information
is
the
same
that
we
sent
out
a
few
weeks
ago.
When
it
came
in,
you
can
see
the
county
was
just
under
while
we
received
for
March,
which
was
the
half-open
half-closed
month,
just
under
what
we
received
for
the
month
of
February.
That
was
good
news
and
then
Bradley
for
everything
in
Kankakee
all
collected
more
in
the
month
of
March
than
in
February
so
or
be
weeks
out.
Yet
for
the
July
collection,
which
will
be
the
first
close
month
of
April.
So
we'll
see
what
shows
up
there.

presented
that
most
years
there

significant
increase
in
sales
tax
received
between
May
and
June,
and
this
year,

course,
the
increase
was
very
small.

usually

we
receive
in
June
is
a
big
bump
for
May,
and
this
time
it
was
only
a
real
small
one.

month
of
March
income
tax,
we
talked
about
the
decrease,
which
would

original
closed
months

the
finally,
the
original
filing
deadline
for
for
taxes,
and
then
that
was
moved
to
July,
which
will
be
August.
So
I
thought
this
is
a
drop
of
758
was
a
positive
sign.
We'll
see
again,
you
know
we're
we're
just
we're
receiving
the
beginning
of
the
changes
the
month
for
the
months
of
kovat.

sheriff

kept
everybody
up
to

total
payments
for
that
distributions.

flow
standpoint,
we've
been
receiving
our
Fed
and
state
payments
as
usual,
we're
starting
to
see
some

the

changes.

that
we
just
looked
at
obviously
keeping
this
short-term
right
now,

little
bit
more
history.
The
analysis
that
I
did
it
will
talk
about
here
in
a
second
went
into
everything,
so
we
went
into
all
revenues.
All
expenses
just
looked
at
all
the
trends
right
now
in
every
department,
but
for
right
now
it
looks
like
we've
made
it
through
the
worst
of
the
worst.

little
bit
tight
right
now,

nothing
to
be
concerned
about

that
I'm
Ressler
moving
the
June
I'm
wrapping
it

July
just

ensure
we
have
two
more
payrolls,
the
health
insurance
coming

we
usually
keep
in
beginning
in
a
month.
So
until
then
it
gets
up
to
the
chance
to
do
in
the
next
distribution.

learned

little
conservative
right

months
of

sheet

there's
a
two
million
dollar
variance
built
into
this
model.

be
right
on

Sheriff's
Department
relook
at

the
information
that
came
up

double-check

They
thought
it
was
closed.
So
you

at
this
point
I
believe

be
at
or
near
potentially
below
breakeven
for
the
year,
which
at
this
point
might
be
good
compared
to
everything
going
on.

Right
now,
the
two
million
there's
over
two
million
dollar
variance
for
before
we
get
to
the
million
dollar
ending
fund
balance
of
the
finance
meeting.
The
full
board
voted
on
so
I
tried
to
explain
that
the
best
I
can
sure
there
may
have.
You
might
have
some
questions,
so
you
also
notice
right
now
we're
running
about
four
million
dollars
less
than
budget
to
factors
for
that
on
the
expense
side,
one
is
the
inter
fund.

Debt
reduction
was
nearly
two
million
that
was
originally
budgeted
and
then
the
savings
that
various
departments
have
done,
especially
the
Sheriff's
Department,
have
instituted
during
this
time
make
up
the
majority
of
that
four
million
dollar
change.
So
that's
good
news.
It's
a
reaction!
It's
a
timely
reaction
and
it's
very
beneficial
one.
So
there's
still
a
lot
and
information
not
known,
but
as
far
as
best
guess,
I'm
very
optimistic
that
will
come
out
of
this
okay
and
and
potentially
not
drop
below
that
one
million
dollar
threshold
that
the
board
set.

quick

a
lot
of
information.
But
right
now
we
kept
a
high
level
because
there's
just
so
many
we
could
all
have
a
different
opinion
on
what
you
know:
the
sales
tax
numbers
for
beauty,
income,
tax,
number,
etc,

just
trying
to
use
the
best
information
that
we've
had
do
the
best
over
the
actual
show
up
here
open
up
the
questions.
If

that
should
be

This
check
actually
was
processed
last
week
and
we're
bringing
it
to
the
committee
and
there's

email
attached
to
this
particular
one
for
all

workforce
related
claims,
they're,
all
one
of
them
for
the
public
building.
Commission
all
the
rest
of
these
our
workforce.

We
are
under
a
timing
issue
with
these
of
getting
information
requesting
for
cash,
and
then
we
can
only
hold
it
three
days
as
far
as
the
workforce,
the
federal
cash.
So
the
timing
is
very
critical.
It
takes
ten
to
fourteen
days
to
get
from
the
state
and
then,
as
far
as
getting
these
out,
you
know
we
try
to
time
them
when
the
checks
printed,
so
that
we're
not
keeping
it
too
long,
and
also
that
we're
not
using
the
county's
money
for
very
long
as
far
as
tiny
of
these.

So
we
don't
loan
them
the
workforce
board
money.
So
it
timing
is
of
the
essence
and
there's
a
lot
of
work
to
put
into
that,
and
the
reason
we
had
to
print
this
one
before
it
came
to
committee
is
specifically
because
this
this
money
was
already
ordered
in
the
timing,
and
we
would
have
held
it
longer
than
three
days
before
we
made
it
to
this
committee.
So
we
had
to
do
that.
So
we
stayed
in
compliance.

rest
of
these
we
slowed
floated
down
because
we
got
these
last
week
unapproved,
but
we're
still
on
a
timing
to
still
rotate
this
and
you
know
an
obligation
for
the
the
workforce
application.
So
that's
the
timing
that
little
background
of
why
these
so
critical.
As
far
as
you
know,
when
they
come
in
when
we
write
the
check
when
this,
when
the
cash
shows
up-
and
we
put
a
lot
of
work
into
matching
that
up
the
best
that
we
can.

waiting
the
result
of
that
to
do
that.
I'm
not
sure
what
happened
with
the
timing
of
that,

there's
information

we

we
are
waiting
the
result
of
that
and
if
I
may
and
if
the
committee
is
a
pleasure
of
the
committee
since
I,
don't
know
how
long
this
will
last
with
the
auditor's
office.

want

make
sure
the
committee
knows
this.
This
isn't
even
County
money.
The
Workforce
board
is
made
up
of
Grundy
Livingston
and
Kankakee
County
and
it's
to
benefit
its
federal
pass-through
money.
That
goes
through
the
state
that
we
manage
where
there
were
the
fiscal
agent
or
this,
these
funds
for
three
counties
and.
I
So
to
to
cause
this
type
of
upheaval
over
Florida
that
was
not
even
submitted
to
the
proper
entity,
it
should
have
been
submitted
into
Workforce
board
because
the
county
isn't,
the
workforce
board
is
more
than
unfortunate
and
it's
dangerous,
because
these
are
the
people
out
there.
Looking
for
workforce
training.
These
are
the
funds
that
go
to
KCC
and
Livingston
counties,
Community
College
and
all
these
different
providers
out
there
that
are
helping
our
people
get
back
to
work
and
to
have
this
completely
held
up
and
put
the
whole
thing
in
jeopardy.

Over
political
nonsense,
listen
it's
audited
by
the
workforce
board,
and
then
we
are
the
fiscal
agent.
We
use
the
auditor's
office
out
of
courtesy
just
to
have
one
process
and
not
have
three
or
four
different
processes.
We
figure.
A
third
set
of
eyes
is
totally
appropriate.
Hey
thanks
for
the
help.
It's
another
set
of
eyes
to
look
at
these.
Well,
we
do
have
checks
and
balances
without
the
auditor's
office.
I
I
want
to
let
this
committee
know
that
now,
because
the
workforce
board
now
that
they
have
their
systems
in
place,
they
review
the
claims
they
send
with
us
and
okay
them
for
approval
finance
department,
make
sure
that
they're
in
line
with
and
does
the
great
monetary,
because
this
is
not
a
county
government.
This
is
something
that
we
have
been
hired
to
do
for
the
workforce
board
and
in
turn
they
actually
reimburse
us
from
the
time
and
expense
of
those
employees.
So
this
whole
thing
is
a
ridiculous
fiasco.
I
In
my
opinion,
a
waste
of
this
board's
time
and
it's
dangerous
along
with
a
lot
of
the
other
things
coming
out
of
the
auditor's
office.
So
I
just
want
to
mention
that
to
the
committee,
it's
a
continuation,
the
frustrating
positions
that
we've
had
for
no
reason.
So
if
you
approve
this
for
the
remainder
of
this
fiscal
year,
it
have
to
be
done
again,
not
after
December,
so
this
motion
should
say
until
November
30th
to
make
it
in
line
with
what
needs
to
happen.

is
now
a
parking
lot
for
the
County
Building
Commission
paid
for
all
of
that
work
and
we
were
to
reimburse
them
and
then
we
hit
the
majority
of
them
the
main
part
of
our
financial
situation,

this
is
now
a
monthly
reimbursement
for
that.
We
have
already
processed
three
payments
already
that
daughter's
office
approved
and
it's
been
identified.
You
know
for
that,
and
now
it's
topped
with
circles
around
the
twenty
twelve
yeah.
This
is
there's
more
resolution.

of
information
that
went
out
about
all
this,
so
we're
just
now
getting
back
to
the
point
of
being
able
to
pay
them
back
for
it.
So
I
guess
for
this,
and
this
was
to

paid

end

this
fiscal
year

we
will
be
done
paying
them.
So
would
ask
potentially
the
same
if
it's
community
splendor
the
same
that
not
only
this
one
but
the
rest
of
these
building
Commission's
the
for
the
repayment.

point
out

the
public
Building
Commission
is
made
up
of
art
district
representative
appointees.
We
have
appointees
the
city
they're,
the
people
that
hold
the
bonds
or
at
least
floated
the
bonds
for

jail

other
things
out
there.
Public
building
projects
they
tore
down
this
building
and
the
county
had
financial
distress,
and
so
they
waited,
and
so
as
part
of
our
commitment
as
we
have
fixed
the
finances.

This
county,
this
board,
that's
fixed
the
finances
of
the
county
withheld
from
the
employees
and
the
department
heads
we're
making
good
on
our
debts,
and
we
start
repaying
this
bill
and
a
simple
phone
call
or
an
email
would
have
been
sufficient
to
say:
hey
yeah.
The
resolutions
are
on
online.
You
could
search
there.
You
know
what
are
all
of
our
resolutions:
here's
what
it
is,
but
instead
we
get
a
rejected
claim
with
no
communication
out
playing
childish
games
again
from
the
auditor's
office.

So
I
just
want
to
bring
that
out
to
this
committee
again
wasting
our
time
with
something.
This
board
is
committed
to
doing
the
right
thing
and
paying
our
bills
and
honoring
old
debts.
So
just
to
know
this,
this
is
the
Finance
Committee,
and
this
is
where
a
lot
of
this
comes
in
these
games
over
and
over
and
over
again,
it's
a
complete
waste
of
our
time,
and
it's
really
disrespectful
to
those
people
who
put
a
lot
of
effort
into
their
jobs
on
a
daily
basis.

just
want
to
mention
that
again.

all
the
departments
for
what
they've
done,

also

everybody

Saturday

opened
for

first
time
ever

was

good
experiment.

didn't

quite

people

We
had
at
least

hundred
people

think
it's
something
we
probably
want
to
do
more

collect

million

update

total
inmates
are
down
at
the
detention
centers
and,
as
mr.
McCarty
indicated,
the
sheriff
and
his
department
have
worked
very
hard
to
reduce
some
of
their
expenses
because
of
fewer
inmates
and
also
fewer
revenue,
so
I.
Unless
someone
has
some
questions
on
that
that
we
could
submit
to
the
sheriff
well,
it's
simply
called
attention
to
that
report.

had

few
things.
First,
I
just
wanted
to
acknowledge
the
the
dramatic
and
profound
impact
that
the
sheriff's
and
is
cheaper,
Corrections
call
the
window.
Their
actions
have
had
on
limiting
expense,
while
the
revenue
is
that
we
met
a
revenue
downturn,
it's
very
much
appreciated
their
professional
management
of
the
situation
out
there,
both
in
terms
of
public
health
and
the
expense
of
the
revenue
situation.
So
I
just
want
to
draw
attention.
When
you
make
the
changes
they
made
and
Steve
don't
assess
its
immediately.
I
It
immediately
appears
on
well
our
version
of
a
profit
and
loss
statement,
so
it
since
I
just
want
to
acknowledge
that
it's
a
big
deal,
the
employees
or
the
management
deserve
all
the
credit
and
they
can
that
happen.

did
unfortunately
have
to
announce
that
we
have
a
opening
in
County,
Board,
district
17,
and
so
that
has
to
be
announced
publicly
at
this
meeting.
So
it's
already
we're
sending
the
letters
to
the
chairman
of
both
parties
and
that
person
must
be
a
resident.

The
replacement
for
lack
of
a
better
word
will
have
to
be
from
that
district
17
and
the
from
the
Democrat
Party
so
wanted
to
mention
that
also
to
mention
at
the
full
County
Board
meeting
coming
up
here,
we
are
able
to.
We
did
the
measuring
we're
able
to
resume
a
modified
version
of
in-person
meetings.

it
could
be
the
state's
attorney,
it

me,

could
be
Anita
for
the
new
OMA
law
that's
been
signed
in,
but
that's
what's
requiring
these
roll
call
votes
that
we
have
because
the
public
is
not
there

to
hear
how
everybody
votes
specifically.
So
the
return
to
the
meetings
will
be.
We
can't
just
have
everybody
on
zoom
in
the
meeting
we
have
to.
We
have
to
have
a
majority
of
a
quorum,
but
we
have
to
have
the
quorum
president.
So
that's

board.

Members
have
to
be
in
the
room
and
we
can
fit
them
in
there.
So
we
did
the
measuring

just
let
you
know,

it
presents
a
problem
because
we
have
to
have
the
15
there
because
they
have
to
vote
to
allow
everybody
else
there.

and
they
just
can't.

can't
have

then
everybody
shows
up
online,
so
Kelly's
gonna
be
reaching

She
doesn't
know
this
yet

I'm
letting
her

five

even

current

stay

the

normal

guidance

just

mention
it
to
this
committee,
because
it's
the
last
one
before

full
board.

consider

can
you
commit
to
being

Tuesday

the
month,
you

and
decide
if
you're
at
risk
on
your
own
or
if
you
are
gonna,
be
in
the
room?

just

to
mention
that

also

final
thing.

finance
it'll

a
financial
impact.

those
people
back

jail,

we
are
going
to
post
three
temporary
part-time
positions
because
phase
four
says
we
still
have
to
check
the
wellness
check
of
people
coming
into
the
building.
So
we're
still
going
to
have
somebody
sitting
there
doing
the
temperature
of
people
as
they
come
in
the
building,
reminding
them
of
to
socially
distant
where
the
mass.
So
it's
it's
something
that
we
don't
have
a
definitive
time
period,
but
we
still
have
to
have
those
part
time
positions.
Minimum
wage
went
up,
I
believe
to

it's
ten
dollars
this
year,
maybe
it

they
just
went
up

in

it's

bucks
now
not
a
major
financial
tip
and
something
we
have
to
do
to

our
employees

those
things

have

impact.
