Description
Highways & Buildings Committee Meeting 10/11/2018 9:00 AM
A
Like
to
call
the
meeting
to
order
of
the
highways
and
buildings
committee
meeting
for
Thursday,
October
11
2008
een
before
we
officially
start,
I
would
like
to
take
a
minute
to
state
that
this
is
the
first
time
that
I
have
ever
conducted
any
type
of
public
meeting
as
a
chairman,
so
I
wish
that
you
would
bear
with
me,
as
I
also
learned
how
to
do
this
job.
I
can
also
tell
you
that
when
I
was
asked
by
mr.
A
wheeler,
I
am
very
certain
that
he
asked
a
number
of
you
before
me
because
when
he
came
to
me
he
said
I
need
a
chairman,
real
bad
and
you're
the
only
real
bad
one,
that's
out
there.
So
thank
you.
Roll
call
please.
C
B
A
There
any
public
comments,
hearing
none
we'll
go
to
the
aminute
s--
for
September
13th
I
have
a
motion
for
approval,
built
I,
think
that
can
be
by
voice
vote
all
those
in
favor
Webb.
Yes,
we
have
a
second
in
front,
so
thank
you.
Bill
voice
vote,
all
those
in
favor
approval
of
minutes
I
those
opposed
motion
carried
today.
We
have
Steve
Landshut
filling
in
for
mark
Rogers.
D
Good
morning,
there's
eight
pay
estimates
for
consideration
this
morning.
First
three
are
from
the
county
motor
fuel
tax
fund.
The
first
one
would
be
for
Kankakee
County
2018
general
maintenance
supplement
number
two
and
that's
payable
to
grass
so
construction
for
sealcoat,
one
on
chip
seal
coating
on
the
county
system.
The
amount
is
147,000
$57
and.
D
$39.95
four
dollars
and
twenty-nine
cents,
then
I
have
the
township
motor
fuel
tax
fund,
first,
one
being
payable
to
pembroke
township
road
district
for
their
section,
2017
general
maintenance
supplement
number
one
and
as
for
oil
and
ships,
steel
coating
that
was
supposed
to
be
done
in
2017,
but
was
just
completed
this
year
and
that's
payable
to
grass
a
construction
company
in
the
amount
was
one
hundred
twenty-five
thousand
four
hundred
thirty
nine
dollars
and
seventy
cents.
This.
D
E
D
D
D
This
is
for
pembroke
township
road
district,
section,
18,
11,
0,
0,
0,
0,
0
GM
supplement
number
1
payable
to
the
pembroke
township
road
district
treasurer.
This
is
for
equipment,
rental,
it's
a
reimbursement
back
for
use
of
their
own
equipment,
and
the
amount
is
fifteen
thousand
eight
hundred
forty
seven
dollars
and
ninety
cents.
F
E
A
A
B
D
C
C
That
was
a
compressor
for
the
sixth
floor
air
conditioner
that
we
discussed
previously
at
this
committee
meeting
a
couple
months
ago,
the
compressor
that
serves
two
of
them
up
there
on
six
one
unit
14,
the
compressor
was
out.
We
received
multiple
bids
for
that
work
and
I
went
with
a
little
bitter.
You
know
on
that
project
and
that
was
40
to
85
all
the
other
miscellaneous.
C
If
you
follow
that
line
item
across
there
for
ten
thousand
seven
sixty
five
twenty
seven,
all
the
other
miscellaneous
work
was
for
service
repairs
by
outside
contractors,
which
included
you
know.
Precision,
piping
protection
associates
Rooter
Electric,
and
that's
that
that
that
was,
you
can
see.
That's
the
lion's
share
of
the
expenses
for
September
under
building
equipment
for
courthouse
you'll,
see
13
2014,
5
1202.
That
was
for
freon
for
the
courthouse.
If
you
remember
at
last
month's
meeting,
we
had
an
ear
handler
that
was
down
on
the
east
side
of
the
building
due
to
vibration.
C
C
All
right,
if
that
will
move
to
the
building
report,
we'll
start
here
at
189.
Obviously
all
of
you
know
I
think.
All
of
you
know.
We've
had
some
phone
issues
here
at
the
building.
It's
happened
a
couple
times
over
the
last
I'd
say
month
or
two
I'd
come
in
in
the
morning.
Phones
were
down,
I,
make
a
phone
call,
Rooter
comes
out
and
it
been
a
fuse
issue
in
the
phone
system,
so
they
replace
the
fuse.
C
What
we
continue
to
have
the
issue
they'd
come
out
this
last
time
and
they
found
that
we're
having
the
fuse
issue
due
to
a
bad
board.
The
the
board
on
the
phone
system
was
actually
was
actually
fried,
so
they
overnighted
a
new
system.
We
got
that
installed,
Andy
and
I
and
others
we'd
met.
We
had
the
Rooter
technician
here
as
well.
We
met
with
everybody
in
the
building
I
think
we
managed
it
as
well
as
humanly
possible.
So
we
ruder
got
us
up
on
a
temporary
basis.
C
For
a
day,
we
had
I
think
one
phone
in
every
office
we
had
an
email
address,
set
up,
so
I
think,
like
I,
said,
I
think
we
managed
it
as
well
as
we
could.
Phones
are
working.
Fine
haven't
had
an
issue
since
so
knock
on
wood.
We
should
be
good
boiler
piping.
On
the
second
floor,
we
discussed
that
at
previous
meetings,
the
unit
in
the
recorders
office,
the
piping
on
the
unit,
was
badly
corroded.
C
You
know
there
was
actually
some
cloth
that
had
been
put
on
the
unit
to
keep
the
the
cast-iron
piping
from
making
a
mess
all
over
the
floor.
You
know
with
the
heating
season
upon
us
now,
I
wanted
to
make
sure
that
we
got
that
addressed,
because
if
that
line
were
to
break
or
rupture,
you
know,
we'd
have
one
heck
of
a
mess,
so
got
multiple
bids
on
that
project
as
well,
and
that
that
that
project
is
now
complete.
C
We
continue
to
get
ready
for
winter
at
all
the
buildings
we
needed
brushes
for
our
tractors,
the
brushes
that
we
use
to
clean
the
sidewalks
were
badly
worn,
I
think
talking
with
our
supplier,
a
couple
of
them
date
back
to
2009-2010.
So
we
went
ahead
and
got
those
replaced
as
they
were.
You
know
they
just
weren't
or
a
tional
anymore,
so
we
got
three
new
brushes
too
to
clean
our
sidewalks.
Here.
For
the
winter
months,
we
had
generator
maintenance.
Cummins
power
was
out
a
couple
weeks
ago.
C
We
have
a
service
contract
with
them
to
service
all
of
our
generators
at
all
of
our
buildings.
They
come
twice
a
year.
They
identified
a
laundry
list
of
items,
you
know
generator
hoses,
hose
clamp,
radiator,
hoses,
many
of
them
date
back
to
2010-2011,
and
you
know
he
highly
recommended
that
we
look
into
you
know
replacing
some
of
those
hoses
due
to
age
block
heater
hoses,
so
nothing
urgent.
That
needs
to
happen
today
or
tomorrow,
but
something
that's.
C
You
know
on
my
radar
that
I'm
gonna
start
to
get
some
bids
on
that
to
see
you
know
what
kind
of
money
we're
looking
at
to
to
make
some
of
those
repairs.
You
know
to
those
generators
because,
obviously,
if
when
you
need
them,
you
want
them
to
run
right
and
I
just
want
to
make
sure
they're
operational
should
should
we
ever
need
them
trying
to
get
the
repair
work
on
the
east
side
of
the
building
here
scheduled.
If
you
remember,
this
is
almost
going
back.
C
Ten
eight
nine
ten
months
now
card
hit
the
building
I've
reached
out
to
the
contractor
that
it
bid
the
work
just
trying
to
get
it
scheduled.
So
that's
something
that
should
be
happening
here,
I
hope
within
the
next
couple
months
at
the
courthouse,
the
still
working
to
get
a
remote
remote
door
lock
installed.
We've
had
some
delays
there
as
well.
We've
discussed
that
at
previous
meetings,
so
I
won't
go
into
a
whole
lot
of
detail.
C
C
F
F
It
was
all
in
a
hurry.
We
had
to
get
that
in
yesterday.
So
it's
a
total
cost
coverage.
So
it's
our
estimates
now
around
165
thousand
so
but
again,
we'll
when
I'll
be
able
to
announce
that
when
we
get
it
get
it
I'll
announce
it.
Hopefully
my
finance-
hopefully
my
Monday
I
mean,
but
it
was
it
was.
It
was
substantial.
It
kind
of
came
out
of
the
blue,
we
applied
applied
for
it
and
and
we
actually
got
it
so
work.
Oh
yeah.
C
So
I
I
finished
in
E
and
I
finished
up
the
paperwork
on
that
yesterday,
I
submit
it
to
representative
Parker.
She
responded.
She
got
it
and
submitted
it
so
we'll
see
where
we
go
from
there
at
the
annex
met
with
Tom
Latham
yesterday
we're
gonna
go
ahead
and
get
the
security
station
stuff
wrapped
up
there.
A
couple
of
vending
machines
that
need
to
be
moved
up
to
the
second
floor,
a
desk
that
needs
to
be
moved.
We're
gonna
get
the
magnetometer
installed
over
there.
C
So
as
far
as
the
facility
portion
of
the
work,
we
should
have
that
done
here,
I
would
say
in
the
next.
You
know
a
few
weeks
we'll
have
that
all
wrapped
up
ready
to
go
at
the
old
jail
we've
got
a
water
heater
down
right
now
that
we're
waiting
on
a
part
for
our
part
for
also
in
the
process
of
getting
glycol
injected
into
the
system.
Therefore,
the
chiller
pipes
over
the
winter
months.
Obviously
you
don't
want
those
to
freeze
and
break.
C
So
that's
something
that
we're
getting
getting
taken
care
of
here
this
week
still
have
an
issue
with
the
air
handler
and
master
control.
I've
got
I've,
got
a
couple
contractors
working
on
it
right
now,
and
that's
something
that
hopefully,
by
next
meeting
I'll,
have
some
more
information
for
you
on
that
that
Jerome
combs,
we
have
a
you
know
nothing
out
of
the
ordinary.
Really
we've
got
just
a
couple
issues.
There.
We've
got
a
breaker,
that's
tripping
and
our
storms
that
we
had
here
on
Monday.
We
had
a
breaker
that
tripped,
causing
the
generator
to
run.
C
So
we
reset
the
breaker
generator
shut
off.
We've
thought
all
was
well
well
yesterday
evening
at
the
breaker
tripped
again,
so
the
generator
kicked
on
so
I've
got
somebody
coming
out
to
take
a
look
at
that
breaker
and
figure
out
why
we
continue
to
have
these
issues
door
open
around
the
south
side.
We've
got
a
mechanical
opener
going
in
on
the
south
side.
For
that
overhead
door.
C
The
V
AC
is
going
to
be
using
that
facility
to
park
their
van
inside
over
the
winter
months,
so
for
accessibility
makes
a
lot
of
sense
and
that
we're
gonna
go
ahead
and
get
that
installed
there
other
than
that.
Just
a
couple
maintenance
type
issues.
You
know
I'd
like
to
start
to
get
some
estimates,
even
if
our
staff
could
do
it
on
some
painting
out
there.
F
Just
an
update
to
the
committee
mr.
Kinzinger
has
been
in
on
these
email
communications
with
our
architect.
It
was
asked
of
the
courthouse,
the
monument
that
was
going
on
the
lawn.
You
know
about
the
I'm
gonna
say
the
architectural
appropriateness
may
be
might
be
the
best
word.
Is
it
gonna
match
other
stuff?
Is
it
going
to
balance?
Is
it
going
to
look
like
a
hodgepodge
of
you
know
things
just
scattered
about
the
lawn
and
I
believe
that
mr.
F
Kinzinger
his
concerns
were
answered
appropriately,
and
so
we
just
wanted
to
let
the
committee
know
that,
because
we
were
gonna
come
back
and
that
was
the
last
request
of
this
process
was
that
it
was
the
the
stone
was
gonna
match.
Obviously
you
can't
match
you
know
granite
from
a
hundred
years
ago,
but
it's
it's
gonna
be
proportions
with
the
memorial
on
the
other
side
is
all
acceptable
and
I
guess.
If
that's
the
committee
might
want
to
hear
your
perspective
on
that.
Mr.
Kinzinger.
A
F
Thing
actually
it's
it's
it's
minor,
but
it's
not
minor.
The
VA
see
had
asked
if
they
could
build
a
shelter
and
it
would
have
to
be
a
building,
not
just
a
canopy,
to
house
their
bus
here
on
the
property
out
here
somewhere,
and
we
really
don't
have
that
area.
So
I
talked
to
the
sheriff
and
they're
going
to
let
them
park
inside
the
shell
out
there
how
to
injustice
way.
The
only
thing
they
have
to
do
is
is
they're
gonna
put
a
mechanical
opener
on
the
door
instead
of
a
crank
because
it's
for
the
winter.
F
Basically,
so
they
can
just
take
their
their
new
boss
out
and
hit
the
road
with
it
rather
than
have
to
get
out
and
get
on
top
of
them
and
get
all
the
snow
off
of
it
and
have
it
at
a
nice,
safe,
secure
location.
So
it
was
really
minimal
cost
that
the
sheriff
actually
needs
to
have
an
electric
opener
on
that
door
anyway,
for
whatever
happens
out
there.
So
he
was
going
to
go
ahead
and
do
that
and
put
up
a
card
on
it,
so
they
can
get
in
and
out.
