there
I'm
sorry,
I,
don't
have
the
exact
date.
It
definitely
will
be
on
the
website,
so
things
are
moving
along.
P
We
still
continue
to
get
more
and
more
tax
prepayments,
which
we
couldn't
be
happier
about
Steve.
It
seems
like
a
long
time
ago
since
we
needed
an
early
distribution,
so
hats
off
to
your
department.
I
think.
That's
all
we
have
just
so.
Everybody
knows
it'll
be
first
installment
mobile
home
taxes.
Second
installment,
that's
the
way
it
goes.
P
Second
installment
will
be
right
around
probably
the
third
Wednesday
or
Thursday
after
Labor
Day,
so
everybody
will
have
significant
amount
of
time
to
pay
their
taxes
and,
of
course,
I
say
it.
Every
year,
remember,
you
can
pay
them
at
a
drive-through
bank
and
you
don't
have
to
be
a
member
of
that
bank.
P
The
only
bank
that
we
don't
that
doesn't
take
taxes
in
this
County
is
PNC
as
a
result.
I
do
know
business
with
PNC
and
I'll
continue
that
position
until
they
take
taxes.
P
So
remember
people
who
listen
to
this
and
you
can
tell
your
constituents
it's
fine
to
come
in
and
see
us.
You
can
mail
can
pay
online,
but
you
can
go
to
a
bank
and
your
receipt
is
as
your
payment.
You
know
your
check,
you
made
a
payment,
you
have
a
check,
that's
your
receipt,
so
I
would
encourage
everybody
to
look
at
all
the
options
and
I'd
entertain
any
questions.
P
A
Next
up
is
the
auditor's
office.
Again,
nobody
from
the
auditor's
office
has
been
1126
days
since
the
auditor
has
been
before
this
committee
and
the
auditor
has
collected
a
salary
for
not
showing
up
for
214
316
dollars.
So
just
so
this
committee
knows
next
up
is
the
bid
release
for
evidence
carts
through
the
State's
Attorney's
office,
questions.
Q
A
So
motion
by
Mr
Huss
second
by
Mr
Swanson,
any
any
discussion.
A
F
I've
got
this
as
much
as
we've
got
this.
It's
it's
odd
that
we
have
to
approve
the
contract.
John
has
all
the
terms,
but
apparently
I'm
just
a
necessary
signatory,
even
though
they
have
their
own
board
and
we're
not
part
of
the
negotiations
and
they're
not
paid
out
of
the
county
coffers.
They've
come
out
of
the
health
department
coffers,
but
the
lawyers
tell
me
that
we
have
to
pass
it
here
so
I'm
listening
to
the
lawyers
Mr,
we
need
to
vote
on
it
here.
Excuse.
K
I
I'm
just
here
to
answer:
if
there's
any
questions
specifically,
we
have
recently
gone
through
negotiations
with
the
afsme
is
the
union
that
represents
the
health
department
staff.
K
That
is
it's
a
very
similar
contract
in
regards
to
the
the
yearly
salary
increases
as
to
what
was
passed
for
the
circuit
clerk
I
believe
because
they
are
also
afscme
and
then,
as
Andy
said,
this
is
just
kind
of
the
way
it's
always
been
done
originally
has
you
know,
had
its
final
approval
and
need
signature
from
County
board,
chairman
and
individuals
on
the
ratification
side.
B
Dragoff
aye
Mr
Fairfield
Mr
Hess
Miss
Polk,
Miss,
Weber,
aye,
Mr,
Swanson,
aye,
Mr,
featherling,
aye,
Mr,
Dental,
Mr,
Miller,
Mr
long
aye,
Mr,
Hunter,
aye,
Mr,
Wheeler
aye
motion
carries.
F
A
L
F
Happened
late
in
the
day
yesterday
and
we're
finishing
up
today,
kccsi
was
out
of
money
for
their
Housing
Voucher
Program
and
obviously
we
which
belays
a
prior
statement
made
by
a
press
release.
We
actually
do
care
about
the
the
homeless
and
those
at
risk
in
the
community.
F
So
we
we
had
already
approved
33
333
a
year
for
vouchers
that
the
we
were
not
ready
to
distribute
I,
went
ahead
and
executed
an
mou
with
kccsi,
so
they
agree
to
our
terms
and
Steve
is
working
on
getting
that
check
cut
with
witness,
so
they
can
not
save
people
from
being
either
evicted
or
getting
into
their
their
properties.
And
again
those
are
for
Kankakee
County
residents,
so
I
thought
I
should
let
the
committee
know,
even
though
you've
already
approved
this.
