Have
a
quorum:
okay,
no
public
comment,
but
I
do
need
a
motion
to
amend
the
agenda.
Mr.
Rogers
got
a
TV
show,
he's
got
to
go
to
and
there
if
he
gets
done
here,
so
need
a
motion
to
amend
and
we're
gonna
move
the
state
line
bridge
update
up
now,
I
got
a
motion
by
mr.
adjust
second
by
mr.
on
favor,
say:
aye
aye
opposed
same
sign.
Motion
carries
okay,
just
want
to
go
with
this.
Then.
Oh.
C
A
You've
had
the
minutes
distributed
to
you
and
any
you
need
a
motion
to
accept
Miss
Parker
and
a
second
mr.
who,
who
was
that
dude
to
death,
Oh,
Miss,
Webber,
okay
in
additions,
combats
Corrections,

Next
is
for
our
the
county's
jet
2018
general
maintenance
supplement
one.
This
is
a
Decker
Supply
Company.
This
is
for
Hardware
for
signs,
and
that
amount
is
five
thousand
three
hundred
fourteen
dollars.
Zero
cents
next
is
for
our
county
general
maintenance
for
2018
payable
the
kinky
Valley
construction
company.
This
is
for
cold
mix
that
was
picked
up
at
the
plant
and
that
amount
is
1,200
$79.95.
F
This
is
for
our
County
general
maintenance
for
2018
supplement
one.
This
is
payable
to
Osburn
associates.
This
is
for
signs
and
she
sign
sheathing
and
tape,
and
that
amount
is
10
thousand
eight
hundred
twenty
nine
dollars.
Forty
three
cents
next
is
for
our
county
general
maintenance
for
2018
payable
to
Prairie
material
sales.
This
is
for
road
mix
picked
up
at
the
quarry
and
that
amount
is
5780.
F

D
A
Okay:
okay,
next
on
the
agenda,
is
the
resolution
authorizing
emergency
repair
of
a
structure;
number
0
for
6
3
3
5
in
yellow,
head
roll
district
on
10
500
North
Road
at
1600.
North
East
like
to
have
a
motion
to
waive
the
entire
reading.
I'll
read
the
instruction
to
your
head
in
heading
and
then
have
a
discussion
motion
to
waive
didn't
old
title
reading.
Anybody
or
you
want
to
read
the
whole
thing:
okay.
A
F
F
The
Yellowhead
township
has
petitioned
the
county
to
pay
50
percent
of
that
repair.
According
to
the
ILCs
605
ilcs,
five
size,
5
502,
so
they're
petitioning
the
county
to
pay
half
and
we're
declaring
an
emergency
so
that
we
don't
have
to
wait
for
a
living.
We
can
just
have
that
work
done.
We
do
have
the
plans,
the
Department
of
Transportation
set
of
sent
us
a
set
of
plans,
so
we
don't
have
to
have
it
engineered.
We
just
do
it
according
to
what
the
state.
D
F
F
A
C
A
Thank
you.
Okay.
Next
on
the
agenda
is
resolution
and
I'll
read
that
into
the
record.
That's
a
resolution,
an
ordinance
for
the
establishment
of
an
altered,
speed
zone
on
4500
South
Road
at
8500
East
in
st.
Anne
Road
district
I
need
a
motion
to
waive
the
entire
reading
of
this
thing.
Mr.
Lee,
just
mr.
trip
oK
you've
got
this.
F
The
scene,
Ian's
township
road
district,
called
our
office
and
was
requesting
us
to
do
a
speed
study
on
4500
South
the
area
there
is
a
map
in
your
packet.
The
area
is
congested,
there's
a
lot
of
truck
traffic
as
there's
a
lot
of
agricultural
businesses,
kind
of
confined
in
a
short
space
there
and
then,
as
you,
get
farther
east
on
the
map,
it
kind
of
spreads
out
a
little
bit.
But
after
our
study
we
concluded
that
the
the
area
in
green
should
be
a
proposed
to
be
a
30
mile
per
hour.
F
A
G
G
B
G
Okay,
basically,
this
is
a
a
response.
After
we
had
a
meeting
with
mark
and
I
and
Roger
Hess
went
over
to
Indiana
to
Lake
County
to
talk
to
their
the
representative
of
their
commissioners.
There
they
have
three
commissioners
than
they
have
a
County
Board.
It's
a
little
bit
different
style
of
government,
the
lead
the
Commissioner
has
taken
the
lead
on.
This
is
gentleman
by
the
last
name
of
Tippi.
We
had
a
really
good
conversation
discussing
the
Stateline
bridge
as
a
refresher.
G
The
original
cost
I
believe
was
that
two
point,
five
two
point:
nine
million
dollar
area
that
we
were
looking
at
some
years
back
and
when
the
bids
came
in
for
this
bridge
this
year,
it
was
over
seven
and
the
bridges
is
it's?
Not
it's,
not
usable.
The
approaches
are
not
usable.
It's
it's
far
too
expensive
for
either
County.
We
determined
in
our
discussion
to
even
address
the
cost
benefit
per
resident
affected,
which
really
is
about
three
homes
that
we
can
tell
on
the
Illinois
side
and
really
zero
on
the
Indiana
side.
G
G
That
you
know
is
from
our
perspective
and-
and
you
know
this
wasn't
unilateral
I
didn't
talk
to
to
mark
about
this
and
I
talked
to
Roger,
because
that's
his
district
over
there
and
and
while
it
would
be
nice,
it's
it's
been
out
for
18
years
or
so
so
I
would
say
that
people
have
adapted
pretty
well
to
they're,
not
being
that
bridge
there.
It
also
very
very
close
to
disrepair.
We
question
whether
it's
going
to
stand
and
not
fall
into
the
river
people
are
scrapping
metal
off
of
it.
G
So
the
thought
was
is
is
not
even
to
dismantle
and
save
it
would
be
to
just
over
dismantle
it
all
together
see
if
we
can
get
any
type
of
a
price.
We
could
look
into
the
funding
options
of
that.
So
we're
down
that
road
of
looking
at
that
situation
from
Newton
County,
Lake,
County
and
Kankakee
County's
perspective.
So
that's
pretty
much
as
I.
Just
want
to
let
everybody
know
that
it's
really.
We
can't
spend
money
on
something
that
would
get
such
little
use.
It
would
be
better
spent
on
the
roads
that
we
have
here.
G
G
I
when
I
sat
down
I'll
be
in
late
was
too
it
seems
like
he
was
affirming
that
it
wouldn't
be
a
good
use
of
our
money
and
as
a
citizen
at
this
point
who
was
there
when
we
started
this
project,
he
kind
of
agreed
with
our
path.
If
you
will,
am
I
misrepresenting
that,
because
you
might've
read
the
letter
well,.
D
That's
being
eaten
up
by
bi-state,
correct
state,
state
offices
and
stuff
sure.
G
And
the
other
part
of
the
discussion
was:
is
this
bridge
doesn't
allow
fishermen
to
go
back
and
forth
uses
so
close
to
the
water
line?
It's
actually
an
obstacle
for
recreation
on
that
part
of
the
river
more
and
more
sporting
than
recreation,
but
so
the
thought
would
be.
It
would
improve
the
quality
of
the
the
sporting
nature
of
that
part
of
the
river
to
get
the
bridge
out
of
there
as
well,
and
so
I
was
in
agreement
and
just
for
the
committee.
G
If
they
have
any
comment
just
to
let
you
know
what's
going
on,
it's
also
open
the
door
for
further
discussions
about
sand
collection
at
the
state
line.
What
are
we
going
to
do
with
the
river?
So
this
is
this
contact
was
very
beneficial
not
just
for
this,
but
for
other
projects
that
we're
looking
at
and
I'm
sure
the
public
wants
us
to
look
at
going
forward.
So.
A
F
F
B
D
G
Was
one
of
the
thoughts
was
is
that
this
thing
could
is
in
danger
with
the
flooding
it's
already
bent?
It's
there
sand,
that's
damming
up
around
it.
They
could
fall
in
and
cost
exponentially
more
to
get
it
out
of
there,
and
so
we're
probably
better
off
looking
at
if
we
have
partners
with
the
Newton,
County
and
Lake
County
to
do
this
together
because
they
would
like
it
gone
the
residence
on
that
side
would
like
it
gone
as
well.
A
Okay,
anything
else
anything
else
for
mr.
Roger
before
he
goes
make
a
movie
Thank
You.
Mr.
Rogers
do
mr.
cowboys
and
while
he's
coming
up
here,
we
owner
amend
gender
also
to
move
the
bid
opening
up.
Now
we
do
the
bid
opening
now
instead
of
last
motion.
Mr.
old
second,
mr.
Jeff,
all
in
favor,
say
aye,
okay,
we'll
take
the
bid
openings
first.
G
A
A
H
It
okay:
this
is
the
bid
opening
for
the
roof
replacement
project
at
the
County
Building
here
189
and
also
the
perimeter
roof
up
around
the
dome
at
the
courthouse.
The
rough
here
at
189
is
the
second
floor
lower
level
the
high
roof
was
done
last
year
before
a
couple
years
ago.
The
bid
period
for
the
project
is
now
officially
closed.
H
H
Langley's
Roofing
has
submitted
bit
scary
in
the
form
of
a
5%
bid,
bond
they've,
acknowledged
receipt
of
de
denim
number
one
and
have
submitted
a
base
bid
price
of
one
hundred
and
fifty
nine
thousand
eight
hundred
and
eighty
six
dollars
one
five.
Nine
eight
eight
six
no
proposed
product
substitutions
that
our
information
and
project
history
has
been
submitted.
H
A
G
C
I
H
Know
basically,
the
the
the
roof
here
at
the
county
I
know
that
Brian
has
indicated
to
to
us
that
there's
been
many
leaking
problems
in
that
portion
of
the
roof.
I
believe
that
that
roof,
we
believe,
was
installed
in
1996
okay,
so
that
is,
you
know
well
beyond
its
expected
projected
life
and
also
the
existing
roof
up
there
in
terms
of
roof.
Slope
does
not
have
the
adequate
sloping
or
drainage.
That's
required.
You
know,
either
by
code
or
by
our
by
standards
these
days,
so
that
one's
in
pretty
bad
shape.
H
The
one
up
around
the
courthouse
is
is
a
smaller
portion.
It's
just
her
up
around
the
dome,
but
as
we
you
know,
I
have
gotten
into
that
one.
The
the
insulation
is
is
very,
is
very
soft
up
there
and,
and
both
of
these
projects
in
terms
of
the
way
they've
been
leaking
over
the
years,
is
that
any
insulation
that's
up
there
now
is
now
disintegrated
its
degraded
because
of
all
the
leaks
that
they've
had.
H
So
both
projects
are
a
complete,
tear-off,
all
the
way
down
to
the
deck,
which
is
what
we
recommend
doing
anyway,
just
so
you're
not
putting
a
new
product
over
bad.
So
it's
it's
being
done.
The
right
way,
it's
being
done
according
to
code,
it's
being
done
according
to
energy
code
and
since
being
in
the
you
know,
state
of
the
art
most
current
products
are
being
used
to
to
rear
up
these.
B
H
Yeah
we
do
have
some
areas,
there's
a
small
courtyard,
just,
for
example,
there's
a
small
court
area
on
the
second
floor
over
here
and
that
has
Dec
on
it.
You
know
it's
impossible
to
see
what's
below
the
roofing,
but
if
they
uncover
the
roofing
and
there's
some
rotted
deck.
That's
that's
what
the
contingency
would
be
used
for
if
everything
turns
out
according
to
plan
for
the
entire
project
and
that
five
thousand
will
be
credited
back
to
the
county
and
a
change
or
at
the
end
of
the
project.
E
G
For
the
committee's
knowledge
and
I'll
mention
it
to
finance
as
well,
we
we
had
pulled
the
six
hundred
well,
what's
left
is
six
hundred
thousand
from
the
will
county
fun.
We
had
up
there
we're
charging.
These
were
allocating
these
to
that
line
item,
because
that
was
for
infrastructure,
repairs
and
improvement.
So
just
so
you
know
it's
it's
while
that
money
is
in
the
interfund
kitty.
That's
where
we're
charging
this
to
so
we're
going
through
that,
instead
of
just
pulling
out
of
other
general
fund
areas
out
of
maintenance,
does
that
make
sense?
Only
okay.
A
C
D
I
You
Duncan
I
will
review
this
we'll
go
back
to
review
these.
We
get
done
here
today
and
then
I'll
work
with
language
as
it
stands
right
now
to
move
forward
with
this
tentative
dates
and
what
I
have
it?
Okay.
Thank
you.
Duncan
I
have
facility
to
report
I
had
a
hundred
and
sixty-five
work
orders
for
the
month
of
March.
I
In
your
financial
report,
you
see
we're
about
ten
thousand
dot.
Ten
thousand
fifty
six
dollars
that's
down
a
little
bit
because
I've
haven't
ordered
supplies.
I'll
now
do
I've
been
ordered
enough
stuff
to
kind
of
stay
ahead
of
this
a
couple
months
at
a
time.
So
that's
why
you
see
a
little
a
little
bit
lower
number
and
and
knock
on
wood.
I
Things
have
been
running
relatively
good,
so
any
questions
on
Finance
all
right,
I'll
move
into
the
building
report,
the
courthouse,
of
course
the
roofs
taken
care
of
we
are
working
on
the
ramp
for
the
front.
Porch
we've
had
a
meeting
with
the
chairman
of
the
inn.
Doug
and
we've
had
conversation
about
this,
and
we
are
moving
forward
with
some
of
this
I'm
I.
Don't
know
where
all
this
is
headed.
Just
yet,
but
we're
working
on
it,
so
that's
that's
as
much
as
I'm
going
to
report
on
this.
I
The
annex
building
I
have
a
couple
of
requests
from
Tom
Latham
at
the
annex
building
they
have
a
conference
room
up
on
the
second
floor
that
they
also
use
for
training.
There's
an
office
up
there.
Currently,
the
walls,
if
you
will
I
call
them
fake
walls
that
are
not
tied
into
anything.
The
office
was
built
in
an
effort
to
have
an
additional
office
he'd
like
to
have
those
walls
taken
down
I.
I
Currently,
don't
have
anybody
to
do
that,
I,
put
him
off
and
put
him
off
as
much
as
I
can
only
because
of
the
short
staff
he
has
asked
to
have
that
done
and
I
have
noticed
it
on
the
front
of
that
building.
The
sidewalks
I
have
some
deterioration,
a
couple
of
sexes
of
sidewalks
there
they're
going
to
need
to
be
addressed
as
well
on
the
north
side
of
the
building,
typically,
where
all
the
traffic
is
so
again,
I'm
going
to
bring
up
the
parking
lots.
I
All
of
our
parking
lots
need
to
have
cracks
and
seals
repaired
and
have
those
parking
lot
sealed
and
restriped
and
entire
county
I
pulled
the
files
that
I
have
on
Jerome.
Combs
detention
center
was
about
$10,000
when
they
did
that
the
last
time
that
was
done
about
six
years
ago,
so
the
old
jail,
the
elevator
they
pulled.
I
The
shaft
out
of
the
elevator
they've
cut
that
up
they're,
getting
ready
to
pull
the
casing
out
they're
getting
ahead
of
this
or
about
two
months
out
on
the
repair,
but
they
are
getting
ahead
of
this
and
have
people
there
working.
So
that's
in
progress
and
we're
keeping
all
that
equipment
there
operational
today
at
Jerome
combs
we
had
the
transfer
switch,
go
bad.
That
transfer
switch
is
a
three-phase
transfer,
switch
that
one
of
the
phases
didn't
connect.
So
we've
we
are
right.
I
Now
this
morning
we
were
there
at
five
o'clock
this
morning
we
did
a
shutdown
on
the
necessary
equipment.
We
needed
a
back
feed.
We
did
all
that
between
5:00
and
6:00
and
they're.
Now,
taking
the
transfer
switch
out,
I
just
made
a
phone
call,
I've
asked
Oh
coming
there
that
will
reprogram
everything
as
soon
as
pyramid
or
Rooter
Electric
gets
done.
Putting
the
transfer
switch
up,
they're
installing
it
as
we
speak
so
I'm
all
over
this.
Where
Apple
will
have
this
done
this
afternoon,
and
everything
will
be
back
operational
there
on
the
24th
this
month.
I
Have
the
capacitor
replacement
for
behind
Master
Control
condense.
Go
we'll
be
coming
to
do
that.
That
was
approved
by
the
buildings
and
grounds
committee
I've
since
come
across
the
inverter.
In
the
back
for
the
PLC's
and
emergency
lighting
in
the
back
of
Jerome
combs,
the
inverter
is
common,
like
you've
never
heard
at
home
before
the
transformer
in
it,
it
is
beginning
to
bail.
If
you
will-
and
it's
I
mean
it's
a
Hummer,
so
I
I
call
condensed
Co
it's
$24,000
to
replace
that
inverter.
I
So
it's
been
humming
for
a
while
I,
don't
know
how
long
that
they
recommend
doing
it
right
away.
Of
course,
I
don't
know
how
long
we
can
put
this
off.
I'll
I'll
get
better
information
from
them
on
the
24th
when
they
come
here
and
we'll
go
through
this
thing
and
see
what
what's
gonna
happen.
Next
with
it
again
the
parking
lot
and
sealing
out
there
Sparks
thinks
gold
and
again
knock
on
wood.
Things
are
running
pretty
good.
We've
got
the
old
jail
put
in
order.
I
It's
running,
we
got
a
guy
there,
Dave
Heather
who's,
doing
a
great
job
for
us
and
he
stays
on
top
of
breakage.
So
we're
real
fortunate
to
have
him
as
well
as
create
all
of
our
guys,
they're
doing
a
great
job.
Courthouse
I
was
there
yesterday,
it
looks,
looks
really
good.
Our
custodians
are
doing
good
over
there.
Everything
seems
to
be
running
pretty
good,
so
knock
on
wood
and
gonna
keep
I,
never
like
saying
it
out
loud,
but
it
is
what
it
is
we're
staying
on
top
of
things.
So
that's
all
I
really
have
wheeler.
G
Thank
you,
I
just
want
to
clarify
for
the
committee.
We
met
on
the
ABA
courtroom
planning
for
the
the
courthouse
and
for
the
ramp
we're
getting
we're
getting
other
help
for
the
ramp.
Mr.
bright
is
not
helping
us
with
a
ramp
he's
working
on
the
courtroom.
I
want
to
clarify
that
for
the
committee,
that's
something
that
we're
doing
on
we're
working
on
the
ramp,
so
I
just
want
to
draw
the
distinction
there
between
the
two,
but
we
have
to
move
on
both
remember
those
are
date.
G
I
I'm
gonna
be
gone
next
week.
My
replacement
is
coming
in
I
believe
on
the
30th
as
a
start
date
of
the
30th
will
start
his
training
to
a
couple
months:
I
I,
typically
I'm
gonna
leave
June
29th
gonna
be
my
my
last
day,
so
we'll
we'll
be
working
with
with
this
new
guy.
Getting
try
to
bring
him
up
to
speed
as
best
we
can.
I've
also
spoke
with
the
chairman
about
staying
on
call
if
it's
absolutely
necessary,
we'll
talk
some
more
about
that.
As
we
move
forward.
I
don't
have
a
problem.
I
E
I
J
J
We
do
have
all
sided
hung
up
with
exception
of
one
sign.
We
kind
of
ER
look
tips
for
the
interpreters
office,
but
we'll
get
that
ordered
and
we'll
have
that
hung
up.
We
took
some
pictures
them
to
show
the
attorney
general's
office
that,
yes,
these
were
hung
properly.
Measured,
took
the
pictures
with
the
measurements
within
the
pictures
and
also
we
did
order
the
evacuation
equipment
and
we
have
two
things
that
are
backward
right
now.
J
Two
of
the
evacuation
sleds,
but
the
other
stuff
is
going
up
next
week,
I'm
working
with
Bill
and
maintenance
to
get
those
things
up
by
Monday
or
Tuesday
I
had
a
little
bit
of
a
problem
trying
to
figure
out
how
exactly
to
hang
the
evacuation
sled
in
the
chair,
I
mean
I.
We
can
figure
how
to
hang
it,
but
we
didn't
know
if
there
was
some
measurements.
We
had
to
hang
it
by
which
I
didn't
think
there
should
be
because
the
person
that's
probably
gonna,
need
the
evacuation.
J
Sledder
chair
is
not
gonna,
be
the
one
taking
it
off
the
wall,
but
I
worked
with
the
a
da
yesterday
or
spokespeople
from
the
a
da
the
technical
assistance
and
got
that
information,
so
probably
Monday
or
so
will
be
hanging
those
things
we're
waiting
for
the
last
two
evacuation
slides
and
then
we'll
be
done
with
those
things.
As
chairman
wheeler
said,
the
biggest
things
now
are
the
the
ramp
and
the
remodel
of
room
204
the
court
room
and
pretty
much
there.
Everything
else.
That's
already
on
the
list,
our
to-do
list
from
the
attorney
general's
office.
J
Sorry
Thank
You
Diane
last
meeting
I
had
asked
if
I
would
like
to
form
a
subcommittee
to
assist
with
these
a.da
projects.
I
had
no
volunteers.
Can
you
imagine
that?
But
if
I
would
like
for
to
form
a
subcommittee
if
you're
interested
in
that,
please
let
me
know:
do
you
mean
chairman
wheeler
suggestions
for
that
I
would.
G
J
G
And
I:
don't
this
page
is
not
an
immediate
thing,
but
I've
often
wondered
you
know
if
you're
driving
on
Court
Street
the
paint's
falling
off
the
side
of
the
building,
it
kind
of
looks
heck
and
I
like
heck
and
I.
Would
just
would
it
be
good
to
get
a
price
on
what
it
would
cost
to
pay
that
I
know
it's
just
cosmetic,
but
I
mean
at
some
point,
it'd
take
some
pride
in
your
building
and.
