Description
Highways & Buildings Committee Meeting 10/14/2021 9:00 AM
A
Morning,
you'd
like
to
call
the
highway
and
buildings
committee
meeting
to
order
taking
over
for
mr
carrico
today,
while
he
continues
his
recovery,
if
we
can
get
a
roll
call,
please,
mr.
A
D
All
right,
good
morning,
I
received
a
letter
from
mr
payton
with
a
request
for
to
name
an
honorary
intersection
for
a
a
citizen
out
in
in
the
area
that
has
done
many,
many
things
for
the
community
and
that's
reverend
hezekiah,
brady
jr,
and
so,
mr
payton.
If
you
would
like
to
come
up
and
and
present
this.
E
I
didn't
know
him
personally,
but
I
moved
to
pembroke
approximately
17
years
ago
and
I
read
about
him
and
I
was
always
impressed
and
then
robin
will
and
my
one
of
my
trustees
on
the
board
with
me,
suggested:
let's
honor
this
man
and
it's
truly
my
pleasure
to
bring
up
dr
brady
and
she's
going
to
read
what
we
have
written
to
honor.
F
Good
morning,
good
morning
mr
payton
called
and
told
me
about
this.
I
was
like
oh
okay,
then
I
also
talked
to
reverend
wills
who's.
My
cousin-
and
he
told
me
so
I
kind
of-
was
very
pleasantly
surprised,
so
I'm
gonna,
I'm
not
gonna.
I
have
all
this.
I'm
not
gonna.
Read
all
this
to
you,
but
I'm
going
to
read
you
some
of
the
highlights
of
my
dad's
life-
and
this
is
just
really
special
to
me.
F
He
later
served
as
pastor
of
the
pembroke
community
reform
church,
which
is
now
called
primrose
fellowship
church
from
1973
through
1999,
while
pastoring
the
church.
He
spearheaded
the
building
of
a
new
church
oedipus,
which
was
later
recognized
as
an
architectural
feat.
You
all
can
come
visit
us
some
sunday
throughout
his
ministry.
In
the
pembroke
area,
rev
brady
always
had
a
heart
for
the
young
people,
while
pastoring
he
set
up
gatherings
for
the
youth
of
the
churches.
F
To
achieve
these
purposes,
from
1975
to
1991,
kraft
operated
an
after-school
program
for
third
graders
through
high
school,
a
six-week
summer
day
camp
program,
family
seminars
for
parents
and
children
and
a
christian
high
school.
The
christian
institute
for
developing
altruistic
leaders,
seidel
from
1976
to
1990
an
elementary
school,
was
opened
in
1986
for
kindergarten
to
third
grade.
All
of
the
graduates
of
the
high
school
were
accepted
into
college,
with
a
number
of
them
earning
undergraduate
degrees.
F
F
The
eagles
is
a
mentoring
program
that
serves
the
6th
through
8th
graders
student
8th
grade
students
at
lorenzo
r
smith
school
in
pembroke.
The
program
emphasizes
academic
excellence
and
the
development
of
a
character
of
integrity
and
leadership.
Hundreds
of
students
who
graduate
from
the
8th
grade
at
smith
school
have
been
participants
in
the
eagles.
The
student
adoption
program
is
a
program
that
serves
high
school
and
college
students
of
color
in
pembroke
and
county.
The
program
works
with
high
schoolers
to
prepare
them
for
college,
in
addition
to
support
system.
F
In
addition,
a
support
system
is
in
place
for
the
college
students.
Rev
brady
was
very
concerned
about
the
financial,
spiritual,
academic
and
social
needs
of
african-american
college
students,
so
the
student
assistance
fund
was
established
to
support
students
financially
by
assisting
them
in
covering
the
cost
of
tuition,
books,
lab
fees
and
and
other
things.
The
craft
board
of
directors
established.
The
hezekiah
brady
junior
scholarship
in
2005
in
memory
of
rev
brady,
who
died
in
2004.
F
E
D
So
in
front
of
you
today
is
a
resolution
authorizing
the
name
of
the
intersection
that
is
on
that
map.
That
is
attached
to
the
resolution
to
be
named.
The
honorary
reverend
hezekiah
brady
junior
road.
A
Do
we
have
a
motion
on
that?
Mr
hunter?
Second,
sorry,
miss
hudson!
Sorry,
just
about
choked,
I
don't
know
what
I
did.
There
must
be
coffee.
Is
there
any
other
comments
on
this?
Make
sure
you
guys
get
a
picture
too
before
with
everybody
together?
That
would
be
great,
mr
hunter.
G
If
I
could,
I
have
fond
memories
of
reverend
brady.
I
remember,
and
I
was
telling
the
township
supervisor
county
board
member
payton
about
an
experience
I
had
some
years
ago
when
I
was
in
alderman
city
kankakee.
G
G
You
know
money,
toys,
gifts
and
so
forth,
and
you
know
I
heard
about
reverend
brady
and
what
his
initiatives
had
done
out
in
the
pembroke
area,
and
so
I
took
some
walkman
radios
and
you
guys
may
re
remember
about
walkman
radios
and
I
I
presented
them
to
him
for
the
kids
in
in
pembroke
and
he
said
stevie
well,
you
know
I
can't
vote
for
you.
You
know
I
can't
support.
G
You
know
I
live
out
here
and
and
why
you're
doing
this
I
said
I
just
like
the
things
that
you
do
and
it's
it's
fitting
and
proper
that
that
we
do
this
because
I
was
sharing
with
the
chairman.
G
G
Reverend
brady
was
an
a
man
among
men
and
I
think
it's
fitting
and
proper
that
we
have
taken
this
initiative
and
and
applaud
him
and
his
family.
Today,
and-
and
I
applaud
all
of
you
who
voted
for
this
resolution.
A
So
we
have
a
motion
in
a
second
all,
those
in
favor
say
aye
aye
those
opposed
same
sign.
Thank
you.
Moving
on,
we
don't
have
anything
under
public
comment
today:
the
approval
of
the
minutes.
A
D
Good
morning
we
do
have
a
couple
of
things
to
let
this
morning
we
I
brought
to
this
committee
the
need
for
re-roofing
on
a
couple
buildings,
so
I
would
probably
need
a
motion
to
open
the
beds.
A
Mark
I
got
a
motion,
mr
long
mister.
Second,
roll
call
to
open
beds,
no
just
to
accept
to
accept
we'll
fall,
all
those
in
favor
say
aye
aye,
those
opposed
same
side
all
right.
Thank
you.
Thank
you.
D
D
D
Okay,
the
first
one
we
have
this
morning
is
the
big
garage.
D
D
And
the
last
one
is
bennett
brasso.
D
758
dollars
and
zero
cents
parent
low
bidder
on
this
one
appears
to
be
langlois
roofing.
C
Both
they're
both
metal,
roofs,
yes,
you've
got
a
lightweight
concrete
up
there,
or
what
do
you
got
just
hands
and
tar
and
insulation?
No
just
just
a
metal
roof,
just
a
metal
roof
yeah,
so
you
have
to
take
it
down
and
replace
or
you're
going
to
go
over
it
with
something
else.
Yes,.
C
D
H
H
D
Gonna
we're
gonna
review
them
all
and
award.
I
would
recommend
award
to
the
lowest
responsible
bidder.
C
Yes,
sir
yeah
mark,
when
you
bid
these
software,
you
get
this
variance
in
these
prices.
Is
there
an
option
for
more
stuff
to
be
wrong
that
they
can
charge
you,
for?
Is
this
a
cell.
D
Yeah,
we
told
them
that
it
had
to
be
a
lump
sum
and
they
couldn't
a
variation
that
we
have
no
variations.
C
D
Not
no,
that's
not
how
we
can
that's
why
I
want
to
review
them
all.
Okay,
thanks!
Thank
you.
So
the
next
one
is
the
tin
shed.
The
tin
shed
is
a
storage
building
that
we
have
that's
right,
adjacent
to
the
office.
The
first
bit
I
have
is
from
seal
tight,
exteriors.
D
H
A
We
have
a
motion
to
accept
the
lowest
responsible
bidder
in
both
cases,
mr
featherling.
Second,
mr
long,
without
any
comment,
roll
call
vote
on
that.
Please.
B
D
Thank
you
all
right.
The

zero,
zero.
D
A
So
is
there
a
motion
to
approve
these
the
paying
these
bills?
Please,
mr
long?
Second,
mr
smith,
and
just
in
case
anybody
would
were
to
notice
this.
It
does
come
up.
Sometimes
people
have
asked
over
the
years.
You
know
why
is
the
the
rock
different
price
of
different
places
they
pick
up
at
different
places
to
save
on
mileage,
so
sometimes
people
will
pick
that
out
of
here.
If
you
look
at
the
numbers,
the
the
the
same
thing
is
available
at
different
quarries
around
the
county.
It's
whatever
they're
closest
to.
A
Is
that
pretty
much
that's
the
best
explanation
yeah,
so
I
would
always
get
hung
up
on
that
too,
like
well.
Why
don't
we
just
go
to
this
quarry?
Well,
you
still
got
to
drive
it
all
the
way
to
the
other
side
of
the
county,
so
yeah
gas
is
gas.
Truck
is
truck.
So
is
there
any
other
questions
about
this?
We
do
a
roll
call
both
then
oh,
mr
hunter,
there's
one.
G
Question
on
on
this
this
one
about
749
000,
what's
what's
I
didn't
hear
you
say
that.
D
The
last
thing
that
I
have
this
morning,
the
federal
government
requires
that
we
have
an
ada
transition
plan.
The
county
passed
their
plan
some
years
ago,
but
the
highway
features
weren't
included
in
that.
So
they
want
to
know
what
our
transition
plan
is
for
the
ramps
and
the
sidewalks
and
basically
what
our.
What
this
says
is
our
plan
is
that
when
we
do
construction
or
maintenance
of
a
road,
we
address
the
those
things
when
we
do
those
projects.
A
So
it's
first
of
all:
is
there
a
motion
to
get
this
going
here?
Mr
hunter
to
approve
second
go
with
mr
carrico
in
the
back
now
we
obviously
still
do
these
whenever
these
have
come
up.
We
just
don't
have
officially
have
paper
correct,
so
whenever
this
is
happening
before
we're
doing
the.
G
Thank
you,
mr
chairman,
where
is
the
complaint
form?
Is
that
in
some
other
document.
D
No,
I
I'm
going
to
make
one,
but
but
usually
people
just
call-
and
I
have
I
have
not
had
any
calls
since
I've
been
there,
but.
D
G
Had
some
conversation
with
you
beforehand
as
well
too,
yes
and
mr
rogers
is
the
ada
coordinator
and
they're
also
going
to
develop
this
advisory
council,
and
I
assume
that
the
names
in
the
in
the
the
membership
will
be
their
titles
and
stuff
will
be
incorporated.
Thank
you
very
much
for
those
answers.
A
And
so
you
know
most
of
the
time
the
complaints
will
not
go.
There.
They'll
go
there
to
you.
So,
even
though,
if
we
have
a
form
where
we
have
everything
else,
we're
still
the
ones
that
will
most
likely
hear
so
so
we
we
have
a
motion
a
second
right.
Yes,
all
those
in
favor
say
aye.
Those
opposed
same
sign
motion
carries
it.
I
don't
have
anything
else
unless.
A
Else
does
well,
that's
it
for
now.
Just
this
committee
should
know.
While
mark
is
up
here,
we
received
some
requests
from
for
coven
arpa
money
from
the
pepper
township
highway
road,
commissioner
for
heavy
equipment,
very
expensive
heavy
equipment.
So
we're
gonna
have
to
start
diving
into
that,
and
I
think
it's
appropriate
to
start
here.
A
I
can
just
say
one
of
that.
One
of
the
requests
is
over
the
50
000
limit,
so
they
would
have
to
be
data
certified
and
they're.
Not,
and
so
that's
an
immediate
denial
from
us,
but
I
I
think
we
should
talk
about
it
within
this
this
committee
structure,
because
then
it
doesn't
just
stop
with
pember
township
highway
road.
Commissioner,
it
goes
to
all
the
township
road
commissioners
could
be
requesting
commit
commitments
and
funds
from
us.
So
I
just
wanted
to
make
sure
that
we
methodically
go
through
this
with
giving
everybody
there.
A
I
All
right,
good
morning
facility,
dude
report.
For
the
month
of
september,
we
had
125
work
orders
in
the
system.
Moving
on
to
the
financial
report,
which
you
have
in
front
of
you
there,
year
to
date,
fiscal
year,
21
we're
at
792
857.09
compared
to
794
482.04
from
last
year.
So
as
you
can
see,
I've
been
trying
to
hold
the
line
on
expenses.
I
You
know
best
that
I'm
able
a
couple
things
to
talk
about
building
maintenance
improvements,
52-100
we're
ahead
of
where
we
were
at
this
point
last
year
considerably.
A
lot
of
those
are
repairs
that
we've
discussed
or
building
improvements
at
various
facilities
that
we've
discussed.
You
know
at
this
committee
maintenance
contracts
we're
pretty
much
right
on
where
we
were
at
this
point
last
year,
miscellaneous
services,
56
400,
which
is
repairs
by
outside
contractors,
we're
about
five
thousand
dollars
below
where
we
were
at
this
point
last
year.
I
So
that's
always
nice
to
report
56,
850
miscellaneous
supplies.
You
can
see
we're
more
than
half
below
where
we
were
at
this
point
last
year.
So
that's
really
all
I
got,
I
think,
all
in
all
pretty
positive
financial
report
I'll.
Take
any
questions
if
you
have
any.
I
Okay,
good
all
right
moving
on
building
report
here
at
189,
we
had
our
generator
maintenance
performed
actually
this
week,
if
you
recall,
we
talked
about
the
radiator
that
was
leaking
on
the
on
the
generator
out
outside
here
that
radiator
has
stopped
leaking
and
I
guess
that's
been
commonplace.
Over
the
last
10
years,
it'll
leak,
it'll
seal
itself,
it'll
leak,
it'll
seal
itself,
and
that's
where
we're
at
right
now,
so
they
came
out,
they
pm'd
it.
They
said
it's
no
longer
leaking,
which
obviously
happy
to
report
on
that.
I
I
Look
to
get
some
numbers
on
those
repairs,
probably
the
muffler,
if
the
if
the
radiator
is
not
leaking
currently
and
the
recommended
recommendation
of
our
vendor
was
to
just
leave
it
until
such
time
that
we
have
an
issue
so
we'll
look
into
maybe
doing
the
muffler
next
year,
elevator
update
cone
a
is
nearly
complete
on
their
portion
of
the
west
elevator.
I
If
you
remember,
there's
a
portion
of
the
contract
that
was
worked
by
others
that
was
awarded
through
a
competitive
bid
process
and
was
awarded
a
psi.
I
There
was
some
issues
with
additional
electrical
work
that
was
required
and
more
parts
that
needed
to
be
ordered.
So
the
electrician
is
gathering
those
parts
and
we
look
for
them
to
be
on
site
here
very
soon
to
complete
the
electrical
portion
of
the
repair
scope.
So
once
the
work
by
others
is
complete
and
I'm
in
communication
with
psi
a
couple
times
a
week
once
the
work
by
others
portion
is
complete,
the
west
elevator
will
be
inspected.
I
Hopefully
we
pass.
I
would
assume
we
will
and
then
at
that.
At
that
point
in
time
the
west
elevator
would
become
operational.
The
east
elevator
would
then
get
shut
down
and
we're
talking
another
eight
weeks
or
so
once
that
happens,
so
we're
moving
forward
looks
like
we're
going
to
be
over
a
year
on
the
process
of
elevator
modernization,
which
has
been
a
long,
arduous
process
here.
I
Pm'd
our
boilers
here
at
189
and
over
at
the
courthouse
you
know
just
get
getting
ready
for
winter,
obviously
found
some
major.
Some
minor
issues
and
those
were
happy
to
report
that
those
have
been
repaired.
The
courthouse
we
pm
the
boilers
there
as
well
and
again,
a
few
minor
issues.
I
Those
have
all
been
addressed.
The
courthouse
basement
project
we're
awaiting
I
talked
to
the
chairman.
Often
we're
awaiting
final
grant
approval
on
the
courthouse
basement
project
every
couple
weeks.
We
get
another
question
or
another
request.
We
respond
to
it,
they
say
thank
you
and
we
cross
our
fingers
that
that's
it.
So
that's
where
we're
at
right
now,
if
you've
been
by
there,
the
grounds,
look,
terrific,
the
guys,
dana
goodrich
and
the
the
guys
over
there
at
the
courthouse
doing
an
outstanding
job
both
inside
and
out.
I
I
have
not
had
a
single
complaint
from
inside
or
outside
the
courthouse
for
that
matter
in
some
time,
so
I'd
like
to
recognize
those
guys
for
a
job
well
done
over
there
annex
improvements.
We
talked
about
that
at
last
month's
meeting.
The
we're
we're
gonna
be
scheduling
those
improvements
for
the
door
and
tom's
office
area
and
then
the
restroom
for
the
drug
testing,
the
door
that
we
discussed
at
last
month's
committee
meeting
old
jail.
They
started
on
the
roof.
Yesterday,
it's
been
tough
going.
I
If
you've
noticed
it's
rained
quite
a
bit
lately
every
morning,
they're
scheduled
to
do
it.
It
seems
we
we
get
some
moisture.
I
received
the
insurance
check.
I
gave
that
to
finance,
so
we
have
that
it's
gonna
cost
the
county
about
ten
thousand
dollars,
which
is
our
deductible
delays
on
the
cctv
and
nurses
station
unit.
If
you
remember,
we
talked
about
that
as
well.
The
cctv
and
nurse's
station,
the
the
hvac
system
was
very
old
needed
to
be
replaced.
I
So
we
went
ahead
with
that,
but
as
with
everything
else,
I
try
to
do
whether
it's
a
vacuum.
I
try
to
order,
or
this
sort
of
stuff,
they're
saying
december,
before
we're
going
to
get
it
so
and
that
was
ordered
probably
a
month
ago.
So
not
sure
much.
I
can
do
there
besides
sit
and
wait
patiently
same
goes
out
at
jcdc
for
the
coil.
We
had
a
coil
that
was
bad
on
public
safety
unit
that
serviced
the
sheriff's
admin
area.
That
was
ordered
at
least
two
months
ago,
we're
still
waiting
on
it.
I
We've
got
warming
and
cooling
cabinet
doors
that
are
in
need
of
replacement,
we're
waiting
on
parts
for
those
cabinets.
I'm
looking
into
some
of
our
cabinets
out
there,
they're
falling
apart
handles,
are
falling
off.
Hinges
are
falling
off,
so
we're
gonna
be
working
on
repairing
a
lot
of
our
cabinets,
not
only
in
public
safety
but
in
the
jail
areas
as
well.
The
jail
admin,
the
booking
areas,
medical,
there's,
a
lot
of
areas
out
there,
where
the
cabinets
just
haven't
been
tended
to
in
quite
a
while.
I
So
I'm
going
to
look
into
you
know
not
replacing
but
trying
to
repair
them
and
get
them
functioning
correctly
again.
Mr
gessner
has
asked
me
his
garage
metal.
The
metal
panels
in
his
garage
are
right
next
to
the
wash
bay
at
drum
combs,
where
the
officers
wash
their
vehicles
and
he's
got
a
considerable
amount
of
rust
on
his
side
due
to
obviously
so
I'm
looking
into
some
alternatives,
whether
it's
you
know
I'd
rather
not
go
back
with
metal,
maybe
go
back
with
something
that
doesn't
rust.
I
So
that's
something
that
I'm
going
to
be
working
on
over
the
course
of
the
next
month.
To
get
some
figures
together
on
that,
just
looking
around
out
there
at
public
safety
and
we've
talked
about
this
before
you
know,
carpet
out,
there
is
pushing
20
years
old.
The
walls
you
know
are
badly
in
need
of
attention.
I
You
know
some
type
of
paint
patching.
I
mean
20
years
of
wear
and
tear
on
the
building.
It's
in
it's
in
okay
shape.
I'll
put
it
that
way.
So
it's
something
that
I'd
like
to
look
into
look
into
doing
and
getting
some
numbers
together
on
that
floors.
You
know,
like
I
said,
the
carpet
stripping
and
waxing
floors.
I
ordered
a
vacuum.
Ours
is
dead
beyond
repair,
it's
a
basically
a
glorified
shop
vac
with
a
squeegee
in
front
of
it.
I
tried
to
order
it.
I
I
ordered
it
in
april
and
I
still
haven't
got
it
yet.
So
that's
something
that
I'm
waiting
on.
So
we
can
start
to
address
some
of
the
hard
surface
floors
out
there
that
that
need
to
be
addressed,
we're
short
staffed.
Hopefully,
for
only
another
week,
I
got
an
employee
out
on
maternity
leave,
she's
due
back
very
soon,
so
we're
looking
forward
to
getting
her
back.
She
does
a
terrific
job
and
she's
been
missed,
so
hopefully
we'll
get
her
back
next
week.
I'm
also
happy
to
report.
I
C
C
I
A
I
don't
I
don't
know
how
that
would
work,
because
the
reason
the
other
one's
going
down
is
so
they
can
talk
to
each
other.
You
hit
the
button
whatever
once
free
comes
to
you.
I
A
Exactly
right,
you
know,
that's
that's
the
only
thing
I
I
wonder
about
is
how
you
do
it.
I
we.
We
will
definitely
make
sure
that
that
elevator
is
operational,
because
we
have
major
ada
issues
if
we
do
not
have
an
elevator
to
get
up.
Second.
Third.
Fourth,
fifth
floor,
so
we'd
have
to
basically
bring
offices
down
to
the
first
floor.
That's
our
only
recourse
if
we
don't
have
elevators
and
that's
bad.
So
the
other
thing
I
was
going
to
mention
is
is
the
basement.
The
the
value
of
having
a
lobbyist
is.
A
Is
that
they're
on
they're
on
standby,
to
intercede
with
dceo
with
our
legislators,
if
this
grant
doesn't
move
a
little
bit,
not
quicker
but
doesn't
get
resolved
here
in
the
near
future,
because
that
basement
everything
else
we're
doing
and
talking
about
doing
stacks.
On
top
of
that
work,
it's
it's!
It's
really.
It's
really
foundational
to
everything
else,
we're
talking
about
doing
so.
That's
why
we
talk
about
it
so
much
because
if
the
more
that
gets
delayed,
the
further
everything
else
potentially
would
get
delayed
that
we're
talking
about.
A
So
I
just
want
to
let
you
know
that
that's
a
priority
for
us
and
it's
we've:
we've
got
our
lobbyists
just
ready
to
go
along
with
our
legislators.
So
anything
else.
That's
all.
I
got
questions
anything
else.
