Description
Finance Committee Meeting 12/21/2022 9:45am
A
Finance
committee
meeting
to
order
happy
holidays,
real
call,
please
Kelly
Miss.
A
C
The
extra
handout
I
gave
you
our
extra
claims
that
arrived
in
the
office,
so
they
were
not
in
the
electronic
packet.
So
their
addition
to
so.
This
is
a
quick
explanation.
While
you're
looking
over
everything
else
begin
with
the
sales
tax
package,
nothing
everything's,
continuing
a
positive
trend
or
normal
Trend
I
should
say
those
that
have
finished
off
the
fiscal
year.
I'd
put
a
percentage
change
like
income
tax
went
up
18
year
over
year.
C
We
had
23
a
year
ago,
so
continues
to
increase
personal
property
replacement,
tax
102
increase,
so
we
that
will
not
be
normal,
but
it's
a
nice
nice
collection
there
and
then
the
bed
rental
went
up
nine
percent,
so
we
had
some
late
increases,
but
overall,
going
up
nine
percent.
So
all
in
all,
nothing,
no
alarms
to
talk
about
which
is
good,
we'll
just
keep
an
eye
on
it,
keep
reviewing
it.
So
I,
don't
know.
If
there's
any
questions.
A
Seeing
none
you
have
one
Mr
Feather
Lane.
C
I
can
know
we
will
that'll
be
on
the
monthly.
The
claims
recommended
not
recommended
part
so
wrong.
I
thought
you.
E
You
very
much
Mr
chairman
Steve
I,
just
got
a
question
and
I
know
you
and
Andy
are
probably
more
intimately
aware
of
this
and
and
when
the
chairman
was
up
for
renomination
for
a
chairmanship
of
this.
This
board
I
mentioned
that
that
he
assisted
in
alleviating
the
doldrums
that
the
county
found
itself
in
fiscally
I
was
wondering.
When
was
the
last
time
we
we
utilized
I
mean
the
county
utilized.
The
tax
anticipation
warrants.
E
Was
it
back
during
the
storm
that
you
guys
you
had
to
lay
off
people
and
all
that
stuff
and
difficulty
even
borrowing
money.
C
Well,
yeah,
absolutely
the
last
year,
don't
quote
me
2018
or
2019..
As
far
as
the
last
year
of
taws.
E
A
A
All
right
claims
what's
recommended
and
not
recommended.
C
Yeah
not
much
complain
about
when
you're
ending
at
November
is
16.8
million
dollars
in
the
bank.
So
that's
a
great
news.
I've
got
it
projected
out
yeah.
C
To
you
know,
as
we
look
ahead
with
fiscal
year,
23
estimated
again,
this
is
hitting
two
two
of
our
three
payroll
months:
without
any
property
tax
estimate,
wise
and
very
conservative,
otherwise,
and
normally
yeah.
This
would
be
a
very
difficult
number
with
the
one
that's
highlighted
for
July
and
we're
sitting
at
4
million.
C
You
know
as
an
estimate,
so
nothing
too
be
concerned
about
at
this
point,
so
we'll
keep
an
eye
on
it,
but
so
there's
not
a
lot
of
all
positive,
even
with
a
very
conservative
estimate.
So
unless
there's
any
questions
we'll
continue
on,
then
some
highlights
there
yep
all
right.
So
as
far
as
the
next
one
is
is
the
claims
recommended
not
recommended
for
approval.
The
one
in
your
packet
was
for
Progress
reporter.
C
It's
a
state's
attorney
claim
they
were
made
aware
of
it.
The
concern
was
that
it
was
office
statement
so
but
the
detail
is
attached,
so
you
want
to
do
all
these
together.
One
by.
C
So
this
progress
reporter
stopped
me
if
there's
any
questions
all
right,
the
next
one
Smith
Kelly
diagster
gnome
they
were.
We
requested
additional
research
for
the
arbor
Grant
specific
questions
on
that.
So
that
is
the
extra
handout
that
I
gave
you
that's
the
first
one
for
that.
C
You
can
see
the
remarks
there,
then
the
next
one
BSN
Sports.
This
is
Corner
information
and
anything
related
for
uniform.
We've
covered
this
it's
in
their
Union
contract,
but
it
always
comes
back
the
question
mark
and
then
tuition
reimbursement
is
the
last
one
for
a
employee,
Anita
Speckman.
Does
this
and
I'm
sure
it's
correct,
but
it
has
notes
on
it
as
well.
So
what
do
we
have?
Four
got
four.
A
C
Maybe
did
you
get
any
response,
all
right,
nothing
back
yeah,
so
so
I,
usually
I,
usually
send
these
out.
I
was
off
the
last
two
days
because
of
family
being
in
town,
my
granddaughter
being
here.
So
that's
why
they're
paper
copy
and
I
did
not
get
a
chance
to
reach
out
for
the
the
last
three.
You
know
to
inform
them.
So
that's
just
the
timing.
I
didn't
want
to
wait
five
weeks
for
the
next
meeting
to
show
up
so
that
these
can
continue
so
Mr
I,
normally
Reach.
F
Out
Mr
chairman,
thank
you
I'm,
just
a
couple
of
I.
Don't
know
procedural
I,
don't
know
Acumen
questions
Anita
Steve.
Is
it
commonplace
to
pay
from
a
statement
or
is
it
proper?
Is
there
anything
accounting
wise,
that's
against
paying
from
a
statement
instead
of
the
original
invoice.
C
It's
it's
preferred
to
get.
You
know
to
go
off
the
invoice.
Some
some
places.
That's
all
they
send
out,
is
a
statement
and
then
with
detail
attached
to
it.
So
there's.
F
F
Is
that
a
pile
they
list
all
of
those
invoices
I'm
just
I'm
and
then
also?
Is
there
any
indication
that
there
was
a
phone
call
made
to
the
State's
Attorney's
office?
It's
what
I'm
getting
at
so
those
might
be
rhetorical
in
nature,
but
I'm.
Just
that's
one
question
I
have
about
process,
but
from
your
from
your
position
and
from
Anita's
I
just
want
to
hear
there's
nothing
against
generally
accepted,
counting
principles.
That
says
you
can't.
You
cannot
pay
from
an
invoice
or
from
a
statement.
Excuse
me:
correct!
Am
I
right
in
that.
F
Right
and
these
These
are
listing
other
invoice
numbers
and
the
amounts.
Okay,
all
right,
that
was
a
question.
I,
have
there
again
somewhat
rhetorical
I'm
looking
at
the
next
one,
it
was
we
needed
an
opinion
on
a
term
they're
related
to
the
arpa
law
and
we
had
to
go
get
an
outside
an
opinion
on
on
this
invoice.
Here,
foreign.
C
F
F
Is
there
anything
in
accounting
that
says
an
accountant
needs
to
know
what
the
opinion
is
in
order
to
match
up
an
invoice
with
a
bill
and
an
amount
that
has
detail
in
a
description
again,
maybe
somewhat
rhetorical
in
nature.
So
somebody
who
doesn't
come
to
work
is
questioning
the
people
that
actually
do
come
to
work.
I
like
to
call
that
out.
F
F
They
have
to
be
identified,
everybody
there
and
they
auditor
repetitively
questions
the
coroner's
Integrity
by
wanting
detail
on
why
he
thinks
that's
appropriate
okay,
just
calling
it
out
to
the
committee
and
for
the
public
again,
someone
who
has
not
come
into
work
in
two
years,
not
during
the
day
at
all
questioning
the
Integrity
of
one
of
our
most
honest.
Well,
they're.
All
honest,
but
most
revered
office
holders
in
corner
Gessner
I
find
that
pathetic
and
then
to
have
these
drops
on
us
like
they
are
now.
F
The
one
I
would
like
to
speak
to
is
the
tuition
reimbursement
I
need
to
hear
from
Anita
on
how
that
works,
and
then
I'm,
trying
to
make
heads
or
tails
of
what
this
comment
is,
because
it
seems
the
auditor
who's
a
board.
Member
of
Governors
State
may
be
trying
to
leverage
something
here
so
I
want
to
make
sure
that
I
understand.
What's
going
on.
F
G
What
we
do,
what
I
want
to
do
is
says
that
we
do
pay
GSU
rate
for
anything
postgraduate
and
then
undergrad
is
all,
if
applicable,
the
KCC
rate,
so
KCC
rate,
if
applicable,
if
not
GSU
rate.
So
that's
what
the
last
page
is
is
the
GSU
rate
there.
That's
what
that
page
does.
So
you
can
see
their
rate
for
tuition.
Only
we
don't
pay
any
fees
or
anything
just
a
tuition
rate
is
353.
G
So
that's
what
I
paid
and
when
I
looked
at
the
the
support
that
the
employee
gave
us
for
what
she
paid.
If
you
look
on
that
page,
she
was
down
at
the
bottom.
Each
class
was
two
thousand
and
seventy
dollars
for
three
hour
classes,
so
I
reimbursed
at
the
353
rate.
That's
what
I
reimbursed
that's
the
way.
I
saw
it
as
I
looked
through
it.
You
know,
I'm,
sorry,
I
didn't
have
a
conversation.
If
he's
seen
something
different,
but.
H
F
G
F
E
C
Yeah,
this
is
the
creation
or
the
creating
that
bucket.
If
you
will,
the
resolution
you
know
will
be
created
for
the
board
meeting
but
to
actually
get
the
funding
authorization
and
the
the
limit
set
for
the
start
of
the
Social
Service
program
so
that
Mr
wheel,
I,
don't
know
if
you
want
to
add
any
more.
You
know
to
that.
As
far
as
the
no.
A
Motion
carries
next
is
the
amend
a
resolution
number
2021.09
1433
to
30
000
for
License
Plate,
Reader
Program.
C
Yeah,
the
original
resolution
was
for
twenty
seven
thousand
five
hundred
the
as
it
processing
came
through
the
total
for
the
project
ended
up
at
thirty
thousand
dollars.
So
this
is
to
amend
a
resolution
and
allow
us
to
pay
the
additional
2500
we've.
We
have
paid
the
27
500,
so
we
will
process
the
additional
2500
once
the
recipe
I
wants.
The
board
approves
the
change
in
the
red
resolution
if
desires.
A
C
Ledger
I'm.
Sorry,
that's
okay,
Mrs
Webby!
Yes,
the
last
meeting
for
the
detail,
so
I
thought
the
best
way
to
do.
It
was
the
print
out
a
ledger.
This
is
all
the
activity
for
both
FunDome
95
and
funnel
98,
so
direct
DARPA
and
also
the
Lost
Revenue,
so
I
printed
it
all
out
so
for
the
committee.
So
if
there's
any
questions
now
or
any
questions
at
any
time,
you
know
feel
free.
C
You
know
to
reach
out
email
me,
you
know
we'll
be
happy
to
you
know
answer
provide
any
information
if
there's
any
questions
on
it.
So
is
that
what
you
were
wanting
to
see?
Mrs
Webber
from
your
request.
H
A
All
right,
nope,
all
right
now,
next
on
the
agenda,
is
FY
22
audit
engagement,
letter.
C
Yeah,
so
this
is
a
standard
process.
The
the
audit
has
already
been
bid
out
for
the
next
or
next
four
years
we
had
a
five-year
agreement
through
so
the
the
dollar
amount,
but
as
far
as
the
all
the
legal
language
and
everything
and
and
permission
you
know
for
chairman
and
I
signed
this
as
well
as
there's
911
signatures
circuit
clerk,
Health
Department,
those
things,
but
as
far
as
approval
to
officially
get
started.
If
you
will,
you
know
on
the
next
thought
out
of
this
fiscal
year.
C
A
Okay
motions
motion
to
approve.
B
C
Yes,
that's
a
good
question:
I
can
follow
up
on
what
last
year
was
and
the
difference
I
did
not
bring
that
sorry.
C
Oh
yes,
Village
of
Sun
River
Terrace
that
requested
originally
130
000,
are
doing
prepares
the
storm
storm
sewer
system,
along
with
the
related
roadway
and
sidewalk
repairs.
So
this
Falls,
underneath
the
twenty
thousand
dollar
cap
for
non-covered
government,
and
so
that
would
be
the
eligible
funding
if
approved.
A
Do
you
have
a
motion
to
approve
first
by
Miss,
Polk,
second,
by
Miss,
Foster,
hey,
no,
oh
I'm,
sorry,
Mr
Hunter,
second
Mr
Wheeler.
A
Okay,
Miss
Polk.
Do
you
recognize
that
as
the
first
yes.
E
C
This
is
for
specific
Havoc
replacement
replacement
habit
system
in
the
crew
living
areas
of
the
fire
station.
The
current
Havoc
system
is
broken,
these
replacement
the
age
and
conditions.
So
the
request
for
16
321.89,
with
the
specific
request
that
is
the
recommended,
the
amount.
Sixteen
thousand
three
Twenty
One
Eighty
nine
under
reimbursement
as
well
online
as
well.
C
Yes,
due
to
the
fact
that
these
are
extremely
difficult
to
find
and
when
they
find
them,
it
has
to
move
very
quickly.
So
we
are
catching
up
on
this.
C
This
purchase
of
six
squad
cars
to
Tim,
Lally,
Chevrolet
Incorporated
for
270
912
dollars
to
the
Lost
Revenue
fund,
0.98
and
the
information
you
know
for
the
vehicles
and
the
claim
and
the
check
we
printed
at
on
Friday
and
now
we're
going
through
to
get
the
blessing
just
because
of
the
emergency
situation
here.
So.
F
Mr
chairman,
just
so
the
committee
knows
the
this
is
half
the
order.
Basically,
we
work
in
a
finance.
If
you
will,
you
know,
pay
the
interest,
but
we
decided
pay
for
these
outright
out
of
arpa
to
start
with,
and
then
the
others
we're
going
to
put
on
the
lease
program
when
those
are
when,
if
all
of
that
happened,
so
those
were
already
accounted
for
in
the
capital
budget.
F
Whenever
they
come
in
our
our
our
mileage
is
starting
to
get
up
there
on
some
of
those,
and
the
good
thing
is:
is
that
the
mileage
on
the
planning
department
Vehicles,
is
a
150
000
plus,
so
we're
going
to
start
rotating
those
Vehicles
out.
So
we're
not
going
to
be
buying
new
for
all
departments,
we're
going
to
start
rotating
them
through
planning
and
getting
some
of
the
older
models
off
the
road
Wes
is
all
starting
to
rust
out.
You
know
things
like
that.
F
A
That's
very
good,
just
a
question
for
myself
was
this
the
2018,
Tahoes
or
19
Tahoes
I
mean
it
doesn't
matter,
but
I'm
just
asking
for
myself.
A
Motion
carries:
do
you
have
anything
else?
Steve?
No,
that's
all
I
have
I
just
want
to
go
ahead
and
make
one
comment.
A
Last
week,
I
went
and
met
with
Steve
and
Steve
only
has
three
people
in
his
department
and
I
just
want
to
go
ahead
and
give
Steve
a
massive
Applause
and
Kudos,
because
for
what
you
go
ahead
and
do
for
this
board
and
for
finance
committee
meetings,
I'm
blown
away
and
I
was
blown
away
with
with
our
discussion
for
about
45
minutes
and
I
just
want
to
go
ahead
and
give
you
the
recognition
for
what
you
go
ahead
and
do
for
this
committee
and
keep
up
the
good
work.
Oh
well.
Thank
you.
A
I
In
the
day,
I
I
just
want
to
say
Steve's
comment
about
the
tax
anticipation
warrants.
If
you
go
back
and
look
at
Mr,
McCarty's
hair,
it's
getting
darker
since
2019.,
it's
getting
less
gray,
so
I
don't
know
what
that
means.
But
thank
you
to
everybody
who
reached
out
I
know.
Most
of
you
know
that
I
lost
my
mother
a
week
and
a
half
for
two
weeks
ago,
and
the
board
was
very
generous
and
a
lot
of
people
showed
up
and
I
really
appreciate
it.
So
thank
you
for
that.
I
I
wanted
to
mention.
I,
don't
know
that
I
have
in
the
past.
Some
of
the
arpa
money
has
been.
We
we
have
it
and
it's
not
being
doled
out
in
giant
chunks.
So
there's
a
fair
amount
of
money
and
we've
been
investing
that
money,
mostly
in
Illinois
funds,
which
is
operated
through
the
Illinois
treasurer's
office
and
they
change
they
change
rate
on
a
daily
basis.
So
it's
actually
it's
usually
at
the
highest
level.
I
I
think
right
now
it's
paying
maybe
today
3.9
so
I
think
right
now
we're
averaging
about
30
000
a
month
in
interest,
which
is
something
that
since
I
came
in
2016,
we
haven't
seen
so
it's
kind
of
nice
to
be
getting
some
money,
so
I
wanted
to
let
you
know
that,
but
I
guess
the
most
important
news
that
I
had
today
is
that
we
have
been
seeing
a
dip
in
tax
sales,
property
numbers,
but
an
increase
in
amount
of
the
sale
and
I
attribute
that
I
think
mostly
to
this
choices.
I
Program
where
you
can
pay
partial
tax
payments,
so
essentially,
what's
happened
is
we're
keeping
significantly
more
people
in
their
homes
and
less
properties
are
going
to
tax
sell
and
from
my
standpoint,
that's
exactly
what
we
wanted
to
do.
We
want
to
keep
people
in
their
home
and
it
doesn't
change
the
financial
impact
for
our
County.
It
actually,
probably
when
it
all
Nets
out
it's
a
a
huge
net
positive
because
the
properties
are
taken
care
of
people
are
there.
I
Crime
keeps
crime
down
blah
blah
blah.
So
that's
was
a
really
good
statistic
and
then
we
looked
at
it
over
a
few
years
and
you
can
see
the
change
so
we're
very
happy
about
that
and
to
that
point
you
can
now
pay
taxes
for
2023,
well,
2022
taxes
payable
in
23.
You
can
start
paying
them
now
through
choices.
I
That's
all
I
have
other
than
that.
Merry
Christmas
to
everybody,
happy
holidays.
Any
questions
for
me,
questions
for
the
treasure
and
Welcome
to
our
new
chairman.
A
F
I
saw
claims
on
there.
Sorry,
oh,
the
monthly
resolutions.
We
need
a
roll
call
in
that.
Don't
we
is
that
spending
money,
we're
writing
checks.
A
No
because
I'm
looking
at
the
previous
minutes
from
last
month-
and
it
was
just
a
Voice
vote-
okay,
okay,
yeah
I
had
my
cheat
sheet
from
last
month.
So
do
you
want
a
roll
call
just
to
go
ahead
and
be
on
the
safe
side?
I.
F
A
F
A
A
great
question:
Miss
Polk,
that's
a
great
question:
I'll
I'll
send
an
email
out
to
the
auditor
and
invite
him,
but
I
can't
go
ahead
and
say
if
I
would
get
a
reply
back.
Probably
so
I'll
do
that.
If
the
committee
wants
me
to
go
ahead
and
send
an
email
head
nod:
yeah,
okay,
I'll
send
the
email
out
to
the
auditor
Mr
featherley
I.
D
A
Absence
is
is
a
virtue,
I
guess
other
business.
Is
there
any
other
business
older
new
business,
a
German,
Mr
felony
second
Mr
Fairfield,
all
in
favor,
say
aye
opposed.
