Highways & Buildings Committee Meeting 03/10/2022 9:00am
A
A
A
Thank
you.
I
don't
have
any
public
comments
on
my
desk.
So
is
any
public
comments?
Any
public
comments,
public
comments
next
on
agendas.
I'll
prove
that
the
minutes,
I
need
a
motion
and
a
second
motion
by
miss
donnell
in
second
by
mr
long
I'll
in
favor
signify
by
say
all
right.
All
right.
Anybody
oppose
the
same
sign
motion
carries
next,
will
be
the
highway
so
I'll
pass.
The
full
here
for
mr
roger
okay
need
a
motion
to
open
the
bins.
Do
you
need
that
right
away?
A
Okay,
so
I'm
going
to
need
a
motion
to
to
open
the
seal
beds.
Mr
elizabeth
hildebrand
featherland
second
voice
vote.
Everybody
in
favor
signify
by
say
all
right.
Anybody
oppose
the
same
sign.
Garris
go
ahead.
A
D
D
Okay,
good
morning,
we
do
have
two
projects
for
a
lighting
this
morning.
The
first
one
is
for
our
county
section,
22-000-0-gm.
D
This
is
our
aggregate
proposal
that
we
do
every
year,
it's
we
award
to
everybody
and
then
we
add
a
differential
to
the
tonnage
to
see
where
it
is
on
the
lowest
on-road
cost
for
each
location
that
we're
doing
the
job
at
so
we
accept
all
these
these
prices,
so
the
first
one
I
have
is
from
prairie
materials,
vcna
prairie
aggregates.
E
D
This
is
for
their
mantino
quarry.
First,
one
their
unit
price
for
the
area.
Surface
course:
type
b
is
7.25
cents
per
ton
and
for
their
seal
code
aggregate
ca.
16
is
14
per
ton.
D
They
do
not
have
a
bid
for
the
asking
quarry,
so
the
next
one
is
vulcan
materials
out
of
their
kankakee
yard.
Lehigh
quarry.
D
Their
price
for
the
area
surface
course
type
b.
Item
number
one
is
ten
dollars
per
ton
and
for
the
ca
16
seal
code
is
15.75
cents
per
ton.
D
And
the
last
one
is
from
vulcan
materials
company
for
their
man,
mantino
quarry
their
bid
is
for
the
item
number
one.
The
aggregate
surface
course
is
7.55
per
ton
and
the
ca
16
is
15
and
30
cents
per
ton
and,
like
I
said
we
award
to
to
all
of
them
the
next
one.
The
last
one
we
have
is
essex,
township
for
their
2022
general
maintenance,
section
22.0300
gm
supplement
one.
This
is
for
aggregate
surface
course
and
seal
coat
to
be
picked
up
at
the
quarry
with
the
township's
trucks.
D
And
for
the
ca16
is
15.75
cents
per
ton,
and
that
is
the
only
bidder
we
have
for
essex
township.
So
they
are
the
low
bidder.
A
A
A
D
Next,
we're
going
to
pay
the
the
bills
here.
The
county
engineers
pay
estimates.
The
first
one
I
have
this
morning
is
for
our
county
section
for
2022
general
maintenance.
This
is
payable
to
compass,
minerals.
This
is
for
salt
that
was
delivered
to
our
yard,
and
that
amount
is
59
and
580.48
cents.
D
Next
is
norton
township
road
district
for
their
2021
general
maintenance.
This
is
a
final
pass
meant
to
kanke
valley
construction.
This
is
for
oil
and
ship
work
that
was
done
in
the
township
last
year,
and
that
amount
is
thirteen
thousand
one
hundred
ninety
dollars
and
forty
cents.
D
Next
is
pembroke
township
road
district
for
their
2022
general
maintenance.
This
is
payable
to
pembroke
township
road
district
treasurer.
This
is
for
equipment,
rental
that
the
township
uses,
and
that
amount
is
one
thousand
one
hundred
forty
four
dollars
and
seventy
eight
cents
next
is
for
pembroke
township
for
their
2022
general
maintenance
supplement
one.
This
is
payable
to
road
fabrics.
This
is
for
geo
textile
fabric.
That's
put
on
the
road
to
prevent
infiltration
into
the
stone
from
underneath,
and
that
amount
is
7,
725
and
zero
cents.
D
D
Next
is
for
the
county's
2021
general
maintenance
non-mft.
This
is
a
final
payment
to
gallagher
asphalt
for
the
hot
mix,
asphalt
overlays
that
were
done
for
county
maintenance,
and
that
amount
is
twenty,
eight
thousand
eighty
nine
dollars
and
thirty
six
cents.
D
Next
is
for
our
county
2022
bridge
inspections.
This
is
payable
to
engineering
resource
associates.
This
is
for
bridge
inspections
and
a
special
bridge
inspection
on
county
14,
and
that
amount
is
520.
D
Next
is
for
county
section,
18-00-305-00-br
non-mft:
this
is
a
final
passment
payable
to
toby's
construction
and
cartage.
This
is
a
two-page
pay
estimate
that
total
amount
to
final.
This
job
is
seventy
two
thousand
seventy
five
dollars
and
fifty
two
cents.
That's
for
the
bridge
out
west
of
bound
field
on
county
highway.
Six.
D
This
is
a
placement
to
engineering
resource
associates.
This
is
for
some
engineering
that
was
done
for
that
bridge,
which
is
on
3100
north
over
davis
creek,
and
that
amount
is
2069
dollars
and
zero
cents,
and
last
is
junior
township
road
district,
section
18-04
128-00-br.
D
D
A
B
C
C
F
D
Have
a
resolution
this
morning
this
is
a
resolution
appropriating
the
county
bridge
funds
to
construct
a
bridge
on
the
will
kangiki
county
line.
This
is
a
bridge
that's
located
on
the
12
000
north
road
at
14
750
east.
D
So,
according
to
that,
they
have
an
estimate
here
of
1
million
five
hundred
thirty
eight
thousand
one
million
five
hundred
thirty
eight
thousand
one
hundred
forty
dollars
to
replace
that
bridge,
and
our
share
is
eight
point
six
percent,
so
our
share
will
be
approximately
one:
thirty,
two
hundred
thirty
two
thousand
two
hundred
eighty
and
72
cents.
A
G
B
D
I'm
gonna,
I'm
gonna,
officially
turn
the
mic
over.
This
is
my
last
meeting,
and
this
is
this
is
greg
hayden
and,
and
we've
been
working
together
for
a
few
weeks
and
the
transition's
going
well.
Okay,.
H
I
want
to
say
thank
you
for
all
you
for
having
confidence
in
me,
and
I've
got
some
big
shoes
to
fill
between
the
last
two
county
engineers
bear
with
me:
it'd
be
a
short
learning
curve,
but
hopefully
we'll
be
up
and
rolling
and
keeping
this
county
in
good
shape
like
it
is
right
now.
Thank
you.
A
Now
I
wanted
to
take
this
opportunity
to
really
thank
mr
roger
for
all
the
help
and
service
to
the
county
for
all
of
those
years
and
during
the
time
I've
been
on
the
board.
A
To
be
honest
with
you,
I
really
did
not
know
a
little
bit
what
I
know
now
about
you
know
being
on
a
meeting
for
highway
so,
and
that
is
based
on
his
help.
So
I
appreciate
that
a
lot,
so
there
are
times
that
I
asking
questions
before
the
meeting
and
trying
to
educate
myself
about
what
I
need
to
do
and
what
I
need
to
say
and
how
things
need
to
be
done,
because
it
takes
a
little
bit
more
of
a
knowledge
to
deal
with
this
kind
of
a
topic.
A
C
I
I
All
right
first
on
the
agenda
is
the
work
orders.
For
last
month
we
had
194
work
orders
in
a
system.
That's
that's
a
very
busy
month,
usually
around
150,
so
194.
We
were
certainly
busy
last
month,
moving
on
to
the
financial
report
that
you
have
in
front
of
you
there
you
can
see
last
year
at
this
point,
we're
at
258
374.
I
we're
currently
at
201
994,
so
well
behind,
where
we
were
at
this
time
last
year,
which
of
course
is
a
good
thing.
I
don't
expect
it
to
stay
that
way.
Unfortunately,
we
have
a
lot
of
repairs
coming
down
the
pipe
here,
but
to
be
where
we
are
now.
That's
certainly
a
good
thing,
so
really
nothing
to
call
out.
I
mean
we're
within
budget
on
not
necessarily
within
budget,
but
where
we
were
at
this
time
last
year
on
pretty
much
all
the
expenses
really
the
only
one
we
did
have
some
auto
repair.
I
I
All
right
there's
no
questions
we'll
move
on
to
the
building
report.
Obviously
a
number
one
on
my
list
and
yours
as
well
is
the
elevator
situation
here
at
this
building.
Coney
elevator
is
working
on
an
encoder
waiting
for
an
encoder,
the
encoder
controls
the
elevator
movement.
So
when
it
stops
at
the
floor
at
the
right
floor
at
the
right
height,
that's
the
encoder,
it
helps
the
it
controls
the
the
ride
up
and
down,
and
it's
it's
it's
a
very
critical
piece.
I
I
So
as
soon
as
the
encoder
comes
in
we'll
be
able
to
wrap
up
the
project
because
the
encoder,
whenever
that
arrives,
coney
will
come
out,
they
will
schedule
meeting
with
the
subcontractor
doing
the
other
work
in
the
shaft.
There's
a
few
more
things
that
need
to
be
done.
We
need
to
have
a
new
sump
pump
installed.
I
We
also
need
to-
I
think
we
talked
about
this
last
month's
meeting,
there's
a
lot
of
water
piping
in
the
elevator
shaft
and
per
current
code.
You
can't
have
anything
in
the
elevator
shaft
except
elevator
components.
So
that's
going
to
be
an
add-on
I'm!
Hopefully
we
can
pass
that
cost
onto
the
insurance
company
as
a
code
upgrade.
So
I
would
expect
that
we
would
be
able
to
do
that
so
the
sump
pump
and
we
need
to
remove
the
the
water
piping.
I
So
those
are
a
couple
things
that
still
need
to
be
done
and
that'll
be
done
once
the
encoder
arrives,
because
the
contractor
can't
get
into
the
elevator
shaft
until
cone
is
on
site.
They
have
to
be
here
to
be
able
to
do
that
so
once
that
arrives,
we'll
schedule
that
and
we
should
be
able
to
get
everything
removed,
get
the
encoder
put
in
and
then
schedule
the
inspection
on
that
last
elevator.
I
That's
where
we're
at
on
that.
We
added
some
cameras
here
at
189.
That
was
done.
Actually
this
week
we
added
more
cameras
out
front
dan
is
going
to
be
putting
in
a
a
box
for
voting
out
front.
So
we
have
a
camera.
That's
going
to
cover
that.
We
also
added
some
cameras
out
on
court
street
facing
both
east
and
west,
and
we
added
another
one
in
the
vestibule.
So
we
really
increased
our
camera
coverage,
which
is
a
good
thing.
I
I
So
now
I've
worked
with
anita
to
get
this
done.
The
swipe
access
has
been
added
and
then
all
that,
so
all
the
employees
here
at
189
have
the
swipe
access
to
get
in
to
the
stairwell.
When
you
come
in
the
vestibule
there.
On
the
first
floor,
another
thing
on
my
list:
that's
going
to
have
to
be
done.
Is
water
shut
offs
so
in
this
building
just
about
every
fixture
in
this
building?
Whether
it's
a
faucet
or
a
toilet
does
not
have
a
working
shutoff.
So
in
on
fifth
floor
we
had
a
toilet
issue.
I
Well,
anytime,
you
have
a
toilet
issue.
You
don't
have
water
shut
off,
it's
it's!
It's
very
difficult
to
get
the
fixture
swapped
out.
You
got
to
drain
the
whole
building.
You
know
to
fix
a
toilet
or
fix
a
faucet.
So
that's
something
that
that's
going
to
have
to
be
done
between
the
work
that
we
had
to
do
on
five.
We
had
fixture
issues
in
the
basement,
so
it's
it's
gonna,
be
a
significant
expense,
but
it's
something
that's
gonna
have
to
be
done
just
so
we
can
work
on.
I
I
mean
there
was
a
faucet
on
the
fifth
floor
in
the
bathroom
that
I
put
off
replacing
I
mean
the
thing
didn't
work
it
leaked,
but
it's
just
such
a
pain
to
have
to
switch
it
out
when
you
can't
shut
the
water
off.
So
that's
something
that's
on
my
list
to
get
done
here
in
the
short
term,
just
for
building
efficiency
and
keeping
the
building
in
good
mechanical
condition.
I
We've
actually
have
meetings
on
friday,
scheduled
over
there
to
discuss
different
phases
for
the
project
and
how
that's
going
to
work
with
the
basement
construction
and
then
phase
two
which
would
be
moving
into
sandy's
office.
So
hopefully
we'll
have
some
more
clarity
on
what
that
project
timeline
is
going
to
look
like
on
friday.
I
So
I
think
I
might
have
touched
on
that
did
I
did
we
talk
about
that
at
last
month's
meeting,
they're
all
running
together,
but
that
is
a
component
of
the
grant,
so
we'll
be
working
with
white
and
company
on
that,
as
well
as
doug
bright,
to
make
sure
that
we're
doing
what
we're
supposed
to
be
doing
when
it
comes
to
bidding
those
projects
and
getting
the
proper
bids
from
the
proper
companies.
So
that
is
something
that
is.
I
just
wanted
to
bring
that
to
your
attention.
G
Thank
you
very
much,
mr
chairman,
mr
andrews,
how
will
you
identify
minority,
subs
and
contractors?
I.
I
I
don't
have
a
plan
for
that,
yet,
mr
hunter,
that's
something
that
we
will
discuss.
We've
already
discussed
it
with
white
and
company,
I'm
hoping
to
lean
on
the
expertise
of
them
as
well
as
doug
bright.
Who
has
done
this
before
this
will
be
my
first
go
around
with
this
type
of
stuff.
So
obviously
you
know
it's
you.
We
have
to
reach
out.
We
have
to
get
those
bids,
but
I'm
not
sure
on
the
process
of
how
we're
going
to
do
that.
G
Well,
let
me
ask
you
this:
it
may
be
a
possibility
that
if
you
could
check
with
the
illinois
department
of
human
rights
and
cms
regarding
minority
business,.
G
I
For
sure
I
made
a
note
of
it.
Thank
you,
sir
you're
welcome.
Moving
on
to
the
annex
and
old
jail
same
thing
different
month,
a
lot
of
plumbing
issues
we
do
need
to
buy
some
toilets.
I've
been
putting
that
off.
As
long
as
I
can.
I
think
I
did
touch
on
this
last
month's
meeting.
They're
three
thousand
dollars
each.
I
haven't
ordered
them
yet,
but
it's
it's
gonna
have
to
happen
also
over
there
power
washing
that's
something
for
those
of
you
that
have
been
on
the
committee
for
a
while.
I
Forgot
so
that
I
plan
to
get
the
bid
paperwork
going
probably
next
week
we'll
get
it
published
and
then
it
may
or
may
not
have
it
in
time
for
next
month's
meeting,
but
this
is
a
spring
project
that
is,
is
going
to
happen
one
way
or
another
as
long
as
the
prices
check
out.
So
that's
something
that's
still
on
my
list
and
I
wanted
to
make
sure
that
all
of
you
understand
that
I
haven't
forgot
about
that
out
at
jcdc
working
on
the
flooring.
We
talked
about
that
at
last.
Month's
meeting.
I
Flooring,
like
our
encoder,
is
six
to
eight
weeks
out,
so
I'm
waiting
I'm
working
with
carpet
weavers
as
they
were
the
low
bidder
on
that
project.
So
we've
identified
the
product
that
we
want
for
the
flooring
we've
identified
the
base,
the
vinyl
cove
base
that
will
be
installed
and
then
we've
also
identified
the
rubber
flooring.
That's
going
to
be
installed
on
the
steps,
so
that's
all
been
selected.
I
worked
with
sheriff
on
that
he's
in
agreement,
so
that's
moving
forward
just
fingers
crossed.
I
The
that
they
weren't
with
the
no
the
hard
surface
vinyl
plank
the
carpeting
in
the.
I
I
But
to
your
point
on
the
eoc
we've
really,
if
you've
any
of
you
been
out
there
lately
there
have
been
a
lot
of
upgrades
in
the
eoc.
My
staff
worked
together
with
becky,
and
you
know
our
staff
was
instrumental
in
a
lot
of
the
stuff
that
happened
in
there.
So
shout
out
to
you
know
chris
martin
and
kerry
hartman
who
work
out
there.
I
They
assisted
on
a
lot
of
the
upgrades
out
there
and
if
you
haven't
been
out
there,
I'd
invite
you
to
go
check
it
out.
It
really
becky
and
the
staff
had
really
done
a
nice
job.
We're
working
on,
I
think
at
criminal
justice.
You
might
have
discussed
the
body
scanner
that's
coming
in
out
there
that's
going
to
be
delivered
on
friday,
we're
of
course
working
on
the
associated
electrical
work.
That
needs
to
be
done
to
have
that
installed.
That
shows
up
tomorrow
and
then
it
goes
live.
I
I
Worth
noting,
when
we
install
the
luxury
vinyl
plank
hard
surface
flooring,
we're
going
to
need
to
buy
some
sort
of
machine
to
clean
the
floor.
You
know
right
now.
We
use
vacuums
because
it's
carpet,
but
with
this
with
this
product,
we're
probably
going
to
I'll
look
into
some
different
options
for
cleaning
the.
We
have
a
large
unit
that
we
use
back
in
the
jail,
but
between
that
that
piece
of
equipment
being
used
and
just
the
size
of
it,
it
may
not
work
real
well
for
upfront
in
public
safety,
so
I'll
get
some
prices
together.
I
C
Just
a
comment,
mr
chairman.
Yes,
mr
hunter.
G
G
I
just
I
just
want
to
thank
you
for
your
thorough
and
comprehensive
report,
and
you
know
you're
not
having
your
head
stuck
in
the
sand
at
all
and
not
sharing
your
information
with
us.
So
I
think
an
informed
county
board
will
make
the
appropriate
decisions
based
on
the
definitive
reports
that
you
provide
to
us,
and
I
just
want
to
say
kudos
to
you.
No
complaints.
G
E
Hey
wes
how's
the
negative
pressure
coming
at
the
coroner's
office
over
there.
I
So
we're
keeping
the
current
unit
as
clean
as
we
can,
because
we
have
issues
when
the
air
intakes
are
not
properly
cleaned,
so
we're
keeping
that
clean
and
staying
on
top
of
that
bob
again,
I
think
I
spoke
to
him
a
couple
weeks
ago
and
I
still
think
we're
about
a
month
or
more
out
on
getting
that
new
unit.
Okay,
so
that's
not
so
bad.
I
We
could
I
mean
if
it
came
to
that
yeah
we
could
get
with
one
of
our
local
contractors
and
get
a
rental
type
piece
of
equipment
or
something
to
to
do
that,
but
yeah,
that's
something
that
I
do
need
to
follow
up
with
bob
on.
So
thanks
for
bringing
that
up.
E
I
Now
bob
ordered
that
product,
of
course
I
was
in
the
loop,
but
he
handled
the
ordering
of
it.
He's
made
me
aware
of
everything
that's
going
on,
but
as
far
as
the
product
and
its
specifics
until
it
gets
in,
and
I
see
it
and
we
start
maintaining
it.
You
know
I'll
obviously
know
more
at
that
time
and.
J
F
E
F
I
can't
say
because,
if
we're
going
to
buy
one
unit
at
a
time,
the
price
is
triple
if
you
would
buy
6
10
8
20
at
a
time,
so
it's
probably
good
that
we
see
where
we're
going
to
put
them
in
each
building
and
then
order
those
types
of
units.
At
the
same
time,
I
can't
give
you
a
timeline,
but
I
can
tell
you
that
the
pandemic
is
at
a
low
point.
So
the
the
risk
of
contagion
is
not
as
as
immediate
as
it
was.
E
So
it
seems
like
the
coroner,
had
a
lot
of
deaths
again,
so
it's
just
because
it's
maybe
everybody
thinks
it's
gone
doesn't
mean
necessarily
it's
really
gone
sure.
So
I
understood
this
is
this
room
here
we
have
the
most
people
in
the
smallest
amount
of
space,
probably
anybody
in
the
whole
building
in
this
meeting
room
right
here.
F
F
That
was
one
of
my
lowest
priorities
is
to
figure
out
the
chairs
right.
When
we're
scheduling
vendor
I
mean
partner
meetings
and
doing
rfqs
and
rfps,
and
all
this
other
stuff,
it's
been
a
heck
of
a
month,
so
that
is
on
the
I
talked
to
wes
about
it
and
we're
determining
exactly
how
we're
going
to
do
that
within
the
the
financial
envelope
that
was
created
by
amazon.
I
I
mean
I
I've
looked
I've
scoured
the
internet,
I
mean
you
can
spend
150
on
a
chair.
You
can
spend
500
on
a
chair,
so
it's
just.
I
need
to
get
with
andy
when
he
has
time,
and
I
have
time
and
we'll
figure
out.
You
know
what
kind
of
a
budget
we're
working
with
how
much
we
want
to
spend.
I
mean
they
come
in
all
different
shapes
and
sizes.
Of
course,
so
I
mean
I've
already
looked
and
I've
got
ideas
when
you
have
time
to
talk
about
that.
I
Okay,
the
any
other
questions
all
right.
The
next
item
on
the
agenda
goes
in
line
with
mr
featherling's
discussion
on
the
ducks
here
in
the
building.
So
I
have
an
arpa
request
here
that
I've
filled
out,
and
I
just
wanted
to
go
over
this
with
you
here,
so
the
ducks
in
this
building
best
we
can
tell
have
never
been
cleaned.
I
mean
not
since
I've
been
here
and
I
don't
know
that
they
were
here,
never
cleaned.
I
When
my
when
brian
was
here
so
I
went
out-
and
I
got
a
couple
bids
for
the
duck
cleaning
the
first
bid-
and
this
is
floor-
the
basement
through
the
fifth
floor,
because
the
sixth
floor
of
this
building
is
heated
by
radiant
heat,
so
there's
not
much
in
the
way
of
ductwork.
On
the
sixth
floor
I
mean
there's
a
little
bit
of
duct
work
associated
with
the
cooling
system
up
there,
but
it's
very
minimal.
I
Their
bid
is
a
budget
type
bid
because
we
don't
have
any
plans
for
this
building.
I
mean
we.
We
have
some
in
the
basement,
but
they're
they're,
not
legible.
I
mean
they're,
so
old.
You
can't
you
can't
possibly
read
them
right,
so
surf
pros
bid
is
range
from
eighteen
thousand,
eight.
Ninety
four,
ninety
eight
to
twenty
three
thousand,
seven,
ninety
eight
eighteen.
So
that
was
the
first
bid
that
I
received
from
serve
pro.
I
The
second
bid
is
from
phoenix
industrial
cleaning,
their
bid
again
for
floors,
one
through
or
the
basement
through.
Five
is
forty
three
thousand
two
hundred
dollars.
So
obviously
the
low
bidder
for
the
project
would
be
servpro
and
they
state
in
here
that
they
built
they
bid
this.
The
way
they
did
with
budget
numbers
is
because
there
are
no
plans
so
going
walking
the
building
looking
through
it.
I
You
know
they
feel
pretty
comfortable
in
that
range,
but
you
know,
as
we
all
know,
when
you
get
into
a
project,
things
always
come
up,
so
they
have
a
little
bit
built
in
here,
for
you
know
anything
that
they
might
encounter.
If
there's
a
duck,
that's
you
know
if
they
can't
access
something
or
if
it's
difficult
to
access
a
certain
area
or
whatnot.
So
I
just
wanted
to
bring
this
to
the
committee.
I
I
You
know
obviously
given
the
pandemic,
and
if
we
are
going
to
go
ahead
with
the
uv
stuff,
you
know
get
the
ducts
cleaned,
go
ahead
and
put
the
the
uv
technology
in
there
after
this
is
done,
but
I
just
wanted
to
get
some
feedback
on
this.
Like
I
said,
I've
got
the
arpa
request
filled
out.
Is
this
something
that
the
committee
would
like
me
to
move
forward
with.
A
A
Mr
fellow
make
a
motion:
do
I
have
a
second
yes
hudson
says
we're
going
to
spend
some
money
here
and
let's
do
a
roll
call
on
this.
