Description
Highways & Buildings Committee Meeting 1/14/2021 9:00 AM
A
B
D
A
Thank
you
before
we
get
started
I'd
like
a
quick
motion
to
amend
the
agenda.
We
have
an
item
for
mark
rogers
towards
the
end
that
I
would
like
to
move
and
do
while
he's
opening
these
bids
or
immediately
after
do.
I
have
a
motion
to
do
that.
Mr
hess
makes
that
motion
mr
kerry
go
seconds.
Let's
do
that
just
by
saying
I
all
those
in
the
room
say:
aye
aye,
those
on
zoom
same
sign.
A
Are
there
any
no's
nade
same
sign
motion
we
got
one
nay,
was
that
an
a
no
okay
motion
carries
public
comment.
I
have
nothing
on
my
desk
for
public
comment:
approval
of
the
december
10
20
20
minute
minutes.
I'd
accept
a
motion
to
approve
those.
E
A
And
john
featherling
seconds
roll
call
vote.
Please.
A
A
B
C
C
A
F
All
right
I'll
go
to
the
old
business.
First,
I
need
to
replace
a
pickup
truck.
It's
a
2011,
ford
f-150.
It's
got
about
134
000
miles
on
it.
I
just
am
looking
for
permission
to
go
ahead
and
have
a
local
lighting
here
for
a
2021,
4x5
4x4
crew
cab,
which
I
would
bring
to
this
committee
for
a
lighting
next
month.
A
A
Mr
hess
made
a
motion
to
open
the
bids.
Second,
mr
carrico.
Second,
that
do
we
have
we
better
have
a
roll
call
vote
on
that.
B
G
G
A
A
F
F
A
C
G
G
F
F
G
F
Okay,
all
right,
thank
you
for
your
patience.
The
first
bid
we
have
this
morning
is
for
kanke
county
section
21-000-0-gm.
F
This
one
is
a
little
unique
in
the
fact
that
we
are
letting
stone
to
be
picked
up
from
a
quarry
with
our
trucks.
So
I
will
read
these
prices.
We
accept
all
the
bids
and
then
we
make
a
map
and
wherever
the
lowest
on-road
cost
is
that's
where
we
get
the
the
material
from.
F
F
Next
is
vulcan
material
construction
materials,
the
lehigh
quarry.
F
F
F
Nine
dollars
and
fifty
cents
for
item
number
one
and
15
dollars
and
25
cents
for
item
number.
Two!
Sorry
about
that!.
F
Next
is
ken
kisek
county,
section
18-00-305-000?
This
is
for
a
bridge
out
in
west
of
bonfield.
We
have
two
bidders
this
morning.
First
is
reber
construction.
F
F
F
F
F
D
F
A
H
F
F
Part
of
the
the
the
law
states
that,
if
we're
using
state
funds,
the
contractor
has
to
sign
a
certificate
that
he
participates
in
an
apprenticeship,
apprenticeship
and
training,
program,
certification
and
so
we're
using
motor
fuel
tax
funds.
And
we,
when
we
use
motor
fuel
tax
funds,
they
have
to
submit
an
atc
when
we
use
our
local
funds.
We
do
not
require
that.
F
Okay,
next
proposal
is
junior
road
district,
section
21-0400.
Gm
only
proposal
I
have
is
from
grosso
construction
company.
F
F
F
F
F
Next
is
grosso
construction
company.
F
Next
is
a
moments
row
district
section,
21-0800
gm.
The
only
proposal
I
have
this
is
for
oil
and
ship
work
done
in
the
township
is
from
grosso
construction.
F
F
Next
is
norton
township,
section
21-0900
gm.
The
only
proposal
I
have
is
from
kanke
valley,
construction.
F
F
F
Two
bidders
first
is
grosso
construction
company.
This
is
for
oil
and
ship
work
done
in
the
township.
F
F
F
F
F
F
F
F
And
they
have
an
atc
attached
grasses
kinky
valley's
bid
is
150,
115
235
dollars
and
zero
cents,
115
235
dollars
and
zero
cents.
F
Next
is
st
anne
road
district
section
zero
zero
again,
this
is
for
oil
and
ship
work
done
in
the
township
first
proposal
I
have
is
from
ac
pavement
striping.
They
have
a
bid
bond
attached
as
a
proposal.
F
A
A
I
F
The
department
of
transportation
policy
states
that
you
can
automatically
accept
anything
under
10
10
or
over.
We
can
reject
unless
we
have
a
a
circumstance
that
we
can
justify
it
being
over.
So
when
it's
over
the
10,
I
do
like
to
contact
the
highway
commissioner
to
see
if
it's
okay
with
him
and
we
will
review
these
prices
the
submitted
prices
to
see
if
it
needs
to
be
re-led.
Okay,.
I
And
it
was,
I
believe
it
was
like
10
and
a
half
percent
it
was.
It
was
minor.
So
again,
it's
subject
to
a
lot
of
your
discretion,
correct
and
discussions
with
those
okay.
C
A
All
right
are
there
any
other
questions
chairman.
Yes,
go
ahead,
mr
sirois.
D
Mark,
thank
you,
mr
chairman,
mark.
What
do
you
do
when
somebody
doesn't
bit
doesn't
bid
on
a
project.
F
D
What,
if
nobody
bids
on
it,
then
we'll
have
to
deal
with
that
if.
D
A
C
B
C
C
C
F
Thank
you.
Thank
you.
Okay.
I
do
have
some
bills
this
morning.
Pay
estimates
the
first
one
I
have
is
for
the
kanke
county
general
maintenance
for
2021.
This
is
payable
to
compass,
materials,
america.
This
is
for
rock
salt.
We
ordered
and
had
delivered
to
our
storage
facility,
and
that
amount
is
42
and
569.46
cents.
F
Next
is
for
our
2020
general
maintenance
for
kankakee
county.
This
is
pale
to
vulcan
materials
incorporated.
This
is
for
road
mix
that
was
picked
up
at
the
quarry
with
our
trucks,
and
that
amount
is
one
thousand
one
hundred
five
dollars
and
thirty
four
cents.
F
Next
is
pembroke
township
road
district
for
their
2020
general
maintenance.
This
is
payable
to
vulcan
construction
materials.
This
is
for
road
mix,
picked
up
at
the
quarry
with
their
trucks
and
that
amount
of
six
thousand
one
hundred
twenty
eight
dollars
and
eight
cents
and
last
is
our
kankakee
county
bridge
program
money.
This
is
payable
to
engineering
resource
associates.
They
are
our
program
manager
for
all
of
our
bridge
inspections,
and
this
is
a
bill
we
receive
for
the
those
inspections
for
november
and
december,
and
that
amount
is
1
845.00.
A
A
C
C
B
C
C
F
Thank
you,
mr
rogers.
I
do
have
one
one
resolution
this
morning.
This
is
a
resolution
appropriating
the
county
bridge
funds
to
construct
a
bridge
on
the
forward
kankakee
county
line.
This
is
the
bridge
just
east
of
cabri
on
the
county
line.
Ford
county
has
jurisdiction,
but
the
law
says
that
all
structures
on
county
lines
are
the
responsibility
of
the
counties
and
that
any
construction
is
split
according
to
assessed
valuation,
so
we
will
be
paying
87.11
of
the
the
engineering
and
construction.
F
So
I
am
wanting
to
appropriate
about
375
000
in
county
bridge
funds.
The
the
estimate
is
425
000
for
both
construction
and
engineering.
F
I
have
it
at
375
at
the
bottom
right.
There
therefore.
A
He's
correct
any,
do
I
have
a
motion
to
approve
that
I
don't
know
who's
that
donald.
A
C
B
C
C
C
A
J
J
All
right,
first
off,
let's
see
here,
excuse
me
facility
to
report.
For
the
month
of
december,
we
had
110
work
orders
in
the
system,
that's
kind
of
a
light
month.
Moving
on
to
financial
report
that
you
have
in
front
of
you,
there
you'll
see
the
the
main
difference
in
this
report
is
from
last
year's.
There
were
three
pay
periods
in
december,
so
you'll
see
the
labor
costs
were
up
as
a
result
of
that
everything
else
is
pretty.
You
know
consistent.
J
I
will
call
out
under
building
improvements.
87
510
5245
was
spent
coded
to
building
improvements
and
4
500
of
that
was
for
our
temperature
reading
device
in
the
lobby
here
at
189
38
to
the
contractor
that
installed
it
and
642
for
the
locksmith
for
the
work
associated
with
the
door
and
then
the
balance
of
that
was
for
other
door
modifications
for
the
opening
automatic
opening
of
the
door.
So.
J
Yeah
we've
adjusted
it
probably
10
times
since
it's
been
installed,
the
contractors
come
out
they've
lowered
the
threshold
as
low
as
it'll
go.
J
You
know
when
it's
30,
20
15
degrees
outside,
and
you
know
your
forehead's
cool
when
you
come
in
it's
reading
low,
so
I
don't
have
a
workaround
for
that.
I've
had
maintenance
staff
go
through
the
heater
in
the
vestibule;
they
took
it
apart.
They
cleaned
it
trying
to
get
as
much
heat
out
of
that
thing
as
we
can.
There
is
an
old
heater
above
the
door
when
you
walk
in.
J
If
you
look
up
there's
an
old
heater
there,
unfortunately,
that
was
dismantled
and
removed
in
its
entirety
several
years
ago,
my
best
guess
would
be
10
plus,
so
I've
done
my
best
to
try
to
get
as
much
heat
in
that
lobby
area
as
I
can
so
I'm
as
far
as
workarounds
go.
I
I
think
I've
exhausted
pretty
much
everything.
A
J
Else
are
there?
Is
there
another
question?
No
okay,
let's
see
here
so
that
really
pretty
much
concludes
the
financial
report
there's
only
one
month
there
to
really
discuss
and
that's
pretty
straightforward,
so
we'll
move
on
to
the
building
report
kind
of
an
all
building
report.
If
you
will
or
not
all
but
jcdc,
public
safety,
old,
jail,
courthouse
and
annex
the
led
project
is
done.
That's
something
that
we've
been
working
on
for
several
months
now
so
happy
to
report
that
that
is
complete.
I've
begun
receiving
utility
bills.
J
I've
been
charting
the
the
bills
since
the
project
has
been
complete.
You
know,
hopefully,
to
verify
some
realized
savings
that
we're
looking
for
as
a
result
of
the
project.
So
I'll
have
more
to
report
on
that
over
the
next
couple
months,
once
I
get
a
better
sample
size.
J
J
So
the
led
project
is
done,
happy
to
report
that
here
at
189
on
elevator
update
for
those
of
you
that
did
not
tune
in
to
the
board
meeting
or
maybe
that
weren't
in
attendance.
J
We,
the
low
bidder
for
the
elevator
project,
was
kone
elevator
at
a
bit
of
328
174,
we
had
another
bitter
otis
elevator
at
334
189,
so
we're
going
to
go
ahead
and
move
it
forward
with
a
little
bitter
on
that
there
was
some
additional
work
that
I
want
to
make
the
committee
aware
of
with
regard
to
the
elevator
job
scope.
J
J
There's
several
penetrations
in
the
elevator
shaft
that
are
gonna
have
to
be
sealed.
Once
the
new
equipment
goes
in,
there's
gonna
be
a
crane
needed
to
move
the
equipment
for
the
elevator
up
to
the
roof,
obviously,
and
and
there's
a
lot
more
there's
a
considerable
list
here,
so
these
were
provided
to
me
by
the
elevator
company
and
it's
something
that
we're
going
to
have
to
bid
over
the
course
of
the
next
few
weeks.
So
I
just
want
to
make
all
of
you
aware
of
that.
So.
J
Very
good,
thank
you,
so
this
is
worked
by
others
that
were
identified
and
we've
been
in
communication
with
our
insurance
provider
they're
aware
of
it
they're
working
through
things.
On
our
end,
I
met
yesterday
with
andy
and
anita
at
length
on
this
and
we
are
working
through
it,
so
we
I
plan
to
open
bids
at,
I
believe,
finance
at
the
end
of
the
month.
That's
the
plan
on
that.
Thank.
J
Leds
I
had
a
request
from
the
county
recorder
for
led
lighting
in
their
area
and
I
wanted
just
to
bring
that
to
the
committee.
I
know
we
discussed
this
at
the
committee
a
while
back
and
the
committee
at
that
point
had
decided
that
we
did
not
want
to
move
forward
with.
You
know
the
led
project
here
at
this
building
for
various
reasons.
J
So
I
had
the
request
I
wanted
to
bring
it
to
the
committee,
see
if
there
was
any
thought
on
that
on
doing
an
led
upgrade
in
the
recorder's
office
here
at
189.
So
are
there
any
thoughts
on
that.
I
Say
regarding
that
I
I
I
just
think
that
then
wes
asked
me
what
to
do.
I
said
bring
it
to
the
committee,
because
we've
already
said
that
we
didn't
want
to
do
this
building
as
a
it
was
a
specific
request
to
pull
this
building
out
of
that
project.
I
So
if
we
start
just
whether
we
decide
to
do
it
or
not
to
do
it
know
that
we'll
probably
end
up
doing
all
the
of
this
whole
building,
because
it'll
go
from
office
to
office
to
office
everybody's
going
to
want
led.
So
I
just
would
say
it's
not
just
a
one-off.
I
expect
that
we'd
have
to
at
a
higher
price,
go
through
the
whole
building
at
request
of
other
elected
departments,.
I
I
A
A
E
I
have
to
agree
with
andy
on
that
because
I
think,
maybe
in
a
few
months
from
now,
maybe
a
year
or
so,
if
we,
you
can
come
back
to
the
community
with
a
new
numbers
and
see
if
there's
something
that
can
be
a
little
bit
more
towards
we're
saving
anything
by
doing
the
work.
Because
I
think
if
we
do
go
to
one
office,
it's
another
office
comes
around
and
asks
for
the
same
thing
that
there
will
be
no.
E
It
would
be
kind
of
hard
for
us
to
say
no
to
a
second
one
or
a
third
or
fourth.
So
I
like
to
see
some
kind
of
a
savings
when
it
comes
to
you
know
the.
J
Lighting,
oh
you're,
you're
gonna,
save,
undoubtedly
I
mean
anytime.
You
switch
from
the
fluorescent
ballast
type
fixture
to
an
led,
there's,
there's
going
to
be
a
savings
and
I
guess
what
we
discussed
originally
was.
You
know
out
of
jerome
combs
and
at
the
old
jail.
You
know
those
lights
are
on
24
hours
a
day.
D
F
J
A
week
so
the
obviously
the
savings
is
going
to
be.
You
know
substantial
at
those
areas,
but
you
know
just
the
time
that
we've
spent
sitting
in
here
with
these
lights
on.
If
you
had
an
led
you're
going
to
save
money
it
just
it's
just
a
fact.
It's
just
a
matter
of.
Do
we
want
to
you
know
having
just
completed
this
large
led
upgrade.
Do
we
want
to
now
start
doing
offices
here
at
this
point
in
time
we
can
either
do
them
on
the
county.
J
Dime
pay
for
it
and
have
county
people
put
them
in
or
we
can.
You
know,
go
back
to
a
contractor
and
ask
for
a
you
know.
Similar
proposal
like
we
had
with
general
energy
and
you
know,
go
through
the
whole
the
whole
building
at
that
point
you
know,
so
I
I
think
it's
it's
a
good
request,
it's
something
that
we
should
probably
consider.
It's
just
is
the
timing
right
right
now.
G
Is
there
something
we
can
discuss
after
we
discuss
the
next
next
topic
on
the
agenda?
I
believe
with
the
white
and
associates
thing.
A
Are
you
going
to
make
that
emotion
that
we
tabled
it
and
it's
six
months
too
long?
That's
my
only
concern.
A
A
A
C
I
Yes,
something
for
when
we
bring
this
back
from
the
table
and
consider
it
remember
that
there
this
has
not
been
budgeted
in
any
capital
budget.
Any
you
know
departmental
budget.
The
budget
for
lighting
upgrades
have
not
been
budgeted
so
that
we
have
to
find
the
money.
If
you
decide
to
want
to
do
this
going
forward.
Does
that
make
sense?
Yes,.
J
J
Okay,
so
moving
on
at
the
we'll
move
to
the
courthouse
yesterday,
I'm
happy
to
report
that
we
got
the
east
side
compressor
replaced.
This
goes
back
several
months.
We
had
a
new
compressor
installed
early
last
year
and
best
we
can
guess
from
the
thoughts
of
our
contractor
is
due
to
storm
damage.
No
correct
me:
that's
a
different
one.
This
was
just
a
failure
of
the
unit
while
it
was
under
warranty,
so
the
contractor
replaced
the
compressor
yesterday
at
the
courthouse.
J
So
that
is
that
that
is
now
done.
They
were
there
this
morning,
putting
the
finishing
touches
on
it.
So
come
springtime,
we'll
be
all
set
there.
We've
got
those
repairs
completed
so
and,
like
I
said
that
goes
back
several
months
that
that
that
is
an
old
one.
J
Annex
and
old
jail.
We've
talked
about
the
soft
start
on
the
elevator
at
this
committee
last
month.
I've
given
the
go
ahead
on
that,
hopefully
that'll
be
completed
in
the
next
couple
weeks.
So
that's
the
soft
start
motor
on
the
elevator
that
we've
discussed
jerome,
combs
and
public
safety.
I've
got
a
few
things
there
a
couple
months
ago.
J
If
you
recall,
we
upgraded
or
not
upgraded
but
replaced
batteries
in
the
phase
one
inverter
there,
the
ups
system
for
phase
phase
one
the
phase
two
batteries
are
in
need
of
replacement
as
well
they're.
Over
five
years
old,
we
had
our
preventative
maintenance
done
on
it.
A
couple
months
ago,
it
was
identified
that
the
batteries
are
in
bad
shape.
They
have
reached
the
end
of
their
useful
life.
I've
got
two
bids
on
that
bit
of
5216
and
a
bit
of
49.19,
so
I'd
like
to
move
ahead
with
the
low
bid
on
that.
J
I
don't
necessarily
think
we
need
to
vote
on
it.
It's
something
that's
critical
infrastructure
for
the
building,
it's
something
that
needs
to
be
done
and
just
making
the
committee
aware
of
that.
J
J
The
heat
exchanger
in
one
of
the
rooftop
units
out
at
public
safety
is
in
need
of
replacement
as
well.
I've
got
two
bids
for
that
work.
One
bid
was
third,
three
thousand
nine.
Ninety
five,
the
other,
was
seven
thousand
five.
Eighty
four,
quite
a
large
discrepancy.
J
H
A
H
A
H
J
I
Andrews
it
came
up
yesterday,
just
so
the
committee
knows,
responsible
bitter
is
defined
in
the
county
code,
yeah,
so
responsible
bitter.
There
was
a
question
about
what
does
responsible
bitter
mean.
It
is
clearly
defined
in
the
county
code.
We
went
through
that
yesterday
when
we
were
going
through
the
bid
to
award
the
lowest
so.
A
A
A
This
item
that
we're
discussing
right
now,
I
am
going
to
defer
this
to
our
assistant
administrator,
ms
anita
speckman.
She
will
present
this
what
she
did
in
terms
of
getting
this
done.
What
is
it
and
what
we're
trying
to
accomplish
so
would
you
want
to
come
up
here?
Do
you
want
to
stand
back
there?
Okay,
very
good!
That's!
Okay!
That's
fine!
With
me!
She'll
be
in
the
back
room.
Your
mic
should
be
on.
K
K
So
it's
not
a
put
an
actual
proposal,
what
it's
used
for
professional
services
and
what
you're
looking
for
is
not
the
lowest
bidder.
What
you're
looking
for
is
the
qualifications
of
a
professional
to
meet
your
requirements,
so
that
was
done.
It
was
approved
on
january
16th
that
was
drafted
and
published
on
february,
the
20th
and
one
one
request
or
one
response
was
received
and
that's
from
white
and
company
and
a
sub
group
was
defined.
Mr
swanson,
consisting
of
mr
swanson
mr
byrne
and
mr
kinzinger.
K
They
met
with
including
myself
met
with
white
whiting
company
on
march
23rd
to
interview
the
respondent,
and
then
there
was
a
bit
of
a
delay
due
to
kovid
in
the
august
13
2020
meeting
the
highway
and
buildings
committee.
This
committee
met
and
voted
to
move
forward
with
this
white
and
company
and
to
give
the
county
a
strategic
plan
based
on
that
bid.
K
Based
on
that
vote,
a
bid
was
received
for
63
000,
a
proposal
from
the
company
on
september
18th
and
distributed
to
the
subcommittee
and
at
the
full
board
meeting
in
the
budget,
the
2021
budget.
A
line
item
was
included
for
that
work.
So
that's
where
it
stands
right
now
it's
a
budgeted
item
and
I
think
at
this
point
we
would
be
ready
to
move
forward
to
receive.
Have
them
begin
work
on
the
proposal.
A
G
K
A
Okay,
I
think
we
were
hoping
it
would
be
under
85
000.
yeah.
Thank
you.
That's
what
we're
shooting
for
yes,
okay,
you've
heard
the
presentation
I
was
on
that
committee
was
favorably
impressed
thought
it
was
something
we
should
do.
I
had
asked
mr
kirkstra,
who
was
not
on
this
committee.
A
Usually
he
attends
these
committees
to
speak
regarding
this,
but
he
had
gone
to
the
extent
of
contacting
and
doing
some
checking
of
this
company
and
he
came
back
favorably
impressed-
and
I
thought
he'd
be
here
today,
but
he
isn't,
but
he
was
favorably
impressed
with
what
the
company
did,
for,
I
think
was,
will
county.
So
I
would
entertain
a
motion
to
accept
this
proposal.
A
Who
swanson
we
have
motion
to
approve
this
presentation?
Mr
wheeler,
do
you
have
anything
you
want
to
add
on
this.
I
Just
that,
after
this,
the
the
work
would
begin,
they
would
start.
You
know,
we'd
have
a
planning
meeting,
you
know
and
they
will
start
working
with
each
individual
office
holder
about
their
departments
determining
their
needs
for
now
and
the
future
as
part
of
this
process,
so
that
we
hit
the
ground
running
once
this
committee
votes,
we.
C
Swanson,
yes,
I
just
wanted
to
add
that
I
was
on
this
committee.
I've
been
to
all
the
meetings,
and
I
was
equally
impressed
with
this
company
and
especially
that
we
were
able
to
bet
them
that
we
want
functional
space
for
our
county.
You
know
we're
not
looking
for
trump
tower,
we're
not
looking
for
big
glass
building
type
things,
we're
looking
for.
C
G
I
was
very,
I
was
on
the
committee
and
met
with
them
too.
I
was
very
impressed
and
impressed
with
the
fact
that
they
would
actually
be
able
to
help
us
through
the
construction
phase
if
we
decided
to
move
ahead
with
any
particular
thing.
So
that's
an
important
step
as
far
as
I'm
concerned,
with
the
going
from
the
planning
right
to
the
building
with
the
company
without
having
to
transfer
from
one
company
to
another
to
make
that
change,
so
they
are
able
to.
We
requested
them
really
hard
and
they
came
back
with
all
the
answers.
I
Thank
you,
that's
kind
of
like
a
a
very
good
point
on
this
and
it's
as
an
example
we're
not
asked.
We
know
that
we
have
space
problems
over
at
the
courthouse.
We're
not
asking
them
to
do
another
space
needs
analysis.
We've
already
got
those
so
they're,
taking
all
of
the
work
that
we've
done
in
the
past,
the
recent
past
from
2005
on
and
incorporating
that
into
a
new
space
needs
and
strategic
plan.
I
So
it's
that's
how
we
were
able
to
keep
the
cost
down
and
with
mr
kinzinger's
help
help
white
focus
on
just
what
we
need
from
them,
instead
of
a
big
broad
scope
that
usually
has
a
lot
of
zeros
at
the
end
of
that
contract.
So
I
I
think
that
that's
what
worked
as
they
understood
we
didn't
want.
You
know
we
didn't
want
the
rolls-royce
we
needed.
We
needed
the
buick,
because
we
can't
afford
the
rolls-royce
right
now
like
will
county
can
spend
280
million
dollars
on
a
courthouse.
We
can't
do
that
so.
A
Are
there
any
other
comments?
We
do
have
a
motion
in
a
second
on
the
floor.
Anybody
else
before
we
call
the
question.
A
G
B
A
Is
there
any
other
business
to
come
before
this
committee
before
I
entertain
mr
hess's
adjournment
most
notice,
mr
carrico,
do
you
have
anything
you
want
to
add
he
will
be
taking
this
group,
we
lost
you
hold
on.
A
I
just
asked
mr
carrico
if
he
had
anything
to
add.
As
we
conclude
this
meeting.
E
Thanks,
mr
chairman,
I
do
not
have
anything
else
to
add.
I
think
the
meeting
went
well
and
look
forward
to
next
month.
Very.
