Thank
you.
I
don't
see
any
public

move
on
to
the
approval
of
the
minutes
from
may
13
2021..
I
need
a
motion.
Okay.
I
got
a
motion
in
a
second
okay,
mr
featherland.
Second
roll
call
please
or
ever
let's,
let's
do
a
voice
vote
in
this
everybody
in
favor
signify
by
say,
aye
aye
any
nays
on
on
zoom.
A
C
Thank
you
good
morning.
We
do
not
have
any
bidding
and
living
for
the
highway
department
this
morning,
but
I
do
have
some
bills
to
pay.
The
first
one
I
have
is
for
the
kanke
county's
general
maintenance
for
2021.
This
is
payable
to
gallagher
material
corporation.
This
is
for
hot
mix
picked

and
that
amount
is
eleven
thousand
seven
hundred
sixty
three
dollars
and
nine
cents.

roman
road
district

their
2020

The
reason
it's
2020
is
this
was
a
contract
that
got
extended
into
this
year
from
last
year
because
they
could
not
get
to
it,
and
this
is
for
oil
and
ship
work
done
in
aroma,
township,
and
that
amount
is
fifty
five
thousand
five
hundred
twenty
two
dollars
and
fifty
eight
cents.
C
155.96
next

saint
anne

the
township,
and
that
amount
is
six
58
one
dollars.

in
the

and
that
amount
is
ninety
two
thousand
one
hundred
eighty
seven
dollars
and
twenty
two
cents
next
is
for
key
township
road
district
for
their
2021
general
maintenance.
This
is
payable
to
champion
salt
for
salt
that
was
delivered
to
their
yard,
and
that
amount
is
thousand
twenty
three
dollars
and
thirty
cents.
C
C
C
Next
is
for
essex,
township
road
district
for
their
2021
general
maintenance.
This
is
paid.
This
is
payable
to
vulcan
construction
materials
for
road
mix
picked
up
at
the
quarry
with
their
trucks,
and
that
amount
is
thirteen
thousand
sixty
five
dollars
and
eighty
nine
cents.
C
Next
is
moments
township
road
district
for
their
2021
general
maintenance.
This
is
payable
to
vulcan
construction
materials
for
road
mix
picked
up
at
the
quarry
with
their
trucks,
and
that
amount
is
eleven
thousand
two
hundred
sixteen
dollars
and
sixty
six
cents.
C
C
Next
is
our
county
section,
18-0-305-00-br
non-mft?
This
is
payable
to
toby's
construction
and
cartridge.
This
is
for
construction
of
the
bridge
on
county
highway,
6
west
of
bonfield,
and
that
amount
is
ninety
thousand
eight
hundred
forty
six
dollars
and
fifty
one
cents
and
last
is
junior
road
district
for
section
eighteen,
zero,
four
one.
Twenty
eight
dash
zero,
zero
dash,
br
payable
to
toby's
construction
and
cartage.
This
is
for
the
bridge
on
north
street
east
in
the
east
of
bradley
there,
and
that
amount
is
thirty.
One
thousand
two
hundred
forty
dollars
and
five
cents.
A
D
A
Any
comments
and
questions,
okay,
can
I
have
a
motion?
Please
can
I
kind
of
yeah,
let's,
let's
call
roll
call,
please.
A
C
Have
run
one
resolution
this
morning
we
were
contacted
by
the
aroma
township
highway,
commissioner,
regarding
a
request
from
a
citizen
that
lives
in
highlanders.
C
I
think
it's
highland
acres,
it's
for
two
streets,
fern
and
warren
in
that
subdivision-
wanted
the
speed
limit
reduced
because
there's
no
sidewalks
and
and
there's
children
that
you
know
ride
their
bikes
and
stuff
along
and
people
walk
along
the
street.
So
we
did
an
engineering
study
and
that
study
recommends
that
we
post
that
maximum
speed
limit
of
25
miles
an
hour
for
those
two
streets
and
by
law.
The
county
board
has
to
establish
speed
zones
in
the
county.
A
E
Got
it?
Thank
you,
mr
chairman
mark
was
a
speed
study
done
or
just
an
engineering
study
that
this.
C
C
E
A
A
A
A
All
right
on
the
agenda,
you
have
the
facility
do
the
financial
in
the
building,
but
mr
andrew
is
asked
to
if
we
could
actually
do
the
motion
for
this
to
open
the
sealed
beds
for
the
pot
washing
and
painting
first,
so,
okay,
mr
hess
feather
one
second,
all
right.
G
Okay,
am
I
up
all
right,
so
we've
got
two
two
projects
being
bid
today.
One
of
one
is
exterior
painting
here
at
189.
This
is
for
the
west
elevation,
the
areas
I
would
say
just
south
of
the
elevator
to
the
corner.
If
you've
ever
come
over
the
railroad
tracks,
you
can
see
where
that
paint
is
peeling,
pretty
bad.
G
There's
some
cracks
there
as
well,
that
that
need
to
be
filled
in
so
we've
got
that
project,
and
then
we
also
have
a
power
washing
project
for
the
old
jail,
the
annex
and
then
the
first
floor
here
at
189.
So
that's
two
things
being
bid
and
these
envelopes
aren't
really
marked
very
well
like
one
of
them
says
painting,
so
I'm
just
going
to
open
them
and
we'll
we'll
go
through
them
and
see
what
we
got.
A
Here,
yes,
I
need
a
motion
to
open
the
seal
bits
for
the
pot
washing.
Can
I
have
a
motion
please
mr
featherlin
miss
donnell.
Second.
A
Yeah,
I
guess
we
can
do
for
the
painting
at
the
same
time.
Do
you
the
do
you
accept
that?
Don't
you,
okay,
all
right,
so
roll
call.
Please.
G
Washing
I
have
a
bid
here
from
tatro
painting
and
decorating
for
power,
washing
their
bid
is
28.
Eighty.
F
G
G
G
G
A
G
G
G
A
G
G
Okay,
that's
all
I
have
here
so
it
looks
like
we
have
just
the
one
bid
for
painting
in
the
amount
of
6300
from
tetro,
and
then
we
have
four
power
washing
beds
for
review
and,
as
is
typical,
I'd
like
the
opportunity
to
review
these
and
go
with
the
lowest
responsible
bidder.
Okay,.
A
Before
we
go
on,
I'm
gonna
open
for
some
discussion,
some
questions
that
you
may
have
regarding
to
what
was
presented
any
questions,
any
comments
defender.
F
G
F
A
C
A
G
G
Moving
on
to
the
financial
report
that
you
have
in
front
of
you
there.
I
did
find
a
few
issues
here,
so
you
can
see
some
overages
when
compared
to
last
year.
Obviously
the
custodian
overage
is
something
that
we
talk
about
at
every
meeting.
That's
about
60,
000,
jumping
down
to
the
bottom.
You
can
see
we're
at
527
811
when
compared
to
435
796
last
year.
So
obviously
the
easy
part
of
that
is
taking
the
60
000
off
of
that
custodian
number,
but
you'll
also
see
going
into
building
maintenance
and
improvements
line.
G
Item
52
100
we're
considerably
over
where
we
were
at
this
point
last
year.
So
what
I
did
is
I
went
back
through
that
line
item
specifically,
and
so
you
guys
are
aware
you
remember
when
we
had
the
generator
issue
out
at
jerome
combs
the
the
cost
to
to
hook
that
new
generator
up
was
four
thousand
dollars.
We
had
ups
battery
maintenance
in
the
amount
of
twelve
hundred
dollars.
I've
had
many
many
charges
on
my
credit
card.
I
think
we
did
a
commercial
garbage
disposal
at
the
old
jail.
We
did
we.
G
Actually
we
did
two.
No,
we
did
one
at
the
old
jail,
two
new
ones
at
jcdc.
They
all
went
out
within
about
two
months
of
each
other,
going
through
some
more
on
here,
the
soft
start
motor
at
the
old
jail,
which
was
seven
thousand
dollars
that
we
talked
about
at
this
committee.
G
That
was
due
to
the
we
did
that
because
of
the
load
that
it
was
putting
on
the
generator
when
that
elevator
was
in
use
two
thousand
dollars
in
refrigerant
more
batteries
at
for
our
ups
at
jerome
combs,
you
know
fourteen
hundred
dollars
in
air
filters,
jcd's
garage
door
of
two
thousand
dollars,
so
so
basically,
I've
outlined
about
thirty
one
thousand
dollars
of
expense.
G
That
is
going
to
get
us
to
that
number.
It's
just.
We've
had
a
lot
of
expenses
this
year
when
it
comes
to
maintaining
some
of
our
old
equipment
and
something
to
think
about
at
jcdc
that
that
building
is
nearly
20
years
old.
Now
so
I
mean
that
was
our
that's.
Our
new
facility
is
20
years
old.
Roughly
so
we've
got
20
year
old,
garbage
disposals
20
year
old
refrigerators,
freezers
in
the
kitchen,
we've
had
a
lot
of
issues
with
dishwashing
systems.
G
You
know
air
handlers,
we've
had
a
lot
of
issues
with
air
handlers,
you
know
so
our
new
building-
I
guess
hopefully
you
understand
my
point
is
a
20
year
old
building
and
you
know
we
have
issues
with
garage
doors.
Now
we
have,
you
know,
we've
had
a
lot
of
issues
out
there
roof
issues.
You
know
I
had
a
contractor
out
twice
in
the
last
two
weeks
to
address
a
roof
leak
in
jail
admin.
So
there's
just
been
an
unusually
high
number
of
repairs
this
year,
which
leads
to
that
overage.
G
The
other
one
is
maintenance
contracts,
and
this
is
one
I
did
find
an
error
on
and
I
have
to
get
with
finance
to
figure
out
if
it
was
my
error
or
theirs,
I'm
not
sure,
but
we
had
a
fourteen
thousand
dollar
bill
that
was
applied
to
maintenance
contracts
and
it
was
should
have
went
to
our
insurance
claim
with
it
was
for
the
it
air
conditioning
here
at
this
building.
So
that
got
coded
improperly
so
I'll
talk
with
steve
on
that.
G
So
if
you
take
that
off
of
you
know
that
15
000
off
the
82
we're
pretty
close
to
where
we're
at
this
year
last
year
on
maintenance
contracts.
So
any
other
questions
on
that.
I
know
I
ran
through
that
pretty
quick,
but
when
I
see
the
overages
I
make
sure
I
dig
into
it
and
find
out
where
they
are
and
why
so,
that's
the
best
explanation
that
I
can
offer
mr
hunter.
G
We
have
preventative
maintenance
on
our
elevators,
but
we
do
not
have
preventative
maintenance
on
any
other
of
any
other
systems,
and
that
has
been
the
message
that's
been
conveyed
to
me
by
this
committee.
Is
you
know
until
we
have
an
influx
of
money
or
we
have
you
know
until
we
raise
the
budgets
to
a
point
where
we
can
afford
to
do
that,
fix
it
when
it
breaks
and
that's
been
the
you
know
that
that's
how
we've
handled
things
for
the
three
years
that
I've
been
here.
G
So
if
we
want
to
look
oh
and
then
johnson
controls
does
our
building
automation
systems.
We
have
a
preventative
maintenance
agreement
with
them
as
well,
but
as
far
as
having
somebody
come
out
and
go
through
our
ear
handlers
on
a
you
know,
quarterly
basis
or
something
like
that.
No
we
we
do
not
do
that.
D
Okay
and
a
follow-up
question
status
of
the
elevator.
G
Yeah,
that's
that's
coming
in
my
building
report
for
189,
which
is
up
right
now.
Thank
you.
You're
welcome.
G
All
right
moving
on
to
the
building
report
here
at
189,
maintaining
cleaning
air
handlers-
that's
been,
you
know
something.
We've
been
doing
a
lot
of
with
the
hot
weather.
That's
arrived,
we've
had
a
few
issues
there
so
trying
to
keep
up
with
that.
The
elevator
update
is.
There
is
no
update.
It's
the
same
as
it
was
last
meeting.
G
I
talked
to
coney
elevator,
we're
still
looking
at
the
end
of
july,
early
august
and
as
soon
as
I
hear
differently
from
them,
I
will
let
you
know,
but
it's
last
communication
I
had
with
them
is
that
is
still
the
expected
delivery
date
or
start
date
here
at
our
building
so
fingers
crossed.
I
have
had
coney
out
periodically
to
service
the
elevator
knock
on
wood.
It's
you
know
it's
been
working
very
well.
E
G
Just
strictly
a
labor
force
covet
issue
we've.
I
think
we've
discussed
it
a
few
times
at
the
committee
and
from
what
I
gather
from
them.
It's
gone
through
their
engineering,
they
have
all
their
plans
and
all
their
documents
done.
It's
just
a
matter
of
waiting
on
the
parts
from
the
supplier
to
get
out
here,
and
so
they
can.
We
can
put
it
in.
Thank
you,
sir.
A
Now,
as
I
have
a
question
since
we
have
just
one
elevator
correct
operating
yes
now
with
coming
up,
we
have
more
like
a
full
opening
kind
of
type
of
situation
going
on.
So
are
we
well
prepared
here
to
take
the
load
of
people
walking
around
and
coming
into
the
building?
Yes,.
G
Sir
yeah
I
mean
we've.
I've
spoke
with
anita
on
that
we've
put
up
some
signs
as
far
as
you
know,
get
healthy.
Take
the
stairs
so
we're
trying
to
take
the
load
off
the
elevator
by
by
doing
that,
and
then
also
like,
I
said,
servicing
it,
you
know
almost
on
a
monthly
basis
with
konay
and
then
yeah.
So
I
I
don't
see,
I
think,
we've
done
pretty
much.
All
we
can
to
you
know,
handle
the
increased
foot
traffic
and
that
we
expect
in
the
building
here.
Okay,
thank
you.
G
You're
welcome,
courthouse
air
handler
number
two,
which
is
the
east
side
we've
beginning
last
year.
We've
had
nothing
but
problems
with
that
unit.
I
continue
to
fight
it.
I've
had
a
contractor
out
twice
over
the
last
couple
weeks
to
get
that
thing.
Working
right
again
knock
on
wood.
I
checked
it
this
morning.
It
seems
to
be
working
correctly,
but
we
can
certainly
expect
some
expense
coming
in
from
a
subcontractor
for
repairs
done
to
that
unit.
G
G
G
G
We
had
some
issues
with
traffic
flow
coming
in
the
door
going
through
security
and
then
getting
back
over
to
the
elevator.
We
think
we've
got
all
that
worked
out
and
now
we're
basically
at
a
point
where
we're
deciding
on
bathrooms.
So
with
170,
jurors
down
there
plus
county
staff
to
the
tune
of
probably
40.
G
You
know
you're
looking
at
over
200
people
in
that
basement
and
we
have
a
men's
and
a
women's
restroom
right
there
right
down
there
right
now,
so
we're
going
to
meet
our
architect
over
there
next
week,
we're
going
to
see
where
we
can
add
bathrooms,
there's
going
to
be
considerable
expense
to
do
so.
However,
with
the
basement
going
undergoing
a
renovation
now's,
the
time
and
I've
talked
at
link
with
chairman
wheeler,
and
you
know
that
seems
to
be
the
direction
that
we're
gonna
go
in.
You
know.
G
If
we
get
the
bids
and
it's
sticker
shock,
then
maybe
we
reconsider,
but
that's
that's
the
direction
that
we're
headed
right
now,
annex
in
old
jail
same
same
stuff,
several
drain
we've
had
a
lot
of
drain
backups,
which
is
typical
and
they
always
seem
to
happen
on
a
weekend.
So
we've
had
a
lot
of
that
going
on
water
leaks.
We
had
power
outage
last
week
that
affected
the
old
jail,
the
annex
and
the
courthouse
generators
fired
as
they
should,
so.
G
The
annex
and
the
old
jail
had
power
from
the
generator.
Obviously,
the
courthouse
did
not.
We
had
comet
out
there
within
about
30
minutes.
It
was
a
squirrel,
they
fixed
the
fuse
and
courthouse
was
powered
back
up,
jerome
combs.
I
continue
to
work
with
jail
staff
in
replacing
shower
doors
or
replacing
shower
curtains
with
doors.
The
curtains
are
expensive.
The
the
doors
obviously
save
us
from
spending
an
obscene
amount
of
money
on
shower
curtains,
so
we
did.
I
think
we
did
about
eight
doors
last
year,
we're
looking
at
doing.
G
G
Do
we
need
to
replace
how
many
more,
oh,
I
would
say,
probably
30
after
that
we
got
a
long
way
to
go.
Okay,
gotcha
roof
leaks
have
been
fixed.
Like
I
mentioned
now.
This
is
this
is
a
large
issue.
So
if
you
recall,
we
just
put
new
batteries
in
our
ups
system
out
at
jerome
combs
that
services.
Actually
we
did,
we
did
all
of
our
ups's
because
they
recommend
every
five
years
and
we
were
actually
over
five
years
in
our
battery
life.
G
So
we
we
replaced
the
batteries
in
the
unit
that
serves
master
control.
We
lost
power
the
other
day.
The
the
ups
didn't
pick
it
up
as
it
should.
It
went
into
fault,
had
it
serviced
and
the
word
from
the
service
provider
is,
it
was
a
fuse
issue,
so
we
put
new
fuses
in
it,
kept
tripping
the
fuses.
They
come
back
out
and
they've
informed
me
that
the
unit
is
obsolete.
It's
again
20
year
old
ups,
they
can't
find
parts
for
it,
they
don't
make
them
anymore.
G
So
we
have
a
unit,
that's
going
to
need
to
be
replaced
and
the
importance
of
this
is
you
know
it's
a
ups
that
services
master
control.
That's
obviously
some
a
very
important
part
of
the
the
facility
out
there.
So
I've
been
working
with
a
couple
vendors
to
get
me.
Some
quotes
on
a
rental
to
get
something
out
there
quickly
to
to
to
pick
up
this
unit,
but
then
I'm
gonna
have
to
go
ahead
and
get
bids
for
the
replacement
of
that
unit.
So
I
mean
budgetary
number.
G
D
Mr
chairman,
thank
you
is
that
covered
eligible.
G
This
is
something
I
wanted
to
bring
to
the
committee
and
get
your
thoughts
on
it
bothers
me.
When
I
go
out
there,
and
I
mean
there
is
so
much
landscaping
around
that
building-
I
don't
know
if
anybody's
ever
drove
out
there
and
really
looked
at
the
amount
of
landscape.
Well,
it's
beautiful
that
we
have
it.
It
doesn't
look
beautiful
because
I
don't
have
the
staff
to
maintain
it.
I
mean.
H
D
G
Yeah
I've
talked
to,
I
don't
think
we
were
looking
at
inmates.
I
talked
I
believe
tom
latham
had
discussed
some
community
service
yeah.
G
So
so
that
that
that's
definitely
an
idea
that
that
I'm
going
to
pursue,
but
I
just
want
everybody
to
be
aware
that
you
know
I
would
like
to
do
something
with
it.
I'd
like
to
keep
up
with
it,
but
I
don't
have
the
staff
so
we're
looking
at
probation.
You
know
I'm
looking
at
some
other
ideas
as
well
to
try
to
keep
up
with
what
we
have
out
there,
because
it's
it's
a
lot.
G
Absolutely
yeah
the
the
inmates
I
mean
I'll
I'll,
take
them,
but
you
can
understand.
That's
not
my.
D
Decision
what
I'm
saying,
though,
is
I
know,
for
example,
that
I
know
the
city
is
considering
considering,
although
they
have
some
financial
issues
too
they're
talking
about
hiring
csos
community
service
officers
and
they
were
worth
their
weight
in
gold
when
we
used
the
inmates
to
do
a
lot
of
different
work
in
the
community
and
it
really
benefited
the
aesthetics
of
the
of
the
city.
Yeah.
G
H
G
It's
I'm
sure,
but
we're
just
going
to
get
it's
going
to
incur
more
expense.
I
mean
yeah.
I
I
would
like
to
do
that.
I
it's
it's
just
a
matter
I
think
of
just
keeping
up
with
it
I
mean
once
I
can
get
it
to
a
point
where
we
can
keep
up
with
it.
You
know
I
I
think
we'll
be
fine.
It's
just
kind
of
some
of
the
parts
of
the
building
have
gotten
a
little
off
out
of
hand.
So.
E
Mr
c
wright
thank
you,
mr
chairman
wes,
prior
to
your
appointment
to
your
position.
Mr
gad
boys
had
some
inmates
doing
some
grass
cutting,
and
I
think
we
had
run
into
some
issues
with
union
contracts
that
are,
you
know
that
is
a
union
gig
that
should
be
offered
to
the
maintenance
staff.
So
I,
before
you
reach
out,
do
some
investigating
to
make
sure
we're
not
going
to
cross
over
any
grievance
points.
How
you
understand.
Thank
you.
G
All
right
last
thing
that
I
have
on
my
list
here
is,
if
you
remember
at
last
month's
meeting,
we
talked
about
electrical
usage
specifically
related
to
our
leds
and
they
constellation,
and
the
contractor
ran
a
report
for
me
and
basically,
what
we've
come
up
with
is
we
are
on
track
to
save
more
than
what
was
budgeted
and
the
month
of
may
bill.
It
looks
to
be
an
anomaly.
I
mean
I'll,
keep
an
eye
on
it,
but
I
went
through
it
from
the
report
they
sent
me
in
january
this
year.
G
Compared
to
last
we
save
eighteen
thousand
kilowatt
hours
february.
We
save
twenty
one
thousand
march.
We
save
sixteen
thousand
april.
We
save
26
000
for
an
average
savings
per
month
of
just
over
20
000,
and
that
is
for
the
old
jail
annex
in
the
courthouse.
So
that
was
the
bill
that
I'd
gotten.
That
was
over
where
we
were
at
this
point
last
year,
so
they
took
a
look
at
it.
They
said:
hey,
you're,
saving,
20
000
kilowatt
hours
a
month.
They
said,
keep
an
eye
on
it.
You
know
it's,
it
might
be
weather
related.
G
We
might
have,
obviously
this
last
month
was
sort
of
warm
may
was
a
warm
month,
so
I
can't
remember
what
the
weather
was
in
may
and
2020,
but
we
probably
didn't
run
our
ac
as
much
possibly
so
I'll
certainly
keep
an
eye
on
it.
But
from
what
I
have
now
with
the
data
I
have
in
front
of
me,
it
looks
to
be
looks
to
be
like
we're
still
on
course
to
save
the
monies
that
we
were
expecting.
