Description
Highways & Buildings Committee Meeting 05/13/2021 9:00 AM
A
I'm
gonna
like
to
call
the
highway
and
building
committee
meeting
for
thursday
may
13th
to
order
roll
call.
Please.
A
A
A
Okay,
all
right,
so
I
have
a
sec
first,
a
motion
from
mr
federlin
and
the
second
from
someone
in
the
zoom.
Okay.
Thank
you.
Can
I
have
a
roll
call
please,
mr.
B
A
C
A
A
C
A
E
All
right,
good
morning,
the
only
section
I
have
to
let
today
is
section.
E
E
The
the
atc
isn't
required
for
this,
letting
because
it's
not
motor
fuel
tax,
it's
local
money,
but
it's
not
required.
E
E
E
E
E
E
Okay,
I
I
was
trying
to
we
were
kind
of
analyzing
what
it
would
cost
us
versus
the
contractor
to
do
the
shoulder
stone.
We
normally
do
the
shoulder
stone,
but
we
were
just
putting
it
out
there
just
to
see
how
much
it
would
cost
for
the
contractor
to
do
it.
So
it's
not
being
considered
for
in
the
low
bidder.
G
G
G
F
E
Yeah
they
have
semis,
we
only
have
tandem
trucks,
so
it's
not
as
much
trucking
costs
for
them
to
do.
H
Yeah
mark,
let
me
ask
you
this:
do
you
require
in
the
bid?
Do
you
require
minority
subs
at
all.
C
H
Know
they
do
yeah,
okay,
had
you
ever
thought
about
requiring
and
I'm
just
gonna
bounce
this
off
you,
the
successful
bitter?
Do
you
ever
require
that
a
certain
percentage
of
the
employees
must
reside
in
the
local
area.
E
I
This
is
true
just
it's
against
state
law,
we're
not
home
rules,
so
we
can't
put
those
types
of
restrictions.
We've
looked
at
a
local
bidder
ordinance
in
the
past
years
ago,
pat
mcconnell,
and
I
did
and
there's
no
way
we
we
can
legally
do
that.
The
state
can
do
it
with
mft
and
things
like
that
when
they
they
have
their
requirements
on
on
those
businesses
but
locally.
We
don't
have
that
that
option
to
require
local
residency,
local
other
things
we
went
through
that
process
with
the
state's
attorney's
office.
F
H
H
G
Yes,
he
has
to
change
the
motion
a
little
bit
that
it's
upon
mark's
approval
that
they're
okay,
he
did,
he
did
he
did
well.
I
thought
you
said
just
the
estimate
was
right.
A
E
I
do
have
a
few
pay
estimates
this
morning.
The
first
one
is
for
kaneki
county's
2021
g
general
maintenance
supplement
one.
This
is
payable
to
libel
enterprises
of
ohio.
This
is
for
traffic
signs
and
rolled
goods,
and
that
amount
is
seven
thousand
nine
hundred
three
dollars
and
thirty
five
cents.
E
E
E
E
E
E
E
A
F
A
A
C
C
C
A
A
A
J
Morning,
all
right
month
of
april,
we
had
163
work
orders
in
the
system,
which
is
a
pretty
busy
month.
Moving
on
to
the
financial
report
that
you
have
in
front
of
you,
there,
you
know
seems
to
be
a
common
theme,
we're
pretty
much
where
we
were
at
the
prior
year.
If
you
back
out
the
custodians
that
we've
added
we've,
you
can
see
there
in
line
item
5250
we're
basically
right
at
50
000
over
where
we
were
at
at
this
point.
J
Last
year,
a
few
other
expenses
you
can
see
building
maintenance
improvements,
52
100,
we're
considerably
over
where
we
were
at
at
this
point
last
year,
and
you
know
just
going
off
of
memory.
There's
been
a
myriad
of
you
know,
building
improvement,
type
expenses,
a
couple
I
can
think
off
the
top
of
my
head
garbage
disposals.
J
I
think
three
of
them
commercial
grade
garbage
disposal,
one
at
the
old
jail
two
at
jcdc
glass
repairs
here
at
189
electrical
work
over
at
the
courthouse
camera
purchases
at
the
jail.
So
I
mean
there's
been
a
considerable
amount
of
expense
over
where
we
were
at
at
this
point.
Last
year,
however,
you
can
see
line,
item
56,
850,
miscellaneous
supplies.
J
You
know
we're
roughly
8
000
off
of
where
we
were
at
this
year
this
time
last
year
and
then
56
400,
which
is
repairs
by
outside
contractors,
we're
almost
20
000
under
where
we
were
at
at
this
point
last
year,
so
doing
the
best
I
can
we
still
operate
on
a
as
needed
basis
on
pretty
much
all
of
our
repairs.
J
We
do
do
some.
You
know
maintenance
services
on
our
critical
infrastructure,
such
as
our
generators,
but
it's
still,
you
know
when
something
breaks,
we
fix
it
and
that's
still
how
we
operate
so
there's
any
questions,
I'm
happy
to
take
them.
H
J
We're
going
to
go
to
right
now:
okay,
all
right,
all
right
so
going
to
a
building
report
here
at
189,
been
discussion
with
chairman
wheeler
we're
going
to
look
and
get
it
some
bids
for
some
exterior
painting
here
at
189,
specifically
on
the
west
side
of
the
building.
When
you
drive
up
over
the
the
railroad
tracks
it
needs
it
there's
also
some
tuck
pointing
that
needs
to
happen
on
that
side
of
the
building
as
well.
J
So
we're
gonna
go
ahead
and
initiate
the
bid
process
on
that
and
hopefully,
by
next
month's
meeting
I'll
have
some
numbers
for
us
to
look
at
we've
had
over
the
last
several
weeks,
we've
had
several
h
or
air
handler
issues,
three
units
to
be
exact
again,
just
old
units
leaking
refrigerant.
J
You
know
the
pretty
typical,
but
you
know
we
did
have
three
units
that
went
down
that
had
to
be
fixed.
We
had
a
surprise
in
administration.
Last
week
the
ceiling
actually
fell,
didn't
fall
all
the
way,
but
nonetheless
it
it
did
fall.
It
fell
at,
I
think,
about
2
30
3
o'clock.
J
I
don't
remember
exactly
what
day
but
long
story
short.
It
was
repaired
by
before
9
00
am
the
next
morning,
so
was
happy
to
get
that
done
quickly.
Elevator
update,
I
spoke
with
coney
several
times.
Over
the
last
month,
they've
talked
to
engineering
talked
to
their
suppliers,
they're
looking
at
a
start
date
of
roughly
end
of
july
early
august.
J
We
had
illinois
osha
came
out
last
week.
They
had
called
before
they
came,
which
I
thought
was
nice.
They
looked
through
our
maintenance
department,
they
had
a
couple
corrections
for
us.
We
had
a
drill
press
that
wasn't
fastened
to
the
floor.
That's
since
been
done
and
we
had
a
hoist
that
needed
to
be
inspected
in
the
garage
area
that
did
not
meet
standards
and
it
has
been
removed.
So
the
two
corrections
that
they
gave
us
both
of
them
are
done
the
garage
door.
We
talked
about
that
that's
complete
here
at
189.
J
J
I've
priced
the
leds,
they're
they're,
all
over
the
map.
I
mean
they're
anywhere
from
eight
dollars,
a
bulb
to
fifteen
dollars
a
bulb,
but
I
need
some
direction
from
this
committee
as
to
what
we
want
to
do.
J
We
had
specifically
taken
this
building
out
of
the
led
upgrade,
but
this
is
something
that
I'd
like
to
close
the
loop
on,
so
we're
not
keeping
the
recorder
hanging
on
this
yeah
I'd
budget,
probably
a
couple
thousand
dollars
to
get
the
project
completed
in
her
area
and
then
obviously,
if
we
do
that,
where,
where
where
do
we
stop,
you
know,
do
we
do
other
areas
do
we
do
you
know
this
area?
So
if
there's
any
comments
on
that,
I'd
just
like
to
close
the
loop
on
this
one.
I
Mr
wheeler
thanks,
I
thought
we
did
close
the
loop
we
talked
about.
We
had
thousands
of
of
right.
J
Bulbs,
we
have
some
bulbs
sitting
around
yeah,
not
thousands,
but
we
have
a
supply
and
I
think
what
we
talked
about
was
when
that
supply
would
run
out.
We
might
look
at
this
again.
However.
I
just
wanted
to
make
sure
that
you
know
it
was
still
on
my
list.
So
if
I
misunderstood,
you
know
I
just
want
to
make
sure
we're
all
on
the
same
page
on
this.
So.
A
D
I
thought
it
was
something
to
do
with
the
ballast
that
if
we
replace
the
bulbs
the
ballast
wouldn't
be
able
to
handle
it,
it
would
wear
out
faster.
It
wasn't
the
appropriate
lighting
fixture.
J
No
you
they,
they
sell,
t8
led
lamps
that
will
work
with
the
existing
ballast.
You
just
don't
realize
the
same
efficiency.
You
know
that
you
would
with
removing
the
ballast,
and
you
know
doing
more
of
a
upgrade
like
we
did
in
the
other
buildings.
So
so
to
answer
everybody's
question,
we
don't
have
thousands
of
bulbs.
We've
got.
You
know,
we've
got
enough
fluorescent
bulbs
to
probably
get
us
through
the
end
of
the
year
here
without
having
to
buy
any.
So
that's
something
that
you
know
again.
J
D
J
J
Well,
yeah
that
I
mean
we
can
certainly
do
that.
However,
you
know
I
I
guess
I'm
looking
more
of
planning
towards
the
future
and
is
this
a
viable
project
that
we're
considering
because
again,
if
we
start
in
the
recorder's
office,
you
know
everybody's
gonna
want
bulbs
so
and
that's
fine.
If
that's
what
the
committee
wants
to
do,
fine,
but
I
guess
I'm
just
looking
for
kind
of
a
general
direction.
You
know
is
this
something
that
we
even
want
to
revisit.
A
Now
I
have
a
question
so
since
this
has
been
brought
back
to
us
again
and
you
say
that
we
only
have
bulbs
that
will
maybe
last
until
the
end
of
the
year.
J
Well,
there's
a
lot
of
moving
parts
with
this
building.
I've
talked
to
the
chairman
at
length
about
you
know
the
this
building.
Specifically,
you
know
if,
if
we're
gonna,
if
this
building
is
somewhere
that
we're
gonna
stay
for
a
long
period
of
time,
I
mean
we
might
go
to
you
know
constellation
or
something
like
we
did
with
the
other
buildings,
and
you
know
figure
out.
Do
we
want
to
upgrade
this
building
in
its
entirety?
Personally,
I
think
that
would
make
more
sense
than
doing
one
office
at
a
time
again.
J
I'm
just
looking
for
a
plan.
You
know
going
forward
and
you
know
it
sounds
like
the
pleasure
of
the
committee
is
to
you
know:
let's
go
through
the
end
of
the
year,
maybe
revisit
this
topic
next
year
and
I'll
cross
it
off
my
list.
So
I
apologize
if
this
issue
was
already
discussed,
but
I
just
wanted
to
make
sure
I'd
covered
my
bases.
G
J
H
Yeah,
I
I'm
kind
of
befuddled.
I
know
in
the
past
year.
H
I
was
a
part
of
a
committee
with
my
church
and
it
was
a
subcontractor
that
came
in
and
and
and
we
did
some
of
our
lights
that
are
at
our
church
at
no
cost
and
the
chairman
said:
there's
essentially
is
no
free
lunch.
H
E
J
We
just
did
that
in
the
the
courthouse,
the
annex,
the
old
jail
jcdc.
However,
we
don't
qualify
for
anything
free
due
to
our
size.
Okay,.
H
J
No,
it's
just
it's
the
same
thing
that
I'm
dealing
with
on
everything
that
I
order
from
fencing.
To
I
mean
I
just
had
a
fence
that
caught
on
fire,
we
discussed
at
the
last
meeting.
It's
a
ivory
fence,
it's
a
two-month
lead
time
for
a
fence,
so
I
mean
literally
everything
I
ordered.
I
ordered
a
vacuum
for
stripping
and
waxing
floors,
it's
three
months
to
get
a
vacuum.
J
J
Yeah,
it's
ordered,
I
hired
them.
I
we
received
two
bids.
I
went
with
the
low
bidder
and
it's
just
waiting
on
the
material.
Okay,
all
right.
So
moving
on
over
to
the
courthouse,
I
met
with
doug
bright
over
there.
Earlier
this
week
we've
been
discussing
the
space
in
the
basement.
We
met
with
chairman
wheeler
and
myself
and
others
and
he's
going
to
tweak
his
plan.
J
We
can
get
more
area
in
the
for
jury
assembly,
so
we
went
over
there.
We
looked
at
some
things,
so
he's
going
to
tweak
his
plan
to
add
more
area
for
jury
assembly
eliminate
a
holding
cell,
and
then
we
are
looking
at
in
the
north
east
corner
of
the
building
adding
more
office
area.
There
he's
going
to
tweak
that
a
little
bit
as
well.
So
that's
been
done.
J
The
grant
should
be
moving
forward.
The
plans
are
moving
forward
so
I've.
You
know
all
good
things
to
report
there.
The
police
memorial
is
tomorrow,
we've
been
working
on
the
grounds
over
there.
We
have
a
lot
of
bricks
that
we've
been
installing
over
there
at
the
police
memorial,
so
that's
tomorrow,
so
obviously
invite
you
to
come
out
to
that
electrical
repairs
at
the
courthouse
have
been
completed.
J
We've
had
a
significant
amount
of
money
spent
over
there
on
when
we
went
with
the
led
upgrade,
as
the
electrician
explained
it
to
me,
anytime,
with
an
led
electronic
fixture
that
you
have
a
little
bit
of
fluctuation
in
power.
The
fixture
is
going
to
like
roll
you're
going
to
get
a
rolling
light
out
of
it.
It's
going
to
seem
like
it's
flashing
a
little
bit,
so
we
had
to
add
some
circuits
to
take
care
of
that,
and
then
we've
also
been
doing
courthouse
colors
over
there.
J
I
think
everybody
has
seen
that
the
maintenance
department's
been
handling
that
it
was
green.
Earlier
this
week
it's
going
to
be
blue
tonight,
it's
going
to
be
green
tomorrow,
so
a
credit
to
my
staff.
That's
been
handling
that
it
really
looks
great
annex
in
old
jail,
not
a
whole
lot
to
report
there.
We
talked
down
at
last
meeting
hvac
for
the
nurses,
station
and
cctv.
I'm
still
waiting
on
bids
for
that
that's
going
to
be
a
considerable
expense
to
get
that
unit
upgraded.
It's
like
we
said
it's.
J
It's
30
to
35
years
old
power,
wash
we're
going
to
go
out
to
formal
bid
on
that.
I
want
to
make
sure
that
everybody's
bidding
apples
and
apples
and
make
sure
there's
correct
specs
and
everybody's
bonded,
insured,
etc.
So
we're
going
to
go
through
the
formal
bid
process
on
that
jcdc
we
just
completed
depu
or
sheriff's
deputy
pfeiffer
had
passed
away
a
number
of
years
ago.
J
I
think
maybe
five
or
six,
and
they
have
a
tree
that
was
planted
for
him
at
that
point
in
time
they
had
a
ceremony
today
at
9
00
a.m.
So
the
maintenance
department
installed
some
pavers
around
the
trees,
some
rock,
and
they
we
mounted
a
granite
memorial
block
in
there
and
they
had
a
service,
probably
just
wrapping
up
right
now.
So
next
time,
you're
out
there
take
a
look
at
that.
It
really
turned
out
nice.
J
J
I'm
less
than
impressed
with
the
amount
of
savings
that
we've
gotten
so
I've.
I've
approached
both
constellation
and
I've
approached
general
energy
who's,
our
contractor
on
the
project,
because,
if
you
remember,
we
worked
off
all
of
constellations,
numbers
and
we've
had
a
savings,
but
I
don't
think
it's
anywhere
close
to
getting
us
to
where
they
had
projected.
J
So
I'm
working
with
them
on
that
right
now,
they're
supposed
to
be
going
through
some
numbers
for
me,
for
instance,
I
just
got
a
bill
yesterday
for
the
courthouse,
the
old
jail
and
the
annex,
and
our
usage
was
up
seven
percent
over
last
year,
and
I
I
called
them.
I
said:
how
could
this
be?
This
is
impossible,
so
they're
going
to
take
a
look
at
things
and
figure
out
what's
going
on,
hopefully
by
next
month.
I'll
have
a
report
on
that
as
to
where
we're
at
we've
had
some
roof
leaks.
J
You
know
at
several
of
the
buildings
with
the
rain
that
we
got
over
the
weekend.
Those
have
all
been
fixed,
jcdc
grounds.
We
continue
to
work
on
that.
The
farmer
that
farms
the
field
immediately
to
the
west
we've
taken
out.
I
want
to
say
six
dumpster
loads
of
corn
husks
that
have
blown
over
into
the
jcdc
property
and
we
continue
to
haul
them.
J
So
that's
something
that
you
know
I
maybe
put
up
a
fence
next
year
or
something
I
don't
know,
but
it's
something
we've
been
working
on
and
I
heard
I
think
mr
latham
talk
about
some
some
work,
possibly
at
the
last
meeting
with
some
of
the
public
people
that
have
public
service.
You
know,
that's
something
that
we
could
really
use
out
of.
Jcdc
is
because
there's
just
an
it's
an
obscene
amount
of
landscaping
around
that
building.
You
know
when
you
really
look
at
it.
J
There
is
a
lot
out
there
and
it's
just
it's
almost
impossible
for
our
staff
to
keep
up
with
it.
I
mean
we've
got
a
few
people
out
there
that
are
busy
eight
hours
a
day
and
that's
not
including
going
out
and
trimming
trees
and
pulling
weeds,
and
so,
if
that
comes
to
fruition,
we
could
certainly
use
it.
So.
H
Why,
wouldn't
you
have
a
snow
fence
on
the
west
side?
There.
J
The
snow
fence
goes
up
over
the
winter;
we
take
it
down
in
the
springtime.
That's
something
we
can
do
is
if
we
want
to
look
into
putting
that
up.
However,
I
that's
probably
not
a
long-term
solution.
I
don't
know
how
long
it's
the
snow
fence
is
going
to
stand.
I
mean,
if
you
see
them,
they
put
them
up
in
the
winter
time
and
half
of
them
fall.
So
you
know
that's
an
option
that
we
can
look
at
for
sure.
You
know
I'll
give
it
some
thought.
H
F
I
Thank
you,
I'm
just
wondering
is:
are
you
including
the
whole
old
jail
for
power
washing
and
and
the
a
separate
bid
for
the?
I
want
to
say
the
marble
facade?
That's
the
ground
level
here.
J
Yeah
we
can
yeah.
So
what
I'll
do
is
I?
I
think
it
should
probably
yeah.
We
could
bid
it
as
a
package
because
whoever's
gonna
do
the
work
I'd
like
them.
You
know
I'd
like
to
select
one
vendor,
so
yeah
we'll
do.
What
I'd
like
to
do
is
we'll
do
the
old
jail
I'd
like
to
have
and
maybe
price
them
out
separately,
do
the
old
jail
the
annex
and
then
the
ground
floor.
C
A
Well,
as
I
have
a
question,
maybe
you
can
touch
a
little
bit
on
this
subject
here.
It
was
brought
up
to
me
last
week
that
the
phone
system
used
by
the
inmate
and
the
gel
to
communicate
with
outside
individuals
who
are
not
very
reliable
and
they
pay
for
so.
Could
you
talk
a
little
bit
about
that
and
explain
how
that
works.
J
That's
primarily
serviced
by
corrections;
they
have
a
vendor
that
they
use
to
it
operates.
There's
the
phone
system
out
there
I
do
know.
There's
hats,
there's
been
some
issues
we've
every
time,
there's
an
issue.
The
maintenance
staff
gets
called
in.
We
reset
the
system
and
then
it
works
again.
So
as
far
as
you
know,
what
the
issues
are,
that
is
really
with
corrections
and
their
vendor
that
handles
the
that
system
out
there
we
don't
aside
from
resetting
it,
we
don't
work
on
it,
we
don't
service
it.
We
don't
do
anything
to
it.
So
right.
A
So,
in
that
case,
this
company
that
manages
the
system,
how
many
other
companies
are
there
out
there?
I.
J
I
don't
have
an
answer
for
you
on
that.
Unfortunately
I
can
talk
to
corrections
and
then
I
can
report
back
or
if
you
wanna,
I
can
give
you
a
call
and
let
you
know
what
what
they
said,
but
I
apologize
that's
something
that
I
don't.
A
J
I
think
in
the
last
I
think,
we've
only
gotten
called
in
once
in
the
last
month
to
do
it,
but
it's
like
anything
else.
I
mean
anytime,
it
rains
or
storms.
Here
I
have
problems
with
my
systems,
so
I
mean
we've.
Had
I
mean
it's
I
to
answer
your
question.
I
I
don't
think
there's
been
a
big
issue
with
it,
but
I'll
certainly
talk
to
corrections,
and
then
you
and
I
can
discuss
it
and
I'll.
Let
you
know
sounds
good.
Thank
you.
Yeah.
D
Yes,
mr
kuriko,
yes,
there
is,
there
are
two
correction
phone
services
that
are
offering
free
calls
during
covet
the
gtl
and
the
connect
network,
and
I'm
not
sure
if
we
have
either
of
their
services,
but
we
may
want
to
look
into
them.
J
Yeah
this,
these
this
conversation
is
probably
best
suited
for
criminal
justice,
because
that's
again,
that's
not
something
that
I
it's
not
under
my
purview.
D
A
Yeah,
the
only
reason
I
ask
wes
is
because
I
wasn't
sure
if
I
know
that
this
can
be
brought
up
to
that
criminal
justice
committee,
but
that
was
because,
since
he's
under
the
building,
I
was
not
sure
if
he
was
aware
sure
how
that
it's
operated
so,
but
that
he
gave
the
proper
answer
and
then,
if
it
is
something
that
members
of
the
other
committee
want
to
bring
this
up
in
a
different
committee,
that
would
be
the
way
to
go
yep.
I
agree.
Thank
you.
Thank
you
very
much.
You're
welcome.
