Description
Finance Committee Meeting 11/19/2020 10:00AM
A
D
B
A
Thank
you.
We
have
no
request
for
a
public
comment.
There's
no
one
present
to
make
comments.
We
have
no
presentations
to
make
we'll
move
to
approval
of
the
minutes
october
29th
minutes
mr
hess.
A
Hang
on
a
minute
just
a
minute,
I
didn't
get
your
icon.
C
A
C
E
B
E
F
Good
morning,
everyone,
the
first
group
that
we
look
at,
is
the
sales
tax
income
tax.
All
of
those
the
sales
tax
report
this
month
shows
quite
a
change
from
the
previous
year,
but,
looking
back,
I
believe
we
had
an
adjustment
come
in
from
the
state,
so
that
might
be
throwing
off
the
year-to-year
analysis.
I
would
like
to
turn
your
attention
to
the
last
four
months
and
how
consistent
the
sales
tax
has
been.
F
So
I
think
that's
a
positive
in
light
of
everything
going
on
so
just
a
little
different
perspective
than
you
know
what
the
report
is
showing
there
and
then
to
connect
to
that.
If
you
look
at
where
the
bradley
bourbon
a
city
king
key
comes
in,
you
know
the
net,
basically,
the
net
of
all
those
is
pretty
flat.
F
You
know
the
three
of
those,
so
I
think
our
change
has
something
to
do
with
an
adjustment
from
prior
year,
which
then
throws
off
the
year-to-year
percentage
and
and
look
at
as
far
as
the
way
this
report
is
lined
up.
So
stop
me:
if
there's
any
questions
use
tax
continues
to
come
in
at
a
very
nice
pace.
F
G
F
We're
really
conservative
with
sales
tax
and
actually
conservative,
but
showing
a
positive
trend
for
use
tax,
but
on
a
more
conservative
you
know
positive
trend
there.
Okay,
thank
you.
F
Yeah
now
somebody
has
a
question:
it's
pretty
straightforward.
I
don't
have
a
lot
to
add
right
now,
right
now,
I'm
still
looking
at
working
on
and
obviously
with
you
know
the
uptick
and
change.
You
know
this
is
a
month
a
month.
You
know
with
estimates
and
how
things
are
rolling
in
here.
So
I
will
bring
back
fy21
here
next
month
going
through
and
just
making
sure
all
the
trends.
You
know,
I'm
comfortable
with
all
the
trends
and
watching
it
closely
here
so,
but
just
open
up
for
any
questions.
A
A
B
A
C
C
E
B
E
A
G
A
C
C
B
C
A
F
Yes,
this
resolution
kind
of
gives
us
authorization
for
the
entire
year
as
the
ebb
and
flow
of
cash
happens
and
when
we
need
to
end
up
on
borrowing
and
not
so
that
changes
on
a
daily
basis
depending
on
deposits,
payroll
timing,
ap
timing,
those
types
of
things,
so
I
included
the
resolution
for
those
that
are
new
to
this.
So
they
could
see
the
language
and
then
we'll
ask
the
state's
attorney's
office
to
update
it,
update
all
the
dates
and
everything
to
reflect
that
fiscal
year
21.
F
A
C
E
B
E
A
The
tax
year,
2020
levy
request,
have
a
copy
of
that.
Is
there
a
motion
to
approve
that
mr
siroi?
Is
there
a
seven.
F
Sure
yeah,
I
can
give
you
the
highlights
of
it
yeah
for
the
counties
for
this
property
tax
levy,
request
process,
there's
really
two
main
components
that
go
into
this
calculation
every
year.
F
For
the
eav
portion,
the
county
assessment
office
estimated
that
the
change
to
the
county's
tax
district
eav
will
be
approximately
3.4
percent,
so
for
tax
in
districts
like
the
county
that
fall
under
the
p-taylor
tax
cap
law,
it
limits
attack
taxing
district
increase
to
changes
in
the
ab
new
construction
or
cost
of
living
percentage
changes
which
are
set
by
the
state.
So
when
we
calculate
the
draft
detail
model
with
these
and
other
the
other
calculations
that
go
into
it,
we
come
up
with
the
number
before
you.
F
So,
if
you
look
at
the
page
on
and
the
rest
of
the
percentages,
you'll
recall
when
we
were
discussing
and
passing
the
general
fund
budget
the
last
month
here
with
financing
on
the
full
board
that
it
was
really
tight
with
no
contingency
in
the
general
fund.
So
the
amount
and
the
percentage
that's
represented
here
is
the
amount
that
it
took
to
keep
the
general
fund
balanced
for
fy
21
along
with
working
and
keep
the
other
funds
balanced
as
well.
So
so
the
total
amount
summary
for
the
change.
G
You
thank
you,
mr
chairman.
I
just
to
to
call
it
out,
and
I
was
really
close
to
the
former
chairman
and
we
had
a
lot
of
internal
discussions
on
this,
but
the
just
to
call
out
that
the
vac
we
were
honoring
our
agreement
to
still
increase
the
amount
of
money
that
we
we
are
sending
them
via
the
tax
levy.
It's
at
4.3
percent.
G
A
C
C
B
E
A
C
A
Peyton
seconds,
let's
go
ahead
and
have
a
roll
call
vote.
Please.
A
A
B
A
A
All
right,
although
the
treasurer
wasn't
able
to
be
here,
if
there's
any
questions
we
want
to
pass
on
to
my,
we
could
state
those
and
they
could
be
passed
on.
Mr
weiner.
G
A
One
for
those
recommended
not
recommend
for
approval
that
motion
carried.
We
had
a
second
vote
for
monthly
claims
report
that
vote
carried.
Thank.
G
A
A
If
you
want
to
look
at
anything
more,
you
could
also
check
the
the
report
on
the
video
from
criminal
justice.
D
A
D
I'm
here
for
any
questions
I
mean
you,
you
said
it
best
steve.
It's
we
covered
a
lot
at
the
criminal
justice.
I
don't
want
to
really
have
to
repeat
for
those
that
heard
it
the
first
time
but
be
happy
to.
A
I'm
not
seeing
anybody
speak
up
right
away
with
questions
so
they've
all
probably
seen
the
video
in
terms
of
criminal
justice,
yep.
B
A
A
A
A
G
Six
figures:
if
we
have
a
conflict
of
of
a
state's
attorney
not
being
able
to
handle
like
a
murder
case,
or
something
like
that,
we
can
call
somebody
in
from
the
appellate
prosecutor's
office
and
they
can
handle
it
for
us.
So
that's
that's
just
the
the
genesis
of
it.
A
E
B
E
A
A
Authorizing
the
county
board
chairman
to
sign
an
agreement
with
alfred
ronan
through
november
30
2022.
A
G
If
the
board,
if
the
board
wants
to
know
now
and
those
that
would
hopefully
watch
this
before
the
full
board
meeting,
we
engaged
mr
ronan
and
through
his
efforts
and
the
work
of
our
our
assisting
our
legislators,
but
really
it
was
it
was.
G
He
was
key
in
getting
us
included
in
the
capital
bill
for
our
road
work
projects
at
the
corner
of
route,
50
and
armor
road,
which
is
still
set,
hopefully
to
be
led
at
the
end
of
next
year,
with
the
with
the
hopkins
park
pipeline
project,
he's
been
instrumental
in
keeping
that
information
going
and
making
sure
that
we're
at
the
forefront
of
every
discussion
when
it
comes
to
that
type
of
infrastructure
project
and
then
also
with
this
new
legislative
session
coming
up,
because
obviously
we
have
a
new
state
rep.
G
Our
state
senator
has
has
been
elected
to
partner
with
them
over
the
next
two
years,
because
that's
the
term
to
make
sure
that,
as
things
tighten-
and
we
know,
they'll
tighten
here
with
the
the
failure
of
the
air
quote-
fair
tax
end
quote:
money
is
going
to
be
really
tight
and
the
the
cook
county
that
people
have
to
know
that
they
spend
tens
of
millions
of
dollars
on
lobbyists
to
make
sure
they
they
get
their
share.
We
need
to
be
at
the
table.
I
would
highly
recommend
this
to
the
board.
G
This
is
not
a
time
to
run
away
from
us
trying
to
get
our
share
of
what's
down
there
well
yeah,
and
it
is
the
csl
entrance
exactly.
That
was
another
thing
to
keep
the
pressure
on
and
make
sure
that
we
had
that
the
new
entrance
to
csl
these
road
projects
take.
It
took
us
20
years
to
get
bourbon
a
that
that
bridge
and
that
exit
on
57.
G
G
We
were
hoping
and
I've
been
a
little
bit
out
of
the
loop,
but
we
were
hoping
with
district
3
and
ottawa
conversations
that
that
could
be
let
potentially
be
done
at
the
same
time,
they're
doing
the
bridge
over
the
railroad
tracks
on
harbor
road
kind
of
like
pulling
the
band-aid
off
at
once.
If
it's
going
to
be
tore
up,
might
as
well
tear
it
off
all
at
once.
G
One
lane,
you
know
going
each
way,
so
we
were
hoping
to
get
that
bid
let
in
the
spring,
but
the
engineering
was
coming
close
and
then
there's
land
acquisition
and
then
utilities
and
other
things
involved,
but
mark
rogers
and
I
were
staying
on
it,
obviously
for
for
quite
a
while
and
we're
just
waiting
for
district
three
to
get
done.
But
that
was
the
hope.
Okay,.
G
A
There
are
two
separate
projects.
We
have
to
keep
in
mind
one
the
overpass
project
and
one
is
the
interchange
in
terms
of
armor
road,
yep,
okay,
that
helps
clarify,
in
my
mind,
any
other
discussion
on
this.
Mr
chairman,
yes,
mr
hunter.
E
Thank
you
very
much
state
representative
elect
haas,
I'm
sure
at
some
particular
point
that
you
and
senator
joyce
will
probably
come
before
the
entire
county
board
and
listen
to
some
of
the
concerns
that
we
have
and
I'm
sure
that
there'll
be
ongoing
discussions
without
ronin
in
terms
of
what
our
capital
needs
are
and
any
other
kind
of
needs.
We
may
require
not
only
you
know,
for
the
county,
but
you
know
for
the
entire
79th
and
40th
senatorial
district.
E
E
You
know
we're
going
to
come
with
hat
in
hand
in
terms
of
some
of
the
operational
needs
and
capital
needs
fiscal
needs
that
all
of
us
want
and
desire
and
aspire
to
obtain.
So
welcome
to
the
state
role
in
terms
of
what
you'll
have
to
contend
with,
because
you
know
in
light
of
covet.
You
know
all
the
governmental
units
are
in
dire
need
of
assistance
and
partnership
from
from
the
state
and
federal
government.
A
A
E
A
A
motion
would
be
in
order.
Mr
hess
motion
to
adjourn.
Is
there
a
second
second,
mr
zero?
Eight
seconds?
All
in
favor
of
the
motion
say:
aye
aye
motion
carries.
