County
collectors
reports

and
November
2017,
and
the
monthly
resolutions

December
2017

January
28th
came

Washington
with
emotion.

a

know
it's
a
little
warm
for
everybody
outside

So
Jack
didn't
take
much
time,
so
I'm
gonna
fill
his
time.

just
want
to
go
over
a
few
things
we
didn't
meet
and
November
I
was
hoping
to
do
it.
Then
that's
why
there
was
two
Treasury
reports,
but
I
wanted
to
talk
about
some
things
in
the
office.
That
I
think
everybody
should
be
aware
of
just
going
down
a
quick
list
here.
I
Many
of
you
know
that
we
gave
an
early
distribution
to
the
county
this
year
for
three
million.
If
needed,
we're
prepared
to
do
that
again
to
sort
of
even
out
the
cash
flow.
So
I
think
that
was
a
positive
hotel.
Taxes
are
now
being
paid
on
time.
I
had
a
couple,
fines
levied
that
were
paid
and
everybody
seems
to
be
on
time
now:
we've
realigned
mobile-home
procedures
working
with
Bruce
and
Eric,
created
a
unified
form
that
kind
of
takes
away
some
of
the
mystique
or
procedures
they
didn't
spell
them
out
really
well.
I
So
it
works
well
between
all
of
our
offices.
A
little
more
streamlined,
I
don't
know
if
anybody
knows,
but
it's
germane.
Right
now
we
are
taking
prepayments
of
real
estate
taxes
for
2018
as
a
result
of
the
Trump
tax
bill
that
was
passed.
There's
some
tax
advantages
for
some
of
our
citizens
to
pay
in
advance.
I
We
weren't
really
set
up
for
it,
but
we
worked
hard
about
a
week
and
a
half
ago
to
get
that
in
place,
and
we
have
seen
a
steady
stream
of
people
prepay
it's
great
for
our
customers,
but
good
for
us
as
well.
It
gives
us
money
in
the
bank
to
pay
P,
tabs
or
sailing
airs,
which
we
typically
had
to
push
off
to
the
end
of
the
year.

Any
questions
on
pre
payments,

tabs
are
all
paid
up.
The
last
big
one
was
Kohl's.
I
know
that
affected
you
guys
out
in
Bradley
cuz.
We
over
distributed
a
hair
to
that
TIF
district.
But
that's
all
squared
away:
there
was
more
tax
revenue
collected
this
year
and
about
80,000
dollars
in
back
taxes
ever
knew
that
we
built
for
on
our
bills.
We
didn't
sell
back
tax,
we
historically
haven't,
but
we
did
bill
for
it
and
we
collected
about
80k.
I
We
sold
less
properties
to
the
trustee
this
year,
yet
we
raised
more
revenue.
The
reason
for
that
is
really
just.
We
went
through
the
properties
with
a
fine-tooth
comb
and
made
sure
that
the
properties
that
were
for
sale
or
properties
that
could
be
sold,
and
that
would
generate
the
greatest
there
is
a
couple
there.
A
couple
owners
in
town,
I
won't
mention
names.
I
have
massive
amounts
of
bankruptcies.
We
essentially
did
not
sell
those
properties
because
they
are
so
convoluted
that
they
actually
cost
the
county
money
in
previous
years
to
sell
them.
I
We
fixed
a
$65,000
revenue
hole
that
Andy
was
acutely
aware
of.
When
we
came
in
from
sale
and
errors
that
were
sitting
when
I
took
office,
there
were
about
two
hundred
and
ten
thousand.
We
were
able
to
plug
that
hole
with
additional
revenue
raised
without
any
effect
on
the
general
fund
and
kept
our
selling.
Our
fund
is
at
its
limit
right
now,
which
is
a
good
thing.
We
created
a
new
and
mobile
compatible
website
and
no
cost
to
the
county.
I
created
it.
If
you
haven't
seen
it,
you
should
go.
Look
at
it.
I
It's
very
simple:
all
the
tax
forms
are
there
to
be
downloaded.
All
the
settlement
sheets
created
an
ad
hoc
committee,
mr.
Payton
miss
Dunbar
on
it
to
address
trustee,
owned
properties
that
are
sitting
vacant
for
years
and
years
and
years,
we're
just
in
the
beginning
stages
that
we
just
met.
That
committee
will
grow.
That's
probably.
The
first
thing
is
to
constitute
that
committee
with
all
the
stakeholders
in
the
area,
but
that
started
Delbert
has
been
a
huge
help.
I
We've
charted
every
property
in
the
county,
that's
vacant
on
a
big
map
and
we're
gonna
start
taking
them
one
by
one
and
see
if
we
can't
get
some
of
those
sold.
Presently,
that
is
a
large
issue
in
mr.
Payton's
district
and
in
Miss
Dunbar's
district,
so
I'm
thankful
that
they're
involved
in
my
hope
we
can
do
something
with
it.
I
Permission
to
do
that
in
March
when
we
moved
over
here,
which
was
a
great
thing,
I,
don't
know
if
anybody
really
realizes
how
great
that's
been
for
taxpayers
to
be
able
to
see
an
Assessor
see
the
clerk
see
the
treasurer.
If
you
have
an
elderly
person
comes
in
they're,
paying
their
taxes,
you
see,
they
don't
have
a
senior
exemption,
send
them
to
the
Assessor
first.
So
there's
a
lot
of
synergies
between
the
three
offices
and
that's
really
really
work
well
and
I.
I
Appreciate
that
Andy
I
think
that's
been
great
for
the
taxpayers
of
the
county,
but
the
being
open
essentially
is
30%
more
service
to
the
public
for
the
same
amount
of
money.
So
we
are
now
open.
30%
more.
You
have
30%
more
opportunity
to
pay
your
taxes
here.
I
think
some
people
have
said
to
me
boy.
It
didn't
look
as
crowded
downstairs
when
people
were
paying
their
taxes
and
I
think
that's
probably
because
we
spread
them
out.
We
had
more
time
to
pay.
Of
course
the
banks
are
very,
very
instrumental
in
collecting
taxes.
I
So
that's
probably
what
I
think
my
staff
and
myself
are
most
proud
of.

we're
open

days
a
week
eight
hours
a
day
as
opposed
to

hours
or
open

perfect,

overall
picture
was
presented
with
all
the
documentation,

all
the
numbers,

everything

committee
saw

year

year-end
numbers
that,
as
things
start
to
trickle
in
both
revenue
and
expense,
wise,
that's
kind
of
a
fluid
year-end
number

to

back
down

still
more
expense
than
we
either
anticipated

see

much
of
a
game
as
we
wanted
to,
but
the
overall
picture
was
very
positive.

discussion

substantiated
numbers
that
we
spoke
with
the
bankers
on
they
appreciated
the
things
that
we're
doing
and
we're
there
to
support
us
in
our
future
endeavors,
and
so
at
the
end
of
the
conversation
you
know
they
have.
They

commitments

boards
and
their
their
commitment
was
is
to
reduce
the
amount
that
they
give
the
county
year-over-year
and
if
they
see
progress,
that's
somewhat
of
a
flexural,
flexible
number,
and
so
they

our
progress
and
the

variable

outflows

depends

payroll

look

it
every
other
week
and
watch
actual
cash
flow
very
closely,

it's
really
all
a
timing
issue
trying
to
make
sure

we
keep
everything
balanced
as
we
go
through
the
tight
time.

update
this
and
keep
a
very
close
eye
on
it.

expenses

affects
a
lot
of
different
things,

we

want

make
sure
that
that

front

the
committee
and
it's
just
something

know

month

knowing
where
that

number
needs

least
as
far

budgetary

filling

vacant
position

finance

think
all

you
remember:
Nicole,
took
a
position
at
the

Bradley
school
district
and
it
Chris
Turner
and
opposite
moved
up
from
staff
accountant
to

assistant
finance
director
position
and
has
been
doing
a
great
job.
He
wanted
to
get
used
to
that
position
before
he
and
we
trained
for
his
previous
his
old
position.

again,
as
we
talked
about
since
we've
started
this
program
and
I,
think
it's
imperative
that
this
board
not
make
the
same
mistakes
that
we've
made
in
the
past,
and
that
is
anticipating
that

continue

more,
as
some
people
have
indicated.
There's
a
tipping
point
at
the
bottom
end,
there's
also
a
tipping
point
at
the
top
end,
and
so
even
the
tipping
point.

the
bottom
end,
we
still
save
taxpayers
over
two
million
dollars
tipping
points
at
the
high
end
or
getting
upwards
of
three
and
a
half
to
four
million
dollars
and
say
in
savings
for
the
taxpayers
of
our
local
inmates.
So
I
think
it's
imperative
that
we
remember
that
as
we
move
from
600,000
to
700,000
800,000,
the
likelihood
of
going
to
900,000
to
a
million
is
probably
slim
and
none
there's
just
not
enough
beds
and
I
know.
Historically,
we
have
always
thought
that.

than

complimentary
of
the

were

was

complimentary

issues
and
that's
a
and

to
her
credit

mean
she
was
awesome
and
the
fact
that
she
came
in
here
and
she
said,
look
what's
happening
in
Washington
DC
happens
in
Washington
DC
I'm,
not
bringing
that
part
here.

want
to
talk
about
local
and
she
actually
is
wanted
to
know
what
we
needed
and
yes,
I
did
show
her
the
shell,
but
she
did
ask
what
we
needed
money-wise
and
we

more

happy
to
oblige
her

that

to
her
credit,
she

she
is
anti
private

see
where
that
ends
up,

they're
gonna
probably
come
some
time
in
in
January.

Anticipate
that
having
an
effect
on
our
locals
to
what
extent,
obviously
until
it
starts
happening,

think
the
one
thing
that
we're
a
little
bit
concerned
with
is
the
fact
that
if
they
don't
post
bond
and
that's
going

affect
money
coming
to
sandy
again,
we
won't
know
until
you

and
I
think
the
other
issue
that
people
really
tend
to
not
get
is
the
effect
that
it
has
on
everybody
else.

unfortunately,
when
somebody
gets
arrested-
and
this
doesn't
happen,
everybody,
but
it
happens
to
a
lot
of
them
once
they
get
out
there.

likelihood
that
they're
going
to
reoffended
do
that
takes
resources
of
the
police.

takes
resources
of
the
circuit
clerk,
the
state's
attorney
probation.
It
takes
other
resources
that
to
now
in
Corrections,
we
have
to
now
process
this
individual
again
and
again
and
again
and
I
think
we're
gonna
see
that
a
lot
and
that's
going
to
be
a
that's
going
to
be
a
burden
to
the
entire
criminal
justice
side.
