committee
meeting
from
Thursday
September,
the
21st
2023
to
order
can
I
have
a
roll
call.

since
we
don't
have
a
quorum
here,
we're
not
going
to
be
able
to
go
forward
in
and
approve
some
of
the
stuff,
including
the
the
minutes
from
August
we're
going
to
have
to
move
that
to
the
next
meeting
and
when
it
comes
to
let's
go
ahead
and
then
maybe
if
you
want
to
just
there's
nothing
to
vote
on,
waterways,
probably
would
be
just
an
update
on
that
and
I'm
gonna
go
ahead
and
see
if
German
wheeler
has
an
updates
to
for
the
waterways.
The
project
sentiment.

Yeah
the
a
couple
of
things.
First
of
all,
there's
a
update
in
the
back.

update
in
the
packet
on
muscle
surveys,
the
perk
updates,
there's
also
a
I,
included
some
of
the
work
that
we've
been
doing
in
Indiana.
As
far
as.

Some
engineered
Solutions
of
Bank
stabilization
Bridge
replacement,
we're
working
with
the
federal
government
in
Indiana
to
remove
old,
train
bridges
that
are
no
longer
in
use,
things
that
are
cow
catchers
for
trees
which
cause
flooding
in
those
areas.
So
the
reason
I
included
it
was
is
because
those
are
the
types
of
things
that
we
have
to
do
here:
either
clean
the
wood
out
and
or
allow
for
the
removal
of
those
Bridge
structures.

If
those
things
are
not
in
use
anymore,
all
they
are
is
impediments
they're,
not
anything
that
serves
a
purpose
within
the
system,
so
I'm
just
trying
to
start
to
include
the
work
that
we're
doing
so.
This
committee
can
become
aware
of
the
decisions
that
will
you'll
be
facing
and,
along
with
the
Advisory
Group,
that
we
put
together
of
the
citizenry
that
has
a
particular
specialty,
whether
it's
a
drainage,
District,
Soil
and
Water
boaters
fishermen,
what
input
they
might
have
into
those
types
of
projects
as
well.

there's
engineered
Solutions,
there's
things
that
we'd
like
to
see
done
for
recreation
and
I
think
we're
kind
of
trying
to
find
that
sweet
spot
between
all
of
it.
But
the
main
thing
is
is
to
this
was
to
let
you
guys
know
that
Indiana
is
just
not
sitting
on
their
hands
they're
actually
driving
most
of
this
change
and
it's
showing
results.

really
don't
know
that
there's
much
I
can
do
as
far
as
asking
questions
I'm
just
trying

expose
the
group
to
you
know
what
those
those
types
of
Technologies
and
solutions
are,
and
then
there
was
a
video
that
I
sent
Kelly.

I
thought
that
might
be
good
for
this
committee
to
see
in
terms
of
stantec
the
engineering
company.

the

have

skip

it

2018
flood
largely
happened
one
because
of
you
know
every
so
often
because
of
weather
conditions.
You
get
an
event
like
that,
but
at
the
same
time
it
was
recognized
regionally
that
we
needed
to
invest
some
resources
into
adapting
the
Kankakee
and
yellow
rivers
to
the
Modern
Age.
My.

Dad
dad
actually
bought
this
Farm
in
1973,
so
it's
since
high
school
that
I've
been
on
this
piece
of
ground
in
2018,
when
we
had
three
breaks
in
the
Levee,
just
the
construction
costs
to
figure
to
repair
those
three
brakes.
The
total
bill
was
over
a
hundred
and
fifty
thousand
dollars.

Priority
is
we're
trying
to
reconnect
in
areas
that's
possible,
the
river
with
its
historic
floodplain,
sometimes
we're
able
to
accomplish
that
through
outside
Bank
grading
and
inside
floodplain
grading
and
then
through
process
of
you
know,
native
seed,
vegetation
and
and
using
erosion
control
Blanca.
That's
that's
our
first
line
of
defense.

There's
something
in
this
for
everybody,
I
mean.
Obviously
we
have
to
make
sure
that
our
agricultural
Revenue
generators
and
economic
engines
aren't
flooding
on
an
annual
basis.
They've
been
here
for
over
a
century,
and
we
need
to
continue
to
make
sure
that
they're
successful.
But
the
neat
part
is
one
of
the
tools
of
ensuring
that
doesn't
happen.

restoration
of
the
of
the
natural
resource
folks
can
relate
to
the
fact
that
we
need
to
make
a
you
know
a
new
generation
of
Investments
to
be
able
to
coexist
with
this
historic
natural
resource.

it

was
delivered

we've

decisions

Regional,
Statewide
level,
of
what
we're
doing
here

up

we
could
actually
be
doing
some
of
that
work
ourselves.

obstructions
that
are
not
being
used
but
are
are
obstructed.
Basically,
the
flow
of
the
river
I
think
that's
kind
of
a
a
given
that
they
need
to
be
removed
because,
even
with
the
process
of
dredging
out
the
dredging
out
the
river,
it's
it's
just
an
obstruction,
and
it's
not
it's
not
healthy
for
the
river
itself,
so
I
I
think
that's
kind
of
a
given
that
those
things
need
to
be
removed.

really
we
we
do
have
some
for
the
most
part.
It's
we
see
most
of
the
wood
collecting
along
the
current
bridges
that
are
to
be
maintained
by
the
state,
but
they're,
usually
about
two
and
a
half
years
out
on
getting
that
kind
of
wood
out
of
there.
It
takes
a
long
time
for
them
to
catch
up
to
us.
I've
talked
to
the
city
about
that,
so
we
do
have
some
of
those
bridges
that
are
just
sitting
there
dormant.
The
state
line
bridge
is
the
best
example
of
everything
every
day.

this
generally,
maybe
it's
every
month,
there's
less
of
that
bridge
there,
because
the
Scrappers
are
taking
the
metal
from
it
sooner
or
later
it's
going
to
go
into
the
water.
That's
why
we're
focused
on
that
bridge,
because
it's
really
not
amuse.
So
all
it
is,
is
a
cow
catcher
for
trees.
Now
some
people
say
yay:
it
stops
the
trees
from
coming
here.
Yeah
other
people
see
and
I.
Think
we've
mentioned
this
before
a
a

as
habitat
a
fisherman
might
see
that
as
a
great
place
to
go.

catch
crappie
out
there
or
Smallmouth
or

you
might

boater

you

get
that
out

it

the
need

rid

it

upper
number

try

look
into

revive

how

try
to
get
more
money

order

beyond

approved

have
any
other
ways
to
provide
the
revenue
to
that,
I
think
we'll
probably
have
to
look
into
that
as
you're
getting
closer,
because
we
are
not
that
far
from
you
start
getting
into
action.

under
the

current
Grant,
the
million
dollar
Grant,
we
have
a
about
100
000
in
contingency
currency.
Currently
that
would
be
typically
for
construction
contingency,
but
obviously,
when
we
ran
into
mussels
in
the
river
we
weren't
expecting
to
see
that
increased
our
cost
on
on
the
engineering
side.

as
far
as
Revenue
to
fund
the
engineering
and
construction
activities,
we
have
a
million
dollars
to
take
scoops
of
sand
or
pump
sand
out
of
the
river
for
for
the
dredging
project
at
the
Rome
Park
boat
launch
the
more
we
spend
in
engineering,
the
less
you
know,
cubic
yards
of
sand,
that'll
come
out
that
will
be
removed.

If
we
save
money
on
trucking
the
more
we
can
take
out,
it's
kind
of
all
in
that
that
big
umbrella,
so
we're
going
to
take
out
exactly
you
know
as
much
as
we
possibly
can,
but
obviously
running
into
muscles
and
doing
additional
studies
is
gonna.
You
know
cost
us
more
on
the
engineering
side
we
so
we
expected
that
we
would
like
to
spend
all
a
hundred
thousand
of
contingency
funds
on
on
actual
construction,
but
understand
that
that's
in
our
current
Grant
agreement
under
under
that
line
items.

have
that
money
available
for
continuing
the
project.

getting
closer

we
get

re-look
at
it,

then

was
thinking
about

the

damn
situation,
I
was
told
that
they
did
a
bunch
of
work
to
it
and
got
it
all
fixed
up

ready

go,

it

be
coming
up

inch

two
every
day
and
it
isn't
coming
up
anything
at
all.
We
haven't
had
any
rain,
but
I
mean
there's
still
natural
flowing
water,
that
flows
through
the
river.
So
you
can't
launch
a
boat
at
any
of
the
ramps
in
on
the
river
right.

you
back
off
the
end
of
the
ramp
off
into
no
man's
land.
It's
all
washed
out
under
you
have
a
tandem,
an
actual
trailer
and
you
can
drop
the
first
set
of
wheels
off
it's
not
a
problem
but
the
second
set.
Then
you
got
to
get
a
big
tow
truck
in
there
to
get
you
out.
So
that's
the
situation,
that's
so
low
right!
Now,
it's
dangerously
low
the
river
right!

when

new
pump
showed
up,
they
went
to
install
it
and
it
was
defective,
and
so
the
river
dropped
again.
That
was
at
least
a
month
ago,
a
month
and
a
half
ago
and
I
believe,
since
they
have
put
the

replacement
in
so
I
would
maybe
I
remember
going
on
the
best
canoe
trips
of
my
life
when
I
was
a
child
and
walking
the
river
with
my
canoe
between.

Six
Mile
pool
is
pretty
low.

think
that

the
amount
of
rain
that
they
have
got
or
not
have
got
in
Indiana
is
part
of
the

estimates
for
the
County
engineer,
but
they're
not
going
to
be
able
to
approve
that
