Description
Finance Committee Meeting 1/25/2023 9:30am
A
B
A
A
Oh
before
we
do
that
I
need
a
motion
to
allow
Tinker
Parker
to
remotely
be
a
part
of
this
meeting.
Mr
lawn
second
by
Mr
Hunter,
all
in
favor,
say
aye
aye
opposed
motion
carries
welcome,
tinker
Miss
miles.
A
C
and
also
we've
been
catering
for
navits
State's
attorney,
Jim
Rowe,
pardon.
C
National
advancement
of
black
veterans
and
I
also
do
the
veterans
luncheon
every
year
on
Veterans
Day.
We
give
back
to
the
community
what
we
make
a
lot
of
times,
but
we
definitely
need
to
purchase
equipment
because
on
Monday
we
catered
to
Nicor
and
a
lot
of
things
that
we
actually
needed.
We
kind
of
like
borrowed
or
rented.
So
that's
why
I'm
here
today,
so
I
can
get
some
help
from
the
Kankakee
County.
A
E
Good
morning,
Steve
good
morning
start
out
with
the
text:
ports,
sales,
tax
and
income
tax,
Etc,
no
real
change
or
slow
down
to
report,
yet
it
hopefully
never,
but
with
everything
we're
hearing.
As
far
as
economically
it's
kind
of
a
watch
and
wait,
the
first
another
pprt
came
in
extremely
high.
The
personal
property
replacement
tax,
the
bed
rental
numbers
are-
have
been
slowly
going
up.
Income
tax
still
coming
in
higher,
so
nothing
negative
to
report.
So
all
of
these
have
helped.
E
back
in
the
summer,
when
we
were
doing
projections
for
the
bonds,
the
animal
control,
bonds
and
and
talking
to
Moody's
and
not
knowing
when
or
if
the
economic
downturn
Could
Happen
I
went.
Conservative
you
know
for
year
end
and
all
the
numbers
have
just
continued
to
flow
and
increase
accordingly,
so
better
than
expected,
which
is
always
a
good
thing,
but
we'll
talk
about
you
know
more
specifically
the
the
total
next
month,
but
as
far
as
these
individual
things
that
are,
you
know
very
important.
E
As
far
as
trend
for
us,
all
of
them
continue
to
be
positive,
so
I
don't
know
if
there's
any
specific
questions
on
any
of
them
now.
E
All
right,
yeah
as
far
as
cash
flow,
looks
good
again
end
of
June.
The
July
area
would
be
our
toughest
as
far
as
the
two
three
payroll
months,
so
no
issues
everything
looks
good.
It
actually
continues
to
grow.
Some
from
all
this
flow
I
went
conservative
on
this
originally,
so
it's
all
all
positive
news
there
as
well
any
questions
and.
A
We
would
receive
our
first
distribution
of
taxes
in
July,
correct,
July,.
A
No
we're
still
a
positive
5.5
million
dollars
ago.
So
that's
huge
any
discussion
from
the
committee
numbers
look
good.
So.
E
These
are
all
things
we're
watching
this
and
as
well
as
paying
down
the
the
bonds.
You
know
early
that
we've
discussed
over
the
last
few
months.
So
all
this
trend
is,
you
know,
we've
been
watching
to
make
sure
that
we
could
accomplish
that
with
cash
flow,
and
it
appears
that
you
know
everything's
still
flowing
in
the
in
the
plan
that
we've
set
forward.
So
very.
A
Good,
no
discussion
we'll
go
ahead
and
go
on
to
claims
recommended
and
not
recommended
for
approval.
Should
we
do
these
separately.
E
E
It's
up
it's
up
to
how
you
you
guys
want
to
do
it,
there's
questions
specifically
or
some
of
them
yeah
with
the
notes,
some
of
them
on
the
were
mileage
questions
or
suggestions
from
the
auditor's
office
as
far
as
what
they
believe
mileage
should
be
calculated
at
that
one's
mileage
that
was
mileage
and
then
the
new
board
way
about
Productions.
They
had
a
disagreement
with.
E
The
board
also
object
to
individual
distribution
of
pictures,
I
guess
the
the
process
of
picture
taking
and
then
also
a
disagreement
with
the
Chairman's
signature
on
some
of
them
here.
So
most
of
them
are
Administration
and
there's
one
Treasurer
related.
That
Nick
is
aware
of
as
far
as
credit
card
activities.
So
that's,
however,
you
want
to
do
it
if
there's
specific
questions
or.
A
E
What
well
Anita
I'll,
let
Anita
address
it
because
it
was
calculated
up
in
the
administration.
I
think
she
she
they
were
able
to
review
it
and
I
think
have
the
she
has
the
answer
for
you
good.
F
Morning
is
this
sun
yeah
okay?
So
what
he
says
is
that
he
believes
that
auditor's
office
believes
that
the
mileage
should
be
calculated
on
the
lesser
of
the
distance,
either
from
the
board
member's
Home
Springfield
or
the
the
County
Board
office
to
Springfield.
So
you
should
calculate
which
would
be
less
and
that's
how
you
should
they
should.
These
should
have
been
submitted.
That's
the
point
of
the
mileage
ones.
Our
policy
does
not
state
that
our
policy
says
the
mileage
shall
be
reimbursed
established
by
the
IRS
publication.
F
463
and
I
have
that
it
just
it
does
not
designate
anything
about
calculating
a
lesser
from
the
person's
home
at
all.
It
just
says
mileage
and
in
fact,
in
one
section
of
the
IRS,
it
does
say.
Let's
see
as
an
example,
you
regularly
work
in
an
office
in
a
city
where
you
live.
Your
employer
sends
you
on
a
one-week
training
session
at
a
different
office
in
the
same
city.
You
travel
directly
from
your
home
to
the
training,
location
and
return.
F
D
In
your,
in
your
estimation,
is
this
appropriate
calculation
that
Peggy
Sue
has
made.
A
Mr
Hunter
second
by
Mr
lawn
question,
Mr
Wheeler
thank.
G
You,
but
there
was
also
the
question
of
what
the
rate
is
I
believe
the
the
Office
of
the
auditor
had
objected
or
wanted
the
new
rate
paid
for
mileage
that
was
incurred
when
the
rate
was
a
different
number,
a
lower
number,
I
believe
and
so
I
believe.
What
we're
saying
here
is
that
we
we
reimburse
it
at
what
the
rate
was
when
the
time
it
was
occurred
is.
D
G
D
She
said
five,
the
five
so
there's
four
so.
A
B
D
E
All
right,
the
next
two,
if
you
would
the
way
about
Productions
those
County,
Board
pictures
and
then
United
counties,
Council
of
Illinois,
both
of
them
are
related
to
the
Chairman's
signature
and
the
pictures
there's
a
note
as
far
as
object
to
individual
disbursement,
distribution
of
picks.
A
We'll
combine
both
of
these
motion
to
approve
Mr,
featherlene
Mr
Swanson.
Any
discussion
Mr
chairman
would.
G
It
be
okay.
If
we
make
that
motion
Evergreen,
the
auditor
objects,
because
he
doesn't
have
my
signature
on
file
and
they've
got
seven
years
of
my
signature
in
the
file
interesting.
E
The
the
last
one
is
the
credit
card
for
Nick
Nicholas,
africano
I,
don't
know.
Do
you
have
any
comments
for
the
committee
or
to
answer
questions.
D
H
G
This
this
one,
if
you
I,
could
Mr
chairman
Yep
this
one
was
was
had
to
be
in
the
packet
because
our
the
when
the
board
member
submits
their
meeting
list
to
get
paid.
That
is
actually
a
claim.
I
had
to
go
through
this
process.
It
has
since
been
in
Mr
Kirks.
Who
can
speak
to
it.
He
wasn't
trying
to
get
paid
for
the
Committees
that
he
wasn't
a
member
of.
He
was
just
noting
for
the
record.
I
think
that
that
he
was
at
those
meetings.
G
G
So
I
would
ask
that
board
members
don't
put
all
the
meetings
that
they
attend,
just
the
ones
that
they're
going
to
be
paid
for,
or
else
it
has
to
come
to
this
committee
and
I
just
want
to
make
that
clear,
because
it
happened
this
time,
but
it's
happened
before,
and
we
just
assume
that,
but
the
official
record,
if
you're
at
the
meeting,
is
actually
the
video
in
the
minutes.
It's
noted
if
you're,
not
on
the
committee
and
you're
at
the
meeting,
so
I
would
ask
that.
I
I
I
do
understand
what
the
what
the
chair,
what
Mr
Wheeler
was
saying
and
I
I
will
be
more
than
happy
and
I
have
complied
in
the
past.
Okay.
A
Oh
sorry,
monthly
claims,
motions,
Mr
featherling
second
by
Mr
Hunter.
Any
discussion
on
the
claims.
E
Right
first,
one
Grant
Park
Fire,
Protection
District.
The
request
is
for
eleven
thousand
and
five
dollars,
which
is
the
remaining
balance
of
the
twenty
thousand
dollar
cap
for
non-cover
government.
It's
for
miscellaneous
equipment
leak
detector
on
some
other
items
that
they're
looking
for
for
new
fire
truck
vehicle.
E
They
previously,
we
previously
approved
a
thermal
imaging
camera
at
89.95
so
that
those
that
combination
makes
up
there.
Twenty
thousand
dollar
request.
So
that's.
E
B
Ms
draca
aye
Mr
Fairfield
Miss
Polk,
Miss,
Parker,
aye,
Mr,
Swanson,
aye,
Mr,
featherling,
aye,
Mr,
Miller,
aye,
Mr
long
aye,
Mr,
Hunter,
Mr,
Wheeler.
All
right
motion
carries.
E
X1
Momence
Park
District
to
request
for
Ada,
accessible,
restroom
work,
there's
quotes
and
things
attached.
Their
request
was
for
fifty
three
thousand.
Their
eligible
funding
is
ten
thousand,
because
we've
done
10
000
previous
funding
before
for
non-cover
government
to
reach
their
20.
B
E
Next
one
kinky
River
Conservancy,
Conservancy
District,
the
quote-
was
for
a
boat
repair
for
19
103.7
cents,
which
is
attached,
so
the
we
would
do
this
on
reimbursement.
Only
and
and
I
put
it
as
discussed
in
the
internal
meeting
that
the
chairman
to
put
the
not
dick
seat
at
twenty
thousand,
just
in
case
if
there
are
changes
or
overages
on
the
actual
repair
to
go
up
to
the
we're
so
close
to
the
cap.
Why
not
just
put
the
cap
in
there
potentially
for
this?
B
G
An
FYI,
it's
the
the
motor,
it's
a
motor
rebuild
yeah,
it's
the
motor,
so
this
is
going
to
be
their
it's
their
old
motor.
It's
going
to
be
their
backup
because,
when
they're
out
there
pulling
logs
out
of
the
river
and
things
like
that,
they
that
obviously
need
to
get
in
there.
So.
C
E
All
right,
the
next
one
I'm
in
J
catering
follow-up,
just
to
remind
the
committee
of
his
table
that
the
November
22nd
finance
committee
meeting,
the
original
request
was
for
fifty
thousand
the
eligible
because
of
being
in
the
rural
County
area
would
be
ten
ten
thousand
for
a
small
business.
E
It
is
at
this
point
a
startup
category
business.
There
was
requests
originally
for
business
plan
and
then
you've
also
asked
for
if
there
are
activity
happening
going
on
that,
provide
us
information.
So
there
is
a
new
letter
attached
that
the
committee
has
not
seen
and
a
copy
of
a
flyer
that
was
provided
us
for
information,
as
well
as
the
public
commentary
that
you
heard
from
that's
miles
here
this
morning
on
this.
So
that's
that's
the
one
to
revisit.
A
Does
this
meet
arpa
requirements
as
far
as
the
treasury.
D
Chairman,
it
was
appropriate
that
this
matter
was
table
for
the
lack
of
specificity
regarding
the
business
plan
and
the
other
criteria,
as
articulated
by
Mr
McCarty.
Additionally,
it's
my
understanding
that
Ms
miles
had
this.
This
particular
business
since
2008
and
I
may
be
incorrect.
In
that
date,
I
can
speak
to
the
issue
of
the
activity.
Monday
I
attended
along
with
Ben
and
and
Dale
the
ribbon
cutting
for
the
nikor
gas
line
in
Pembroke,
and
she
did
a
marvelous
job
overall
activities.
There
were
like
a
10.
D
Somebody
asked
me
about
how
it
was
conducted,
and
it
was
amazing.
Also
honor
goes
to
our
chairman
wheeler.
You
know
for
his
role.
That's
been
being
involved
with
that
for
some
period
of
time
years
on
this
particular
matter.
D
It's
my
understanding,
also
that
Miss
McCarty
shared
with
me
and
Miss
miles
shared
with
me
that
that
additional
information
has
been
provided,
which
we
we
don't
have
based
on
what
Mr
Bacardi
has
indicated
that
it
meets
the
treasury
criteria,
I'm,
making
a
motion
to
bring
this
matter
back
from
the
table
for
a
full
discussion.
D
D
A
A
D
D
D
It's
my
understanding
also
that
we
can
provide
further
technical
assistance
without
boarding
on
on
collusion
for
the
individuals
who
provide
these
proposals
and
I
I
can
appreciate
the
interface
that
Mr
McCarty
has
had
with
the
Miss
miles
for
this
particular
matter
and
I
would
therefore
move
that
we
approved
a
request
of
10K
motion.
E
So
the
next
one
is
a
request
from
the
kinky
County
recorder's
office.
This
would
be
lost
Revenue,
it's
online
access,
her
program,
an
activity
of
scanning
and
digitizing
documents
to
so
that
they
are
searchable
online.
Instead
of
just
in
the
office,
the
the
request
was
modified
from
fifty
thousand
dollars
down
to
twenty
six
thousand
dollars.
E
A
G
We
don't
have
to
do
reimbursement,
we're
not
necessarily
worried
about
her
okay,
I'm,
scounding
or
purchasing
something
else
he
shouldn't
shouldn't
be
doing.
But
the
thing
is
is
that
we
looked
at
her
special
funds,
our
computer
fund,
and
we
decided
that
it
could
carry
the
burden
of
the
larger
chunk.
So
we
just
split
those
two
amounts
around.
The
original
request
was
you
know,
50
for
marpa.
We
just
switched
them
because
they're
computer
fun
she's
managed
that
very
well
in
that
aspect.
So
there
was
no
need
to
do
it.
The
other
way
makes
sense.
E
And
then
the
last
one
for
our
Pro
is
x-ray
machine
for
the
courthouse.
I
believe
this
will
end
up
in
the
basement
through
the
remodel
process.
That's
going
on
the
information
connected
to
it.
It's
17
385!
This
would
be
from
the
Lost
Revenue
part
of
arpa
and
the
vendor
is
Auto.
Clear
LLC
go.
A
Mr
feddling
microphone.
Please.
K
You
have
some
of
the
boxes
not
checked
on
this
one,
you
usually
don't
leave
them
on.
I
was
just
wondering
if
there's
no
reason
why,
with.
E
G
E
I
didn't
have
that
down.
I,
don't
remember
conversation
on
you
know
that
regard
on
on
that
particular
one.
It
that's
up
to
the
it's,
not
a
part
of
the
treasuries,
but
it's
it
could
be
it's
up
to
the
committee.
If
it's
part
of
the
counties,
you
know
part
of
this.
A
Next
is
the
Treasure's
office
Mr
africano.
A
H
B
L
Do
you
get
enough
sleep
last
night,
yeah
I
don't
have
much
to
announce
other
than
we're
taking
prepayments
on
taxes
and
starting
to
ramp
up
you
can
let
your
constituents
know
that
probably
can't
wait.
They
can
pay
their
taxes
early
if
they
want
to
pay
them
a
little
bit
at
a
time
it's
available
right
now,
other
than
that.
I
really
don't
have
anything
to
to
announce
questions
for
me.
Mr
Fairfield,.
L
You
explain
that
exactly
how
that
works.
I
can
so
your
taxes,
we
don't
know
what
the
taxes
will
be
till
roughly
May
1st
right,
because
we
wait
for
the
tax
calculations
to
come
from
the
clerk,
but
we,
but
for
the
for
this
exercise,
we
assume
that
your
taxes
will
be
the
same
as
they
were
the
year
before.
That's
how
we
do
it,
you
then
can
come
in
you.
Can
you
can
do
it
online?
You
can
come
in.
You
can
send
a
check.
You
can
pay
five
dollars
at
a
time.
L
You
can
pay
five
dollars,
one
time
25,
the
next
you
can
pay.
However,
you
want
as
many
times
as
you
want,
and
you
can
set
that
up
online
to
do
that.
You
can
come
in
and
do
that
and
you
can
mail
it
and
do
that
the
only
hitch
is
that
buy
due
date,
which
for
argument's
sake,
let's
say
is
the
end
of
June.
L
That's
the
only
catch,
and
then,
if
you
pay
more
for
your
taxes
were
to
go
down,
we
would
rebate
you
what
you
paid
more
and
if
your
taxes
would
go
up
by
a
small
percentage,
then
we
would
tell
you
you
owe
X
dollars
more
to
finish
out
your
taxes.
It's
actually
it's
really
seamless
and
it
seems
to
be
something
that
the
younger
crowd
likes
and
now
we're
starting
to
see
a
lot
of
senior
citizens.
L
That's
that's
a
great
point
and
that's
really
was
one
of
the
reasons
it
started.
So
if,
in
the
past,
before
we
started
this
program,
if
you
you
owed
a
thousand
and
you
weren't
able
to
pay
a
thousand
by
that
due
date,
you
couldn't
pay
anything.
L
L
A
Next
is
the
auditor's
office?
There's
nobody
from
the
auditor's
office,
but
I
had
Kelly
go
ahead
and
give
you
guys
what
I
went
ahead
and
sent
to
the
auditor
I
believe
after
the
last
finance
committee
meeting,
the
committee
asked
me
to
go
ahead
and
do
so
I
got
a
response
back
yeah.
A
Dear
auditor
Lee,
as
the
finance
committee
chairman
I,
write
to
ask
you
to
begin
attending
the
finance
committee
meetings
on
a
regular
basis,
beginning
January,
25th
2023..
The
interaction
between
elected
officials
and
relevant
board
committees
is
invaluable
for
our
constituents
and
I
commit
to
running
a
professional
committee
focused
on
substant
issues
in
the
spirit
of
transparency
and
to
provide
proper
oversight.
I
ask
you
to
once
again
provide
monthly
reports
to
the
committee.
Additionally
I
hope
to
understand
why
there's
a
lack
communication
between
your
office
and
other
offices
as
it
relates
to
rejected
claims.
A
Lastly,
is
my
sincere
wish
that
you
collaborate
with
this
committee
and
all
elected
and
appoint
County
officials?
Please
let
me
know
if
I
can
help
facilitate
that
collaboration,
Happy
New
Year
to
you
and
your
family.
Now
the
reply
back
I
got
was
congratulations
on
your
new
role
with
respect
no
happy
New
Year.
So
that's
where
we're
at
so.
C
K
Is
there
any
kind
of
recourse
at
all?
I
was
told
no
before
I
didn't
know.
If
anybody
had
looked
into
it
since
we
pay
him
to
be
our
to
to
assist
in
our
accounting,
he
doesn't
assist
in
our
accounting,
so
yeah
I
mean
if
we,
if
the
garbage
man
doesn't
pick
up
the
garbage
you're
not
going
to
pay
the
garbage
man.
D
That
chairman
wheeler,
have
you
had
any
discussions
with
Mr,
Lee
or
his
office
regarding
the
absences
at
all.
G
No
I
haven't
Mr
Lee
hasn't
been
in
this
building
during
business
hours
as
far
as
I
can
tell
in
two
and
a
half
years,
so
I
haven't
had
the
pleasure
of
running
into
him
in
any
work
day.
So
I
do
know
that
he's
not
an
employee.
He
doesn't
have
to
come
to
work
as
the
state's
attorney
is
a
opine
in
the
past.
The
taxpayers
are
funding
an
office
that
is
Ghost
payroll
in
essence,
but
it
doesn't
seem
to
matter
what
I
say
or
what
we
say
it
seems
to.
G
K
G
We
have
per
diem,
we
vote
a
salary
Friday,
so
I
don't
get
paid.
K
A
A
Moving
on
other
business,
old
or
new
business
Patrol
vehicle
purchase.
G
So
I
apologize
the
Sheriff,
let
me
start
at
the
beginning.
The
sheriff
did
find
the
rest
of
the
vehicles
that
we
were
looking
for
to
fulfill
the
the
requirement.
You
may
remember
that
if
you
do
it
on
a
three-year
cycle,
then
you
retain
enough
value
in
the
vehicle
on
trade-in
to
because
the
miles
are
not
through
the
roof,
then
you
can
go
out
and
buy
new
vehicles
based
on
that
that
trade-in
value,
if
you
will
or
the
auction
value.
So
in
this
case
we
had
already
budgeted
for
these
vehicles
and
capitals.
G
So
we
don't
need
to
approve
the
vehicles
he
needed
to
go
out
and
get
three
different
financing
numbers
and
as
I
look
through
I've
got
the
three
here.
If
anybody
would
like
to
see
it,
I'll
submit
it
to
the
chairman
for
part
of
the
record,
but
they're
the
there
was
a
the
lowest
bid,
was
3.59
on
12
quarterly
payments
so
and
that
came
from
People's
Bank,
so
the
other
ones
were
so
not
substantially
higher,
but
maybe
a
full
point
higher.
Roughly
so
a
local
bank
will
get
the
financing.
G
We
had
three
bids
if
you
will,
and
so
we
just
need
a
approval,
to
move
forward
on
and
he's
going
to
grab
them
now,
since
it's
already
budgeted
we
can,
we
can
grab
them.
A
J
E
If
I
may,
Circle
back
to
arba
I
had
a
note
just
to
mention,
we
had
a
organization,
orenda
health.
We
have
two
applications
from
them
for
different
things
and
we
are
using
the
social
services
application
on
the
Social
Services
Program
side,
so
I
apologize,
I
I
had
the
note
right
here
and
didn't
even
look
at
it
when
I
was
up
there.
So
I
wanted
to
make
sure
the
committee-
and
that
went
on
the
record
for
this-
for
this
Finance.
G
And
it
deals
with
an
arbor
request
that
we
received.
We
received
a
request
from
the
Bourbonnais
Township
Park
District,
for
a
substantial
amount
of
money
for
the
diamond
Point
fields.
We
asked
them
for
a
business
plan
repetitively
and
they
refused
to
give
us
one.
So
it
was
never
even
brought
to
the
committee.
G
G
I
believe,
two
weeks
ago,
the
convention
and
visitors
bureau
offered
to
pay
3.2
million
dollars
to
Turf
all
the
fields
completely
on
their
own
and
the
Township
Park
District
rejected
that
offer
wow.
So
I
guess
it
was
never
really
about
baseball
and
these
kids
and
these
families
who
play
travel
ball.
It
was
more
about
shaking
down
the
CVB
for
five
hundred
thousand
dollars.
So
I'll
put
that
on
the
record,
so
I
would
like
direction
from
the
committee
should
I
just
throw
that
request
in
the
garbage.
G
Quite
a
while
then
yeah
I
think
July
we've
been
asking
since
July
for
a
business
plan
and
they
wouldn't
produce
it.
So
now,
they've
rejected
the
money
from
the
CVB,
the
3.2
million,
to
do
the
whole
project,
which
is
a
complete
head
scratcher
and
should
kind
of
show
you
the
motives
between
the
park
district
and
the
village
of
Bradley.
So
excuse
me,
the
leadership
of
the
village
of
Bradley
and
the
conflict
of
their
Finance
directors
and
being
both
the
treasurer
for
the
park
district
and
the
finance
director
for
the
village.
G
A
And
they
haven't,
they
haven't
submitted
anything
to
our
request.
Mr
feddling
motion.
