the
state
passed
a
statute
that
totally
changes
how

regulate
solar
farms

wind
farms
and
part
of
that,
the

takes
it
really
takes
away
the
need
or
any
practical
use

special

permit
where
adjoining
property
owners
and
municipalities
and
townships
would
be
notified
of
the
situation,
and
some
of
the
board
members
brought
this
to
my
attention
that
they
would
still
like
to
see
people
get
notified
that
are
around
them.

rather
than
change,
our
zoning
ordinance
would
be,
which
would
be
in
conflict
with
the
state
statute
and
also
change
or
make
them
go
through
an
entire
special
use.
Permit
process
just
to
have
a
public
hearing.
We
came
up
with
adding

notice

intent
to
building
permit
applications,
whereas
if
the
project
has
a
capital,
investment
of
more
than
two
million
dollars
is
a
non-residential
or
non-agricultural
project,
and
it's
located
on
previously
undeveloped
property
consisting
of
15
Acres
or
more.

would
be
required
by
certified
mail
to
notify
all
of
their
adjoining
property
owners.
The
township
supervisor
of
the
township
they're
in
and
any
municipalities
within
one
and
a
half
miles
of
the
site,
so
the
notices
would
still
occur.
People

aware
of
it.
Without
this
honestly,
the
trucks
would
be
probably
rolling
and
construction
would
be
started
before
most
neighbors
would
know
about
it.

business
and

producers

to
be
approved
by
either
the
municipality

not
necessarily
fixing
some
of
the
concerns
from
that
that

addressed,
but
it
is
allowing
some
potential
Authority.

members

address

some
ability

kind

these

for

the
work
that
they
do
down
on
the
third
floor

these

Appropriations
Kankakee
counties
received

11
Appropriations
in
some
regular
size.

they're
doing
with
these
is
it
possible

lead
kind
of
the
charge

be
the
Fiscal
Agent
on
some
of
these,
and
so
these
towns
are
receiving
somewhere
between
50
000
and
150
000

improvements,

so
we've
been
working,
compiling
the
paperwork,
making
sure
that
the
Senator's
requests
are

met,

one
piece

that
would
be
as
as
their
Fiscal
Agent
as
we

apply

the
state
of
Illinois

against
small

District
got
some
money:

the
fire
protection
districts.
We
just
really
want
the
ability,
as
these
come
through

Senator's
office,
for

line
item
Appropriations,
that
we
can
properly
track
the
paperwork
and
make
sure
that
the
the
chairman
has
that
authority
to
execute
and
so
I'm
kind
of
requesting
an
Omnibus
approval
here
for
this
program
where
we
would
manage
all
of
those.

Finance
would
make
sure
that
you
know
our
data
certification
all
of
our
paperworks
in
order
for
us
to
maintain
that
we
would
then
get
Grant
agreements
on
behalf
of
these
jurisdictions
from
Commerce.

follow
these
certain
rules
and
we
would
make
sure
all
those
rules
are
followed
before
any
dollars
were
expended
on
these
projects,

I
think
it's
just
best
for
us
to
have
this
documentation
through
the
board
before
the
Chairman's
executing
these

is

regularly
working

used

the

know

just

it
looks
like
the
county
of
Kankakee
is
applying
for
13
separate
grants
and
then
we'll
have
what
the
project
name

what

specifics
is
from
those
communities
as
to
what
they
want
and
then
the
state
will
approve
it.

it's
I,
don't
want
to
say
it's
a
lot
of
rubber
stamping,
but
it
is
a
lot
of
repetitive
paperwork
that
we're
used
to
doing
so.
It's
not
as
cumbersome
as
writing,

individual
grants

13
individual
grants,
but
it
is
going
to
be
a
lot
of
tracking
RN
and
we'll
make
sure
it's
done
right
and
appropriate.
But
it's
just
something
that
we
believe,

you

us
as
a
Fiscal
Agent
for
some
of
these
smaller
towns
really
makes
sense,
because
otherwise
I'm
not
certain
how
they
would
get
their
money.

inherent
approval

just

to

cut
to

hundred
thousand
dollars

get
the

and

the

they're

and
designing

new
project

already
just
using
it
to
to
further
their
budgets
this
year
or
potentially
next
year,.

wait

agreement

still

very
timely
process
in

state
of
Illinois,

they'll
pay
requisitions
in

for

Transit
and
for

other
things,

money

quickly,

the
biggest

building

of
hurdles
to
this,
but
we
work
through
them.

proposal.

that
we

the

emitting
sonar.

boats

the
technician
they're
installing

one

medium

vessels,

we

jet
drive
the
boat
on

no
propeller
has
jet
drive,
so
we

get

very
shallow
water
with
it

you

it

landing
on

island

the
remote

unsafe
navigation

boat

wide
swath.

pulses

the

deep

efficient
in
deep

and
then
the
state

there

no
unexpected
hazards
were
were
discovered
in
the
Recon
normal
amount
of
tree
stumps
and
debris
hanging
on
the
bridges
or
just
below
them.
So
nothing
that
nothing
that
creates

safety
risk

the
preliminary
Recon
first
step
is
to
do
a
pilot
project.

Confluence

Iroquois

the
Kankakee

we
propose

pilot
project

the

collect

make

data

is
most
beneficial

cost

pricing

those
two

navigation

the

shallow

how
the
data
can
be
displayed

soft
top
unconsolidated
and
reflects
back
the
lower
frequencies

on

kilohertz

will
reflect
back

sediment

mixture
of
