Description
Finance Committee Meeting 7/28/2021 9:00 AM
A
B
B
C
Good
morning,
good
morning
my
name
is
malumba
bay.
I'm
here
I
live
in
pembroke
township
and
I'm
I
came
to
the
public
hearing,
for
I
think
it
was
safety
of
the
last
meeting
for
the
covet
funds
that
came
in
for
pembroke.
I
mean
for
well
yeah
for
pembroke,
but
for
the
county
of
kankakee,
and
I'm
here
to
request
that,
because
I'm
here
now,
because
I
know
that
the
what
I'm
requesting
is
going
to
end
up
at
the
finance
committee
so
and
I
wanted
to
bring
the
members
up
to
speed.
C
We
have
a
very
serious
issue.
That's
going
on
now,
where
there's
sewer
running
in
the
street
in
the
in
the
in
the
in
the
ditches,
because
the
lift
station
has
failed
and
we
need
two
pumps
and
we
just
basically
need
that
lift
station
up
done
up
redone
as
far
as
the
electric
and
everything
is
still
working,
but
it
needs
to
be
upgraded
during
this
time
of
of
of
covet
and
all
of
the
safety
issues,
and
that's
a
very
serious
issue.
C
That's
going
on
now
and
I'm
working
with
the
supervisor
to
put
together
proposals
to
get
it
done,
and
what
I'm
asking
now
is.
I
know
that
the
county
is
going
through
the
preparing
to
see
how
to
how
to
do
it,
because
if
it
was
thrust
up
on
you,
I
know
20
20,
some
million
dollars
is
a
is
a
big
infrastructure.
C
You
got
to
have
the
infrastructure
to
to
distribute
this,
to
distribute
it,
but
I'm
asking
for
an
emergency
to
be
declared
for
that
particular
issue,
because
it's
very
dangerous,
very
dangerous
so
and
I'm
working
and
again
I'm
working
with
the
township
supervisor
to
basically
address
that
issue
itself.
So
basically,
what
I'm
asking
on
behalf
of
pembroke
and
the
township
supervisor
is
that
we
declare
that
an
emergency.
C
A
I
have
no
other
request
for
public
comment
and
seeing
none
we'll
move
on
the
minutes
of
june
23rd
have
been
distributed.
Is
there
a
motion
in
regard
to
that
mr
donnell,
to
approve
swanson
to
second
any
discussion,
if
not
all
in
favor,
say
aye
opposed,
nay
on
zoom
we
got
a
high,
so
we
move
to.
A
D
My
voice
was
not
caring
as
far
as
it
usually
does
so.
The
for
the
miscellaneous
report
you'll
see
sales
tax
came
in
very
strong
again,
especially
compared
to
a
year
ago.
D
We
have
well
exceeded
the
loss
that
we
saw
last
year
for
the
fiscal
year,
so
we'll
continue
to
watch
how
this
trend
goes
feel
free
to
stop
me.
If
you
have
any
questions.
Income
tax
continues
to
come
in
strong
as
well,
and
that
is
way
higher
than
the
average
averages
that
we've
been
seeing.
D
Pprt
also
came
in
has
been
coming
in
very
strong,
so
all
good
news
that
reynolds
went
up
this
month
as
well.
So
the
only
one
that
I
don't
have
an
explanation
for
is
why
use
tax
went
down
but
we'll
see
how
it's
not
a
yearly
negative
trend,
but
just
month-to-month
a
slight
downtick
there,
but
overall
we've
that's
been
continuing
to
go
up
as
well,
so
all
positive
news.
So
I
wanted
to
point
those
out
and
then
answer
any
questions.
If
there
are
any
normal
monthly
reports.
D
And
cash
flow
I'm
smiling
because
nick
did
the
distribution
we
have
cash
in
the
bank.
So
don't
have
a
lot
to
point
out
there.
We
opened
this
one
up
for
the
rest
of
the
year.
You
know
just
kind
of
showing
how
you
know.
We
estimate
how
the
the
rest
of
the
year
will
go
so
so
this
is
the
good
time
of
year
when
we
get
to
catch
up.
D
If
we're
behind
we're
behind
a
little
bit
on
a
few
claims,
but
just
managing
the
cash
to
make
sure
we
we
made
it,
but
we're
all
caught
up
now
and
we'll
be
able
to
stay
caught
up
and
and
manage
all
of
that
so
everything's
in
good
shape
as
far
as
cash
flow
right
now,
if
there's
any
questions
there.
D
Do
not
have
any
claims.
A
A
D
Yeah
there's
two
reports
in
the
packet
bundle,
95
and
0.98
r2
arpa
funds,
and
this
is
right
out
of
the
system
as
far
as
what
their
balances
are,
this
in
the
0.98
report,
this
doesn't
show
the
election
equipment
software
going
out
and
also
the
corner
equipment.
So
just
a
running
total
on
what
has
you
know
transat
transacted
so
far
the
board
has
approved
on
that.
So
just
want
to
we'll
keep
you
updated
as
we
go.
This
is
where
we're
at
right
now.
E
F
Now
correct
me,
if
I'm
I'm
wrong.
Thank
you.
Mr
chairman.
I
remember
chairman
wheeler
said
at
one
point
steve
that
he
was
going
to
you
guys
were
going
to
hire
a
person
to
oversee
the
arpa
funds.
Is
that
still
a
possibility.
D
D
Just
you
know,
be
ready
to
go
immediately,
so
the
amount
of
experience
and
stuff
that
we
have
we're
applying
to
this
because
of
all
the
federal
you
know,
the
guidelines
and
requirements
are
all
stuff
that
we
currently
do
with
our
federal
our
normal
grants
and
also
the
the
workforce
grants
so
we're
we're
we're
we're
still
assessing
it,
but
right
now
where
we
believe
that
we'll
be
able
to
absorb
it.
F
I
might
imagine-
and
I
appreciate
your
feedback-
I
might
imagine
when
these
various
proposals
come
in
and
and
the
chairman's
really
stressed
the
oversight
of
the
expenditures
of
the
funds,
how
they're
done
the
accounting
and
ensuring
that
they're,
not
misspent
as
he
is
harped
upon,
seems
like
that's
going
to
be
an
arduous.
I
guess
action
in
terms
of
overseeing
half
of
the
money
that
you
know
we've
been
allocated,
and
I
would
hope
that
you
know
efforts.
F
Strenuous
efforts
be
made
to
to
find
a
person
to
deal
with
that
because
I'm
sure
it
may
be
overwhelming
for
your
your
workforce.
Although
you
you
know
you,
you
guys
have
received
all
kinds
of
awards
and
so
forth,
and
it's
it's
almost.
You
know
sometimes
when
I
look
at
the
various
amounts
that
people
local
governments
are
getting
and
and
what
they
have
to
do
as
far
as
the
guidelines
and
oversight
seems
like
you're
trying
to
fight
muhammad
ali
with
a
one
hand
tied
behind
your
your
back.
D
Well,
I
appreciate
you
know
the
concern
and-
and
I
just
will
just
expand
on
you-
know
the
requirements
and
everything
there.
It
is
an
addition
too,
but
it's
not
new
for
us.
You
know
and
that's
the
thing
it's
it's
even
what's
new
is
trying
to
understand
what
it
all
can
be
used
for
yeah
we're
trying
to
absorb
that.
D
But
as
far
as
reporting
and
the
monitoring,
we
actually
do
monitoring
on
for
workforce
grants
as
as
well
so
a
lot
of
that
the
reporting
site
is
not
new,
the
the
the
site
that's
new
is
trying
to
interpret.
You
know
what
it
can
be
used
for
and
make
sure
that
we
don't
get
any
ourselves
or
anybody
else
in
trouble.
You
know
and
make
sure
we
filter
it
correctly.
So,
but
now
we
appreciate
it
we're
we're
monitoring
that,
and
you
know
monitoring.
You
know
how
this
could
flow.
D
D
Yeah,
the
other
very
positive
news
this
month
that
the
we
went
through
our
credit
analysis
and
the
county
was
upgraded
to
be
aa3
with
a
positive
outlook.
So
the
not
only
the
positive
movement
but
also
the
positive
outlook,
also
means
that
future
upgrades
are
possible
and
expected.
So
so
that's
all
very
good
news
included
the
report
for
you,
so
you
could,
you
know,
take
the
time
to
read
it
yeah,
you
don't
mind
going
to
the
first
graph.
D
The
first
graph
is
basically
what's
on
the
first
page
of
the
moody's
report.
You
just
lifted
it
off
to
maybe
make
it
clear,
then
the
black
and
white.
D
So
this
is
showing
general
fund,
as
well
as
the
other
operating
fund
balances,
and
then
the
line
is
the
available
fund
balance
as
a
percentage
of
revenue.
So
you
can
see
that
all
of
them,
you
know
of
of
from
the
dip
that
we
experienced
the
deepest
in
2015
all
the
way
up
to
2020.
So
that's
all
good
news
and
another
another
angle,
if
you
will
to
it,
that's
included
in
your
packet,
is
the
graph
of
the
three
major
fund
balances.
D
So
this
is
general
fund,
tort
and
pension
together
and
the
the
ride
that
it's
taken.
If
you
will
the
roller
coaster
ride
that
we
went
through
and
you
know
with
the
lines
depicting
each
fiscal
year
and
where
we're
at
so
in
a
graphical
sense.
These
two
graphs,
you
know,
represent
a
major
part
of
what
moody's
looks
at
and
the
change,
and
it
also
you
know
the
change
not
only
in
the
fun
balance,
but
also
cash
reserves
not
having
to
borrow
taws.
D
You
know
outside
having
to
go
to
outside
credit
to
just
to
operate,
and
then
you
know
the
other
important
question.
One
of
the
first
questions
that
we
had
was
what
has
been
the
primary
drivers
of
the
county's,
improved
financial
position
and
agenda
fund
and
other
operating
funds,
and
my
direct
answer
to
them
was
strong
eab
and
I
don't
know
if
some
of
you
remember
when
we
were
when
anita
and
I
did
a
imrf
presentation
when
imrf
changed
their
percentage.
D
D
So
the
the
eav
has
come
back
as,
as
has
similar
to
the
the
fund
balances,
a
strong
bed,
rental
program
and
strong
leadership,
and
you
know
I
want
to
congratulate
kind
of
the
chairman,
wheeler
and
sheriff
downey,
as
well
as
the
county
board,
all
the
other
electeds
and
appointments
and
really
everybody
at
every
level,
because
you
know
it
took
a
lot
to
get
out
of
that
hole.
D
You
know
it
took
a
lot
to
go
through
that
hole
and
took
a
lot
to
get
out
of
that
hole
and
and
the
other
real
important
thing
and
it
might
seem
minuscule
compared
to
what
this
graph
looks
like,
but
getting
through
fy20
and
kovid
and
how
we
responded
and
and
how
we
ended
up
with
a
positive
at
the
end
of
the
year,
made
a
major
impact
to
moody's.
D
So
we
adjusted
during
a
down
economic
downturn
and
we
came
out
with
a
positive,
so
that's
very
important
and
they
use
that
that
was
almost
important
to
them.
As
that
whole
trip
that
we
took
you
know
and
and
watching
how
we
react
to
that.
Go
ahead.
G
G
D
So,
just
to
finish
up
on
this,
if
there's
other
questions,
you
know
what
it
means
and-
and
you
know
the
plan
going
forward-
you
know
at
this
time
the
continued
growth
and
and
the
financial
savings
are
probably
the
two
things
that
jump
out.
You
know
for
me,
similar
to
like
your
own
personal
credit
rating
credit
score.
D
If
you
will,
when
you
go,
when
you
need
to
get
credit,
you
know
the
the
better,
the
score,
the
lower
the
cost,
and
so
this
will
lower
our
cost
of
borrowing
when
and
if
we
need
it
in
the
future
and
so
as
well.
As
you
know,
we
we
did.
We
did
talk
briefly
with
them
about
fiscal
year,
22
and
23,
and
some
of
the
plans
in
place.
D
You
know
that
they
are
aware
of
the
impact
that
we
have
coming
and
and
they
they
liked
that
we're
already
dealing
with
and
planning
for,
the
potential
change
with
the
dhs
ice
program
and
what
the
state
voted
to
do
with
that,
so
that
proactive
thinking,
responsiveness,
those
are
all
positive
things,
and
so
that's
why
we
were
ultimately,
our
credit
rating
went
up
and
then
also
with
a
positive
outlook.
D
So
even
with
that
change
down
at
the
state,
they
left
the
positive
outlook
and
and
the
upgrade
because
of
what
they
heard.
As
far
as
you
know
how
we're
reacting,
and
especially
even
with
the
coded
situation,
so
we
you
know,
that's
proof
that
we
did
react
and
then
we've
also
shown
you
know
and
discussed
how
we
are
reacting.
So
so
that's
that's
a
summary
of
that.
I'd
be
happy
to
answer
any
specific
questions.
You
know
if
anybody
has
any.
D
A
A
Mr
miller,
ms
parker,
all
in
favor
of
combining
and
proving
say,
aye.
B
H
As
steve
alluded
to,
we
did
make
our
first
distribution.
I
think
we
distributed
to
the
county
about
13.2
million
steve.
I
don't
think
even
called
me
one
time
which
was
unusual.
H
H
Second,
distribution
will
take
place
in
the
second
week
of
august,
that's
typically
a
small
distribution.
Third
distribution,
of
course,
will
be
large
again
because
that'll
be
after
the
final
due
date.
H
We
continue
to
encourage
people
to
use
alternate
sources
to
pay
their
taxes.
We
have
the
dropbox
outside
the
banks,
except
for
pnc
mail
online
and
last
we
have
in
person.
Of
course,
I
think
the
bit
of
good
news
that
I
have
so.
I
just
took
a
look
before
I
came
up
today
and
I
suspected
this,
but
this
confirmed
it.
A
F
Mr
hunter
yeah,
just
you're
gonna,
have
a
party
out
to
quality
in
in
terms
of
properties.
H
Books,
we
will,
of
course,
actually
the
trustee
runs
that
program
that
will
be
in
september.
It's
usually
around
the
16th.
I
don't
know
the
exact
date
today.
That's
where
we
will
sell
access
property
property
that
the
trustee
now
owns
will
dispose
of
it
and
books
will
be
available
in
my
office
for
sale,
listing
all
the
property
within
the
next
two
weeks
I
mean
they'll
be
able
to
be
purchased
from
my
office.
H
Thank
you,
but
yes,
we
will
have
that
and
the
tax
sale
is,
I
believe,
the
day
before
veterans
day,
which
would
be
wednesday,
the
10th
of
november
that'll
be
our
final
tax
sale
and
then,
following
that,
people
will
be
able
to
begin
to
pay
monthly
again
for
their
real
estate,
taxes,
which
continues
to
go
up,
and
I
think
this
year
we're
at
about
eight
million.
I
believe
online
payments,
so
it's
growing
every
year,
obviously
we'd
like
that
to
continue
to
grow.
A
It's
hard
to
ask
questions
when
the
news
is
so
good,
but
are
there
any
questions
we
simply
say,
as
mr
hunter
did
could
thank
you
all
right,
sheriff's
department
sheriff
downey.
I
But
good
news
is
good
news,
so
that's
good
just
quickly
on
the
on
the
monthly
update,
I
think,
most
importantly,
to
and
I'll
combine
a
couple
things
here
as
we
go,
but
just
to
give
you
an
idea
where
we're
at
population
wise
out
of
county-wise.
I
We
are
averaging
for
20
21.
215,
us
marshall
inmates
and
we're
averaging
30
ice
detainees,
so
that
totals
about
245
between
245
250
out
of
county
inmates
and
detainees.
I
We
are
back
to
accepting
those
inmates
that
are
that
they
choose
to
send
us,
so
we'll
continue
to
do
that.
A
couple
troubling
one
troubling
thing
not
to
bring
bad
news,
but
it's.
This
is
not
anything
that
hasn't
been
going
on
for
the
last
year
and
even
prior
really.
But
it's
been
talked
about
before,
but
the
domestics
that
are
occurring
in
our
county
are
atrocious.
I
They
are
literally
atrocious
every
day
you
look
at
our
custody
list
and
there
are
multiple,
multiple
inmates
who
have
been
arrested
for
domestic
battery
and
we
continue
to
work
with
our
local
social
social
service
agencies.
I
I
Well,
I
mean
obviously
there's
a
lot
of
things
that
can
contribute
to
it
and
especially
during
covid
people
were
confined
in
the
same
area,
for
I
think
that's
what
I
do
for
a
nuts
that's
a
lot
of
it,
but
as
but
but
we
haven't
seen
the
decline
since
we've
somewhat
opened
up.
I
That's
the
scary
part
yeah,
that's
the
scary
part,
while
it's
never,
okay,
that
being
confined
in
that
same
household
or
whatever
we
were
locked
down,
I
mean
contributed
to
it
a
little
bit,
but
once
we've
opened
back
up,
I
mean
it
hasn't
it
hasn't.
If
any.
If
it's
done
anything,
it's
continued
to
increase
so.
F
You
guys
may
recall
that
state's
attorney
roe
has
has
talked
about
the
escalating
numbers
of
domestics
and
I'm
sure
all
of
you
were
here
to
hear
the
comments
that
he
made
in
terms
of
the
reasons
why
the
people
confined
together
and
the
sheriff
says
it
hasn't-
really
declined
since
we've
opened
up
but
they're,
probably
residual
manifestations
of
you
know.
F
What's
what's
going
on
so
you
know,
that's
something
we're
going
to
have
to
contend
with
and
I'm
sure
the
sheriff
and
the
state's
attorney
are
on
it,
as
well
as
the
court
system
in
terms
of
those
numbers
going
up
and-
and
we
have
to
deal
with
it,
you
know
with
our
internal
systems.
I
Well
and
that's
a
great
point-
and
I
think
also
you
know-
you
should
know
that
responding
to
a
domestic
battery
call
is
probably
one
of
the
most
dangerous
calls
that
police
respond
to.
So
you
know
obviously
we're
cognizant
of
that,
but
you
know
the
more
calls
there
are
the
greater
opportunity
there
are
for
something
bad
to
happen.
So,
but
our
guys
do
a
great
job
in
de-escalating.
J
I
I
mean
there's
a
lot
of
ways
you
can
define
it.
I
mean
it's.
You
know
family
member
domestics,
it's
spouse,
domestics.
I
mean
there's
a
lot
of
it,
so
it
it's
really
a
mix,
so
it
it
and
that
what
leads
us
back
to
that
whole
being
confined
in
that
you
know
lockdown
time
frame
so
yeah.
It's
multiple.
I
mean.
There's
it's
not
just
spousal,
it's
family,
it's
parent,
child,
it's
sibling!
J
When
you
have
group
sessions
or
you
have
a
therapist
that
goes
to
the
house
or
a
social
worker
that
tries
to
interact
or
something
that's
all
through
a
state
right.
That's
not
due
to
county.
I
No
there's
there's
obviously
social
social
service
agencies
that
do
deal
with
those
a
lot
of
times
after
the
fact
yeah
or
I
mean
in
some
cases
people
do
benefit
from
those
agencies
prior
to
they
still
have
that
they
have
that
option
to.
You
know
before
that
ultimately
happens
so
yeah,
but
it
is
some
of
it's
funded
through
the
state.
Some
of
it,
like
everything
else,
funding,
has
been
reduced,
so
everybody's
working
on
working
more
for
less
resources.
K
I
Think
that
factors
into
it,
dr
polk,
I
really
do
there's
there's
a
lot
of
those
issues
out
there
that
you
know,
unfortunately,
haven't
been
identified
until
you
know
after
the
fact
so,
but
yeah
that's
definitely
a
one
of
the
issues.
That's
happening.
I
I
I
I
just
didn't
want
to
be
the
downer
to
all
the
good
news,
so
I'm
not
asking
for
money,
however,
something
you
should
know.
We
had
a
squad
car
lease
from
2017
that
has
paid
off
and
steve
correct
me.
If
I
misrepresent
this
in
any
way,
2019
the
squad
car
lease
will
be
paid
off
in
january
of
2022,
and
our
2020
lease
will
be
paid
off
in
june
of
2023..
I
I
I
bring
this
up
because,
obviously,
at
some
point,
whether
it's
the
next
criminal
justice
meeting,
we
will
be
asking
for
cars.
Here's
the
well
that's
a
great
point,
and
that's
my
next
point
right
now.
If,
if
you
recall,
I
don't
know
if
this
committee
was
made
aware,
but
we
lost
a
vehicle
back
in
october
or
november
of
2020,
it
was
one
of
the
storms.
I
I
I
Those
two
vans
will
be
paid
off
by
october
of
2022
we're
in
need
of
vans,
but
we
can't
find
them
and
don't
know
how
long
it'll
be
before
we
get
them
so
just
to
keep
the
committee
up
to
date
on
where
we're
at
with
that.
So,
no
I'm
not
asking
for
any
money
today,
but
just
to
just
to
keep
you
guys
advised
so
and
to
to
finish
off.
We
have
been
working
with
the
state's
attorney's
office
on
a
tow
ordinance.
I
I
I
It'll
be
closed
because
it'll
include
it'll
include
impound,
you
know
we
impound
cars
for
duis
it'll
include
impounds
for
atvs.
It'll
include
impounds
for
vehicles,
so
people
driving
not
a
revoked
license
or
suspended
license.
F
I
A
We
have
no
report
from
the
auditor's
office
again
and
I
don't
see
him
here
so
I
guess
well.
Is
there
any
other
business
that
needs
to
come
before
the
committee,
nothing
under
other,
mr
weider.
L
Thank
you,
mr
chairman.
I
thought
I
thought
I
should
mention
that
we
will
need
bids
on
repair
if
we
are
going
to
consider
helping
the
township
out
with
the
lift
pumps.
So
we
need
those
bids,
it
was
it's
been
a
week
and
a
half.
So
if
we
can
get
those
that
can't
be
an
emergency,
if
we
don't
have
the
bids,
you
know
so
just
saying
we
can't
act
if
we
don't
have
a
price.
A
Thank
you,
mr
payton.
Then
we'd
move
on
to
old
business
power,
washing
bid
update
last
such.
N
Good
morning,
hi
good
morning,
just
an
update
on
the
power
washing
we
opened
bids
at
last
month's
highways
and
buildings
committee
meeting
and
after
looking
the
the
a
the
bids
over
and
then
considering
you
know
where
I'm
at
with
my
budget
this
year,
the
chairman
and
I
have
had
multiple
conversations
regarding
that
work,
and
I
wanted
to
bring
it
to
this
committee
because
it's
certainly
financial
in
nature.
N
You
know
I'm
over
budget.
I
talk
about
it
every
time.
In
my
meetings,
I'm
probably
over
a
hundred
thousand
dollars
over
budget
right
now,
some
of
that
is
attributed
to
some
new
employees.
We've
got
ups,
a
new
ups,
that's
being
installed
out
at
jerome
combs,
that's
going
to
be
a
very
significant
expense.
We've
got
courthouse
renovations
that
are
on
the
horizon.
You
know,
so
I
I'm
not
disputing
that
the
old
jail
and
some
of
our
facilities
need
to
be
power
washed.
They
certainly
do.
N
I
think
the
timing
of
it
is
not
the
best
right
now.
It's
a
project
that
I'd
like
to
possibly
look
at
next
year,
depending
on
how
things
end
this
year
for
my
department.
But
I
guess
I
want
we
wanted
to
bring
it
to
this
committee
and
andy.
If
you've
got
anything
to
add.
You
know
just
kind
of
bring
you
up
to
speed
and
see
what
the
committee's
pleasure
is
and
if
you
agree.
L
Well,
while
I
don't
have
the
numbers
right
here
in
front
of
me,
it
was
there
was
the
need
to
come
back
to
finance
for
approval,
because
you
were
looking
at
the
nature
of
the
bids.
The
lowest
bidder
was
a
chemical
wash,
which
you
know
there
was
really
no
guarantee
of
of
it
being
sufficient
and
working.
If
you
will
and
then
the
next
bid
was
roughly
what
almost
twenty
thousand
dollars
more.
N
Twenty
eight
thousand,
the
low
bid
was
15.
The
next
bid
was
28,
and
then
they
went
up
considerably
from
there
upwards
of
60
60
000
and
the
chemical
watch
was
quoted
because
of
the
nature
of
the
building
being
as
old
as
it
is,
and
there's
pieces
of
the
building
that
are
crumbling.
You
can
go
over
there
and
take
a
look.
You
know
it's
in
you
know.
Some
of
the
spots
are
in
bad
shape.
So
that's
why
that
particular
method
was
was
recommended.
So.
L
So
the
the
in
my
opinion
was
the
cost
was
enough
for
the
committee
to
consider
which
one
you
want
to
do
or
if
you
want
to
wait,
because
that
was
after
we
we
the
bids
were
open,
and
then
this
took
the
the
state
took
five
million
dollars
a
year
away
from
us
in
revenue,
so
it
warranted
another
conversation
for
this
committee
to
decide.
If
you
want
to
go
forward
and
if
you
do,
which
version
do
you
want
to
go
forward
with
the
the
lowest
bidder
with
a
chemical
wash
or
is
it
a
qualified
bid?
N
Yeah
and
where
you're
at
and
for
me,
I
think
it's
financial
in
nature,
like
I
said
you
know
just
trying
to
be
a
good
steward
of
funds.
You
know
trying
to
manage
my
budget.
The
best
that
I
can
I
just
I
would
feel
more
comfortable
if
we
could.
You
know,
look
at
this
project
next
year.
So
that's
where
I'm
coming
from.
A
N
A
I
F
Yeah
well
said
you
you
may
want
to
consider
doing
on
sites
in
terms
of
where
they've
done,
the
chemical
thing
that
the
chairman
talked
about
what
you
talked
about
and
see
what
would
be
the
best
in
terms
of
effect,
I
would
think
you
know,
go
somewhere
and
check
them
out
various
ones.
A
G
I'll
go
ahead
and
just
I'll
go
ahead
and
introduce
mike
lynch
is
here.
Who
is
our
benefits
consultant?
I
spoke
about
this
yesterday,
mike
or
clemens
and
company
functions
on
our
behalf.
They
bid
out
our
insurance
every
year.
They
ensure
that
it's
competitive
they
negotiate
on
our
behalf.
A
All
right,
we
have
a
motion.
Is
there
a
second,
mr
dunhill
seconds?
Let's
open
this
up
for
discussion,
mr
lynch,
is
there
any
particular
comments.
O
I
think
back
in
2013
one
of
the
things
that
was
said
as
we
discussed
the
first
contract,
which
we
did
for
13
500
a
year
and
it
was
well
below
what
had
been
paid
previous
to
that,
and
the
question
was:
why
were
we
doing
that?
O
I
would
add,
which
is
an
important
deviation
from
what
existed
prior
to
the
next
year
and
got
them
down
to
single
digit
levels.
Now,
having
said
that,
that's
not
always
possible
because
things
can
get.
You
know
a
lot
worse,
but
in
those
years
up
till
2020,
I
would
say
we
were
fairly
lucky
other
than
the
two
years
with
double
digit
increases
to
have
some
pretty
good
experience
years.
One
was
4.9
which
we
got
down
to
1.8
or
something
of
that
nature.
O
I
can
read
it
individually,
but
over
time
we've
endured
some
increasing
costs,
as
has
everybody,
I'm
not
saying
that
we're
unique
in
that
sense,
but
what
we
do.
What
we
do
present
to
the
county
is
unique
in
the
sense
that
there
are
a
number
of
compliance
issues
that
your
as
a
a
provider
of
employee
benefits
are
responsible
for
and
under
the
affordable
care
act
under
the
arrests
or
excuse
me,
but
several
other
acts
which
regulate
what
you
must
do
for
employee
benefits.
O
So
we
have
to
stay
up
to
date
on
those
and
then
advise
our
customers
on
those
and
put
them
into
action.
Additionally,
we
have
a
human
resources
attorney
on.
We
keep
them
ongoing
and
in
addition
to
that,
other
increases
in
you
know,
assistance
compensation
and
such
so.
What
we're?
What
we're
asking
for
in
in
essence
is
right.
Now
it's
13
500
we'd
like
that
to
increase
to
17
000,
which
is
a
thirteen
or
excuse
me.
O
You
know
over
that
time
period
that
I
put
in
the
memorandum
there's
close
to
two
million
dollars
worth
of
savings,
and
so
rather
than
saying
with
all
the
positive
financial
news
that
you've
had
here
today,
rather
than
saying
that
that
that
comes
back
and
out
of
today's
dollars,
but
we
saved
two
million
bucks
and
we
like
to
share
it
to
that
degree,
and
I
would
I
would
add
that
in
the
first
two
years
of
our
takeover,
there
were
roughly
350
to
400
interactions
with
some
of
the
employees.
O
Because
of
some
of
the
transfer
questions,
and
there
was
an
hra
at
that
time,
which
caused
a
lot
of
problems
transferring
from
one
company
to
another.
That's
part
of
our
job
to
provide
those
services
to
solve
those
problems
where
and
when
we
can,
and
we
will
continue
to
do
that
in
the
service
agreement.
O
It's
listed
item
by
item,
but
I
wanted
to
point
out.
The
dollar
amounts
are
on
page
seven.
The
last
two
bullet
points
added
into
the
consulting
agreement,
and
so
having
said
that,
I'm
open
for
any
questions
or
any
additional.
Yes,
sir,
mr
hunter
yeah
hre.
What
is
that
health
reimbursement
account?
Okay-
and
you
know
you
may
see
that
again
in
the
future.
O
We
we
got
away
from
it,
because
luckily
we
had
some
lower
increases
that
we
didn't
have
to
utilize,
but
as
a
tool
to
combat
health
insurance
increases.
We
may
have
to
engage
in
that
again,
and
one
last
comment
I
would
say
is
that
you
know
this
year
has
not
been
a
banner
year
for
the
experience
on
the
health
insurance
and
we're
already
working
on
that.
O
To
that
degree,
we
have
to
have
the
renewal
come
in
first,
which
should
be
at
the
end
of
the
month
of
august,
probably
the
third
or
fourth
week
we
will
be
discussing
with
mr
speckman
the
the
need
for
census
materials
to
send
out
with
rfps
to
go
to
the
marketplace,
and
so
you're
aware
you
know.
In
the
past,
we've
had
limited
carrier
engagement
because
of
the
compression
of
all
the
companies
that
used
to
be
in
the
marketplace
and
due
to
the
affordable
care
act.
O
Many
people
or
many
entities
aren't
into
business
anymore,
we're
seeing
some
spurs
to
that
with
several
different
companies
and
as
opposed
to
having
two
or
three
we're
hopeful
in
this
next
go
round.
We
might
have
up
to
four
to
five
entities
that
we
can
go
out,
but
we'll
send
it
to
anybody
that
can
offer
us
a
quote
for
the
for
the
similar
product
lines
that
we're
looking
for.
O
G
Just
a
couple
things
I
wanted
to
comment
on
in
terms
of
a
resource,
the
clements
team
and
msl
benefits
are
really
invaluable
to
kelly,
and
I
they
they
really
act
as
a
go-between
between
us
and
our
employees
and
on
difficult
claims
or
questionable
claims
and
the
insurance
company.
G
Having
someone
that
can
speak
the
language
to
the
insurance
company
and
get
the
results
they
did
is
really
invaluable
and
in
terms
of
being
able
to
utilize
have
them
do
the
bidding
is,
is
a
great
resource.
The
second
thing
I
did
want
to
mention
this
was
sent
up
to
the
state's
attorney
for
review.
I
did
hear
back
from
them.
They
have
no
concerns
with
the
agreement
as
it's
written.
P
Thank
you,
mr
chairman,
just
a
short,
maybe
correction
or
clarification
on
page
seven,
where
it
says
17,
000,
annually
january
1st,
2022
to
february
31st
2022.
I
think
that
was
a
typo
should
be
yes,.
O
Well,
for
obvious
reasons,
thank
god
for
thesaurus
and
spelling
corrections.
B
L
Yes,
it
was
unrelated
to
what
he
was
doing
before,
but
I
asked
this
question
of
icrmt
yesterday:
what's
the
industry
doing
at
least
as
far
as
talking
about
in
terms
of
the
reinsurance
market
inflation,
what
the
impact
they
might
be
seeing
on
rates,
if
not
this
year,
the
following
year?
Obviously
your
money's
worth
a
lot
less
on
inflation.
L
If
we
were,
we
were
kicking
around
self-funding
and
hra
is
partial
self-funding,
where
we
take
more
risk,
but
there's
more
reward
at
that
angle.
You
know
we're
looking
at
arpa
funds,
which
could
be
considered
critical
infrastructure.
Should
we
be
considering
establishing
a
self-insurance
risk
pool
on
our
own
as
a
way
to
leverage
cost
savings
going
forward.
O
I
think
the
short
answer
is
yes
for
the
the
reason
that
I
I
don't
want
to
get
too
in-depth
about
this,
but
one
of
the
things
that
goes
with
a
self-funding
arrangement
is
that
you
have
the
money
set
aside
to
create
a
reserve,
and
that
reserve
in
essence,
is
there,
for
you,
know
the
ups
and
downs
of
cash
flow
and
as
you
look
at
it,
it
will
become
obvious,
and
the
underwriter
at
any
carrier
will
tell
us
what
they
believe.
Your
first
year
reserve
should
look
like.
O
O
O
If
it
goes
over
that
aggregate
arrangement
it's
paid
for
by
the
insurance
carrier,
so
what
what
happens
when
it's
not
properly
looked
at
is
that
you've
got
these
cash
flow
times
when
it,
instead
of
being
on
a
level
basis,
it
goes
up
and
if
there's
not
a
dollar
set
aside
to
take
care
of
those
rainy
days,
if
you
will,
then
that's
where
the
problem
occurs.
So
you
know
I
look
at
more
of
it
in
answer
to
your
question
as
a
reserve
problem,
as
opposed
to
you
know
anything
else.
O
O
With
the
reinsurance
markets
at
this
point,
andy
is
that
many
of
the
carriers-
let's
just
take
blue
cross
as
an
example,
are
not
allowing
us
to
go
to
the
marketplace
to
search
for
reinsurance
at
this
point,
rather,
they
are
demanding
that
you
use
their
reinsurance
product
as
an
example.
The
reason
for
that
is
kind
of
understandable,
but
sometimes
it
doesn't
make
any
sense,
but
they
don't
want
to
have
to
go
out
electronically
and
try
to
corroborate
their
electronic
systems
with
someone
else's.
So
they
can.
O
You
know
you
have
to
talk
to
each
other
in
these
things.
The
claims
have
to
run
through
systems
to
be
processed,
and
that's
not
always
the
the
case
or
it
takes
an
exaggeratingly
long
time
to
process
and
so
a
blue
cross
as
an
example.
They
want
to
stick
with
their
own
product
because
they
talk
to
themselves
on
that
occasion,
but
there
are
other
carriers
out
there,
like
third-party
administrators
who
process
claims
that
have
multiple
options.
So
in
that
scenario,
you'd
be
talking
to
those
guys
and
they'd
be
searching
the
marketplace
for
the
best
reinsurance.
O
F
Yes,
sir
yeah,
thank
you
very
much.
That
brings
up
something
interesting
stuff.
There
are
there
any
hybrids
out
there
with
maybe
several
counties
consolidating
to
do
self-insurance.
F
And
my
my
other
question
with
self-insurance,
and
I
think
I
think
zanito
gave
us
some
information
regarding
our
aging
workforce.
That
may
be
a
vicissitude
in
terms
of
doing
some
self-insurance.
Would
that
be
a
factor.
O
O
O
O
To
that
end,
and
I
I
think
self-funding
has
to
be
done,
knowing
that
you're
going
to
have
some
bad
times
and
again
I
go
back
to
that
reserve
question
that
if
it's
set
up,
that
reserve
has
to
be
looked
at
and
set
aside
and-
and
you
know,
I
think
the
finance
committee
has
to
understand
it
as
well
as
you
know,
mr
cardi
and
and
and
the
chairman
would
and
deal
with
it,
because
that
rainy
day
fund
is
gonna
be
used
at
some
point.
A
It
sounds
like
the
details
of
all
of
this,
if
need
be,
may
have
to
even
go
to
a
subcommittee
rather
than
take
a
lot
of
time
for
the
full
committee,
so
unless
there's
some
little
more
depth
questions,
why?
Let's
move
on?
Yes,.
Q
Thank
you,
mr
chairman.
I
figured
I'd,
save
you.
The
aggravation
haven't
turn
around
to
watch
me.
So
this
is
the
second
round
from
idot's
for
capital
projects,
and
we
did
a
round
one
rebuild.
Q
We
actually
received
an
applic
grant
for
about
eighty
two
thousand
dollars
on
a
round,
one
which
was
the
the
new
radios
for
for
our
vehicles
and
we're
going
through
our
capital
needs
assessment
for
for
this
year
and
we're
requesting
the
ability
to
sign
a
grant
for
the
chairman
to
authorize
a
resolution
and
sign
a
grant
for
four
new
vehicles
and
some
funds
for
a
bus
bar
location.
Q
Our
current
bus
bar
and
we're
on
a
month
to
month,
rent
which
we
we
lease
a
space
and
there's
there's
limited
space
in
in
the
current
location
as
we
kind
of
look
to
expand
the
system,
and
we
think
it
would
be
a
good
idea.
It's
in
our
capital
needs
assessment
to
get
that
under
the
control
of
of
us
as
the
county,
as
opposed
to
to
leasing
space
from
someone
else.
Q
So,
no
that
when,
in
the
most
recent
conversation
with
with
idot,
this
is
100
grant
funded,
our
request
is
about
1.07
million,
so
700
grand
in
landack
and
then
one
or
360
000
in
vehicles.
Thank
you.
Q
There
is
not
a
grant
ceiling.
We
requested
that
information
from
dot
it
was
not
discussed
at
the
call.
I
can
say
that
in
the
round
one
allocations
for
rural
the
mean
was
about
360
000.
The
average
request
was
1.3
and
some
change,
and
that
has
some
like
eight
or
nine
million
dollar
outliers
in
it.
Q
They
haven't
indicated
that
I
will
say
that
the
grant
application
is
weighted
towards
our
capital
needs
assessment,
so
we
keep
as
a
transit
system
our
list
of
capital
needs,
and
so
the
scoring
based
on
the
way
we're
looking
at
the
application.
These
are
a
couple
projects
that
we
had
in
our
capital
needs
assessments
up
through
2025.,
so
we
thought
these
would
be
good
things
to
put
into
to
a
2021
application
to
hopefully
meet
our
needs
there.
Q
There
are
some
additional
capital
needs
within
our
capital
needs
assessment,
but
they
fall
a
little
further
out,
and
then
I
mean
that
would
be
detrimental
to
the
scoring
of
the
the
application.
If
we
started
to
ask
for
you
know
things
that
are
maybe
too
far
out
in
advance
they're
giving
us
a
weighted
scoring
based
on
that
that
cna
so.
Q
Q
Obviously,
all
of
the
rebuild
programs
through
the
state
of
illinois
are
funded
by
the
portion
of
the
of
the
capital
bill,
which
was
backed
by
some
less
than
successful
attempts
to
garner
tax
dollars
and
so
we're
we're
kind
of
you
know
it's
a
moving
target,
but
some
of
the
other
rebuilds
that
we've
been
working
on
have
have
had
longer
lead
times
than
we
would
want,
and
and-
and
I
think
the
sheriff
hit
it,
how
quickly
will
vehicles
be
available,
and
so
this
is
when
we're
gonna
get
get
the
vehicles
in.
Q
It
does
certainly
help
our
rolling
stock.
If
we
were
able
to
add
four
new
vehicles
to
the
fleet
and
then
move
some
to
reserve
would
be
certainly
helpful
for
our
fleet.
A
Mr
fairfield,
mr
hunter
with
a
second
at
this
point,
we're
not
spending
any
money,
so
I
think
proving
maybe
just
for
to
be
safe.
Let's
do
a
real
hobo.
A
I
have
no
other
items
on
the
agenda,
so
mr
payton,
do
you
have
something.
M
M
M
It
has
been
two
weeks,
but
it's
been
much
longer
than
that,
because
this
light
has
been
blinking
for
at
least
a
year,
and
I
think
that
if
it's
any
way
that
the
finance
committee
can
look
at
it
in
our
brain
a
bit
to
the
full
board
or
because
we
can't
keep
waiting,
you
know
this
is
this
is
two
weeks
and
then,
by
the
time
the
finance
committee
meet
again.
L
The
only
other,
opera
or
option
would
be
to
bring
it
to
full
board
instead
of
going
waiting
about
the
finance
committee,
I
would
call
that
an
emergency
I
think
most
people
here
would.
I
think
we
had
a
general
agreement
that
we
thought
that
was
an
appropriate
use
of
the
arpa
funds.
L
I
don't
know
where
the
village
is
at
right
now.
If
they
have
the
funds
to
cover
it,
and
we
can
maybe
cost
share
with
them
at
hopkins
park
that
if
they
need
it
done
sooner,
they
may
have
a
village
meeting
coming
up
before
we
have
our
next
meeting.
So
I'm
I
think,
we're
willing
you
know
to
work
with
whoever
to
get
it
done
as
quickly
as
possible.
We
just
need
to
know
what
it
is
before
we
approve
the
dollar
amount
and
it
can't
really
just
be
one
price.
L
We
gotta
have
a
couple.
People
right,
shooting
us
a
number
that
might
be
part
of
the
problem,
so
I
don't
know
if
you
the
folks,
agree,
we
can't
vote
on
it
because
we
don't
have
a
you
know,
an
agenda
item
or
anything
like
that,
but
just
full
board
is
the
next
opportunity.
Is
all
I
mentioned,
we
got
two
weeks.
F
So
that's
the
sentiments
of
the
mr
chairman,
the
board
to
place
it
on
the
full
county
agenda.
