buildings

purview

this
building

annex
which

next
to
the
old
jail,
the
old
jail
and
then
jerome
combs
the
detention
center
and
then
attached
to
that
you
have
public
safety
and
the
morgue.
So
those
are
the
buildings
that
are
under
my
responsibility.
I've
been
here
three
years
in
may
so
I'm
catching
up
to
mark,
but
I've
got
a
long
way
to
go.

a
actually
a
software
program
that
we
use
to
put
in
work
orders
in
the
various
buildings,
so

employees

buildings

myself

member

my
staff,
go
through
the
program
on
a
daily
basis,
look
at
the
work
orders
and
then
assign
them
as
we
deem
necessary.

and
hopefully
that
adds
some
clarity

new
members
work
orders
for
last
month.
We're

we
typically
run
about

far
as
work
orders

financial

So
those

items

covid

came

nearly
sixty
thousand
dollars.
So

off
we're
actually
ten
thousand
dollars
behind
where
we
were
at
this

last

the
wages
were
related
to
raises
obviously
annual
raises
that
the
guys
get
every
year
and
girls,
the
additional
employees
that
we
hired
this
year.

are
three
employees
over
where
we

last
year.

telephones

pagers,
we
can
talk
about
this
a
little
bit
in
the
next
contract,
with
the
teamsters
we've
agreed
to
remove
county
phones
and
pagers,
so
they
won't
have
those
anymore
we're
going
to

to

stipend.

carry
two
phones
and
can't
stand
it
and
most
of
my
employees
agree
and
they
frankly,
they
weren't
being
used
a
lot
of
folks
enjoyed
using
their
personal
phones
anyway.
So
we're
going
to
go
with
a
stipend
type
program.

that's
something
that'll
be
coming
off
of
the
financial
report.

bills

here

We've
installed
a
new
door
access
control
system
at
the
front
doors
of
this
building.
You

front

temperature
taken.
It
actually
is
supposed
to
open
up
the
front
door,
we're
still
working
out.

kinks
we've
had
to
adjust
the
low
threshold
on
the
temperature
scanner
because,
obviously
this
time
of
year,
people
are
cold
when
they
come
in
the
building
and
their
temperature
is
lower
than
what
it
might
be.
Otherwise,
so
we're
working
through
some
kinks
there,
but
I'm
confident
we'll
get
that
worked
out
that
took
coordination
from
my
department
as
well
as
several
vendors
of
ours.
To
make
all
of
this
happen,
and
we
will
we'll
we'll
we
got
a
few
kinks
to
work
out,
but
I'm
confident
that
we'll
get
that
done
in
short
order.

The
elevator
update
for
those
new
board
members
that
we
have,
I
think
it
was
in
august
of
this
year.
We
sustained
some
damage
here
at
the
building.
We
had
roof
damage.
Here
we
had
tree
damage
at
the
courthouse.
Had
some
high
winds
that
had
come
through,
I
mean
it
ripped
the
roof
off
of
the
elevator
portion,
the
elevator
shaft
for
the
building,
which
is
up
on
the
roof
on
the
top
of
six.
It
peeled
the
roof
back
and
we
sustained
water
damage
to
one
of
our
elevators.

So
that's
why,
when
you
come
here
and
you
push
the
button,
there's
a
lengthy
weight
because
we're
only
running
on
one
elevator
due
to
water
damage,
so
we
I
had
solicited
two
bids,
come
to
learn
or
come
to
find
out
that
we
have
to
go
through
the
formal
bid
process
on
this
work.
So
we're
we're
going
working
through
that
right
now.
The
issues
that
I'm
having
is
creating
bid
documents
creating
a
bid
spec.
So
that
way
we're
confident
that
all
of
the
bidders
are.

bidding
apples
and
apples.

going

claim.

only
going

added
work
to
get
to
the
point
where
we
have
vendors
to
fix
is
what
mr
willard
said:
is
the
hassle
and
doing
it
legally
yeah

is
a
a
liability
because
if
it
goes
down,
then
we're
using
we're
all
using
the
stairs.

And
that
the
the
working
elevator
was
inspected
last
month
and
it
passed
so
you
know
knock
on
wood.
We
won't
have
any
issues
as
it
was
inspected
and
was
in
good
condition
and
everything
was
satisfactory.
So
moving
on
at
the
courthouse,
the
led
light
project
is
underway
there
again
for
the
new
new
members.
We
are
in
the
middle
of
an
led
upgrade
at
jerome
combs,
public
safety,
the
courthouse,
the
old
jail
and
the
annex.
That's
something
that
started
in
the
first
part
of
2020.

We
started
the
work.
I
believe
in
october
started
at
jerome,
combs
and
they're
they're.
Now
at
the
courthouse
and
they're
about
95
percent
complete
at
the
courthouse,
it
was,
you
know
for
all
the
bad
that
has
come
with
covid.
One
good
thing
is,
you
know,
with
the
limited
schedule
at
the
courthouse,
the
folks
have
been
able
to
get
in
there
and
you
know
really
work
quickly
through
the
courtrooms
and
the
common
areas
of
the
courthouse
with
the
decreased
traffic
and
decreased
caseload.

So
that
is
silver
lining
on
you
know
with
the
current
situation,
so
the
leds
is
about
95
complete
at
the
courthouse.
G
I'm
in
the
process
of
scheduling
a
compressor
replacement
on
our
rooftop
unit
on
the
east
side
of
the
building
for
those
new
members,
we
had
a
new
compressor
installed
at
the
beginning
of
this
year.
It
was
under
warranty.
It
went
out
for
no
apparent
reason.
Faulty,
I
suppose,
and
the
contractor
is
honoring
the
warranty.
However,
I
wasn't
able
to
have
them
out
in
august
or
september,
just
due
to
the
heat
that
we
had
and
having
to
run
that
unit.

So
obviously,
I
think
we're
past
the
point
of
needing
air
conditioning
in
the
building.
So
that's
something
that
will
be
scheduled
here
and
completed
so
we're
ready
to
go
for
the
springtime
annex
in
old
jail,
they're
working
right
now
in
led
lights
at
the
old
jail
they're
about
30,
complete
right
now
at
the
old
jail,
so
they're
working
through
that
as
long
as
I'm
at
the
old
jail,
I
was
hoping
I
could
amend
the
agenda
to
talk
about
two
agenda
items.

This
one
is
a
soft
start
motor
and
the
other
is
the
power
washing
that
we
discussed.
Is
there
any
problem

So
the
soft
start
motor
we
can
talk
a
little
bit
about
that.
We
had
significant
elevator
work
done.
I
think
it
was
a
couple
years
ago
now
they
replaced
the
hydraulics
on
the
elevator
when
they
got
the
elevator
shaft
out
of
the
ground.
They
found
that
the
the
hole
was
actually
not
plumb.
It
was
on
an
angle,
so
it
had
to
be
redrilled.

We
spent
a
considerable
amount
of
money
on
the
elevator
at
the
old
jail.
Well,
one
thing
that
we
found
when
they
put
the
new
when
they,
when
they
upgraded
the
systems
for
the
elevator,
they
did
not
upgrade
the
starter
on
the
elevator.
It's
still
the
old
starter
that
we've
always
had,
and
some
of
the
new
systems
on
the
elevator
pull
more
amperage
than
the
old
systems.
That's
just
a
fact.
You
know
some
stuff
nowadays
pulls
more.
Some
pulls
less.
This
happens
to
pull
more
so
now.

What
we're
dealing
with
is
when
we're
on
generator
power
at
the
old
jail.
The
elevator
is
actually
pulling
more
amperage
than
it
did
previously
and
it's
causing
the
generator
to
bog
down
a
little
bit,
which
is
causing
some
lights
to
flicker,
which
is
interrupting
some
of
the
systems
at
the
jail.
So
it's
something
that
we
really
need
to
address.
I've
had
two
companies
come
out
and
look
at
it,
and
I
have
two
quotes
to
upgrade
to
a
new
soft
start
motor
on
the
on
that
that
elevator
one
is
six
thousand
nine.

corner

building
really
looks
great,

three
generators
out

combs.

them

generac,

caterpillar,
and
then
we
have
a
catalyte
generator
and
the
catalyte
we
lost
power
out
there
and
the
catalyte
did
not
run.
We
just
had
it
serviced
like
two
weeks
before
that.
That
is
one
of
the
items.
Our
generators
are
one
of
the
items
that
we
do
perform.
Preventative
maintenance
on
we've
talked
about
that
at
this
committee,
so
they've
just
come
out.
They've
done
the
preventative
maintenance
on
it.

Well,
on
the
back
of
the
board,
there
was
corrosion
on
the
back
of
the
board,
which
caused
the
board
to
fail,
so
the
generator
did
not
run.
This
was
on
like
a
saturday
or
a
sunday
through
some
discussions
with
mr
kinzinger,
mr
c
roy,
the
sheriff.
We
decided
that
we
needed
to
get
a
temporary
generator
on
site
in
the
event
that
we
did
lose
power,
you
can't
have
half
the
jail
without
so
we
did.
We
made
the
decision
to
get
a
temporary
generator
on
site.

The
cost
of
the
temporary
generator
was
is
going
to
be
around
ten
thousand
dollars.
The
board
repair
is
gonna,
be
around
five
thousand
dollars
and
then
there's
going
to
be
some
costs
from
electrician
to
hook
up
and
disconnect
the
unit.
So
that's
something
that
happened
over
the
course
of
the
last
couple
weeks.
I
tried
my
best
to
make
sure
the
appropriate
parties
were
informed
as
to
what
was
going
on.
There
were
some
delays
in
getting
the
correct
part
here.

As
I
understand
it,
is
you
know
it's
not
a
cummins
or
a
kohler
or
a
generac,
and
the
parts
are
therefore
a
little
more
difficult
to
come
by
and
not
only
the
parts
but
the
expertise
to
program
their
parts,
because
it's
not
as
common
as
some
of
the
other
units
that
are
out
there.
So
we
did
have
some
delays.

temporary
generator
come
in
on
a
trailer
and
not
just
any
trailer
like
an
actual
tractor
trailer
that
you'd
pull
behind
a
semi.
So
it's
it's
quite
large.

one
of
those
things
that
you
know
better
safe

we
can't
risk
the
safety
of
the
inmates
or
the
officers,
and
you
know
I
hate
to
spend
that
kind
of
money,
but
I
I
believe
it
was
money
well
spent
cost.

that
that
was
a
major
undertaking

long

I'm

us
out

old
jail
and
the
the
way

we've
been
able
to
work
together
with

department

been

the

my

to
do
on

daily
basis

bid

vending
services

open

accepted
by
this
committee

pending
review

office

todd

was
only
one
bid
received,
and
that

alternative
vending
concepts.

requested
a
contract
from
the
vendor,
because
all
we
had
was
the
bid
response
and
it
was
didn't
have
all
the
details
we
would
want
to
see,
and
once
I
received
that
I
forwarded
the
contract
as
well
as
the
bid
response
to

state's
attorney's
office
for
review,
and
they
sent
me
a
responding
email
on
december
there.
They
have
a
couple
concerns.

is
that

secretary

state
website
indicates
both
abc
and
its
assumed
name
ifit.

don't
know
if
that's
ifit

if

whatever
they
are
not
in
good
standing.
Currently
with
the
secretary
of
state's
office
wes,

andrews
is
listed
as
the
president
and
secretary
of
the
corporation,
and
I
did
verify
that
mr
anders
did
file
a
statement
of
economic
interest
with
the
county
clerk's
office
on
march
20th
of
2020
disclosing
the
relationship
the
state's
attorney's
office
is
currently
researching.

attorney's
office
recommends
that
the
checks
go
directly
to
the
treasurer's
office
and
include
a
detailed
statement,
including
the
each
machine,
the
gross
receipts,
the
amount
of
commissions,
so
that
there's
some
detail
behind

deposit
amount.

would
be
included,
then,
with
the
monthly
report
from
the
treasurer's
office.

attorney's
office
does
not
recommend
granting
the
contract
until
those
issues

ironed

of

out

request
for
proposal

received

committee

selected

recommendation

interview
companies,

or

company

they

they

that
we
passed

next
step

would
it

to

has

000
grant
for
the
courthouse.

substantial

was
centered
around
accessibility
infrastructure,
it's
brick
and
mortar.

technology,

things
like
that.

we're
investigating
exactly
what

ins
and
the
outs
of
it
are,
but
I've
already

out
to
the
interested
parties,
which
is
the
sheriff,
the
chief
judge.

there

case
there
is
some
infrastructure,

and
representative
haas

priorities

the

very

that

kind

blend
it

the

plan

know
that

final
thing

it's

board
members
who
weren't
here
roughly
a
couple
years

there

a

took
the
management
of
animal
control
and
put
it
with
the
sheriff
for
very
specific
reasons.

board
decided
that
in
the
long
term,
we
weren't
going
to
build
a
new
facility.
You
know
that
was
something
that
we
didn't
think
that
we
would.
That
was
a
good
use
of
the
county's
money.
When
other
people
are
adoptionate,
you

adoption
arms
for
the
animal
community.
We
wanted
to
focus
on
enforcement
and
doing
all
of
these
agreements.

They
can
go
directly
and
we'll
will
handle,
I
would
say,
police
if
you
will,
for
animal
control,
bourbon
a
which
is
a
great
step,
and
that
was
one
of
the
main
goals
and
we're
going
to
get
into
that
later
in
the
month
when
we
have
to
sign
that
agreement,
and
that's
why
I
asked
wes
about
the
condition
of
the
building,
because
there
is
a
property
that
we
have
identified
on
the
market.
That
would
fit
our
needs
and
there
may
be
a
very.

want

A
very
formal
well
put
together
plan
brought
back
to
this
committee
and
we
may
have
to
have
special
meetings
because
there

could
be
a
required
letter
of
intent

this
property
that
solves
a
lot
of
our
problems

forward,

price

something

we
can't
ignore.

something
that
fits
into
our
plan

forward.

it

other
animal
control
funds
they
have
and
I'll
get

another
area

that
they
have
the
property
on
grinnell
road,

then
we
have
the
ability
to
float
alternate
revenue
bonds
based
on
future
revenues
from
animal
control.
To

any
build
out
that
we
would
need
to
do
to
house
the
animals
so
that
that
the
finances
seems
like
it
could
be.
Something
oh
and
I
forgot
bark
has
raised
a
bunch
of
money
as
well
for
a
new
facility,
and
this
would
qualify
for
that.

sure
there
still
is
a
as
a
good
partner
to
the
county
in
the
the
effort
to
have
a
better
functioning
animal
control
department.
So
I'm
extremely
excited
about
this,
and
I'm
sure
that
you
know
mrs
weber

folks
like
that,

if
this
works
out-
and
it's
just
the
first
phase,
there's
a
lot
to
go,
but
I
had
to
tell

we
might
have

submit
