Description
Highways & Buildings Committee Meeting 2/15/2018 9:00 AM
A
B
C
Is
it
working?
Yes,
we
Guptill,
okay,
you
can
probably
hear
it
better
than
I
can
destroy
it.
Okay,
I'm
Helen,
Dufour
I'm,
president
of
the
Kankakee
Woman's
Club,
and
for
two
years
we've
been
raising
money
to
build
some
kind
of
a
recognition
that
Kankakee
has
three
governors
and
we're
the
only
community
that
has
can
say
that,
and
so
what
we'd
like
to
do
is
request
a
spot
where
we
could
put
a
small
wall
or
a
statue
that
can
be
worked
out.
C
What
we
had
designed
before
was
designed
for
the
location
it
was
intended,
and
so
we
think
that
the
the
courthouse
lawn
would
be
the
perfect
place
for
something
like
that.
But
we
need
your
permission.
We
need
your
support
financially,
we'll
raise
the
money,
that's
not
anything
you
have
to
do.
We
just
need
the
spot.
We
just
need
the
spot
in
the
permission,
so
I
do
have
samples,
but
I
think
if
we
were
given
a
spot,
then
crystallin
would
work
with
us
on
a
design.
C
Jim
Lambert
is
working
with
us
on
the
bronze
plaques
that
would
go
on
there
and
Phil
Angelou
said
that
he
would
help
write
the
phrases
that
would
go
on
there.
So
we
have.
We
have
some
good
support
behind
us,
but
I
I.
We
need
your
permission,
so
I
talked
to
Andy.
Wheeler
must
have
been
right
after
your
last
meeting
and
then
he
said,
I
could
come
to
this
board
meeting
and
explain
to
you.
I
thought
he
had
sent
things
out
to
all
of
you,
but
maybe
he
hasn't
so
anyway.

We
accept
all
the

as
we
get
that
from
the
quarry,
so
I'd
recommend
a
pool
of
that.

A
G
D
B
A
E
Right
I
do
have
some
pay
estimates
this
morning.
Just
a
couple
here.
The
first
one
is
for
our
County
general
maintenance
or
2018
payable
to
compass,
minerals
of
America.
This
is
for
salt.
That's
been
piled
in
our
shed
that
we've
been
using
at
a
rather
rapid
light
rate.
Lately.
That
amount
is
fifty
three
thousand
six
hundred
forty
nine
dollars
and
84
cents.
E
Next
is
for
ke
kero
district
for
their
2018
general
maintenance.
This
is
two
compass
minerals,
America
for
salt,
that
they've
had
delivered
to
their
yard,
and
that
amount
is
five
thousand
one
hundred
sixty
four
dollars
and
thirty
one
cents
and
last
is
for
bourbon
a
road
districts,
section
zero
6-0
to
105
zero
one
BR.
This
is
payable
to
engineering
resource
associates.
This
is
for
a
hydraulic
report
on
the
proposed
bridge
to
be
replaced
on
Larry
power,
and
that
amount
is
$4,000.
A
B
A
E
Right
I
do
have
a
couple
of
resolutions
this
morning,
the
first
one
before
you
is
a
resolution
appropriating
County
joint
bridge
funds
for
the
emergency
repair
of
structure,
number
Oh
for
6-3
to
54
in
the
Kankakee
Livingston
County
line.
If
you
recall
last
month,
I
had
another
resolution
into
this
committee
for
replacement
of
a
bridge
and
I.
Think
there
is
a
map
attached
and
I.
E
The
north
one
is
presently
closed
and
now
the
state
came
in
and
did
a
rating
on
it
and
now
the
South
one
is
closed.
So
you
cannot
traverse
that
area
and
the
area
between
the
bridges
is
landlocked.
So
the
Livingston
County
took
the
lead
and
we
are,
they
have
contracted
and
are
getting
the
South
one
repaired.
It's
a
timber
timber,
pile
bridge
that
the
timber
pilings
have
decayed,
and
so
they
are
getting
that
repair
done,
declared
an
emergency
and
I
think
that
the
contractor
has
started
that
repair
already.
E
A
D
F
E
Have
one
final
resolution-
and
this
is
a
resolution
for
our
participation
in
state
of
Illinois
federal
surplus
property
program
for
the
kangy
county
highway
department
in
the
county
of
Kankakee
state
of
Illinois.
This
is
a
program
that
we
receive
notice
from
CMS.
It's
for
local
government
agencies
when
they
have
surplus
equipment
that
we
have.
We
can
put
our
name
in
to
receive
that
equipment.
There's
a
website
you
can
go
to
and
they
have
different
things
on
there
that
you
can
select
from
there
in
all
all
different
states.
E
We
just
would
have
to
go
pick
it
up
and
pay.
They
say
between
5
and
25
percent
of
its
original
they
of
its
value
at
that
time.
So
we
were
just
like
permission
to
participate.
It
doesn't
mean
we're
going
to
buy
anything
today
or
anything
it
just
if
something
will
pop
up
in
the
future.
We
would
have
access
to
purchase
it
or
receive
it
for
free,
ok,.
A
A
E
F
Nineteen
thousand
eighty
seven
dollars
and
91
cents
that
that
includes
the
Kankakee
disposal
for
the
month
I
had
to
have
the
handrail
on
the
back
porch
at
the
porch
of
the
courthouse
removed
and
replaced
by
CV
welding
they
so
that
that
was
an
increase
for
the
month
fuel
for
the
generators.
Thirteen
hundred
fifty
one
dollars
for
the
new
jail,
two
hundred
fifteen
dollars
for
the
old
jail.
So
there
was
there's
an
additional
fifteen
hundred
that
we
don't
typically
figure
for
the
month.
F
We
had
a
light
pole
in
the
annex
parking
lot
that
needed
to
come
down.
It
was
bent
that
was
five
hundred
seventy-five
dollars
and
then
under
miscellaneous
to
see
nine
thousand
two
hundred
twenty
nine
dollars
and
51
cents.
That's
several
pieces
of
equipment
that
I
had
to
order
online
to
keep
equipment
running.
If
anybody
would
like
to
see
a
list
of
that,
I'd
be
happy
to
share
it
with
you.
So
that's
why
we
see
a
four
thousand
dollar
increase
for
the
month
here.
F
F
For
many
things
that
was
broke,
we
had
a
lot.
We
had
pretty
good.
We've
been
asked
to
move
the
state's
attorney's
files
from
the
treasurer's
building.
As
you
were
aware,
we
had
a
water
break
main
break
over
there.
All
that's
been
mitigated.
The
the
mold
is
mitigated
because
of
the
shortage
of
manpower.
I
asked
serve
Perl
while
they
were
there
to
get
a
price
to
move
those
there's
there's
over
a
hundred
file
boxes,
full
of
files.
F
I,
honestly,
don't
have
anyone
to
pull
out
of
buildings
that
go
move
files
around
so
I
have
a
price
here
from
servpro
for
$1,050
I'm.
Only
sharing
that
that
it's
right
here
at
scene
about
two
and
a
half
hours
for
four
men
plus
a
truck
it'll,
have
to
be
supervised
and
I've
spoke
with
mr.
Rowe
about
this.
F
He
said
he
would
provide
someone
here
at
the
BAC
in
order
to
that
for
those
files
to
go
back
in
order,
they
were
really
pretty
much
moved
into
a
rows
and
rows
of
files,
but
but
there's
really
no
organizational
anything
organized
about
it.
So
we
need
to
redo
that,
and
they
said
he
would
provide
someone
to
take
care
of
that.
If
we
could
have
someone
what
servpro
over
there
I'm
throwing
this
at
yeah
I
would
say,
we
could
probably
pull
this
out
of
some
fun
with
the
state's
attorney's
office.
F
F
F
F
Kcdc,
the
old
jail
I
lost
heat
on
2/3
in
the
North
on
2nd
and
3rd
floor.
Northeast
and
I
lost
a
boiler
there.
We
had
two
tubes
go
bad
in
the
boiler,
so
we
had
to
call
in
NOLA
boiler.
They
had
to
come
in.
Take
a
boil.
Take
that
boiler
down
replace
two
tubes
in
it,
and
then
we
had
to
back
flush
all
those
heaters
up
on
two
and
three.
We
were
able
to
get
all
those
going
again
we're
having
some
issues
with
it,
because
that
water
system
is
as
old
as
it
is.
We
have.
A
F
Had
a
I
had
a
booster
heater
out
of
Jerome
combs
detention
center
in
the
boiler
room
out,
there
went
bad
I
went
to
Pharma
fleet,
got
a
new
one
and
had
Rooter
Electric
come
out
needed
to
have
new
wire,
and
what
have
you
pulled?
I
had
them
go
ahead
and
fix
that
we
had
a
broke
water
line
over
at
KCDC.
We
just
had
that
repaired
and
we've
completed
all
the
Wi-Fi
cabling
for
the
medical
and
I
spoke
about
this
last
month.
F
Medical
is
now
distributing
their
medic,
their
meds
on
the
floors
instead
of
bringing
inmates
down
to
the
medical
office,
so
we
needed
to
pull
cables
throughout
the
building,
so
we
could
get
to
Wi-Fi
run
in
there,
so
they
can
walk
up
and
use
their
dispense
machine.
So
that's
all
been
completed
as
well
by
our
staff
same
way:
Jerome
combs
and
that's
completed
and
working
the
one
that
the
one
at
the
old
jail
still
is
an
operational
yet
but
they're
taking
care
of
that.
F
That's
IT
department
I
need
to
go
out
to
bid
on
this
roof
here
and
the
one
at
the
courthouse.
I
sprung
another
leak
here
again
and
back
in
the
recorders
office.
That's
the
fourth
leak.
I
have
going
on
right
now,
we're
catching
water.
Cuz
I
have
no
way
trying
to
figure
out
how
this
is
going
to
happen
or
where
the
leaks
are.
If
you
will,
until
what
till
is
snow
and
rain
stops,
and
it's
supposed
to
start
raining
so
we're
catching
water
buckets
down
here
on
two,
so
you
know
my
question
here
is
we?
F
F
F
F
At
the
treasurer's
building,
I
lost
the
draft
inducer
motor
on
the
heating
over
there
temperature
dropped
to
about
50
degrees.
We
do
have
to
keep
that
building
heated,
so
we
were
able
to
fix
that
ourselves.
The
mold
mitigation
is
done
as
well,
and
then
the
files
to
be
relocated
out
of
there
that
build
it's
just
a
storage
facility
for
now
courthouse
judge,
Bradshaw
came
to
me
asked
to
have
a
direct
line.
F
We
currently
have
a
phone
line
up
on
the
third
floor,
for
women
of
domestic
violence
can
call
Harbor
House
with
a
pick
up
of
a
phone
and
it's
in
a
separate
room.
They
came
to
me
and
asked
if
Casey
Casas
could
also
be
included
in
this.
Of
course,
I
said
yes,
I
had
the
phone
in
my
office.
It
takes
over
there
this
afternoon
that
they
just
pick
up
the
phone
and
it
connects.
So
it's
it's
a
good
deal
for
everybody
mom,
so
I'm
gonna
go
ahead
and
get
that
taken
care
of
the
computer
area.
F
That's
insanity,
CI
C's,
room
209,
for
anybody
who
buy
outside
people
that
want
to
use
those
computers
are
it's
complete.
Desks
are
in
floors.
In
computers
are
up
and
operational
and
they're
very
pleased
with
the
way
it
turned
out.
So
if
you
get
a
chance
to
stick
your
head
in
209,
it's
in
there
being
and
again
the
handrails
JC
DC
fire
extinguisher
in
the
annual
annual
inspections
of
the
buildings
done,
the
Wi-Fi
is
done
wash
buddy
had
a
backup.
Typically
that
happens
in
the
winter
we
had
the
tank
pumped
out.
F
That's
taken
care
of
Asbury
United
Party
lot.
That
was
a
bad
lights
over
there.
Those
are
repaired.
The
heating
and
cooling
updates
are
complete.
Johnson
Controls
is
now
writing
the
graphics
for
this
I.
That's
going
to
take
a
little
bit
more
time.
We
are
using
the
new
system
and
I'm
waiting
for
IT
here
at
189
to
bring
that
onto
my
computer.
My
at
my
desk
and
then
we'll
have
full
control
of
all
of
the
buildings
will
be
then
in
the
maintenance
director's
office,
so
that'll
complete
that
that
project
as
well
fire.
A
F
Have
I
am
a
laptop
at
home
yeah
you
have
to
have
Wi-Fi
to
get
on
it.
I
have
the
county's
laptop
at
my
house
ID
right
now,
I
can
control
every
building,
but
that
one.
So
it's
worked
out
really
well.
So
if
I
get
a
call
I
can
I
can
adjust
temperatures
right
from
the
house,
so
the
annex
cameras,
as
we
talked
about
that,
was
a
what's
the
word
I'm
looking
for
grant
that
he
received
over
there.
Those
cameras
are
completing
the
demos
done
and
so
that's
completed
as
well
other
than
that.
D
Know
every
two
years,
every
two
years-
yes,
sir
we've
already
done
every
year.
Probably
one
of
the
most
important
thing
you
have
and
equipment
is
those
boilers
and
the
inspection
of
them.
And
when
you
go
down
the
middle
winter
is
one
thing
in
the
wood
middle
of
summer:
the
time
to
really
inspect
them.
So
I,
don't
know
you
use
for
boiler,
inspection
and.
F
H
F
H
F
G
F
A
G
As
you
said,
mr.
chairman,
the
in
regard
to
that
request
for
the
recognition
of
the
three
governor's
I
know
that
the
Chairman
has
sent
things
out,
I.
Think
most
people
in
this
can
man.
He
probably
got
the
schematic
that
I
did
was
available,
so
I'm
sure
that
that
will
be
followed
through
on
once.
He
gets
back
from
vacation
yeah.

F
Spoke
to
Andy
about
this,
we
have
a
location
picked
on
the
northeast
corner
or
I'm.
Sorry,
the
northwest
corner
right
at
Indiana,
Avenue,
there's
electrical
there,
so
that
was
kind
of
kind
of
the
location
of
where
that
we've
picked.
That
would
probably
work
the
best.
We
just
had
that
tree
taken
down
right
in
front
of
the
memorial
flag
that
old
oak
tree
that
was
staying
there.
It
was
bad,
so
we
had
that
taken
down,
so
that
area
is
completely
cleaned
out.
That
I
just
came
from
there
a
little
while
ago,
mr.
F
wheelers
gonna
work
with
the
chief
judge
and,
of
course,
sheriff
Downey
on
a
location
pick
but
I'm
sure
there's
gonna
be
some
other
things
that
I'll
have
to
get
done
ahead
of
time,
but
right
now
tentatively,
that's
that's
where
they
they're.
Looking
at
so,
and
that's
about
as
much
as
we
know
what
that.
