Description
Finance Committee Meeting 08/27/2020 9:00 AM
A
B
A
A
A
Hi,
all
in
favor
in
the
room
say
aye
opposed,
nay
motion
carries
finance
department,
mr
mccarty
good
morning.
Can
everybody
hear
me
right
morning.
A
I
will
go
over
the
regular
tax
collection
income
tax
use
tax
pprt.
I
think
overall,
this
month
there's
a
lot
of
positive
information,
starting
with
income
tax.
A
We've
recovered
just
about
all
that
we,
you
know
missed
back
in
april,
we'll
see
how
the
rest
of
the
year
goes.
That
was
a
good
sign
that
most
of
it
came
back
the
personal
property
replacement
tax.
That
was
a
surprise
because
everything
I've
been
reading.
A
B
B
Sales
tax,
the
shareholder,
will
give
us
an
update
with
a
bed
rental
program.
B
You
know,
I
think
it's
it's
positive
news
again.
This
was
a
reminder
for
this
information,
the
last
two
months
that
we've
received
we're
from
a
closed.
C
Month
so
june
will
be
the
next
retail
month
that
we
receive
in
september,
so
I'll
be
very
curious
to
see
how
that
comes
in.
But
overall
I
think
everyone
can
agree.
We're
pleasantly
surprised
that
during
the
close
months
we've
had
the
amount
of
amount
of
transactions
that
took
place
within
the
county
as
far
as
what
everybody
you
know
was
wondering
and
possibly
expecting
so
so
that's
just
a
quick
update.
I
don't
know
if
there's
any
specific
questions.
D
D
F
Up,
I
think,
you'll
all
be
pleasantly
surprised.
With
our
cure
grant.
There
was
a
lot
more
activity
going
on
with
the
cure
grant
than
what
was
originally
thought
or
estimated.
So
with
all
that.
E
B
I'm
working
on
it
we'll
get
back,
but
as
far
as
cash
flow
trend
it's
you
know.
We
are
at
least
estimating
that
we're
going
to
end
up
higher
than
we
were
a
year
ago,
as
far
as
november
to
november
from
2019
to
2020..
C
Bounds
that
we've
experienced
and
appreciated
the
last
couple
of
years,
but
at
least
it's
it
is
an
increase
at
this
point,
so
we'll
we'll
continue
to
watch
this
and
we'll
talk
more
specifically
for
year-end
trends
and
upcoming
budget
in
the
next
couple
of
meetings
in
the
next
few
months.
So
I
don't
have
a
lot
to
add
other
than
that
unless
there's
any
questions
on
the
cash
flow
analysis
right
now,
it's
pretty
straightforward.
C
We
are
caught
up
within
30
to
45
days
with
all
of
our
vendors.
So
it's
pretty
it's
pretty.
It's
flowing
pretty
pretty
nicely
right
now,
so
it's
a
matter
of
continuing
to
watch
how
the
future
trend
and
how
the
spring
will
go
that
we're
keeping
a
close
eye
on
at
this
point.
Anyone
on
zoom
have
questions
about
the
cash
flow.
C
Anyone
in
the
room
have
questions
as
you're
saying
it
looks
very
positive,
so
that's
makes
it
easier.
We
don't
have
to
have
as
many
questions
if
you
go
on
to
next,
we
have
a
number
of
claims
that
have
been
recommended,
not
for
approval
or
not
recommended.
C
C
You
we
want
to
start,
then,
with
the
one
in
the
original
packet
that
is
in
terms
of
the
retirement
badge,
sure
the
retirement
badge,
I'm
pretty
sure
the
sheriff.
E
C
A
lack
of
of
understanding
that
this
man
was
disabled
in
the
line
of
duty.
I
don't
know
I'm
going
to
back
off,
because
this
is
frustrating
here's.
What
you're
saying
right
now.
This
is
ridiculous.
C
C
F
E
C
B
F
Far
as
his
statutes
go,
it
would
cause
them
to
lose
their
funding,
so
the
actions
of
one
affects
an
entity
outside
of
kankakee
county
government.
So
I
just
want
to
draw
attention
to
the
fact
and
note
some
of
the
things
on
here:
the
questioning
of
the
workforce
board's
expenditures
when
he
has
no
legal
authority
to
do
so,
questioning
why
somebody
would
have
an
ada
chair
in.
E
Their
home
that
that
is
beyond.
F
Really
understand
where
this
is
all
coming
from:
where
is
the
copy
of
the
agreement?
We
are
not
the
workforce
board
the
county,
isn't
he
submits
foias
to
us.
B
For
information,
that's
from
another
entity
can't
quite
figure.
A
Out
why
this
continues
to
happen,
so
the
committee
should
at
least
know
that
that's
what
we
deal
with
administration,
all
of
our
departments
on
almost
daily
basis
and
it's
unwarranted,
and
it
actually
costs
us
money
to
have
these
conversations.
So
it's
it's
really
not
appropriate.
I'm
just
letting
the
committee
know
that
we're
paying
these
bills
per
year
instructions,
because
it's
not
the
county's
money.
It's
three
counties,
money
that
are
together.
A
So
is
there
a
motion,
mr
hunter
emotion?
I
just
just
I'll
I'll
save
my
comments
after
the
motion's
made.
All
right
is
there
a
motion
motion
to
approve.
A
Swanson
seconds,
all
right:
yes,
mr
hunter,
yes,
mr
chairman,
andy,
are
you
saying
that
we
have
no
oversight
regarding
this?
Our
finance
department
was
our
finance
department,
well
the
county
board,
but
the
finance
department
was
contracted
to
be
the
check
and
balance
for
the
workforce
board
because
it
wasn't
kcc
years
ago
they
were
the
grantee,
I
believe,
but
they
were
also
recipient.
So
that's
a
violation
of
single
audit
standards,
so
they
needed
the
separation
of
internal
controls.
A
A
A
A
G
A
Any
discussion
hearing
no
discussion
see
nothing
on
zoom,
we'll
need
a
roll
call,
please
mr
lear
aye
mr
c
ray
aye,
mr
hess
aye
mr
burn
aye,
ms
weber
aye,
mr
peyton,
miss
parker
aye,
mr
kinsey,
here
hi
mr
zens
hi,
miss.
A
House
mr
swanson
hi,
mr
colo
hi,
mr
miller
hi,
mr
hunter
aye,
mr
wheeler
aye
motion
carries
thank
you,
mr
mccarty
cure
grant
update.
Yes,
just.
G
A
Has
oversight
on
the
cure
grant
opened
up
administrative
leave,
coveted
administrative
lead,
so
originally
that
was
not
part
of
the
equation,
and
so
the
dollar
amounts
were
much
lower.
B
Discussed
with
dco
right
now,
but
took
the
labor
that
anita
and
joanne
tagged
for
everybody
and
that
the
department
had
specifically
identified
for
the
employees
that
fell.
Underneath
this
administrative
leave
for
covid.
And
then
we
also
put.
B
Or
denied
so
we're
taking
the
approaches,
other
federal
grants
that
you
know
we're
going
to
ask
for-
and
this
includes
the
benefit
side
so
we'll
continue
to
update
you,
but
I
want
to
let
you
know
you
know
this
is
a
nice.
F
Dollar
amount,
the
general
fund,
nearly
300
000
at
this
point
of
reimbursement
and,
as
you
can
see,
the
total
for
all
the
funds,
we're
approaching
600
000
of
our
1.1
million.
That
was,
you
know,
allocated
to
us.
So
we
have,
through
the
end
of
december,
for
activity
to.
B
Submit
so
we're,
we've
had
a
lot
of
communication
from
the
departments
from
various
departments
and
we're
continuing
to
work
on
it.
So
I
just
wanted
to
give
you
an
update
and
also
update
you
on
the
dollar.
C
B
Well,
some
of
this
is
one
time,
and
some
of
this
is
ongoing.
There
are
maintenance
there,
the
front
door
folks
here
in
other
areas,
there's
some
with
corrections,
there's
some
other
activity
that
is
ongoing.
B
Any
remaining
amount
is
our
understanding
right
now.
Any
remaining
amount,
then
will
be
reallocated,
and
we
have
no
idea
how
that
reallocation
is
going
to
go
and
for
next
year.
So
you
know
that
we're
being
told
to
you
know
spend
as
much
as
you
can
that's.
F
You
know
that
is,
you
know
legally
connected
to
this.
They
are.
We
are
having
to
go
through
a
lot
of
steps
to
provide
backup
documentation
and
we
get
into
payroll
side
of
things.
A
lot
of
explanation.
A
lot
of
reports
excel
documents
that
side.
B
And
benefits
there's
a
lot
more
to
send
to
back
it
up.
You
know
as
compared
to
mass
that
has
an
invoice,
that's
very
self-explanatory,
so
so
the
the
payroll
side
of
this
is
the
largest
dollar
amount.
J
Yes,
so
are
we
going
to
submit
on
a
monthly
basis
what
we
have
now
we're
gonna
yeah
we're
basically
submitting
what
we
have
to
date
and
then,
as
it
continues,
then
we'll
continue.
You
know
with
the
ongoing
things
that
are
ongoing.
We
will
continue
that
submission
accordingly,
very
good.
That's
what
I
wanted
to
hear.
Thank
you.
J
J
I
miss
whatever
seconds
that
emotion,
any
discussion
on
the
motion.
Could
you
restate
the
motion?
Please
chairman?
I'm
sorry,
I
didn't
have
the
mr
hess's
mic
on
mr
hass.
I
make
a
motion.
We
put
this
on
file,
it's
not
to
approve
it
just
to
put
it
on
file.
So
there's
a
record
and
miss
weber.
You
segmented
that
motion
all
right.
J
We
have
a
motion
and
a
c
note:
let's
have
a
roll
call
from
zoom.
Mr
c
roy
hi,
mr
byrne,.
J
B
Any
other
things
in
terms
of
finance.
Mr
chairman,
just
to
point
out,
I
guess
clarification
when
we
approved
the
claims
not
recommended
for
approval.
Did
that
motion
include
the
claims
that
were
in
the
packet
to
approve
the
claims,
because
we
have
to
approve
the
claims
now.
B
I
All
right,
treasurer's
office.
Mr
final,
we
have
his
report
in
our
packet
or
that
was
sent
out.
I
think
was
it
no.
We
have
it
in
the
packet
yeah.
So
is
there
a
motion
to
combine
and
approve
the
reports?
I
Mr
hunter,
a
second
miss
haas
seconds.
I
I
I
don't
have
a
whole
lot.
Just
let
everybody
know
that
second
installment
of
taxes
are
due
a
week
from
today
we
put
out
a
facebook
ad
yesterday
to
remind
everybody
of
that.
Everything
at
this
point
seems
to
be
going.
Okay,
I
think,
there's
a
little
concern
with
the
new
covid,
the
reins
the
re-application.
I
B
E
I
I
reported
here
before.
Excuse
me,
the
surplus
auction
will
take
place
in
sealed
bid
fashion.
We
will
be
getting
the.
E
Books
they're
telling
us
next
week.
I
Which
show
all
the
surplus
properties
and
in
that
packet
will
be
exact
information
on
how
the
sealed
bid
process
will
take
place,
and
so
as
soon
as
we
know,
if
it's
before,
actually
the
next
board
meeting,
perhaps
I'll
speak
at
public
comment
to
let
everybody
know
how
to
do
that.
But
at
this
point
I
would
say
everything
in
the
office
is
good.
Unless
someone
knows
anything
better
and
that's
it.
I
Are
there
questions,
mr
hunter?
Mr
treasurer,
will
you
provide
those
procedures
on
facebook
as
well
too?
I
will
thanks
steve.
That's
that's
a
great
idea.
I
will
do
that.
Thank
you.
I
I
told
the
criminal
justice
committee
we
did,
we
being
the
sheriff's
association
did
win
initially
the
lawsuit
against
governor
pritzker,
and
then
they
brought
it
back
to
the
appellate
court
and
the
governor
was
granted
a
stay
to
go
back
to
what
his
executive
order
of
I
think
july.
27
said,
which
is
you
might
as
well
say:
they're
not
going
to
take
anybody,
but
the
the
issue
is
now.
C
Yadda
yadda,
it's
virtually
impossible
for
us
when
the
illinois
department
of
corrections
notifies
us
that
they
are,
they
will
take
our
sentenced
inmates.
We
can't.
I
I
For
us,
so
we've
just
kind
of
resigned
ourselves
to
the
fact
we'll
let
the
court
process
play
out
and
that's
what
it's
there
for
and
we'll
go
from
there
and
we'll
continue
to
send
bills
to
the
state
of
illinois
and
see
what
happens
so
just
to
fyi
on
the.
So
that
obviously,
will
continue.
A
I
No
send
back,
it
was
just
they're
not
taking
more
no
they're,
not
taking
more.
No,
we
delivered
the
32
okay,
so
yeah
they're
not
taking
yeah
they're,
not
taking
more,
but
I'm
sure
between
the
time
we
delivered
32,
I'm
sure
32
were
released
back
to
our
community.
So
mr
hunter
yeah,
you
describe
what
transpired
when
you
took
them
up
to
state
field.
I
How
much
did
it
cost
you
as
far
as
personal
services
over
time
it
cost
it
cost
us
42
hours
of
overtime
for
us
to
sit
there
from
8
40
in
the
morning
till
the
time
they
returned,
which
was
about
nine
o'clock
that
night
and
and
more
than
just
personal
services.
What
other
costs
did
you
incur
yeah?
So
we
we
ended
up
bringing
food
because
there
was
no
food
provided,
as
we
sat
there
out
in
the
driveway
with
inmates,
in
a
bus
or
in
our
case
three
buses,
three
transport
vehicles,
one
bus
and
two
vans.
I
You
know
it
obviously
hindsight
being
2020,
it
could
have
been
handled
better
on
illinois,
department
of
corrections
end
and
it
could
have
been
handled
better.
On
our
end,
we
assumed-
which
we
all
know
what
assume
means
we
assumed
that
bringing
people
to
the
department
of
corrections
was
the
same
as
it
was
pre-coveted
and
it
was
not,
but
we
weren't
notified
of
that
we
didn't
know
we
were
going
to
be
sitting
out
in
the
driveway
for
10
hours,
so
you
know
hindsight's,
always
20
20..
I
I
Least,
let
them
walk
around
and
and
get
out
of
the
bus.
The
problem.
I
And
and
going
nowhere,
it
was,
I
mean
they
literally
started
rocking
the
buses
because
they
were
mad
and
as
well.
They
should
have
been
what
about
bathroom
facilities,
we'll
bring
we'll
we'll
have
a
couple
different
options
for
bathroom
facilities
as
well,
instead
of
borrowing
a
gallon
jug
from
another
county,
so
they
could
take
a
leak.
I
H
H
Mr
chairman,
thank
you.
I
you,
you
probably
already
thought
of
this,
but
it
just
occurs
to
me
that
maybe
just
possibly
that
the
cost
of
housing.
I
The
one
the
folks
that
should
have
been
sent
to
state
bill,
if
you
will
could
go
to
the
cures
grant
and
the
expense
on
this
can
go
to
the
cures
grant
as
well.
I'm
sure
you're
ahead
of
that,
but
I
thought
I
mentioned
in
this
room.
Well
that
and
and
that's
a
great
point
and
yeah-
we
have
considered
that,
but
the
bottom
line
is
the
only
department
of
corrections
should
reimburse
us,
and
then
the
state
should
take
advantage
of
that
cures
grant
or
whatever
so
either
way.
It's
you
know
we
just
want
to
get
paid.
I
What
the
state
owes
us
for
failing
to
uphold
their
end
of
the
statute.
Yep
transports
are
starting
to
increase
a
little
bit.
You
know
during
this
whole
time
of
of
covid.
I
I
I
Fortunately,
we
are
able
to
quarantine
them
for
14
days,
so
we're
not
bringing
a
new
arrest
in
and
mixing
that
individual
with
people
who
have
been
in
our
jail
for
six
months
to
a
year,
so
they
are
quarantined
until
we
know
that
you
know
for
those
14
days,
that's
required
by
the
cdc
and
then
they're
moved
into
general
population
once
we
are
fairly
certain
that
they
they
don't
have
covid.
So
I
I
know
my
jail
administrator.
I
Test
the
inmates
we
only
test
if
there
are
symptoms,
symptoms,
yes,.
I
And
again,
we
are
treating
them
the
same
way.
We
would
our
own
arrests.
So
you
know
it's
it's
no
different
than
a
new
arrest
for
us.
We
are
quarantining
those
individuals
as
well.
Those
numbers
are
going
up
slightly,
nothing
huge,
but
we
are
starting
to,
as
as
we
all
want
to
do,
get
back
to
some
sort
of
normalcy.
I
Questions
on
that
any
questions
chair-
yes,
just
real,
quick
question-
I
thought
about
this
as
we
were
going
through
this
first
off,
you
guys
are
doing
an
amazing
job
under
these
conditions,
and
I-
and
I
can't
thank
them
enough.
Thank
you
I'll
tell
them
with
that
situation
that
you
had
at
state
bell.
I
Has
there
been
consideration
in
terms
of
like
some
kind
of
con
contingency
procedure
policy
so
that
you
know
if
this
were,
you
know,
occur
in
the
future?
Say
past
covet
that
that
would
be
able
to
be.
You
know,
brought
forth
yeah.
Obviously
you
know,
as
as
I
mentioned
earlier,
hindsight
is
always
20
20.,
so
we
certainly
will
make
some
alternative
plans
to
address
the
issues
that
we
felt
were
unacceptable.
I
You
know
sometimes,
when
you're
dealing
with
the
state
of
illinois,
it's
you
know
you
have
to
take
thing
matters
into
your
own
hands
and
handle
them
the
way
we
would
handle
them
here,
which
is
what
we
will
do.
I
mean
we
will
make
sure
we
have
food,
make
sure
we
have
medication
and
in
all
likelihood
we
will
probably
send
a
medical
person
with
our
bus
or
buses.
I
I
You
know
it's
it's
I
mean
this
is
probably
a
bad
analogy,
but
it's
like
the
new
restaurant
that
opens
in
town
that
everybody
goes
to
the
first
week
and
you
can't
get
a
seat
and
then
the
next
week
there's
nobody
there.
So
you
know
we
may
hold
off
on
bringing
people
until
that
kind
of
dies
down
a
little
bit
so,
okay,
I
appreciate
I
was
trying
to
think
of
ways
to
protect
your
your
guys
in
the
future.
No
thank
you.
I
Unrelated
to
this,
are
you
aware
of
the
state
of
covid
in
stateville
by
any
chance?
I'm
not
no!
I
that
has
not
been
I.
I
I
can
only
say
that
we
were
told
when
we
brought
these
individuals
back
in
early
august,
that
if
there
was
anybody
who
tested
positive,
that
they
would
stop
taking
individuals
that
day,
and
so
they
took
everybody
that
was
in
line
and
again,
in
spite
of
the
stay
that
that
the
court
has
given
to
the
department
of
corrections,
they're
still
taking
inmates,
but
obviously
they're
things
that
you
know
are
difficult
to
meet
so
as
long
as
they're
still
taking
them.
I
have
to
assume
that
there
there's
no
covert
there
right.
I
I
B
Of
it,
I
will
what
I'll.
E
Do
is
I'll
try
to
find
out
today.
If
I
can,
maybe
I
don't
need
exact
numbers,
but
if
they
have
covet
cases
those
tests
don't
go
through
the
health
department,
those
go
through
the
state
state.
Yes,
so
we
don't.
We
don't
have
access
to
that
data
right
unless
it's
amalgamated
in
a
big
number.
Thank
you.
I
appreciate
it
just
a
couple.
Other
things.
I
West
does
a
great
job
with
the
personnel
he
has,
but
there's
only
so
many
bodies
to
go
around
our
building
as
old
as
it
is
requires
a
lot
of
upkeep
and
some
things,
and
I
I
would
I
mean
the
only
thing
I'm
going
to
ask-
is
that
you
consider
possibly
a
body
for
wes
to
maybe
split
time
between
animal
control
and
the
rest
of
the
county,
so
that
we
have
I
mean
they
have
done
west-
has
done
great
in
getting
a
body
to
us.
I
It's
just
not
as
timely
as
we
would
like,
which
you
know.
Sometimes
we,
you
know
want
things
faster
than
they
can
be
done,
but
something
to
consider
maybe
for
for
2021.
C
This
up
because
it's
already
a
moot
issue
because
it's
paid,
but
it
it's
just
disturbing
and
I
I
won't
get
into.
C
He
responded
to
a
call
out
on
armor
road.
It
was
armor
road
and
galaxy
way
if
you're
familiar
with
that
area.
Just
past
cardinal
drive
out
on
armor
road.
C
Squad
car,
with
his
lights
on
his
his
emergency
lights
on
and
as
he
is
out,
there
was
a
car
coming
from
the
east
heading
west,
coming
in
a
blizzard
and
didn't
see
him
claims
that
she
didn't
see
the
lights,
which
you
know.
We
have
no
idea
whether
she
did
or
not,
but
he
was
parked
in
the
middle
of
the
road
and
he
that
car
struck
matt
going
probably
about
35
or
40
miles
an
hour.
C
I
And
to
have
somebody
question
that,
and
and
deny
it
is,
is
actually
somewhat
insulting
to
law
enforcement
and
shame
on
him
and
that's
all
I'll
say
on
it,
mr
hunter.
How
old
is
he
I
believe
he
just
turned
50,
which
would
have
made
him
eligible
for
retirement.
I
Yeah
just
another,
could
you
and
oh
I'm
sorry?
Could
you
and
the
chairman
give
a
brief
overview
of
what
transpired?
I
don't
know
at
the
hispanic
partnership
meeting,
because
I'm
not
sure
everybody
heard
that.
E
Got
feedback
on
that
yeah
I
mean
it
was.
You
know.
B
You
may
not
agree
with
it,
but
that's
okay.
We
can.
We
can
disagree
in
this
world
and
there's
nothing
wrong
with
it,
but
it
was
very
cordial,
very
respectful.
I
I
like
to
think
we
answered
questions
again.
They
weren't
questions.
They
weren't
answers
that
they
agree
with
the
some
of
the
members
of
not
necessarily
hispanic
partnership,
but
some
groups
that
were
there.
G
B
B
The
the
only
question
I
really
feel
that
had
to
do
with
finances
of
the
county
and
someone
insisting
that
that
we
had
better
have
a
new
business
model
for
after
november,
because
all
this
is
gonna
change
and
what
what
are
you
going
to
do
and
all
of
those
types
of
things
and
and
there
was
a
a
at
least
a
mention
if
you
will
of
of
us.
B
I
think
it
was
in
one
of
your
questions
that
we
don't
provide
transparency
on
the
numbers
yeah
and
if
you
look
at
the
screen
right
now,
there's
nothing
more
transparent
than
where
the
detainees
and
inmates
are
at
from
marshall's
ice
and
and
local.
What
those
numbers
are
it's
not
hard
to
figure
out.
You
know
at
267
of
our
locals
every
day.
B
If
you
do
a
math
of
ninety
dollars,
let's
just
say,
and
that's
the
short
side,
because
it's
more
it's
more
on
locals
yeah,
it's
more
on
multiple,
just
just
to
say
if
it
was
the
same
as
the
feds,
it's
it's.
It's
easy
to
put
the
numbers
together
and
take
a
look
at
an
overall
budget.
Then
what's
the
impact,
if
if
we
did
not
rent
those
empty
beds-
and
it
would
be-
we
were
already
had
gone
through.
B
Layoffs
haven't
really
restaffed,
not
just
we've
coupled
back
to
the
sheriff's
department,
but
most
departments
are
still
running
where
they
were
four
years
ago
because
we're
not
out
of
it
yet.
So
I
that
was,
I
guess,
to
the
point
of
of
sometimes
people
don't
like
the
answer.
They
don't
realize
that
if
to
make
up
for
the
you
know,
12
million
dollars
or
whatever
the
the
number
is
this
is
going
to
be
this
year.
You'd
have
to
have.
I
think
I
told
them,
there's
like
400
csls
to
make
up
for
that
property
tax.
B
There's
just
no
there's
not
a,
and
I
don't
you
can't
blame
the
public
because
they
don't
they
don't
deal
with
this.
Every
day,
but
they
don't
realize
that
that's
where
the
the
property
taxes
pay
for
all
this
stuff,
and
we
would
need
a
heck
of
a
lot
of
factories
to
move
here,
real
quick
in
order
to
to
be
able
to
support
our
current
operations,
you
know
and
and
we're
still
short
staffed.
B
B
B
Okay,
we
have
nothing
from
the
auditor's
office
at
this
time.
Is
there
any
other
business
to
come
before
the
committee?
Any
new
business
come
before
the
committee?
If
not
mr
hess,
a
motion
to
adjourn.
Is
there
a
second
I'm
looking
for
zoom
second
c
roy.
